"By now, most geologists and engineers in the Canadian mining industry are familiar with National Instrument 43101 Standards of Disclosure for Mineral Projects (NI 43-101) and the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Definition Standards for Mineral Resources and Mineral Reserves, which are incorporated by reference in NI 43-101. In recent years, significant progress has also been made in establishing standard reporting practices internationally that recognize the globalization of the industry and enable investors to compare projects anywhere in the world and make informed investment decisions. This article is part of a series that will summarize the background and development of international resource and reserve reporting standards by the Committee for Mineral Reserves International Reporting Standards (CRIRSCO), highlight its current activities and provide insight into international mineral reserve and resource reporting issues. CRIRSCO was formerly the Mineral Definitions Working Group of the Council of Mining and Metallurgical Institutions (CMMI), an organization representing professional bodies in all of the major mining and mining investment countries. In 2002, CMMI disbanded and CRIRSCO continued as a volunteer committee with limited funding from those professional bodies and increasingly from other sources, such as mining companies and regulatory bodies. CRIRSCO was adopted as a Task Force of the International Council of Mining and Metals (ICMM) in 2007. The ICMM is an influential industry body representing all of the major mining companies and many junior companies through its associated members, such as the Minerals Council of Australia, the Chamber of Mines of South Africa and the Prospectors and Developers Association of Canada. CRIRSCO now has funding to pursue its objectives."

Automation of mining operations is pushed by cost pressure and cyclical product prices. However, until now the different types of equipment were not able to communicate electronically with each other or with central computer systems. Therefore, the International Rock Excavation Data Exchange Standard (IREDES) was launched by major players in the industry. The task of this initiative is to define a ‘common electronic language’ for easy and standardized data exchange. As in other industries, this standard is expected to have significant impact on the use of automation in general and on the markets for third party components and software. The standard’s technical architecture is open and flexible for future applications. It consists of an ‘horizontal’ structure defining ‘Application Profiles’ for different types of data sets. An additional ‘vertical’ structure (‘Equipment Profiles’) implements equipment dependent definitions for each of the applicable Application Profiles. First profiles will be available for Drill Rigs. The standard bases on the XML language thus enabling easy data exchange with commercial databases. IREDES data sets may use storage media as well as networking infrastructures for information exchange. The IREDES work is carried out by the initiative members working jointly together in the IREDES work groups. It is open for participation of all interested organizations. First prototyping applications are expected to start during 2001, the first products may be available in the following year. The supply of clean copper ores, which have high copper concentration and low impurities like arsenic, has declined year by year. Therefore, both mine and smelter sides have to consider how to remove impurities like arsenic. We focus herein on arsenic as an impurity because it is an extremely important issue from the environmental point of view. Approximately 150,000 t of arsenic is input into the copper industry every year. A small part of it is mainly treated in the smelting side. For instance, Ministro Hales Limited, which is a mining corporation in Chile, has performed the calcination process to remove arsenic from ore with high-arsenic content. In the process, flue gas is washed by water, and the final residue is treated by a hydrometallurgical process. Many processes for arsenic removal in various stages have been proposed, and several bottlenecks exist to achieve it. One of the difficulties encountered is getting an assessment of the process, which depends on the countries and/or areas of operation. The standardization of the assessment procedure will be desired in the near future to keep the same environment standards all over the world, and now is the time to start making discussions on this matter. This will be the first step in making an international assessment procedure for arsenic treatment in the copper industry. INTRODUCTION Using the term “sustainable development” without any scientific basis can give people a false sense of security. Engineers and scientists must analyze the total mass flow of energy and materials and estimate local drain on the environment as well as the global impact of a particular industrial activity to ensure sustainability on this planet. The operations of the mining and smelting industries have a strong effect on the environment even if they provide useful materials for human beings. The copper mining and smelting industries have brought about serious environmental problems in the past. For example, the Ashio mine pollution caused big damage to the agricultural sector near the Ashio area in Japan in the late 19th century. One of the most serious problems at that time was SO2 emission because copper ore is sulfide, and the smelting process basically results to sulfur oxidation. The resource balance from a copper smelter in a year, assuming a total production of 16 million tons, can be summarized as follows: discarded minerals, 30 billion tons; sulfur, 16 million tons; iron oxide, 8 million tons; additional smaller amounts of other metals, electricity, and fuel.

