Surface subsidence monitoring is the most effective means for investigating the nature of, and developing the techniques for predicting, the surface movement and deformation process. However, because of imperfection in survey equipment and field practices, the surface movement data collected from field survey are not error-free. Also due to lack of proper numerical techniques for computing surface deformation from the measured surface movement data, a relatively large portion of the subsidence data collected could not provide more information other than surface movement. In this paper, the sources and magnitude of errors in the measured surface movements and calculated surface deformation are discussed. Techniques for improving the accuracy of the calculated deformation indices (i.e., slope, strain, and curvature) are developed. The proposed techniques include: (1) proper selection of monument spacing for subsidence monitoring; (2) a data smoothing technique for data pre-processing; and (3) a number of numerical methods and/or procedures for calculating surface deformation indices from the measured surface movement data.

Ball mill grinding circuit control has received increasing emphasis in the past few years due to such factors as declining ore grades, increasing production costs, and advances in analytical devices and minicomputer technology. Since ball mill circuits have been a traditional bottleneck in mineral processing plant throughput, control systems often improve through- put without requiring additional processing equipment. In addition, much of the variability of the grinding product size and consistency is often removed, allowing better process operation downstream. Among the problems which arise in designing and implementing a process control strategy for ball mill circuits are circuit constraints imposed by processing equipment and local management, proper instrument selection, installation and maintenance, and use of calculated or inferred variables for process measurements. This paper discusses these problems and attempts to identify valid approaches to their solution.

Geochemical prospecting method using stream sediments, soils and rock chips has been tested to see the applicability for the typical Kuroko field in Japan. Three independent anomalies have been detected in maps being shown by grav densities of cells which are represented by the results of factor analysis as well as distribution of minor elements scaled in logarithm. A small vein type mineralization which has outcrops could be attributed to the origin of them whereas the one near the surface of known Kuroko deposit to a coincidence. The addition of drill core geochemistry is required to complete the interpretation.

