FORM of ore bodies, strength of wall rock, and quantity of water that must be handled differ so greatly in the various districts in which the Corporation operates that a variety of mining methods have to be employed. All are underground, however, with the exception of glory holes at Cerro de Pasco from which siliceous silver pacos ore is obtained. In general, the ors is in many relatively small bodies unsuitable for hulk mining, such as caving or top slicing. The strength of the rock and ore rarely permit open stopes, though shrinkage is successfully used on various veins with strong walls, particularly in, Casapalca. Horizontal cut and-fill and square-set stoping with careful filling are the principal methods employed, with the necessarily higher cost for supplies and labor offset as much as possible by care in the avoidance of dilution. The mines at both Morococha and Casapalca are notoriously wet, and even at Cerro de Pasco the quantity of water was enough to retard deep development until the perfection of electric pumps. In Morococha particularly, the extension of successive levels, first from adits of moderate length, then from shafts and heavy pumping installations on the 750 and 1000 levels, and finally by the 30,564-ft. Kingsmill tunnel, was one of the most difficult and long continued fights against water and resulting heavy ground that is recorded in mining history.

IN 1880, mining operations were commenced at the Copper Queen mine. The famous Queen orebody, which extended to the surface, was first quarried from a large open cut in the outcrop. The orebody was followed down to the 300 level with the Queen incline, and stoped. This, we believe, marks the introduction of square setting in the Bisbee district, which is still the method most generally used. Orebodies The orebodies in the Copper Queen mine occur in the limestones, and the main portion of the ore has been mined from the Abrigo, Martin, and. Escabrosa limestones. While the orebodies outcrop in the extreme western end of the mine, the general dip is to the east and south, at an angle of about 20°, although this dip is not by any means regular, being, in fact, very irregular locally. The ore is remarkable for its variableness in character, some of it being very soft, requiring a large amount of timber, and other portions consisting of extremely hard sulphides. The orebodies, in general, While remarkable for their continuity, are very irregular, both as to shape and size. The mine having been in operation so many years, and mining having been prosecuted over such a large area, the operations have caused the shrinkage of the overburden, and there is a constant movement, which is shown y large cracks and interstices in the surface rocks, which largely contribute to the very high deadwork or maintenance cost of the mine. It is surprising that for year 1913 it cost almost $400,000 just for the one item of repairs and deadwork in this property.

THE Homestake mine is situated in Whitewood mining district, in the northern Black Hills of South Dakota, in the city of Lead, Lawrence County. The entire property, comprising 557 lode claims with a total area of 3343 acres, is held under United States Patent. The older claims were 300 by 1500 ft. under local regulations, the newer ones 600 by 1500 ft. The Homestake was discovered April 9, 1876, by Moses and Fred Manuel, and Jake Harney, who were drawn into the northern hills, from the Custer placer district, by news of the discovery of rich placer deposits in Deadwood Gulch. They located a number of additional lode claims and, in a short time, the whole country was covered with locations. The Manuel brothers built an arrastre the following winter and took out $5000. The next year the Homestake lode was sold to Senator George Hearst and associates, who organized the Homestake Mining Co. Other companies were formed to exploit other groups of claims and at one time five companies were operating on this deposit, the Father DeSmet, the Deadwood-Terra, the Caledonia, the Highland, and. the Homestake Mining Co. These companies, however, have been merged into the Homestake Mining Company. The first stamp mill, known as the "Eighty Mill," commenced operation on July, 12, 1878, and production has been nearly continuous since that time.

The town of Hedley is some 200 miles due east of Vancouver and lies in the bottom of the Similkameen River valley, at the junction of Twenty Mile creek, at about the 1,700-foot elevation above sea level. The Nickel Plate mine camp is on Nickel Plate mountain at an elevation of about 5,600 feet, four miles slightly east of north from Hedley, to which it is connected by 9 miles of road, and by 10,000 feet of tramway and electric railway. The latter is used both to transport the ore to the 275-ton mill at Hedley and to furnish the mine with supplies. History The Nickel Plate claim was staked in 1898 to cover the sole outcrop of the Nickel Plate system of orebodies. Soon afterwards it was optioned by the Marcus Daly interests of Butte and underground exploration commenced. Early exploration was successful, and a power plant, tramway, and mill were constructed. The mill began operations in 1904. Production under Daly control ensued from June, 1904, to August, 1909, and amounted to 167,000 tons. The Hedley Gold Mining Company was organized and commenced operations in 1909. The capacity of the mill was increased by stages to 200 tons and a steady production, except for short periods in winter, was maintained until 1930. By 1930, gold to the value of nearly $10,000,000 had been produced since the discovery in 1898. The South American Development Company optioned the property in 1932. Active exploration was conducted during 1933 and 1934 by the Kelowna Exploration Company, a subsidiary of the South American Development Company. This work was sufficiently successful that, coupled with the increase in the price of gold from $20.67 to $35.00 per ounce, production re-commenced in December, 1934, and continued uninterrupted until July, i946, when, along with all B.C. gold mines, a strike closed operations. Under the present ownership, the mill capacity was increased to 275 tons.