VISIT TO THE COUNCIL FOR SCIENTIFIC AND INDUSTRIAL RESEARCH On 23rd June, 1970, members of the Institute visited the C.S.I.R. in Pretoria. More members had booked for this tour but the current flu epidemic caused cancellations which was unfortunate. The visit was organised with military precision, which prevented detailed discussion of any particular subject, but provided a bird's eye view of a large number of interesting projects. The visit was packed with interest for all and those requiring further information were invited to contact the relevant divisions afterwards. Or Denkhaus welcomed the delegates and stressed the importance of integrating research efforts with industry's requirements. An excellent colour and sound film was shown which depicted the work of the Rock Mechanics division. This showed very clearly methods used for preparing rock samples and demonstrated the machines and instruments for the various tests. It made one realise the extent to which this research has been integrated with the actual mining situation. The fullscale experiments underground showed the failure of pillars under applied loads and were very interesting. This is undoubtedly a film which all mining people should see. After the film the rock mechanics laboratories were visited where the actual machines were seen and described. We then visited the metal and strength mechanics sections where the metallurgists were able to see some interesting experiments and tests. We also visited the Aeronautics Research group where a large 1 000 hp wind tunnel was inspected. We were told enough about this to realise something of the complexities involved in the design and operation of a closed circuit tunnel of this type. The tunnel is used for tests on models which are necessary for the design and modification of aircraft. After a very excellent lunch at the C.S.I.R. recreation centre, the delegates attended two lectures-one by Mr. Mandersloot of the Chemical Engineering group, who outlined the varied functions of this group and told us something of their work. Of particular interest was the research into the suitability of various South African manganese ores for dry cell batteries. Work on the thickener settlement studies interested the metallurgists. The second lecture was given by Mr Donaldson of the National Building Research Institute. This Institute has about ten divisions each of which covers a particular aspect of building research. The work of the soil mechanics division was described in detail and illustrated by coloured slides. This was particularly interesting and demonstrated clearly how building failures result from lack of attention to detail of construction where unstable soil conditions exist. Cracks in walls of compound blocks brought the subject home forcibly to the mining delegates. This division has also caried out important work on sinkholes and sUmes dams and produced some positive results. Altogether the visit was most interesting and enjoyable. It was made more worthwhile because the emphasis was on the work being carried out and not on just seeing the laboratories. The Institute is greatly indebted to the C.S.I.R. and its staff for the very excellent arrangements made.

Standard practice of ball mill grinding and classification is followed."

"Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them…” (Agricola, 1556). In 2016, it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate.“Most commonly, the social license to operate (SLO) is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat, 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders (Bice, 2014).”A generation ago we learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three-legged stool is a very stable structure (Fig. 1).In 2016, it seems that we have added some other legs to the stool (Fig 2). The Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (JORC Code) addresses “social, and governmental factors…” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves.”The Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Guidelines refer to “environmental, legal and social data…(CIM 2003).”Compared to these, the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the competent person.When there are more than three legs on the stool, it is imperative that all legs be constructed exactly to the design. Any one or more legs that are out of alignment will cause the stool to wobble.Engineers are trained to create designs to meet specifications. Loads can be estimated, forces calculated and cost studies completed that will lead to, not only a stable design, but the most efficient design that meets the specifications."

