Adopting new technology in drill and blast requires a structured implementation process, as it represents a significant change in a traditionally conservative industry. It involves addressing initially unknown implications. As the problem is not yet acutely felt, developing a market strategy must be approached from the customer’s perspective, considering how the product can optimize their activities or enhance flexibility. To achieve this, it is essential to have a comprehensive understanding of the context of the customers identified in the deployment process pipeline. This paper discusses aspects of introducing wireless initiation technology - the initiation of primers through a magnetic field without physical connections - in Brazil. Additionally, it presents a case study of the application of a structured process of sales with purpose in an underground mine. By identifying key opportunities that were highly profitable for the client, the necessary awareness was created, leading them to recognize the technology as an enabler for exploring their mineral deposits in a new way which allowed a successful change management process. Based on the applicable technique, a preloading project was developed to maintain inaccessible areas with high-grade precharged with the area loaded with wireless primers acting as a temporary pillar and controlling dilution throughout the orebody. Once the excavation of the stope was completed, the pillar was successfully blasted and the material - once considered lost in the original plan as a rib pillar - was recovered after serving its structural function. Through this method, the metallic recovery of the stope increased without dilution losses. Demonstrating economic viability and stablishing the previously unknown technology as a strategic tool for optimizing stope recovery.

Dr R. E. Robinson, Pr. Eng., obtained a B.sc. (Chem. Eng.) cum laude from the University of the Witwatersrand in 1950 and a Ph.D. (Eng.) from the same University in 1953, where he was awarded the Haikes Memorial Medal for Industrial Chemistry. Professor G. G. Garrett was appointed Professor of Physical and :Fabrication Metallurgy in the Department of Metallurgy at the University of the Witwatersrand in June 1980, and in January 1984 he became Head of the Department. Mr P. A. van Wielligh, Pr. Eng., climbed the mining ladder in the hard way, starting as a Mine Surveyor in 1936 and working his way up as Chief Surveyor, Underground Manager, Mine Manager, and Consulting Engineer, to Executive Director, including the intermediate steps. Mr H. E. James, Pr. Eng., is a graduate in Chemical Engineering from the University of the Witwatersrand. Both his B.sc. degree (1961) and his M.sc. degree (1964) were obtained on bursaries, the former from Gold Fields of South Africa and the latter from the Atomic Energy Board. Mr G. Pienaar, Pr. Eng., obtained a B.Eng. (Met) in 1967 and an M.Eng. in 1973, both from the University of Pretoria. Dr A. K. Haines, Pr. Eng., obtained all his degrees from the University of Natal, finishing with a. Ph.D. in 1971. Mr B. C. Alberts, Pr. Eng., obtained his academic training at the University of Pretoria, where he was awarded B.sc. degrees in both agricultural engineering (1963) and mining engineering (1965). Mr H. C. van Zyl, Pr. Eng., holds B.sc. degrees in mining engineering (1968) and civil engineering (1972), both from the University of Pretoria.

Professor R.P. King holds a Ph.D. degree in chemical engineering, which he obtained at the University of Manchester in 1963. After that he lectured in the Departments of Chemical Engineering at the Universities of the Witwatersrand and Natal. From 1968 to 1973, he was Leader of the Chemical Engineering Research Group of the National Institute for Metallurgy at the latter University. Mr C.E. Fivaz, Pr. Eng., is Chief Consulting Metallurgist of Rand Mines (Mining & Services) Limited, and is responsible for the metallurgical activities of the Gold and Uranium Division and the Coal and Base Minerals Division of the Group.

