A personal overview and assessment is given of the 42 papers delivered over the three days of the symposium. As well as 18 from the UK there were presentations from 16 other countries; 20 were on rock tunnels, 13 on soft ground and 3 on both; there were 17 case histories and 16 discussions of tunnelling machines but, for the first time in the conference series, almost no papers on tunnelling for mining purposes. Some projects, such as the Lesotho Highlands Water Project and the London Ring Main, attracted a number of papers addressing their different aspects

The paper discusses the work in progress on the construction of the extension of the High Speed Rail line from the Channel Tunnel into the centre of London UK known as the “Channel Tunnel Rail Link” (CTRL), and particularly on contract 250 which involves the construction of two 5.3Km tunnels 7.15m diameter constructed with two EPB convertible tunnelling machines underneath the densely populated area of East London. In addition the paper will look at an innovative Alliance that has been formed between the Contractors and the Client’s Engineer involved in the construction of the London Tunnel Contracts

25th Julius Wernher memorial lecture given at Tunnelling '91, sixth international tunnelling symposium held in London, 14-18 April 1991. The title gives the lecturer a chance to share some of the lessons he has learnt in a lifetime of tunnelling and particularly in the last six years of his involvement with the Channel Tunnel and the International Tunnelling Association. These included: the difficulties of split contracts but the problems arising with Eurotunnel over the need to create a single owner to whom the banks could lend; the peripatetic nature of tunnellers who built London's underground in the 1960s and returned to build the Channel Tunnel from Egypt, Singapore, Hong Kong and Australia; the increasing requirement for strategic planning resulting in tunnels between European countries and the need for engineers to deal with decision-makers; EU work on harmonising regulations so that there need no longer be, for example, arguments over which regulations should be followed for temporary electrical equipment in the section of the UK tunnel that is technically in France; the huge improvements in safety standards and attitudes; the enormous increase in the scale of undertakings and individual contracts, with an accompanying change in attitudes to logistics; technological advances to cater for the high performance now required of equipment; and the rising importance of environmental issues. For tunnelling in poor and heterogeneous ground a reliable on-site short-term prediction is required to allow a safe and economical construction. With the use of absolute displacement monitoring data and advanced software for evaluation of the data in combination with a routine update of the geological model a considerable increase in the reliability of the short-term prediction could be achieved. The paper deals with theoretical considerations, numerical studies and case histories from alpine tunnels in heterogeneous rock. Tunnelbau in schlechtem und heterogenem Gebirge erfordert auf der Baustelle eine verlaessliche Kurzzeitprognose, um ein sicheres und wirtschaftliches Bauwerk gewaehrleisten zu können. Die Verwendung von absoluten Verschiebungsmessdaten und deren Auswertung mit Hilfe von hoch entwickelten Softwareprogrammen in Kombination mit einer laufenden Aktualisierung des Gebirgsmodells ermöglicht eine erhebliche Erhöhung der Verlässlichkeit von Kurzzeitprognosen. Dieser Beitrag beschäftigt sich mit theoretischen Ansätzen, numerischen Modellen und Fallstudien von Tunnelvortrieben in heterogenem Gebirge. La construction de tunnels dans la montagne hétérogène de faible résistance exige un pronostic fiable à court terme sur le chantier, afin de pouvoir garantir un ouvrage sûr et économique. L'utilisation des données de mesure de décalage absolues et de leur évaluation à l'aide de logiciels sophistiqués en combinaison avec une mise à jour courante du modèle de la montagne permet une augmentation considérable de la fiabilité des pronostics à court terme. Cette contribution présente des approches théoriques, des modèles numériques et de cas pratiques de progressions de tunnels dans des montagnes hétérogènes.

