The operators of the iron ore railroads in the Pilbara faced problems of excessive wear between rail and wheels as the tonnage hauled increased in the early 1970's. Joint research projects were begun between Hamersley Iron, Mt Newman Mining and the BHP Melbourne Research Laboratories to study these problems and recommend solutions. The particular problems of wheel rail interaction were solved by asymmetrical profile grinding of the rail and modifications to the machining of the wheels. Rail materials were improved through increasing yield strengths by alloying and by heat treatment. Wheel materials were improved by alloying. The economic benefits of these improvements have been demonstrated by much reduced re-rail requirements and other reduced maintenance costs.

This paper deals with the minimization of ventilation costs for the controlled-flow mine ventilation network. Cost elements considered include the cost of power and the fixed cost of the fans. The problem is modeled in a mixed-integer programming format and solved via the branch and bound method. Computational experience with sample problems is discussed.

This paper explores the structural/physical and policy based issues that have lead to the apparent resource conflict between Forestry and Mining on the West Coast. Both industries are important to the West Coast and bear many similarities, particularly at the corporate end of the mining scale. However there are very distinct structural differences which set the scene for friction at the boundaries. Examples of how mining impacts upon forestry illustrate where some of the friction arises and provides some insight as to where some solutions are or may be found.

OF the several professions-the chemist, the civil engineer, the mining engineer, the mechanical engineer-the courses of instruction, as arranged at the scientific schools, differ considerably as to the amount of practical information which the student is able to gain. The analytical chemist has facility for a very thorough review of the processes which he will be called upon to perform. The student in civil engineering by his field practice learns the use of his tools and the art of taking field-notes. The mechanical engineering student is in the vicinity of machine-shops, which he can visit, and at which he can work. The student in mining engineering has no such advantages. The mines are at a distance, and the railroad fare to get to them is oftentimes an insuperable difficulty. The aim of these laboratories is essentially to give to the student in mining and metallurgy a chance to study on a small scale the practical parts of his profession. We cannot, in a small laboratory, build a mine to timber, to work, and to survey; we cannot make artificial quicksands and other impediments to mining. In short, we cannot study exploration; but we can study the mechanical preparation and the subsequent smelting of ores. Before presenting the plan of these laboratories it may be interesting to indicate the progress of the idea from its beginning. During the summer of 1870 President Runkle visited the mines of Colorado, and while there, conceived the idea of making an expedition with the mining students to some of the Western mining regions. He talked over the scheme with many railroad and mining men, and everywhere received encouragement. In the summer of 1871 the Institute party visited the mines of Colorado, and spent six weeks in taking notes of them. President Runkle here conceived the idea of building up a mining and metallurgical laboratory ; and by the aid of Booth & Co. of San Francisco, a stamp-mill was obtained, with the Washoe silver-working apparatus. L HISTORY. THE Pierrefitte mines, situated in the South of France, in the district of the Hautes-Pyrenees, owe their name to the fact that the first mining operations of any extent, and of comparatively recent date, were carried out in the neighborhood of the vil¬lage of Pierrefitte, which is a branch terminus of the Midi railway. The Pierrefitte mines, however, embrace a wide extent of country and several different concessions, on most of which comparatively little exploration-work has been done. The portion of the property presently to be described is a zone running roughly E-W., over a distance of about 5 miles from the valley of Cauterets to the valley of Estaing, the ridge dividing these valleys being a spur of the main chain of the Pyrenees, and running more or less at right angles to it. According to local tradition, which various indications tend to confirm, these mines are of ancient date, the first workings being attributed to the Romans, who are supposed to have sought not only the lead but also the silver which is contained in the ore. Old slags have been found in the neighborhood which might well have been produced from the cupellation of lead-ores. These old workings, while of considerable extent at times, do not seem to have extended beyond a depth of 100 ft., even this depth being somewhat exceptional. The old notarial records of the district show that mines were known to exist, and that they were even worked, in the sixteenth century, but since the mines were abandoned (by the Romans or others) considerably prior to this period, very little