Introduction “A Western mine is a hole in the ground owned by a liar. . ." -Mark Twain THE CAPITAL INVESTMENT DECISION Decisions pertaining to a firm's proposed capital investments can have vital short- and long-term consequences on the organization's ability to compete, and even survive.Capita1 investment decisions, in general, center around two fundamental activities: (1) allocating capital funds to specific investment projects or assets, and (2) obtaining necessary financing in such proportion as to increase the overall value of the firm. In essence these activities or decisions describe the science of finance (as contrasted with economics). Fimnce has been described in general terms as the study of how a present, known amount of cash is converted into a future, perhaps unknown, amount of cash (Archer, Choate, and Racette, 1979). Fundamental to understanding the science of finance and the capital investment decision process in general are the basic concepts relating to cash flow transactions, time, income generation (markets), expected returns, and risk. The functions of finance may be segregated into three fundamental decisions which a firm must address: (1) the dividend decision, (2) the financing decision, and (3) the investment decision. These decisions are interdependent and their joint impact on the objective of the firm must be considered. This book primarily addresses the concepts and components associated with the investment and financing decisions as they affect the practice of mine valuation. Responsibilities of Management A primary assumption incorporated in this book is that the fundamental objective of any firm is to maximize its value, or wealth of its owners (stock- holders). Here, the term wealth refers to the total current market value of the firm's assets. In the case of corporations, the wealth or value is considered to be represented by the market price of the firm's common stock. The price of the firm's common stock obviously will be affected by its investment, financing, and dividend decisions. Consequently, an optimal combination of these three decisions should maximize the value of the firm to its stockholders. It is important to point out that wealth maximization is a more appropriate and inclusive goal for the firm than profit maximization. Indeed, there is a difference between the two objectives in most situations. For instance, a firm can always raise profits by selling stock and investing the proceeds in treasury bills or certificates of deposit. General An important part of any mine power distribution system is its con¬nection to earth or ground. The grounding network serves to protect men and machinery from the hazards associated with electrical equipment which is operating improperly. Since the mine site is determined by the location of the rock or mineral to be extracted, the conditions required for the installation of an adequate grounding system are not always easily met. If annual rainfall is low or soil resistivity is high, an extensive array of buried metallic conductors may be necessary to assure a low-resistance connec¬tion to earth. Measurement of soil parameters can be made before the construction of a grounding grid is begun, and the configuration of a metallic network, which will yield the desired values of earth resistance and potential gradient, thereby ascertained. Proper design at the time the ground bed is installed will save much time and expense in later years. Ground conductors extend from the buried grid to each piece of mo¬bile and portable equipment via overhead lines or multi-conductor cables. In this fashion all machine frames are referenced to the same potential as the grounding medium. Protective circuitry must be installed to monitor\current flow in the ground conductors or the potential drop across the neutral grounding resistor, which is placed between the grounding grid and the neutral point on the distribution transformer secondary. Surface mining of coal involves removing soil and rock that overlay coal beds in order to expose the coal. Compared to underground coal mining, surface mining generally costs less, is safer for miners, and usually results in more complete recovery of the coal. However, it also results in much more extensive, though temporary, disturbance of the land surface, which can cause serious environmental problems unless the mined land is carefully reclaimed. The earliest commercial U.S. coal production was in the anthracite region of Pennsylvania. Beginning in 1807, mining became important enough for the federal government to begin keeping statistics on annual production. During those early years of coal mining, reclamation of mine sites and Support facilities was not required by law; however, in the 1930's, as surface mining became more widespread, the idea of mandatory environmental protection and reclamation started to grow. In 1939 West Virginia enacted the first law to regulate the coal mining industry. Similar laws were enacted by Indiana in 1941, Illinois in 1943, and Pennsylvania in 1945. During that period, coal production accelerated greatly and the surface mining of coal became much more prevalent. During World War 11, the demand for coal took priority over environmental concerns, with little consideration for reclaiming the land after mining. Mining pits were not backfilled. Dangerous highwalls were left exposed. Trees and other vegetation were buried by waste material that was simply dumped down the slopes below mines. Topsoil was buried or allowed to wash away. Landslides formed on unstable hillsides. Slopes eroded rapidly because of the lack of vegetation. Polluted water collected in mine pits. Streams became clogged with sediment. Streams and rivers were frequently polluted by acid mine drainage. This vivid image of surface coal mining remains indelible in the minds of most Americans, who remain unfamiliar with modem surface coal mining methods and the changes brought about by the Surface Mining Control and Reclamation Act. After 1945, more coal-producing states instituted regulatory pro- grams. Many required permits for mining. Some included inspections. A few made operators post performance bonds to guarantee reclamation when mining was completed. However, due to the variations in those individual programs, it cost less to produce coal in states with less stringent reclamation requirements, giving operators in those states an economic advantage, generally at the expense of environmental quality. With the 1970's came a surge in the demand for coal resulting from the nation's need for increasing electric power generation and the uncertain supply and increased cost of imported petroleum-based fuels. The resulting increased coal production prompted a series of state laws, primarily in the West, aimed at controlling the environ- mental effects of surface mining. During the late 1960's and early 1970's, North Dakota, Wyoming, Colorado, and Montana passed laws to regulate mining and reclamation. The continuing lack of uniformity among the state surface mining programs and the increase in unreclaimed land and associated pollution of water and other resources caused a growing demand for nationwide regulation of surface coal mining, both to remove the economic inequities and to is sure an acceptable standard of reclamation. After many years of debate, Congress passed the Surface Mining Control and Reclamation Act (SMCRA), which was signed into law August 3, 1977. The Act established a coordinated effort between the states and the federal government to prevent the abuses that had characterized surface coal mining in the past. The law also applied to surface disturbances created by underground coal mining.