With growing populations, infrastructure projects are utilizing underground space to expand transportation networks, water supply and sewer disposal systems and hydropower facilities. These new projects require large diameter tunnels to meet the growing demands. As the tunnel diameter increases, not all rock mass properties are scalable and precedent experience becomes less reliable. One such non-scaleable property is lamination thickness. Numerical modelling was conducted to determine the influence of lamination thicknesses on a 16 m diameter tunnel. Five different areas of excavation response were found to exist for laminations ranging between 0.16 to 16 metres in thickness. For this tunnel diameter, critical lamination thicknesses of 6 metre and 1 metre were found to exist. Above 6 metres the excavation response was similar to isotropic models. Below 6 metres the stresses and yield are channeled by the lamination boundaries, increasing plastic deformation. Below 1m multiple lamination units become unstable and the displacements increase significantly and the shape and extent of the yield zone size changes dramatically. The yield zone is controlled by bed deflections and bed parallel shear. As the lamination thickness decreases tensile failure first begins in the haunch area and progressively extends above the crown until a self-limiting plastic yield zone shape is reach at lamination thicknesses below 0.4 metres. Conclusions drawn from observations at the Niagara Tunnel Project are those of the authors.

"The term “squeezing” is frequently used, although it is ill defined. Definitions like “large and long lasting displacements” raise the questions about the threshold values for the magnitude and duration of displacements. Large displacements during tunnelling frequently are observed in fault zones with high overburden. Whether this causes problems very much depends on the design approach used. On the one hand, the magnitude of expected displacements has to be predicted prior to excavation to provide for enough allowance for the displacements without violating the clearance profile. On the other hand, the support characteristics must be compatible with the expected imposed strains. As the magnitude of the displacements and thus the strains in the support depend on the support capacity and its characteristic (yielding potential), only well engineered systems will be successful.Experience in Alpine tunnels over the last decades has shown that closed shotcrete linings can sustain a strain of approximately 0.8% to 1% without failure. Any strain above this value inevitably leads to failure of the lining, and thus a loss of resistance, causing additional displacements. Based on a large number of simulations, a criterion for a critical overburden depth up to which closed linings can be used has been developed. Traditionally open gaps in the shotcrete linings have been used to allow for larger strains. To enhance the efficiency of the linings, yielding elements have been developed, which are integrated in the shotcrete lining, allowing large strains and controlled development of support resistance (Figure 2). When designing such yielding support systems, the development of the displacements, as well as the rheological behaviour of the supports must be considered. As the development of displacements to a large extent depends on the face advance, also the advance rate has to be considered, to be able to compare the time-dependent strength of the lining to the stresses developing as a result of the imposed strains. Another issue is the compatibility of the rock bolts with the large strains. With standard grouted bolts, there is a potential that the “fresh” grout is sheared due to the initially large strain rates. Special rib designs of the bolts allow for a higher strain tolerance.For successful tunnelling through fault zones quality monitoring and up-to-date data evaluation is of crucial importance. With advanced evaluation tools, changes in the ground conditions ahead of the face can be reliably predicted. With the help of empirical relations, the development of the displacements for different advance rates and supports can be predicted, allowing for the determination of the required overexcavation.The paper presents a review of the development of ductile elements, methods of analysis, and monitoring data interpretation."

Pacific Hydro, a leading renewable energy company from Australia, is developing a series of cascading run-of-river hydro electricity projects in the Cachapoal Valley at the base of the Andes Mountains some 100 km south of Santiago in Chile.These projects involve extensive tunnelling and underground works. The first of these projects is called Chacayes (110 MW installed capacity) and is now under construction with Astaldi SpA of Italy and Fe Grande of Chile as the EPC contractor. Astaldi SpA also has an equity stake in the project. It involves 6 km of tunnels between 5 m and 7 m diameter, of which 2.3 km is by tunnel boring machine (TBM) (5 m diameter).This paper outlines the local and regional geology, the scope of the Chacayes project, actual tunnel excavation rates and support, and compares the decision making on Chacayes between a choice of traditional drill and blast excavation versus TBM.The paper also outlines the next project planned to be developed by Pacifi c Hydro in the valley – the 140+MW Nido de Aguila project involving a main tunnel drive of 11 km with two intermediate adits, plus a 388 m shaft and underground powerhouse. The main tunnel drives are likely to be excavated by two hard rock TBMs (5 m diameter) but will need to be able to withstand high overburden pressures of up to 1300 m.Subsequent projects in the planning stages include the downstream Coya II project with two tunnels totalling approximately 10 km, one of which may be by TBM.