Introduction The property of Wright-Hargreaves Mines, Limited is situated at the northeastern end of Kirkland lake, Ontario. It lies immediately east of the Lake Shore mine, and about in the centre of the Kirkland Lake camp. The district is served by the Swastika-Rouyn branch of the Temiskaming & Northern Ontario railway, the town of Kirkland Lake being four miles northeast of Swastika, which is 63 miles north of Cobalt and 392 miles north of Toronto. The mine is developed by three shafts and has more than twenty-eight miles of underground workings. There are two main producing veins, which lie in a porphyry boss 1,350 feet wide. Milling started in May, 1921, and to-date (January, 1933) the mine has produced gold to the value of $21,770,183. Present production is at the rate of 800 tons of ore per day. For a description of the geology, reference may be made to the report by E. W. Todd on the Kirkland Lake Gold Area (1). Structure and Ore Deposits The two major productive veins on the Wright-Hargreaves property are known as the North vein and the South vein. In the vicinity of the shafts these veins are approximately 550 feet apart. A third vein, known as the Inclined vein, has been worked from its junction with the South vein at the 2,000-foot level to its intersection with the North vein at the 800-foot level. This inclined vein has to date been found only in the area east of the eastern major north-south fault. The main North vein and South vein have a general vertical dip, although local rolls and post-ore faults throw certain sections out of line. From the surface to 3,900 feet, the North vein is displaced south less than 200 feet, and the South vein at the same horizon is almost perpendicularly beneath the surface showings.

Introduction The purpose of this paper is to give a brief, general outline of mining practices at Torbrit Silver mine. The geology of the mine is touched on as it is felt that a rough picture of the geology will result in a clearer understanding of the mining methods employed. The main part of the paper deals with mining methods and a section is included on haulage. Development practice is mentioned only briefly. Torbrit Silver Mines, Limited, a subsidiary of Mining Corporation of Canada, is located in the Alice Arm area of northern British Columbia. Access to the mine is by boat to the village of Alice Arm at the head of Alice arm, then truck road, following the course of Kitsault river for 18 miles in a northerly direction to the plant site. The main portal is a further two-thirds of a mile along the course of the river, at approximately the same elevation as the plant, 1,014 feet above sea level. Geology The ore occurs in a massive, irregular-shaped quartz-barite body replacing a folded area in a series of volcanic breccias, tuffs, and flow rocks locally referred to as 'green-stones'. A series of parallel, nearly vertical, fine-grained basic dykes cut across the formation at right angles to the strike of the ore belt over a horizontal distance of 140 feet. The whole of the quartz-barite vein material, which ranges up to several hundred feet wide in places, carries silver values but commercial grade is confined to lenses and shoots where there have been more than usual concentrations of native silver and silver-bearing minerals. The ore-bearing structure plunges at approximately 25 degrees along an axis striking roughly N.65°W.

