Tables based on 1985 data, which were not available in time for publication of the "1985 Minerals Yearbook," are included in this chapter; corresponding tables for 1986 are not yet available. Raw nonfuel minerals produced in the United States during 1986 had an estimated value of $23.5 billion, an increase of $0.25 billion over the 1985 value. This is the fourth consecutive year that the value has increased, and except for a de- crease in 1982, the value each year has increased since 1971, or 14 out of 15 years. Industrial minerals growth slowed from a 3% increase in value in 1985 to a 1.5% increase in 1986, reflecting the slow growth in the domestic economy. The value of industrial minerals, more than three times larger than the value of metals, easily offset the less than 0.5% decline in the value of metal mine production. Although the decline was small, this decrease makes 1986 the fourth year in the past 6 years in which a drop in the value of metal mining production occurred in the United States. U.S. production continued to lag behind the growing world production. Overall, the estimated raw nonfuel mineral production rose 1% over that of 1985. Domestic mine production of ferrous metals declined as follows, in decreasing order of production: nickel, iron ore, tungsten, and molybdenum. All remaining domestic primary nickel and tungsten mines had closed down by yearend. Nonferrous metals that similarly declined included titanium, rare-earth metals, lead, silver, zinc, and magnesium. For the second consecutive year, aluminum, produced predominantly from imported bauxite, declined in production, while imports reached record-high levels. Somewhat modest gains were made in beryllium and copper. As has been the case for a number of years, gold was a bright spot in the domestic and internation-al metal mining industry. Gold production was spurred on by the increasing usage and development of heapleaching techniques that make lower grade ores, which were previously uneconomical, profitable. Additionally, various mining companies, the U.S. Mint, individual States, and a number of foreign countries began production of gold bullion and commemorative coins. Gold output in the United States increased from 2.43 million troy ounces (revised) in 1985 to about 3.73 million troy ounces in 1986, a dramatic 54% rise.

The domestic mining industry continued to be strengthened and revitalized in 1989. The healthy conditions and the industry comeback that began in 1987 continued to spread and became more established for many commodities. Relatively comfortable and stable commodity prices, still found predominantly in the metals sector, reinforced other operational factors in bringing vitality to the mining and mineral processing industries. New streamlined business practices, mine and plant modernizations, and the progressive use of new technologies successfully helped lower operating costs and increase efficiency during the past 5 to 7 years. An element common to these three factors of industry renewal and growth was the ever-increasing infusion of and growing dependence on constantly advancing computer technology applications. This trend of increasing computerization was occurring throughout the mining and mineral processing business while it similarly was in most facets of modern business and culture. Some commodities and companies still struggled to outlive sluggish prices and other unstable market conditions or to modernize their businesses, but increases in productivity and profits were more common. A trend toward increased mechanical excavation in nonsoil materials was beginning to surface as a substitute for standard cyclic mine development techniques, such as drill-and-blast and surface shovel-and-truck routines. More continuous mechanical excavation offered the potential for increased production, fewer people at the working face, better ground control, and generally improved safety. The main limitation was rock hardness. The construction industry had already recognized the benefits of tunnel-boring machines for long underground drives and mechanical planers for pavement removal. The Colorado School of Mines held a short course during the year entitled, "Mechanical Excavation Techniques in Mine Development and Production,'" which was at-tended by nearly 100 engineers from 12 countries. The consensus of attendees was that for the most efficient use of these machines and techniques, new mining plans needed to be developed beyond the simple adaptation of those excavators to existing mine plans.1

The recession that took hold of the domes-tic mining industry in 1981-82 finally abated somewhat in 1987, resulting from increases in many commodity prices, especially in the metals sector, and from continuing success in lowering operating costs. By no means was the work finished; the mining industry was in a sense entering a new era. The struggle for survival was still very evident for many companies and various commodities, but increasing productivity and profits were accompanied by indications that these trends were more long term than short term. Raw nonfuel minerals produced in the United States during 1987 had an estimated value of $26.3 billion, an increase of $2.9 billion over the 1986 value. This is the fifth consecutive year that the value has increased. Except for a decrease in 1982, the value each year has increased since 1971, or 15 of 16 years. The value of raw metals production increased by an estimated 28%, an impressive improvement since the drastic fall in 1982. Industrial minerals growth was comparatively flat, with an estimated in-crease in value of 0.1 %, continuing a trend of the previous 2 years. Metal mine production dropped considerably in 1982 and maintained its resultant lower level until 1987, when production significantly recovered.