1.1 General The examination and evaluation of a mineral deposit to determine whether or not it can be profitably exploited entails many factors unrelated to the physical nature and intrinsic worth of that deposit. Nevertheless, geology and geologically related factors have great bearing on the economic potential of the deposit. This is only natural because the deposit owes its existence to these factors. This is even more so in underground mines where the whole system is a geologically enclosed one. Geology plays a major role in at least four phases of a mineral venture. Firstly, it acts as an indicator of the existence of parti¬cular minerals. For example, it is inconceivable that a sedimentary coal deposit would exist in a granitic batholith or stock, or that a sandstone would host primary copper or nickel sulphides. Further, the positional relationship of different rock types may be significant in locating deposits such as replacement zinc and copper sulphides in limestones which have been intruded by igneous rocks. Thus, geology is important in the exploration phase of a mineral deposit. Secondly, once potentially valuable minerals have been discovered, knowledge of geology plays a significant role in determining the dis¬tribution, grade and extent of the mineralization. Controls on mineralization include one or all of those related to structure, rock type, sedimentary features, post-depositional redistribution, etc. Con¬sequently, in order to effectively evaluate a deposit in terms of

"The development of non-destructive testing (NDT) methods for deep foundations occurred in several parts of the world, gradually coming together into the present state of the art. The compilation of this brief NDT history is the best effort of several knowledgeable members of the Deep Foundations Institute (DFI) Drilled Shaft Committee, coupled with the recollections of several historically important contributors to the science. It is not intended to be exhaustive, but rather concentrates on the origins of the methods in common use and on which this manual focuses.Modern NDT methods, and the spread of knowledge about them, have expanded through application to real foundations projects by the original researchers, sometimes inspired by their own curiosity, sometimes to respond to the cost and time limitations imposed by static testing, and sometimes to address the questions raised on research projects funded by large government agencies such as the Federal Highway Administration (FHWA) in the USA, and various European transportation agencies. Initial attempts were primitive by today’s standards, and equipment limitations often restricted successful application to relatively simple cases. As electronics improved and confidence in them increased, the early researchers began commercial promotion of their methods, published their findings in professional journals, and shared experiences at conferences held by such groups as the DFI, the International Association of Foundation Drilling (ADSC), the International Conferences on the Application of Stress-Wave Theory to Piles and other venues such as ASCE and Transportation Research Board (TRB) conferences.NDT methods were developed to fill a need to assess the quality assurance of deep foundation elements. New pile types and higher design loads prompted engineers to verify the safety of their foundations via additional testing during construction. Static load testing was the traditional method to assess performance, and this method has been used for centuries and perhaps even millennia.Relatively recent alternatives to static load testing for determining the capacity of drilled shafts include the bottom load test method. This method uses a jack embedded in the lower portion of the pile (bottom load test) and was first reported to be used from Canada in the early 1970’s (Gibson& Devenny 1973). The concept immediately caught on in Israel, where it was used as a quality control measure for small-diameter piles drilled in rock (then a new technology). The method was later patented in the US by Jorj Osterberg, and offered as a commercially available service in thelate 1980s (Osterberg, 1989)"