MINING engineers in the United States understand that mining conditions in the British coalfields are much more difficult than in most of the mines now being operated in the United States. We realize also that in the near future we must face some of these same difficult problems. Early Mechanization The progress made in mechanical loading in the United States is the result of a long struggle in many coalfields to mine with power tools safely and to increase output per man-shift. Attempts to use power to loosen coal and to transport broken coal in the U. S. may be said to date from the Stanly Header, or Entry-Driver brought from England in 1888. The principle of this boring machine was used in the McKinlay Entry-Driver, almost continuously used in the U. S. since 1920. Since 1888 experimental loaders, scrapers, and conveyors were installed with more or less success. Beginning in 1918, considerable progress was made with mobile loaders, and in 1920 the first wage agreement for the operation of mechanical loaders was made in Indiana. In 1923 the Pocahontas Fuel Co. loaded nearly 1 million tons of coal using 23 Coloders. Labor Policy The United Mine Workers of America have never officially opposed the Mechanization movement. On December 10, 1945, in a statement before the House of Representatives Labor Committee, John L. Lewis said, regarding the policy of the United Mine Workers of America: "We have welcomed progress; we have welcomed machines. We have told our people that they had to accept that condition; that it was the process of progress, and that they would have to take their chances." Recent Development In 1951 about 71 pct of the tonnage mined underground was mechanically loaded. Over 4000 shuttle cars are in service and it is estimated that much more than half of the tonnage loaded underground is produced by trackless mining. In 1947 roof-bolting was introduced extensively and it is estimated that more than 2 ½ million bolts are now being used per month in about 600 mines. The use of roof bolts has permitted the more effective and safer use of loaders and shuttle-cars. Continuous Mining The McKinlay Entry-Driver could have been used for continuous mining, but for many years it was used only .for entry driving. In 1946 the Silver machine was developed in Colorado, and in 1947 this was acquired by the Joy Mfg. Co. and called the Joy Continuous Miner. Other types of combination mining-loading machines which eliminate drilling and blasting operations are the Marietta Miner, the Colmol, the Lee-Norse Miner, the Junior Miner, the Goodman and the Konnerth machines. There are several other types in the process of development. Probably by January 1953 there will be about 250 continuous miners in operation in the U. S. Payment of Mine Labor One of the most important problems in mechanizing was the establishing of rates of pay that would be attractive to the best men. Prior to the installation of mobile loaders the hand loaders and cutters have been paid by the ton. It was felt that a system of a day's pay should be established and that piece and tonnage rates should be abolished completely. Without exception, all coal loaded in mines equipped with mobile loaders is prepared and loaded by men paid an hourly rate. Trends in Mining Research There are two diverse approaches in coal production research; to try to design a mining machine to fit current methods, or to adapt mining practice to take advantage of proven machines. A great deal of credit must go to the mine operators who have been enterprising and dynamic enough to use available equipment intensively and to discard it as soon as an improved or new machine is available. Effect of Changing Markets Formerly there was an important demand for lump and prepared coal in the larger sizes for domestic use. The use of bituminous coal for house heating has decreased so that not more than 19 pct of the annual tonnage goes to retail trade, only 12 pct is used by the railroads, and much of the retail and most of the railroad coal is in stoker size. As a result of this decline in the market for coarse coal most of the large mining operations have crushers installed in the tipples or preparation plants. Mass production at the face requires increased preparation facilities. Another important trend is in connection with complete seam mining with mechanical loading. IN plants casting electric-furnace ingots and converting them immediately into blooms, billets, slabs, bars or forgings, the criterion of quality performance is the soundness of the semifinished or finished product. When rejections are necessary, it is not always obvious whether the defects were caused by an unsound ingot or by improper treatment during the heating and forming operations. To evaluate the effects of the numerous factors involved, it is necessary to accumulate a large number of detailed observations and to analyze and interpret these data properly. Even after a thorough investigation has been conducted, it is impossible, in some cases, to isolate the cause of the defect and say that it is definitely the result of an unsound condition in the ingot or mistreatment of the ingot during further processing. Two factors that are extremely difficult to evaluate are the chemical composition of the steel and time from finish pour to charge in the soaking pits or "track time," and it is necessary to evaluate their combined effects before many other factors can be studied. Plain carbon, fine-grained steel in the range of 0.18 to 0.23 pct carbon, is very susceptible to cracking and the longer the elapsed time between the pouring of the ingots and stripping for charging into the soaking pits, the higher the billet rejections for cracks are found to be. ARTHUR KNAPP, Ardmore, Pa. (communication to the Secretary*).¬On p. 2275 I find a quotation from Mr. Thompson regarding the fountains of the Baku field. I have seen a large number of these gushers or fountains. In every case where unusual amounts of sand were produced the wells caved in and shut off in a few clays and were an absolute loss Very often the formation had caved so far up as to allow the water to enter the oil strata, and not only was the well lost but the ground for many acres around the well was useless for drilling purposes because the disturbed ground had allowed the gas and oil to dissipate and the water to enter. On p. 2268, Mr. Thompson is again quoted regarding the Balakhany field. If the text is consulted further, it will be found that the oil at Balakhany is heavy only in contradistinction to the Bibi Eibat, field. The gravity of the oil at Balakhany is from 28 to 32. Also, it must be noted that the illustration is taken from the conditions in the older part of the field. This field was first chilled 40 years ago, and was a worn-out field 15 years ago. The wells which produce sand are wells in which the casings are practically gone and the formations are full of water. The sand must be bailed from these wells because the clays from the upper stratum have caved into the wells and are obstructing the passage of oil. On p. 2262 is the statement that the Russian wells cannot be pumped on account of the large amounts of free sand produced. They have never tried pumping in the Baku field to any extent. Wherever tried, it has proven a great success. If we take the author's theories as correct and wish to put them into practice, it would first be necessary to consider a few figures. Let us assume that we produce oil and sand together in the proportion in which they exist in the productive strata. It is not uncommon to have wells in the California field which are not gushers, but which, by pumping, produce 1,000 bbl. per clay the first 100 clays.

