"Marine ecosystem effects ar1smg from the discharge of man-generated wastes to the sea can be schematized as: acute poisoning, chronic poisoning, enrichment, suffocation, temperature effects, salinity effects, toxin bio-concentration, changed production rates and changed species equilibria. A professionally designed site-specific monitoring program to check for such effects can not only safeguard the marine ecosystem from degradation, but it can also protect the industry involved from unanticipated remedial action after expensive construction has been undertaken. Monitoring programs should consist of three steps. Step 1 is an ecosystem survey which should be undertaken prior to final design of the discharge system and submission of applications for permission to discharge, because there can be considerable cost savings in obtaining information at an early stage in development. Step 2 involves location of the effluent field at the time of starting discharge, and analysing its dispersal behaviour. Step 3 consists of ecosystem monitoring with sampling stations and specific tests based on the accumulated prior information."

This paper covers some of the problems presented to the oil industry in the drilling of oil wells in the open waters of the Gulf of Mexico. The hazards, delays and relative costs of offshore drilling are reviewed and various forms of drilling platforms discussed. The requirements of the offshore drilling rig are summarized together with the principal items affecting the cost of construction. Sea waves and their size and characteristics as affecting offshore platforms are reviewed. Drilling platforms are classified as fixed, or fixed and floating. Fixed platforms of the conventional cofferdam and pile-supported type are discussed together with their good points and their limitations. The desirability is pointed out of eliminating as much offshore work as possible where operations are subjected to constant and expensive delay and substituting therefor the prefabrication of structures ashore or in sheltered waters. Marked economy will come with the standardization of offshore rigs aid special means of transporting them to the site. Several types of structure which are partly pile-supported and partly buoyancy-supported are discussed and their possibilities of future usefulness commented upon. General Considerations The predominant attribute of offshore drilling equipment is that it must be equal to the job in hand. We therefore give first thought to the matter of adequacy. In view of the probable depth of drilling, the investment involved and the per diem labor costs, it is assumed heavy modern drilling equipment will be employed. In order to usc such equipment efficiently, the working deck must be ample in size and strength and supported so as to be relatively free from motion and from green seas even in heavy storms. These requirements necessitate a high and rigid land-based support for the drilling rig and machinery with plenty of space for supplies, such as pipe, mud, water and fuel, with reserves for days when transportation from shore is impracticable. In offshore rigs the crew will be housed onboard in comfortable quarters, probably air conditioned and equipped with a galley and refrigerated food storage. An important consideration will be the ability to transfer stores and crew to and from the rig in all but the heaviest weather and the platforms must be protected from the impact of supply vessels when alongside. It will be essential to maintain continuous communication with shore by radio or cable, not forgetting the possibility of a helicopter landing space for the transfer of crew and light stores as well as a means of general communication. Whatever structure is constructed must be secure from storms of hurricane force and a safe place for the operating crew to work. If the well comes in, the drilling rig will presumably be removed and a small but rugged pile-supported platform will remain to carry the Christmas tree with safe working space around it. The many mechanical, geological, and economic factors which influence the planning of a directional drilling program are thoroughly discussed and analyzed. It is demonstrated that the planning of a directionally drilled multiple-well artificial island location is a complicated undertaking and that it is imperative that complete planning and engineering analysis be undertaken before the program is started. Complete planning is profitable because all of the factors influencing the directional work are in general interrelated and many time compromises have to be made before a harmonious program results. The engineering control necessary to accomplish a complicated directional drilling program is outlined. Various means by which engineering control can be increased, such as cylinder drilling specifications, are given. A hypothetical example is developed for a complete offshore artificial island of ten wells to demonstrate the more important factors involved in the planning. Included with this example are special charts and tables which make more rapid the drafting of directional drilling proposals and maps. Introduction A petroleum engineer must consider many and varied factors when planning a long range directional drilling program for an offshore or inaccessible location on an oil structure. The basic principles of direc- tional drilling planning and operation must be reconciled with his company's drilling practices, and frequently special concessions to standard drilling and production practices should be made. The field techniques and tools used in directional drilling are well known and widely used, but the deliberate, careful planning of a complete directional program is in the main a recent innovation. This development, plus the increased demand for