Surface mining consists of the removal of the geologic strata overlying the coal seam usually with large electric shovels, draglines or bucket wheels. The method produces more or less parallel ridges or peaks of cast overburden, usually called "spoil banks". The mined lands vary widely in their inherent characteristics to produce a vegetative cover and thus can be put to a wide variety of uses. Use is the key to economic and social benefits. Physical and Chemical Characteristics of Soil Material of Surface Mined Lands after surface mining operations, the soil material is a heterogeneous mass whose physical and chemical properties are dominated by the character of the geologic strata overlying the coal. These strata are highly variable in thickness and character. They may include the surface soil, loess, glacial till, sands, shales, slates, limestone and sandstone rock. The method of mining with the several types of mining equipment will also affect the resultant mined area.

Open pit anthracite mining at the Canmore Creek Mines, Canmore, Alberta, south of Banff National Park, resulted in several pit lakes by the early 1970’s. To enable future mining opportunities in the Rocky Mountains, operators decided to reclaim the site into a non-polluting landscape which would provide a memorable outdoor experience for residents and visitors alike, and would preserve wildlife habitat. Reclamation began with the stabilization and revegetation of spoil piles adjacent to Canmore Creek, and the backfilling and revegetation of Canmore Creek Mines No. 1 and 2 to create “Salamander Pond.” The company dammed the outlet of an open pit at Canmore Creek Mine No. 3 to raise the water level and create Quarry Lake. Reclamation concluded in 1980 when the Town of Canmore took ownership. Quarry Lake is now the centerpiece of 293-acre Quarry Lake Heritage Park, a popular destination for swimming, hiking, and fishing, visited by about 400 people on summer days. The Alberta Environment Conservation Authority described this as “The best mine reclamation in Western Canada.” Quarry Lake is an exceptional example of walk-away, pit lake closure, where the mining company created a valued post-mining asset and was released from future liabilities. INTRODUCTION One of the most important environmental issues associated with contemporary open pit mining is the closure of mine pit lakes, and the perpetual legacy these lakes can potentially generate. Ideally, successful pit lake closure includes the following: (i) the water quality within the pit lake, plus surface water and groundwater discharging from the pit lake, meets pre-mining, or other acceptable water quality conditions of the receiving environment, (ii) the termination of all active treatment processes, (iii) the return of the pit lake to the government for long-term care and maintenance, (iv) the release of the mining company from all future liabilities associated with the pit lake, (v) the return the environmental bond to the mining company, and (vi) the reuse of the pit lake for some post-closure, beneficial purpose. The achievement of these goals is known as “walk away, pit lake closure.” Peer-reviewed, publications of successful walk away, pit lake closure provide mining companies the ability to address public concerns regarding the safety of pit lakes which commonly occur during the permitting, operations, and closure phases of mining. To date, most published work on walk away, pit lake closure work has occurred in the coal mining sector in Germany and Australia (McCullough et al., 2009; Jones and McCullough, 2011; Kumar et al., 2013; Schultz et al., 2013). However, in North America, examples of walk away, pit lake closure are not widely discussed in the literature despite there being excellent examples from the coal mining sector in Alberta, Canada (e.g. Pleasure Island, Black Diamond, East Pit, Sphynx, Robb, Lovette, Siltstone, and Sterling), and from the iron mining sector in Minnesota in the United States (e.g. Portsmouth Lake, see MNDNR, 2018). Although seldom included in discussions of pit lakes from the metal and coal mining sectors, the aggregate and fabricated-stone mining sectors also produce pit lakes, and there are numerous examples throughout North America where these pit lakes have been successfully closed and transformed into post-mining resources. The difficulty of finding these good examples in the literature makes it challenging for companies to respond to public and regulatory questions regarding pit lake closure and reuse. As such, there is a pressing need document the motivations and approaches used in examples of successful, walk away, pit lake closure in North America so that the mining industry at large can learn from these examples and can better address public concerns.