Discussion of the paper of C. A. HEBERLEIN, presented at the New York meeting. February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 497 to 504. H. D. PALLISTER, State College, Pa. (communication to the Secretary).-Mr. Heberlein gives some valuable information concerning a branch of mining and metallurgy which has been neglected during the last few years. His results with fine grinding and Deister tables suggest the possibility of the mining and concentration of a number of low-grade cinnabar deposits. Can Mr. Heberlein give us some idea as to the loss of quicksilver during this concentration? The advances in the metallurgy of quicksilver have been few and far between in recent years. Most miners prefer to go on in the old way with the Scott furnace and the large brick condensers. The large brick condensers are expensive to build and to keep in repair, and on account of the thick walls are extremely slow in cooling the gases; and further, the joints between the bricks offer passages for the quicksilver vapors unless great care is used in building the condensers.. The escape of vapor at the top of the furnace is another source of loss and I see the people at the Oceanic mine have overcome this in a very ingenious way. I recently returned from the Terlingua quicksilver district of Texas, where the only operating company, the Chisos Mining Co., is operating a 20-ton furnace of the Scott type. They had considerable difficulty with getting a good extraction, clue to too high heating in the furnace with its .resulting diffIculties. Recently they have been running with ashpit and fire doors closed and have been able to keep the heat lower, thus getting much better results and practically verifying the results obtained at the Oceanic mine.

INTRODUCTION THE present war in Europe seems to have stimulated the demand for quicksilver. In July last, the price ranged around $35 per flask of 75 lb., while to-day it seems to fluctuate between $47.50 and $50. The use of quicksilver in the form of fulminate, containing 70 per cent., and as corrosive sublimate, containing 73.8 per cent., must be extensive and a further market advance may be expected. With such an advance, some revival in quicksilver mining maybe looked for, particularly in California, where many abandoned properties exist. What can be done with low-grade quicksilver ores under favorable conditions, particularly with low mining cost, may be seen from the following description of the Oceanic mine, near. San Luis Obispo, Cal. Its operations date back to 1876, when rich sand ores were discovered. In three years 7,400 flasks of quick-silver were produced, but since then the deposit has been only sporadically worked. Until two years ago various attempts had been made by the Oceanic Quicksilver Co. to mine the more refractory "mud rock," which was encountered lying beyond the "sand rock." Mud and sand rock in varying quantities were treated together with poor results, but operations were successful with sand rock of fair percentage. About two years ago,, when all the sand rock had been exhausted, Murray Innes purchased the Oceanic mine. He found large quantities of low-grade mud rock, varying from 6 to 8 lb. of quicksilver per ton, which at the prevailing low price of quick-silver demanded very cheap mining costs, in conjunction with high but cheap metallurgical extraction. At that time the extraction of quicksilver from mud rock ranged between 40 and 50 per cent., as far as I am able to, learn.

At our Monkland Mine at Gympie, we operate a deep, narrow vein gold mine using hand held equipment, rail mounted haulage and narrow shafts. This is in many respects the old-fashioned way and is well suited most of the orebody geometry exposed to-date. We have also commenced some long hole stoping and we use alimaks for some jobs. The heart of our particular mining style is the employment and retention of experienced miners with remuneration based on productivity. We do our planning/monitoring/supervision down to the level of daily individual productivity. In focussing on cycles per se, we have chosen not to talk about drill and blast cycles or cycles for mine development, stope preparation or drawdown and haulage. Instead we have stepped right back from the operation as presently run and have adopted a very broad view of the mining cycle. We will in this presentation intertwine the ebb and flow of, exploration, project sponsorship, development, production and cash returns to owners. The time line considered spans both history and predicted future.

Mt Todd lies towards the south end of the Pine Creek Geosyncline, sandwiched between the Cullen Batholith and the Edith Falls Basin, in an area of regionally metamorphosed sandstones, siltstones and shales. The Batman deposit, some 3 km west of Mt Todd is a sheeted quartz vein system hosted within greywackes of the Palaeoproterozoic Burrell Creek Formation (Finniss River Group). The gold-bearing quartz veins, trending 010¦-020¦ and dipping 60¦-70¦E, are commonly 0.5 to 5 cm wide and occur at intervals which are from 10 cm to 1 m apart. Gold tends to be restricted to the quartz veinlets and immediately adjacent country rock. Grade Control utilises two 4 m 'collar' samples which are collected from each 8 m production blasthole. The irregular distribution of the quartz veins and erratic gold mineralisation has resulted in a disseminated 'salt and pepper' type of gold occurrence, with only a poorly defined footwall. Delineation of ore and waste blocks for mining uses an approach which combines the smoothing effect of kriging with a pragmatic view of the raw data. Large ore blocks with simple geometry help to minimise mining dilution, reduce block variance and give good reconciliations to interpreted ore tonnes and grade. Daily mine face advance is reported against truck counts and provides continual comparison with budgeted production. All data processing uses Gemcom software, together with Lotus spreadsheets.

