Fourteen years ago, J. B. Warriner presented before the Institute a paper on anthracite stripping,' describing the progress of stripping in the Anthracite Region from its beginning with an old quarry stripping at Summit Hill, which was operated more than a century ago, through various types of strippings used in 1917. This paper will briefly review the status of anthracite stripping methods from 1917 to the present day and describe in detail the stripping operation of The Hudson Coal CO. at Clinton collicry. It is not intended as a review of the work in the district—that would require a much longer paper. History and Statistics Mr. Warriner said, in part: "The sizes of shovels have gradually increased until now 70 and 80-ton shovels are the rule and larger equipment is coming in." He also referred to a large electrically operated dragline which weighed about 225 tons and had an operating radius of 125 ft. In 1917, a number of strippings used shovels of various sizes, ranging up to the 60 Marion and Bucyrus 70-C railroad type. Material was hauled away in narrow-gage side dumpers, usually of 4 or 5 cu. yd. capacities. Star-type churn drills with 4-in. bits were generally used for drilling purposes. Since 1917 wages in the anthracite field; have increased, but the higher operating costs of strippings are now being successfully combated by continuous improvements in stripping equipment, such as the development of the caterpillar or crawler shovels, the use of larger cars, better drilling equipment, the introduction of shovels of increased capacity and the adoption, in a number of instances, of standard-gage equipment for transportation. In 1918 another large dragline was introduced in the southern fields, which had been in service in the Middle West and is in use today, dipping vertically about 180 ft. to raise coal out of a stripping. About 1918, small shovels with caterpillar traction were introduced. In 1922 the 6-in. well drills began replacing the 4-in. drills, with an attendant saving to the operators. About the same time A. EXPLORATION for metallic mineral deposits is carried on by those special adaptations of methods which the explorer believes will yield most economically or satisfactorily the particular answer sought. In this project the usual methods of geologic observation, recording, and interpretation, when combined with magnetic geophysical methods and geochemical soil sampling, led to disclosures of appreciable zinc mineralization where none was visible in surface exposure. Since 1945 considerable work has been done with geochemical prospecting methods, chiefly in determining the presence and distribution of various elements existing in minor amounts in rocks, soil, vegetation or waters of mineralized areas. Such work, in which the U. S. Geological Survey has taken the lead, finds a ready place in the field repertoire of the exploration geologist as a supplement, not a substitute, for other methods. The Chollet project was carried out in 1951 by the American Smelting & Refining Co. near its Van Stone mine in northern Stevens County, Wash., in the area shown in Fig. 1. The Van Stone mine is located in the Onion Creek drainage of the Selkirk Mountains, midway between the towns of Colville and Northport, Wash., and some twenty airline miles west of the Metaline mining district. Its zinc-lead orebodies, currently yielding about 1000 tpd of ore, occur as bedding replacement deposits in the middle Cambrian Metaline formation near an intrusive granodiorite contact. The target of exploration at the Chollet prospect was a similar geologic environment along the intrusive contact about 5 miles west of the mine. Geographic Setting The Chollet ground covers a north-facing slope at 3000 to 4000-ft elevation. Second-growth jack pine and tamarack with some hemlock and yellow pine make a thick forest cover. A heavy under-forest of alder, willow, and lesser shrubs occupies the draws, see Fig. 2. Grassy slopes appear at higher elevations. The lower slopes are underlain by a thick blanket of glacial till and alluvium so that outcrops are scarce; however, perhaps 50 pct rock exposure prevails at higher elevations. This part of northern Washington annually receives about 25 in. of precipitation, which largely falls as snow in the winter months. Summers are dry with occasional rainy periods. General Geology The Van Stone mine and the Chollet prospect lie along the southern margin of a westerly extending lobe of the Kaniksu batholith, one of the series of granodioritic masses that are intrusive into Cretaceous and older rocks in northern Washington and southern British Columbia. The margin is composed of complexly deformed Paleozoic sediments ranging in age from the lower Cambrian Maitlen phyllite on the east, through middle Cambrian Metaline formation (limestone and dolomite), to Ordovician Ledbetter slate on the west. In general the formations strike N10 to 50E and dip steeply northwestward, although dip reversals and minor folding occur. This general rock distribution is shown on Fig. 3. In this area the Metaline formation, which is the host rock for mineralization, appears to be of about 4000-ft thickness that can be conveniently divided into the same three units defined by Park and Cannon' for the Metaline area. The basal part consists of 1000 ft of interbedded white limestone, argillaceous limestone, and gray silty argillite. The middle part, approximately 1500 ft thick, consists of fine-grained black, gray, and white dolomite. This unit also contains minor interbedded limestone. The upper part is a gray massive limestone about 1500 ft thick that grades upward into slaty limestone and slate capped locally by a thin black jas-peroidal dolomite which is either the uppermost member of the Metaline formation or the basal member of the overlying Ledbetter (Ordovician)

