The New Mississippi River Bridge (MRB) employed conventional design-bid-build procurement, but the bidding process included the opportunity for pre-qualified bidders to develop and propose confidential Alternative Technical Concepts (ATC?s) for evaluation and approval in advance of bidding. The ATC process provides a mechanism for value-engineering prior to bid, with incentives and opportunities for both the owner and the bidding contractor. The contract described in this paper is for the river bridge composed of a cable-stayed crossing with two pylons and the anchor piers on each side of the river. The Massman-Traylor-Alberici (MTA) team developed a re-designed foundation system for the main pylon and anchor foundations which utilizes their equipment and experience along with field load test measurements to optimize the foundations. The paper describes the experience with the use of the pre-bid ATC process on the project from the perspective of the bidder, and outlines some of the benefits and limitations of this concept with respect to foundation design and construction. Some keys for success are identified and impediments to the effective implementation of the process are described.

INTRODUCTION The $1.1 billion Bajo la Alumbrera Project, started up in 1997 by Minera Alumbrera Limited in the Catamarca Province of Northwestern Argentina, is the first large scale modern mining project to be developed in Argentina. Like many modern Andean mining projects, existing infrastructure was not available to economically transport the 875,000 tonnes of product per year. A variety of alternatives were investigated, including upgrading of existing roads and railroads, slurry pipelines, and combinations of these systems. The final system selected was to combine a 312 km slurry pipeline with an 820 km rail haul to a ship loading facility near Rosario. The concentrate pipeline crosses divergent terrain between the minesite at 2400 m elevation and the filter plant at 400 m elevation. The system selected represented the lowest net present cost alternative by a significant margin. BACKGROUND The Bajo Alumbrera deposit was discovered in 1947 by Professor Cetioni from the University of Tucuman. It is a large (>750 million tonnes) medium-grade (0.6%) copper deposit with high gold values (0.5 g/t*). The deposit outcrops, making it very suitable to modern, large scale, open pit mining techniques using 218 t trucks and 43 m3 shovels. Advances in gravity concentration of the gold helped to demonstrate the feasibility of the project in a study prepared by Fluor Daniel for Minera Alumbrera in 1994. The initial concentrator is the largest green-field concentrator ever constructed, rated at 85,000 t/d. Production will peak at 190,000 tonnes of copper metal and 710,000 troy ounces of gold per year, one of the top 10 copper and top 15 gold producers in the world. * Throughout this paper, the word tonne and abbreviation refer to the metric ton of 1000 kg.

FEAST and famine-or, chronologically, famine and feast-have characterized the aluminum supply program during 1943. Fortunately for the war effort the famine phase is over and aluminum production is now in the happy position of being abundantly able to supply all the requirements of the armed services plus a monthly surplus which is building up a substantial stock pile as a reserve against any contingencies. But the present condition of oversupply cannot be attributed to the super-efficiency of the aluminum production program which was designed to take care of the over-all requirements of the war with little or no margin of safety. The present more than comfortable situation is due primarily to the fact that the armed services generally have not consumed anything approaching the amount of aluminum which their requirement estimates indicated.

ANY analysis of the aluminum situation, particularly of the factors involved in the current shortage of the metal, must consider the rapid march of events since the Munich fiasco of September 1938. At the end of 1938, the sole domestic producer of aluminum had more than a year's supply of metal on hand, having added 50,500 tons of output to stocks during the year. Not until war had been declared between the United Kingdom and Germany in September 1939 did the United States begin to make serious preparations for defense and a limited national emergency was proclaimed. Congress reflecting popular opinion, was not disposed to spend huge sums for armaments in 1939, and although 31,413 tons of aluminum was withdrawn from stocks. 107,500 tons was still on hand at the end of the year. When the President initiated a 50,000-airplane program in May 1940 the country was astounded, as previous Congressional authorizations of approximately 6000 planes for the Army by July 1911 and 3000 for the Navy by 1914 had been considered adequate.

