The oil and gas lease is the basic contract of the oil and gas industry; it is the foundation stone upon which the producing industry, particularly, is based. As the industry is precarious and highly speculative, the foundation contract should be of the utmost integrity and certainty. But right there an anomaly exists; the oil and gas lease is the most obscure, most uncertain, doubtful contract in the realm of law today. That is a condition that must be considered when taking oil and gas leases, and when buying, selling, and holding them. It may fairly be asked why should this industry rest upon so insecure a foundation. Why should not the oil industry rest upon the contract that is the basis of all industry, the warranty deed? There are many contributing reasons, but the principal one is business expediency. The Anglo-Saxon idea of ownership of land is that every land owner owns from the center of the earth to the sky—all that is above and all that is below—consequently the oil and gas are owned by the person who owns the surface. That idea is not exactly true with reference to oil and gas, for many states have adopted the doctrine that oil and gas are like wild animals; they are fugacious and migratory and belong to the man that traps them. But, except for that doctrine, we believe that oil and gas are owned by the owner of the surface, wherein we differ from the Latin-American countries where the mineral rights are owned by the government. The United States was settled largely by homesteading. The owners of land were, in the main, farmers, who did not have the means or the faith to drill for oil or gas. The operators or speculators did not want to buy the land on the mere possibility of finding oil; hence a compromise resulted by which the land owner gave the speculator or the operator what he called an oil and gas lease, or a right to go upon his land and drill for oil and gas. What is supposed to be the first oil lease placed on record reads as follows: Agreed this 4th day of July, a.d. 1853, with J. D. Angier of Cherrytree township in the county of Venango Pennsylvania that he shall repair up and keep in order the old oil springs on land in said Cherrytree township, or dig and make new springs, and the expense to be deducted out of the proceeds of the oil, and the balance, if any, to be

At the Pennsylvania Steel Works, Steelton, Pa., a series of trials has been made with oil as fuel in steel-heating and open-hearth steel-furnaces with the following results : First Trial.—Hot 14-inch ingots, six to a charge, were heated in two Siemens' heating furnaces in the blooming mill, the oil being put in first in March, 1888. The oil used had been partly refined, so that the paraffine and some of the naphtha were removed. During a run of six weeks the consumption of oil was about 61/2 gallons per ton of blooms, including the oil required to keep the furnace hot over Sunday.

With the threatened falling off in production of the lighter oil pools of the Tampico embayment in Mexico, a general search of that country for oil-producing regions has resulted in renewed activity in the region of the Isthmus of Tehuantepec, one of the first districts exploited in Mexico. Since the drilling of the first well in the San Cristobal section by the Pearson interests in 1902, drilling has been continuous, except during 1917-1921, when practically all development was stopped by the revolutionary activity. Early in 1921, a drilling campaign was inaugurated for the purpose of testing out the known salt-dome poolfi on the flanks of the salt masses, rather than on their tops where previous tests had been located. On Dec. 7, 1921, the Aguila Co., with which are consolidated the Pearson interests and which has been the only company active in developing this region, unexpectedly drilled into a sand horizon at 3015 ft. with its Conception well No. 18. The hole was unable to handle the production, as a 1400-ft. string of 121/2-in. casing was hanging in the hole, a salt-water horizon drilled through at about 800 ft., was not cemented off, and 3000 ft. of 4-in. drill stem with rotary bit was in the hole. This well's potential capacity was never determined, but it made 7000 bbl. of 25" Bé. oil through the bit and Pin. drill stem, in one of its sporadic flows before sanding up, and thus proved itself capable of the largest potential production of any well on the Isthmus. The well showed salt water before caving and sanding up with the drill stem still in the hole, and will probably never be used for production. Wells Nos. 22 and 23, drilled nearby, have proved disappointments after making good showings of oil. In the spring of 1922, Ixhuatlan wells Nos. 28 and 29, deep tests supposedly on the flank of the known salt cores in that field, went into solid salt; No. 28 at 2250 ft. and No. 29 at 2400 ft. In the preparation of this paper the writer has drawn freely upon the writings of Orton, Munn, Shaw, Mather, Miller, Hoeing, St. Clair, Jillson, and others, as well as upon his own personal knowledge of the fields of both states. It is to be regretted that certain data gathered by him and his assistants