THE CHAIRMAN (M. L. REQUA, San Francisco, Cal.).-We have had in California a great deal of trouble from the breaking. off and collapsing of well casings from shifting sand, and it is quite true with us as indicated in the paper, that no casing has been found sufficiently strong to withstand that. I know of wells in which casing that has not been in the hole over 2 or 3 days has collapsed and when that casing has, been pulled out it has been just as flat as your hand. I am also familiar with swelling bed rock in the gold drift mining ground of California. It does swell and keeps on swelling and never seems to stop. Just as long as tunnels are kept open in that kind of material there has to be a gang going through the tunnel constantly cutting out and easing up. They have put in timbers 24 in. in diameter in an effort to hold that kind of ground and it has always filled. The only way to succeed is to keep a gang of men busy all the time cutting out and easing down as it squeezes in. C. NARAMORE, Washington, D. C.-My experience has been very similar to yours in, the same field in the matter of breaking off of casing. I had charge of one well, in which I put in reënforced casing, anchored it in place and got 1 day's production, 150 bbl., out of it. The following morning my lease foreman telephoned that it had broken off. I thought at that time we would have more evidence, so I drove out to the well without ordering a new shoe joint. It had been customary to merely start from town with a new shoe joint, pull the pipe, take off the crooked bottom joint, start the casing back and sometimes never touch any iron (lost casing)- when redrilling the well. This paper enumerates various difficulties encountered in the design and construction of deep caisson foundations for the Second Bassein Creek Bridge constructed over a creek with very difficult site conditions. The designer of the bridge had anticipated the problems associated with the construction of large diameter floating caissons and limited the maximum size of caisson to 12.5m O.D. facilitated by the means of Shock Transmission Units (STUs). This is the first road bridge in India where STUs are installed to distribute seismic horizontal loads among piers installed with fixed and unidirectional bearings. Besides the usual difficulties of tilts, shifts, and sinking in the construction of floating caissons, the paper also describes a novel methodology used to retrieve a circular 12.5m O.D. caisson which had been swept away during a storm and stuck into the creek bed.

This paper describes the original planning which actually resulted in the opening of a new aggregate plant located in central New York State. This plant, which is now named the Skaneateles Plant of The General Crushed Stone Company is unique in that the plant itself is a departure not only in design but in concept of operation from the normal aggregate plant the company has operated in the past. Whether or not the concepts which resulted in the Skaneateles Plant are economically feasible remain to be proven by the next few years of operation. By way of background data about our company which will help set the stage for this presentation, we currently operate seventeen stone quarries in the states of New York, Pennsylvania and Virginia. These quarries range in size from 200,000 tons per year to 1,500,000 tons per year with a total annual stone production of approximately 7,500,000 tons. We also produce about 1,250,000 tons of sand and gravel at six sand and gravel plants, 300,000 cubic yards of ready mix concrete, 1,500,000 tons of bituminous concrete, aglime and other minor construction materials. In many cases we are our own best customer consuming a large percentage of the total production of our own aggregates in our various ready mix and blacktop plants. Up to the concept of the Skaneateles Plant our operating facilities have been of the permanent type as opposed to the moveable or portable type plant. The steps involved in the case history of Skaneateles will begin with the basic economic requirements, market research, geologic surveys, land acquisition, zoning and financing and carry through to the final design and construction. We will attempt to show what some of the problems were, how we interpretted them and how we proceeded to solve them. The current results are apparent and can be analysed. The success of the total concepts of the Skaneateles Plant remains for future analysis.

The Upper Reach segment of the Northeast Interceptor Sewer (NEIS) is a3.2-km-long tunnel excavated in interbedded marine sedimentary deposits with approximately 40 m of cover. The tunnel was initially classified by Cal/OSHA as “potentially gassy.” During excavation, high levels of hydrogen sulfide and methane were encountered, prompting Cal/OSHA to reclassify the tunnel as “gassy.” In addition, the tunnel excavation encountered an abandoned, 100-year-old water tunnel known as the “Narrows Gallery.” This existing tunnel was completely full of water and under 30 m of hydrostatic head. This paper will discuss the unanticipated difficulties and design solutions implemented to construct a gassy tunnel exposed to high volumes of water.