Some 50 miles of tunnel have been driven in the Snowy Mountains Area since tunnelling commenced in 1951. Hates have improved progressively due to the know-how of American supervision and use of large matched equipment of modern design.The work has been carried out by contractors, working almost exclusively under schedule of rates contracts. The Authority has maintained active research into tunnelling problems, especially that of support, and this has resulted in considerable economies and improved rates of progress. The contractors also have sought economies both by management and equipment techniques. Ammonium nitrate came into favour as an explosive essentially because of its lower cost, and handling techniques have improved progressively. Rock conditions preclude use of the "Mole" type equipment in its present stage of development, but one contractor introduced the "sliding floor" and this could exert a great influence on future tunnelling methods.Examination of tunnels that have been in service for some time confirmed the quality of the work and endorsed the policy of continued research and development.GENEHALThe Snowy Mountains Scheme provides for the diversion of the Snowy and Eucumbene waters through two transmountain tunnels to the western river systems. These diversions, together with additional regulations provided for waters already flowing inland, will provide an average additional discharge of 1,818,000 ac it per year for irrigation.Furthermore, approximately 6,000 million kWh of electrical energy will be generated annually in power stations with a total installed capacity of some 3,000,000 kW (Fig. 1.).INVESTIGATIONThe aim of investigation work is firstly to collect sufficient information to allow the overall scheme to be planned and then to follow up with detailed information on eachproject. The Northern Beaches Storage Project (NBSP) is part of Sydney Water’s SewerFix™ Program to improve the wastewater system and protect public health and the environment. It was built by the SewerFix Wet Weather Alliance (the Alliance), a partnership between Sydney Water, RPS, MWH, Parsons Brinckerhoff and United Group Infrastructure.The project temporarily stores excess wastewater diverted from the Narrabeen Submain during wet weather. The project considered a below-ground storage facility, which involved constructing a deep tunnel from Brookvale to Fairlight, connecting into the Northside Storage Tunnel and a storage tank, which was subsequently adopted and constructed.The storage tank scheme included a pumping station and inlet and outlet pipes installed by microtunnelling. The storage tank site is in the Brookvale industrial area situated in an area of deep marine sediments overlying Hawkesbury Sandstone at about 30?m below ground. Microtunnelling for the inlet pipe was conducted from a 12?m deep jacking shaft. The jacking shaft and 14?m deep pumping station excavations were carried out from within secant pile earth retaining structures adjacent to existing buildings.Construction activities had the potential to cause settlement of the adjacent buildings. During excavation and microtunnelling the water ingress, adjacent groundwater level and settlement of the adjacent buildings were monitored. The monitoring data was assessed against an action plan, which modified construction activities as required to minimise the risk of damage to buildings from settlements caused by lowering of the groundwater table outside the excavations. The secant pile construction, excavation, microtunnelling and pumping station construction proceeded without incident or damage to adjacent buildings.This paper highlights that tunnel/underground options should be considered during options development, describes the original storage tunnel scheme and presents details of the successful microtunnelling and deep shaft construction adopted on the NBSP.CITATION:Taylor, N and Hewitt, P, 2014. The South East Transit Project is a $520 million project in Brisbane, Australia which includes the construction of a 32 km Busway to access the south-eastern suburbs. Close to the centre of Brisbane, tunneling techniques have been used to minimise surface disruption. This paper describes some of the features of the longest driven tunnel on the project, the Vulture Street Tunnel. The Busway is a two lane expressway for buses which requires a 10.2 m finished width and a 12.6 m excavated span of driven tunnel. The Vulture Street Tunnel carries the Busway at minimal cover beneath the operating Vulture Street Railway Station, beneath a three storey office building and beneath the roadway to the Mater Hill Busway station. Halfway along the route, a Y-junction has been constructed to enable future connection with a light rail route. Key features in the design and construction of the Vulture Street Tunnel include: Use of canopy tubes to drive a 12 m wide tunnel beneath operating railway tracks with less than two metres of cover in highly weathered rock. Underpinning the office building in the route of the tunnel construction from within the building carpark. Construction of a 24 m span Y-junction with 7 metres cover of weathered and faulted rock. Use of predictive analysis as an adjunct to traditional back analysis to estimate the tunnel settlements from pressuremeter test results. This paper describes the design methodology with particular reference to settlement prediction, as well as construction innovations used to complete the tunnel. This paper will be of interest to all designers who have to create large spans in minimal cover in weak rock in urban areas and who have to predict the settlement

