B. S. Crocker (Screened Ore Used for Fine Grinding at Lake Shore Mines, P. 499) was born in Toronto, Ont. and attended Saint Andrews College and University of Toronto. He received a B.A. and M.A. degree. He was graduated with honors and received a fellowship in metallurgy. Mr. Crocker did post-graduate research at University of Toronto from 1933 to 1934. He was employed by Beattie Gold Mines in 1933. He did research in milling at Lake Shore Mines from 1934 to 1936 and from 1936 to 1940 was head of experiment laboratory. At the present time he is mill superintendent with Lake Shore Mines at Kirkland Lake, Ont., Canada. Grinding, cyanidation, flotation and roasting are of special interest to him. He is a member of AIME. Mr. Crocker has presented several papers before C.I.M.M. and also holds membership in this society as well as Professional Engineers of Ontario. Skiing, yacht racing and photography are his favorite hobbies.

Arsenic occurs naturally in rocks and soils, water, air, plants and animals. It can be further released into the environment through natural activities such as volcanic action, erosion of rocks and through human actions. Higher levels of arsenic tend to be found more in ground water sources than in surface water sources of drinking water. Compared to the rest of USA, western states have more systems with arsenic levels greater than 10 parts per billion (ppb). The US Environmental Protection Agency (EPA) has historically regulated arsenic in drinking water at 50 ppb, but the agency has lowered the maximum contaminant level (MCL) for arsenic to 10 ppb-to be in compliance by January 2006.This paper reviews briefly a) aqueous arsenic chemistry and removal mechanisms and b) the available treatment processes to attain the drinking water standard of 10 ppb by 2006. The combining of an appropriate removal method with an existing system depends on several factors such as nature of arsenic, the water source, existing plant equipment and processes site conditions etc. The paper also includes one or two case studies from the State of Arizona. INTRODUCTION The environmental requirements of the next section of Washington, D.C. METRO subway tunnels present unique challenges to the Contractor. The 14th Street Tunnels contract includes twin 975 m (3200 linear ft) soft ground tunnels. A stringent environmental soil and groundwater monitoring and free product recovery program was specified by the owner. A project-wide dewatering program hinges on satisfactory completion of the environmental requirements. Implementation of the Contractor's environmental program is discussed, including the pros and cons of the program, as they relate to progress of the project. Environmental issues on tunneling projects have become an important part of the urban tunnel construction process. Delays associated with environmental issues can have a major cost impact on tunneling projects. This paper will discuss the first of five Washington Metropolitan Area Transit Authority (WMATA) tunnel and station contracts awarded in 1994. These contracts are part of WMATA's Fast Track Plan to complete the original 166 km (103 mile) system by 2001. As such, stringent environmental requirements have been specified as a part of these contracts to limit delays associated with local regulators in order that the tunnels may be constructed on schedule.

This paper presents a summary of tools and methods used for geotechnical assessments and monitoring systems at block caving mines. A critical review of these tools is given based on the authorÆs experience in block caving operations. The reviewed tools include cavability prediction, fragmentation evaluation, geotechnical monitoring systems, numerical stress analysis and others. Some of these tools have been developed under certain circumstances in particular mines and experience shows that their applications under different geological and mining conditions have often been difficult. Examples from block cave mines are also utilised in this paper to illustrate the importance of the further development of these tools, whilst possible improvements on these tools are also suggested.

This paper investigates dry drilling as a feasible alternative to meet current requirements for improvements in mining productivity in an increasingly competitive world.A field test program was conducted in the surface facilities of a hard rock mine in Sudbury, Canada, to investigate the potential use of dry drilling in underground bulk mining as a conceivably faster and more economical method than wet drilling. The test work consisted of the monitoring of advance rates and bit life while a series of 165 mm diameter holes, wet and dry, were drilled with compressed air at both mine (0.69 MPa) and high (1.72 MPa) pressure levels. The results indicate that penetration rates can be increased by approximately 24 per cent by drilling dry with high air pressure and by approximately 27 per cent by drilling dry with mine air as compared with wet drilling under the same conditions. Dry drilling also has the effect of increasing bit life by up to 69 per cent. An economic analysis for typical hard rock mines indicated that drilling productivity and cost savings can be increased by approximately 23 per cent when dry drilling is utilised.The testing program indicates that dry drilling has the potential to become a feasible technique with regard to performance, productivity and costs.