The raining and quarrying trends data shown in this report were reported to the U.S. Bureau of Mines (USBM) by mining and quarrying companies on the Mine Information Supplement survey, as well as by mineral producers on 58 annual USBM production and consumption surveys covering 59 nonfuel mineral commodities. The 1993 data presented in the tables of this chapter, were processed for the first time using the USBM Automated Mineral Information System. Domestic mining of nonfuel mineral materials totaled 3.7 billion metric tons in 1993, including 2.2 billion tons of crude ore nun& or quarried and 1.5 billion tons of mine waste and ore from development. This \vas an overall increase of 11% over that of 1992. These data do not include construction sand and gravel which until 1993 has been surveyed biennially. Starting in 1994, construction sand and gravel and the stones, which were also surveyed biennially, will be surveyed annually.

The value of raw nonfuel minerals produced in the United States during 1985 was estimated at $23.2 billion, an increase of $0.07 billion over the value for 1984. This is the third consecutive year that the value has increased, and except for a decrease in 1982, the value for each year has increased since 1971, or 13 out of 14 years. However. while the value of industrial minerals production continued to grow, reflecting the growth of the domestic economy, the value of metal mine production decreased in 1985 by 6%. This drop was more than offset by a 3% increase in the value of industrial minerals production because the value of industrial minerals produced was more than three times larger than the value of metals. The decrease makes 1986 the third year in the past 5 years in which a drop in the value of metal mining production occurred in the United States where production continued to lag behind growing world production. Domestic production of such major commodities 88 aluminum, copper, iron ore, phosphate rock, and zinc continued to decline owing to a number of international and domestic factors. Gold continued to be the most active commodity in the domestic metal mining industry. Despite lower prices, gold output increased to 2.5 million troy ounces, a 19% increase over that of 1984. The estimated annual production capacity of new gold mines beginning production exceeded 1 million ounces.

The year 1992 recorded unimpressive economic growth and uncertainties over what changes would occur for the financial market. Falling interest rates in the United States and elsewhere tended to exert a number of positive influences on financial markets and, indirectly, the mining and quarrying industry. The interest rate declines during 1992 were no exception. Lower rates prompted many investors to turn their attention to long-term investments such as stocks that offer potentially greater rates of return, causing large cash inflows into the equity market. Lower rates made it easier for businesses to finance growth and for consumers to finance the purchase of products businesses made. Also the rates enabled many companies to increase their health and profitability by refinancing their existing loans at lower rates. Falling interest rates were not confined to the United States. With Japan and Western Europe in the midst of economic slumps, marketing authorities in many countries overseas lowered rates in an effort to stimulate business activity. True to form, that contributed to stock market rallies abroad. Stabilizing inflation and lower interests stimulated the industry during 1992 and will likely influence favorably the industry for the next few years.

Mining and reclamation procedures that meet the requirements of SMCRA are illustrated on pages 8 and 9 for each of the three major surface coal mining methods -- area mining, contour mining, and mountaintop removal mining. The three methods involve the same basic steps: clearing the land of trees and other vegetation, removing topsoil and overburden, mining the coal, and reclaiming the land. Although all three methods would not usually occur on any single site, the illustration facilitates comparison of mining and reclamation methods and aids basic understanding of the reclamation processes that take place under SMCRA. Area Mining The area mining method is commonly used to mine coal in the flat to moderately rolling terrain found principally in the western and midwestern states. After the overburden is excavated down to a coal seam, the mining area is enlarged horizontally to expose more coal for removal. In the West, where coal seams are commonly 10 to 20 feet thick (and range up to 100 feet thick in the Powder River Basin of Wyoming), the life of some mines maybe more than 50 years. In the Midwest, coal seams are typically 3 to 7 feet thick and 75 to 100 feet below the surface. Because of the large expanse of area mines and their relatively unrestricted sites, enormous equipment is used to remove overburden and reconstruct the land. The area mining operation in the illustration is on land that was formerly used for farming. The drawing shows that the agricultural use is being reestablished immediately following reclamation. Mining is proceeding across the land toward the left side of the site. The initial excavation was made far enough away from the stream along the right edge of the site to prevent damage to the water supply. The coal under most of the site has been removed, and reclamation has been completed on some of the land. For example, some of the cattle in the foreground and those in the feedlot behind the silo are grazing on reclaimed land that has been mined. At the far left of the illustration, topsoil from the unmined area is being removed by scrapers, transported across the area of active mining, and immediately spread on the land on the right, which is being reclaimed. (Reclamation of mined land as soon as practical, as required by the Act, is called contemporaneous reclamation.) A