oil resources and the consequent exploitation of inaccessible structures and offshore locations, has placed this problem before many engineering departments for the first time. Directional drilling programs of a very complex and difficult nature have been successfully carried out in the Mid-Continent and Pacific Coast regions. The planning itself of a directional drilling project, however, has not had the careful analysis it deserves and we can reasonably expect widespread future progress along thesc lines. Data and experience gained in these programs by the directional drilling service companies and the oil producers have been studied with the objective of giving the engineer a better conception of the factors which govern the various steps in planning a series of directional wells. Generation of Waves by storms, and the transformation of waves in shallow water by local bottom topography are briefly reviewed. A detailed description of water motion in waves explains the nature and distribution of wave forces. A numerical example dealing with forces and moments against vertical piles summarizes the principles involved. Introduction The oil industry is moving into the open waters of the Gulf of Mexico. The design and construction of offshore drilling rigs present a number of difficult problems, among them problems involving the action of waves on fixed and floating structures. This paper deals with our present knowledge of ocean waves as it pertains to these problems, and the principles involved in computing wave forces against fixed structures. It is hoped that the more difficult case pertaining to floating structures can be discussed at a later time. None of the engincering aspects of the problem are entered upon in this paper, yet an understanding of the principles presented here should be helpful in the solution of practical problems. Waves are capable of exerting almost unbelievable forces. During a gale, waves at the harbor entrance of Amsterdam Canal in Holland lifted a 20-ton concrete block, which was resting on the bottom in 12ft of water, and deposited it on top of a pier which was 5 ft above the high water mark. At Wick Breakwater in Scotland, a mass of large stones in cement and bound together with iron rods, weighing 1350 tons, was broken loose and moved bodily! But one need not go to Holland or Scotland to find evidence of damage that waves are capable of inflicting (Fig I and 2). What is the mechanism by which waves are capable of exerting such enormous forces? To answer this, we must consider briefly the nature of wave motion. When a wind blows over a wheat field, waves appear to travel across the field, whereas the wheat itself remains rooted, slowly swinging back and forth. Similarly, in the case of water waves, the waveform travels swiftly over the water surface, whereas the water particles oscillate back and forth, but scarcely advance. The speed of the wave form is called wave velocity, the speed of the water particles is called orbital velocity. This fundamental difference between wave velocity and orbital velocity was already recognized by Leonardo da Vinci. Orbital velocity is generally much slower than wave velocity except for a breaking wave, a case which is of particular importance in the application to engineering problems. "A joint venture of Ben C. Gerwick Inc., Sverdrup (now Jacobs) and DMJM (now DMJM + Harris) designed the $779 million seismic upgrade of the Richmond - San Rafael Bridge over the San Pablo Bay in the San Francisco Bay Area and provided construction support to Caltrans. Construction of the marine foundation retrofi t was completed by a joint venture of Tudor Saliba/Tidewater/Koch-Skanska and their subcontractors: Pomeroy Precast Construction, AGRA Foundations, Dutra Construction and Vortex Divers. Construction management and inspection was performed by Caltrans with the support of various consultants. MARINE FOUNDATION RETROFIT SCOPEThe retrofi t design of the submerged foundations included:??A total of 476 tension and compression micro piles (290- 1140 kips or 1290-5071 kN) installed through cored holes through the underwater bells at 31 pier locations??Fourteen 126/150/164 inch (3.20/3.81/4.17m) diameter CISS (Cast-in-steel shell) concrete shear piles (1160- 2660 kips or 5160-11832 kN) installed through new precast concrete pile cap extensions??Twelve CIDH (Cast-in-drilled-hole) shear piles (1060- 2130 kips or 4715-9475 kN) with 150 inch (3.91m) diameter steel shells to top of bedrock and 30 ft (9,14m) long and 11 ft (3.35m) diameter rock socket installed through new precast concrete pile cap extensions The specifi ed post bid test boring revealed deeper bedrock at one pier location allowing deletion of the rock socket. Thus 15 CISS and 11 CIDH shear piles were installed at 11 pier locations - 9 piers with 2 piles and 2 piers with 4 piles. Cut off elevations for the shear piles ranged from 46 ft to 60 ft (14.0m to 18.3m) below mean sea level and cut off for the micro piles was 8 ft to 46 ft (2.44m to 14.0m) below mean sea level. Almost all foundation retrofi ts required work under limited headroom conditions. Underwater construction connections required innovative design details and construction techniques for each pile type. The 11 piers had 22 precast concrete pile cap extensions installed in pairs and connected by either tremie concrete closure pours or by large pipe struts. The precast pile cap extensions were strapped underwater using large steel bands wrapping around the belled piers with grouted annulus. The precast pile caps were founded with 14 inch (355mm) diameter steel pipe piles, which were either support piles or seismic tension and compression piles. The seismic piles were connected in grouted corrugated steel pipe sleeves cast into the new concrete pile caps."