last fall are not available for publication. Oil in Tennessee A few wells drilled for brine for salt making in Tennessee between 1820 and 1840 obtained oil, but no definite search was made for oil until just after the close of the Civil War. Active drilling was then begun in Overton and counties southwest of it on the eastern half of the Highland Rim. A number of strikes were made at shallow depths in the basal part of the Mississippian but the wells were soon exhausted and abandoned. Drilling was revived, about 1892, when the Spurrier district in Pickett County was developed and was followed by the Riverton district in the same county in 1896. A pipe line was laid from the Wayne County, Ky., fields and about 60,000 bbl. of oil were run before a very heavy slump in the production, a failure to find an extension of the field, and excessive local taxation caused the removal of the pipe line in 1906. There was then no production in Tennessee until the discovery, in 1915, of oil near Oneida, Scott Co., at about 950 ft. (289 m.) in fissures in the Newman or St. Louis limestone. This field, however, soon failed and was abandoned. In 1916, oil was found at Glen Mary, Scott Co., in the Newman limestone at a depth of 1232 ft. (375 m.) A number of wells have since been drilled there, some of which were dry while others, close by, were produccrs. The largest one yielded, at first, about 340 bbl. per day and produced for several months, when it suddenly went dry. Several of the first wells began at 6 or 8 bbl. per day and are still maintaining that output. Colombia has an almost ideal situation with lespect to the world's markets, being only a short distance from the Panama Canal and the West Indies. The sailing distance from its Caribbean ports to New York is less than that from Tampico. Geographically, Colombia consists of three systems of broad mountain ranges separated by two long narrow valleys. The Cauca River valley separates the Western or Coastal range from the Central range. On the west side of the Coastal range are the Atrato and San Juan Rivers. The Central and Eastern ranges are separated by the Magdalena River valley. In the department of Santander the Eastern range divides, one branch continuing northward as the Cordillera of Perija, the other turning eastward across Venezuela as the Cordillera of Merida. Between these ranges is the great basin occupied by Lake Maracaibo. These valleys consist mainly of long narrow reentrants or tongues of Tertiary sediments between the older rocks of the mountain ranges. The late Miocene and younger sediments seem to have been deposited in separated basins, but the Cretaceous and possibly some earlier Tertiary strata were laid down more or less continuously over a great part of Colombia and Venezuela. These strata were subsequently folded into the present ranges. The deposition of the Cretaceous and of some of the Tertiary was in a great sea, the main land mass being in Brazil, with land probably along some of the cores of the present mountain systems. The sediments, except the Lower Cretaceous, vary markedly in character and thickness. An illustration is seen in the massive series of non-marine conglomerates and sandstones of the upper Magdalena River valley, near Honda, which are almost wholly wanting in the coastal sections where marine sediments prevail. The oldest rocks bearing on the search for oil are the black carbonaceous and bituminous shales, limestones, and cherts of the upper part of the Lower Cretaceous. These probably are the main source of oil in both Colombia and Venezuela. They include thick bodies of true "oil shale." Above the carbonaceous and bituminous beds, lies a series of many thousand feet of clastic sediments. The most noticeable and easily recognizable formation among these clastic sediments is the "coal-bearing series," which may be either upper Cretaceous or Eocene. The

The submission of carefully prepared estimates of the oil reserves of the United States calls for no apology or explanation. In this country, petroleum is a rapidly wasting asset and an occasional appraisal of the amount remaining in the ground is a simple business procedure to safeguard the general welfare and the prosperity of the republic. The rumored danger of failure, in the near future, of the foreign supply on which we depend in constantly increasing amounts makes the immcdiatc review of our available reserves the more imperative. The Director of the U. S. Geological Survey, in March, 1921, requested the American Association of Petroleum Geologists to cooperate in the preparation of new estimates of the oil remaining in the graund. With the members of this cooperative committee, state geologists, regional geologists, oonsulting specialists, and geologists and engineers attached to many companies worked both independently and through subcommittees. The reports for districts, counties, fields, etc., after review by local or state committees, were discussed by the joint cooperative committee in conferences that, in some instances, were attended by the original compilers of estimates for the states or smaller areas. Finally the