"Social License, the consent of the neighbors and community to develop and operate a mine, has received little attention until recently. Though social license is intangible, not having this relationship with the community carries operational and economic risk to a project, potentially including future impairment of the asset. Acquiring and maintaining social license is a long term personal relationship. It requires communication, commitment, consistency, and transparency. This presentation will review the building blocks to acquire and maintain a social license based on experiences with mining projects in Mexico. A major difficulty encountered during the research was that nation¬al countries (almost world-wide) are in the process of revising their electrical hazard reduction standards. Their principal goal is to align their standards with the International Electrotechnical Commission (IEC) Recommendations Publication Series 79. (31-37) Additionally, CENELEC is requiring all Common Market countries to harmonize their standards. (85) However in the coal mining industry some hazard re¬duction techniques are not being accepted because some systems may not be applicable. Therefore, past literature might not directly relate a country's current feeling about explosion-proof standards. An authority in the United Kingdom (which has been a leader in hazard reduction mainly through work at the Safety in Mines Research Establishment) brought up an additional point. (15) He hopes that since revising British standards BS229 into BS4683, with the intention of corresponding with the IEC 79 series, the recent CENELEC harmoni¬zation process will also follow IEC. (8, 9, 10) The past trend in other major Common Market countries prior to CENELEC's requirement results in the authors' speculation that the standards will be pattern¬ed after the IEC Publications. (5,17,60,84,102) Several letters were sent to the East Block countries but, disa¬ppointingly, replies were dispatched only from the USSR and Poland. Recent Polish standards (1973) were received, and a very close match to the IEC Publications has been noted. (76,77) Because of their economic community, it is extremely logical to assume that the East Block stand¬ards are therefore in concurrence with the IEC. Japanese specifications also appear to be compatible with the IEC Recommendations. (42,43)

In Australia and New Zealand, the 'Australasian Code for Reporting of Identified Mineral Resources and Ore Reserves', which was released by industry in 1989, is operating successfully in a co-operative approach between industry and regulatory authorities. Similar codes or guidelines exist or are under development in the United States of America, Canada, the United Kingdom and South Africa, although the regulatory backing given to the Australasian Code is unique. International standard definitions for Mineral Resources and Reserves, and for categories of Resources and Reserves, have been under development by the Council of Mining and Metallurgical Institutions since 1994 and have already stimulated considerable convergence of definitions and reporting standards in participating countries. It is hoped that agreement on this international standard for public reporting by mining companies will be reached within the next two years, and it is expected that adoption of the standard will result in a higher and more uniform quality of reporting worldwide, with a consequently greater interest on the part of the general public and financiers in investing in the mining industry.

The management of mine tailings poses a complex range of potential risks, including physical risks, such as the risk of catastrophic failure of a tailings facility and chemical risks such as the risk of long-term leaching of contaminants into the downstream environment. If these risks materialize, they can lead to a wide range of impacts on people and the environment, including human fatalities and severe impacts on downstream ecosystems, and the costs of recovery borne by industry, communities, governments, and society as a whole can be immense. Tailings facility failures in Canada (2014), Brazil (2015 and 2019), South Africa (2022), and in other locations around the world underscore how high the stakes are when mines produce and manage tailings (WISE Uranium Project 2019). Understandably, many people do not trust the mining industry to manage tailings responsibly. As an industry, it is our responsibility to manage tailings in a manner that is responsible and strives to minimize harm associated with tailings management, including effectively managing both the physical and chemical risks associated with tailings. Standards have an important role to play in responsible tailings management by setting expectations for standards of care and providing a means to measure and report on performance. In jurisdictions with strong legal requirements for tailings management, standards play a complementary role, pushing performance improvements in areas that may be difficult or impossible to address in legal requirements. In jurisdictions where legal requirements are lagging, standards may represent the de facto leading practice and may be the primary tool to help ensure responsible tailings management. Implementation of standards can help companies demonstrate that tailings are being responsibly managed and help build trust and credibility. Most importantly though, standards are important tools to help ensure that the risks associated with tailings are reduced, and that remaining risks are effectively managed. However, we must recognize that conformance with standards can have a down-side – the proverbial two-edged sword. Having standards is vital but there is a risk that implementing standards becomes a “box checking” exercise, with ongoing conformance leading to complacency. We must not allow ourselves to fall into the trap of believing that, just because we are complying with applicable standards and laws, we are therefore doing our best, and that “it can’t happen to us.” In addition, if conformance becomes the goal and the standard does not have mechanisms to drive continual improvement, then once the standard is met, there may be no incentive to improve. The point of complying with standards is not to pass the test. The point is to manage tailings responsibly, prevent catastrophic failures, and minimize harm. The point is to do better, because we must do better. To do that, we need to strive not for conformance, but for excellence in tailings management, driven by continual improvement and a quest to do better.

