Emulsion quality characteristics such as shelf life, handling, and sensitivity are critical to the end-user. It is therefore important that the consumer be prepared to ask his suppher specific questions. To do so, he needs to have a basic understanding of what an emulsion is and how emulsion properties can affect safety, performance, and environmental impact. The criteria to be covered include: energy, velocity, sensitivity, minimum priming, shelf life, pumpability, effect of AN quality, over-the-road handling, and formulation. The consumer will learn how each of these properties can directly affect him. The information will enable him to set minimum standards in product selection, blending, and application.

The constructionhunnelling industry in Hong Kong has taken an upturn during the last few years due to the commencement of works to relocate the International Airport to Chek Lap Kok Island. The Airport Core Program consists of ten individual projects including roads, landfill, bridges and tunnels to build the airport and link it to the mainland of Hong Kong. Part of one of these projects is Cheung Ching Tunnel located on Tsing Yi Island. The proposed tunnel consists of a 1.6 km twin tube road tunnel through the island's central ridge, taking three lanes of traffic each way. Each tunnel is 16 m wide - (the widest road tunnel in Hong Kong) and are 10 m high. ICI Explosives (China) saw an opportunity to supply bulk explosives to the Cheung Ching tunnel and contacted ICI Australia to determine availability of a bulk system for tunnel blasting, and assist in its introduction. This paper discusses the methodology behind developing that bulk system to suit a large tunnel drill and blast operation. It also looks at the problems encountered along the way, from the development of the product to the application of the system in the tunnel and the eventual success of introducing a bulk system into a large tunnelling project.

The climate and location of the Red Dog Mine present several challenges to blasting operations. The mine is located north of 68º latitude, in an area of continuous permafrost. Ground temperatures are below freezing year-round and air temperatures range from -40 to 70°F (-40 to 20°C). Because there is no overland access to the mine, the entire year’s supply of bulk explosives, approximately 7,000,000lbs (3,175,000kg) is shipped in by barge during the 100 day shipping season when the port is ice-free. The first week in July is the earliest that new product arrives at the port. Emulsion usage is maximized from mid April through October when surface water fills the blastholes during drilling. This necessitates that a considerable portion of the bulk explosives are stored for 10 months or more before usage. The emulsion is routinely pumped from the ISO containers at temperatures of 20ºF (-7°C). The mine engineers conducted a testing program during the 2001-2 blasting season to identify the bulk explosives best suited for the conditions at the mine. A secondary goal was to decrease the usage of sensitized emulsion, as this is the most difficult portion of the explosives order to ship. To ensure repeatability when transferring the results to the day-to-day blasting operation, the majority of the testing was incorporated into normal blasting operations in the field. The mining methods used at Red Dog Mine make direct fragmentation analysis impractical and performance testing in the field relied primarily on VOD measurements. The products were also tested for their ability to be pumped in cold temperatures.

"Higher production demands across all bulk handling segments require increased efficiency at the lowest cost of operation, in the safest and most effective manner possible. As conveyor systems become wider, faster and longer, more energy output and more controlled throughput will be needed. Add an increasingly stringent regulatory environment and cost-conscious plant managers must closely review which new equipment and design options align with their long-term goals for the best return on investment (ROI).There are primarily two separate market segments using conveyor belts. One is in process industries such as food, chemicals, paper and powders. Handled in relatively low volumes, the bulk materials that enter these processes are generally of a consistent size and quality. The other market includes mining, coal handling and cement, where the bulk material’s quality and size vary, and the volumes are typically much greater. While both segments face similar issues with safety and environmental control, the properties of the materials handled and the volumes transferred suggest different approaches, with one thing in common: increased belt speeds requiring modern equipment upgrades.Safety at higher belt speedsWith companies recognizing that safety does indeed pay, safety is likely to become a new source of cost reduction. The percentage of mines and processing facilities with a robust safety culture are likely to increase over the next 30 years to the point where it is the norm, not the exception. In most cases, with only a marginal adjustment to the belt speed, operators quickly discover unanticipated problems in existing equipment and workplace safety. These problems are commonly indicated by the larger volume of spillage, increased dust emissions, belt misalignment and more frequent equipment wear or failures."