A SIDE from the technical sessions held as noted elsewhere, the chairman of the various sub-committees of the Mining Methods Committee, together with a few other specialists, were invited to a conference with President Bradley, which was held on Wednesday afternoon, Feb. 20. The general plan of a comprehensive series of comparable papers descriptive of mining practice in various parts of the country, launched by this committee some seven years ago having been adopted by the U. S. Bureau of Mines, the feeling was general that the Committee could safely 1eave.that part of its work in these capable hands and turn its attention to other matters. PERHAPS the most interesting paper of the subsidence session on Monday morning was that by Roland D. Parks entitled "Yieldable Metal Props for Underground Support." This paper described the development of a telescoping prop made from two pieces of pipe. The lower and larger in diameter has cast in it a soft metallic alloy which is slowly extruded through an orifice in the upper and smaller piece of pipe. In this way, the length of the prop decreases gradually as the load from the roof increases. The stress-strain diagram for these props, as tested in the laboratory, is almost ideal, and can be duplicated satisfactorily in successive tests. They have not yet been tested underground. Another paper of much interest was presented by Prof. P. B. Bucky. It is an addition to his series on structural models as applied to mining and was entitled "Effect of Approximately Vertical Cracks in the Behavior of Hori¬zontally Lying Roof Strata." It was illustrated by motion pictures of a model under test. After explaining the un¬derlying theory, the apparatus and the mode of testing, Prof. Bucky set forth the effect of vertical cracks in a mine roof, as follows: (a) the wider the crack, the weaker the roof; (b) where the sides of the crack are in juxtaposition, there is little weakening of the roof; (c) grouting cracks whose sides are not in contact restores the strength of the roof until it may be as strong as, or stronger than the uncracked roof. Small paper props helped sustain the roof. Both the nature of the material and its bonding affect its behavior under stress.

Any discussion of barite mining is virtually impossible without considering, almost in the same breath, the many other variables, such as beneficiation, transportation, infrastructure and location that impact the economics of a particular barite orebody. My comments will be limited to just the mining aspects of barite orebodies and these observations must be considered in proper context with all other parameters affecting exploitation of a barite property prior to final decision on economic feasibility. In many instances low-cost mining situations are more than offset by high-cost beneficiation requirements. Likewise, there are cases of relatively high-cost mining associated with no or low-cost beneficiation requirements thus permitting economic exploitation. Barite orebodies and occurrences are almost as varied as the number of occurrences. As in most mining situations, the design of a mine plan and implementation of a proper exploitation program must be approached on a case by case basis. Proper and sufficient geologic control of a barite orebody must precede the development of a mine plan. Generally speaking, barite orebodies can and, at many times, do "strange" things; pinch with depth; almost never increase in size with depth, overturn, fault-off, change grade, etc. Due to the extreme variable nature of most barite orebodies, a mine plan and its implementation must be as flexible as possible. The ability to quickly adapt to variable conditions will greatly enhance the economics within a particular barite mining environment.

Application of shrinkage stoping methods, without filling, in the mining of large silver-gold orebodies in the Mogollon district, where the ore is hard and wall rocks stand well without timbering and where veins make little water. Vertical and inclined shafts in use with both surface and underground hoisting stations. Storage pockets used on main hoisting levels, with electric signals and telephones for communication. Power is generated by De La Vergne engines having a total sea-level rating of 1540 hp. On account of the remote location of the camp, transportation is an important item of expense, amounting in 1922 to $0.641 per ton of ore milled or $0.265 per ton-mile on all freight hauled. THE Mogollon mining district is in the southwestern part of New Mexico near the southern end of the Mogollon range, from which the district takes its name. The town of Mogollon is but 37 1/2 mi. in an air line northeast of Clifton, Ariz. The air-line distance from Silver City is 52 1/2 mi. and from Tyrone, 57 mi. Supplies are transported by motor truck from Silver City. The distance by road is 75 mi., half of which is an improved highway of modern construction. Transportation has always - been a large item of expense in carrying on operations in the district. Valuable ore is said to have been discovered in the Mogollon Mountains as early as 1870 but the first regular prospecting was carried on in 1875, by James C. Cooney, a sergeant from Fort Bayard. His discovery of rich silver-copper ores in the region of Mineral Creek led to the establishment of the Camp of Cooney. Remote from any settlements where there was a semblance of law and order, and harassed by the Apaches, development was slow and nearly 10 years elapsed before the village of Mogollon was established on Silver Creek. Prospecting in this section of the district had disclosed the outcrops of several promising veins containing silver-gold ores. Among the early claims located were the Last Chance, Top and Confidence, on what has proved to be the most productive vein in the district.