Marine design and construction methods are presented on the caisson foundations for the tower piers at the Brooklyn, Ben Franklin, Delaware Memorial 1st, Tappan Zee, Walt Whitman, Throgs Neck, Verrazano Narrows, Delaware Memorial 2nd, and Newport Bridges. All of the bridges are founded on caissons, bearing on bedrock, soil, or piling. Caissons at the Tappan Zee Bridge are partially supported by piling and partially by buoyant forces. General subsurface conditions for each are provided. The purpose of this paper is inform engineers how bridge foundations using caissons were built over major waterways in the Northeastern USA in the past, anticipating a surge of new bridge construction in the near future.

Systematic sampling, in reconnaissance fashion, of the continental shelves of the United States to define favorable areas of offshore mineral deposits, is one of the long-range marine mineral; programs of the U.S. Department of the Interior. In mid-1966 the Department of the Interior launched its Heavy Metals Program to stimulate domestic output of gold which is in serious short supply. The program is jointly conducted by the Geological Survey and the Bureau of Mines.

Up to now, much data on marine minerals, as well as on marine geochemistry, have been accumulated. Modem computer databases provide optimum flexibility and power for manipulating these data. The best worldwide marine mineral database is currently the Marine Minerals Bibliography and Geochemical Data Base created by Carla Moore et al. at the National Geophysical Data Center in the United States. In fact, in the course of studying marine minerals and geochemistry we may collect not only digital-character type data but also graph and image (black-white, grey and color image) data types. For instance, correlation diagram between chemical compositions of minerals, spectroscopic graphs, (e.g. infrared spectra, Mossbauer spectra, etc.), grey or color images from both optical and electron micro- scopes (scanning or transmission electron microscopes) as well as seabed photographs. Charles L. Morgan et al. (1993) reported that 10,000 photographs and some video images of the seabed in the Clarion-Clipperton region of the northeastern tropical Pacific have been collected by the Ocean Minerals Company. If both graphic and analytical information were stored in a database, it would be very useful and convenient to marine geologists. This system would not only be able to search for all the data based on one parameter, but also for both size and composition distributions. If possible, geostatistical methods could be combined with fractal dimensional methods. Of course, this would require enormous efforts. Before multimedia technology emerged, it was very difficult to create image databases. The emergence of large-capacity compact discs, high-speed central processing units, and high-speed digital signal processing techniques makes it possible to establish multimedia database management systems (DBMS), image-text DBMS, that involves graphs, text, images, and sound. In order to store image fields in a DBMS, we have to take into account two problems: (1) image access format and (2) image compression code standard.

"The Norwegian University of Science and Technology (NTNU) and Nordic Ocean Resources AS, with support from Statoil ASA have carried out a project reviewing the knowledge about seabed mineral resources in Norway to identify and prioritize needs for further research and development.A special focus area in the project has been to increase the knowledge of possible massive sulfide mineralizations along the Mid-Atlantic Ridge. This Ridge is a subsea mountain range which separates the Eurasian and the North American continental plates. In this area, seafloor massive sulphides (SMS) are formed from the volcanic and hydrothermal activities along the Ridge. A large part of the North-Atlantic Mid-Atlantic Ridge between Jan Mayen and Spitsbergen is located on the Norwegian shelf.Analysis and interpretations of multibeam data have been carried out by NTNU in cooperation with the Russian Institute for Geology and Mineral Resources of the Oceans in order to disclose relevant areas for the formation of SMS deposits. This analysis has identified several promising areas."

The Marine Mining Technology Center (MMTC) was authorized by an act of the United States Congress in 1996. The act established several marine minerals research centers in the U.S., including one at the University of Alaska Fairbanks. The Alaska MMTC is funded through the Minerals Management Service of the Department of the Interior and concentrates its research in the Artic seas region. Recent research projects at the MMTC include, among others, a geographic information system (GIS) application to the gold placer deposits offshore Nome, Alaska, a marine gold placer reserve definition model using a neural network, and development of an expert system model for submarine tailings disposal (STD) planning and decision-making. Although geostatistics remains the most prevalent method used today for ore grade estimation, researchers have made numerous improvements over the years for accurately predicting grades of ore using various other estimation techniques. As a result, the neural network has recently emerged as an alternative to geostatistics for grade estimation purposes. A neural network is a non-linear, model-free estimator that is well-suited for noisy and/or sparse data environments. Neural networks perform best with non-linear spatial data, contrary to the stationary assumption of ordinary Kriging techniques. In the marine placer ore reserve definition model, the neural network technique was used to estimate placer gold reserves offshore Nome. This study demonstrated the utility of neural network modeling over other traditional ore reserve estimation methods, especially for high cut-off grades. Some of the relevant issues of neural network modeling were also addressed in the study. In testing, the neural network produced results that were close to those from geostatistical techniques including Kriging, polygon, and inverse distance methods.