Bingham Canyon lies in the heart of the Oquirrh Mountains, 25 miles southwest of Salt Lake City, Utah. In it is located the world's largest open-pit copper mine, owned and operated by the Utah Copper Division of Kennecott Copper Corporation. From the beginning of open pit mining operations in 1906 until 1963, the pit haulage, or materials transportation, was primarily by rail. In 1963, phase-in of a truck haulage system in the upper two-thirds of the pit was begun. The details of that conversion, its associated problems and the resulting pit operation have been covered in an earlier paper.1 The purpose of this paper is to discuss various factors for consideration in transportation system selection, and to discuss some of the alternatives considered prior to making the change from rail haulage to truck haulage for a portion of Bingham Canyon.

The current suite of bulk mining explosives has been available to the industry for over 20 years. The flexibility and performance of ammonium nitrate based emulsion blend explosives were accepted by the mining industry in the early 1980s. These water resistant explosives rapidly displaced the water gels and slurries developed during the previous two decades. However, since the 1980s there has been no equivalent step change to the basic formulation or application of bulk explosives, although there has been a continuous process of refinement with respect to stability, handling characteristics and most significantly, cost. In the 1980s explosives supply contracts were awarded based on technical evaluations, usually accompanied by field trials. Technical personnel from both mining companies and explosives suppliers dominated the negotiations and there was a strong focus on explosive energy and blasting requirements. Today, explosives from alternative suppliers are difficult to differentiate on the basis of energy so the focus has shifted to aspects of service and price û bulk mining explosives are now largely treated as a commodity and the negotiations are dominated by commercial personnel. Commercial pressures from large mining companies have seen a substantial reduction in the real price of explosives. However, this has come at a cost. In order to reduce manufacturing costs, emulsion formulations have changed. In general they are not only cheaper, but also less energetic. Powder factors have had to increase to achieve the same blasting results, especially in hard ground. It is debatable whether the mining companies have achieved all of the economies they were seeking. This paper discusses these issues and argues that the mining industry would benefit from taking a more technically driven approach to meeting their blasting requirements. Recent trends towards more open contracts between the mining companies and their suppliers can be extended to explosives. To achieve this, mining companies will need to acquire sufficient technical knowledge to take a more pro-active approach to specify the characteristics of the explosives required to maximise the economic performance of their operations.

"With depletion of global ore deposits, there has been an increasing industry trend towards mining of lower average grade deposits in order to meet global demand, resulting in increased processing cost, energy usage and water usage. Consequently the industry is seeking pre-concentration technologies to reduce costs, increase production in existing operations and potentially enable the economic mining of previously uneconomical deposits. This pre-concentration can also advantage downstream processing and metal recovery. CSIRO has developed a large scale magnetic resonance based technology for the rapid quantitative detection of selected copper, iron and arsenic minerals in bulk ore. The technology is suited to measurement on large primary conveyors for enabling “pod” based sorting. The approach used in high tonnage sorting is to not sense and divert individual rocks, but to instead measure groups of rocks (“pods”) carried continuously on a single primary conveyor that can be diverted by conventional mechanical means. Bulk ore sorting operates by removing barren ore pods from a stream of crushed ore based on a bulk sensor measurement at a pod resolution of ~1 – 10 tonnes. The sorting process is based on the intrinsic variability of grade during the mining process that often occurs at the few tonne scale, and for instance, is common in many porphyry copper deposits. The MR technology has been proven in the laboratory for a wide range of copper, arsenic and iron minerals. A full scale prototype sensing system has been demonstrated in a trial at an Australian copper mine. Implementation trials of commercial MR based bulk sorting systems are progressing during 2018.INTRODUCTION An increasing trend in the mining industry is the exploitation of larger lower-grade deposits to meet global demand. Low-grade deposits involve increased processing cost, energy and water usage and increased tailings. There is therefore growing interest in technologies that enable more efficient extraction of low grade deposits. Water intensity of mining activities in a context of water scarcity, and the environmental and health implications of mine tailings are existing challenges, which are only made worse by the progression to lower grade orebodies. There is therefore also an interest in safer, cleaner and less wasteful extraction and production to ensure community well-being and environmental resilience."