1, Introduction This report is submitted in fulfillment of the requirements of USBM Contract No. J0255017, "Development of Emergency Escape Systems Guidelines for Underground Metal and Nonmetal Mines" Under this contract the history of past mine fires was studied. Representative metal and nonmetal mines were surveyed and escapeways, refuge chambers, life support, and emergency hoist requirements were studied to determine the problems in complying with the proposed regulatory standards and their enforcement by MESA Mine Inspectors. In addition, a computer program was written to evaluate mine evacuation performance. The completed program is included in the appendix. 1. 1 Historical Review of Metal and Nonmetal Mine Fires Early records of mine fires are poorly documented because there was no statutory provision for reporting fires to the Bureau of Mines. The survey of representative mines during the course of this contract indicated that many small fires still go unreported even though they are now required to report all fires A recent report survey approximately 80 disasters in metal and nonmetal mines, (6 ) Table I is a summary of some of these fires. Historically most metal and nonmetal mine fires have been caused by electrical problems. Spontaneous combustion and the use of welding equipment are the other major causes of mine fires(14) Although not documented, many mine personnel agree that 30 percent to 40 percent of underground metal and nonmetal mine fires have their origin from cigarettes and other smoking related materials. The number of fires related to spontaneous combustion is decreasing and equipment fires are on the increase. The reduction of spontaneous combustion fires can be attributed to the use of sandfill in more mines and the increase in equipment fires to the increased use of LHD equipment.

Humankind's interest in measurement of human physical strength probably dates to the first humans. At that time, life was truly a struggle in which the fittest survived. To a great extent, fittest meant strongest. Interestingly, current interest in human physical strength in the workplace stems from 1970-1980s vintage research demonstrating that persons with adequate physical strength are less likely to be injured on physically demanding jobs. Survival in many modem workplaces may still be a case of survival of the strongest. There is, however, a flip side to this issue - that persons with limited strength are more likely to be injured on "hard" jobs. To address this problem, we can apply what we know about physical strength to job design. "Hard" jobs can be redesigned to be within the physical strength capability of most people. Since physical strength is important to these jobs, we must find ways to quantify it through testing. This publication concerns human physical strength testing. Its purpose is not to recommend any particular type of testing, but rather to describe the types of testing available and their uses. It is up to each individual user of strength testing to decide which testing technique is most appropriate for his or her particular application. This booklet discusses four types of strength testing: isometric, isoinertial, psychophysical, and isokinetic. Human Strength Before describing the different types of strength measurement, we must define the term "strength" and explain the concept of strength measurement. Strength is defined as the capacity to produce force or torque with voluntary muscle contraction. Maximum strength is defined as the capacity to produce force or torque with a maximum voluntary muscle contraction.(1,2) These definitions include some key words that must be explained. A voluntary muscle contraction is "voluntary." When a person's physical strength is measured, only the effort the person willingly puts forth at the time is measured. Thus, when we test a person's "maximum strength," we are not measuring his or her actual maximum, but some lesser value representing what he or she is comfortable expressing at the time with the existing equipment and environmental conditions. Interestingly, when researchers startled persons being tested (e.g., by setting off a starter's pistol behind them), they have found significant increases in measured strength.(3) It has been hypothesized that the lower strength displayed during normal testing provides a margin of safety against overloading and damaging muscle tissue. The test equipment and the tested person's familiarity with the process also influence the "voluntary" strength output. The interface between the tested person and the test equipment is particularly important. A poorly designed interface induces localized tissue pressures that vary from uncomfortable to painful. In this situation, testers are measuring voluntary discomfort tolerance - not strength. It is important for strength researchers to keep the "voluntary" nature of their data in mind when they are designing their equipment and protocols.