All life on Earth relies on the ocean and yet the ocean is 95 percent unexplored, unknown and unseen by human eyes,? said Paula Keener, director of education programs for National Oceanic and Atmospheric Administration?s (NOAA) Office of Ocean Exploration and Research. ?To better understand, manage and protect the ocean and its resources, NOAA believes it is critical to use the best technology to explore, discover, inform, educate and motivate? (MTS, newsletter, January 2011). In the last few decades, our understanding of the global mineral resource base has been drastically changed by some surprising new developments. The potential for commercial minerals per unit area in the oceans and seabed appears to be similar to that of the terrestrial lands. Thus, almost three-fourths of the global mineral resources are in, or under, the sea and are virtually undeveloped. The area of the Pacific seabeds alone is greater than the total area of the global lands. Half of the global seabed minerals are now controlled by nation states within their Exclusive Economic Zones (EEZ). The other half is controlled by the United Nations (UN) through the International Seabed Authority (ISA) within the ?areas beyond national jurisdiction? known as The Area. Thus, the Law of the Sea, ratified in 1994, has resulted in the largest transfer of control of natural resources in the history of mankind. This paper was prepared by the Society for Mining, Metallurgy and Exploration (SME) Committee on the Offshore Technology Conference for the SME Board of Directors and other interested parties. As the premier professional society for the mining and mineral community in the United States, with a history dating back to the 19th century, SME?s mission is to encourage and support young men and women engineers in the minerals industry, provide the services they need, improve the image of the industry, strengthen the networking among global industry professionals and engage in proactive collaboration among industry, government, academia and nongovernmental organizations (NGOs). The accomplishment of this mission can be strongly advanced by highlighting what is probably now the most significant development in the history of the modern minerals industry - the exploration of the marine environment and the understanding of the potential for the development of the minerals therein.

The Virginia Port Authority and the U.S. Army Corps of Engineers are partnering to construct the Craney Island Eastward Expansion (CIEE) to meet the dual purpose of extending the life of Craney Island as a dredged material management area and providing land for a state-of-the-art marine terminal. The over 500-acre (200-hectare) expansion provides additional upland dredged material capacity for the Hampton Roads Harbor by constructing perimeter dikes, that once filled, will provide land for the development of a container terminal. In the winter of 2010/2011 the first stage of sand fill was placed, followed by the installation of approximately 12 million linear feet (MLF) (3.6 million linear meters, MLM) of marine PVDs. With over 36 MLF (10.9 MLM) of PVD required to complete dike construction the project will be one of the largest PVD installation project in the U.S. his paper details the challenges associated with the construction of the cross dikes, in particular the design, testing, installation and monitoring of prefabricated vertical drains (PVDs) installed overwater to depths of over 130 feet (40 meters) for foundation improvement in the insitu very soft Norfolk Clay. With expected settlements of 20?30 ft (7-10 m) and 30 percent average strains, the discharge capacity of the PVDs was of particular concern. Laboratory data is presented showing the magnitudes and variability of discharge capacity under different confining pressures in both a straight and buckled condition. The method of installation and monitoring of the marine PVDs in open water included developing a specialized barge and sophisticated positioning and data collection system to verify installation location, depth of penetration and track quantities. An observational method, including material testing, detailed surveys, periodic in-situ testing, and instrumentation, was utilized by the project team to assess the project?s progress and allow for validation of consolidation and strength gain rates and magnitudes.