data were reviewed and the figures revised by the joint cooperative committee, so that the totals given in Table 1 represent the opinion of the committee, which was composed of F. W. DeWolf, W. E. Wrather, Roswell H. Johnsont Wallace A. Pratt, Alexander W. McCoy, Carl H. Beal, C. T. Lupton, G. C. Matson, K. C. Heald, W. T. Thom, Jr., A. E. Fath, Kirtley F. Mather, R. C. Seepages of oil in Ecuador have been known for many years. The locality first to receive attention, and still worked in a modest way, lies on the north shore of the Santa Elena peninsula, between La Puntilla and Salinas. Operations mere first conducted largely by local cdpital. Later, foreign companies acquired large blocks of land, where they have done considerable drilling. For details concerning present drilling activities in Ecuador, we are indebted to Leon Price, an Ame~ican resident engineer of Ecuador. The information solicited came to the author through the office of the American Consulatell with permission to use it. The coastal plain bordering the Province of Tumbes, Peru, continues to the northeast, but narrow on passing the Zarumilla River. From this point northward it widens toward Santa Rosa. In fact, the pampas, as shown on the official Wolf map, correspond fairly well to the areal extent of tbe coastal plain as far as Guayaquil. This is shown in a general way on the accompanying map. The author understands that the Guayaquil enlbayment is bordered on all sides by the coastal plain, as recognized at Tumbes and farther southwest, and that it can be followed without a break as far north as Palmar. This view is supported by the mapped area regarded by Mr. Price as favorable or possible oil territory. Moreover the islands in the Gulf of Guayaquil are the same geologically as the coastal edge, being composed of Tertiary sediments. The author understands also that Tertiary formations occur north of Palmar. According to a report by Mr. Cardon, of Guayaquil, Tertiary sediments are exposed in the region of San Francisco and extend to and beyond Pta. Calera. There is also reason to believe that at least the lower part of the valley of the Santiago River is occupied by Tertiary sediments, ~~hich probably border the const line and extend into the River Mini l)nsin, and into Colombia. On the south coast there are many seepages, most of them near the inner edge of the coastal plain, between Zarumilla and Santa Rosa and also between Santa Rosa and Machala. I11 the latter region are

The blast furnace of the Columbia Steel Corpn., at Ironton, Utah, was put in blast April 30, 1024, and its operation has presented some interesting problems. The coke for the furnace is furnished by 33 Koppers Becker type ovens of 15 tons capacity each. The coal is shipped from the company's mine at Columbia, Utah, which is approximately 123 miles from Ironton, and is probably the highest volatile coal that is being coked for blast furnace use in this country. But little has been written concerning the camp of Republic. In 1900 Chatard and Whitehead 1 reported the results of some experiments with samples of ore from the Republic mine, and a few years later Fritz Cirkel2 described the construction, operation, and results attained in the mill at the Mountain Lion mine. From time to time brief articles, mostly of a semi-technical nature, have appeared in the Engineering and Mining Journal and other mining periodicals. The general geology of the camp, especially in regard.to its areal features, has recently been ably described by Joseph B. Umpleby.3 To bring to mind the general features of the district it may perhaps be well to review briefly some facts in regard to it, before discussing the treatment of the ore. I. History and Production. The town of Republic is situated in the NW. corner of Ferry county, about 25 miles south of the International Boundary, on the head-waters of the San Poi1 river, in what was formerly the " north-half" of the Colville Indian reservation. On Washington's birthday, 1896, this portion of the reservation was thrown open to mineral location, and within a few weeks important discoveries had been made. The present Eureka mining-district was organized, the camp grew apace, and consignments of ore were shipped by wagon to Grand Forks, 30 miles away; or to Marcus, a somewhat greater distance. This short note on the probable character of the organic sulfur compounds in coal can do no more than indicate lines of research. We have no new experimental work to describe, nothing comparable in value with the careful studies of American coals by Powell and Parrl and Yancey and Frazer. A study of the manner in which sulfur compounds exist in British coals (and their behavior on heat treatment) is rendered increasingly necessary by the fact that the British reserves of good coking coals of reasonably low sulfur content are fast being depleted. We believe that it is essentially by a study of the modes of formation, occurrence, and decomposition of the various types of inorganic and organic sulfur compounds in coal that it will be possible, with hope of success, to attack the problem of purifying coals, otherwise eminently suitable for coking, from these objectionable ingredients. Sulfur, so far as is at present known, does not normally occur in the free state in the coal conglomerate, but is chiefly distributed, irregularly, in three forms : 1. As primary constituents of the coal conglomerate, organic in nature and probably associated with those molecular complexes that have resulted from the degradation of the proteins of the plant tissues responsible for the formation of the coal mass. These constituents can be classed as "organic sulfur." 