THE Mother Lode district in California is probably better known as the land of Bret Harte and Mark Twain than as a gold-producing district, although in this respect it holds an important place. The history of . quartz mining on the Mother Lode dates back to the '50s, when, after the first fever of the gold rush, men began to look for something more permanent, if not more lucrative, than the placers. Since that time,: the discoveries, shutdowns, and reopenings of the many mines, together, with the varying fortunes of their numerous operators, constitute an: interesting chapter in California history, but one too long to include in a description of mining methods. The district is well situated, so far as physical conditions are concerned. The Mother Lode extends along the western slope of the Sierra . Nevada Mountains, about half way between the crest and the Sacramento and San Joaquin Valleys, the country traversed consisting of low rolling hills-typical foot-hills. The elevation varies from 1000 to 1800 ft. and the climate is most desirable. There is an abundance of water, timber is easily obtained from the higher foot-hills a few miles east, and: cheap hydro-electric power is generated practically on the Lode. These natural conditions are conducive to low costs in mining and have been the deciding factor in allowing profitable exploitation of the comparatively low-grade orebodies. Transportation facilities are, not bad. Five branch railroads, from the main trunk lines in the valley, tap the district at intervals of from 10 to 30 miles, the roads connecting these are fairly good for trucking purposes. Labor is made up of several nationalities, the principal ones being American, Spanish, Jugo-Slav, Italian, and Mexican. There were few Mexicans on the Lode prior to 1919, but the shortage of labor, experienced generally by the mining camps of the country in the years following the war, made necessary the hiring of some. The percentage of Mexican labor rapidly increased in 1920 and for a year or so thereafter, but it has now diminished until at most of the mines only a few Mexicans are working. Of the different nationalities, Americans are the most efficient and Mexicans the least.

THE first mention of the mining and use of coal in the Pittsburgh district refers to the mine under Duquesne Heights that furnished coal for the garrison at the fort at Pittsburgh in 1760. Coal had been dug and used as fuel just outside of Brownsville, Fayette county, in 1759, but this was not a regular mine as the opening was in an outcropping. Maps of Ohio in 1770 showed "Cole Mines" at various points. The Penns purchased all the coal south of Kittanning in southwestern Pennsylvania from the Chiefs of the Six Nations for a reported price of $10,000. During the Revolution, coal from Herron Hill, Minersville, and Coal Hill, all within the present city limits, was used in Pittsburgh. There is today one custom pit opened in Coal Hill (Duquesne Heights). The first steam engine was set up in Pittsburgh in 1794 and used coal as fuel. The first mine in the Youghiogheny gas district was opened in 1796. In 1803, the first shipment of coal by water was made from Pittsburgh down the Ohio river and landed at Philadelphia, where it sold for approximately $9.50 per ton. The mines along the Monongahela were naturally the first to be opened. With the completion of locks and dams in 1844, permitting slack-water navigation, the industry began to thrive. The No. 8 field of Ohio and the Fairmont region of northern West Virginia were opened in the period 1840 to 1855. From that time on there has been a continuous development of the coal resources of this district, until at present-productive capacity is enough to supply 30 per cent. of the country's needs of bituminous coal. MINING operations in the Waihi mine began, under the present proprietorship in the year 1889. Previous to this, and as far back as the year 1880, the presence of reefs in the Martha Hill had been known, and surface working on a small scale had beencarried out, without any great measure of success. The only method of treatment in use at this time was the old system of light stamps, amalgamating tables and berdans, and recovery by this method being low, little margin for profit was left, so thatthe property in these days was not considered of great importance and work on the area was only carried on spasmodically by different owners.On the transfer of the leases to the present company, calcining, dry crushing, and hot pan amalgamation was adopted as the method of treatment, and this system was continued till the more modern cyanide process was introduced and applied. As themethods of treatment and gold-saving became more efficient with the application of more modern and scientific processes, the importance and future prospects of the mine became more and more pronounced, and mining on a larger and more comprehensive scale was gradually established.As in the case of ore treatment, mining methods in the early stages were not as far adv.anced as the adopted practice of today, and numerous shafts, levels close together in vertical height.