A 2-hectare uranium tailings area has been reclaimed. The exposed tailings of 1.4 hectares were capped with glacial till and vegetated with grasses and legumes. The water running through the tailings was diverted around the tailings in a line ditch and treated with sodium hydroxide and barium chloride. Difficulties occurred in placing the till capping because of the low bearing strength and the uneven surface of the tailings. This led to varying thicknesses of till and the need for manual labour in some areas. Total reclamation costs were $32,200, with vegetation establishment costs at $13,700 per hectare. This report provides a record of work for use in assessing the long-term suitability of these treatments.

Mining has been the mainstay of the Woods Creek Valley for more than a century. The head of the valley is at the Continental Divide, about 50 miles west of Denver, Colorado. First, it was the quest for gold and silver that drew people to the valley. Then, when molybdenum was classified as a strategic metal by the U. S. Government during World War I, it was the valley's molybdenum mineralization which attracted the most attention. Molybdenum is used primarily as an alloying material in superior grades of steel. Circumstances responsible for providing the label "Urad" are unknown, but Urad is variously reported to be an acronym for "Uranium Research and Development" or "Uranium Research of America Division". The search for uranium was fruitless as no ore grade uranium exists in this area. The moly orebody was first developed and mined by the Primos Exploration Company from 1914 to 1919. During World War II, the mine was purchased by the government and turned over to the Molybdenum Corporation of America to operate. In 1963 AMAX Inc. purchased the property for $2 million. After spending nearly $30 million for exploration and development, AMAX put the mine into production again in 1967.

Hartford Steel Technologies (HST) has a pyrometallurgical and hydrometaliurgical process capable of reclaiming valuable metals from a hazardous waste· stream such as EAF Dust. The HST Process effectively addresses the growing environmental concerns surrounding the increasing production of EAF Dust without producing any hazardous waste material as byproducts. Currently EAF Dust production levels are exceeding the 1,000,000 metric tons per year mark. The HST Process is designed to separate iron, zinc, lead, cadmium, copper, and silver metals using a two-phased process. The Pyrometallurgical side of the Process utilizes a Rotary Hearth Furnace to separate the iron metal from the remaining metals. These remaining metals are further separated, using a Hydrometallurgical Process, in a series of digestion tanks. The individual metals are then collected in saleable form.

Two of the largest industries in northern Michigan, pulp and paper manufacturing and iron mining, formed a mutually beneficial partnership and collaborative research program to utilize paper mill residuals for waste rock stockpile reclamation. Historically, the majority of the paper industry’s residuals have been disposed of in landfills. The beneficial use of paper mill residuals for mine reclamation provides an environmentally sound recycling solution for the solids generated at northern Michigan paper mills and eliminates the need to strip additional overburden (glacial till) for final mine reclamation. Residuals offer a cost-effective source of organics and nutrients necessary for successful reclamation and waste rock stockpiles offer an economical and environmentally sound solution for disposal of residuals. The goal is to successfully pioneer technical development of paper mill residuals to accomplish vegetation of steep waste rock stockpile slopes and benches to establish a self-sustaining plant community that meets final reclamation requirements. Of the various types of iron mining wastes, rock stockpiles pose the greatest reclamation challenge. Success depends on incorporating sufficient organic matter into the rock stockpiles to produce a growth medium that can sustain vegetation without the need of overburden. This is an ongoing research program that is evolutionary in nature with numerous field trials, greenhouse studies, data collection and monitoring over multiple growing seasons. The program is a combination of innovative ideas and accepted reclamation practices that is proving to be a beneficial and economic approach to paper mill residual management and mine reclamation that will eventually lead from research to standardized reclamation procedures.