"Bi- and multilateral banks as well as export credit agencies in the OECD countries, but also numerous commercial banks, last year committed themselves to compliance with the World Bank’s standards. These environmental and social guidelines, also known as the Safeguard Policies, are the strictest international standards in the area of financing of major investment projects. The Safeguard Policies are procedural and quality guidelines by means of which socially and environmentally relevant impacts can be taken into account in the planning and implementation phase of a project. Objectives of the Bank Safeguard Policies are to ensure that environmental and social issues are evaluated in decision-making, to reduce and manage risk of projects and programs, and to provide a mechanism for consultation and disclosure of information. They are often referred to as the "10+1 Safeguard Policies," since ten of the guidelines address environmentally and socially relevant issues, while one guideline is exclusively concerned with public participation ("Public Disclosure"). In the presentation, the transparency of risk management measures and emergency response plans in pipeline projects will be discussed as an indicator of sustainability. The discussion is to be carried out on the basis of the results of an evaluation of several major pipeline projects, which have been financed at least in part by multilateral banks over the past few years. The controversies surrounding some of these projects due environmentally and socially relevant impairments connected with the investments have also been addressed by the Extractive Industry Report of the World Bank. Pipeline construction was the investment type chosen for the examination to be presented here, since pipelines frequently start in remote, unspoiled regions, and their routes often cross various natural zones and areas with various social structures. The question of safety during construction and operation of the line is always central to these projects; not only for the responsible authorities but also for other societal groups involved, such as environmental associations."

Tin has been one of the very few commodities which has been covered by an international commodity agreement. It is the only metal so covered. The reason behind tin's prediliction for an agreement has been the inconsistency of the price pattern for tin during the entire 20th century. It is not surprising in view - of the wide and wild fluctuations in its price that tin has been called the Cinderella metal. An examination, for example, of prices in 1977 alone attests to the erratic behavior of the tin markets. The high was recorded on October 27 at M$1,895 per picul and the low on January 3 at M$l,314 3/8, on the Penang market, a spread in Malaysian dollars of $581 for a picul weighing 133 1/3 pounds. The first steps in international cooperation on tin were taken after the price bonanza of the First World War. Despite a lack of increased consumption, and in spite of the fact there was no shortage of mining production during the war, prices boomed. Shipping shortages and thinning stocks brought about a situation where in the U.S., industrial stocks were only 1/6 of what they had been in 1914. The boom busted early. In 1921 the tinplate industry of the world had cut its output in half and total world consumption of tin fell by 1/3. Tin producers became so concerned that they created what was called the Bandoeng Pool. It accumulated stocks held by countries now known as Indonesia and Malaysia, amounting to 28 percent of the combined production of the two countries and about 15 percent of the total world for 1921. The pool holdings were shortly exhausted and thereafter in the years 1924 to 1928, general boom conditions existed for tin.