THE Sparrows Point plant of Bethlehem Steel Co., southeast of Baltimore, is the largest Bethlehem plant, with an annual rated capacity of 6.2 million ingot tons. There is considerable diversity of product, but a high percentage is sheet, tin plate, galvanized sheets, and rod and wire. The large amount of light-weight end product requires a number of pickling installations that necessarily consume large quantities of sulfuric acid. In the coking operations sulfuric acid is also consumed in recovery of ammonia as ammonium sulfate and in treatment of recovered light oil derivatives. Total sulfuric acid consumption in the plant is currently approaching 10,000 tons per month, of which 55 to 60 pct is required for pickling. In 1951 the acute sulfur shortage caused grave concern as to future sulfuric acid supply for the Sparrows Point plant. Raw materials for acid making were already at hand in the form of hydrogen sulfide and pyrites sufficient to produce nearly half the sulfuric acid required at that time. It was also known that the Bethlehem mining activities would produce additional pyrites in the future. Late in 1951 Bethlehem management decided to build a 250-ton sulfuric acid plant at Sparrows Point to utilize these raw materials. The plant was built and put in operation in May 1953. The steel plant has expanded considerably since 1951, and it is now necessary to operate the acid plant far over rated capacity in order to supply plant demand. Production of acid in 1954 amounted to 93,000 tons. Raw Materials for Acid Making: Coking operations at Sparrows Point produce a residual fuel gas in large quantity which has a net heating value of 525 to 545 Btu. Designed by army engineers, the NX borehole camera provides the most economical method of subsurface exploration so far devised. Continuous cylindrical color photographs now reveal minor flaws in foundation bedrock not always disclosed by borehole samples. A unique projector transforms the photographs into true-to-scale images of three dimensions. ANEW milestone in the progress of photography and subsurface exploration was reached when the Chief of Army Engineers announced the development of the NX borehole camera. In obtaining continuous undistorted cylindrical color pictures of dry or water-filled borings the device surpasses all other cameras designed for photographing interior surfaces of pipes, wells, and conduits. The usefulness of the camera and the unique projector that comes with it are at once apparent. To the geological, mining, and civil engineer alike it signifies the end of guesswork with respect to underground conditions that have eluded identification by conventional core-drilling methods. To the medical profession it may well signal new progress in photo optics which could result in cylindrical color photographs supplementing the X-ray and existing photographic methods used in exploratory surgery. The pilot model of the camera has more than paid for itself as a result of its success in bringing to the surface at two dams information previously obtainable only by costly drilling of mansized boreholes for subsurface on-the-spot examination. Such bores cost as much as $200 per lineal foot as against $10 per ft for the conventional 3-in. or NX exploratory core borings from which the present invention derives its name. The NX camera can now photograph completely the interior surface of these borings. Research and development for the first camera and projection equipment were conducted by Engineering Research Associates, Division of Remington Rand, Inc., under the technical supervision of the Geology and Geophysics Branch, Office of the Chief of Army Engineers in Washington, in accordance with plans and specifications furnished by this branch. Subsequent modifications of the camera-lowering device, transporting equipment, and special field tools were made in the Corps of Engineers' Ohio River Division Laboratories in Cincinnati. The background of this development is interesting. Among the more difficult foundation problems involved in construction of concrete dams are those resulting from bedrock imperfections that escape disclosure by conventional exploration methods. Often these imperfections are of sufficient magnitude to introduce costly changes, especially when their presence is discovered only after foundation excavation