The Puget Sound Section met at the Arctic Club, Oct. 28, 1916, for the annual meeting. Those present were: Chairman Glenville A. Collins, Vice-Chairman H. L. Manley, Sec.-Treas. Amos Slater, Chester F. Lee, R. P. Tarr, G. E. Rockefeller, Simon Ash, Geo. W. Evans, Joseph Daniels, I. F. Laucks, F. C. Greene, Darsie C. Bard, Marcel Daly, Milnor Roberts, F. A. Hill, Percy E. Wright, and as guest, Mr. Coates of British Columbia. After dinner had been served, Chairman Collins called the meeting to order. The reading of the minutes of the last meeting were suspended upon request of the Secretary. The Secretary read the report from the Committee on the Associated Engineering Societies of Seattle. Upon motion, duly seconded, the report was adopted and placed on file. Mr. Lee, Chairman of the Committee. on the Mining Men's Convention to be held this coming winter, gave his report orally, and upon motion the committee was continued. The report of the Secretary-Treasurer was read, received, and placed on file.

The thirty-ninth meeting of the Boston Section was held at the Engi- neers? Club on Monday evening, Dec. 4, 1916. Thirty-three members and guests sat down to dinner; There were present as section guests; Dr. L. D. Ricketts, and Prof. Bradley Stoughton, President and Secretary of the parent society, and each was called upon to speak. Mr. Stoughton spoke of the growth of the Institute during the past year and described the very numerous and important activities, of which the junction of the American Society of Civil Engineers with the other three societies is perhaps the most important. Dr. Ricketts, the advertised speaker of the evening, spoke on Recent Progress in Mining and Metallurgy of Copper Ores. In discussing the improvements in mining, he traced the mining methods from square- set mining to the modified Ohio System now so successfully used at Inspiration: In metallurgy, he described the growth of reverberatory-smelting ant1 allied problems such as the utilization of the waste heat for generating steam. The thirteenth meeting of the Boston Local Section was held at the Engineers' Club, 2 Commonwealth Avenue, Boston, on Monday evening, Oct. 6, 1913. Fourteen members and three guests were present at the dinner, at which Chairman Robert H. Richards presided. After the dinner, the Chairman expressed his pleasure in welcoming the members at the first dinner following the vacation. He said that lie had attended a meeting of the Directors of the parent society in New York ; that they had asked what the Boston Section were doing, and expressed their hope that we would be able to make some of our papers formal and offer them for publication. The Chairman then said that lie realized the objection to this; that members were less willing to speak for publication than informally, but that lie hoped, nevertheless, that some of the speakers this year would see their way to write up a formal paper at some later date, along the general lines of their informal ,addresses.

Forty-sixth Meeting The forty-sixth meeting of the Boston section was held at the University Club on Monday evening, Jan. 28, 1918. Thirty-six members and guests were present, which is a record for this Section. After a good dinner, President Philip N. Moore, of the Institute, was introduced, and spoke of the many problems of the Institute. The topics covered were the progress and growth of the Institute during the administrative year, the efforts to stimulate the local sections and to bring them more in touch with the policies and problems of the parent body and, last but not least, of the constructive results and patriotic work of the Institute in the national service of the war. The other guest of the Section, Mr. Thomas Nelson Perkins, Counsel for the Priority Board, spoke most entertainingly of recent experiences in Russia, England and France. After considerable discussion during which Mr. Perkins most obligingly answered innumerable questions, the meeting adjourned at about 10 p. m.