This paper gives a description of the methods of mining employed at North Broken Hill Limited, Broken Hill, N.S.W.GEOLOGICAL NOTESThe main Broken Hill lode occurs as a replacement of tightly folded pre-Cambrian sediments. Replacement has followed certain stratigraphical horizons and the main bulk of the ore is found where these have been packed into the noses of anticlinal and synclinal folds.Throughout the mine the ore-bearing folds pitch north fairly consistently at 45 degrees, as a result of which two favourable horizons in the same fold appear in plan as separate orebodies and these are referred to as the "Southern Orebody" and the "Northern Orebody" respectively.The general dip of the orebodies to the west is about 60 degrees. A typical sill is shown in the plan of the 1,400-ft level (Fig. 1).Both the hanging wall and footwall rocks throughout the mine are weak and, as a result, it is necessary that the hanging wall must be well supported after ore extraction, to prevent subsidence. The weakness in the footwall is confined to a narrow zone, approximately 60 feet in width. THE mines operated by the South American Development Co. are located in the Zaruma mining district of southwestern Ecuador. They are near the old mining town of Zaruma, which is the only important city in the canton of the same name. The district is situated in the upper end of a valley lying between two spurs of the Cordillera, one of which may be considered the Coast Range and the other an intermediate range. The mining camp proper, known as Portovelo, and the plant are 2.4 km. south of Zaruma, on the north bank of the Amarillo River, a tributary of the Tumbes River, which flows southwestward through Peru to the Pacific. Portovelo is difficult of access; it is reached from Guayaquil by means of river steamers and muleback. Embarking at Guayaquil, the route is down the Guayas River, across the Jambeli Canal, and up the Santa Rosa River to Santa Rosa, a distance of 177 km. From Santa Rosa, the road or trail follows the Santa Rosa River, then across the summit of the Coast Range into Portovelo, a distance of 74 km.-a two-day trip on muleback. The mining property of the South American Development Co. comprises 297 lode claims and 142 placer claims. The combined lode claims cover an area, roughly rectangular in shape, 9000 m. long from north to south by 4000 m. wide; the northern edge of the rectangle is about 3000 m. north of the central plaza of Zaruma. Mineral lands in Ecuador are held by virtue of an annual tax per claim paid to the central government, no surface rights being included.

THE Mascot mines of the American Zinc Co. of Tennessee are situated in the Holston River valley, in Knox County, Tennessee, about 13 miles (20.9 km.) east of the city of Knoxville, and form a property of three operating shafts and one open pit. A second open pit is located at Jefferson City about 16 miles (25.8 km.) east of the Mascot mines. Geology Topography.-The principal topographical features of the region within which the zinc deposits occur is a series of parallel northeast and. southwest ridges which reach altitudes of 200 to 400 ft. (61 to 122 m.) above the valley. These ridges are formed of resistant formation such as sandstone, quartzites, etc., while the valleys are occupied principally by limestone, including Knox dolomite, and by shale and other formations subject to quick erosion. The Holston River valley is wide and open with a rolling surface. Sink holes are common to the limestone portion, the general aspect of the valley being that of well-rounded hills with low intervening valleys superimposed upon which is a characteristic sink-hole topography. General Geology.-According to Keith, the rock formation of the area extends from the lower Cambrian into the Silurian. The region has undergone severe deformation with heavy faulting, the underlying Cambrian having been brought to the surface by a series of low angle thrust faults, the strike of the faults and formations paralleling the general northeast and southwest direction of the topography and clipping at varying angles to the southeast. In general the Cambrian quartzites, sandstone, etc., occupy the ridges while the Cambro-Silurian dolomites, limestone and shales occur principally in the valleys. Of the latter, the Knox dolomite is of particular interest to this paper in that it is the ore carrier in the Mascot area. THE United Verde Extension mine is located in the Jerome mining district, on the eastern slope of the Black Hills, approximately northeast of the town 'of Jerome, Yavapai County, Arizona. The ore deposit may be termed a replacement in Yavapai schist. This schist is one of the oldest formations in the district, being probably of volcanic origin, and has been folded and faulted and contains intrusions of diorite and quartz porphyry. It is believed that the mineralization followed the porphyry intrusions and replaced the country rock; this was followed by erosion and a period of secondary enrichment, all completed in pre-Cambrian time. Later sediments of sandstones and limestones, to the depth of approximately 600 ft. (182 m.), were laid down, followed by volcanic flows. Faulting and erosion again took place, resulting in the present complicated arrangement of the strata. Prospecting, therefore, is very difficult, because the sediments practically cover the mineralized areas. This necessitates the sinking of deep shafts, cross-cutting, and, in some instances, diamond drilling to learn something of the various relations of the different formations and the occurrences of intrusions associated with ore deposition. The locating of new orebodies, therefore, is beset with innumerable difficulties. EARLY MINING METHODS The two orebodies constituting the principal resources of the company are known as the- small orebody and the Bonanza, or large orebody. These are about 150 ft. (45 m.) apart, and while they appear to be distinct orebodies may later prove to be connected. The character of the ore, the general associations of the porphyries adjoining the orebodies, and other characteristics, both in the ore-and general environment, are very similar. The small orebody was the first to be discovered and was mined for some time before the Bonanza was found.

