This paper, describing the mining and reduction methods and costs at the Oceanic quicksilver mine, is one of a series of similar reports being prepared by the Bureau of Mines on various mines in the United states. The property, which is owned and operated by the Anglo American Mining Corporation, Ltd., is 5 miles east of Cambria, San Luis Obispo County, Calif. It lies in a region of steep hills and sharply incised canyons on the west slope of the Santa Lucia Range at an elevation of about 500 feet above sea level. The climate is ideal for living and operating conditions. A 40-mile paved highway connects the mine with San Luis Obispo, the nearest convenient railroad town.

One phase of the Bureau of Minest work in the field of health and safety is the promotion of safe, satisfactory, and reliable respir atory protective devices. To insure that such devices will be available, the Bureau has established schedules of what it considers the minimum re- quirements for oxygen breathing-apparatus,3 gas masks, hose masks,5/ and mechanical filter-respirators (a schedule of requirements for hose- type supplied-air respirators is being prepared). Approval of oxygen breathing-apparatus is given by the Safety Division; approval of other types of respiratory equipment is given by the Health Division, both divisions being in the Health and Safety Branch, Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules. As a prerequisite to submitting a device for approval, the Bureau requires a statement that the device is completely developed and of the design and material that the manufacturer believes suitable for a finished marketable device; that the device has been

The possibility of cheap electric power for a number of mining areas in this country has suggested to many the idea of electric smelting of nonferrous ores in small units at or near the mines. The electric smelting of nonferrous ores was tested fairly thoroughly 20 years ago by United States Bureau of Mines and by others, and the fact that it did not achieve continuing workable success in any instance is sufficient proof that it offered no advantages at that time.

The increase in the price of gold in 1933 was the cause of starting many activities in gold prospecting and mining; it led to investigations of many of the so-called desert placers in the Southwest, which heretofore had not been deemed of commercial importance. Among these, attention was called to some of the gravel beds in the vicinity of the Randsburg-Atolia mining districts of Kern and San Bernardino Counties, Calif., in which gold and scheelite, (calcium tungstate, CaW04) were said to be present. Following a partial sampling and testing of the gravel, large-scale operations were begun in 1935. During the same year more detailed sampling and testing of the gravel beds were done by the author. During 147 days, 1,239 test holes 28 inches in diameter were drilled; their total depth amounted to 16,705 feet. These test holes furnished 2,495 samples of an average volume of 1.0583 cubic yards bank run each; all of the material was run through a sample mill constructed on the property. Original and rather unusual sampling and testing methods had to be used; milling and mining methods for large-scale operations also offered difficulties. The primary purpose of this drilling and sampling campaign was to determine, over a large area, the amounts of gold and scheelite recovered by placer methods such as were already in use on the property. This paper describes sampling and testing methods employed by the author during the 1935 drilling campaign. LOCATION The gold and scheelite placer deposit is in the Atolia tungsten mining district about one-half mile west of the small mining town of Atolia and about 5 miles south of Randsburg in the Randsburg gold-mining district. The deposit lies near the foot of the Rand Hills, in the Mojave desert. The territory is served by hard-surfaced roads from the north and south; Los Angeles is 150 miles to the southwest. A branch of the Southern Pacific Railroad passes within 5 miles of Randsburg.

The nonmetallic minerals work of the Bureau of Mines started with the organization of the Mineral Technology Division in 1912. A special experiment station devoted to the mining, preparation, and processing of nonmetallic minerals was established in 1923 at New Brunswick, N. J., and concentration problems on nonmetallic minerals of all kinds also were studied at the Mississippi Valley Experiment Station at Rolla, Mo. In July 1936 the Nonmetals Division was organized, and in May 1937 the Nonmetallic Minerals Experiment Station at New Brunswick, N. J., was moved to and made a part of the new Eastern Experiment Station at College Park, Md. At present the Nonmetals Division operates at three points: The Eastern Experiment Station, College Park, Md., which is headquarters for the division chief; the Southern Experiment Station, Tuscaloosa, Ala.; and the Northwest Experiment Station, Seattle, Wash., where coal washing and preparation studies are included with those on nonmetallic minerals. Sand, gravel, and aggregate work is carried on by the Mining Division, as sand and gravel preparation are intimately associated with mining methods. The Economics Branch of the Bureau of Mines also prepares occasional papers on nonmetallic technologic subjects in connection with the presentation of statistics on a particular industry and reviews of the mineral industry in foreign countries for use in the monthly publication, "Mineral Trade Notes."