MCCARTHY At a meeting of the members of Columbia Section, which was held in the Davenport hotel, Spokane, Wash., Jan. 31, 1919, at noon, there were present' about twenty members and guests. The chairman being absent, Mr. Frederick Keffer presided. The Secretary announced the personnel of the executive committee of the section, which is: J. C. Hass, Spokane, Chairman; W. J. Hall, Wallace, Ida., Vice-chairman; S. S. Fowler, Riondel, B. C., Past Chairman; L. K. Armstrong, Spokane, Secretary-Treasurer; R. M. Betts, Cornucopia, Oregon. It was stated that the geological survey and report on Stevens Co., Wash., has been completed and will be printed soon. The geologic survey of Colville Indian reservation, by J. T. Pardee, U. S. G. S., has been published as Bulletin No. 677 and is available for distribution, The Miner's Almanac, Miners Circular No. 24, U. S. Bureau of Mines. is also available upon request. There was considerable discussion on the program for meetings during the year. It was informally agreed that, if agreeable to Coeur d' Alene members, that one meeting should be held in that district, preferably at the time of the annual visit of Institute officials. It was also proposed to hold at least one open-air meeting in Spokane with suitable program. The activities of other sections were noted with favorable comment. In this connection there was much general discussion on the subject of closer relations between the national engineering societies. It was agreed that cooperation was desirable and imperative if the greatest measure of value be realized from the profession. It was not the sense of the members, however, that complete amalgamation is desirable. This expression of local sentiment is to be presented to the Institute

The annual meeting of the New York Section was held on Wednesday, June 6, with about 40 members in attendance. The treasurer re a brief summary of-the financial statement for the year, and the secretary's report was read. These reports were ordered placed on file together with the report of the auditors for the two previous years.

Annual Meeting,Wallace, Idaho, Nov. 15-16, 1913. The third annual meeting, which was also the eighth consecutive meeting and the second to be held in the Coeur d'Alène district, was held in Wallace, Idaho, Nov. 15-16, 1913, with side trips to Kellogg-Wardner, Larson, and Mullan, where several mills were visited. The meeting was held jointly with the Montana Section, about 50 members and guests being present. Headquarters were in the Samuels Hotel, sessions being held in the public library. The arrangements and program were in the hands of the following local committee: George W. Roddewig, W. Earl Greenough, H. M. Childs. At 2.30 p.m., Nov. 15, the first session was called to order by Prof. F. A. Thomson, member of the Executive Committee, adjournment being taken to the Mine Rescue car, where Mr. Anderson and his assistant entertained the visitors for nearly two hours by demonstrations of mine-rescue and, first-aid practice, after which the party visited the Hercules mill, mention of which was made in the report of last year when the Section visited the plant. There are, however, several important alterations and additions to the flow-sheet to be noted, such as substitution of Chilean and Hardinge mills for the Huntington mills in the regrinding department; rearrangement of the tables and slimers, with a noticeable addition of the later models of the Franz machines, and the installation of the Wyman flotation process, which has been tried out, or is being tested, with more than ordinary success, on the middlings in several of the mills of the district, the Green Hill Cleveland mill being provided with a 100-ton unit, partly described below

We shall all be interested in hearing about The situation that has called forth This, request, and The Oil Administrator, Mr. Requa, has kindly come from Washington to Tell us about it. MARK L. REQUA.-I am very glad To Tell you about the oil problem during This war period. The United States is supplying by far The greater part of all The petroleum products consumed in Great Britain, France and Italy. In addition To This, we have had To supply a marked increase in our domestic consumption, not only of The refined products, but of fuel oil as well. The combination has put a strain on The oil industry, which it is very difficult To meet. The oil companies, being under contract, had no option as To who should get Their oil first, and They were delivering pro rata To everybody; manufacturers of furniture were getting oil with The same regularity as Those who were making aeroplanes or munitions, and The oil companies felt that something should be done. The first order with which I had. anything To do was The priority list for The delivery of fuel oil. That list contained 12 classifications, beginning with bunker fuel and railroads, and you will realize The complexity of The situation when you hear that munitions plants are in class 11. The priority list held during The winter, but transportation became so bad, because of The number of ships that were Taken for trans-Atlantic use, that some of The oil companies were not able To deliver more Than about 60 per cent. into class 5, and nothing beyond that point. To add To the Troubles, the Tank-car mileage fell off. The average for 1917 was about 36 miles per car per day. in January, 1918, it dropped To about 8 miles, and it must have been nearly zero in The early part. of February. Because of The extremely severe winter, furthermore, pipe lines were not delivering anywhere near Their normal capacity. A new priority list has recently been promulgated, introducing a few slight changes. Natural gas has been brought under its provisions, and it has been extended To include The Pacific Coast, which was not considered necessary last winter. The situation in The gas industry is not satisfactory; it is estimated that There will be a decrease of 10 To 20 per cent. in The quantity of natural gas available This winter, as compared with last winter.