With the passing of the 1990 Clean Air Act Amendments, many utilities are opting to switch to lower sulfur coal to meet new SO2 emissions requirements. This lower sulfur coal may be from new suppliers or it may be from current suppliers that modify existing cleaning plants or build new plants to produce this higher quality coal. New, sophisticated coal cleaning simulators are useful tools for optimizing cod cleaning circuit operating parameters to maximize the production of clean coal that meets more stringent specifications for SO2 emissions potential. The examples in this paper were developed using the Coal Cleaning Simulator (CCS), running under ASPEN PLUS™, that was developed under a Department of Energy project cosponsored by the Electric Power Research Institute. With advanced sensitivity analysis and optimization features, CCS allows a quick, efficient, cost-effective review of coal cleaning plant performance to meet current production goals and to plan future changes in plant operating parameters or circuitry configurations.

Human engineering was the keynote of the thirty-ninth annual meeting of the American Society of Mechanical Engineers, which was held in New York, December 3-6. This note was sounded by President Charles T. Main in his address at the opening session and was carried through by all the speakers. In his survey of the year's work, he said that more than 6000 names of engineers were furnished the Government for filling a wide variety of positions. In addition to the 1400 members in service, two members of the council of the society are in uniform in France and one, as a distinct war service, is in charge of one of the largest shipyards. After giving other ways in which the Society has helped the Government, President Main called attention to the necessity for thoroughgoing efforts to increase production and the settlement of questions involving industrial relationships. At the following meeting, President Adams of the American Institute of Electrical Engineers called attention to the necessity of meeting labor in a progressive way, facing labor questions fairly and squarely, as the real interests of labor cannot be separated from those of the engineer. Charles E. Knoeppel, discussing "Industrial Organization as It Affects Executives and Workers," said the problem of the cost of living might be settled in two ways: 1, there must be more producers, and 2, there must be a greater amount supplied by those now producing. The first solution is practicable, he said, if labor is allowed shorter hours, better conditions, and a remuneration that will attract workers. The second can be employed by eliminating waste, standardizing conditions, setting fair tasks, and allowing men to earn an amount that will compensate them for' their skill and cooperation. Dudley R. Kennedy of Philadelphia, employment manager of the American International Shipbuilding Corporation, said the human-engineering phase of the country's industrial development had generally been overlooked. "We hardly yet know what competition means; we will learn it within a few years. Permit me to prophesy that the executive of the next decade will be the man who best knows men. He will be an originator, a handler of men as individuals, a handler of men in the mass, a leader not a driver, a very human man. The science of human engineering is here to stay. The study of human characteristics is the most enduring, as well as the most fascinating in the world, and still the most complex."

At the meeting of the Board of Directors held on October 25, the reports of the Treasurer and the Nominating and Finance Committees were received. Thirty-five members, seven associates, and six junior associates were elected; one change of status front junior associate to member was granted; six members were reinstated; and one resignation was accepted. An extension of' time was granted to fourteen members. The dues of forty-seven members were suspended on account of their being in active service. The application for formation of a Houghton Section was granted and the president was authorized to appoint a committee on organization. The courtesies of the Institute were extended to visiting engineers of France, Great Britain and Italy who are at present in the country on war missions. Votes of thanks were extended to the Committees of the .Milwaukee meeting. The proposed Survey of Engineering Organizations by Engineering. Foundation was approved. The Secretary was authorized to publish in the Bulletin an appeal from the American Ouvroir Funds. A petition signed by 110 members of the-Institute to change the name of the Institute was presented. Treasurer George C. Stone resigned on account of contemplated absence from the city, and George D. Barron was elected Treasurer in his place. Mr. Alexandre Gouvy, a distinguished French engineer, then addressed the Board.