2. As metallic sulfides, e.g., iron pyrites. 3. As metallic sulfates, e.g., calcium sulfate and ferrous sulfate. (The occurrence of these compounds varies with the occurrence and degree of degradation of class 2.) It is usually found that sulfur compounds of class 3, the metallic sulfates, are present in coal in small proportions only, amounting to about 1 or 1.5 per cent. of the total sulfur. The sampling and estimating of the orebodies in the mines of the Anaconda Copper Mining Co., at Butte, have been made a part of the work of the geological department. The wisdom of this assignment is apparent, considering the organization of that department, the nature of its records, and the scope of its regular work. In the first place, the district is divided into units of two or three mines each and a geologist is assigned to each group. His trips to all the working places are frequent and he follows the mining operations closely. His notes are graphic and detailed. In the office, he posts his notes on the standard maps and sections and on special maps for correlation purposes. With the approval of the chief or assistant chief geologist, he recommends development work underground and watches its progress. This gives the geological department a precise knowledge of the character of each orebody. Sampling is done by one or two samplers at each mine working under a chief sampler stationed in the geological office. The chief sampler has access to all the office maps and is in frequent consultation with the geologists; his instructions to the samplers are issued with the approval of the chief or assistant chief geologist. Not only is it important that the geologic information be used to direct the sampling but the reports of the samplers and the records kept by their chief are useful to the geologist, who needs them in his work of estimating ore reserves and deciding on recommendations for development work. The sampler, moreover, is at the mine every day and makes a daily report, which keeps the geologist in close touch with the progress of development work. The sampler is attached to the mine office and thus comes under the jurisdiction of the operating department. The investigation herein described was carried out for the purpose of studying, both by chemical and metallographical means, the extent of over-oxidation of steel that can be accomplished by excessive overblowing in a Bessemer converter. 111 addition there are appended some results of basic open-hearth and crucible steels. Remarks on Chemical Methods. The test block used was hemispherical in shape, 4.5 in. in diameter and 2 in. thick. Drillings for analysis were obtained by drilling through the entire solid part of the block, carefully avoiding all cracks and blow-holes and mixing these drillings thoroughly. Drillinga were carefully examined for scale and the finest were gone over with a microscope to be sure all scale from whatever source had been removed. Oxygen was determined by the well-known method of Ledebur, modified according to Cushman,1 with, however, the removal of the preheating tube, which was found unnecessary. This method has been found to give concordant results. Blanks run from 0.0003 to 0.0006 g. Duplicate determinations varied not more than 0.001 to 0.003 per cent. It seems to be generally supposed that the hydrogen method gives only that oxygen which is combined with iron. Whether this be true or not, the content of oxygen existing as iron oxide no doubt predominates sufficiently, so that the result obtained is sufficient to indicate whether the steel is over-oxidized or not. We are well aware that the oxides of manganese and chromium, when existing alone, are not reduced by hydrogen at a red heat. Most of the steel welding done at the present time is in material containing not over 0.3 per cent. carbon, and the tests here described were in similar material. These tests are not as yet completed but it is hoped that more results and more reasons for the conclusions may be presented at the meeting in February. From the time the author found the peculiar structure in electric welds referred to in a previous paper,' that is, needles or plates in the grains and similar material, in larger spots, at the grain boundaries, he has felt that these plates which may be iron nitride and probably contain some carbon, were at least partly responsible for the brittleness of electric welds. He has found but few traces of similar lines in oxyacetylene welds until the last 2 mo., he has since found large numbers under certain conditions. In the top of these welds, they are quite