is well in progress. Bedrock flaws most frequently camouflaged may be ruptures resulting from the enormous stresses to which rocks have been subjected, or they may be planes or zones of weakness related to chemical alteration and underground erosion. Obviously, detailed information on their location, dimensions, and structure is important, as these factors can affect the stability of a dam and the security of life and property downstream. Their discovery and appraisal entail extensive subsurface exploration. At present the most economical exploratory tool available to geologists and engineers is the small-diameter diamond core drill by means of which cores of the foundation bedrock are recovered for examination and testing. All too often, however, these samples fail to disclose minor foundation flaws that may be of major importance before a structure is completed. As a result, the small-diameter drillings are supplemented generally by more reliable but much more costly shafts, tunnels, or large-diameter calyx drill holes that permit the investigator to examine the foundation rocks in place. It was to reduce the number and cost of these expensive and time-consuming investigations, as well as to obtain more complete information on rock structure from the smaller borings, that the NX borehole camera was developed. That it has been eminently satisfactory in accomplishing that purpose is demonstrated by its success most recently at the Folsom dam, under construction on the American River, 23

The wire saw is a tool not less than 60 years old, probably nearer 100 years old. It was developed in Europe and is reputed to have originated in Belgium. Frombold is said to be the original patentee. Wire sawing equipment, as indicated in Fig. I, is very simple. It consists of a three-strand wire cable, usually pis or 1/4 in. in diameter, or a single flat ribbon of medium hard, tough, alloy steel twisted into a helix of those diameters, made to form an endless belt of any length up to several thousand feet. The wire is guided into the cut by sheaves mounted in slides on steel columns situated close to either end of the cut. The feed motion usually is controlled either by gravity or by hand-operated feed screws. The steel columns or "standards" range from 15 to 30 ft. in length. At the top is a swiveled arm supporting a sheave similar to the traveling sheave below. Immediately under the swivel-mounted sheave is a guy plate or collar with shackles attaching four chain or wire-rope guys with suitable tightening devices, or with two guys and two jack legs for supporting the standard vertically or at any desired anale. The usual drive is by a 10-hp. motor through a gear reducer, on which are Insti- two grooved sheaves, One of which is keyed and the other free running On the shaft. Any discussion of outside support to Latin American mineral industries must concede at once the pre-eminent role of U. S. industry and business. American capital has developed the great copper resources of Chile and Peru, the lead-zinc of Peru and Mexico, the bauxite of Surinam and Jamaica, the petroleum and iron ore of Venezuela. American consumers have provided the market for their products. U. S. companies operating south of the border have trained Latin American geologists, engineers, chemists, and skilled labor—including metal, mineral, and fuel technicians—to new and greater competence. The industrial demands of World War II drastically altered world economics and concepts of U. S. foreign mineral requirements. In this country discovery of vital mineral resources fell far behind the alarming depletion rates, and there was new appreciation of the actual and potential importance of the world's less extensively explored areas. During the war and afterward, the task of supplying the nation's mineral requirements became greater than private industry could carry alone, and the Government assumed a position of continuing support. In Latin America, as elsewhere, this support applies in three categories: banking, procurement, and technical assistance. The first two are now generally accepted as necessary Government functions; the third has often been misunderstood and misinterpreted, although it has given rise to legitimate controversy. There have been major accomplishments in all three categories, as well as some errors of judgment. Since the beginning of World War 11, U. S. Government financing, procurement, and technical assistance have been applied on a large scale to a wide range of commodities and services throughout the free world. The present discussion—under the separate headings mentioned—will concern only the support related to a single industrial group in a single geographic area. During the War Federal banking was conducted on an emergency scale by temporary agencies created to meet the abnormal circumstances. Unfortunately, there are no readily available data on these activities that would permit evaluating loans and credits extended for mineral projects in Latin America. The only agency operating in this field since World War II is the Export-Import