The theory of geostatistics covers a branch of .applied statistics aimed at a mathematical description and analysis of geological observations. Geostatistics can be used in pure geology (for example, for the analysis of trace elements in a metamorphic rock), in mineral exploration (for example, for the analysis of geochemical exploration data), as well as in mine valuation. This book is intended to provide a practical introduction to the theory of geostatistical methods of mineral evaluation. Over the years, various mathematical models have been developed to represent the distribution of values in mineral deposits. The simpler models are based on the assumption that the values are randomly distributed. Classical statistical methods, based on this assumption of the random distribution of values, are used to analyse mineral deposits to which these models apply or are assumed to apply. In all mineral deposits, however, one recognizes the presence of areas where the values are higher or lower than elsewhere. Also, the values of two samples in a mineral deposit are more likely to be similar if the samples are taken close together than if they are taken far apart. This indicates that there exists a degree of correlation between sample values, and that this correlation is a function of the distance between the samples. Models have been developed which take this correlation into consideration, with the degree of correlation between sample values being usually measured by the semivariogram function. In these models the fact that two samples taken next to each other will most probably not have the same value, must also be considered; even for very short distances the correlations are usually not perfect and a purely random component is present in the value distribution. The mathematical models will therefore assume the presence of two sources of variability in the values: a correlated component and a random component. Finally, one must consider the particular and very common case of mineral deposits in which the values present a systematic variation in space. This variation is usually referred to as a drift, or a trend. For example, the grade of an ore body may increase with depth of the ore, or it may decrease when one moves away from a central volcanic pipe. The earlier models did not give a satisfactory representation of drifts, and more complex models have been developed, in which three sources of variation are represented. These models are made up of: a deterministic component, a correlated component, and a random component. The deterministic component is used as a model of the drift. The correlated component explains regular changes in values which are not represented by the drift. The random component represents variations which cannot be explained by any of the above factors. The simpler models, based on the assumption of a single random component, will be described first (Chapter 2). The models based on the hypothesis of the superimposition of a correlated component on a random component, will then be analysed in detail. These models are most commonly used in the analysis of mineral deposits (Chapters 3-1 I). Finally, how to deal with the presence of a drift will be briefly described (Chapter 12). This book has been written essentially for students in mining engineering and for mining engineers who are interested in the background to the theory of geostatistics as well as its practical applications. The assumption is made that the reader has an elementary knowledge of statistics. Some knowledge of linear algebra is useful in part of Chapter 9, and is necessary to read Chapter 12. A proof is given of all the equations related to geostatistics, and which are not usually found in elementary textbooks on statistics. Understanding of these proofs is not necessary for practical application of the theory, and the reader may wish to skip them on a first reading, concentrating attention on the numerous simple practical examples given. Although the theoretical geostatistician will not find much new material in this publication, it is anticipated that he will develop some interest in the practical approach chosen to prove the various geostatistical equations. Many people and institutions contributed to the preparation and completion of this work. I am much indebted to Dr D. G. Krige and the Anglo Transvaal Consolidated In- vestment Company Limited, who gave me the opportunity to spend a considerable amount of time working on geostatistical problems, both theoretical and practical, during the time that I was in their employment. This volume summarizes characteristics and the geological setting of porphyry copper deposits of the Western Hemisphere. Grouped by characteristics, porphyry copper deposits are described in six regions: Andean orogen, Appalachian orogen, Alaska, northern Cordilleran orogen, southern Cordilleran orogen, and the Caribbean. Each region has its own peculiarities of geologic setting, and those deposit characteristics that may be projected from one chapter to another will be used in reaching the conclusions from which to draw genetic models for porphyry copper deposits. The term porphyry in this volume denotes a type of ore deposit, rather than a rock classification. The classification of intrusive igneous rocks used in this volume is shown in Figs. 36a and 42 (pp. 103, 130). Some modern classifications suggest mineral-ratio definitions other than those used in this volume; however, most literature references cited are based on the classification shown in Figs. 36a and 42. The reader should be aware, therefore, that quartz monzonite in this volume contains