numerous. In the body of heavy oxyacetylene welds, they appear at times, but not nearly to the extent that they do in electric welds; the author has never seen them in the body of welds in material less than % in. (19 mm.) thick. They are shown in Fig. 82. The reason they were not noticed before is undoubtedly due to the fact that in making tests of welded pieces the weld was always ground off level with the plate, and as this structure only appears in the top 1/16 in (1-5 mm.) of the weld, they were removed by the grinding or machining; also, welds 3/4 in. thick had not been examined. It did not appear, in making bending tests, that this structure had much influence on the strength of oxyacetylene welds; while electric welds are noticeably brittle. Further, oxyacetylene welds made with certain special materials were exceedingly brittle even after the tops of the welds were removed; this was true in cases where there was no sign of the plates whatever and where the welds were remarkably free from oxide and the other usual defects. It appeared, therefore, that this brittleness did not depend on any variable that had been noticed so far, and it was decided to find where the rupture occurred in various kinds of welds made

In connection with law suits between mining companies at Bingham, Utah, a few years ago, the writer made petrographic studies of more than 1400 rock and mineral samples in thin sections, and also careful studies of their field relations. In petrographic studies, even when an area is studied intensively, attention is commonly centered very largely on the unusual features of special interest, so that the relative abundance of rock types (or minerals or textures) can only be determined by a study of map areas outlined largely by field methods, and cannot be based directly on microscopic work. It is very uncommon, and usually impossible, to take samples at regular short intervals along and across formations. It is precisely because such methods were used at Ringham that the work presents a rare opportunity for determining, on a microscopic basis, the relative abundance of rock types and the continuity of gradations between rock types. At the same time, a study was made of the alteration of sediments under the influence of igneous intrusions, with results that are believed to be of interest and importance. • Sandstone-limestone Gradation The sedimentary rocks of the Bingham district are chiefly sandstones, with some beds of limestone, all now lying with their strike nearly east and their dip nearly north at an angle of about 30°, near the surface. The limestone beds are remarkably irregular in thickness in some places, but usually change very slowly in composition along the strike. However, the most interesting results are obtained from a study of a section across the beds at right angles to the strike. In some places, such sections show the usual alternation of pure sandstone with nearly pure limestone, in the simple manner assumed in most geological discussions.

In estimating the unmined petroleum reserves of Central America, it is not feasible to employ the methods that have been worked out in thc oil fields of the United States. No producing wells have been brought in and no drilling sections have been made public. It is accordingly necessary to fall back on a crude "barrels per square mile" estimate. The method chosen is a comparison of the structure of the foreign field of unknown reserves with that of some supposedly analogous North American field of which the reserves have been estimated. This method makes no pretense at scientific accuracy, but furnishes a working basis for an estimate. The areal geology of Central America is illustrated in the inap prepared by Sapper and more recently in the geologic map of North America accompanying U. S. Geological Survey Professional Paper No. 71, "Index to the stratigraphy of North America." Disregarding for the present the narrow Quaternary coastal plains and alluvial deposits of the river valleys, three chief zones may be distinguished. These arc: A zone of late eruptive and effusive rocks; a zone of highly folded prr-Cambrian(?) or early Paleozoic crystalline schists and slates, considerably intruded by pre-Tertiary plutonic rocks; and a zone of more or less folded sediments, chiefly of Cretaceous or Tertiary age. The zone of late eruptive and effusive rocks of Central America begins in southeastern Chiapas, Mexico, and extends, with increasing breadth, across southern Guatemala, across practically the whole of El Salvador, and across southern Honduras to the valley of Rio Goascorhn, where the igneous zone attains a width of about 100 mi. (160 km.) East of the Goascordn Valley late eruptives and effusives play a subordinate part, being confined largely to thc Departments of Valle and Choluteca. Dikes and sills of igneous rocks intrude the sedimentary formations of central and northern Honduras. Late igneous rocks cover about four-fifths of the area of Nicaragua. In Costa Rica, late igneous rocks form the diagonal ranges of the Sierra de Guanacaste and the Cordillma Central, and play a part in the upbnild-