The introduction reviews the tunnelling carried out in Singapore since the early 1980s. Between 1983 and 1990, Phases 1 and 2 of the mass rapid transit system were constructed. These included some 20 km of bored and cut and cover tunnels together with 18 underground stations. Some particular points of interest in this massive project are briefly commented upon. Reference is also made to other underground or underwater schemes undertaken during this period such as the proposed large caverns project and the submerged tunnel to Pulau Seraya. A description of the subsurface works, now under construction in Singapore, follows. This includes an all underground North-East railway line 20 km long with 16 stations. At a budget of US$ 3 billion, this is a major civil engineering undertaking. Another project is the extension of the railway to Changi Airport which involves 3.5 km of twin tube tunnelling together with a major underground station which is fully integrated into the airport terminals. An on-going program of further major railway extensions over the next 10 to 15 years is in place and an outline is given of some of the most important underground sectors. Other proposed projects such as the underground roads system and the deep level sewers are briefly described. Together they demonstrate the very significant volume of underground construction scheduled for the next century in Singapore.

The Galore Creek Mine project is one of the newest major mining projects under development in Canada. The project is located in a very remote area of northwestern British Columbia and is being developed by NovaGold Resources and Teck-Cominco of Vancouver. The mine project comprises one of the largest and highest grade undeveloped porphyry-related gold-silver-copper deposits in North America. In order to access the mine site a new 120 km road is required including a 4.4 km mine access road tunnel. Glaciers with heavy snow pack cover approximately two-thirds of the tunnel alignment with a maximum cover of 1200 m. The size of the access road tunnel is about 50 m2 and has been designed as a large single lane road tunnel to accommodate the transport of large size mining equipment for mine start up and ongoing operations. The rock conditions along the tunnel alignment comprise very strong volcanic rocks. Key services for mining operations will be incorporated into the tunnel comprising diesel and power as well as the concentrate pipe-line. Structural portal canopies and portal houses have been incorporated into the tunnel design due to the risk of rockfalls and avalanches in the portal areas. The mine access road tunnel is a significant and critical-path component to the overall project to provide vehicular access to allow construction of the mine site. In order to meet the expected mine start up date the construction of the tunnel works have commenced prior to any other works at the mine site and will be constructed entirely by helicopter support. The tunnel works commenced in the summer of 2006 with the advanced excavation of the overburden materials at the portals. Tunnel construction from the North portal commenced in the spring of 2007. When completed, the mine access tunnel will be the longest private road tunnel in North America. The key design and constructability issues for the mine access road tunnel project are presented and discussed along with a construction status update as of late 2007.

