I want to thank you for inviting me to deliver this, the closing address at the final plenary session of the 15th Congress of the Council of Mining and Metalurgical Institutions. Your Council has an impressive title, and justly so. Consider the expertise, the skill, the capacity, the achievement, that is gathered together here in this room this afternoon.

Gentlemen.-The Institute was founded 54 years ago "with the object of promoting the arts and sciences connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by means of meetings for social intercourse and the reading and discussion of professional papers, and to circulate by means of publications among its members and associates the information thus obtained," At least once a year it is well to take stock of our assets, review our performance and determine how well we are now carrying out the purposes of our Founders. There can be no question as to the work the Institute has done and is doing in promoting the arts and sciences in the fields of mining and metallurgy. One needs only to contrast the methods, the labor and the costs of a half century ago with those now to visualize how far we have gone in the development of accurate technology and sound economics in mineral and metal production. The great mines, mills and smelters of the present, handling individually thousands of tons per day, would' have been impossible except for the accumulation of knowledge, the development of theory, and the improvement in practice that has characterized the period since the foundation of the Institute. The United States has prospered in the last half century greatly, and this has been due not merely to the possession of great natural resources, but to these resources being reduced to possession and put to work. The absence of customs barriers and the freedom of trade across the whole width of this great continent has been an important factor in the growth of our wealth. Unrestricted interchange of goods has permitted each citizen to draw on the resources of the whole country. However, these are but subsidiary causes of prosperity. The free interchange of scientific and technical data, by making the whole body of facts and theory available to each worker, has made this quick and unrivaled development possible. In promoting this free trade in knowledge the Institute may claim a large place without fear of denial. The .72 volumes of TRANSACTIONS, the special volumes, the bulletins and the other publications that have been issued, include a store of knowledge of the arts and sciences related to the production and use of metals and minerals not duplicated elsewhere. Good morning and thanks for the chance to talk to you. It's really pleasing to see so many industry representatives here I want to spend a few minutes talking about issues relating to your industry. At the end of today I would like to leave you with three strong messages from government. The first is that this government supports environmentally responsible mining and the endeavours of the mining industry. The second is that explorers and developers are wanted and welcomed in New Zealand. And the last is that it is up to the industry to keep the public properly informed about how your industry and to constantly work on improving your public image. The mining industry is a high-tech industry which fits snugly with our concept of a growing knowledge-based economy. It has particular value for regional development, the gold mining industry alone provides more than 4,000 jobs û mostly outside of the main cities. The industrial minerals industry is twice as large as that. As well as those people directly employed by the industry there are greater downstream effects for the community. One example from the broader extraction industry of this is of the local pie shop down the road from one of Taranaki's petroleum industry locations. The shop sells over $4,000 worth of pies a week to workers in the industry. That's just one example of the positive benefits the industry brings to its local community and is the sort of real positive benefit you need to be telling people about

Base and precious metal refineries often produce effluent solution and slurry streams containing between 50 mg/L and several grams per liter of base metals. Metals have historically been precipitated from these streams with lime to produce effluent streams at pH values between 8 and 9. This effluent treatment process generally does not remove alkali and alkali-earth metals or halides efficiently and with more stringent environmental legislation, more sophisticated effluent treatment plants must be considered which could for example incorporate sulphate removal with ultra-filtration, or the SavminTM process, followed by reverse osmosis for the removal of halides. The flowrates of effluents are often high and if base metals can be recovered before neutralization, the revenue generated from this stream can reduce the cost to produce clean water significantly, and in the case where high concentrations are disposed of, result in a profitable operation. As an add-on to an existing the plant the recovered metal is upgraded and recycled to the plant, but the production of a saleable metal can also be considered. Technology selection for metal recovery depends on the composition and flowrate of the effluent, but could incorporate resin-in¬pulp or other ion-exchange technology; precipitation as sulphides, hydroxides or carbonates; or solvent extraction. This paper describes, as a case study, the technology selection process and uses data from Zincor. Zincor is a division of Exxaro Base Metals (Pty) Limited, a subsidiary of Exxaro Resources Limited.

In late 1988, the Committee for Coordination of Joint Prospecting for Mineral Resources in South Pacific Offshore Areas (CCOP/SOPAC), Suva, Fiji, consulted the Continental Shelf Division of the Marine Minerals Technology Center regarding low-tech, low-cost, reconnaissance sampling systems for a variety of nearshore needs. Materials of interest to several member island nations included silica and calcareous aggregate for cement manufacture, sand for beach replenishment, heavy minerals, and precious metals. A principal criteria of the system was that it be of low-tech design, and as far as possible, suitable for construction on the islands from available materials. It should also be operable with SOPAC personnel on island vessels of opportunity. The system selected to satisfy these requirements was a convertible drill of basic airlift design, capable of operating with easy modification as either a vibralift or airlift, depending on the desired application. The basic system included a drill pipe constructed of heavy duty 76 mm (3") black iron pipe, divided into three 3 meter sections (for ease of transport), fitted with an air intake manifold and bit at the lower end. A 25 mm (1") galvanized pipe assembled in three similar sections and clamped to the drill pipe served as a water jet to assist in cutting. Air was supplied to the manifold by means of a 12 mm (1/2") pipe also clamped along the length of the drill pipe. Nautilus Minerals Inc the world?s leader in exploration and development of deep ocean mineral resources is today focused on the recovery of high grade copper-gold from in seafloor massive sulphide mineralization. These mineralized belts, analogous to land based volcanogenic massive sulphides (VMS) deposits are located near tectonic plate boundaries of the Western Pacific and around the world. Nautilus; first development project is Solwara 1 located in benign waters in Papua New Guinea. Since 2006 the company has completed detailed environmental and geological studies at Solwara 1, culminating in a number of world firsts, including the first Environmental Permit for a deep ocean mineral project and the first NI 43-101 compliant seafloor massive sulphide resource statement. Nautilus has relied heavily on proven deepwater technologies from the oil and gas industry in the design of the first mineral extraction system. Pipeline trenching units, workclass ROVs, deepwater production risers and drill cutting removal systems will all be adapted at Solwara 1. Key contractors to the project have all been selected for their deepwater experience, creativity and determination to launch this new industry. Innovation is at the forefront of Nautilus? success to date. This paper gives an overview of the Solwara 1 development and describes the exploration and production technologies adapted for seafloor mineral extraction.