from 35% to 65% potassuim feldspar and at least 10% quartz. A term used in this volume is defined where introduced within the context of a specific chapter. Distensional tectonic conditions are used in the sense of Cady (1972) in the Appalachian orogen, for example. Porphyry copper deposits are defined as large bodies of mineralized rock, usually including a porphyritic intrusive phase, that have copper sulfide minerals disseminated through them. The definition has no commercial connotation and is used strictly in a noneconomic sense to encompass the spectrum of copper mineralization associated with these deposits. Terms commonly accepted in the literature are not defined. Porphyry molybdenum and porphyry copper deposits commonly are distinguished by most economic geologists. The basis for the separation is summarized in one chapter of this volume. To permit the reader to more easily peruse the bibliography for any particular region, references will be found at the end of each chapter. The bibliography is not intended to be complete, but is designed to provide adequate minimum coverage for descriptions of deposits in the chapter concerned. Each entry is properly referenced in the text of that chapter to facilitate the reader's research into any particular topic. This volume is written from the point of view of the exploration geologist whose task it is to evaluate the structural, petrographic, mineralogic, and metallogenic characteristics of a porphyry copper deposit. The goal of the evaluation is to determine if, and where, concentrations of metals may exist in an igneous- hydrothermal system that includes the most complex set of geologic factors found in any of the many types of ore deposits. The successful porphyry copper geologist is simultaneously a petrographer, geochemist, structural geologist, and mineralogist. Some porphyry copper deposits have developed in volcanic arcs underlain by a Benioff seismic zone with a trench paralleling the arc. The most convincing example of a deposit known to have developed in an environment where subduction is an active process is the 3.3 m.y. (million years) old Dry Creek occurrence in the Aleutian arc (this volume). On the other hand, the younger deposits in the Cascades appear to have formed in a volcanic arc lacking both the Benioff zone and the offshore trench. Subduction is not widely accepted as an active mechanism for the period when the younger Cascade deposits formed. Subduction has also been questioned for deposits formed at a great distance from a plate boundary (e.g., Bingham). Regardless of the pros and cons regarding subduction, most deposits are associated with regional faults. Strike-slip

1. Introduction This document represents Part II of our final report on the development of a "Remote Sealing System for Extinguishing Coal Mine Fires. " It is a technical report which summarizes the results of system development and field demonstration. Part I of this two - part final report is an Operator's Manual for the application of the Remote Sealing System to a coal mine fire. 1.1 Background When coal mine fires go out of control and can no longer be fought directly, the standard fire fighting technique is to construct air-tight seals in the mine passages leading to the fire area so'--,that the oxygen supply to the fire is". cut off. Ultimately, it is desirable to isolate the fire zone in such a way that normal operations can resume in the remainder of the mine. The construction of seals in the- mine causes the atmosphere to pass through a toxic and explosive phase. Explosions, if they occur, are not only hazardous to the men working at the sealing operation, but can also undo much of the sealing work which has already been accomplished. Sealing of passageways surrounding the fire zone from within the mine is extremely difficult and dangerous. Methods for direct sealing are detailed in "Control of Mine Fires'. 1 An alternative to this approach is the technique of remote sealing. This involves drilling boreholes which intersect the mine passages at the locations where the desired seals are to be constructed. The seals are then constructed by pouring material down the borehole and filling a segment of the passage from bottom to top. During this operation, there are no personnel in the mine, all operations taking place on the ground surface.

This surveillance report summarizes data on work-related fatal and nonfatal injuries, illnesses, and hazardous exposures in the mining industry for the 10-year period 1986-1995. The term "surveillance," as used in public health, may be new to many readers of this report. With regard to occupational safety and health, the goal of surveillance is to describe the occurrence of work-related injuries, illnesses, and known hazardous exposures; to identify new hazards that may occur due to the introduction of new technology or other factors; and to assess the effects of preventive measures designed to improve worker safety and health. Surveillance provides an overall picture, which can be used to focus resources on areas most in need of prevention programs or further research. Surveillance generally requires the use of multiple sources of data, all of which have their own strengths and limitations. Surveillance in the U. S. mining industry is complicated by the fact that U.S. national data systems that provide information on mining are based on two different definitions of the mining industry. One is established by the Mine Safety and Health Administration (MSHA), the other by the Standard Industrial Classification (SIC) System [Office of Management and Budget 1987] and the 1980 