The McLaughlin Mine is based on a world class epithermal gold deposit located in the coastal thrust fault of northern California, about 1 12 air km (70 air miles) north of San Francisco. Owned and operated by Homestake Mining Co., the McLaughlin deposit contains about 18 Mt (20 million st) of gold ore at an average grade of 5.2 g/t (0.152 oz per st), or about 93 t (3 million oz). The area was identified as a gold target by Homestake in early 1978. Drilling confirmed it to be a commercial deposit by 1980. The mine was then planned, engineered, built and brought into production by March of 1985. The deposit was historically a part of the Knoxville District. It was mined for cinnabar, which was used to produce mercury for use in recovering gold and silver in the Mother Lode and Comstock districts. At that time, the mine was called the Manhatten and later the One Shot Mine. It was worked for more than 100 years, producing about 76,000 flasks of mercury without any awareness of the presence of economic concentrations of gold. By 1978, the site was largely disturbed and entirely unreclaimed.

About 65% of the U.S. coal production (835 n tons was surface mined. A similar proportion of the Illinois basin's production (112 m tons) is also surface mined. The state of Illinois is the third largest producer of surface mined coal in the United States, after Wyoming and Kentucky. The Illinois coal basin encompasses Illinois, southwestern Indiana, and western Kentucky, as shown in Figure 1 (dotted lines). The estimated surface mineable coal resources in the basin amount to about 27 billion tons, and about 69 m. tons of coal is surface mined annually (Tab1e I).

When Lewis and Clark first pushed their boats up the Missouri River, Meriwether Lewis reported the presence of coal in the western states by saying in 1802 that it "burnt tolerably well and afforded but little flame or smoke but produced a hot and lasting fire". Lewis would have been amazed and bewildered at the history of coal development in this region and the more recent political-socio-economic-environmental confrontations of today. Certainly without this coal the railroads would not have readily pushed into our western states, and the progress of this region would have suffered. The coal industry has passed from a period when "coal was king" to a period of depression in the industry, but its importance is being revived. A contributing and simultaneous environmental concern has emerged in the nation and in many states during the past ten years, partly caused by newly imposed standards for sulfur content of fuels. Much of the midwest and eastern coal cannot be used because of high sulfur content, shifting attention to the low sulfur coal deposits of the western states. In the western states, lands disturbed by strip mining or even underlain by strippable coal are small compared to the total acreage, and usually mining operations are on lands not under cultivation. There are some farm lands being disturbed by surface mining, but this is often over-emphasized. In states like New Mexico and Arizona the percentage is less. The value of the minerals underlying the surface certainly must be considered along with the value of the surface, and sometimes proper reclamation following mining can result in higher ultimate usage of the land.

As a branch of Operations Research, decision making is a widely used application in both science and social sciences. There are many different methods developed to solve decision making problems in the literature. In this study, Fuzzy Analytic Hierarchy Process (AHP) method is performed for the selection of reclamation project selection in an open pit mine and the optimal solution of the problem is investigated. Different reclamation project alternatives are prepared for an open pit mine, which continues to its production activities in magnesite sector in Turkey. The data obtained from Magnesite Cooperation is used in the application of the method. A decision-making process is prepared as considering the project alternatives for the purpose of selecting the most suitable reclamation project. The entire criteria that affect the decision-making process are identified and transformed into a hierarchical structure. The problem is solved by using Fuzzy AHP method developed according to this structure. It is found that Fuzzy AHP is a method that may help decision-makers in solving different decision-making problems in mining.

Introduction Abandoned mill tailings deposits can be found throughout the northern Black Hills of South Dakota, indicative of mining activities that originated during the great gold rush days of 1875. The Refuse Act of 1899 attempted to regulate the deposit of debris from mines and stamp works. But, in most cases, huge volumes of mine and milling wastes were disposed of in ways no longer considered environmentally acceptable. Restoration of gold mill tailings deposits is a relatively new practice to the Black Hills area. This discussion will present an overview of the environmental setting, environmental problems associated with past tailings disposal practices, practices being implemented to solve these problems, and prospects related to present the future tailings disposal practices. With mine activity dating back to 1792, the Lehigh Valley, about 80 km (50 miles) northeast of the historic Allentown/Bethlehem steel mills and about 160 km (100 miles) northeast of Philadelphia, PA, defined early-day coal mining. Coal mining began just nine years after the end of America?s Revolutionary War. The high-carbon, clean-burning anthracite coal that was hand-dug from the Pennsylvania hills fueled the steam engines that powered the Industrial Revolution, helping build early steam ships and even the first automobiles. Around 1910, at the peak of the U.S.?s early mining effort, there were more than 250,000 men working underground ? 10,000 of them in the Lehigh Valley.