This paper briefly describes the principal known commercial and near commercial deposits of gold-bearing gravel end the principal placer mining operations of Idaho County, Idaho. It is one of a series of similar papers on western mining districts. The data used in writing this paper were gathered during the summer of 1937. Information concerning gold-bearing gravels was obtained from prospectors and operators, while operators supplied most of the data on mining operations. No attempt was made actually to test the gravels. The principal object of the examination was to indicate placer areas worthy of further investigation by prospective operators.

One phase of Bureau of lines work in health and safety is promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To insure that devices embodying these features will be available the Bureau has established schedules of minimum requirements for oxygen breathing apparatus, gas masks4/, supplied-air respirators (hose mask, air-line respirators, and abrasive blasting helmet hoods, or masks)5/, and dispersoid (dust, fume and mist) respirators6/. Approval test, of oxygen¬-breathing apparatus are conducted by the Safety Division; approval tests of other types of respiratory protective equipment are conducted by the Health Division. These divisions comprise the Health and Safety Branch.

Since man first mined underground, there has been need for adequate illumination; this need has never been fully supplied. At first, suitable lamps were not available. Gradually they have been developed, but along with that development the need for better and better lamps has continued owing to the following conditions and factors: 1. Increasing hazards from gas and dust ignitions. 2. The speeding of operations with mechanized mining, which necessitates greater visibility. 3. A demand that cleaner coal be loaded, which requires higher levels of illumination. 4. The cost of compensation for injuries that has created a demand for better illumination and safer lamps. Use of better lamps has been retarded by: 1. Prejudice and resistance to change on the part of the workers in some districts. 2. The cost and upkeep of the lamps. 3. The present types of lamps, while a great improvement over the old lamps, do not entirely fulfill the requirements for a safe and efficient light for underground workers.

A stick of explosive is a package of stored energy that can be released when needed to blast rocks, coal, and other materials; but, unlike fuels such as coal and gasoline, its potential energy is self-contained, there being enough oxygen within the package to complete the almost instantaneous reaction. When an explosive is ignited or detonated, the solid or liquid materials of which it is composed are converted rapidly into highly heated gases, which, if free to expand, would have a volume many times larger than that of the original explosive. At the instant of explosion these gases occupy only the volume of the shot hole and are therefore produced at a very high pressure, which causes the material that is being blasted to be broken or disrupted. In blasting coal efficiently the proper placement of the shot hole and the confinement of the explosive therein are both of prime importance. When these are not adjusted properly, only a small amount of the energy is expended in bringing down coal, consequently the balance of the energy tends to be expended by the emission of a flame into the working place that may lead to a gas or dust explosion. Permissible Explosives Defined The term "permissible explosive", as applied by the Bureau of Mines to explosives it has approved for use in blasting in coal mines, embraces not only the requirement that the explosive, when used, shall be similar in all respects to the basic sample that passed all the tests necessary for its admission to the published permissible list, but also that the explosive shall be used under certain prescribed requirements.

In April 1932, the Bureau of Mines published Information Circular 6595, entitled "Data in Reference to Installation of Cables in Shafts and Boreholes", in which were described methods followed in various sections of the United States when electrical circuits are taken into mines by means of cables suspended in shafts and boreholes. In view of the present tendency to extend high-tension cables along entries and passageways from the bottom of the shaft, borehole, or other point of entrance to coal mines rather than over the surface, it is deemed that the various methods of installing such cables deserve careful consideration, particularly in mines in which gas and coal dust contribute to explosion hazards. This is especially true of localities where there is an inclination to restrict the extension of 2,300- and 4,000-volt circuits into the mines. Probably it is feared that accidental contact with the cables of such circuits may result in more serious shock than with lower voltages; also, it is possible that new circuits are regarded merely as explosion hazards additional to those already existing, regardless of the manner in which the new circuits may be installed. It is the firm belief of some engineers that the circuits can be installed so that they will not be damaged by wrecks or roof falls, thereby eliminating the hazard of explosion from this source while at the same time making the chance of accidental contact remote if not impossible. Moreover, some believe that fire hazards from direct-current systems can be reduced by keeping motor-generator sets close to load centers. Thus, although the alternating-current circuits would be lengthened, the size and extent of direct-current circuits would be kept to a minimum.