At the meeting of the Board of Directors held Tuesday, Feb. 18, 1919, there were present nineteen Directors and the Secretary of the Institute. The following officers were elected for the year: A. R. Ledoux, first vice-president; George D. Barron, treasurer; Bradley Stoughton, secretary; and the following committees: Executive Committee, Finance Committee, Library Committee, Committee on Papers and Publications, Committe on Membership. The personnel of these committees will be published in the Year Book. A vote of thanks was passed to each officer and member of the several committees that arranged the New York Meeting of the Institute. The meeting dates for the Board were arranged for the year. There were present eight Directors, the Secretary and the Assistant Secretary of the Institute, and seventeen guests. Messrs. John V. N. Dorr and George D. Barron were appointed members of the Founder Societies Finance Committee on Joint Activities. A request from the New York members of seventeen societies that the Institute send a delegate to Engineering Congress for the purpose of formulating a code for professional conduct was referred to the Engineering Council. At 10 a. m., Tuesday, November 12, 1912, the following members of the committee appointed by "Coal Age" to organize a Coal-Mining Institute for the Rocky Mountain region, met in the State Capitol, at Denver, Colo. : E. H. Weitzel W. J. Murray T. H. O'Brien W. B. Williams James Dalrvmple F. W. Whitksiie A. C. Watts David Griffiths The following members of the committee were not present: Frank Manley Allan French H. C. Williams Frank Cameron J. E. Pettit D. W. Brown C. H. Gibbs E. H. Weitzel acted as chairman of the meeting. This committee drew up a form of Constitution and By-Laws, to be recommended to the general meeting to be held on the following day; and, with the exception of two alterations, this Constitution and By-Laws, formulated by the Organization Committee, were accepted as a whole by the general meeting. With the exception of a general discussion of affairs that might be brought out by means of such an institute, no further business was done at this meeting of the Organization Committee, and it was adjourned.

Twelve Directors, the Secretary, and ten guests were present. It was unanimously resolved that the sense of this body is that the name of the Institute should be changed to American Institute of Mining and Metallurgical Engineers. Messrs. J. W. Richards and Bradley Stoughton were appointed a committee to formulate the necessary steps for bringing the matter to a vote. The committee in charge of the New York meeting, with Allen Rogers, Chairman, was appointed. The rules of the American Engineering Standards Committee were approved. The Bulletin was presented to the Springfield Arsenal. The sum of $250 was appropriated to the Southern California Section. The By-laws were changed to increase the Secretary's cash from $500 to $1000. The report of the Treasurer was accepted. Sixty-eight members, thirteen associates, and forty-eight junior associates were elected. Four members were reinstated. The resignations of seven members were accepted. Thirteen members on active duty at the front had their dues remitted. Upon the recommendation of the Finance Committee, it was resolved that the clues of any members who have attained the age of seventy (70) years and have been members for a continuous period of at least thirty (30) years shall be remitted.

There were present eleven Directors, the Institute's Legal Counsel, the Secretary, the Assistant Secretary, and twenty-three guests. The Report of the Committee on Nominations (listed elsewhere) was presented and ordered to take the statutory course. The appointment of a Committee on Mine Taxation was approved. An Advertising Manager was appointed. E. G. Spilsbury and A. S. Dwight were appointed as representatives of this Institute on the Franco-American Engineering Committee. The Transactions were presented to the University of Louvain, and the monthly Bulletin to the French Technical Index. Permission was given to publish in full the argument of William H. Shockley on simplified spelling. A committee was appointed to have charge of the publication of the Raymond Memorial Volume. There were elected 70 members, 15 associates, and 1 junior associate. Three members were reinstated and the resignations of two were ac-cepted. The clues of 10 members who had been in active service with the allied armies were remitted. An extension of time for the payment of dues was granted to the 11 members.

Eight members of the Board, the Secretary of the Institute, and eleven guests were present. Vice-president Henry S. Drinker presided. The President was authorized to appoint delegates to a meeting, on May 16, of the League to Enforce Peace. The Joint Conference Committee reported that the American Institute of Metals had accepted the invitation to form the Institute of Metals Division of this Institute. The Committee on Publications of the Institute of Metals was added to the Committee on Publications of the A. I. M. E. Exchange of one volume of Transactions of the A. I. M. E. at reduced price to members of the British Institute of Metals was authorized, in return for the reduced price given to our Institute of Metals Division on the annual proceedings of the British Institute.