Bank, under its own authority and to some extent from credits authorized by the Office of Defense Mobilization. The Bank can offer more capital—on more favorable terms—than is available from most Latin American banks, and its staff of engineers evidently can appraise loan applications more favorably than commercial banks in this country are willing to do. The risks seem to be justified, as defaults have been well under 1 pct of total loans. From V-J day 1945 to the end of 1957, mineral loans to Latin America have been authorized for projects totaling $541.63 million in eight countries. In order of magnitude of credits, they have been made to Brazil, Peru, Chile, Mexico, Argentina, Venezuela, Guatemala, and Bolivia. In order of magnitude by industries. they are for development and expansion of steel mills, copper, manganese, nitrate plants, iron ore, zinc plants, sulfur plants, cement plants, tungsten, coal, and lead. Loan Distribution: By far the largest loans have been $307.9 million for iron and steel projects in Brazil, Chile, Mexico, Argentina, and Peru: $100.4 for developing the great low-grade copper deposits of southern Peru; and $55.3 million for developing manganese deposits in the Territory of Amapa, Brazil. Others range from $20.8 million for a zinc smelter in central Peru to $19 thousand for iron-mine trucking equipment in Chile. It has been noted that 59 pct of the loans have been to foreign companies, 14 pct to companies of mixed foreign and American capital, and 27 pct to American mining companies. Diesel locomotives, trucks, bulldozers, and other diesel-powered equipment are fast proving their superiority for mine transportation purposes. MORE than 100 minerals are mined and processed in the U. S. Management and labor have negotiated wage-scale agreements that have balanced wages and affected cost of labor in such a manner that comparisons can be made of transportation costs. Transportation of materials underground has become of vital importance.1"0 This report describes underground haulage methods and equipment, presents cost analyses, and discusses future plans for underground transportation in metal mines. It does not cover hoisting in shafts or slopes by cage, skip, or cars. Advancements have been made by the metal mining industry in lowering transportation costs in several mines, making it possible to mine orebodies or portions of orebodies not considered economically recoverable a few years ago.7,8 Wumerous reports have been written on transportation at metal mines; this report covers recent haulage at some representative mines throughout the U. S. The term metal mine is used to include all noncoal mines from which up-to-date information was obtainable. The best haulage equipment is subject to break- downs and accidents; but unless the rolling equipment, track, and signal systems are kept in good repair and are operated systematically, these breakdowns and accidents are likely to be frequent, destructive, and more costly than are necessary.10 Rail haulage crews using dependable rolling stock can move trips safely over grades low enough to be traveled without loss of control; this applies particularly if the track is straight and well maintained. Few accidents occur on main haulage lines if visibility and clearance are good and clear track is assured. One-way traffic underground is a recent development contributing to reduction of accidents and increased efficiency in mine haulage (Kelly mine, Anaconda Co., Butte, Mont., and Climax mine, Climax Molybdenum Co., Climax, Colo.)." Locomotives: Six types of mine locomotive used in recent years are trolley, storage battery, combination trolley and storage battery, diesel, compressed air, and gasoline. Electric haulage has been displaced by compressed air locomotives, which have been used successfully in certain instances, especially on dirty and wet tracks and steep grades." Maintenance cost is high, and operating efficiency, from a power standpoint, is low. Compressed air locomotives operate under self-contained power, and the absence of bare elec-

Investigations were conducted at two underground locations, foreman's room and 5702 area, of the Kermac Nuclear Fuels Corp. uranium mining installation, Ambrosia Lake, New Mexico. The rock environment is stratified sandstone. Pressures were varied from minus 0.4 an Hg to plus 3.8 cm Hg with respect to barometric pressure, and were maintained for periods ranging from several hours to 21 days. One cm Hg overpressure (-1.5% of normal barometric pressure) produced a 20-fold decrease in Rn flux into the foreman's room as compared to the Rn flux observed during dilution ventilation. The 5702 area experienced a 5-fold decrease in Rn flux for a similar overpressure. During 21 days of continuous 1 cm Hg overpressure in the 5702 area this reduced Rn flux was maintained. The smaller reduction in flux for the 5702 area results in part from the proximity of the foreman's room to a non-pressured area and the presence of an impermeable shale lens overlying the ceiling of the 5702 area. A 0.4 cm Hg underpressure of the 5702 area