To promote the development of such devices the Bureau has established schedules of minimum requirements for oxygen breathing apparatus3/ gas masks/, supplied-air respirators5/ (hose masks, airline respirators, and abrasive blasting helmets, hoods, or masks), and mechanical-filter respirators6/.Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules.As a prerequisite to such submittal, the Bureau requires a statement that the device is completely developed and of the design and material the manufacturer believes suitable for a finished marketable device; that the device has been subjected to inspections and tests such as described in the schedules, and that it met those requirements when tested by the manufacturer or his testing agency; and a. statement regarding the nature, adequacy, and continuity of control of the quality of the respirator. If the manufacturer can satisfy these requirements, and if the device, when tested by the Bureau, meets its requirements, a certificate of approval is granted by the Bureau of Mines. The approved devices bear distinguishing marks that indicate that they have been approved, the purpose for which they are approved, and the limitations of their use. If it is found at any time that approved devices purchased in the oven market and tested do not meet the requirements of the schedule, the Bureau may rescind that approval. Lists7/ of approved devices are published periodically for the convenient information of the public.Respiratory equipment may be divided into two main groups: (1). Those that afford protection by removing atmospheric contaminants and (2) those by which a respirable atmosphere from an uncontaminated source is supplied to the wearer.The devices that protect by the removal of contaminants may be divided into two subgroups: (1) Those that protect against gaseous contaminants and (2) those that protect against particulate matter. There may, of course, be combinations of these two.The devices by which a respirable atmosphere is furnished to the wearer also may be divided into two subgroups: (1) The self-contained type, by which the supply of oxygen, or material from which the oxygen can be generated is carried by the wearer, and (2) the hose type, by which air is supplied to the wearer through a hose or tube."

Investigations for safety of electrically operated mine equipment, safety lamps, and gas detectors are made at the Pittsburgh Experiment Station in accordance with published regulations termed "schedules." These schedules are revised from time to time, not only to keep in step with the progress of the industry, but also to permit much freedom of design as possible without lowering standards of safety. During the World War Leadville was an important producer of manganese and maganiferous ores for then steel industry. Normally, the market for these ores is limited to the requirements of the local steel mill at Pueblo for low-grade ores used in making, basic pig iron containing 1 to 2 percent Mr and spiegoloison containing 20 percent Mn, but during the war and a brief period of postwar readjustment, a good deal of 25- to 40-percent manganese ore qua shipped to in-stern steel-manufacturing centers. Throughout the active life of the camp, manganiferous iron ore carrying a little silver and lead and sometimes as such as 35 percent Mn was chipped to load smelters for flux. The total reordered production is 936,024 tons of metallurgical ore shinned to steel mills and 2,576,514 tons of fluxing ore, much of it of metallurgical grade.

[Owing to the comparatively high freezing point of nitroglycerin (14, 15, 16, 17, 18, 23, 37, 38)3/ - 1.9° C. and 13.0° C. for the labile and stabile modifications, respectively, as determined by Hibbert (16) - manufacturers of dynamites have incorporated into the liquid portion of these composite explosives various substances capable of participating in an explosion, to depress the above-mentioned freezing point. Aromatic nitro-compounds, chiefly nitrobenzenes, nitrotoluenes, and nitronaphthalenes, have been used to a considerable extent (11), but such nitrosubstitution products have not proved altogether satisfactory, as has been shown clearly by Naoúm. (14). Consequently there has been a strong tendency in recent years to replace them with one or more of several nitric esters, among which the following (29, 35) have been prominent: Dinitrochlorhydrin (monochlorhydrin dinitrate); nitrosugars, for example, sucrose octanitrate (19); tetranitrodiglycerin (diglycerin tetranitrate); nitroglycol (ethyleneglycol dinitrate); and diethyleneglycol dinitrate (13, 46, 47). Of these, nitroglycol (33, 4l, 45, 48, 49, 65) is outstanding in importance. As the Bureau of fines is naturally interested in the analytical chemistry of the "explosive oils," it seemed desirable to bring together in this report the widely scattered experimental work covering the problem of differentiation that has appeared in various chemical and physicochemical publications.]