THE Lepanto Consolidated Mining Company is the largest copper producer in the Philippines, and the only one that makes a concentrate valuable principally for its copper; also, it has the only productive copper mine situated at considerable distance from the sea, and is the only one in the islands operating its own smelter. The Lepanto mine is in the Municipal District of Mankayan, sub-province of Benguet, near the heart of the Mountain Province of Northern Luzon. It is 165 km. from its shipping point at San Fernando, Province of La Union, on the shore of the China Sea. Elevations at the property range from 3200 to 4500 ft. The climate is very mild; temperatures are seldom below 50° or above 80°F. Annual rainfall approaches 170 in. and is mainly confined to a rainy season lasting from May to October. The months from December to April, inclusive, are usually extremely dry. This climatic pecularity entails the problems of landslides on the roads during the rainy season and water shortage during the dry season. The Mountain Trail, an improved rock-surfaced toll road maintained by the Commonwealth Government, gives access to the property. The 105 km. over this road may be traveled in about 4 ½ hr. during the dry season. Very few sections of the road are straight for more than 100 meters, and about one third of it is a one-way road controlled by gates. All freight for the property is delivered by the Manila Railroad Company to Bauang, La Union, 45 km. west of Baguio and at sea level, where it is picked up by freight trucks and hauled via Baguio to Lepanto. Granulated matte is hauled in bulk from Lepanto in four-ton lots on freight trucks to the storage bins at San Fernando. Freight rates from Bauang to the property amount to P8.00 per ton, and from the property to San Fernando the rate is P16.00 per ton. The company pays the road toll, P1.00 per truck, each way. THE CAMP The company maintains a modern camp, well separated from the mine and reduction plant. Comfortable and sanitary living quarters, water, and light, as well as free medical service are provided all employees. A hospital staffed by a doctor and two nurses takes care of all medical treatment. Considering recreational facilities of great importance, the company has provided two tennis courts, two basketball courts, and badminton courts for employees. Bowling alleys and a motion picture theater are operated by the company, the profits being expended for other recreational purposes. Each year in the United States over 10 million tons of metal are discarded with our municipal waste. This, includes, not only ferrous metals, aluminum and copper but gold, silver, platinum and every other precious metal. Resource recovery, as an approach to waste management, is replacing disposal and it presents great opportunities for those in the metal refining and recovery industry. Combustion of waste enriches the metal fraction left in the ash to the point where metals can be efficiently recovered. The recovery and quality of metals can be enhanced by good combustion control. Innovative technology is needed to efficiently tap this generous, and renewable mine.

The mineralised members of the Brockman Iron Formation mined at Mt Whaleback are overlain and underlain by shale horizons. To maximise resource recovery, waste movement within the life of mine plan will total approximately 3.3 billion tonnes. Approximately 15 per cent of waste materials contain zones with varying amounts of sulfides and carbon and are referred to as æreactive shaleÆ. Reactive shale has the potential to self-heat and can react with some explosives, resulting in spontaneous explosion. Sulfide rich zones also have the potential to generate acid rock drainage (ARD). Successful mining of reactive shale requires constant co-ordination between the geology, mine planning, mining and environment departments. Safe storage of reactive shale is the focus of ongoing research. Since the mid-1990s, a number of trials have been undertaken at Mt Whaleback in order to further the understanding of the physical and chemical properties of reactive shale. This paper summarises some of these trials, and discusses key learnings arising from interpretation of results. Ultimately, the learnings from this research will provide the guidelines for successful storage of reactive shale.