Bulk sampling is define' as the ?process of extracting a small fraction of material from a large bulk ...sufficiently representative ...for the intended purpose.? (ref. 1). Today's pressing need for simple, effective and reliable sampling systems is intensified by the growing demand for quality control as a means to cope with inflation, competition and rapidly increasing consumption of raw materials. Much has been written on bulk sampling (ref. 2 thru 9). It involves a wide range of subjects cutting across the domains of physics, chemistry, geology, mining, materials handling and processing, as well as probability and statistics. Since the problem itself is complex, any in-depth treatment cannot avoid a somewhat lengthy coverage. Of all of the related topics. Arbitrary, haphazard studies, on the other hand, can leave out important details and obscure or confuse the issue.

For an advanced mineral exploration project that has a ?nugget? issue making the assessment of the deposit grade difficult, a bulk sampling program using a sample tower can provide information that is otherwise not obtainable prior to actual production. This information includes the verification of predicted resource grades for the bulk sample tonnage (and, indirectly, of the methods and parameters used for the grade estimate), confirmation of the physical and grade continuity of the mineralization, and geotechnical data for a future mining operation. The information gathered will improve the input of a feasibility study, particularly with respect to expected mining grades, which are the key economic parameter for most mining projects. The bulk sample rejects can be used for pilotscale metallurgical testwork. Bulk sampling is also useful in cases of potentially biased drill-hole assay results and in the reliable determination of ore grade before shipment of ore from production or development operations to an external beneficiation plant. This paper presents a practical bulk sampling and sample preparation protocol, lists design features for the sample tower, examines the sampling errors that will be encountered, provides information on quality control procedures, and looks at the costs and benefits of such a program, based on the experience of undertaking bulk sampling programs during the period of 1985 to 2008.

The potential for bulk diversion was identified and quickly implemented following the development of bulk sensing technologies applied to conveyed flows. In the early 1980s real time analysis of ash in coal was intended to improve the understanding and control of quality variability. By the end of the 1980s approximately 5% of coal analysers installed were being utilised for bulk sorting; diverting flows to create stockpiles to improve blending flexibility and boiler feed consistency, diverting waste material, or bypassing the beneficiation process when the coal met product quality criteria. In the 1990s bulk sensing and sorting utilising natural gamma detection was applied to conveyed waste in gold-uranium mineralisation and allowed ore to be recovered and processed that would otherwise have been discarded. Further applications developed in the iron ore sector where product quality ore could be diverted to bypass beneficiation and save significant unnecessary processing costs and improve recovery by avoiding process inefficiency losses. Plant capacity was freed up to be utilised by material that required processing. Similar benefits became evident in the phosphate industry and in base metals where multi-elemental analysis using Prompt Gamma Neutron Activation Analysis provides ideal opportunities to representatively measure 30 second conveyed increments at high accuracies. This has been successfully adopted in copper, nickel, platinum and lead-zinc to improve waste removal after primary crushing to eliminate unnecessary expense and improve plant efficiency. The benefits include increased output from existing operating capacity, significant reductions in consumable costs and generation of fewer detrimental waste streams. The paper outlines the technologies and discusses case studies covering the above commodities, demonstrating the immense value that representative real time measurement of conveyed flows can create. Measurement data concurrently provides multiple benefits in operational performance besides sorting, through ore reconciliation, ore blending, feedforward control and metal accounting, adding further value.

The floodable volume of longwall gob can be of great importance in developing accurate coal mine operation plans, particularly for mine water management and environmental control strategies. Given the inaccessibility and difficulty in direct measurement of gob characteristics following gob recompression, hydrologic, geomechanical, and spatial data and principles were used to solve for the porosity and height of the residual gob using a mathematical model framework and bulking-based techniques. Based on this approach, gob porosity of Appalachian longwalls appears to be tighter than previously reported, ranging between 4.99 and 14.31%. Residual gob height, as normalized with respect to mine extraction height, ranges between 1.90 and 2.45. A novel, bedding-based bulking approach is ampliative with respect to existing roof caving and bulking fundamentals, as it has greater explanatory value compared with the traditional, lithologic-based bulking application. The efficacy of using the residual gob characteristics determined by the mathematical model and bedding-based bulking is examined using a causal comparative method, whereby time series prediction of historical groundwater rebound is compared with observed mine pool elevation data. Prediction accuracy is significantly improved using a prototype model to calculate void volume of longwall gob, specifically, the dependence of porosity of the gob material upon the longwall width to overburden depth ratio for movement basins of subcritical and critical panel widths. The potential implication of these findings toward hydrologic, geomechanical, and ventilation studies of longwall gob could be significant.