W. M. CORSE,?Mansfield, Ohio.-The conservation of tin, in view of the shipping situation; is one of great importance. Several methods of conservation can be employed: 1. Reduction of the amount of tin in an alloy or compound. 2. Substitution of an entirely different metal or compound for tin. 3. A combination of the first and second methods. The second method is the one that I wish to discuss. Metallic aluminum has been known for a long time, and its use in copper alloys was discovered about 1855 by Lord Percy. The high cost of production of metallic aluminum retarded its commercial development, and it was not until the discovery of the electrochemical processes for its production that it came to be known as a common metal. I have been particularly interested, for the past few years, in working with the alloy known as aluminum bronze, which is usually composed of approximately 90 parts of copper and 10 parts of aluminum, by weight.

The use of Alyavdin's equation Y(x,t) = 1-e(-bt) for describing the effect of grinding time on size distribution is discussed. The equation transforms into linear form by expressing it as log-log reciprocal (1 - Y) versus log t. For plotting, specially divided grids are available; Rosin-Rammler or Weibull charts may be used. The data of Herbst and Fuerstenau are especially useful for illustrating the Alyavdin-Weibull chart in two applications: (1) presenting data (which are relatively unaffected by experimental scatter) and comparing them with theoretical predictions, and (2) as a test for the zero-order kinetics production hypothesis. The chart based on the Alyavdin-Weibull equation is suggested as a useful aid in the analysis of kinetic data (/ versus f), though not as a procedure in its own right. Proposed applications are (1) displaying data with excellent clarity, since it avoids the kind of congestion inherent in some other plotting methods, and (2) as a test for assumed kinetic relationships. Sometimes, equation 1 describes the data quite closely, and in these cases the parameter values appear to be related to certain operating conditions.

The purpose of the following research, as originally planned, was to investigate the influence of temperature upon the plate¬amalgamation process. In order to consider the amalgamation process intelligently, it was first necessary to learn the nature of an amalgam. In the performance of this task it was found necessary to consult a large volume of literature and to perform experimental investigations. The conceptions of the nature of amalgams thus obtained have so important a bearing on the amalgamation-process as a whole, as well as upon the possible influences of temperature, that it was advisable to include them in the treatment of the subject. The broader title is therefore used, even though some features of the amalgamation process have been treated very briefly and others entirely omitted, there being nothing new to present regarding them and their development not required for a clear presentation of the matter in hand. I. HISTORICAL INTRODUCTION. Gold was one of the earliest metals known to man. Occurring in the metallic state, it could be picked up in nuggets or washed, as gold dust, front the sand and gravel of streams. Interesting descriptions of the processes employed in early times for the recovery of gold may be found in Pliny's Natural History and in the treatise by Agricola on ores and minerals. But little progress in the treatment of the ores of gold was possible until efficient -crushing machines were devised. GENCOR was contracted by Lonrho Plc of London to design a treatment plant for the benificiation of ores from the Amantaytau Goldfields in Uzbekistan (CIS). The testwork required for determining the design parameters was conducted at GENCOR Process Research in Randburg South Africa, on large bulk samples of ore shipped from the CIS. The initial milling and flotation testwork was designed to both optimise the conditions for maximum gold recovery, and to provide flotation concentrate for subsequent testwork. The concentrate produced was fed to a pilot scale BIOX® plant, and at the client's request a portion was shipped to specialists in roasting and pressure oxidation technology for comparison. Besides the testwork conducted at the GENCOR Process Research Laboratories in South Africa, the client also requested that the testwork be repeated at the Ingichki Research centre in Uzbekistan to demonstrate to their CIS joint venture partners that the results obtained in South Africa are reproducible and to demonstrate the ease of operation of a BIOX® plant. Pilot scale equipment was air freighted to Ingichki where the results of the testwork obtained in South Africa were successfully duplicated. BIOX® technology was shown to achieve higher gold recoveries than either roasting, whole ore roasting or pressure oxidation.

