These proceedings consist of an introduction, nine descriptive papers, and a summary. The first paper is an overview of the respirable dust research program, the second paper describes the Mining Enforcement and Safety Administration's proposed changes in the respirable dust enforcement program, and the third paper describes respirable dust measurement. The remaining papers, by Bureau and contractor personnel, describes methods of reducing the amount of respirable dust to which coal miners are exposed. Of the six methods of reducing exposure to respirable dust described, two are methods of preventing or reducing the amount of respirable dust raised during mining operations, two are methods of collecting or removing dust after it has been released into the mine atmosphere, 2nd two describe methods that are combinations of prevention and collecting .

This Bureau of Mines report evaluates audio dosimeters, 3 sample units from each of 10 currently marketed brands. Each dosimeter was treated as a "black box" with the acoustic stimulus as the input and the accumulated dosage as the output. The dosimeter microphones were exposed to a sound field gener¬ated in an anechoic chamber. Characteristics evaluated include frequency response (100 to 8,000 Hz), level-time trade-off rate (88 to 117 db), status of calibration, crest-handling capability, and power consumption rate. Experi¬mental errors revealed by replication of the tests were found to be generally much smaller than variations in performance among the samples of any brand, and possibilities of further reducing the magnitude of these errors are discussed.

The Bureau of Mines has conducted substantial research on the design, construction, and operation of metal and nonmetal tailings ponds. This design guide, like related Bureau publications that preceded it, is produced to assist the industry in the management of mill tailings disposal. It covers the site selection, sampling, laboratory testing, design, construction, operation, and inspection of tailings embankments. The effects of environment, topography, and hydrogeology are also included, and various methods of stability analysis and factors affecting stability are reviewed. Because of the diversity of problems encountered in tailings embankments, specific solutions are not intended. The guide is, however, a useful checklist for designers, operators, and inspectors of this type of structure.

This Bureau of Mines report summarizes the methods and results of many of the laboratory studies on spontaneous heating of coal published in the last 50 years. It includes a brief description of experimental methods, indices of combustibility, and important contributing factors. Adiabatic calorimetry, isothermal calorimetry, [0], sorption systems, or temperature differential are the most frequently used experimental methods. Indices of combustibility include various heating rates, crossing point temperature, ignition temperature, and CO index. Factors that affect the spontaneous heating of coal include air flow rate, changes in moisture content, particle size, rank, temperature, pyrite content, geological factors, and mining practice. Experimental conditions and results from 20 papers are summarized in an appendix, and the bibliography contains 45 references.

This Bureau of Mines report is an expansion and update of Information Circular 8719 and comprises maps and tables listing the name, location, and other pertinent data concerning certain fuel-related projects. The maps show the locations of the planned or proposed facilities. The tables include information on projects involving the proposed or planned development of fuel resources, as well as the development of storage, transportation, and conversion facilities. The report covers the 24 States west of the Mississippi River including Alaska and Hawaii. Of the 808 projects for which information is provided, 219 concern coal mines, 246 concern electric generating plants, and 115 concern uranium mines; Energy Supply and Environmental Coordination Act coal conversion notices are also included. Because of the dynamic nature of the energy industry, many uncertainties exist and some of the listed projects may never become realities. Also, no attempt has been made to determine the degree of certainty or viability of each project.

This publication contains analyses and related source data for 256 natural gas samples from wells and pipelines in 17 States. All of the samples were obtained and analyzed during calendar year 1977 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. Nineteen previous publications have presented the results of 11,317 gas analyses prior to 1977. A study was conducted for the Bureau of Mines, U.S. Department of the Interior, to provide information which will lead to an increase in the recycling of mineral materials, in order to help conserve the Nation's mineral resources. Data were collected on energy requirements to recycle prompt industrial and obsolete scrap for nine metal commodities: Iron and steel, aluminum, copper, zinc, lead, stainless steel, titanium, tin, and nickel and nickel alloys. Major process routes for recycling were considered, starting from the first collection point through scrap preparation, transportation, smelting and/or refining to the molten metal, ingot, or other semi- finished form approximately equivalent to a primary metal of a similar composition. Available data for 1976 were collected on the amounts of each metal commodity recycled by major scrap categories. In addition, energy requirements were estimated for separating municipal solid wastes into four major categories: Refuse-derived fuel, and magnetic, aluminum, and glass cullet fractions. Finally, areas of research were identified to enhance recycling and/or increase the efficiency of energy use.

This Bureau of Mines report summarizes the results of efforts to develop reasonably priced, reliable mine shaft fire and smoke protection hardware for metal and nonmetal mines. The hardware was incorporated into a viable prototype system that would minimize fire and smoke hazards. The design of the system had to be sufficiently flexible to be utilized in a wide variety of metal and nonmetal mine shaft and shaft station configurations. As a result of long-term, rugged field tests, an improved (second generation) system was developed. The hardware is now commercially available.

