Next year marks the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). As the U.S. coal industry scrambles to cope with serious economic difficulties, it is appropriate to examine some other difficulties that have their origin in certain provisions of that ten year old law, and that bear directly on the economic viability of surface coal mining in the west. This paper focuses briefly on three technical issues in the reclamation of surface coal mines in arid regions, and suggests that innovation can resolve these issues. The coal industry operates within a narrow legal context, defined in 1977. In enacting SMCRA, Congress listed among the purposes of the Act ?... to...strike a balance between protection of the environment, agricultural productivity and the Nation's need for coal as an essential source of energy." I maintain that such a balance has never been struck, particularly with regard to the reclamation of mines in the west. One reason is that when SMCRA was enacted its supporters were aware of uncertainties about the potential for successful reclamation of western surface mines. Over the intervening years, as a recent Congressional study report (OTA, 1986) points out, "...the risks these uncertainties may pose to the long term success of western reclamation have been reduced significantly." Unfortunately, SMCRA's enforcement agency, the Office of Surface Mining (OSM) has not yet recognized this fact, and the western coal industry is paying the price.

INTRODUCTION The use of specialty chemicals In mining Is an Important consideration In determining the economic efficiency of a floatation plant. The plant metallurgist would like to maximize the recovery of valuable minerals while maintaining an acceptable grade product. The direct cost of the reagents, while significant, Is only a part of their economic effect. Reagents determine the flotation rates and the selectivity of the mineral separation. In flotation practice, mineral selectivity can be achieved through the addition of various reagents that can control the wettablllty of a particular mineral In the flotation pulp. The reagents which will generally optimize the flotation process are commonly classified Into three distinctive categories: collectors frothers and modifiers. Large tonnages of metal sulphide concentrates which are the source of most of the common base metals are produced economically by fairly standard flotation techniques. The advent of modern technology coupled with the necessity of processing finely disseminated and complex ores of low grade has Increased the need for utilization of non traditional and high selective chemicals reagents for the economic recovery of metals and raw materials. Mining operations in developing countries continue to progress at a rapid growth as many countries mine and process both metallic and nonmetallic ores. The total mine production of base metals, precious metals, Iron ores and coal In developing countries In Africa, Asia and South America has been much higher as compared to the western world production In terms of tonnage and dollar value. Global capital Investments In mining during 1991-95 Is $ 55.1 billion and It Is anticipated that the development of new and specialty reagents may be concentrated In the processing of aluminum , copper, precious metals and Industrial minerals with special reference to potash, phosphates, kaolin and silica sands.(1) The challenge for the design and development of new specialty chemicals Is dependent on Its cost performance and environmental acceptability. Information on the theory and application on the development of mining chemicals has been reviewed In several conference proceedlngs,(2-4) publications(5) and also discussed by several Individual authors.(1,6-10) These publications serve as a comprehensive reference source on the reagents used In several flotation processes. This paper discusses the present trend in the use of specialty mining chemicals In diversified mining operations on several mineral systems with particular reference to sulfide ore systems. The necessity to expose these specialty chemicals through aggressive marketing techniques In mining operations In many developing countries Is also presented. SPECIALTY CHEMICALS Specialty mining chemicals, like other specialty chemicals, share common business characteristics that transcend geographic boundaries. They are manufactured 1n a few selected areas, generally expensive relative to commodity chemicals, shipped and compete globally and usually require specialized knowledge for proper use. Specialty mining chemicals are relative newcomers to chemical markets. The vast majority of mining chemicals are derived from products that are less than two decades old. Traditional collectors and frothers have been available for a considerably longer time. The emphasis on adding value to existing products and byproducts Is responsible for several characteristic features of the mining chemicals business. Most raw materials for these chemicals are related to oil and gas byproducts, chemical refineries, pulp and paper mills and all chemical manufacturers. Until the last several years these operations were located In Industrialized countries, while a significant number of mining chemical users were In developing countries. Therefore International trade In mining chemicals developed through agencies or agents in each particular country.