Overseas coal trade has increased from 169 to 274 million metric tons (tonnes) between 1970 and 1983, representing a 3.8% average annual rate of growth. Metallurgical coal accounts for nearly 61% of the international coal market while steam coal's share is about 40%. By year-end 1983, the U.S. was the single largest coal exporter at 77 million tonnes, followed by Australia, 56 million tonnes; Poland, 35 million tonnes; South Africa, 28 million tonnes; USSR, 27 million tonnes; and Canada, 17 million tonnes. Coal exports can play a more significant role for one country than another country. For instance, in the U.S., coal exports accounted for only 9% of total coal demand in 1984 while in Australia, exports accounted for 53% of that country's total coal demand. Of all the major coal exporters, only U.S. exports accounted for less than 10% of total consumption in 1984. Japan is the largest importer of coal, 73.8 million tons in 1983. Although the majority of Japan's imports are metallurgical coal, steam coal imports into Japan increased seven-fold between 1978 and 1983, from 2 to 14 million tonnes. Australia is the leading exporter of both metallurgical and steam coal to Japan, accounting for 47% and 55% of Japan's coal imports, respectively. Since 1978, South Africa has developed into a major steam coal exporter to Japan, increasing its market share from 7.9% to 18.8%. The U.S., which was not even a player in Japan's steam coal market in 1978, has made inroads and accounts for 6.7% of Japan's steam coal imports. However, this translates into only one million tonnes. In the European coal market, for the most part, the U.S. is the leading supplier of metallurgical coal and South Africa is the major supplier of steam coal. The U.S. was not even a factor in the European steam coal market in 1978 and has made inroads during the last six years at the expense of Poland and South Africa. From 1978 to 1983, the U.S. has increased its market share in steam coal exports to France from 0.2 to 28%; Spain, 0 to 52%; Italy, 0 to 43.5%; Denmark, 0 to 19%; Germany, 0.5 to 16%; and the Netherlands, 0.6 to 45%, respectively. The use of coal (solid fuels) as a fuel to produce electricity has had increasing signficance for most of the countries analyzed between 1978 and 1983. The flip side to this is that oil has lost its share of this market during this time period. Of all the countries selected, only France reported a decline in coal's share of total electricity production. This is a reflection of France's ambitious nuclear program.

Current over-capacity in coal production provides assured and relatively low-cost supplies to coal importers. At the same time, it is of serious concern to coal producers who invested considerable sums in the expectation that overseas demand would continue to grow rapidly. This paper assesses the reserves available for export, the export facilities, the coal supplies which can be put through them, and the market prospects for the future. It assumes, rightly or wrongly, that there will be no major and prolonged disruptions in supply from any major sources of coal. COAL RESERVES FOR EXPORT Economically recoverable reserves in the non-communist world amount to about 470 billion tonnes. These are sufficient to sustain current production levels of 2 billion tonnes a year for 235 years.

THE method of presentation in the accompanying charts is based upon the well-known formula: production plus imports minus exports equals apparent consumption. Thus for each area for which data are shown there are two columns of equal height, one representing production plus imports, the other apparent consumption plus exports. Usually no account has been taken of increases or decreases in stocks. All columns and flow lines are drawn to a linear scale which is supplemented by figures showing the actual quantities represented. Owing to the small area occupied by the European countries on the world map it was impossible to show the details of the trade of the individual countries. All of Europe (except Russia), therefore, is shown as a single unit. However, statistics of production and consumption indicated elsewhere on the charts show the degree of self-sufficiency enjoyed by the major European powers.