U. S. Bureau of the Census (BOC) Classification System [U.S. Bureau of the Census 1982]. The mining industry as defined by MSHA is based on the regulatory jurisdiction of that agency. Reporting requirements for injuries, illnesses, and workplace exposures are stipulated under the Federal Coal Mine Health and Safety Act of 1969 and the Federal Mine Safety and Health Amendments Act of 1977. Of note is that the oil and gas extraction industry falls outside of MSHA jurisdiction. The Occupational Safety and Health Administration (OSHA) was charged with enforcement in the oil and gas industry under the Occupational Safety and Health Act of 1970. Under the SIC, the definition of mining covers the extraction of naturally occurring minerals, including liquids (petroleum), gases (natural gas) and solids (coal, metal, and nonmetallic minerals). Exploration and development of mineral properties are also included in the SIC definition of the mining industry. The SIC was developed by the Office of Management and Budget for use in classifying establishments based on the type of economic activity in which they are engaged and serves as the industry classification standard for all establishment based Federal economic statistics. This classification is important for occupational safety and health surveillance because it also serves as the industry classification system for all data on work-related injuries and illnesses collected by the U.S. Bureau of Labor Statistics (BLS). The U.S. Bureau of the Census uses an industry coding scheme similar to that used by the SIC. For the mining industry, the categorization is identical in both systems. Death certificate data made available by the National Center for Health Statistics (NCHS) are categorized under this system. Death certificate data are particularly important for surveillance of mortality from work-related illnesses. Key differences between the SIC/BOC categorization system and the MSHA system can be summarized as follows: • MSHA excludes the oil and gas industry, which is classified as part of the mining industry under SIC/BOC. • MSHA excludes work that is done off of mine property; work off of mine property is included under SIC/BOC if it is performed by an establishment falling into one of the SIC/BOC mining industry codes. • MSHA includes mine-associated mills and processing plants; these are classified under the manufacturing industry, rather than mining, according to the SIC/BOC coding structure. Since the data collected by MSHA and the data collected by BLS and NCHS using the SIC/BOC classification system are both important sources of information on the mining industry and in many cases serve different purposes, data from both systems are presented in this report. In general, data using the SIC/BOC system are comparable across U.S. industries and should be used when comparing mining to other U.S. industries. Much of the data in this report are presented in the form of frequencies or rates. A frequency provides only a count of the number of cases without providing any information about the risk of occurrence. Rates provide an estimate of the risk of injury or illness. The reader is cautioned, however, that rates based on small numbers can be unstable; thus, any inferences should be drawn with care. In this report, no rates are presented for groups in which there were fewer than three cases. The incidence of most injury and illness conditions differs by age, sex, and race. For this reason, data in many surveillance reports are adjusted for these demographic factors. It was not possible to do this for most of the rates in this report because information on demographics was not available. With the exception of the proportionate mortality ratios (PMRs), all data presented are unadjusted. A detailed account of the sources of data is in appendix A. The methods used in data selection and analysis are described in appendix B.

Characteristics of the Field The industrial minerals as broadly interpreted are a highly diverse group of materials; indeed, we may say paradoxically that diversity is about all they have in common. At one end of the spectrum are ordinary earth materials such as gravel and crushed stone, with a value of perhaps $3 per st; at the opposite end are industrial diamonds, which sell (by the carat) at the rate of roughly $18,000,000 per st. Neither the metals nor the fuels, and few if any categories of manufactured products, include items that differ in value by more than six orders of magnitude. Most gravel and stone are of no value unless close to a market; diamonds and other exotic substances possess such unique and desirable properties that their occurrence in remote corners of the earth is no deterrent to their use. The broad range of industrial minerals falls between these extremes of unit value and place value. The industrial minerals penetrate the entire fabric of modern industrialized society, from such fundamental operations as drilling for oil and smelting iron ore to the manufacture of virtually the whole array of consumer products. There is no industrial-minerals industry; there are many industries. The simple term field is convenient as an all-inclusive expression. An industry is considered to belong in the industrial-minerals field if its operations consist of extraction and processing, but not manufacturing. Thus the mining and beneficiation of feldspar is a mineral industry, but the manufacture of ceramic products is not. In the cement and lime industries, processing merges into manufacture, and the line is less distinct. It disappears altogether in a plant that extracts salt as artificial brines, and makes sodium and chlorine chemicals, all under the same roof. An aspect of some industrial minerals that differentiates them from the metals is that their physical properties carry over into ultimate use of the product. Such minerals as mica, asbes-