In 1900, as far as available records show, there were only two producer-gas power installations in the United States. In June, 1915, the number probably exceeded 1,000. Of this number, some 84.5 per cent comprised small plants using anthracite, and only about 15 per cent of the total number utilized bituminous coal and lignite. In addition to these, two plants used wood, and three or four used oil. In the main, however, the larger sized units are operating on bituminous coal and lignite. During the early years of these plants little success was anticipated from the use of bituminous coals and lignites, but in 1904 and 1905 it was fully demonstrated at the Government testing station at St. Louis that these fuels could be utilized to excellent advantage. However, although many producer-gas plants in daily operation are using bituminous coal and lignite, many power-plant men are still skeptical regarding the successful commercial use of these fuels.

In this report the ending ene has been used throughout, except in the bibliography and in quotations from the writings of previous investigators, for all aromatic hydrocarbons, as, for instance, benzene, toluene, xylene. The ending ol, though largely used in technical description, is not correctly applicable to these hydrocarbons, and should be used to designate the impure mixtures of commerce, as distinguished from pure chemical compounds. PRESENT STATUS OF PETROLEUM-REFINING INDUSTRY. Although petroleum is widely distributed, being found in many parts of the world, and although information as to its occurrence and general characteristics seems to have existed from vcry early times, our knowledge of the chemical nature of this substance has been acquired largely within the past 40 years. Within this period a voluminous literature has accumulated, which records work as painstaking as has ever been undertaken in the whole field of chemistry, such as that of C. M. Warren, F. H. Storer, S. P. Sadtler, S. F. Peckham, and C. F. Mabery. Despite this fact, the commercial method of treating crude petroleum for the purpose of procuring marketable products is, in the main, essentially empirical. Much knowledge has been acquired as to methods of separating from crude petroleum such products as are desirable commercially, but little has been done to attain the maximum recovery of such products.