Detectors are categorized according to the characteristics of a fire to which they respond. The citrate process for sulfur dioxide emission control was developed in pursuit of the Bureau of Mines goal of minimizing the adverse environmental impact of mineral-processing operations. This publication describes the gas analysis procedures used during development of the process. The research required the capability to analyze SO2, H2S, CO, CO2, COS, volatile hydrocarbons, NO, NO2, O2, N2, and H2. The methods described include gas chromatography, electrochemical detection, infrared spectroscopy, and the use of a computer program to predict the product composition in complex reactions. Laboratory and pilot plant applications are discussed.

This Bureau of Mines report describes research on methods of assuring the continued safety of mine electrical power distribution circuits through reliability and quality assessment of the protective devices, innovative inspection techniques for these devices and the circuits themselves, novel applications of trolley line circuit breakers, and computer modeling of distribution systems to determine the proper ratings for cables, power sources, and circuit protective elements. The Reports on health research cover industrial hygiene, respirable dust, ventilation, noise control, and radiation hazards. Each report includes background information, a discussion of research progress, and an assessment of each project's current status.

This: symposium was sponsored by the Bureau of Mines, U.S. Department of the lnterior, in order to critically examine the state-of-the-art of sulfide flotation chemistry and to define current and emerging problems that should be emphasized in future fundamental research. The topics covered through invited papers include both reviews and recent research results in the areas of thermodynamics of reagent-mineral interactions; collector adsorption processes; the effects of solid-state point defects on flotation; activation and deactivation phenomena; the electrochemical role of oxygen in sulfide flotation; environmental problems in flotation; and selective flocculation of fines. Papers riving perspectives on flotation research in relationship to our national mineral requirements and the relationships between industrial flotation research and academics are also presented. An edited summary of the symposium follows the papers.

This Bureau of Mines report presents the results of a study conducted to assess the domestic availability of chromium from superalloy and cast heat- and corrosion-resistant alloy scrap material. Six alloy classes included in this survey were investment cast, hardfacing, and wrought nickel- and cobalt-base alloys, wrought nickel-iron-base alloys, and heat- and corrosion-resistant alloy castings. Data were collected for 1976 on metallic scrap generation, use patterns, and production practices for these alloy producing and using industries. A model was developed that allowed an assessment of the materials flow circuits within the industries that produce these alloys. The types, amounts, sources, secondary products, and ultimate destinations of chromium- containing metallic scrap for the six alloy classes were determined. Regarding the overall recycling efficiency of these alloy producing and using industries, of the 580.9 million pounds of scrap generated from these six alloy classes in 1976, about 72 percent (416.8 million pounds) was remelted by the same alloy-producing industries, about 18 percent (104.9 million pounds) was downgraded into stainless and low-alloy steels, about 3 percent (19.7 million pounds) was exported, and about 7 percent (39.5 million pounds) was lost through landfill or other disposal or service wastage. The lost material is primarily contaminated oxides for which recovery is currently uneconomic. However, the 124.6 million pounds of scrap material downgraded or exported in 197b contained potentially recoverable critical strategic elements. The amount of scrap material lost to the six alloy-producing industries in this manner contained 22.1 million pounds of chromium, 53.4 million pounds of nickel, 5.9 million pounds of cobalt, 35.9 million pounds of iron, and 7.3 million pounds of other alloying elements.

Fire on surface mining equipment is a serious hazard to life and property. The Bureau of Mines, through a program of contract and in-house research, has developed and in-mine demonstrated reasonably priced, reliable automatic fire protection systems to deal with this problem. This report reviews the development and subsequent testing of systems for haulage trucks, front end loaders, coal augers, dozers, drills, and shovels. The Bureau of Mines evaluated the potential supply of cobalt from known domestic resources, both as a primary product from some deposits and as a byproduct from others, and found that U.S. production could play an important role in meeting U.S. cobalt needs by the mid-1980's. This production would be of a relatively short duration, however, with production declining significantly before the year 2000. As part of the study, a tonnage-price relationship was developed indicating the quantity of cobalt that could be produced from known cobalt-bearing deposits at various primary commodity prices and at a 15-percent rate of return on the required capital investment. All capital and operating costs are calculated in August 1980 dollars, and commodity prices are based on August 1980 prices. Known U.S. cobalt-bearing deposits which represent the current U.S. cobalt reserve base contain some 310,800 metric tons of cobalt in slightly over 1 billion metric tons of demonstrated mineralized material. Approximately 37 percent of the cobalt contained in the reserve base is considered recoverable using existing technology. Of this quantity, some 87,000 metric tons of cobalt is economically recoverable assuming a cobalt price of $25 per pound, a copper price of $1 per pound, and a lead price of $0.40 per pound. Assuming that the cobalt price decreases to $15 per pound, keeping copper and lead prices constant, the quantity that is considered economically recoverable declines to some 45,700 metric tons. Domestic cobalt consumption in 1979 was 7,900 metric tons (17.4 million pounds). Currently, no primary cobalt is produced from domestic resources, and none has been produced since 1971.