In the period 1982-1992, world trade has increased in real terms about 65% (Anon., 1992b). The nominal value of this trade in the early 1990s is approximately $5 trillion. In 1970, mineral commodities constituted approximately 20% of the value of world trade. By 1980, despite rising petroleum prices, mineral commodities made up about 18% of the total value of world trade, with crude oil amounting to 16% and other minerals the remaining 2%. By 1987, the major worldwide economic slowdown and falling oil prices meant that minerals constituted only about 10% of the total value of world trade, or about $500 billion in 1987 (Kimbell and Zajac, 1988). The importance of minerals in world trade since 1987 has remained at about these levels. Approximately 40% of world mineral commodity production is traded internationally. Some economists predict that minerals and other commodities are likely to continue to decline in relative importance in terms of the value of world economic output, as well as world trade, into the foreseeable future (Thurow, 1992). This projected decline in commodity demand may also be related to much slower global economic growth over the next decade (Alperovitz, 1992). Industrial minerals and rocks constituted roughly 2.5% of total mineral commodity exports in the late 1980s, but their relative importance as a portion of mineral commodity exports nearly doubled in the decade 1977-1987 (Kimbell and Zajac, 1988). Industrial minerals constitute the most rapidly growing share of total mineral commodity exports. In addition, price declines among industrial minerals were uncommon in the decade 1977-1987 (Kimbell and Zajac, 1988). While prices of sulfur and most of the fertilizer minerals have seen some erosion and slow growth in markets in the period 1987-1992, other industrial minerals have increased in both value and share of the export market (USBM, 1992). The place of industrial minerals in world trade becomes even more significant when one looks at shipments of chemical fertilizers and basic chemicals that are counted as manufactured products rather than industrial mineral commodities. The United States is the major world producer of industrial mineral commodities and products made from these nonmetallic minerals and rocks. The former Soviet Union, now The Commonwealth of Independent States (CIS), and China have very significant deposits of industrial minerals. Japan exports significant quantities of cement. The US, CIS, and Morocco export large amounts of phosphate rock. Canada and Germany export substantial amounts of potash. Sulfur from Poland, industrial diamonds from South Africa, Zaire, and Brazil, and fluorspar from Mexico are all important exports.

INTRODUCTION In the past three decades, world trade has grown from less than $100 billion per year in the years following World War 11 to slightly more than $300 billion in 1970 and over $2,000 billion in the early 1980s. Adjusted for inflation, the real growth of world trade in 1972 dollars increased from less than $175 billion per year in the early 1950s to slightly more than $342 billion in 1970 and almost $700 billion per year by the early 1980s. Thus trade as a whole has increased a little more than twofold in real terms in the past decade." Mineral commodities constituted approximately 20% of the value of total world trade in 1970, and significantly more than that proportion in terms of physical volume. By 1980, de- spite rapidly rising petroleum prices, mineral commodities accounted for roughly 18% of the total value of world trade. Crude oil alone ac- counted for about 16%, making it the single most important commodity in international trade. The worldwide recession of 198 1- 1983 brought a dramatic decline in both volume and price of crude oil, shrinking the impact of mineral commodities to roughly 10% of the value of total exports, worldwide, in 1982- 1983. The decline of mineral commodities as a pro- portion of the value of world trade in the decade 1970- 1980 is due largely to the increasing importance of manufactured goods and consumer products such as automobiles and electronic items. During this period, mineral commodity trade expanded roughly sixfold in terms of current dollars to an estimated $350 to 360 billion in 1980. This was equivalent to doubling the real value of mineral commodities in international trade in the 1970- 1980 period in constant dollars. The U.S. Bureau of Mines has expanded the traditional definition of mineral commodities to include semifinished products such as iron and steel (in addition to iron ore), refined metals such as copper, lead, zinc, aluminum, and tin, concentrates, scrap, and petroleum products. Since large quantities of essentially mineral derivatives travel in this form, it is reasonable to use these expanded definitions in stating the role of minerals in world trade. Thus minerals in world trade comprise 30 to 33% of total export trade in all commodities during the period 1976- 1980 (see Table 1.3.1). In addition, the U.S. Bureau of Mines estimates the value of all mineral commodities consumed in the world (at the national level) and compares this value to total worldwide commodity consumption. By this system, mineral commodities range from 30 to 40% of all commodities consumed each year in all countries during the period 1976- 1980 (see Table 1.3.2). The growth in export trade in mineral commodities by commodity group is shown for the period 1976-1980 in Table 1.3.3. These data parallel the swings in worldwide economic activity during the same time period. By any of the above measures, minerals, especially the fossil fuels, constitute a significant proportion of both total economic activity and