"The Port Mann Main Water Supply Tunnel project provides a critical water main crossing of the Fraser River for the owner, Greater Vancouver Water District (Metro Vancouver). The project consists of two 60-metre-deep slurry panel shafts and a 1-kilometre-long, 3.5-metre excavated diameter tunnel located near Vancouver, British Columbia, Canada. The initial tunnel lining is a precast concrete steel fiber reinforced gasketed segmental lining. The final lining is a 2.1-metre-diameter welded steel pipe. This paper describes the challenges encountered during tunnel construction and the solutions implemented. Key challenges include earth pressure balance tunnelling at up to 6 bar pressure—the highest to date in Canada—a water-crossing without surface access for the majority of the tunnel drive, ground freezing from a river platform for a critical TBM intervention, and boring through cobbles and boulders in dense glacial till. INTRODUCTION Metro Vancouver supplies drinking water to 18 municipalities, one electoral district and one treaty first nation, serving a population of more than 2.4 million residents. Water is collected in three mountainous watersheds to the north of the Greater Vancouver area, in southwestern British Columbia, Canada. To supply the growing demands of Metro Vancouver’s customers, treated water must be conveyed across two significant water bodies: the Burrard Inlet and the Fraser River. The existing Port Mann water main is one of several key links between the watersheds north of Vancouver and the municipalities south of the Fraser River. The Port Mann Main Water Supply Tunnel (PMMWST) is the first of a series of upgrades, to increase capacity, enhance scour protection, and improve seismic resilience. The new tunnel is 3.5 metres (11.5 ft) in diameter and 1 kilometre (0.6 mi) long. When completed, it will contain a new 2.1 metre (7 ft) diameter steel water main that will help ensure the continued, reliable delivery of drinking water to these municipalities, and will more than double the capacity of the existing 1.2 metre diameter main."

This paper discusses the challenges faced by the design team of the under-river crossings of electric transmission feeders in New York City, a densely populated urban area. The under-river crossing of a 345 kV feeder was initially designed as Horizontal Directional Drilling (HDD), but was redesigned as a utility tunnel because of site con¬straints on both sides of the river. Multiple studies addressed location, available tech-nologies and costs. Multiple soil investigation phases addressed design aspects of HDD, as well as tunneling. Contractual issues varied from a design build alternative with Geotechnical Data Report (GDR) to design tender approach with GDR & Geotechnical Baseline Report (GBR).

The Legacy Way Tunnel was constructed from Toowong to Kelvin Grove in Brisbane, and is the first large-scale underground excavation in the Bunya Phyllite in Brisbane. The Legacy Way Tunnel is 4.3 km in length, comprising two mainline tunnels excavated by a tunnel boring machine (TBM) with 46 connecting passages excavated between the mainline tunnels for egress provision and services. The Legacy Way Tunnel passes through two geological formations, the Bunya Phyllite and the Neranleigh Fernvale Beds. The Bunya Phyllite is the dominant formation of the Legacy Way Tunnel, extending for three quarters of the tunnel prior to intersecting the Normanby Fault Zone (NFZ) and the Neranleigh Fernvale Beds. The NFZ forms the contact between the two formations as part of the Brisbane Metamorphics, which underlies the majority of Brisbane City. The development of the geological model and the understanding of the ground’s reaction to tunnelling was an iterative process. The tender phase investigation data has been supplemented with additional design phase investigation boreholes, geophysics and walk overs. Aerial photograph interpretation coupled with borehole data allowed the development of the domains along the length of the tunnel. Early excavations for the spoil conveyor tunnel and borehole data from subsurface instrumentation installation provided the first construction phase data followed by the commencement of tunnel boring machine (TBM) excavation. Routine cutterhead inspections coupled with ongoing reviews of the predicted geology resulted in clear response triggers to selection of segment types while detailed inspections in passage locations provide the initial classifications for segment removals.CITATION:Bennett, C and Norbert, M, 2014. This paper will cover the problems confronting an owner when planning and estimating the cost of a proposed tunnel. Three factors are known: the length, size and the time allocated for the completion of the work. In general the difficulties encountered when driving a tunnel in California are the greatest at the lower elevations and in the Coast Range and are minimal in the Sierra Nevada mountains particularly in granitic formation. The writer will discuss the experience gained from observing the driving of about 120 miles of tunnel in California as well as the repairs of some tunnels. SIZE OF TUNNELS It is known that a small tunnel may be more costly to drive than one of somewhat larger dimensions. This fact was found to be true when a tunnel about 4,000 feet long was constructed to eliminate 7 miles of canal. The formation was lava so it was anticipated the ground would be self supporting because of the small bore. Actually the tunnel required support for most of its length and working conditions were poor. It became apparent that a larger size could have been driven at no additional cost and probably in less time. "The Murum Hydroelectric Project is a 944-MW development consisting of a 145 meter high RCC dam, two 2660 meter long, 9 meter excavated diameter upper pressure tunnels, surge shafts, two 950 meter long 7 even meter OD penstock tunnels and a surface powerhouse. The project is located in the eastern section of the State of Sarawak, Malaysia, about 200 kilometer from Bintulu, in the Rajang Fold-Thrust Belt, an Upper Cretaceous to Upper Eocene fold and thrust belt that extends under most of Sarawak. The Belaga Formation consists of a thick sequence of deep marine sediments currently appearing as steeply dipping strata of thin to thick bedded, fine to medium grained sandstone interbedded with argillaceous rocks, resulting on a “Flysch” type geologic environment. The project pressure tunnels were excavated perpendicularly to these strata resulting on frequent change on rock conditions and behavior, and required rock support. This paper describes the characterization of the rock mass, design of rock support, and incidents during construction. Particularly interesting were convergence issues in Tunnel 1 resulting from Tunnel 2 excavation. INTRODUCTION The Murum Hydroelectric Project is located in the eastern section of the State of Sarawak, Malaysia, about 200 kilometers from Bintulu, and upstream of the Bakun Hydroelectric Project. The project consists of a 145 meter high RCC dam, a 50 meter high intake tower, two nine meter OD and 2660 meter long upper pressure tunnels, two nine meter OD and 175 meter long vertical shafts, two 25 meter diameter and 80 meter deep surge tanks, two seven meter OD and 950 meter long penstock tunnels and four seven meter OD and 50 meter long branch tunnels, two 8 meter diameter to 3.4 meter diameter and 1400 meter long penstocks installed within the shafts, penstock tunnels and branch tunnels ending in a powerhouse with 944 MW installed capacity. LAYOUT OF THE WATERWAY TUNNELS The two waterways tunnels are basically parallel as shown in Figure 1, with each tunnel supplying water to two units in the powerhouse. The tunnels start separated 25 meters center to center, but 250 meter from the intake the separation increases to 35 meters. The tunnels are lined with reinforced concrete until they reach the surge shafts and steel lined from there to the powerhouse. The tunnel profile is shown in Figure 2."