Introduction Within the past year a new deposit of gypsum has been opened up and brought into production in the Province of Manitoba. Until 1930, Manitoba's entire production came from Gypsumville, northwest of Winnipeg, at mile 161 on the Gypsumville branch of the Canadian National railway. However, during 1930 a gypsum bed was opened up at a point one mile south of the village of Amaranth, forty miles north of Portage la Paririe, on the west side of lake Manitoba (See Figure 1). Although no exposure has yet been discovered, the presence of gypsum below the surface in that district has been known for many years as the result of drilling for water. In 1929, J. R. Spear (1), of Winnipeg, interested some local capital in the possibility of .finding commercial deposits of gypsum, and, after some exploration work in the area with a well drill, the Amaranth deposit was located. Sixteen holes were put down at intervals of 400 or 500 feet, all of which encountered what appeared to be a continuous bed of gypsum, about thirty-eight feet thick, at a depth of 92 feet. The extent of the deposit has not yet been determined.

"The Air-Metabisulfite (AMBS) process has been developed to treat complex copper, molybdenum and precious metals (gold, silver) bearing ores using brackish and sea water. This process was able to produce significantly better copper concentrate grades and higher recovery than possible using conventional lime and/or cyanide based processes for certain complex ores with high sulphide gangue minerals. The AMBS technology in now used commercially following a rigorous evaluation process emanating from laboratory curiosity to plant applications. In addition, many projects have embraced this technology at a feasibility level involving various complex ore bodies.This paper presents a summary of the findings from testing the AMBS technology on various ores types. Experiences gained from this successful development from bench to piloting and then to plant applications are also presented in this paper.INTRODUCTIONProcessing of sulphide copper, molybdenum and precious metal ores typically involves flotation of copper bearing minerals while depressing non-sulphide and other non-copper sulphide minerals such as pyrite, pyrrhotite and sometimes arsenopyrite. Though in many precious metal ores, the values are in these sulphide minerals as well. The conventional method employed in the industry to produce a saleable copper concentrate requires depression of these non-copper sulphide minerals using an alkaline pH above 9.5, though 10.5 to 11.5 is more common. Alkalinity is controlled by the addition of a pH modifier. Lime is normally employed as a pH modifier due to its relatively low cost; however, the costs associated with adding lime can be significant and the effectiveness of lime as a depressant could be drastically reduced when the process water supplied to the flotation circuit contains high level of dissolved salts. In some cases, a small amount of cyanide is used along with lime to depress non-copper sulphide minerals especially when its proportion to copper sulphide minerals in the ore is higher than three."

Associated Minerals Consolidated Limited (AMC) is constructing a 112,500 tonne/yr synthetic rutile plant at Narngulu, near Geraldton in Western Australia. Design of the plant is based on the technology developed by AMC and utilised in its two existing plants at Capel in Western Australia. Ilmenite Feedstock for the plant will be sourced from AMC's mine at Eneabba and coal obtained from the Collie deposits. The plant is scheduled to come on stream in the second quarter of calendar 1987. The rationale of the decision to construct the Narngulu plant is examined against the background of the world market for high-Ti02 content feedstocks. Also provided is a detailed description of the plant and an examination of the technology used in process Design.

"The amenability theory was developed by Alex Naudts and considers grouting operations as continuous permeability tests where Newtonian test fluid water, is replaced by a cementitious or solution grout. It utilizes hydraulic conductivity and grouting data to establish the amenability coefficient of a particular grout zone. The amenability coefficient reflects the quantity of apertures or voids accessible to the selected grout, divided by the number of apertures accessible to water, in the zone intersected by the grout hole. By calculating, in real time, the effectiveness of a particular grout at the start of a grouting operation, the most appropriate grout to match design criteria can be targeted. By incorporating the amenability theory in every grouting operation, schedule savings and an increase in productivity are typically achieved. Three short case studies illustrate different enhancements in productivity: At an underground mine during the construction of declines, a cement based suspension grouting program was highly ineffective and did not appear to affect the inflow into the mine workings. The amenability theory was utilized to evaluate the grouting program and based on this evaluation, changes to the grouting program were made which allowed the grouting to meet the project’s objectives. On another project, a pre-excavation grouting program implemented during shaft sinking operations utilized the amenability theory to select the most suitable grout for the program. Schedule constraints also influenced the selection of the grout. In the third case history presented, the amenability theory was used to select the grouting sequence of every individual grout hole for a grouting project in a highly heterogeneous soil formation. INTRODUCTION The amenability of a given soil, civil structure or rock formation for a particular grout formulation is a measure of the ability of that grout to permeate the pores, fissures and apertures water will flow through. The amenability coefficient of a particular grout for a specific zone equals the percentage of apertures, pores and fissures accessible by water that are also accessible by grout. Grouting should be viewed as a continuous permeability test, where the apparent in-situ hydraulic conductivity value for a particular grout zone is continuously evaluated, using grout instead of water as test fluid."