Recoflo® ion exchange technology utilizes fine mesh resin beads, a fully packed resin bed, and counter-current regeneration. These unique features help to improve exchange kinetics, reduce regenerant consumption, and increase the concentration of strip solutions. Commercially, Recoflo technology has been extensively used in the following areas: the separation of strong mineral acids from dissolved metal salts, the purification, removal and recycle of dissolved metals in the surface finishing industries, and the production of high purity water. In the mining and metallurgical industries Recoflo ion exchange systems have been installed to treat a copper refinery bleed stream at Falconbridge's Kidd Creek plant and to treat a nickel and cobalt bearing ammonium sulfate effluent stream at another primary metal producer's facility. In the first application an APU® Recoflo system is used to separate the sulfuric acid at 200g/L from the dissolved copper and nickel sulfate salts at 80 g/L. The absorbed sulfuric acid is recovered from the resin by elution with water and is then returned to the refinery electrolyte circuit. In the second application a chelating ion exchange resin is used to remove nickel and cobalt at 0.01 - 3.0 g/L from process streams containing 120 - 240 g/L ammonium sulfate. This Recoflo system has been designed to reduce the nickel and cobalt levels to 0.001 - 0.002 g/L while recovering cobalt and nickel at concentrations up to 30 g/L and 15 g/L respectively. The current Queensland Government’s rehabilitation guidelines for post-mining landforms present a hierarchy of preferred outcomes for different areas within the mine site (see Figure 1). Within all areas, restoration of a ‘natural’ ecosystem is clearly prioritised as the preferred end land use, although it is not a mandatory practice. Beyond the official guidelines, there is also an implied preference for renaturalisation echoed in most environmental impact assessments and closure plans (Lamb, Erskine and Fletcher, 2015). In practice, however, ecosystem restoration does not extend to construction of a realistic topographic form, largely rejecting the ‘natural’ aesthetic implied by ecosystem restoration in favour of adopting a functional aesthetic in deference to standard engineering criteria.This presentation argues that the established disconnection between actual and implied landform aesthetics is indicative of a wider problem around end landform planning. It contends that such disconnects are the result of the impact of competing ‘ways of seeing’ (Bradley and Kearney, 2007) the same landscape, and reflect the struggle between, and inclusion of, these differing perspectives within the planning process itself. We propose that recognition of the complexity of landscape perceptions is key to improving post-mining landscape outcomes, and the misalignment between land use values and landscape aesthetics can be addressed by establishing an overarching framework for landscape preferences. Current spontaneous combustion index parameters such as SHT, CPT/RIT and R70 self-heating rate all have deficiencies that need clarifying from a risk management perspective. In some instances they can produce a false negative evaluation and in others they can produce a false positive evaluation. These tests all use a relative rating scheme that does not provide any indication of the time it takes for a spontaneous combustion event to develop, nor do they consider the moderating influence of moisture present in the coal on self-heating rate in the low temperature oxidation region. This is viewed as a major deficiency since the true self-heating behaviour of broken coal is primarily a function of time that is governed by the interaction of the initial boundary conditions (initial ambient temperature and moisture state) with the reactivity of the coal (both intrinsic coal reactivity and accelerated self-heating from reactive pyrite if present). Strategy development by the minerals industry identified the fragmented management of mineral resources as a significant impediment to the discovery and development of New Zealand Æs mineral resources. The total gross value of New Zealand Æs potential resources of coal and minerals is estimated at about $400 billion, but their potential value is not being realised. The management of minerals is now largely under the control of 86 local authorities (regional and district councils) and the lack of recognition of the significance of the sector has lead to inconsistencies in the way minerals are managed. The industry strategy influenced science funding for minerals, with the result that the 'mineral wealth' component now includes research on making better use of resource data in minerals management. Initially this research has targeted Otago and Northland regions where a number of initiatives are now in progress.   In Otago the Regional Council has budgeted to contribute $1 million towards a regional geophysical survey to advance mineral exploration and the management of subsurface resources in the region, to work cooperatively towards improving public awareness of the significance of minerals to regional economic activity, and to better coordinate policy-making for minerals at regional and district levels.   Crown Minerals, and the Far North and Whangarei district councils are considering providing funding support for an economic study of the mineral potential of Northland, building on a mineral resource assessment undertaken by GNS Science. Enterprise Northland is adding minerals to their list of potential growth sectors, and is supporting the operation of a Northland region minerals focus group.   Regional development agencies and local authorities have shown that they are willing to include mineral resources in their development strategies and to provide for them in policies and plans when supplied with information and assisted with technical support.