The paper takes the reader into the depths of a modern ultra-deep South African gold mine and gives a perspective on the vertical and horizontal extent of the tunnel networks in such a mine. Depending on the mine design layout employed, tunnels once excavated are subjected to various levels of stress change over their life time, and the support requirements are explained. It is suggested that shotcreting is the only viable ultra-deep level support medium, and after looking at the latest developments, the logistical problems are put forward. In an effort to overcome most of these problems, the South African ultra-deep mining industry embarked on a collaborative research programme in 1998. The importance of tunnelling and in particular tunnel support as a critical technology for future successful ultra-deep level mining is stressed. While not yet fully ?on top of? these problems and challenges, our industry is now fully addressing them and we expect to make significant progress during the next 4 to 5 years.

Discussion of the paper of, RICHARD H. RICE, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 89, May, 1914, pp. 721 to 743. S. G. VALENTINE, Oxford, N. J.-In a paper read at the New York meeting of the Institute last February I presented some notes taken from our experience with the turbo blower operating on a blast furnace. In connection with Mr. Rice's very interesting paper there are a few items that might be of further practical interest. The question of the reliability of this type of blower will naturally be presented. In this connection we would say that our turbo blower has been in practically continuous use during the present blast, which was begun June 7, 1912, with only three interruptions for repairs of any consequence. Soon after blowing in there was developed a tendency of the blower to surge or pulsate. This occurred on operating at a point considerably below the normal capacity of the machine, and was checked with comparatively little trouble by throttling the intake slightly and taking up a small lost motion on the governor connections, a legacy of the previous blast that had not been attended to. All this required only a few hours' time. In. March, 1914, the furnace being banked on account of a blizzard that cut off our freight deliveries for five days, the opportunity was used to replace the carbon packing on the steam-turbine shaft and to repack the steam inlet valves. In June, 1914, the blower was off 8 hr. to replace an oil ring and scrape a bearing. With these exceptions we have made continuous use of the machine and find we can depend upon it with entire safety as a piece of machinery.