increased the Rn flux into the area by 3-fold over the non-pressured value. A barometric pressure influence on Rn flux into the mine and on air Rn concentrations in non-pressurd areas of the mine was measured. A falling barometric pressure causes an increase in the flux of interstitial gas into the mine; a rising barometric pressure decreases this flux. These effects are not seen in overpressured mine areas. Radon concentrations in rock interstices show, during overpressure, decreases of all locations monitored except in the immediate vicinity of the shale lens above the 5702 area ceiling. These reductions are the result of air flowing from the mine into the rock interstices under the influence of the pressure gradient induced by the overpressure. The relative humidity of the 5702 area was reduced after 2 days of 1 cm Hg overpressure from a pre-overpressure value of 96% to 81%. The control of harmful or noisesome gases which emanate into underground mining areas from surrounding rocks is often a costly necessity. In uranium (U) mines this problem is presented by the high interstitial concentrations of radon-222 (Rn), a radioactive noble gas of 3.82-day half-period, formed in the decay scheme of U238, and the relative ease with which this noble gas diffuses from its parent rock into the interstices of the rock and then to a working area. Long-term exposure to moderate concentrations of Rn (3000 µµc per 1) and its short-lived alpha-ray emitting daughter products, RaA (Po218) and RaC (po214), has been found to result in an increased incidence of bronchial carcinomaa2 The acceptable limit of Rn daughter products in a mine atmosphere is presently set at a concentration of short-lived radon daughters which would be in equilibrium with 100 ppc of Rn per 1 of air. Ventilation of mines is conventionally accomplished by continuously diluting the mine air with fresh air brought in by fan or natural convection from above ground surface. The diluted air is allowed to vent freely to the atmosphere. This process does nothing to retard the rate at which gases (including Rn) diffuse into the mine from surrounding rock. It merely reduces the concentrations of these gases within the mine. It is suggested that in a sufficiently permeable rock environment a slight pressurization of the mine air may induce air flow from the mine into the interstices of rock surrounding the mine. The convective flow of comparatively fresh air will reduce the concentration and the concentration gradient of undesirable gases in the rock interstices adjacent to the mine. Radon will diffuse counter-current to this convective flow at a rate proportional to its concentration gradient. In time, a steady state of convection and counter diffusion will be established. The Rn flux into the mine will never be reduced to zero, and will only asymptotically approach zero as the overpressure (and hence the convective velocity of purging air) approaches infinity. During 1963 and 1964, an investigation into the effect which such applied pressures have upon the Rn characteristics of a mine atmosphere was conducted at the Kermac Nuclear Fuels Corp. uranium mines, Ambrosia Lake (near Grants), New Mexico.

From presently available components a portable, rugged, reliable apparatus can be built which will be able to detect methane concentrations of 0.1% and lower in air. Sensitivity and design considerations of the apparatus are given. Ways to build even simpler and cheaper apparatus in the future are indicated. Traditionally the problem of detecting and monitoring the presence of dangerous gases present in small concentrations in air has been a difficult one. Whether canaries,' or sophisticated chemical or thermal conductivity methods are used, they seem to be either slow, cumbersome, or otherwise not completely satis factory. A seemingly natural way of gas detection is to measure the strength of absorption undergone by light of a wavelength that the gas to be detected absorbs. This method has been difficult to apply in view of the low power output over a narrow wavelength range in the infrared from traditional glow bar light sources. Besides, the apparatus to select such a narrow band of wavelengths is quite costly and complex. The use of a laser solves these problems simultaneously. Although a variety of lasers are available to detect a variety of gases (such as carbon monoxide or methane) whose early detection would be desirable, this paper deals exclusively with the use of lasers for methane detection. ABSORPTION SPECTRUM OF METHANE IN AIR The absorption spectrum of pure methane is very well known.2-4 There are four fundamental vibrations, all occurring in the infrared of which only two absorb strongly. They occur at 3.3 µ and 7.7 µ. The absorption spectrum is quite complicated due to the fact that the methane molecule can rotate in a variety of rotational quantum states. These rotational states are furthermore split by anharmonic forces such as the Coriolis force.4 When methane is present in air at atmospheric pressure, much of the very fine structure due to the anharmonic force is washed out since the pressure broadening is of the same magnitude as the splitting due to anharmonicity. For most of the spectrum at 3.3 µ, the rotational lines are typically separated by 0.01µ while the individual linewidth is 0.0001 µ. It is thus very important that the laser emit at a wavelength that coincides with one of these rotational lines. Before elaborating on the point that such a laser exists and how it performs, it is necessary for later discussion to point out that in the