"In 2012 the International Seabed Authority (ISA) established nine “Areas of Particular Environmental Interest” (APEIs) for consideration as future Marine Protected Areas to help preserve the biodiversity of life on the seabed within the Clarion-Clipperton Zone (CCZ) between Baja California, Mexico, and the Hawaiian Islands. The CCZ is believed to have a high potential for future seabed mining operations. Areas under active exploration contracts in the CCZ, plus the areas currently reserved by the ISA for exploration by developing nations, comprise about 1.9 million km2 of seabed area. The currently designated APEIs consist of more than 1.4 million km2 of seabed. Each APEI includes a central primary conservation area of 200 X 200 km, surrounded by 100-km buffer areas on all sides. The 100-km buffers are intended as a very conservative spacing between the primary conservation area and potential mining activities in adjacent seabed. The selection of these nine 400 X 400 km APEIs, has been criticized as possibly not including sufficient representative habitat similar enough to the potential mining areas (identified currently as the exploration contract and reserved areas administered by the ISA within the region) to ensure protection of the biodiversity that might be impacted by mining.An area to the east of the existing exploration contracts and reserved areas is known to have substantial mineral deposits; it is very similar to the adjacent exploration contract areas in its geology, environmental setting, polymetallic nodule abundance and nodule metal content. Because it is located in the northeastern extreme of the CCZ, this area is also likely to have relatively high densities of benthic life, compared with benthic communities further westward within the CCZ. Many options for the designation of this APEI are possible, but the area designation must accommodate the boundaries of the Exclusive Economic Zones of Mexico and France.This paper discusses why the selected region in the eastern extreme of the CCZ is a good candidate for designation as a new APEI.Keywords: polymetallic nodules, Marine Protected Areas, Clarion-Clipperton Zone, Areas of Particular Environmental Interest"

The Water Delivery Alliance (WDA) was established to design, construct and commission the pump station and desalinated water delivery pipeline to link the desalination plant on the Kurnell Peninsula (constructed by others) with the existing distribution network at Erskineville, Sydney, Australia. The WDA consisted of McConnell Dowell Corporation Ltd (Macdow), Bovis Lend Lease Pty Ltd (BLL), Kellogg Brown and Root Pty Ltd (KBR), Worleyparsons Ltd (WOR), Environmental Resources Management Group Inc (ERM) and Sydney Water Corporation (SWC).Sydney’s Desalination Project is one of the initiatives to secure Sydney’s water supply against the effects of climate change, population growth and drought. The desalination plant, 100 per cent powered by renewable energy, can supply up to 250 million litres of water per day (mld), which is up to 15 per cent of Sydney’s water needs. The project involved the construction of an 18 km pipeline with an ultimate capacity of 500 mld to accommodate any future increase in the output of the desalination plant.The Alliance procured three full-face tunnel boring machines (TBM) from Herrenknecht AG to construct the 6.5 km of tunnel that would provide a conduit for the DN1800 welded mild steel cement mortar lined (MSCL) pipeline at a number of locations along the route. Nineteen shafts and 16 tunnels were required to complete this work.Crucially one of the TBM drives involved construction of a tunnel into Botany Bay under protected marine life habitats; enabling the connection of the MSCL water carrier pipeline into the dredged section of pipeline underwater, approximately 800 m off-shore in Botany Bay.This paper details the retrieval of the 17.4 m long TBM from the ocean floor upon completion of the Botany Bay tunnel allowing for subsequent use on the Project. Elements covered in the paper include the 835 m tunnel, design and construction techniques for the tunnel and recovery, and details of the methods used to install the DN1800 water carrier pipeline.

Bulk cargoes, including iron ore fines, must be shipped according to the rules agreed by the member states of the International Maritime Organization (IMO). One critical safety measure is the transportable moisture limit (T?ML) required for Group A cargoes (cargoes that may liquefy). A number of shipping incidents involving iron ore fines from India, where liquefaction of the cargo was suspected to be the cause, have brought the issue of iron ore fines T?ML into the spotlight. Extensive research has been undertaken by the major iron ore producers from Australia and Brazil to support the IMO in developing regulations for the shipment of iron ore fines. To this end, iron ore companies sponsored the AMIRA P1097 project to establish a modified T?ML test approach specific to iron ore fines. The project was undertaken by TUNRA Bulk Solids, CSIRO’s Centre for Bulk Solids and Particulate Technology and the University of Auckland, with project leadership provided by Creative Process Innovation. The Chairman opened the session by wondering why so few papers on Maritime Structures had been received for this conference. Perhaps because the marine environment is so hostile and the access so difficult that engineers tend to be more prudent about new ideas and designs. Dennis Waite noted the number of grey hairs in the room - grey hairs which could be equated with experience gained the hard way. He hoped that this experience would be passed on in the discussion period of this session. The Chairman was delighted to welcome two authors from China, Mr Sun and Mr Liang. He was most grateful on behalf of the conference for their efforts both in preparing their papers and for being able to present them. He regretted that Messrs Noce and Fedolino were not able to present their paper and then welcomed Mr Christensen from Denmark who would present the first paper.
