I had the good fortune to attend the above Conference which was held in Kanpur, India, on 11-15 December, 1995. The Conference was held in honour of Professor P.C. Kapur of the Indian Institute of Technology in Kanpur. Professor Kapur was one of the early students of legendary teacher and researcher of mineral beneficiation, Professor Doug Fuerstenau of the Department of Materials Science and Engineering at the University of California at Berkeley. I have attended my fair share of international conferences and this one certainly rated at the top of the list on several counts. With an open-hearted hospitality which one might almost take for granted once you have spent some time in India, the organizers of the Conference looked after every need of their guests, including breakfast and transport to and from the conference centre, wonderful traditional lunches and dinners and outstanding entertainment in the evenings. The papers were generally of a high standard, and debate flowed enthusiastically and freely. Several international guests delivered seminal papers in their fields as discussed below.

INFACON 7, the seventh International Ferro Alloys Congress, took place in Trondheim, Norway, in June 1995. The main aim of the Congress, which was held under the auspices of Euroalliages and the Norwegian Ferroalloy Research Organization, was to present the challenges facing the ferro-alloys industry on the road to the 21st century. Halyard Tveit, Chairman of the Technical Committee, summarized these as: ? the transition to a single global market economy ? new demands with regards to quality arising from customer needs, and ? increased awareness of the global environment. In the Plenary Sessions Kouichi Nakamura (Nippon Steel) outlined, from the steel industry's point of view, the relationship between technical advances in the products and more demanding ferro-alloy specifications. Advances in steel manufacturing technology and higher product quality have been supported in the past by raising the quality standards of ferro-alloys. Future requirements are bound to bring about more severe standards, and these need to be established by common agreement between both industries.

The Conference Minerals & Materials '96 was held in Somerset West, South Africa, from 31st July to 2nd August, 1996. It was organized by the Universities of Stellenbosch and Cape Town, the Cape Technikon, and the Western Cape Branch of The South African institute of Mining and Metallurgy (SAIMM). The three-day Conference was attended by 180 delegates, representing countries such as Australia, South Africa, United Kingdom, Finland, Sweden, Germany, Poland, Zambia, and Zimbabwe. The programme and associated exhibition were well organized, and each of the delegates received two volumes of proceedings containing the 77 papers presented at the Conference.

Human Resources: Elementary Residual Racism, Housing, Downscaling, Migrant Labour and Human Resource Development. Mineral Tenure: Mineral Rights, System of Access to Mineral Rights, Access to Exploration information, optimal Exploration, Trust Lands. Small-scale Mining. Development of Small-scale Mining, Artisanal Mining.

A three-day symposium on the production of clean steel organized by The South African Institute of Mining and Metallurgy, was held in September 1995 at Vanderbijlpark. It was attended by 151 delegates, who represented the whole of the steel industry in South Africa: Iscor Works, Saldanha Steel, Columbus Stainless, Highveld Steel & Vanadium, Iscor Research & Development, University of Pretoria, and Technikon Witwatersrand, as well as the users of steel products were represented. Professor Allan Cramb held the delegates attention with well-presented research and practical information. He obtained excellent interaction with the delegates by responding in depth to the questions put to him during the Symposium. In summary, he emphasized the following aspects of the elimination of defects during the processing of steel in continuously cast materials.

The Technical Programme Committee-Metals Technology of The South African Institute of Mining and Metallurgy, in association with its Vaal Triangle Branch, held a one-day colloquium on 18th April, 1989, the theme being 'Ferous Pyrometalurgy: A Challenge for South Africa'. The venue was the Auditorium 100 at the campus of the Vaal Triangle Technikon in Vanderbijlpark. Project and contract management A Project and Contract Management Conference is to be held on 19th and 20th September, 1989, at the C SIR, Pretoria. Powder metallurgy The PM 90 exhibition is to be held in Wembley, London, from 2nd to 6th July, 1990. The wide range of powders, processing machinery, and powder-metallurgy components at the exhibition will reflect the growth in this highly specialist industry. Castings and forgings Exhibition organizers, FMJ International Publications Ltd, are set to build upon the success of Castings & Forgings '88, which was held as a joint event with Pat- Cast '88. Castings & Forgings '89-with Pat-Cast '89- has already generated a high level of interest, which has been reflected in the demand for stands. Furnaces FURNACES '90, the eighth in this series of exhibitions for the thermal-processing industry, will be held in Solihul, West Midlands, England, on 6th and 7th March, 1990.

This concept offers prospects of development that must make our previous achievements seem equivalent only to the first act in a drama enacted on the stage of Southern Africa. I hope to illustrate how, in Act Two, chemistry will play a dominant role, and chemists and chemical engineers will be among the principal actors.

A Colloquium on 'Control and Simulation in the Minerals Industry' was held at the Holiday Inn, Milner Park, on 20th September, 1984, in conjunction with the Electra Mining Exhibition. A total of 170 persons attended the very full morning programme, which began with an opening address by the President, The South African Institute of Mining and Metallurgy, Mr l.D. Austin. He outlined the reasons why computers were being used to an ever-increasing extent for control and simulation in the minerals industry. The computer was even used to check, among other things, the validity of the signals it was receiving by mass-balance calculations.

From 27th to 29th September, The South African Institute of Mining and Metallurgy held a Colloquium on Equipment Alternatives in Underground Mining in Johannesburg. The Colloquium, which was highly successful, was held concurrently with the 1988 Electra Mining Exhibition. INFACON is of special significance to people in South Africa who are interested in ferro-alloys, because it was in South Africa that the idea of regular international congresses on ferro-alloys was conceived and developed. INFACON 74, the first-ever such congress, was held in Johannesburg from 22nd to 26th April, 1974, being organized by the South African Institute of Mining and Metallurgy, the National Institute for Metallurgy, and the Ferro Alloy Producers' Association of South Africa. Design Awards The Design Institute is inviting entries for the 1981 Shell Design Awards. Any product that falls into the three categories shown below, and that was designed in South Africa and is in production, is eligible for an award. This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

On 14th April, 1980, 76 delegates from industry, universities, and research laboratories gathered at the University of the Witwatersrand to attend the Pyrometallurgy Vacation School. Professor H. B. Bell, Chairman of the Department of Metallurgy at the University of Strathclyde, Scotland, was there to lead the School, along with 12 local lecturers, who had gathered at the Hotel Devonshire at 07h30 for an Authors' Breakfast. Probabilistic methods for assessing the reliability of engineering systems in mining are the way of the future. So agreed the delegates of a recent short course on the subject, entitled 'Reliability-based Approach in Mining engineering Design'. This was a very successful five-day technical course sponsored by The South African Institute of Mining and Metallurgy and held at Mintek from 7th to 11th March, 1988. The main lecturer for the course was Milton E. Har, Professor of Geotechnical Engineering at the School for Civil Engineering of Purdue University, Indiana, USA. Professor Har was ably assisted by Dr Dirk van Zyl, a former student. Science quiz Teams of pupils from 37 schools within a radius of 12 kilometres of the Council for Mineral Technology (Mintek) competed in a science quiz held by Mintek at its headquarters in Randburg on Tuesday, June 7th, 1988.

The Institute was privileged to receive an invitation from the Armaments Corporation of South Africa (Armscor) for members to visit one of their plants. As these are factories, the number of visitors who could be accommodated was limited. As the opportunity seldom arises to learn something of this very large industry, there was great interest among members and many were disappointed in not being able to go. Underwater mining The 16th Annual Underwater Mining Institute will be held at Halifax, Nova Scotia, Canada, from 20th to 23rd October, 1985.
