"Dofasco began operations in 1912 as a steel foundry located in Hamilton, Ontario. Today, Dofasco is a fully integrated mill that manufactures hot rolled, cold rolled, galvanized and tinplate steels. Customers include the automotive, construction, tubular, manufacturing, appliance, packaging and steel ser-vice centre industries. Raw steel production and purchased semi-finished steel processed in1994 was 3.5 million net tonnes. Dofasco employs 7300 people at its Hamilton facility.Environmental management at Dofasco is guided by its environment policy and associated commitments. This paper discusses Dofasco’s responsibility for its products as it relates to these commitments. Beginning the year 1938, the East and East Central Texas district comprised 48 counties, which is equivalent to the Texas Railroad Commission districts 5 and 6. At the close of the year there were 46 oil and gas fields in this district. Eight other fields, seven oil and one gas, have been abandoned. Exploratory Drilling During the year, 113 exploratory wells were drilled. Nine discoveries were made, five of which proved to be oil fields, three distillate, and one gas. Completions for the district were 2043 oil wells (distillate wells included), 36 gas wells and 163 dry holes. Exclusive of the East Texas field, the Marion County extension of the Rodessa field led the district in the number of completions during the year. Production and Proration All fields in the district produced a total of 182,369,484 bbl. of oil, a decrease of 12.57 per cent compared with the 208,594,453 bbl. produced during 1937. The East Texas field produced 148,189,913 bbl., which was 81.6 per cent of the district's production for 1938. November daily average oil production for the East and East Central district was 469,102 bbl. The estimated cumulative production to Jan. 1, 1939, for this district was 1,753,894,802 bbl. It is estimated that the East and East Central district produced 38.9 per cent of the state's total production for the year, which was 468,781,632 barrels. The decrease in 1938 production, as compared to that of 1937, in this district was partly due to the Saturday and Sunday shutdowns, 71 days for the year, which is equivalent to 19.45 per cent of the year. During 1939 little of consequence happened in East and East Central Texas in the way of oil discoveries. At the end of the year, there were 47 oil and gas fields in the district. Twelve other fields, 11 oil and one gas, have been abandoned. The ranking fields in order of the number of completions for the year were East Texas, Talco, and Rodessa (Texas portion). There were 511 oil wells (distillate wells included), 32 gas wells, and 257 dry holes completed in the district. Exploration, Discoveries and Extensions During the year, 113 exploratory wells were drilled, the same number as in 1938; four oil fields and one gas-distillate field were discovered. Perhaps the most important discovery, which has been named Barron field, was that of M. Samuel et al., No. 1 Barron in Limestone County. The wells in this field are of the gas-distillate type. Other than the Talco and Sulphur Bluff fields, which produce oil from the Paluxy sand (Upper Trinity), this is the first field on the Corsicana-Mexia fault zone to obtain commercial production from deeper Trinity strata. This "pay" is the Petit lime of the Lower Glen Rose of the Trinity group. The four oil discoveries were: Redland, Angelina County; Bazette, Henderson County; Rowe and Baker, Henderson County; and Marion County Shallow in Marion County. It is believed that the Bazette field, Navarro County, represents an extension of the Flag Lake field. The four new oil-field discoveries made in the East and East Central Texas districts during 1941 were the East Long Lake field, Anderson County; Pickering field, Shelby County; Pleasant Grove field, Rusk County, and Tri-Cities field, Henderson County. The discovery of oil production in the Pettit lime of the Lower Glen Rose was made in the Groesbeck (Barron) field in Limestone County and the Willow Springs field in Gregg County. Important extensions were made to the Pittsburg field, in Camp County, the Chapel Hill field, in Smith County, and the Hawkins field, in Wood County. The Hawkins field was extended sufficiently to more than double the number of proved surface acres. As usual the East Texas field led the district in the number of completions for the year. The second most active field during the year was the Hawkins field, with 250 new wells completed. The third most active was the Long Lake field, in which 50 wells were completed. Approximately 964 wells were completed in the district during 1941. Production and Probation The district is credited with having produced 163,566,695 bbl. of oil and distillate