Author?s note: Diversity in practice exists in the application of Generally Accepted Accounting Principles (GAAP) for purchase price allocations with respect to the recognition of Value Beyond Proven and Probable Reserves or VBPP, as defined by the Emerging Issues Task Force (EITF) in EITF 04-3: ?Mining Assets: Impairment and Business Combinations?. This diversity appears to arise from differing interpretations of what constitutes sufficient information to value components of VBPP in business combinations. Concerned with this diversity in practice, respected members of the mining community formed a working group which prepared an issues paper that discussed this diversity and provided recommendations for recognition and valuation of VBPP in business combinations. The working group then submitted this paper to the EITF, requesting further guidance be issued on the concept of VBPP. In conjunction with the submission to the EITF, the working group also provided this paper to the United States Securities and Exchange Commission (SEC) for review and comment. The EITF discussed this issue at its May, 2008 agenda committee meeting. However, it declined to add this topic to the EITF agenda for further consideration. Absent additional guidance on VBPP from the EITF, the working group submitted a proposed definition of VBPP to the U.S. Securities and Exchange Commission for its consideration. The following article, which is consistent with the issues paper that was submitted to the EITF and the SEC, discusses the components of and valuation techniques for VBPP. The correspondence with the U.S. Securities and Exchange Commission, which includes the proposed definition of VBPP by the working group, is attached as Appendix 1 to this article.

Greater use should be made of lineations in investigations of the engineering properties of rock masses and in structural studies guiding prospecting programmes.A prominent alignment of elongate mineral grains and stretched pebbles usually marks the primary direction in which metamorphic rocks have been extended by flow. In local adjustment zones separating masses that have extended different amounts, this lineation has been a direction of slip. Kinks and crumples resulting from this slip lie in secondary lineation directions transverse to the primary mineral lineation.During deformation relatively mobile materials move into dilatant zones caused by irregularities in primary flow directions. This secondary movement transverse to lineated, primary-flow directions is the cause of crenulations and folds with axes parallel to flow lineations.INTRODUCTIONThe arrangement of inequidimensional particles in rocks is rarely statistically random. Platy minerals tend to be parallel to bedding and foliation planes. Elongate particles and linear structures lie most frequently in certain lineation directions. The types of elongate particles in lineated rocks include needle and blade shaped mineral grains, sheared out segregations, and stretched pebbles, amygdules, and aolites.Crenulations and kinks are the most common of the linear structures involved.Faint lineations are readily overlooked. Even strong lineations have been ignored. While the concepts of Aboriginal title share a similar jurisprudence in both Australia and Canada resource development regimes on Aboriginal title lands differ significantly. In Australia, the process is the right to negotiate with mining proponents. In Canada, the process is the duty to consult with government regarding mining projects. This paper compares and assesses the processes for ?consultation and negotiation? with Indigenous peoples when development actions (particularly in the context of mining resource development) impact Indigenous property rights and how agreement making can be progressed. This paper will question whether the resource development processes afford Indigenous people?s property rights full respect when mining developments on Indigenous lands are proposed.