AWAKENED public interest in efforts to conserve natural resources will certainly be appreciated by the members of the American Institute of Mining Engineers, and a discussion upon conservation may well form a part of one of the Institute meetings, for the records of papers and discussions which appear in the 38 volumes of its Transactions are replete with evidence of effort's in this direction. Every process which reduces the fuel consumed or the power applied per unit of product; every utilization of waste material, or employment of that formerly rejected, to obtain something of value ; every feature of construction or operation which lessens the labor required or increases the output per employee, is an advance in the direction of true conservation. This may not appear from the records of late conferences or from published articles, in which the effort seems to be concentrated upon reducing the consumption and presenting to the people of the country estimates of exhaustion of natural resources. I rejoice in the awakening of public interest in a matter so important for the present and future welfare of our nation; I appreciate the possibility of much good following conferences of the Governors and delegates from various States and from national societies; and I recognize the interdependence, not only of different States, but of contiguous nations. In fact, the marvelous development of transportation by land and by water, and the decreasing rates at which commodities can be moved great distances, have in many cases practically obliterated geographical boundaries, and nearly every country on the globe can either market its product in other lands or draw upon them for raw or manufactured materials ; hence, conservation is an international subject.

ONE of the most serious and important economic administrative problems facing American railway authorities to-day is that of their rails, and it is one to which much thought, is being given, not only by the executive officers of the railways and the manufacturers of the steel rails, but also by State and National commissions. It is realized by many and admitted by some that the present situation is one which cannot continue. The roadways of railways must be made more secure, or the weight of rolling stock and the speed of trains must be lessened; and the desired result must be attained with the minimum outlay of money, both in expenditure on plant and in cost of operation. If the investment per mile is too large, or through the lessening of tonnage and efficiency of equipment the cost of operation is too great, the desired and demanded cheap service cannot he rendered to the public. Therefore, the weight of equipment cannot be greatly reduced, and lessening the rapidity of service would be far from satisfactory; consequently, the safety of the roadway must be secured with the least practical outlay. It is imperative that the roadbed should be properly graded, with the fewest practically possible curves; that it should have good ballast, be well drained, have good ties properly spaced, and be laid with sound rails of suitable weight, efficiently joined together, and that the whole property be carefully and intelligently cared for. My province is to treat of the sound rails. During the last few years there has been renewed interest in and discussion of that question, and I know that many rail makers not only have been and are desirous of maintaining the highest standards of manufacture which they may have attained, but have been and are seeking to better their product, in several instances devoting much time and money to that end. At the same time, they realize that the cost of any improvement in quality which they may accomplish must be kept within certain commercial bounds; and that fact is as fully understood by their patrons as by themselves, and it should be kept in mind by all who discuss the question.