during the year. This represents a decrease of 4 per cent from the 170,424,685 bbl. of oil and distillate produced during the preceding year. The production of 130,378,620 bbl. of oil and distillate from the East Texas field represents 79.7 per cent of the total production of the district; that is, 6.3 per cent less than the production for the year 1940, The district had an estimated basic daily allowable of 614,982 bbl. of oil on Dec. 31. Approximately 33 per cent of the state's annual production was produced in the district, compared with 34.9 per cent for 1940. Since the majority of the fields in this district are subject to proration, any change in the annual production is attributable largely to changes in proration schedules and number of shutdown days. Fields subject to shutdown days were closed in for 113 days during the year, with the exception of the East Texas field, which was shut down 111 days. An order was promulgated by the Oil and Gas Division of the Texas Railroad Commission for encouraging the disposal of salt water and reservoir-pressure maintenance in the East Texas field. Discoveries Tex Harvey Oil Company'sNo. I S. E. J. Cartmel was completed as the discovery well for the East Long Lake field, Anderson County. Production was found in the Woodbine sand, the horizon from which the Long Lake field produces. Exploration was active in East and East Central Texas during 1944. Ten oil fields were discovered during the year, of which four show promise of development. The discovery wells of the Sand Flat and Tyler, South fields were drilled to a depth greater than 10,000 ft., and the latter field now produces from the Pettit at a depth of 9890 ft. The Sand Flat well was plugged back to the Paluxy. The other two fields are Glen Rose producers near 8000 ft. The Pickton field produces from the Bacon Lime and Winnsboro from the Rodessa section. The Eylau field, Bowie County, was significant as the first Smackover production in Texas. Magnolia drilled a test in the Concord field, which topped salt. The most extensive and significant development in the district was the Carthage gas-condensate field. It expanded from the 8000 acres of last year to an estimated 190,000 acres, or about 300 sq. miles, and is not defined as yet. The first oil production in the Carthage area was made from the Travis Peak in 1944 in the Rogers Lacy's Cameron Lumber Company well No. I, on the northwestern side of the field. The New Hope field, Franklin County, scored the largest number of completions during 1944 with 24, bringing its total number of wells to 27. Two more pays were opened and produced as dual completions with the older horizons. The Manziel field, Wood County, had 19 new wells added during the year, for a total of 29, while the Pittsburgh field, Camp County, reached a total of 23 wells by completing 14 new ones. Material shortages and drilling restrictions dropped the total number of producing wells completed in the district from 171 during 1943 to 141 for 1944. Abandonments increased from 531 during 1943 to 609 for 1944. Of this number, 479 were in the East Texas field. Subsidy payments had very little effect in the district and it was mostly a few of the old fault-line fields that had any wells to fall within the requirements for subsidy payments. The prices of crude oil remained constant in the district except for increases as a result of subsidy payments. Production and Probation Wartime demands called for increased allowables for many fields, consequently the condensate and oil production for 1944 increased to 190,016,180, which is up 6.9 per cent over 1943. The East Texas field, of course, remained the principal producer of the district, accounting for 134,768'499 bbl. during the year, or 71 per cent of the district total production of condensate and oil. The field topped its own 1943 production by 4.8 per cent and became the first field in the world to produce 2 billion barrels of oil. The Hawkins field remained the second largest oil producer in the district, with 13,317,088 bbl. for the year, a drop of 6.8 per cent from 1943, while Van field was third with 11,635,708 bbl. The

