Ten Council meetings were held during the year with an average attendance of eighteen and the standing committees held forty-six meetings. FINANCE The annual accounts, which are attached to this report, show an excess of income over expenditure of R5 051 compared with an excess of expenditure over income last year of R4 608. This major reversal of fortunes is due in the first instance, of course, to the increased subscriptions. There were, however, other important contributors, particularly sales of the Proceedings of the Symposium on Open Pit Mining and profits on the operation of symposia and colloquia. It would appear from a study of the accounts that there has been a substantial drop in expenditure on secretarial fees. In actual fact, however, our total expenditure on secretarial fees was higher. A portion of this expenditure was charged against the administration of the Symposium on Open Pit Mining and, in addition, the charge against the Journal accounts for secretarial fees was increased. It will be recalled that in last year's annual report it was mentioned that subsequent to the new arrangement for publication of the Journal, the expected improvement in the finances of the Journal had been slow in materialising. After a total period of 18 months there was still no sign of improvement and it was accordingly decided to end the arrangement. As a result, the drain on the finances of the Institute was considerably lessened in the second half of the year. During the course of the year Council became concerned about the rapid depletion of our accumulated funds and gave careful and detailed attention to all aspects of the Institute's financial affairs. Particular attention was given to: 1. The fact that the Institute does not have a solid financial backing and must appeal for funds every time any special event such as a symposium is held. 2. The responsibilities of the Institute to the profession and the community, with particular reference to the desirability of establishing Institute bursaries and participating in other educational activities. 3. The rapidly rising cost of living. 4. The immediate financial position of the Institute. 5. The rapidly increasing cost of publishing the Journal due to the increasing number of papers available. In the meantime the immediate financial position of the Institute has improved but as this is due largely to non-recurring or irregular items of revenue, it should not be given undue weight. After careful consideration it was decided that an appeal should be made to industry for financial assistance, which would be used to cover the cost of symposia and other unusual expenditure and also, if possible, to build up the capital resources of the Institute so that there is a solid foundation for the future. Before appealing to industry, Council wished to be quite certain that there could be no criticism of the Institute for not having done our best in a personal capacity. Furthermore, Council examined many comparative statistics, including those circulated to members, which showed that, while expenditure per member has risen at an average annual rate of 7,5% over the last fifteen years, subscription revenue per member has risen at only 3,4% per annum. It was with this background that your Council decided to raise the subscriptions. Initial approaches have been made to the big mining groups and there has been a very generous response, although the details of how financial assistance will be provided have not yet been worked out. It seems likely that some form of affiliated company membership will be the most suitable method of achieving this. When these details have been fixed, it is the intention to extend the appeal to all corners of the mining industry as well as manufacturing and metallurgical industries. It is believed that these measures will ensure that the finances of the Institute are placed on a firm foundation on which the expanding activities can be planned. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R73 and the total fund was, therefore, increased by this amount to R4 411. The balance sheet shows that the market value of quoted shares and debentures increased during the year fron R6 540 to R9 160. The market value is now almost exactly the same as the book value. Accumulated funds now amount to R23 010 compared with R17 959 a year ago.

FINANCE The annual accounts, which follow this report, reflect a healthy position and show that measures taken by Council over the last few years to boost income have been successful. A higher income was needed not only to meet rising costs but also so that the services provided by the Institute for its members could be expanded. This year's income of R55 025 showed a further increase compared with last year's figure of R48 307. Income from subscriptions was higher mainly owing to an increased number of Company Affiliates, and this is indicative of the support given by mining and metallurgical companies to the good work being done by the Institute. Further sales of publications of the symposia held over the last few years again made a useful contribution to income of R4560. The first Winter School held in 1973 yielded a surplus of R7495 after the expenses had been deducted from the income received from registration fees. The cost of administering the Institute increased by R2212 compared with the previous year. Included in this was a donation of R1000 to the A.S. & T.S. Trust Fund. The cost of publishing and printing the Journal increased by R2034, but advertising and extraneous sales of the Journal were higher, with the result that the net cost of the

