THE outstanding fact of the mineral world today, at home and abroad, is the surplus of current production, and particularly of capacity for production, over current requirements. This is not by Any means a new condition, but never before has it loomed up in such' menacing form. - Those of us who have devoted most of our professional efforts to the discovery and development of 'new mineral supplies now suddenly find ourselves with the job apparently accomplished, waiting for some one else to find an outlet for excess mineral production before we can further. The management of the industry is in much the same boat. The psjrcho16gy of the industry has been so grooved in the direction of acquisition of, minerals that at the present moment the mineral industry confronts the new problem of surplus in more or less of a daze.

THE title of this paper, I understand, was suggested by professional mining engineers as an opportunity for someone to pose problems rather than to offer solutions for them, but the paper will merely attempt to pose some of the production problems of the mineral aggregates industry in such manner as to create professional interest in their solution by the mining engineer, geologist, geochemist and the metallurgical engineer versed in mineral-dressing technique. DEFINITION OF MINERAL AGGREGATES "Mineral aggregates" may be defined as fragments of any rock or mineral used to supply bulk or volume or substance for a given purpose. For example, mineral aggregates are used in portland-cement concrete to provide bulk with the expenditure of the least feasible amount of cement binder. Mineral aggregates are used without portland cement or bituminous binder in highway and railway roadbeds to provide substance, to carry loads. Mineral aggregates are used in filters for water and sewage, to provide substance for the liquid to trickle through. These are only a few typical uses of mineral aggregates. For all these uses, strength, toughness, resistance to abrasion, and durability are usually prime requisites; so, while theoretically mineral aggregates may be of any mineral composition, what really is desired is a mineral composition as nearly inert under the conditions of use as anything of earthly origin can be. EXPLORATION AND POSSIBILITIES OF DEVELOPMENT The distribution of deposits of mineral aggregate is universal, since almost any part of the earth's crust can be used; even the top soil is sometimes used in stabilized surfacing for highways or airport runways. Nevertheless there is ample opportunity for exercise of the talents of the mining engineer and the geologist in finding the particular deposit that will be most economical to develop, keeping in mind such considerations as: (1) quality and mineralogical characteristics of the material; (2) size and permanency of the market; (3) final cost of opening and development of the deposit; (4) selection of location of plant; (5) methods and costs of distribution of the product in comparison with both present and possible future competition; (6) selection of the proper type of operating equipment; (7) estimation of probable waste products and their disposal. These are typical but there are other considerations also. Because profit margins are far smaller than in any comparable mining operation, it is all the more logical to assume that a higher degree of expert knowledge is desirable to make a success of a mineral-aggregates business. IN AS MUCH as our Institute, by tradition, never adopts any official view of matters upon which difference of opinion exists, it may be taken for granted that the duty of its Production Control Committee does' not embrace the formulation of any general policy on that much-discussed subject. During the first years of its existence the Committee confined its activities to making arrangements for an annual general session at which the broader aspects of the general problem were discussed by men both within and outside the mineral industry. These general sessions, although interesting, did not indicate any definite path of progress, so during the last year the Committee has held a number of luncheon meetings at which the members might discuss in detail problems existing in the specific industries with which they are most closely acquainted, in the hope that discussions dealing with conditions rather than theories might result in the bringing to light of some general truths. Most of these truths have been fairly obvious from the beginning but they are of such basic importance that a periodic restatement of them seems worth while,

There are two kinds of problems concerning the elements of a population : the first is to estimate the proportion of some specific kind of element in the population, e.g. the amount of gold in a block of ground (equals population) or the proportion of mercury in a sample; the second is to estimate the length, breadth, volume, etc., of a specific kind of element, e.g. the grain size of quartz grains in a beach sand or the size, shape and arrangement of lenses of ore in an ore deposit. Given a specific objective, a bounded population, identified elements and the element characteristics of interest, it is then necessary to select a sample of the elements from the population and the problem of sampling requires a decision on how to select the sample. It is also necessary to establish, either by heuristic analysis or empirically, based on long experience, the model frequency distribution of the desired element characteristics: in general, constant-probability models are used as models, the binomial or Poisson for count data and the normal distribution for measurements (or their transformed equivalents). The objective of sampling then becomes to obtain an appropriate statistical estimate of the desired population parameter: for example, the estimators may be the mean (X) and variance (a2): these should be unbiased sufficient estimators of their corresponding parameters (u, a2, respectively). Statistical tests are performed in order to determine that the estimators are of the appropriate kind: all statistical tests are designed to test against bias of a specific kind, although they are stated as tests against randomness. Given a random sample of some population, the estimators are usually stable and adequate to solve the sampling problem. Random samples are simple to define but exceedingly difficult to achieve in practice: in selecting a sample, if every element in the population has an equal chance of occurring, then the sample is a random sample. Interaction between the arrangement of elements in a population, i.e. its structure, and the sample selection process frequently introduces bias—that is, some elements have more chance than others of appearing in the sample and, hence, the sample is not random. An algorithm for dealing pragmatically with this aspect of the sampling problem offers one way of achieving random samples and, therefore, adequate estimators. Examples of the use of this algorithm on various kinds of geological populations, in both field and laboratory, illustrate the requirements for solving sampling problems and the achievement of appropriate estimators.