The problem of estimating the precision of systematic samples from a mineral deposit is attacked by interpolating the quality, or other attribute measured, by using Fourier approximation. Such approximation using trigonometric functions yields a particularly simple expression for the variance of the mean value of the attribute sampled. The increasing volume of publication in which the science of statistics has been applied to the problem of predicting the quality of an ore deposit from sets of samples taken from it might lead one to believe that engineering judgment can be replaced by statistics. There is, in fact, an implicit application of the principle of indifference or of "no advance knowledge" which has been discredited in modern statistical theory and practice. These pages will show that it is not always advantageous, efficient, or safe to apply this principle. This problem will be dealt with by using series of orthonormal functions to describe the distribution of the quality of ore in space as contrasted with the more commonly used distribution of quality as a frequency function. Mining engineers are rarely well acquainted with the use of such series or of the functions comprising them. These uses are commonplace in the fields of communication and information theory and it is not surprising that applications taken from these fields should be found appropriate for the analysis of the information contained in a set of samples from an ore deposit. It is hoped that presentation of the following basic, but incomplete, results will generate wider interest in this method and a fuller development of it as well as of the necessary computational techniques. FUNDAMENTAL PREMISES Random variables in the strictest sense are not very common in mine sampling. The sets of samples are almost always taken systematically and are, hence, not subject to all the laws governing random events. Therefore, unless there is indeed random experimental error in the determinations of quality, the treatment of systematic samples of n members as though they were random samples of n members often leads to calculation of confidence limits for the mean quality which are larger than they should be with the result that unnecessary additional sampling is done. The reason for this will emerge in the following discussion leading to Eq. 24 and its generalization. In order to inquire into such questions on a rigorous basis and at the same time avoid arithmetic complications that would obscure the concepts involved, a one dimensional distribution of quality will be assumed. Layers of magnetic taconite of above average magnetic iron content extend down dip on the Mesabi Range to depths beyond the reach of open pit mining. A selected layer with thickness of 75 to 100 ft underlies many square miles. Such a selected layer can provide over 50 million tons of recoverable concentratc per square mile, at lower concentration ratios than in the present open pit taconite operations. The system contemplated would consist of large scale underground quarrying by a lane and pillar method. Working heights would be 60 to 100 ft; room widths, 50 to 75 ft; and productivity targets, about 40 tons per man-shift. The most critical problems would he roof control and blasthole drilling. The successful operation of large open pits and concentrating plants for treatment of magnetic taconites indicates that the basic techniques and economic problems of pellet production have been solved. The open pit reserves are large, but they are not necessarily available in sufficient quantity or quality to provide an adequate raw materials base for all potential producers. Furthermore, as the more easily available open pit crudes are used up, the pits will become deeper, stripping costs per ton of concentrate will increase, and recoveries will decrease as leaner crudes are utilized. The time will come when supplementary and replacement reserves of magnetic taconite will be required. One way these can be obtained is by underground mining of the down-dip extension of the Mesabi magnetic taconites, especially those layers averaging well over 25% recoverable iron. A key point in such a proposal is the possibility of realizing substantial savings by beneficiating an ore of 30% magnetic iron at 2.5 to 1 ratio of concentration. This contrasts with current practice in Mesabi commercial taconite plants, where the ore averages 22 to 25% magnetic Fe, with concentration ratios of about 3.0 when producing 61% Fe pellets. Two factors which favor the eventual development of underground taconite mining are: 1) the desirable