The President was authorized to appoint. a liaison committee to cooperate with the American Mining Congress in respect to the establishment of a Secretary of Mines and Mining in the President's Cabinet. He appointed Edwin Ludlow, Chairman; Mark L. Requa, and J. E. Johnson, Jr. It was resolved to accept the invitation from the Chicago Section to hold the. 120th meeting of the Institute in Chicago during the week of Sept. 15, 1919. The action of the Executive Committee in appointing Past President E. Gybbon Spilsbury as representative of this Institute to visit France upon the invitation of the Société des Ingénieurs Civils de France was approved. The final budget for 1918 was approved. Tile President was authorized to appoint a committee, of three members, on the Development of Activities of the Institute. The committee was requested to report at the February meeting of the Institute, and the Secretary was requested to invite each local section to have a member present to discuss the subject. The President appointed J. W. Richards, Chairman; P. N. Moore, and Allen H. Rogers. Thirty-six members, ten associates, and five junior associates were elected; one change of status from associate to member was granted; two members were reinstated; and eight resignations were accepted. An extension of time was granted to nine members. The dues of eight members were suspended on account of their being in active service.

The petition for the formation of a Tulsa Section was granted. The final budget for the year 1917, and the tentative budget for the year 1918, were adopted. The Secretary was instructed to continue to send the Bulletin to all members whose dues have been remitted on account of their being in the war service, but to hold the Transactions and send them on request to the address furnished for the purpose. The issues of the Bulletin were presented to the Federal Fuel Administration, at its request, with the compliments of the Institute. Fifty-nine Members, five Associates, and fifteen Junior Members were elected. The resignation of one member was accepted. The clues of four members who are on active duty at the front were remitted. An extension of time for the payment of clues was granted to four members, upon request.

Jan 2, 1918

At the meeting of the Board of Directors the following resolution was passed: "The members of the Board of Directors of the American Institute of Mining Engineers desire: to place on record their appreciation of the very great generosity of one of their colleagues and a member of the Board, George D. Barron, expressed in his gift of $5000 to relieve the financial stringency caused by the unusual expenditures of the Institute for war work and the remission of dues of those members on active service." By-Law VIII. was amended to make a slight change in District No. 5. The report of the Auditing Committee was accepted. Tellers were appointed to: count the ballots on officers and on the proposed amendment. The proposed budget for the year 1919 was presented. The following resolution re Secretary Emeritus Rossiter W. Raymond, which had been prepared, by request, by Dr. A. R. Ledoux was then unanimously adopted. "The Board of Directors of the American Institute of Mining Engineers would place upon its minutes its profound sense of loss and sorrow in the death of Rossiter Worthington Raymond, Ph. D., LL. D., Secretary Emeritus of the Institute. Both as one of its founders and as its Sec-retary for 27 years, his was the guiding spirit of the Institute for more than a generation. "During the greater part of this long period, it might almost have been said that the Institute was Dr. Raymond-and Dr. Raymond the Institute. When with the progress of growth and development, great changes were introduced, Dr. Raymond acquiesced in these in spite of some misgivings, such as those with which a father might contemplate the emergence of his child from the careful supervision of the home; but as Secretary Emeritus for the past eight years, lie was always ready with valuable advice and helpful suggestion.

W. R. Ingalls made an oral address on the subject of the 27th Engineers, and it was resolved that notice of the needs of the Association of the 27th Engineers be communicated to the members through the Bulletin. Robert W. Hunt was appointed representative of the Institute on the Commission of Award of the Washington Medal of the Western Society of Engineers. The budget for the year 1918 was adopted. The report of the Library Committee for the year 1917 was accepted. An appropriation of $50 to the Treasurer's clerk was made. The appointment of the tellers made at the last meeting of the Board was confirmed.

There were present eleven Directors, the Secretary and Assistant Secretary of the Institute, and eleven guests. The Secretary, Bradley Stoughton, was appointed the representative of the Institute on the Board of. Directors of the American Bureau of Welding. A communication from a member of the Institute regarding simplified spelling was laid on the table. The following appropriations were made for the year. 1919: $250 to the Institute of Metals Division, $250 to the St. Louis Section, $100 to the Columbia Section. An invitation was received from the Western Society of Engineers to the Institute to use the facilities of that society during the A. I. M. E. Meeting in Chicago. The Bulletin of the Institute was presented to the French Congress of Engineers. There were elected twenty-eight members, eighteen associates, and three junior associates. The status of one member was changed from junior associate to associate. Four members were reinstated. An extension of time was granted to one member for payment of dues. The dues of four members on active military duty were suspended. Dues were remitted of four members who have been paying over thirty years, and who are each over seventy years of age.