IT is with particular pleasure that I welcome the members of the Open-hearth Conference of the I American Institute of Mining and Metallurgical Engineers to this meeting, as I feel this is one of the most useful activities of the Institute in the field of ferrous metallurgy. For the information of our other members I might say the Open-hearth Conference was organized by Mr. Reynders when he was president, and is made up of open-hearth superintendents and metallurgists. All the plants are invited to send representatives, and practically all do, with the exception of the U. S. Steel Corporation. It meets twice a year to discuss various problems in connection with the manufacture of steel, and its minutes are published for the benefit of those attending, the expense being defrayed by the participating companies. This conference, .1 believe, should be a model for activities in the other branches of the work covered by this Institute. It works, not by reading formal papers, which we all know is not a very satisfactory method to bring out the experience of others, but rather by a round-table method of discussion. The spirit of the meetings is such that each member feels perfectly free to state his experience, and he gets as much as he gives. A series of topics for, discussion is brought to the attention of the chairman and after one is exhausted the next point is taken up. In this way there is a real interchange of ideas and experiences which cannot fail l to be of the greatest benefit to those attending. That these meetings are beneficial is evidenced by the "continued growing attendance and lively discussions at these half-yearly meetings.

AS is well known, there are large and valuable deposits of coal in British Columbia, both on the mainland and on Vancouver island. These deposits are widely distributed over the Province. The chief sources of supply on the mainland are found in the Fernie and Princeton-Nicola districts and on Vancouver island in the Comox and Nanaimo districts. The coals range from a very high quality bituminous coal to lignite. On the Upper Skeena river there is said to be a very large deposit of anthracite or semi-anthracite, but this field has not been developed. Coal was first discovered in British Columbia on the north end of Vancouver island in the year 1835, but it was not until 1852 that coal mining was seriously undertaken by the Hudson's Bay Company at Nanaimo, where mining has been carried on continuously ever since that date. The production of coal in the Province continued to increase until the year 1910, when the annual output reached its peak at 3,100,000 tons and a total of 7,800 men were employed in the industry. Since 1910, the production has dropped steadily until, in 1934, only 1,347,000 tons of coal were produced and less than 3,000 men were employed. This continued decrease in production has in no way been caused by lack of coal reserves. It has been due entirely to curtailment of markets. I do not propose to discuss coal mining practice in British Columbia, where we have all sorts of mining conditions, including submarine mining. There is no lack of coal supplies for either industrial or domestic purposes, nor is there likely to be any shortage of coal in the Province for many generations. We have our mining troubles, which increase the cost of production, but there are no insuperable difficulties to prevent the extraction of a large and increasing supply of coal. Our main difficulty-in fact our only serious difficulty-is to find a market for our output, and we must consider means which can be evolved not only to conserve our existing markets but also to expand them, at any rate within the boundaries of Canada. I will therefore confine my remarks chiefly to the all-important factor of Markets for our coal.

This paper first describes the essentials of the slurry shield method and its achievements, then problems encountered during driving tunnels and their countermeasures, and finally shows problems to be solved in the future. The author works at Tekken Construction Co., Ltd. as a director. All the data cited are based on material gained from the slurry shield tunneling works undertaken by the said company. The mark, viz*, indicates that Tekken Construction Co., Ltd. has obtained or is applying for a patent in the U.S., Europe and Japan. 1. Recently there has been much discussion of the use of pipelines for the long-distance transportation of solids. Many have come to recognize the economies inherent in pipeline transportation. The widespread movement of oil and gas at astonishingly low costs - a gallon of oil moves from Montana to New York for less than that for the delivery of a postcard - has spurred others to sturdy this mode of transportation. Most interested people are aware of the inherent advantages of pipelines - continuity and reliability of operations - low manpower requirements per ton mile - moderate capital costs per ton mile - low maintenance costs per ton mile - low operating costs per ton mile.