physical structure and high grade of taconite pellets in general and 2) the improved engineering techniques in underground mining. Most grouting has been done to stop water flaw in mines and for stabilizing foundations of various man-made structures, a survey of the U.S. literature reveals. Apparently Sun Manuel is one of the first mines in this country to use grout extensively underground for strengthening and stabilizing ground in drifts, shafts, and stations. A comparison with other procedures as well as details of the Sun Manuel program are covered. The employment of pressure grouting as a ground stabilizer at the San Manuel Copper Corp. mine reduces delays in both development and production, lowers costs, and makes possible safer working conditions. It specifically reduces delays in haulage operations and permits the maintenance of normal ventilation. In development work this grouting allows faster excavation by cementing together highly fractured or broken ground that otherwise would require extensive cribbing or spiling. In drift repair, it consolidates the loose or fractured rock over the timber or steel drift supports, thus decreasing the frequency of repair, lessening the hazards from falling rock, and curtailing delays due to blockage of drifts by muckpiles and repair operations. Pressure grouting is the process of pumping an accurately controlled mixture of cement and water into loose, fractured, or porous rock. The ratio of water to cement varies according to the nature of the rock encountered, from the thinnest mixture of 30 gal of water per sack of cement, used to fill very fine fissures, to very thick grout of 5 gal of water per sack of cement, used to fill large fissures or extensive areas of loose, broken rock. The pumping pressures at San Manuel vary from about 100 to 1000 psi, depending upon the compactness of the rock, while at other mines the pressures sometimes go as high as 5000 psi. In order to grout an area in which ground water is encountered, the pumping pressure of the grout must be increased by an amount equal to the pressure of the ground water. GROUTING IN DEVELOPMENT WORK The areas under development at San Manuel include many sections of loose, highly fractured rock. Prior to the advent of the grouting program, drifts, shafts, and stations in these areas could not be excavated without utilizing extensive support such as cribbing, spiling, and breast boarding. This slowed down the development work and increased the costs considerably over that required for excavating in more competent ground. Now, when a particularly bad area is contacted, the mining is temporarily stopped while the bad portion of drift or shaft is grouted. After the grouting is completed, the excavating is resumed with an approximate decrease of 50 pct in lost time and costs. Grouting in Drifts and Turnouts: The grouting procedures and patterns used in drifts and turnouts are very similar. The standard procedure for grouting such a turnout is shown in Fig. 1. After the ground is supported as well as possible with cribbing or lagging, the gaps between the back lagging and side lagging are plugged with empty cement sacks or additional timber, if necessary. The ground surrounding the proposed turnout is then grouted in two stages. In the first stage, the broken and caved rock is drilled and grouted to a depth of 5 to 10 ft, depending on the depth of the broken rock. This stage forms a grouted seal that allows higher pressures to be used at depths beyond 10 ft without developing excessive leaks at the face. After a grout hole is drilled, a 10-ft long pipe is wedged tightly into it with empty cement sacks. Grout is then pumped into the hole until the pressure reaches 200 to 300 psi, and the pipe is subsequently removed if it hasn't become cemented in. No more than one hole at a time is drilled and grouted because the grout has a tendency to go from one hole into another, plugging up the latter. Five or six holes are usually adequate for the first 10 ft of grouting. Experience has shown bentonite to be a useful admixture to the grout, particularly when it is indicated that the grout is being lost into large fissures or voids. Bentonite increases the plasticity of the grout enabling it to remain in place more easily until it has begun to set. Introduction In 1986, the US economy passed the $4 trillion mark. However, the value of domestically processed materials of mineral origin fell slightly to $240 billion. The value of metals produced from US ores was unchanged at $5.6 billion, as was recycled scrap at $4 billion, while the value of industrial minerals rose slightly to $17.9 billion. Consumer demand strongly affects mining and the US economy is relatively saturated with longlived products. Moreover, in recent years there has been a steady increase in consumer, mortgage, and federal debt, inhibiting new purchases of goods. Motor vehicles and housing are major traditional markets for mineral materials. However, the 242 million US citizens already possess 170 million licensed motor vehicles and 92 million dwelling units. In 