The United States is richly endowed with mineral resources. However, mineral recovery by its very nature, involves a destructive process, Figures 1 and 2. In the past, mining practices were all too often conducted with the purpose of removing minerals by the simplest and cheapest method possible, without plans for the preservation of land, water, and air, and with too little consideration for the rights of others. A mining company is in business to make a profit, but every company, regardless of the nature of its business, has moral obligations to reduce its undesirable effects on the environment and to safeguard the rights of others. The problem of environmental degradation caused by surface mining is widespread and serious. Minerals in some form occur in each of the 50 States and several States are extensively mined. Data on the acreage disturbed in the United States, by commodity and State are presented in Table 1. Thirty-one States have laws regulating surface mining, (Table 2). Briefly reviewed in Appendix A-1 are the basic provisions of State laws governing surface mining. It can be seen that these laws vary considerably from State to State owing largely to the mining conditions within that State. Of the 24 coal-producing States, only three (Alaska, Arizona, and Utah) do not regulate strip mining. Even the states that are often cited as models of comprehensive regulations still have problems minimizing environmental damages. Uncontrolled surface mining presents a situation as critical to the well-being of the society as any it has ever faced. Many mining activities have imposed huge social costs on the public at large. These costs are long-range and are in the form of stream pollution, floods, landslides, loss of fish and wildlife habitats, unreclaimed land, erosion, and the impairment of natural beauty. In a 1965 Department of Interior study,(1)it was estimated that of the 25,000 miles (1+0,225 kilometers) of contour bench in Appalachia, approximately 1,700 miles (2735 kilometers) are affected by massive landslides. Additionally, 1+800 miles (7723 kilometers) of streams and 29,000 surface acres (11,716 hectares) of impoundments and reservoirs have been seriously affected by coal strip mining operations in the United States.

Development of the Rail-Haulage Sub-assembly for the Production Sub-system (UGMHS)* required the use of ,a newly formulated model in order to best satisfy the requirements. Many of the ideas of the former single-stage rail simulator included in the original version of UGMHS have been used, together with the results of experience gained in applying the earlier model to a variety of operating situations (Sanford, 1969). The sub-assembly is developed as an independent system and, as such, can be used to analyze track systems using production distri¬butions as data input. In addition, since this model is designed to replace the original sub-assembly in UGMHS, the linking procedure is identical with respect to bi-directional information flow. The flow of coal from production sections, for example, fills the mine cars, but a condition of "out of empties" or "full of loaded" at a loading station will shut down inby production sections. A requirements analysis was conducted to determine specifically how the model could best serve the user. Operating management had the largest input in developing the following requirements for the Rail Sub-assembly: a) data input in mixed narrative - numeric form to permit user identification of the input variables; b) a user option to extract several ranges of detail in model output, i.e., an average shift summary of minimum retrieval

The Federal Coal Mine Health and Safety Act of 1969 (sec. 303 (b)) stipulates that no working section of the mine shall contain more than 0.5 percent carbon dioxide and no harmful quantities of other noxious or poisonous gases such as the oxides of nitrogen. The concentration of methane should at all times be maintained below one percent. A split of air returning from any working section shall contain no more than 1.5 percent of methane (sec. 303 (i) (2)) and air that has passed by an opening of any abandoned area shall not be used to ventilate any working place in the coal mine if such air contains more than 0.25 percent of methane (sec. 303 (j)). Methane concentration in the returns from the bleeder entries should not exceed 2.0 percent (sec. 303 (i) (3)), and no air that has passed through an opening which is inaccessible for examination shall be used to ventilate any active areas. While the air quantity requirements alone can easily be met, the governing condition in most mines is the dilution requirements for quality control. A sufficient quantity of air is required to render harmless and carry away noxious and respirable pollutants. In recent years, changes in coal extraction methods, rates of advance, location of available reserves, position of prominent methane sources and horizons, and geological sequences have contributed sig¬nificantly to alterations in rates, patterns and character of numerous methane emissions. Gas production of 10 to 15 million standard cubic feet per day is not uncommon from deep mines (Cervik, 1969). Thus, because of the large capital outlay involved in the instal¬lation and subsequent remedial actions of methane drainage systems, knowledge of gaseous flow patterns and storage characteristics of the
