SELECTIVE SERVICE must meet three important demands for man power: (1) Activities concerned with production of war goods. (2) The armed forces. (3) Civilian activities and institutions the continuance of which are essential to maintaining the structure of our American democracy. In the above enumeration of demands I have placed everything, including most of our most prized possessions and activities, after the demand for men for war production and the armed forces. To establish an order between the latter two is difficult. For the time being, at least, the Selective Service policy is to make sure that we avoid the risk of "too little and too late." No soldier, sailor, or marine should be sent from these shores to risk his life without the assurance of having a gun, clothes, food, and medical supplies. Therefore, the premium is now being placed on man power for war production and in our process of selection no stone is left unturned to see that our agencies are fully informed of the needs of war production. Our procedures set up recourses for employers of war-production man power so that their activities need not be disrupted, at least not until they have had time to train replacements.

The subject of this discussion is timely. The U.S. phosphate industry is suffering the throes of depression. It's plight is a matter of widespread concern. The future role of the U.S. industry in world markets is of particular interest. If we should prognosticate phosphate supply-demand on the basis of recent history, we would face a puzzling choice of scenario. In 1980, perhaps the best year ever for U.S. phosphate, 54.6 million metric tons of phosphate rock entered the market place. Of this, more than half was exported -- divided almost equally - as rock or phosphate fertilizer. During the last half of 1981 the situation had begun to change.

Resource Engineering and Development, Inc. is desigining and building a portable 150 to 225 tpd, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, highgrade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on 18 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

"As I have recently carried out some further research on the Navan lead-zinc deposit data while working in Michel David's research team, I should like to add a few comments on the paper- ""Universal Kriging for Ore-Reserve Estimation- Conceptual Background and Application to the Navan Deposit"", by M. Dagbert and M. David (CIM Bulletin, pp. 80-92, February 1976). The first comment is that since this research has been carried out, important new theoretical advances have been made which make for an easier application of geostatistics to the non-stationary case (see Matheron0l). This is the theory of intrinsic random functions of order k. With the aid of this theory, it has been possible to write computer programs which can carry out automatically universal kriging, although so far such applications have been largely confined to automatic contouring and not to mining problems. However, if approached with care there is no reason why these methods should not be applied to mining problems and, in this case, an automatic study has been done on this data."