THE Verde mining district is in Yavapai County, in north-central Arizona. Jerome, the principal town, has a population of 6000 and the two important mines of the district-the United Verde and the United Verde Extension-lie almost within its limits. Perched high on the southwest side of the Verde valley, at elevations of 4800 and 5500 ft. (1463 and 1676 m.) respectively, both mines have long tunnels from their lower levels through which the ore is hauled to the smelters. Clarkdale, the smelter town for the United Verde mines, lies in the Verde valley 4.1 miles (6.5 km.) distant in an air line from Jerome and at an elevation of 3560 ft. The two towns are connected by the standard-gage railroad of the Verde Tunnel and Smelter R. R., a subsidiary of the United Verde Copper Co. This road is 11 miles long and has a compensated grade of 4 per cent. At Clarkdale it connects with the Verde valley branch of the Santa Fe railroad. Clemenceau, the smelter town for the United Verde Extension mine, lies 3.5 miles (5.8 km.) in a southeasterly direction from Clarkdale, at an elevation of 3420 ft. It is connected to the Verde Valley branch of the Santa Fe railroad at Clarkdale by the Arizona Extension R. R., . a subsidiary of the United Verde Extension Mining Co. The portal of the haulage tunnel, at an elevation of 3757.5 ft., is also connected with the smelter town by 4 miles of standard-gage track belonging to? the same company. In the vicinity of Jerome, the great southern escarpment of the Arizona plateau forms the northeast side of the Verde valley. The general level of this escarpment, or "rim" as it is called, is about 4000 ft. above the Verde River. A corresponding elevation is reached only by the highest peaks of the Black Hills, which bound the valley to the southwest. Two lava-capped mesas, known as "Mingus" and "Wood chute mountains," form the culmination of the Black Hills. That part of the Old Black Hills mining district which lies between their crests and the Verde River is now known as the Jerome, or Verde, mining district. If the . smelter towns are not included, a strip about 7 miles long by 3 miles (11 by 5 km.) wide, embraces practically all of the properties belonging to the Jerome district. This strip lies parallel to and along the side of the Verde valley from First View, 2 miles northwest from Jerome, to the vicinity of Allen Springs, at the south end of Mingus mountain and all within the boundaries of the Prescott national forest reserve.

THE initial meeting on Mining Methods* opened at 10 o'clock Monday morning with Scott Turner as chairman and W. Spencer Hutchinson as vice- chairman; about 60 attending. After preliminary announcements Theodore Marvin was called on for his paper,, entitled "Rock Tunnel Methods," which has been appearing serially in The Explosives Engineer. Marvin read the introduction and called attention to the account of one or' two particularly' interesting projects, such as the. Brooklyn water supply tunnel. E. D. 'Gardner, Char1e.s S. Hurter, L. D. Lamont and Spencer P. Howell took part in the discussion, Howell commenting on the fact that, in one case cited, misfires had occurred through detonator wires 'coming in contact with the case of an unapproved flashlight, .,: and that all flashlights should be approved.

Mining in Mexico has an immensely long tradition. In his first letter reporting to his sovereigns from Mexico in July 1519, Hernan Cortes wrote, "To our mind it is probable that this land contains as many riches as that from which Solomon is said to have obtained the gold for the temple ... " 1 But not only precious metals drew his attention; in 1524, short of tin needed for casting guns, he found it in Taxco. As an added bonus, those who went to find it "came upon a vein of iron which according to experts is of exceeding richness." 2 Since then, the mines of Mexico have yielded up enormous amounts of mineral and continue to do so. Mexico is one of the ten principal producers of minerals world-wide both in production volume and diversity. 3 Tens of thousands of tons of iron, sulphur, and coal come from its earth annually; it is the world's second largest producer of barite; third of antimony, fluorite, and graphite. 4 Copper, zinc, silver, molybdenum, arsenic and cadmium and others are wrested from its mines. The wealth is there; but maximizing its potential requires investment, technology, and markets that the government cannot itself provide. Thus mining, since the Mexican Revolution severely restricted by both law and policy, today looks to private investment to develop its potential. Beginning in 1989, Mexico's government cautiously moved to liberalize private sector involvement in mining; 5 using the experience gained from these initial regulatory changes, the current new Mining Law was adopted in 1992 6 and new Regulations were promulgated in 1993. 7