HUNTOON Since the annual meeting in February, the New York Section of the Institute has held three meetings. The meeting-on March 10 was held in conjunction with the American Society of Mechanical-Engineers and the American Electrochemical Society, at the Engineering Societies Building. The papers of the evening were devoted to records of progress in the Processes for the Photographic Reproduction of Natural Colors. The speakers of the evening were F. E. Ives, one of the earlier workers in color photography, Westley Allison, C. W. Robinson, George F. Clyfton, John B. Taylor, and Henry Hess. The April meeting was held on April 22 at the Institute headquarters, and the topic for discussion was Sanitation in Mining and Metallurgical Work. The principal paper was by J. W.. Luther, chief surgeon of the New Jersey Zinc Co. This was followed by a similar paper by Charles L. Close, secretary of the Welfare and Sanitation Committee of the United States Steel Corporation, and by an account of the sanitation work done in Cuba by the Spanish-American Iron Co., which was read by the Chairman, in the absence of Charles F. Rand. Following these papers general discussion was indulged in.

The Field Meeting of the Chicago Section proved to be the most enjoyable meeting ever held by the Section. It took the form of a visit to the Northern Indiana Industrial District where the day was spent inspecting metallurgical plants in Indiana Harbor and East Chicago and in amusement at the Hammond Country Club. The weather was perfect and about 50 members and ladies attended the meeting. An inspection of the plant of the Inland Steel Co. occupied the morning. The plant was decorated in honor of the occasion and the company provided attractive souvenirs. It was noticed here that many of the ladies displayed an interest in the inspection and an understanding of the processes that would not have shamed professional metallurgists. While the members of the Section seemed to be most interested in the by-product coke ovens and the by-product recovery plant, the ladies enjoyed especially watching the snake-like antics of the red-hot rods in the wire mill. Leaving the steel plant, the Section enjoyed a ride through the district by automobile and arrived at the Hammond Country Club in time for lunch. In the afternoon some of the members inspected the plant of the International Lead Refining Co., at East Chicago, while the rest spent the time at the Country Club in golf, tennis, trap shooting, bridge and other amusements. During the dinner at the Hammond Country Club an informally organized male quartette led the singing in real college boy style. In the evening, E. E. Billow talked on the use of oil burners in metallurgical furnaces, Mr. MacDowell told of the present status of the Potash Industry and the Secretary told of some of the happenings at the Arizona Meeting. COLUMBIA SECTION S. S. FOWLER, Chairman., J. C. HAAS, Vice-chairman, LYNDON K. ARMSTRONG, Secretary-Treasurer, 720 Peyton Bldg., Spokane, Wash. W. H. LINNEY. J. F. MCCARTHY. On July 15, 16, and 17, 1918, through the good offices of Secretary Stoughton, and the courtesy of War Department officials, Columbia Section was able to secure a series of moving pictures which were presented under the auspices of the Spokane Engineering and Technical Association.. The title was "The Way Out," representing the activities of individuals who had lost an arm, a leg, or both, yet whose apparent misfortunes were made the stepping stones to advancement in various human activities. The exhibitions were given at Natatorium Park in the evening, each of the three performances being attended by 1000 per-sons. Later the films were shipped to Kellogg, Idaho, where they were shown in the principal playhouse one evening to a full house. On July 31, 1918, the Columbia Section participated in the luncheon and other entertainment in honor of Alfred D. Flinn, Secretary of the Engineering Council, who made a trip through the country to meet different classes of engineers, members of the National Societies, for whom he had a message. The entertainment was under the auspices of the Spokane Engineering and Technical Association, Mr. Peter Mogensen presiding. The luncheon was held in the Elizabethan Room, Davenport Hotel, at noon, 35 engineers being present, of whom about one-third were our members.