For the past quarter century, it is fair to say that the political agenda of Western industrialized societies has been driven by those opposed to forms of economic growth providing sustenance to a growing population. They regard growth as the major threat to their social philosophy which champions a wholly "new ethic of biocentric equality" or "living as if Nature mattered." This ethic demands that "a violent, plundering humankind" must abandon its alleged rape of Planet Earth and derive its ethical norms from pre-existing harmonies and fragile, precarious balance present in Nature. A Green political agenda appeals strongly to deep longings shared among many people whose temperament seeks tranquillity in a world of wild natural beauty uncluttered by dependency on tools and experts and specialists. According to proponents of the Green philosophy, our world is pregnant with enormous problems. Armed with expanded political powers, regulatory guardians at state and local levels have mustered their forces with shotguns cocked, poised to prod an ignorant and lazy citizenry to the altar for an exchange of vows with Environmental Ethics. Social engineers have skillfully discredited the traditional role of professionals in scientific engineering who are summarily dismissed as the failed architects of an industrial system pillaging the earth. They stand accused of producing unmanageable offspring - from mining minerals and energy resources to disposing of toxic wastes - whose disputed parentage and expectant crimes against humanity must be prevented by removing them from normal custody. Green critics claim that markets cannot be given custody of industrial offspring - pollutants, wastes, land-use abuses. Markets appear to have failed to provide equity to present and future generations. The only custodian with sufficient coercive power seems to be the regulatory bureaucracy. The upshot is a stark Hobson's choice - Shotgun Wedding vs. Custody Dispute. It derives its fateful predestination from an uncritical acceptance of several preconceptions which currently undergird the altar of Sustainability characterized by its acolytes as "a new and exciting doctrine." It is significant that Limits to Growth slogans of the 1970s have been displaced in the 1990s by the more palatable language of Sustainability. As a policy recommended to forestall an impending doom, Sustainability derives its credibility from dire predictions of global warming, ozone depletion, acid rain and the like. The Rio Declaration announced to the world in June 1992 that, although energy is essential to human well-being, its production and consumption in wealthy industrialized nations is unsustainable. It called for a complete overhaul of energy systems with nothing short of a total replacement of fossil fuels, uranium fission reactors, and large hydroelectric projects by means of so-called renewable energy sources, augmented by coercive regulations to force conservation and limit consumption demands. Your Excellency, on behalf of the Council of the Australasian Institute of Mining and Metallurgy, and, indeed, on behalf of everyone present, I extend to you a welcome, and our thanks for your gracious acceptance of the invitation to be here to-day and, later on, to present Honorary Membership Certificates. I also welcome the several official representatives of our Allies, of Great Britain and our sister Dominions.To Messrs. E. C. Driffield and E. J. Rigby, two of the original Foundation Members, who are with us to-day, I extend greetings.The present occasion is opportune to express, on behalf of a representative body of professional men, deep appreciation of the sacrifice which His Majesty the King has made, and will continue to make, by appointing His Royal Highness the Duke of Gloucester as Governor General of Australia and, therefore, His Majesty's senior personal representative in this country.I suppose, that as the primary reason for our assembly to-day is to celebrate the Fiftieth Year of the Institute's existence, I should properly on this occasion, give an account of its history and development. However, as this subject was ably covered by Mr. L. V. Waterhouse, in his Presidential Address in 1938, I trust I may be excused for selecting some other subject. I shall, therefore, exercise my privilege as President and give you a short history of the Mining and Metallurgical Industry of this country with special reference to its effect on the development of the Commonwealth and on the national economy. I apologize in advance for any statistics which I inflict upon you; some of these will be three or four years out of date, because of censorship restrictions. I shall as far as possible refer firstly to the industry prior to and including 1893, the Institute's foundation year, and then to subsequent development.Australia, is pre-eminently a pastoral and agricultural country and it leads the world in the production of wool. Nevertheless, it has an international reputation as a producer of gold and various metals and of minetal products.The development of gold mining in the decade 1840-50 was an epoch-making event in Australia's history, because, to quote one writer's apt phrase, "it precipitated Australia into nationhood." It was certainly responsible for a rapid increase in population. Thus, during the period 1841-1861 the population of Australia increased fourfold, from 221,000 to 1,170,000.The effect of the discovery of gold in Western Australia was even more striking. NOVA SCOTIA is sharing in the rapid advance of the mining industry that is one of the remark- able features of Canada's recent progress. The production of coal and gypsum has increased rapidly, and there has also been a marked development in the mining of gold, salt, zinc, copper and other minerals. Coal, the basis of the principal mining industry in the Province, was discovered by the early explorers on the shore of Cape Breton Island, and used by the garrison at Halifax as early as 1749. The first government record shows total annual sales amounting to 1668 long tons in the year 1785, while last year production was 6,643,000 long tons. "The mining and mineral industries have been, and remain, a major component of the Canadian economy. There are approximately 560 producing mining establishments of which there are some 130 metal mines and an equal number of non-metal mines, the balance being quarries for stone, sand and gravel. For 17 metals and minerals, Canada ranks within the top five as a world producer. There are 29 metallurgical plants. Employment in mining, smelting and refining was about 150000 in 1990. Mineral production, including coal, is about $20 billion. Exports up to the metal stage amount to $15 billion providing a positive trade balance of some $10 billion.The producing industry has a wide diversity of products. The companies range from small single mining operations to large multinationals. In terms of technology the industry has always been in the forefront of cost-effective practice, either using home-grown innovation or freely importing technology from around the world,The Mining Industry Technology Council (MITEC) makes an annual survey of the exploration and R&D expenditures of the senior mining industry that is the mining companies that are involved in mineral production from their existing mines. It does not include those companies solely involved in exploration using funds raised through equity sales.Table 1 shows the actual R&D and exploration expenditures as a per cent of sales. R&D shows a rising trend since 1988although the drop in value of output due to lower prices must be recognized as contributing to the increase. The point about this compilation is that the mining industry re-invests some 4070 of its sales in both exploration and R&D in order to sustain itself. Exploration for the renewal of metal inventories for future mining is a process unique to mining. It is not classified as R&D, and the necessity for this investment goes unrecognized by those who state that the industry does not do enough R&D."