Australia is now committed to the most significant period of infrastructure investment since the 1960s and the current climate of project finance and public private partnership (PPP) model uncertainty means it is imperative that the affordability and certainty in delivery of infrastructure projects is maximised.In light of the current and forecast levels of infrastructure investment it is worth drawing comparison with a similar period of Australian expansion when the nation’s first railways were constructed. Similarly to over a century ago, we are following a trend in rapid development and are already reaping the inefficiencies that could be avoided with broader technical planning and improved client coordination.The original rail networks were developed by the individual states before they combined to form a Federation of states in 1901. As a result of the adoption of different gauges by 1917 a passenger wanting to travel by train from Brisbane to Perth had to change trains six times.Similarly in 2011, there is little parity between Australian states on the quality requirements (performance specifications) for road tunnels. Differences between states start most significantly with the size of the specified traffic envelopes, thus the size of tunnel required. Where ambiguity and differences exist in project documentation, performance specifi cations (PS) and broad technical requirements for road tunnel projects, any associated risk in interpretation ultimately ends up being incorporated in the bidder’s (constructor’s) final sell price.Whilst not nearly as inconvenient as having to change train at each state border, and largely unnoticed by the general tax paying motorist, this paper examines examples of apparent minor differences in Australia’s recently constructed road tunnels to highlight the differences in road tunnel specifications.The paper identifies how these small differences manifest themselves in major price penalties between projects and further, highlights the need for further specification review, refinement and standardisation across road tunnel jurisdictions to increase road tunnel affordability.

"In recent years, the mining industry has been inundated with new technologies and software systems to aid in productivity improvement. Accompanying this increased level of technology and computer systems has been the exponential growth in data sources and sinks for all aspects of a mining operation. This rapid growth in data and technology has evolved through vendor “push” approaches and user “pull” scenarios, the result of which has been that currently, no standards exist defining how data from new technology should be accessed and transferred from surface mining equipment and systems. Consequently, many incremental benefits of the systems have not been realized. This paper will present a discussion of this important issue and introduce a new committee formed to address standards to assist the industry in making effective use of current and future technology. Potential benefits accruing from the development of these standards will be illustrated through the use of a case study at Fording Coal Limited. IntroductionThe mining industry is currently faced with a rapid evolution in the computing-based systems capabilities of mobile production equipment. At the same time, there is a trend toward the introduction of even larger machines, with novel designs or incorporation of new technologies within existing designs. Computing and control technology will be required to operate and acquire knowledge about equipment operation, utilization, and performance. Such knowledge has the potential to lead to enhanced equipment design, more appropriate equipment selection, and optimized equipment performance. The equipment systems will be required to be integrated with mine production monitoring systems, maintenance management software, and a wealth of other information systems to provide a complete understanding of the effects of various factors such as maintenance, equipment design and production on economics (Roman and Daneshmend, 2001). This will lead to a better understanding and implementation of the opportunities to enhance the performance of the mine through interaction of the mine operations."

Details of research projects currently in'progress and involving the hydraulic transportation of New South Wales coals are given together with information on the hydraulic transportation of coal in the United States of America.The potential of hydraulic transportation as a viable alternative to the proposed expansion and upgrading of the New South Wales railway system to meet the projected New South Wales coal production to the year 2000 is described.

Preparation of suitable core specimens for physico-mechanical testing s not always possible, particularly for soft and clay-bearing rocks. Although several indirect test methods have been proposed to predict the properties of rocks, specimen preparation from soft rocks for some indirect tests is still difficult. For such cases, the needle penetration test has been developed. In this paper we present a study on the predictability of the physico-mechanical properties of pyroclastic rocks from the needle penetration index (NPI). The NPI, uniaxial compressive strength (UCS), Brazilian tensile strength (BTS), density, and porosity tests were performed in the laboratory on specimens from ten different locations in Turkey. Correlations were established between the NPI values and the physico-mechanical properties. Strong correlations were observed between NPI and both UCS and BTS. General correlations were found between NPI and both density and porosity.