Developments in California during 1942 were marked by many difficulties in operation, of which the lack of labor and material were the main factors in slowing down work. During the many years of curtailment, which has been effective since 1928, a number of estimates of the state's capacity to produce have been built up, but during the year 44 fields were 'eliminated from curtailment and valuable data were obtained as to the normal capacity of these fields to produce. Because of new discoveries and the normal decline of old fields, which is more than 15 per cent per year, it is estimated that the sustained capacity of the state for a 5-year period is not more than 500,000 bbl. per day. Decline in the rate of production was greatest in the fields in the Los Angeles Basin district. These fields have been produced nearly at capacity for many years and had no reserve of shut-in production. The San Joaquin Valley and Coastal districts have responded well to the increased allotments assigned to them by the Petroleum Administrator for War. All heavy oil fields in the state are on full production, except in the Coastal district, where transportation is the limiting factor. Although approximately 2500 more wells are on production in the state than there were in 1941, the supply of heavy crude has not yet reached the demand. A summary of statistics for 1941 and 1942 is given in the following table. Production in California for 1942 was 680,000 bbl. a day as against 631,000 bbl. a day for 1941, an increase of 7.8 per cent. The present maximum efficient rate has been estimated at 808,000 bbl. per day. This indicates that in the 15 restricted fields of the state there is only an additional 83,000 bbl. per day of light oil available. Drilling Activity Drilling activity during the year was equivalent to but 70 per cent of normal. Although shortages of equipment and labor were in part responsible for the reduced drilling activity, the main reasons were the lack of proved locations due to a cycle of very few new discoveries and the restrictions of Conservation Order M-68. For the first six months of the year, 300 new oil wells were completed, which were equally divided as to the number of light and heavy oil producers. But, for the last six months of the year, it is

The results of drilling in Missouri in 1938 are overshadowed by the leasing activity in northern Missouri, which began about the middle of the year. Nothing like it has ever been witnessed by the oil industry. With no production except a minor amount of gas, and with no drilling except in Clay, Platte and Marion Counties, a leasing campaign has embraced most of the counties north of the Missouri River and spread into southern Iowa, southeastern Nebraska and northeastern Kansas. It is reported that nearly all farms that could be leased without payment of a bonus have been leased, mostly on 10-yr. contracts, and at the end of the year a policy of bonus paying is in effect. Many of the major oil companies are leasing in the area and at least 15 of them are represented by scouts. Similarity to the Illinois Basin, low-priced leases and low drilling costs are among the reasons advanced for the leasing activity. Drilling activity in Missouri increased nearly two-thirds over 1937, with a total of 164 completions. The main activity was the extension of the "shoestring" of the so-called Bartlesville gas pool in Jackson County. It now seems that this sand is probably at the horizon of the Burbank sand. A new Squirrel sand oil pool was discovered in Jackson County. Cass County had five oil wells, with 63 bbl. initial production, four gas wells with 542,000 cu. ft. initial open flow, and 15 dry holes. Jackson County had three oil wells, with 24 bbl. initial production, 56 gas wells with 52,021,168 cu. ft. initial open flow and 57 dry holes. In Vernon County seven oil wells, with about 36 bbl. initial production, and two dry holes were completed. The oil production dropped off very quickly. In counties where wildcatting was carried on, new production was found. Clay County had seven dry holes, Hickory and Marion one each; Platte, four and St. Clair, two.

No new pools were opened and several areas with promising structures, in the northwestern part of the state, were disappointing when drilled. In looking for an explanation of these failures, it is suggested that it will be necessary to find areas in which the lower beds of the Mississippian are upfolded, in order to obtain production in northwestern Missouri. To do this, geophysical exploration or test drilling far enough into the Mississippian beds to get cores or cuttings of definitely established age appear to be the best methods. Although not leading to new production, drilling in Missouri established two new state records, one for depth and another for the amount of rotary drilling. An important well† in sec. 24, T. 19 N., R. 11 E., Pemiscot County, in the southeastern corner of the state, was drilled with a rotary to 4740 ft., several hundred feet deeper than any previous hole. The total footage drilled by rotary rigs of various types was 31,135 ft. and that by cable tools, 29,166 feet. The total number of completions was 85, of which 18 were gas wells with an initial open-flow capacity of 12,528,000 cu. ft., and 67 were dry holes. Of the latter, 19 were drilled into Mississippian or older formations. Table I gives a summary of activities by counties.