The first data compiled by the Bureau of Mines relating to coal- mine accidents in the United States were published in Bulletin 69," in which the total fatalities by years and States were tabulated from 1896 to 1912. Since the publication of Bulletin 69, further research has been conducted, with the result that the bureau is now able to publish for the first time all of the fatal accidents described in the State inspectors' reports by States, causes, and calendar years, from the beginning of inspection service to date. For the anthracite mines of Pennsylvania, there is a continuous record since 1870; the records of the Pennsylvania bituminous mines are continuous from 1877, and, with the exception of one year, the Ohio records are complete from 1874 to date. In fact, the records of all of the States, with few exceptions, are complete; and incomplete data for any year may generally be attributed to the fact that no report was published during that year. The magnitude of the coal-mining industry in the United States is such that too much stress can not be placed on the need of safeguard- ing the three-quarters of a million men employed. Although the figures given herein show an appalling record for past years, they are not published for the purpose of proclaiming the high fatality rate of the past. They are a record of experience covering a period of 45 years, showing causes and results of many accidents in the coal mines of the United States. They represent a diagnosis of the hazard of the mining industry, pointing out the principal physical causes of accidents, and make available a body of uniform facts that will serve as a basis of preventive measures for use in future operations. It is with these great purposes in view that the Bureau of Mines presents the classified data in this report. Classification and study of mine accidents on the basis of number of persons killed is common and very old, but fails to throw enough light upon the problem involved. Many serious accidents in mines have no fatal results, hence in a tabulation of fatalities they are overlooked and the real hazard of the industry is not made clear. An accident does not necessarily include an injury that may result therefrom. Such accidents as the breaking of a hoisting cable, an explosion of powder, gas, or dust, a runaway car or motor are all serious. Although no loss of life results, they should be recorded, investigated, and studied to prevent their repetition. No accurate data for the United States are available showing how far the personal element as related to the miner and his co-worker, the mine foreman, or to the superintendent and others in authority, contributes to accidents. Many accidents are due to inexperience on the part of the miner, his failure to heed orders, a misunderstanding of instructions and last, but not least, carelessness of himself or his fellow worker. A foreman or superintendent may fail to give proper warning regarding the conditions of certain parts of the mine; he may not have inspected certain rooms or entries on the day of a mine accident; the mine may not be properly equipped, or the operator may neglect to comply with the inspector's recommendations. There is, therefore, a personal element on the part of both the operator and the miner that must be considered. Legislation and the enactment of compensation laws will make the operator realize the seriousness of the mine-accident situation, when fatalities and injuries are to be paid for in legal tender of the realm. The miner must be educated and made to realize the dangers he encounters; he must learn that self-preservation and the safety of his fellow workmen should receive his first attention; he should cooperate with his employer, his asso- ciates, and the State mine inspector to the end that the mine hazard may be reduced to a minimum. "Cooperation for safety" should be the watchwords of the operator, miner, State inspectors, and all others in any way interested in the mining industry.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. Views and conceptions of the origin, composition, and general nature of coal differ so widely that to determine the real extent of actual knowledge is no easy matter. The chemist finds difficulty in attacking the chemical problems and the engineer lacks a broad chemical basis for the study of his problems. Thus the economical and efficient utilization of coal in the industries suffers from a lack of knowledge of the composition of coal itself. Most scientists interested in this matter, as has been brought out in discussions during the recent investigation of coal problems, appear to have only a vague idea of the components of coal and their origin. Some are even in doubt as to whether substances derived from the wood and resins of plants form a part of coal; and few seem to have more than the dimmest idea of what are the components of coal, the condition in which these now exist, and the transformations that they haye undergone. Although during the paiilt century or more many co.rrect observations have been made and recorded, these were falsely or inadequately interpreted, so that many of the interpretations rendered are contradictory. As a result there has been great confusion. Many of the observations made in the past, although accurate and correct, could not be explained, because the principles involved in a correct solution of the problem were not then known. For example, Parkinson, Hutton, Petzhold, Guembel, and others made valuable discoveries regarding the processes by which plant substances are transformed into coal, but as the principles involved are those of colloidal chemistry, a science not known to the scientific world of that time, the observed facts could not be interpreted and the solution of the whole problem was blocked. The explanation of the true meaning of the alternating bright and dull bands so familiar in all ordinary bituminous coals afforCls another example. This banding has been observed and recorded from the earliest times, and has led to the forming of many false theories. Some gAologists, for example, have endeavored to explain the bands as due to alternating climatic conditions during the coal-forming period. Had the geologists known the true nature of coal they could not have made this mistake nor many others made in the past. To fill in a few of these gaps and to clarify some of the existing confusion is the aim of this paper. The immediate cause that led the author to investigate further the composition of coal and the origin and structure of its constituents was that when an attempt was made to discover the meaning of the coking and noncoking properties of coal a more exact knowledge of the nature of coal was required than was then available.

Buyer is at liberty to increase or diminish the quantity called for in any year, to the extent of not exceeding 10 per cent; provided that the quantity to be taken shall not be less than buyer's consumption; provided further that notice of such increased or diminished demand be given seller 12 months in advance of such change," is to be construed as a contract for the sale of stated quantities of rock, deliverable in approximately equal quantities during each year for the specified series of years, subject only to be increased or diminished after specified notice in any year, where the amount taken would not be les<; than the buyer's consumption, not exceeding 10 per cent, and the contract indicating that the rock was intended by both parties for consumption in the fertilizer plant of the buyer. but the quantity to be taken was not limited by the necessities of' the plant.