"The coal strength parameter is used in operations such as the selection and design of mechanical excavators and coal crushing/grinding equipment. However, coring or cutting prismatic specimens from coal for the standard strength tests is difficult, and sometimes not possible. For this reason a method for the indirect determination of coal strength from easy tests would be useful. In this study, the predictability of coal strength from the needle penetration test was investigated. This is a very easy and practical test method. Point load and needle penetration index (NPI) tests were carried out on coal specimens from Çayirhan coalfield in Turkey. The point load indexes were converted to the uniaxial compressive strength (UCS) values by using the general conversion factor. The UCS and NPI values were evaluated using regression analysis. A strong linear relationship was found between the two parameters. The conversion factor for the UCS-NPI ratio is 0.35 for the tested coal samples. It is concluded that the UCS of coal can be predicted from the NPI.IntroductionKnowledge of coal strength is important for the selection and design of mechanical excavators and coal crushing and grinding equipment. Building a new tunnel to accommodate CN North America's needs or double stacked container traffic for the next 100 years represents new and unprecedented challenges. Innovative approaches to contracting, especially the Negotiated Compressed Process (NCP), TBM design, project management, and the regulatory and approval process, were all required to deliver a new tunnel to meet the needs of CN North America within the approved completion schedule of 33 months compared to a traditional approach of 45 to 48 months. The NCP resulted in trimming a full 12 months from the project schedule with an anticipated saving of direct and indirect costs.

Innovative approaches to contracting, especially the Negotiated Compressed Process (NCP), TBM design, project management, and the regulatory and approval process, were all required to deliver a new tunnel to meet the needs of CN North America within the approved completion schedule of 39 months compared to a traditional approach of 45 to 48 months. The NCP resulted in trimming 6 to 9 months from the project schedule, at a great saving of direct and indirect costs. The Negotiated Compressed Process is an innovative formalized approach to risk sharing for complex infrastructure projects. Ads were placed in the international trade journals and a short list of "approved" contractors and suppliers was developed. The approval process for this international project involved contacts with over two hundred agencies, departments and interested stakeholders.

The National Environmental Policy Act of 1969 (NAPA) provides guidance for federal agencies in making informed decisions. The Act has been used to determine the potential environmental impacts from mining and other natural resource operations, primarily in the Western USA. To accomplish the purpose of the Act, a process for developing environmental documents was established. The documents (EA/EISs) evaluate environmental impacts and are produced by federal agencies through public participation and cooperating agency review. Effective interactions and up front coordination between agencies and industry is required. An abbreviated history of environmental protection in the USA leading to NEPA, the driving regulation, objectives, provisions and limitations of the Act, and select mining related NEPA projects III the Western U.S. are discussed in this paper.

To respond to ever-increasing challenges, mining companies have been experimenting with new business models and technologies in order to speed mine development, production, processing and transport. The various experiments involve mobile access to data, intelligent sensors, advanced analytics, virtual collaboration, virtual reality, automated equipment, remote operations centres and strategic partnerships. A synthesis of all these components creates a ænetwork effectÆ that can dramatically improve the overall effectiveness the entire operation. The concept of the Network Centric Mine borrows from a variety of industries, including defence, aerospace, aviation, petroleum, utilities and manufacturing. Central to the concept are improvements to the way we connect people, process, information and technology, resulting in a more highly collaborative business model, with roles and processes designed to take advantage of new technology. The components of the mining operation act as a connected network aimed at a common goal, regardless of the boundaries of organisation and location.The design of this new organisational ecosystem needs to take into account the recent advances that enable the æplug and playÆ integrated collaborative environment, including cloud computing, mobile devices and social networking, as well as advances in augmented reality, robotics, geo-location, digital labelling, simulation and analytics. However, the most consistent lesson from other industries is the need to properly enable the behaviour and process changes necessary for success.Benefits from adopting a network centric approach include the more effective use of scarce expertise, improved data and information analysis, reduced process variance, and more informed and faster decision-making. The future of mining will see more technology savvy workers who will drive the adoption of new processes. The Nevada Barite industry has experienced a 277% growth over the last five years with a total production of 2,542,000 tons. Total production prior to 1970 approximates 2,700,000 tons dating back to 1907 Annual production, as can be seen in Table 1, has increased from 192,000 tons in 1971 to 723,000 tons in 1975. During this same period U.S production has increased from 825,000 tons to 1,056,000 tons. Nevada is now the leading producer with 69% of the market. The increase in the Nevada barite production is, of course, directly related to the increased demand for weight material coupled with the lack of other sources and the relative economic advantage of the Nevada barite, A significant tonnage of Nevada barite is utilized in the non-oil well market, principally at FMC's barite chemical plant at Modesto, California; however the growth has been in the oil well market.