FINANCE The annual accounts, which follow this report, indicate that income again exceeded expenditure by a margin of R21 410 (last year R28 524). This year's income of R71 184 showed a further increase compared with last year's figure of R55 025. Costs, however, also in¬creased, and it is calculated that, excluding non-recurrent costs, the cost of running the Institute in¬creased by R6 654 from R25 501 to R33 155 for the current year. The main increases were involved in secretarial fees, stationery and print¬ing, and in publication of the Journal. All indications are that costs will continue to rise, and we have been advised that the A.S. & T.S. will be increasing their secretarial fees by 25 per cent in the year ahead to meet their rising costs. This year's surplus was derived entirely from the revenue from sales of publications (R13 644) and a surplus from the 1974 Winter School (RIO 654). There can be no certainty that revenue from these sources can be repeated each year. Our funds are in a satisfactory position because of these worth¬while activities, but the administrat¬ion of the Institute should not de¬pend on them. Council will accord¬ingly have to give consideration in the year ahead to an upward adjust¬ment of subscriptions to meet rising costs.

PREFACE During the past year, the Council of the SAIMM undertook a major strategic-planning exercise to review all its current activities, and to redefine its scope and objectives in the light of changing circumstances. The following are the four main concerns that prompted Council to take stock of the situation. (1) Over the past five years, the SAIMM has become heavily involved in a variety of new activities. (There are many examples, of which the expansion in book publications and the establishment of physical metallurgy as a third major discipline with its own colloquia and schools are perhaps the most important.) While these new activities have considerably broadened the SAIMM's scope, they have resulted in a significant increase in the day-to-day workload of the President, Office Bearers, and Council members, and of the secretarial staff based at Kelvin House.

FINANCE The annual accounts which are attached to this report show an excess of income over expenditure of R21 519. It is very gratifying to be able to report that Council's efforts to stop the depletion of our accumulated funds are meeting with success. The most important contributors to our surplus this year are symposia and colloquia, sales of publications, Company Affiliate subscriptions and the profit on the journal. While we do not expect continued profits from all these sources in the future we do feel that we are now in the process of accumulating a substantial financial foundation. This will give the Council the necessary confidence to initiate the new developments in the activities of the Institute which are now under consideration. The decision to create a new grade of membership, Company Affiliate, is dealt with elsewhere in this report. There has been a generous initial response from companies and this is the cornerstone of our improved financial expectations. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R91 and the total fund was, therefore, increased by this amount to R4 502. The balance sheet shows that the market value of quoted shares and debentures increased during the year from R9 160 to RH 331, which is R2 134 in excess of the book value. Accumulated funds now amount to RH 529 compared with R23 010 a year ago. MEMBERSHIP Sixteen Fellows, twenty Members, six Graduates, nine Associates, twelve Students and twenty-four Company Affiliates were elected during the year. PREFACE During the past year, considerable effort was devoted to the implementation of the strategic plan that was adopted by the SAIMM in 1986. Good progress was made in a number of areas, while in others the foundation was laid for future progress. Key Objective of the Institute The key objective of the SAIMM is as follows: To identify the needs of its members and to initiate and give effect to the means whereby the requirements for technology and scientific knowledge of the minerals and metals section of the South African economy are satisfied; and to represent and promote the interests of its members.

FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R2,124, compared with an excess of income over expenditure of R4,218 last year. There are a number of reasons for this substantial change. There was a loss on realization of investments compared with a substantial surplus in recent years. The publication of the Journal once again resulted in a large loss in spite of a generous subvention of R2,000 from the Department of Cultural Affairs and other assistance amounting to R750. The revenue from sales of publications was down considerably. This is a figure which fluctuates considerably from year to year. The secretarial fee was considerably higher than previously. Due to pressure of work it was necessary for the Secretary to relinquish his duties with the Institute of Land Surveyors and, therefore, for this Institute to assume the additional staff costs involved. Finally there was unusual expenditure on the 75th Anniversary celebrations. There was a pleasing increase in revenue from subscriptions, due to the steadily increasing membership, but this was quite inadequate to cover the substantial increases in expenditure and losses in revenue mentioned above. The changes that have been effected in the arrangements for the publication of the Journal have been mentioned elsewhere in this report. It is expected that these will bring about substantial financial benefits in the long term. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of Rl00 and the total fund was therefore increased by this amount to R4,206. The balance sheet indicates that the market value of quoted shares and debentures increased during the year from R8,755 to R13,059, while the Accumulated Funds now amount to R22,567 as against R24,691 last year. In making this change it will conform to more general practice today in regard to publications and this should effect certain economies and facilitate selling of advertising space. It has been arranged that in future the publication of the Journal, including advertisement sales, will be handled by Kelvin Publications (Pty.) Ltd. who are already doing this work satisfactorily for the Mechanical and Electrical Engineering Institutes. In making these changes the opportunity was taken of redesigning the outer cover of the Journal to incorporate the new coat of arms. The Presidential Address by Mr R. C. J. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R4,608 compared with R2,124 last year. This deterioration can be attributed largely to two important factors, namely an increase in secretarial fees of RI, 789 and an increase in the loss on the Journal from R2,343 to R3,508. In addition, our contribution to the expenses of the Federation of Societies of Professional Engineers increased by R607 from R549 to R1,156. The increase in secretarial fees is partly due to our increased demand for services and partly to increased salaries. In order to maintain its essential services it has been necessary for the A.S. & T.S. to increase salaries in order to keep pace with commerce and industry. With regard to the Journal, we did not expect immediate dramatic results from the changes that were effected as from the beginning of last year in the arrangements for publication. However, the improvement has been even slower in materialising than we expected. This situation is being watched carefully and we will not hesitate to make further changes if necessary. It became clear early in the year that the financial position was deteriorating and your Council decided that it was essential to meet the situation by raising subscriptions and entrance fees. At the same time it was decided that there are no grounds for a distinction between Town and Country members and that in future the scale for the compounding of subscriptions should be based on anticipated future membership, rather than past membership. These changes have had only a minor effect on the accounts under consideration. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R132 and the total fund was, therefore, increased by this amount to R4,338. The balance sheet shows that the market value of quoted shares and debentures decreased during the year from R13,059 to R6,567, while accumulated funds now amount to R17,959 compared with R22,567 last year. It will also be noted that we are holding R25,844 on behalf of the Symposium on Opencast Mining. The Council of the Institution of Mining and Metallurgy submitted the report of the affairs of the Institution for the session 1970-71, and the Statement of Accounts for the year ended 31 December, 1970. The statistics given in the report refer to the calendar year 1970. Details are included of membership, officers, representation on other bodies, honours and distinctions, awards, meetings, publications, library, overseas activities, fellowships and grants, the revenue and expenditure account, the balance sheet, trust fund balances, contributing companies, and schedule of investments

ANNUAL meeting of the Woman's Auxiliary of the American Institute of Mining and Metal-lurgical Engineers convened on Tuesday morn-ing, Feb. 20, the president, Mrs. H. W. Hardinge, presiding. President Hardinge, in opening the meet-ing, said: "I have the honor and great pleasure to welcome you to our seventh annual meeting. It has been a happy year, though I started in fear and trembling. My fear is partly gone and my trembling becomes less as time goes on. Never has a chairman had such splendid cooperation and harmony in her work; no. matter how much was asked nor what the task, I have always received the same answer, `We are with you, of course we can do it.' Often the road has been untried and the way full of snares, but we have all pulled together. Is it any wonder we have had a prosperous year? I cannot thank the governing -board and officers enough for their help." Mrs. Hardinge described her trip through the West last summer, during which she visited many of the local sections of the Auxiliary. She also spoke of the work of the Rossiter Raymond memorial library which has been started as an activity of the Woman's Auxiliary. Mrs. Reynders read the minutes of the last annual meeting, and Mrs. Kemp read the treasurer's report. The latter showed that on Feb. 1, 1922, there was a bank balance of $683.61 and on Feb. 10, 1923, the bal-ance was $947.93. Mrs. Westervelt expressed the sorrow of the Auxiliary for the death -of Mrs. Florence Howe Hall and of Mrs. Levi P. Holbrook.