Can mining promote sustainable development? What is sustainable development? Is sustainable development good for corporate sustainability? Does it work in practice? If so, is it good for business? This paper does not seek to provide definitive answers to these issues. Rather, it is presented in the interests of sharing information and contributing to the pool of collective experience. The discussion will draw on the experience of Placer Dome in Papua New Guinea (PNG). Sustainable development means development that is maintained at a steady level without exhausting natural resources or causing ecological disturbance. The term æsustainable developmentÆ is often linked to the concept of ecological equilibrium, development that is self-replenishing. While its essential meaning remains the same, in practice, and for todayÆs complex and industrial world, different people will interpret sustainable development in different ways. Given the dynamics of development and the competing social, political and economic interests, sustainable development must be seen from a much broader perspective. This is the point that this paper will attempt to make. Mining, an activity that uses non-renewable resources, can promote sustainable development. The 1987 Brundtland Report (also known as the Report of the World Commission on Environment and Development), defines sustainable development in a broader manner - as development that meets the needs of the present world without compromising the ability of future generations to meet their own needs (Elkington, 1997). This definition calls for inter-generational equity in the development and use of resources by many organisations, including multinational corporations. Corporate sustainability, on the other hand, is about developing strategies that guide a corporation to stay alive and, more importantly, to stay ahead of its competitors. It is basically about survival in a competitive social and commercial environment. In a corporate world, profitability is survival. In this context, corporate profitability, the main ingredient of corporate sustainability, is important for sustainable development. Without profits, corporations will find it difficult to practice sustainable development or indeed any development. Sustainable development can integrate mining activities with the rest of the community, add value and, in the long-term, profits to the bottom-line. Ultimately, sustainability will force corporations to adopt strategies based on a longer time scale to survive. In the mining sector, corporate sustainability depends on a close relationship with all stakeholders, particularly landowners for whom sustainable development is critically important. Increasingly, there is an acceptance of the view that success is not achieved simply through competition in price, cost and technology but, more importantly, through creating social infrastructure which support community ethics, norms and values essential for trust and partnership. Needless to say, mining companies that engage in appropriate community-based development in support of inter-generational justice recognise the true value of sustainability. This is sometimes called the æhuman sustainability approachÆ which underlines the critical significance of trust in relationships with stakeholders and continuous improvement of corporate capabilities directed towards the future (Dunphy and Griffiths, 1998). In the long-term, such development will enhance corporate public image and acceptability. In practice, both concepts can be built on the principles of economic viability, environmental quality and social justice -what, in todayÆs parlance, is increasingly becoming known as the ætriple-bottom-lineÆ approach to business (Elkington, 1997). Underpinning this approach is a process of continuing dialogue and co-operation between governments, non-government organisations (NGOs) and business.

The topic of sustainability in the mining and minerals industries focusing on economic development, ecological integrity and responsible stewardship of the environment together with community well being are vital issues for our industries at a crucial time in our history. Many of the priorities of the Greek Presidency of the European Community ? Sharing the Future in a Community of Values ? encourage our industry to continue to innovate and develop many of the environmental and social initiatives already underway. Sustainable development is here to stay and has been placed strategically at the heart of all European public policy. The future of the minerals industry here in Europe as well as elsewhere depends on how well professional mining people, both as individuals and through their associations and others, have to present their case for a sustainable mining and minerals industry to a critical world. And, Greece with its strong and expanding mining, minerals and metals base has more to win or lose from this endeavor than many others.

The Red Dog Mine is the world’s largest zinc mine. It is located 145 km (90 miles) north of the Arctic Circle in northwest Alaska on lands owned by the Inupiat Eskimo organization called the Northwest Alaskan Native Association (NANA) Development Corp. NANA acquired surface and subsurface title to this resource as part of its settlement lands under the Alaska Native Claims Settlement Act. In 1982, NANA entered into a lease agreement with Cominco. Cominco is an international mining company focused on zinc. It built and operates the Red Dog Mine. NANA’s principle objective in the development of the mine was to have it contribute to the development of sustainable communities within their traditional region. This meant creating job opportunities in a modern economy while preserving the traditional subsistence lifestyles. Preservation of their culture, language and traditions are as important to the NANA people today as they were in the past.