The ?AMIRA Metal Accounting Project? had its origin in a workshop held in Cape Town on 1 August 2001, with the title ?Challenges in Metal Accounting and Information Management?, which was organised by the Western Cape Branch of the South African Institute of Mining and Metallurgy. This workshop identified the lack of an accepted set of standard procedures for metallurgical accounting as an industry-wide problem. Discussions which followed this workshop led to the initiation of the AMIRA Project P754, ?Improving Metal Accounting?, in 2003. The primary objective of the project was to provide tools for improving the auditability and transparency of metal accounting from mine to product and to facilitate good corporate governance. The planned deliverables of the project were a series of research projects into aspects of metal balancing in different types of metallurgical operations, a Code of Practice on Metal Accounting, and a textbook on the subject which could serve as a guide for metal accounting practitioners and students studying the topic. An additional planned deliverable was the provision of a new variety of professional experts in metal accounting, through successful completion of the research projects. Researchers were engaged at the Universities of Cape Town, Queensland and Stellenbosch and the project was sponsored by five mining companies, including three of the largest global mining groups. Research Program Eight research projects were undertaken as part of the P754 project and these are described briefly here to indicate the scope of the project. University of Cape Town ?Development of a methodology for measurement network design for metallurgical accounting at Namakwa Sands?. This project was based on the Namakwa Sands Separation Plant, with a data rich environment, and involved the investigation of measurement network design through the use of heuristics and the analysis of complex processing circuits. An industry-wide survey of current practice to facilitate the development of an expert system for plant accounting measurements was carried out. ?Metallurgical accounting design at the Waterval UG-2 Concentrator?. The objective of this project is to develop a model for predicting metal recoveries from the different components of a blended ore feed to a plant. ?Optimal measurement network design for metallurgical accounting at Zincor?. This project provided a hydrometallurgical test case for the design and evaluation of a semi-automated optimal measurement network. THE -problem of extracting alumina from clay and low-grade bauxites has been the subject of considerable interest for some time. The basic reason, of course, lies in the fact that known reserves of high-grade bauxite are not inexhaustible and that the present commercial process cannot successfully cope with low-grade bauxites or clay. Ultimately it may be necessary to use these poorer raw materials for all commercial operations, An unprecedented demand for aluminum during the war emergency and the constantly threatened shortage of imported bauxite caused the United States Government to take an active role in this problem. Through the National Academy of Sciences, the War Production Board and the Defense Plant Corporation, it investigated processes and finally selected four to be used in the construction and operation of four experimental plants. Each plant was to be designed in such a way as to facilitate its incorporation into a larger commercial plant should the need arise. The Chemical Construction Corporation process, or "Chemico" ammonium sulphate process as it is better known, was one of the four selected. The extensive literature and patents on record before the war generally follow one of two process-types depending upon the extracting reagent used. One group uses an acid reagent, the other an alkali. The Chemico process uses an acid reagent. For those interested in other processes described in literature, there is a short bibliography at the end of this paper, The basic steps of all acid extraction processes are: (I) to make the aluminum silicates acid soluble, (2) to separate the released alumina from impurities and insoluble gangue, and (3) to recover the reaent for re-use. THE PROCESS AS PLANNED In April 1941, a group of chemists and engineers of the Chemical Construction Corp, became interested in the problem of extracting alumina from clays and low-grade bauxites and, under the leadership of Mr. Blakeslee Barnes, Vice President and General Manager of the Company, first drafted a process in July of that year-five months prior to Pearl Harbor. The work continued in our research laboratories and with a small pilot plant, By June 1943, the work had progressed to a point where it was possible to apply for a patent on the process which was U.S. patent 2,405,426, granted August 6, 1946. Immediately prior to the development of the Salem plant, the process was envisaged to be as follows: I. The first step was to make the aluminum silicates acid soluble. It was planned: (a) Clay or low-grade bauxite would be roasted at 700 to 800°C (1292° to 1492°F). (b) The roasted ore would then be leached .with hot aqueous ammonium bisulphate to form a slurry. Those who have followed the geological developments in connection with the copper deposits of Quebec will recall that on many properties the sulphide bodies occur as replacements of fault breccias or tuff breccias, and exhibit a pronounced distaste for the more massive lavas. At the same time the rocks around the ore-bodies are profundly altered, first by addition of silica and sericite, later by conversion of these minerals into chlorite. It has been known for some years that at the Amulet and Waite-Ackerman Montgomery mines these conditions do not prevail. At both mines the ore-bodies are replacements of massive lavas, and at the Amulet they are associated with a very peculiar rock christened ?spotted dog', or 'dalmatianite'. Accordingly, when in 1929 the writer had the opportunity to make a further examination of these properties, two problems presented themselves for solution. The first was to determine, if possible, the conditions under which massive lava, rather than breccia, is replaced by the sulphide masses; the second, to find out the exact nature of dalmatianite and its relations to the sulphide bodies. The first of these problems is believed to have been solved; the second has been found very complex, and will require further work before it is satisfactorily settled.