The authors often see problems on mine sites that are due to insufficient feedback between technical discipline silos as the realities on the ground fail to inform the models and plans used to drive resource exploitation. Resource modelling, reserve definition, life-of-mine planning, short-term mine planning and scheduling, mine operations and beneficiation operations are all processes that inform each other, but in many instances feedback between these processes occurs in an ad hoc way and only after problems have come to light.Universal reconciliation uses a multidisciplinary approach across the entire mining value chain to identify both opportunity and loss of value and to maximise operational performance. This paper will look at the operational effectiveness of universal reconciliation and will outline the important elements that make it successful, including how to map out the detail underpinning modelling, planning and execution processes. We do this by documenting the physical processes, logical work practices, organisational roles and responsibilities, data origin and quality, working assumptions and information management practices at an operation. The results quickly show how misinformation and assumption causes suboptimal decisions to be taken, where inefficiencies exist and what the opportunity is to remedy these issues.A universal reconciliation study opens up an opportunity for stakeholders to reassess how the operation should be run and how operational effectiveness should be measured. Clear envelopes for reconciliation become obvious and questions about the practicality and data quality can be addressed.A reconciliation code of practice is a key element of a successful universal reconciliation project and the authors outline the important aspects that will provide an operating model, showing the effectiveness of the resource and reserve modelling, the practicality of the mine planning and scheduling practices, how well the mine operations team are executing these schedules and how effective the processing area is given what it is fed. Most importantly, a system that allows operations time to react before the losses become systemic and that is based on identifying early warnings from hard data when these processes start to wobble is outlined. The introduction of the Higher Education Qualifications Framework (HEQF) and the updated Higher Education Qualifications Sub-Framework (HEQSF) has caused many South African university departments to rethink their programme qualification mixes (PQMs). In addition to the requirements stated in the HEQSF, a number of other factors have to be taken into consideration by a university department. These factors include, for example, the standards generated by the Engineering Standards Generating Body (ESGB) and subsequently approved by the Engineering Council of SA (ECSA) and the need to prepare students for various categories of professional registration with ECSA. This means that a university department has to choose the correct mix of Learning Programmes (LPs) from the HEQSF menu (which consists of 13 types of LPs). Preparing students for ECSA registration is aligned with the mission of universities, which is to teach and undertake research. However, research and the LPs associated with research go beyond the requirements for current ECSA registration. Assuming that universities offering engineering LPs would elect to prepare students for both ECSA registration and teach them to produce research outputs, which is mostly done at Master and Doctorate levels (NQF Levels 9 and 10), then it follows that academics are more interested in NQF Level 5 to 10 pathways (abbreviated as ?L5-10?) rather than the shorter pathways required towards professional registration. (For example, ECSA requires an NQF L5-L7 pathway for registration as a candidate professional technologist. This specific pathway may consist, for example, of two LPs, namely the 360-credit Diploma and the Advanced Diploma.) A L5-L10 pathway is a combination of LPs that will prepare the learner with a NSC (or equivalent qualification at level 4) to Doctoral level (level 10). Universities may choose at least four major pathways from the HEQSF menu in order to educate and develop students from NQF Level 5 to 10. However, various pathways towards registration in the category of candidate with ECSA are also embedded into these four NQF L5-L10 pathways, where each consist of a unique combination of LPs. Each of these pathways has an opportunity cost, and economic reality means that smaller departments may have to choose between the four pathways. Of all the many factors involved in PQM decision-making, the focus of this paper is on the HEQSF requirements, ECSA standards, and ECSA registration and how these, together with the various qualifications and educational LPs provided for by the HEQSF may impact on the PQM decision taken by engineering departments and schools at South African universities. The proposed four NQF L5-L10 ?pathway tool? for PQM decision-making may be useful for pointing out the advantages, disadvantages, and applications of the various pathways and combinations of pathways. Rather than deciding from a menu of thirteen qualifications and associated LPs, this article proposes that decision-making be undertaken on the basis of a menu of four main articulated ?NQF L5-L10? pathways (which also include one or more of the ECSA?s pathways for professional registration). The proposed ?NQF L5-L10 pathway? tool is an attempt to move one step closer to the aim of achieving a structured decision-making approach for designing a PQM at departmental level.