Mineral exploration and development can have a significant impact on the environment and local communities, in some circumstances extending well beyond the mine site. Poor environmental performance and consequent social impacts by some companies have affected the reputation of the whole industry to the extent that the principal public concern about mining is its impact on the environment. This is consistent with public attitudes about other major natural resource sectors such as forestry and commercial fishing. Traditionally the community has relied on governments to set the benchmark for acceptable environmental and social performance through establishing and revising regulations governing the mining industry. This however assumes that regulations keep pace with community expectations. It also does not take into account those circumstances where governments can have conflicting roles as both watchdog and project partner. Government regulations and industry self-regulation are not in of themselves sufficient for the minerals sector to demonstrate that it has adequately addressed environmental and social issues associated with the sector. For the minerals sector to improve its reputation it must first improve its environmental and social performance. To do this requires the sector to operate to acceptable standards of environmental and social performance and for the sector to be able to credibly communicate this to its stakeholders such as investors, non-government organisations (NGOs), customers, staff, regulators and local communities. Independent third party certification of environmental and social performance (æcertificationÆ), already operational in forest and fisheries management, is proposed as a mechanism to enable the minerals sector to achieve this. World Wide Fund for Nature (WWF) and industry partners will be collaborating in a project to ascertain the applicability of æcertificationÆ to the minerals sector. A number of economic, social and environmental benefits are identified that could accrue should mining companies be able to differentiate themselves on the basis of environmental and social performance, an attribute evident in æcertificationÆ schemes. External audiences are seeking increasing levels of information and data on environmental and social performance of mining companies, be it local communities, investors, financial institutions or NGOs. Environmental and social reporting should be a key communications device that stakeholders can rely on as a reliable, credible source of information on environmental and social performance. WWFÆs contribution to the debate about environmental and social reporting has been to develop a process to assess the quality of environmental and social reports against reporting ingredients which WWF believe are important if a report is to be an accurate reflection of the reporting entitiesÆ environmental and social performance.

In this paper, we attempt to answer an often asked question, how can metal mining be compatible with the principles of sustainable development. Starting with the classic Brundtland Commission definition of sustainable development as "development that meets the needs of the present without compromising the ability of future generations to meet their own needs," we make the case that mining is or should be sustainable, using examples of sustainable practices at ASARCO LLC, an integrated U.S primary copper producer. These examples cover the entire mining cycle starting with exploration, mining, beneficiation, smelting, refining, closure and post-closure and post-mining land use. It is hoped that the presentation will challenge the mining industry to even greater innovation as future mineral development projects are planned.

In addressing the challenge of sustainable development, the North American mining industry finds itself operating in two culturally distinct frameworks. Companies are based in the developed world where a profoundly environmental ethic prevails with an emphasis on inter-generational equity – preserve now for the future. Increasingly, their operations are in the developing world where the emphasis is on intra-generational equity, and the distribution of wealth – providing opportunity for improvement today. The paper discusses the further implications of these realities and the factors facilitating or hindering the ability of mining companies to meet social expectation in these two distinct global cultures.

Opinions vary widely within the community on what are legitimate environmental social respon- sibilities. The extreme conservationists see the responsibility as the total preservation of the natural environment achieved by opposition to all forms of industrial development that would disturb it. The `growth-at-any-price men' consider it more important to stimulate economic growth, develop new industries, and maximize profit letting the environment take care of itself: within this wide spectrum of concern are the middle-of- the-road men, part of the vast majority, fully aware of the need to compromise to achieve a satisfactory economic growth rate whilst pre- serving to the greatest extent practicable the con- ditions upon which we depend for a balanced self-perpetuating existence. Environmental change is not new. It is the inevitable accompaniment of human activity. Plato wrote in the 5th Century B.C.* of the devastating changes wrought by man and his animals on the ancient world of the Mediter- ranean. Down through the ages rural development to *The Dialogues of Plato: `What are now her moun- tains were lofty, soil-clad hills; her so-called shingle plains of the present day were full of rich soil; and her mountains were heavily afforested-a fact of which there are still visible traces. There are moun- tains in Attica which can now keep nothing but bees, but which were clothed, not so very long ago, with fine trees producing timber suitable for roofing the largest buildings; and roofs hewn from the timber are still in existence. In recent years, a great deal has been written and spoken, both in our country and overseas, about the dangers posed to the environment and the ecology by mining operations. The object of this address is to put this problem, and it is a real problem, into reasonable perspective. International futures conference A conference entitled 'The Road Ahead' is being organized by the 1820 Settlers National Monument Foundation to be held in Grahamstown from 3rd to 7th July, 1978. Conference of metallurgists The technical programme has been established for the 17th Annual Conference of Metallurgists sponsored by the Metallurgical Society of the Canadian Institute of Mining and Metallurgy. This year the Conference will be held in Montreal, Quebec, on 27th to 31st August, 1978, together with the 8th Hydrometallurgy Meeting.