THE term "total operation" is meant to include problems that cannot be answered from the standpoint of either the blast furnace or the open hearth separately but must be studied by considering the interrelations of these two processes. There are other ways of expressing this idea, such as reference to the blast furnace and the open hearth as an integrated process or by emphasizing the interrelation and interaction of the two processes. Much progress has been made in metallurgy and other fields by breaking complicated processes and reactions into simpler parts and studying each of these intensively. This intensive study frequently is done under the controlled conditions of the laboratory experiment. The entire process is understood better by this specialized study of each of its parts. This procedure is so satisfactory that an understanding of unit operations is a fundamental requirement of chemical engineering. Much discussion of the open-hearth process is in terms of one heat or one furnace. By this is meant that the conclusions apply to one furnace, wherever it may be. Furnaces seldom occur singly; they are located in groups and these groups are located in steel plants having characteristic blast-furnace equipment. Problems that are affected by the number of furnaces operating, by the number of blast furnaces in the plant and by the fact that the open hearth shop is dependent on the blast-furnace capacity rather than on its own needs for the amount of iron available are among those which, in contrast to "unit operations," we have chosen to call "total operations," Many of these problems, such as charging delays and the general mechanical problem of material handling, are so familiar that merely to define "total operations" brings them to mind. These problems are of such importance that already they have received careful thought and study and probably will merit further study. As will be shown later, these mechanical problems are so intimately related to metallurgical problems of total operations that the effect of certain changes cannot be ascribed with certainty to either a mechanical or a metallurgical cause entirely. Although the problems coming under the general term of "railroading" are included in the problems of total operations, two others are selected for the discussion of this paper. One of these is strictly a problem of composition; the other is strictly a problem of tonnage production. The problem of phosphorus is present whenever basic open-hearth slag is used in the blast-furnace burden. This practice has not secured universal acceptance chiefly because of difference in preference for high-manganese or low-manganese pig iron. Mining coal under deep cover conditions is certainly the proper phrase to use in describing one of our newest operations. Located in the southwest corner of Virginia is this operation which is the Beatrice Mine of the Beatrice Pocahontas Company, a joint venture of Republic Steel Corporation and Island Creek Coal Company. The mine is working in the No. 3 Pocahontas seam in an assigned area of over 9500 acres containing over 60 million tons of recoverable, high quality, low volatile coal. The site of the mine opening was at Keen Mountain, Virginia, where the seam lay 1350 feet below the surface. This depth, greater than anything attempted thus far in the coal industry on this continent, would pose some problems, we felt, with which we had not previously had to contend.

During the design and construction of a coal preparation facility, there are many items that can cause serious problems if not properly handled in the early stages of a project. These problems can be a detriment to smooth owner/ contractor relationships, the designing of a flow sheet, the selection of equipment, the design of the facility, the maintenance of schedule and budget, and a smooth start-up. It is the purpose of this presentation to identify some of these problems and to suggest steps that can be taken to reduce or eliminate their impact.

"This paper briefly introduces problems that can occur in the design of rare earth separation processes and that require close attention during engineering design. Important factors must be considered include the following. 1) The separation process is primarily based on two points. One is the raw material composition and the other is the product purity requirements. 2) Optimization of the rare earth separation process requires optimization of the flowsheet configuration and each process parameter. 3) The separation of heavy rare earths is performed under non-equilibrium conditions. 4) The radioactive elements uranium and thorium must be removed from the feed to separation. 5) Process economy and environmental protection must be considered together in the evaluation of any separation technology options. INTRODUCTIONThe importance of rare earth (RE) is well recognized in high-tech applications and sophisticated national defense technologies. RE is the treasure house of the 21st Century new materials. The RE separation processes developed using HEHEHP (P507), P507-alcohol (ROH) and naphthenic acid (NA) have been widely applied in China. These processes have led to industrial production of all of the individual RE with up to 4N (99.99%) or higher purity (Li, Wan, Lin, Xie, Lin, & Wang, 1980; Li, Wang, & Xie, 1985; Li, 1995; Li, Wang, Meng, & Li, 2005). In order to achieve the best economic and environmental benefits, this paper discusses several problems to which attention must be paid in the design of rare earth separation process."