The Government of the United States annually expends approximately $8,000,000 for coal. Prior to 1906, this coal was purchased mainly on its reputation, or trade name, rather than under contracts specifying the heating value of the coal, its contents of ash and moisture, and other characteristics. In recent years the Government and other large consumers have appreciated more and more the desirability of definitely determining by chemical analyses and tests the character and quality of coal deliveries. Studies of engineroom and boiler-room efficiencies and economies point forcibly to the necessity of devoting more thought to the improvement of the boiler-room end. This calls for an intimate knowledge of the character and quality of the fuel used. The analyses and tests of delivered coal furnish such data, whereby the power-plant results can be comprehensively studied and a continuous check maintained on the coal and on the conditions of plant operation. Under authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, 'Washington, D. C., where samples representing deliveries of coal purchased for Government use are analyzed and tested. The Bureau of Mines has been active in promoting the purchase of coal by the Government under specifications,a that is, by contracts that make definite requirements regarding the heating value of the coal expressed in British thermal units, and the composition as shown by proximate analysis. Under many of these specification contracts the bidders guarantee the quality of the coal offered, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled and analyzed to determine whether the coal is of the quality guaranteed by the contractor, and if it is not, the price to be paid is decreased in proportion; but if the coal is of higher quality, the price is proportionately increased. The analyses of coals or the guaranties offered by the bidders may in some cases be used for determining the award of a contract, but if the coals offered are of widely different characteristics, it may be difficult to determine which would prove the cheapest fuel, without having their relative evaporative efficiencies. Hence, it may be necessary to conduct evaporative tests under service conditions in order to determine which coal is particularly adapted for successful and economical use in the plant. But once a particular coal is selected, regardless of the procedure of determining the award of a contract, then the greatest advantage of the specification method is realized, in that it guarantees to the purchaser coal of uniform character and quality, thereby insuring the best results in the plant. The cost of purchases, under such specifications, of fueL for the use of the Government now aggregates approximately $4,100,000 per annum, and the cost of additional fuel for which samples are taken and submitted to the Bureau of Mines for analysis in order to determine the character and quality of the coal furnished aggregates some $3,000,000 per annum more. In fact, information is now obtained regarding the quality of fuel purchased on almost all contracts large enough to warrant sampling and analysis and heatingvalue tests. It may be said that the purchase of coal under specification is still in the stage of evolution and development, and that experience and time will be required to develop fully standard specifications and methods of sampling and analysis that may be used universally. The success of the specification method for the purchase of coal and the reliability of analysis now rests almost entirely on sampling.a Improper sampling leads to controversies, with resulting condemnation of the specification method in general and the value of laboratory analyses and tests in particular. A number of bulletins b have been published showing the results of the purchase of coal by the Government under specifications. This bulletin is a compilation of the results of coal analyses by the Government, including those made in the fiscal years 1908-1910, which have been previously published, and later analyses representing coals analyzed during the fiscal years 1911-1915. The preceding bulletins gave individual analyses or average monthly analyses, whereas this bulletin gives the average analyses only for the entire contract. It is hoped that this compilation of a series of comparable analyses of the coals purchased by the Government will be of value alike to coal dealers, to Government engineers, to purchasing agents, and to all users of coal.

In this report considerable space has been devoted to general and theoretical principles on the ground that under modern conditions the best results in any field of activity can be attained only with the aid of an adequate knowledge of the best theories underlying the practice. The diffusion of such knowledge in the field of sampling metallic metallurgical materials appears to have been quite insufficient, and it is felt that when the principles involved are once thoroughly comprehended their universal application will be appreciated, so that it will make no difference whether pig iron or gold bullion is offered for test. It may further be noted that a discussion of the theories underlying practical methods is placed under the caption "Practical Sampling," with the idea that no one can be a practical sampler unless he is capable of analyzing his methods. No attempt has been made to advocate anyone method, but it is hoped that the analyses of all of the methods in use will show where each may be correctly and safely applied. The fact that it is possible to demonstrate the theoretical correctness of several methods indicates the invalidity of the claim that any single one of them is the standard.

The term" sandstone" is applied to a rock composed of mineral grains smaller than pebbles, cemented together more or less firmly. "Conglomerate" is the name given to a rock composed of pebbles, or pebbles and bowlders, of various sizes cemented together. If the pebbles are large and well rounded the rock is sometimes called " pudding stone." Although the term "sandstone" includes all varieties, certain specific terms are applied to types characterized by particular compositions, colors, or uses. "Quartzite" is a variety in which the individual grains are so firmly cemented together with quartz that the rock will fracture as easily through the grains as through the cement; "ferruginous sandstone" is one rich in iron as cementing material, or as grains, or both; "micaceous sandstone" is one in which mica is prominent; " arkose" is a feldspathic or granitic sandstone composed of angular grains; "calcareous sandstone" is one containing considerable calcium carbonate; and" argillaceous sandstone" is one containing considerable clay. The term "flagstone" is used for a rock that splits readily into sheets suitable for flagging; "freestone" for rock than can be cut or carved readily, and with equal ease in all directions; and" ganistel'," in the United States, for sandstone suitable for the manufacture of refractories. Others are named from their characteristic colors such as " bluestone," " redstone," or " brownstone."