KIRCHEN, FREDERICK BRADSHAW, C. B. LAKENAN, TASKER L. ODDIE. The formation of the Nevada Section was originally suggested by Professor F. C. Lincoln, who had discussed the subject with Mr. William L. Saunders when the latter was President of the Institute. Professor Lincoln sought the assistance of the Nevada Mine Operators' Association, whose Executive Committee constituted itself a Committee on Organization, and authority for the establishment of a Nevada Section to include the entire State was secured from the Board of Directors of the Institute. The formal installation took place at 10 A.M. on May 18, Mr. William L. Saunders officiating. The Honorable Emmet D.. Boyle, Governor of Nevada (and a member of the Nevada Section), made the address of welcome. Committee of Arrangement E. P. MATHEWSON, Chairman. FRANK M. SMITH, Vice- Chairman D. C. BARD, Secretary, Montana State School of Mines, Butte, Mont. OSCAR ROHN, JAMES L. BRUCE. On Aug. 20, 1913, the following 30 members of the Institute residing in Montana made written application to the Board of Directors of the Institute for authority to establish a local section of the Institute to be called the Montana Section, with headquarters at Butte, and having such territory as may, later be determined on. This petition was granted by the Board at its meeting in Butte, Mont., Aug. 20, 1913. The committee named at the head of this paragraph was appointed to' arrange for permanent organization of this section.

COLORADO SECTION CHARLES M. MACNEILL, Chairman, GEORGE M. TAYLOR, Vice-Chairman, FRED CARROLL, Sec.-Treas., State Museum Bldg., Denver, Colo. WALTER W. CASE, H. E. COLLBRAN. The annual meeting of the Colorado Section was held on the evening of Jan. 24, at the University Club, Denver, Colo.; SO members and guests were in attendance and the meeting was considered one of the most interesting ever held by the local section. After the usual dinner, the officers whose names are given above were elected for the ensuing year. Dr. David T. Day and Dr. G. H. Clevenger, of the Bureau of . Mines, were present and enlightened us with short talks on oil shales and other work of the Bureau. Mr. J. V. N. Dorr was home from a visit to New York and Washington, and told us something of the war work now going on at our National Capitol. Retiring Chairman Loughridge had been insisting for months that this meeting should be given up chiefly to listening to someone who could give his personal experience in going "over the top" in western France; after a long search he succeeded in finding Sargt. F. C. Strickland, M . M., of the Second Canadian Mounted Rifles, who had very recently been discharged from the hospital with permanent disabilities and has accepted recruiting service rather than a discharge. The success of this plan was evidenced by the close attention accorded the speaker for almost two hours, during which he described conditions, hardships, successes and failures of warfare on the western front. Hardly a listener moved during this talk, and all left with a. feeling that they would have liked to hear more. FRED CARROLL, Secretary.

CARPENTER The Southern California Section, held a dinner and meeting at. the Sierra; Madre Club, Los Angeles, on Friday evening, Sept. 28, 1915, at which 21 members and guests-were present. The Vice-Chairman, C. Colcock Jones; presided, in the absence of the Chairman. The amendment' to the By-Laws providing for the increase of the Executive Committee from five to seven members, having been formally presented at the annual meeting of June 18, 1915, and duly announced for consideration at this meeting, was voted on and unanimously adopted. Prof. Robert H. Richards of the Massachusetts Institute of Technology; made a short address on the subject of ore concentration. The paper on the Geology and Ore Deposits of Mojave, County, Arizona, prepared by F. C. Shrader, was presented to the meeting by the Secretary and was discussed by Allen Burris and Dr. L. D.