The oil shales located in the Appalachian Basin cover an eight-state area of the eastern U. S., and are referred to as Devonian (black) shales. These shales have been exploited for their gas potential for several years. The Institute of Gas Technology (IGT) has conducted research since 1972 on the production of shale oil from the Devonian shales, and this resulted in the development of the HYTORT process. This process demonstrated that the yield from the Eastern oil shales can be greater than the value indicated by the Fischer assay method. IGT estimates that 423 billion barrels (67.3 x 109 m3) of oil could be recoverd by HYTORT processing of surface-minable eastern U. S. shales. Recently American Syncrude Corporation and Southern Pacific Petroleum N. L. have proposed oil shale projects in Kentucky. This paper will describe the surface mining and retorting techniques that have been studied for exploitation of the Devonian shales, and enumerate the problems that have to be overcome before commercial production can be realized from these shales.

Steel for any large structure must be imported, the Hanyang works being entirely unable to supply local demand. The United States Steel Products Co. has warehouses and small stocks at Shanghai and at normal times there are heavy importations from Europe. It is difficult to obtain any accurate index of prices, but comparison of customs valuations with Pittsburgh quotations shows angles, bars and plates to have averaged $10 gold per ton higher in China in 1914, while on galvanized and tinned plates the excess was- $38 per ton. The margin since has been greater. Previous to the war little machinery was manufactured in China. There were shipyards at Shanghai and at Hong Kong which built a small number of engines, and small foundry and repair works are found at a number of ports. Their capacity was limited and the difficulties and delays incident to transport in China so numerous that in practice every important mine has a small foundry, boiler works, and machine shop. One of the most dangerous events in underground coal mining is unexpectedly encountering water inrushes from undetected abandoned mines in the same seam. The surest and most confident method is probe drilling either from the mine or from the surface. However, drilling is expensive and may even miss the suspected mine voids entirely by drilling through pillars. Many operators rely upon one or more of several remote sensing techniques for detecting mine voids. However, mine "voids" often are not air- or water-filled open cavities, but are collapsed, rubble-filled chimneyed columns in the strata. Geophysical techniques, such as seismic reflection and refraction, electrical resistivity, magnetics, ground-penetrating radar, and others, often assume a continuous or fractured rock mass that has varying properties which provide the signatures that allow discrimination of one strata from another, or of strata from voids. However, a rubble-filled cavity has rock block-to-rock block contact throughout its volume and can still respond as a continuous rock mass with the rock blocks allowing signal transmission or mass detection, rather than a void space. Hydraulically, a rubble-filled cavity is essentially as transmissive to water as an open mine void. Thus, the problem of detecting a mine void with confidence is significantly compounded.

Most of what has been written during the past few years on marine mineral resources has emphasized the vast potential of the ocean, and its floor, as a source of the vital mineral raw materials upon which our modern technological society depends. Computations have been made to demonstrate that the sea contains sufficient minerals to support any reasonable world population indefinitely. The importance of these resources from the standpoint of strengthening the national mineral resource base has been pointed out. And though the information upon which these conclusions are based is sketchy, essentially qualitative, and often conflicting, there can be no doubt that the mineral potential of the sea is tremendous and that there are compelling reasons for working toward its exploitation. Unfortunately, there has been little emphasis on the problems that must be overcome, from the perspective of the economics of mineral production. Some of these problems have been noted, and some authors have appraised them realistically. However, many proposed solutions have been more romantic than practical, from the standpoint of both technology and economics. As a result the general impression has been given, particularly to those uninitiated in the realities of mineral production, that the mineral wealth of the sea is there for the taking-requiring only a good modicum of courage and technologic innovation to place it within easy grasp. But developing the capability necessary for substantial, profitable production of sea bottom minerals will be far from easy. It will be accomplished much more quickly if the problems are faced squarely, defined properly, and attacked in an orderly, logical sequence. While this approach may lack glamour, it offers the highest probability for success.