The Neves-Corvo copper-tin mine is the highest-grade large-tonnage copper operation in the world and is now arguably the most significant producing base-metal mine in Europe, rating in the top ten world producers of both copper and tin. A description is given of the initial exploration work and the development of the project from the orebody discovery in the Iberian Pyrite Belt of southern Portugal in 1977 to full operating capacity in 1990. The chronological account includes discussion of the main organisational, financial, technical and environmental decisions and of the various difficulties encountered, and the challenges of the future are identified. The project was brought in on schedule and within budget

WHEN this Government was founded, the framers of the Constitution wrote into that instrument a provision that Congress should "coin money and fix the value thereof;" and the Constitution prohibits making anything but "gold and silver" lawful money. So silver is written into our basic law. Shortly after President Washington took office in 1789 the Congress passed the first Mint Act, setting up the U. S. Mint. In that Act, signed by President Washington on April 2, 1792, the weight of the American dollar was fixed, and it was provided how much silver should be contained in a silver dollar and how much gold should be contained in a gold dollar. It was decided that 371 1/4 grains of pure silver was to be the standard dollar of America. That standard with respect to the pure silver content of the dollar has never changed.

The standard provides examples of the different slurry pump types and contains an extensive section on pump and slurry definitions. The effect of slurry on pump performance is covered along with the pumping of froth. Reference is also made to ANSI/HI standard 9.6.7 (2004), which contains anew method for pump performance correction when handling viscous fluids. Classification of slurry services is established and then is used to determine limitations on velocities and total head per pump in order to obtain acceptable wear performance. The new service class, head per stage and other limits are directly related to capital and other cost considerations that will affect solids transport system economics. The writers review the contents of the new standard, highlight the main points, and discuss the reason for the slurry classification, corresponding limits and expected implications, particularly with respect to operating costs of the pumps in solids transport systems.

"The New Britannia Minesite is located in Snow Lake, Manitoba, 420 miles north of Winnipeg (figure 1). The mine previously operated from 1949 to 1958 extracting some 5.39 million tons of ore at a 0.150 opt gold grade. From 1959 to 1986 the property was held by Nor-Acme and Hudson Bay Exploration and Development and in 1987 High River Resources Ltd. Optioned the property, dewatered the mine and conducted a diamond drill program between the 1 780 and 2400 levels. In 1988 two companies, Nor-Acme Mines Ltd. and High River Gold Mines Ltd., negotiated an option agreement with INCO Gold whereby !NCO assumed management control of all site exploration work. During this period, a bulk sample of 10,000 tons was extracted from the 1780 level with no further exploration recorded after its removal. Both Hudson Bay Exploration and Development and INCO Gold conducted feasibility studies on reactivating the property but at a calculated capital cost of Cdn $70 to $80 million found the rate of return on their investment unacceptable.In 1991 !NCO Gold merged its interest with the assets of TVX Gold Inc. and in February 1994 TVX Gold Inc. and High River Gold Mines Ltd. entered into a joint venture partnership to develop the Snow Lake property, naming TVX Gold Inc. the operator. Upon completion of a feasibility study in April 1994 by Bharti Engineering Associates Inc., a decision was made to reopen the Britannia Mine at an established project cost of US $33 million.Project construction commenced in July 1994 with the hoist house excavation. The first concrete for the hoist house level footings was poured on August 4, 1994 and the project was completed on October 1, 1995 at a cost of US $36 million. The first gold pour took place November 4, 1995.This paper not only presents the metallurgical aspects of the operation but also describes the novel approach used to complete the design and construction of the site facilities."