"The richest hill on earth" had its start as a placer gold camp in 1864. The gold was quickly worked out but then silver was discovered in the copper ores in Butte Hill. After ten years as a silver camp, rich copper ore was found in 1881 and the future of Butte was assured. In the early 1960's, the Anaconda Company began the shift from underground mining at Butte to open pit mining of the enormous, low-grade copper deposit surrounding the old high-grade veins which had been worked for over eighty years. Their first primary crusher was a 66 in. by 84 in. (168 m by 2. 13 m) jaw crusher. The pit was expanded at such a rate, however, that its location became endangered. Additionally, the new Clyde Weed concentrator had been built at Butte; and in 1969 construction of a new gyratory installation was started. The primary crusher at the Clyde Weed concentrator is one of the most unusual primary crushers ever put into operation. At times, the ore from the Berkeley pit contains large amounts of timber, pipe, rails, and so forth left in the ore body from the old underground mining operations; and the crusher installation had to be designed so this tramp material could be readily removed ahead of the crusher. Ore is delivered by 100- and 150-ton trucks to two side-by-side dump pockets, each with a capacity of 400 tons. Originally, a hydraulic grapple was installed on the dividing wall between the dump pockets; but it was found that oversize boulders large enough to block the discharge opening at the bottom of each hopper were rapidly covered with other material, and the grapple was unable to reach and remove the large boulders causing the blockage. In addition, the grapple was located in a quite vulnerable position; and it sustained damage from being struck by rock dumped from the trucks. Oversize boulders are now blasted. Underneath each pocket is a vibrating grizzly feeder with the grizzly bars set at 4 in. (102 mm). These feeder-grizzlies are 84 in. (2. 13 m) wide and 32 .ft (9. 75 m) long, with grizzly sections 16 ft (4. 88 m) long. Approximately 75% of the ore passes through the grizzlies and grizzly oversize then drops onto two parallel 6 ft (1. 83 m) wide picking belts. The belts are 3 in. (76 mm) thick and rest on idlers supported by air- filled rubber shock absorbers. At the side of each picking belt is a hydraulic grapple which is used to remove timbers too large to be removed by hand. At times, four men are used to remove timber and tramp iron. Timbers are dropped onto a transverse belt conveyor which discharges into a truck stationed outside the primary crusher building,

"INTRODUCTION Anadarko Petroleum Corporation (Anadarko) owns a region of oil shale properties acquired as part of the original Union Pacific Land Grant of the 1800’s in southern Wyoming. These holdings are greater than 2 million acres and occur throughout the Green River Formation in southwestern Wyoming. One area was prioritized for further study by Anadarko Minerals called the Kinney Rim in the Washakie Basin due to low environmental impact, proximity to infrastructure, high ore grade, and low mining cost. The area is a low-overburden oil shale resource that can be developed using surface mining methods, processed by conventional surface retort, and placing waste rock disposal back on the bench for a design capacity of 10,000 barrel per day. The purpose of this papers is to present the results of environmental analysis and timeline, the mine plan, and surface ore processing to offer a resource-ready energy source.Mineral rights for the Kinney Rim area are owned by Anadarko, the United States Bureau of Land Management (BLM) and the State of Wyoming. Mining of oil shale for this study targets Anadarko owned mineral resources.GEOLOGY The study area is in the Green River and Washakie Basins in western Wyoming. The host geologic member is the Laney Oil Shale.