Judging by the inquiries that come to Battelle, a number of companies have run into problems in determining the size and character of markets for mineral fillers in general and specialty fillers in particular. Usually these problems arise during a project to develop a new mineral filler when management suddenly realizes that a considerable sum of money will have to be spent before any profits are realized from sales of the new filler. What management needs in this case is the odds for or against the success of the development. And these odds frequently are controlled by the markets for the new filler. Basically, the problems involved in gaging markets can be simplified to how much of this new filler can be used and by whom? But there are some potential booby traps in these simple questions that should be exposed. This paper will discuss a few of these problems such as: 1. Describing the filler so that the prospective customer recognizes its possible applicability. 2. Finding; a prospective customer who can verify the filler's applicability. 3. Expanding successful test results to total industry markets. 4. Appraising competitive products, and 6. Discovering all the possible uses for the new filler.

ENGINEERS from industrialized countries are frequently called upon to examine mining operations in primitive areas and make recommendations regarding mechanization and modernization. They often set forth with self-confidence, knowing full well that all that is needed is their experience and several shiploads of mining machinery, and at times they mentally provide the answers before the problems have been clearly stated. In primitive areas it is absolutely essential that the examining engineer spend enough time at the site to acquire a thorough understanding of what is being done now and why it is done the way it is. The objective here is to state in simple terms some of the problems that may be encountered, in- as much as solutions, if they can be found at all, will differ with each experience.

This chapter covers the normal problems encountered in the building of an ore concentrating facility. To produce such a facility In today's environment requires correlation by the engineers involved of geologic data, mine planning, scheduling, future planning, water resources, power, land availability, testing, design, start-up and environmental considerations. Of course, the program scheduling and character of the ore will determine the weight given to the above considerations in the final design and construction of the plant.

In discussing the taxation of mining enterprises, it is desirable to place limits of both time and space on the field of discussion. For our present purposes it seems best to limit consideration to taxation of mining enterprises in the United States, and to further limit the subject to taxation under approximately current conditions. Even with such limitations the field is large enough, since in this country we have, in most regions, a number of taxing powers; so that state, county and village tax systems must ordinarily be considered, in addition to our national or federal taxes. Nor is it possible, in discussing United States mineral taxes of today, altogether to pass by similar taxation in earlier periods, or related systems in other countries. It is perhaps hardly necessary to remind you, at the outset, that each age in the history of the world displays its own system of public revenues, and that the taxation systems of today are everywhere different from those of older times. Theories as to taxation have varied according to the economic basis of the society in which they were formulated, and our ideas as to justice in taxation fluctuate with changes in social conditions. The word taxation is used in a fairly definite sense today, but you have only to glance into the history of taxation to find that the paragenesis of ore deposits is a fairly simple subject as compared to the paragenesis of taxation systems.

Problems in new strip mine development is a subject that could require several days to cover adequately. Coupled with the fertile imagination of television writers, we could probably expand it into a series rivaling Gunsmoke in longevity with just as many shootouts at sundown. It would-of course-be subject to a high Neilson Rating. To bring the subject into perspective, we will limit the comments to a general discussion covering western strip coal developments. Stimulated by increased demand for low sulfur coal, surface mineable western coal operations began a shift into high gear approximately four years ago. Then came last year's "energy crisis" that increased the pressure on coal development not only in the west, but nationwide. Several eastern power plants having dual oil and coal burning facilities were directed to discontinue using oil. Also, a number of new south and southwestern power plants scheduled to burn natural gas or of I commenced an ordered conversion to other fuels, namely, coal. The involved utilities with reserve positions accelerated their planning while others began the search for long-term commitments from coal producing companies. In addition, announcements were made for proposed mine mouth coal gasification projects in New Mexico, Wyoming, and North Dakota.