The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

The last few years have been eventful ones for Manitoba in connection with mineral development. Perhaps the past year has been the most important of all. It is therefore a suitable time to review the mining situation in the Province. In order to obtain, in the following paper, a proper set ting from which to discuss the trend of recent developments, a brief review of the story of mining will first be given. This will include a summary of a few of the outstanding facts regarding prospecting, discovery, and operations in the several known metalliferous areas of the Province. Following this will come a more detailed description of activities during the past year or two. Special attention will then be paid to the outstanding enterprises, such a~ those associated with the names of Flin Flon, Sherritt-Gordon, and Central Manitoba, names which have been attracting the attention of the mining world to Manitoba. And last of all will be presented a brief summary of mineral production, which, so far, has largely been credited to non-metallics. HISTORICAL To aid a proper comprehension of the recent trend in mining, it is well not to lose sight of the history of development in the different metalliferous areas in Manitoba. This Province seems throughout to have been more or less dependent on mining interest excited by discoveries in the neighbouring province of Ontario. The first interest came as an effect of the Lake of the Woods mining boom, when small adjacent parts of Manitoba were prospected. Several discoveries were made, but no mining industry resulted.

A RAPID glance over the history of The Mining Society of Nova Scotia shows that in its fifty years of service, which it is now rounding out, the Society has had an honourable career, rendered signal service to the mining industry of the Province, and helped to shape and improve legislation bearing on our mines and minerals, besicles publishing very many excellent papers and subsequent discussions thereon dealing with all subjects in its field of activity. THE GOLD MINERS? CLUB OF NOVA SCOTIA: The Society has the distinction of being generally regarded as the oldest mining fraternity in Canada ( 1). Iris the direct outgrowth or reorganization of The Gold Miners' Club of Nova Scotia, which was organized in March, 1887, at a period when the gold mining industry was very prominent in the Province. Mr. Geo. W. Stuart, who, in 1934, was the only living member of the parent association, informed me that the seventeen Charter Members of The Gold Miners' Club were John H. Anderson, Charles F. Andrews, A. B. Cox, Clarence H. Dimock, George E. Francklyn, L. W. Getchell, John E. Hardman, Alonzo A. Hayward, Major R. G. Leckie, W. L. Libbey, Edward M. McDonald, G. F. McNaughton, George A. Pyke, H. A. Sanders, C. E. Willis, Benjamin C. Wilson, and George W. Stuart. Others joined later in the same year.

Communities are the foundation upon which the whole structure of society rests and upon which the nation builds its hope for the future. They are not established to serve any one particular generation, nor any one element or group, but should be erected to render a lasting service to all who are to follow. They play a very vital and important role in the lives and welfare of the people, in their industrial, business, and social relations, and in the economy of the nation, of which they are the fundamental assets. Communities and civic governments are destined to be vital factors in the national welfare in the days that are to come. Any improvement in national or world conditions must have its origin within the communities. Any attempt at solution of the community problem must give some consideration to the fundamental elements which exist in every community, and to the underlying principles, and ways of life and thought, upon which community life is based. The community is, in its essence, a number of people living and working more or less closely together, sharing common rights, privileges, conveniences, and comforts, which would be impossible for the individual to obtain for himself by his own efforts alone, or in any other way than by the mutual exchange of persona! services and resources. In this way, men have increased the returns from their labour and commerce, have raised the standard of their living, with better social, educational, and recreational facilities, and enjoy a greater personal security.