The Ekati Diamond Mine is located on permafrost terrain in CanadaÆs Northwest Territories. The mine rock consists of: diamond-bearing and barren kimberlite; and surrounding waste rock such as granite. The kimberlite occurs in several vertical æpipesÆ that are, or will be, mined using open pits. Early predictions of drainage chemistry at Ekati identified the potential for ARD due to sulfide oxidation from both waste rock and kimberlite. This was surprising for the kimberlite, because neutralisation potentials (NP) are typically hundreds of kg CaCO3 equivalent/t. However, subsequent testwork showed that substantial portions of the NP ædisappearedÆ quickly, apparently due to the unusual non-carbonate mineralogy. In any case, additional predictive work concluded much of the rock was benign and there would be no ARD. Shortly after mining started, ARD appeared from both the waste rock and kimberlite, although a few years passed before the company and its consultants recognised that at least some of the acidic water was ARD. Numerous other processes have been put forward as possible explanations for the remaining acidic drainage, although none have been either confirmed or eliminated. Because: the causes of the ARD and acidity are not known; no causes have been eliminated and more have been added; drainage chemistry was not predicted accurately; and future mining will encounter similar rock. I believe the Ekati Diamond Mine needs high-level assistance to understand current chemistry and to avoid problems with future drainage. Organisations like INAP, MEND3, and universities could provide this assistance.

Until recently, the generation of electricity was regulated in all states and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies key problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

Several common ratios used for determining spontaneous combustion activity rely on comparing the amount of various products of oxidation with the amount of oxygen consumed to produce these products. As coal gets hotter, oxidation reactions become more efficient meaning more products produced for less oxygen consumed. There are many problems associated with accurately determining the true amount of oxygen used. These problems relate to the monitoring technique (and its associated uncertainties) used to generate the results, deficiencies in the established equations utilized in calculations, dilution with other gases and other sources of oxygen depletion. Typically the oxygen deficiency is over estimated, resulting in the under estimation of the indicating ratio. For this reason the use of ?one off? calculations to determine the status of the underground environment is not recommended. Instead trends of these ratios should be used to identify increases which indicate an increase in oxidation intensity. This paper outlines problems associated with the monitoring techniques and equations used to determine the oxygen deficiency.

In 1900, placer gold was discovered on the beach of Nome, AK on the southern coastline of Alaska's Seward Peninsula (Garnett, 1991). The site is about 800 km (500 miles) from Anchorage. Nome is connected to Anchorage only by air (daily) and by sea (summer). Total onshore placer gold production from Nome's immediate vicinity was more than 155.5 t (5 million oz). Alaska Gold Co, has continued to produce gold onshore with, until recently, two bucketladder dredges, each of 255-L (9-cu ft) bucket capacity. Small-scale marine dredging for gold has been at- tempted several times this century (Garnett, 1991). Western Gold Exploration and Mining Co. Ltd. Partnership (WestGold) is the only company to have been successful in achieving a significant offshore production. The Nome bucketladder-dredging operation from 1986 to 1990 constituted a unique marine-mining experience in the United States. \Inspiration Gold Inc., WestGold's predecessor, acquired six offshore leases in 1985. The total lease area of 87 km2 (21,551 acres) extended from the coastline to the 4.8-km (3-mile) offshore limit (Fig. 1). Those leases al- ready had been partially explored. Drilling was conducted off the shorefast winter sea ice. Therefore, it was rarely more than 1.6 km (1 mile) from the shore or in water deeper than about 9 m (30 ft). In 1985, estimated reserves comprised of a 5-m (17-ft) vertical thickness of sediments below 6.3 m (20 ft) of water. This meant a mean digging depth below the mean sea level (msl) of 11.3 m (37 ft). It was thought that the offshore Nome deposit possessed a feature that is common with many terrestrial gold placers - the secret of profitable exploitation of the marine deposit lay in maximizing the dredge throughput to minimize the unit costs. The inability of the project to withstand the prohibitively high cost of a new dredge was recognized. So Inspiration Gold purchased a used unit. This was the world's largest ocean- going bucketladder dredge (Fig. 2). Binzn was an 850-L (30 cu ft) bucket capacity dredge that was lying idle in Singapore. Originally constructed in the Jurong shipyard of Singapore in 1979, Bima was designed by Mining and Transport Engineering, a subsidiary of IHC Holland. Billiton Marine used the dredge for tin production at Pulau Tujuh in Indonesia (Dieperink, 1978) before it was laid up in mid-1985. Bima underwent a nine-week refit before departing Singapore on June 4,1986, with 800-t (880-st ) of deck cargo. It was dry-towed for 32 days to Alaska. A slower, less expensive, wet-tow at the authorized 5.5 kmthr (3 knots/hour) would have delayed the dredge's arrival in Alaska untl almost the onset of winter. The 13,000-km (8,100-mile) voyage was made on the deck of Smit Lloyd's "Giant-4" submersible barge towed by its 7.8- MW (10,500-hp) tugboat. The first season's dredging revealed several major shortcomings in Bima. Further repairs and modifications were undertaken at Tacoma, WA. The dredge returned to Nome for the June start of the 1987 summer dredging season. The refitted Bima worked offshore at Nome from 1987 to 1990. It produced 3.67 t (118,078 oz) of gold at an average recovered grade of 824 mg/m3 (0.0204 oz/cu yd). In 1991, the dredge was dismantled and sold.