1986, domestic motor vehicle production fell 3%, to 11.3 million units, while new housing starts rose slightly to 1.8 million units. Nearly all mineral commodities move relatively freely in world trade. As detailed in Figs. 1 and 2, in the last three decades world production of major mineral materials has greatly increased. At present, substantial excess productive capacity exists not only in the US but also in many other countries. Consequently, the US mineral industry is encountering increasing competition from other sources, along with increasing competition from newer, engineered materials. For example, US production of plas¬tics has risen from 900 kt (1 million st) in 1950 to 22.7 Mt (25 million st) in 1986 - on a volume basis significantly greater than steel. Plastics, too, are mineral-based materials, some 7% of petrochemicals going to their manufacture. 1986 saw increased calls for protection. But President Reagan, in his 1987 State of the Union Message and Economic Report to the Congress, reaffirmed adherence to a policy of free and fair trade. However, he stressed the need for increased efforts to open foreign markets to US exports and to increase competitiveness of US industry US imports of mineral-based minerals in 1986 were valued at $40 billion and exports at $24 billion. Strategic minerals As detailed in Fig. 3, imports supplied a significant proportion of total US consumption of several important materials, including many classified as "strategic and critical." There were no changes in stockpile policy during the year. Congress debated the President's 1985 proposals to reduce stocks of World War II-type materials and to focus more on high technology materials needed for the cutting edge of future military material. But no final action resulted. However, Congressional concern about apartheid in South Africa did result in increasing pressure to limit imports of South African minerals. Meanwhile, the National Critical Materials Council in the Executive Office of the President intensified its efforts to be better able to advise the President. The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Nonfuel minerals Major metals Raw steel production-a major con¬sumer of many minerals-rose 14% to 92 Mt (102 million st). Domestic iron ore production rose 25% to 59 Mt (65 million st), about 96% pelletized. Net imports rose 37% to 16 Mt (18 million st). Raw steelmaking capacity of 102 Mt (112 million st) was unchanged. Voluntary Restraint Agreements with 21 steel exporting nations limited im¬port penetration to about 20% of the domestic market. In the first half of the year, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in the second half led to the Persian Gulf War in January and February 1991. This caused an oil shock that dampened the economy. So the US gross national product rose only 0.9% to $5,463 billion (US billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The Department of Defense continued to review stockpile goals and to upgrade several mineral materials. In addition, the Bureau of Mines continued to maintain the standby Emergency Minerals Administration. The Defense Production Act, which authorizes priorities, alloca¬tions and supply expansion, lapsed on Oct. 20. So the Selective Service Act of 1967 became the authority for assuring that orders of the armed forces and defense atomic-energy programs were given priority treatment. Consumer demand strongly affects mining worldwide. US citizens carry significant debt, and large stocks of housing and consumer goods are already in place. Some 250 million persons have 188 million licensed motor vehicles and 100 million dwelling units. Consequently, new car production fell 11 %, to 6.1 million units. Truck and bus production fell 8%, to 3.7 million units and new private housing starts fell 13% to 1.2 million units.

In 1992, the United States economy grew at a rate of 2%. The Gross Domestic Product rose to $5,946 billion. With 257 million people - 635,000 in mining including petroleum - the United States has more than 100 million dwelling units and more than 190 million licensed motor vehicles. New private housing starts rose I 1 % to 1.2 million units. New car production rose 4% to 5.7 million units. Truck and bus production rose 20% to 4 million units. The rate of inflation was 3.5% and the prime rate of interest was 6.25%. The Producer Price Index (1982 =100) was relatively unchanged from 1991 as follows: fuels and related products and power 80, metals and metal products 119, chemicals and allied products 126 and nonmetallic mineral products 117. Energy Imports of crude and refined petroleum, costing $50 billion, rose 3% to 455 Mm3 (2.9 billion bbl). Domestic petroleum production fell 1 % to 582 Mm3 (3.5 billion bbl). Petroleum supplied about 41 % of US energy, natural gas 24% and coal 23%. Coal production, 60% from surface operations, rose 1 % to 914 Mt (1 billion st). About 78% was used to generate electricity and 3% was coked. Exports valued at $4 billion included 57 Mt (63 million st) of metallurgical coal and 39 Mt (43 million st) of steam coal.