The principal event in the development of oil and gas in Missouri in 1942 was the drilling of the Cities Service Oil Company's No. I Jim Cook, in the northwest corner, NW. 1/4 sec. 32, T. 65 N., R. 39 W., Atchison County, in the northwest corner of Missouri. This well, not yet completed, bailed several barrels of free oil in about 27° Baume from a sand called the Bartlesville by those in charge, at a depth of 1450 ft. The well is on a block of leases obtained after the area, which is covered by several hundred feet of glacial drift, had been prospected by core drilling. Earlier in the year the same company drilled a well on the Glen Gray farm in the southwest corner, SW. 1/4 sec. 29, T. 65 N., R. 39 w., to a depth of 2427 ft. in the Hunton lime with a rotary drill. Oil stains in this hole led to the drilling of the second well. The principal event in the development of oil and gas in Missouri in 1942 was the drilling of the Cities Service Oil Company's No. I Jim Cook, in the northwest corner, NW. 1/4 sec. 32, T. 65 N., R. 39 W., Atchison County, in the northwest corner of Missouri. This well, not yet completed, bailed several barrels of free oil in about 27° Baume from a sand called the Bartlesville by those in charge, at a depth of 1450 ft. The well is on a block of leases obtained after the area, which is covered by several hundred feet of glacial drift, had been prospected by core drilling. Earlier in the year the same company drilled a well on the Glen Gray farm in the southwest corner, SW. 1/4 sec. 29, T. 65 N., R. 39 w., to a depth of 2427 ft. in the Hunton lime with a rotary drill. Oil stains in this hole led to the drilling of the second well. Drilling in Missouri in 1944 was nearly treble the rate of 1943 because of continued development of the Tarkio pool in Atchison County and the preparation of a pool in Jackson County for a water-injection project. The pipe line from the Prairie Point gas pool in Platte County was in operation throughout the year of 1944, but several of the shallow oil pools in Cass and Jackson Counties were off production during much of 1944 because of a shortage of help. Table I gives a summary of activities by counties. The total footage drilled was 41,475 .ft., of which 21,187 ft. was by rotary tools and 20,268 ft. by cable tools.

Six new oil fields were discovered in the East and East Central Texas district during 1942. The Coke and Quitman fields, in Wood County, at this time appear to be the two most important oil discoveries for the year. The. four other oil fields discovered were Concord, in Anderson County; Kildare, in Cass County; Weiland (ClubLake), in Hunt County; and Larissa, in Cherokee County. The Rodessa lime in the Chapel Hill field, Smith County, provided the only new oil zone in older fields. The Hawkins field, Wood County, was the most active in drilling operations, 125 new wells being completed during the year. The Chapel Hill field tied the Coke field for second place with 30 completions each. The third most active field was Kildare, with 10 completions. Like the other oil-producing districts of the country, wartime restrictions reduced the number of oil and gas-well completions to 265 in 1942, compared with 964 completions in 1941. This represents a drop of 72 per cent and only a little more than one half enough to replace the 437 producing wells abandoned in the district during the year. Tn addition, the number of producing wells temporarily shut down nearly tripled, far two principal reasons: (I) the rule of the Petroleum Administration for War preventing operators from equipping more than, one well on each 10 surface acres with pumping or artificial-lift equipment, and (2) the Railroad Commission's issuance of various orders permitting the transfer of allowable for wells having high water-oil ratios and high gas-oil ratios to other wells capable of producing the same with less waste of reservoir energy. No changes were made in prices of crude oil in the district during 1942. Production and Probation The district produced 158,928,281 bbl. of oil and distillate during 1942, compared with 163,566,695 bbl. during 1941, which represents a decrease of 3 per cent. The East Texas field produced 120,680,595 bbl. of oil, compared with 130,377,793 during 1941; a reduction of 9,697,198 bbl., or 7.4 per cent. The production of this field represents 75.9 per cent of the district total, compared with the 79.7 per cent that it furnished in 1941. The district had an estimated basic daily oil allowable of 623,242 bbl. on Dec. 31, 1942. Approximately 31.8 per cent of the production in Texas during 1942 was supplied by this district, compared with 33 per cent during 1941- Changes in the annual production of newer and flush fields in this district are attributable either to a difference in the number of wells producing during the year or to changes in basic allowable and number of shutdown days due to shifting market dconditions brought on by the war.