Polish copper concentrates are characterized by high levels of impurities, particularly Pb and As. Two technologies are being used for copper concentrate smelting at KGHM Polska Meidz S.A., namely the shaft furnace process (Legnica Copper Smelter, Glogów I Copper Smelter) and a single-stage process for direct to blister concentrate smelting in a flash furnace (Glogów II Copper Smelter). Both technologies are used at different physical and chemical conditions which results, in different impurities behavior. The paper presents flow sheets for copper production in a plant using the shaft furnace process and in another in which a single stage flash process is used. The metals distribution in particular semi-products is given as well as a method for elimination of impurities from the copper production cycle. Methods are also discussed for alloy and matte converting and copper refining to obtain low Pb and As concentrations in anode copper (0.3% Pb and 1500 ppm As maximum) that are being used in the KGHM Polska Meidz plants. Useful co-operation between the plants using different technologies, aimed at the limiting the effect of undesired impurities on the quality of blister copper produced, is also described.

Most empirical and numerical approaches to design in rock mechanics incorporate rock mass classification. Numerical design methods generally use classification values to calculate input parameters for stress-based failure criteria. Empirical methods use classification to allow comparisons between similar rock mass conditions, generally based on a graphical design technique that differentiates stable and failed opening geometries. Classification systems are the best tool available for assessing rock mass properties; however, there are problems with classification systems that should be high-lighted. Rock mass performance can only be realistically estimated by coupling a unique description of the rock mass with known loading conditions. Current classification systems cannot provide a unique classification value. The weightings applied to quantify rock mass properties for classification can result in significantly different rock masses having the same classification values. These weightings have been proven effective for tunnel design and support, but classification systems are now used for many more applications. Rock classification systems evolved from a quick and easy field tool for estimating tunnel stability and support requirements. The need for a rapid field tool means that rock mass classification is relatively insensitive to improved methods of measuring rock mass properties. Problems with classification systems and their application are highlighted in this paper. These problems must be recognized and documented before improvements can be made. An understanding of the evolution of classification systems and their application for both numerical and empirical design approaches is invaluable in highlighting current shortcomings.

The past few years have produced a rash of demands for changes in America's way of doing things. From manufacturer to consumer, the rules have been changed. Some of the demands were needed and, when legislated to requirements, did manage some good for all concerned. Other demands made by zealots and taken up by regulatory agencies have forced costly changes on our way of life. No segment of industry has been exposed to more new rules and regulations than the deep coal mining industry in the United States. There is no denying that some good has evolved, but most mining men know that the effects have done more to reduce production and increase cost than they were ever intended to do.

The majority of the regulations in Part 75 for underground coal mines have been in effect since March of 1970, almost nine years now. Although there have been some additions each year in specific areas where the need became apparent or the statute required some action, the bulk was promulgated on March 28, 1970 for the purpose of clarifying the statutory provisions of the Federal Coal Mine Health and Safety Act of 1969. Many of those regulations were derived from the Federal Mine Safety Code, or from experience gained by the Bureau of Mines in the enforcement of Public Law 552. Upon passage of the Federal Mine Safety and Health Act of 1977, these same regulations remained in effect and the statutory requirements of the Act placed a responsibility upon the Secretary of Labor to promulgate additional regulations in specific areas not previously covered. The Federal inspectorate has received formal training at the National Mine Health and Safety Academy in the proper application of the regulations, as well as routine retraining and special training courses subsequent to the promulgation of new regulations. With some exceptions, the vast majority of these regulations are nothing more than good mining practice. Basically, the regulatory problems are two-fold. There are a few specific regulations that, under certain circumstances, compliance is nearly, if not actually, impossible. There is non-uniform application of enforcement of regulations by the inspectorate based on opinions developed from personal experience of inspectors or lack of experience. The record is replete with examples of overzealous inspectors applying regulations that either do not exist or have been stretched far beyond the intent of the regulations.