Mining education has received almost continuous discussion since its inception and most people engaged in the mining industry and in mining education feel at some time the urge and necessity to express their views. This paper is not a comprehensive survey of past and present practices and accepted principles, but a personal opinion of the form mining education should take at university level. It is expressed because of a dissatisfaction with the existing courses offered to students. It is hoped to provoke discussionand bring forth guidance to those engaged in mining education. After all, students spend four or five years at a university and it is desirable that the graduate should be something more than just those many years older at the end of his course.POST GRADUATE EMPLOYMENTThe first problem confronting the university should, be to discover what the mining industry wants and expects or graduates. This must influence the university course and yet universities have done little to seek this information, and if suggestions have been offered by industry; universities appear to have made little use of them. The University of Kentucky (UK), with an enrollment of 25,891 in fall 2002, is a comprehensive, public land-grant university located in the Bluegrass Region of Central Kentucky. As the State’s flagship university, UK has long been involved in distance education, first through traditional correspondence courses, followed by use of videotape and satellite delivery in the 1970s and1980s, but soon supplanted by use of interactive television (ITV) and on-line course delivery in the 1990s to date. Today, UK Distance Learning Programs annually administers approximately600 course sections, with services provided to over 5200 enrollees. Courses are offered via six media: interactive video, Internet, on-site, satellite, open-air and cable television, and videotape, with hybrid delivery becoming increasingly popular. The University of Kentucky College of Engineering experience with distance instruction prior to 1985 was limited to videotape non-credit offerings. The Department of Mining Engineering, a small department in terms of numbers of both faculty and students, was a University pioneer in distance education. The first University degree program offered in its entirety by distance delivery(initially by itinerant faculty) was the Master of Mining Engineering. Satellite delivery from Lexington to Cumberland, Kentucky, was a welcomed change of delivery mode in 1987–88,resulting in six hours less travel time for faculty each week. Shortly thereafter, other initiatives directed toward fulfilment of its land-grant mission were undertaken by the College. Use of satellite for course delivery rapidly declined due to limited interactivity, in favour of compressed video and on-site instruction. Classroom sites in the Kentucky Tele-Linking Network (KTLN) now number over 200. The Network links schools, colleges and universities, as well as public and private agencies throughout the State. The KTLN supports voice, video, and data transmission in a uniformly-equipped environment. Beginning in the early 1990s, transfer-critical pre-engineering courses were delivered from Lexington to Kentucky’s community colleges with the largest pre-engineering enrolments. Success was limited, but lessons learned were invaluable. In 1996, the University of Kentucky College of Engineering was asked by the Kentucky Council on Higher Education (the predecessor to the Council on Postsecondary Education) to expand engineering education in Kentucky, first by initiating cooperative B.Sc. degree programmes in Chemical Engineering and Mechanical Engineering on the campus of Paducah Community College (PCC), located 400 km from the UK campus in Lexington. The third partner in these programmes is Murray State University (MuSU), a public regional comprehensive university 80 km south of Paducah. The genesis of the new degree programmes, which were subjected to ABET review in October 2002, as well as a summary of the major accomplishments and challenges of the innovative programmes, will be offered. The limited use of distance technologies for course delivery in these B.Sc. degree programmes will be discussed. A ‘no-spin’ overview of other non-traditional distance-learning ventures within the College of Engineering will be chronicled, with an honest assessment of the motivation for these efforts and, where appropriate, their relative degree of success. Among these ventures are: a BScME and a Master of Engineering programme at Toyota Motor Manufacturing of Kentucky, Georgetown, Kentucky; course exchange in Chemical Engineering between the University of Kentucky and the University of Louisville; an ITV-based Master of Engineering programme for practicing engineers in Kentucky; proposed joint-degree programmes in Civil Engineering and Mechanical Engineering with Western Kentucky University; and a proposed part-time MScME programme in Paducah, Kentucky, with a start date of August 2002, threshold enrolment permitting. Universities have education as their primary purpose. This appears to be an innocuous statement with simple meaning. In an age of conflicting semantics, however, cords and meanings are often lost or changed. The term education is often broadly expanded to encompass any form of learning process, or the accumulation of knowledge, and even to the beneficial application of knowledge to man's problems, hence one find that education in universities is not solely the formal process of texts, lectures, recitations, and testing by a batch process known as class room teaching. Despite critics of education batch is spelled with an "a", instead of an "o" - at least we hope so If one defines teaching as causing to learn, then the learning objectives may necessitate a variety of approaches within the teaching concept and research is among those favored at the graduate and some undergraduate levels. Research has been among the glamour words and certain fields such as oceanography and space science have had more than their share of glamour. Unfortunately, industrial mineral research has not had the competitive drawing power of enamoring students of the "note" generation in terms of glamorous accomplishment. Research today usually requires sophisticated equipment and such equipment is expensive, both for initial purchase and operation. Recent decades have seen significant advancements in analytical and experimental techniques, thermodynamic theory, and computational capabilities in high temperature research which are particularly timely to address the challenges of increasingly complex and variable feedstocks in both primary and secondary pyrometallurgical processes, the need to optimise and improve them. Currently a research program is in progress on the development of the 20-component multi-phase thermodynamic database for pyrometallurgical smelting, refining and recycling systems describing thermodynamics and phase equilibria of molten slag, matte, speiss, salts, alloys and associated solids. The integrated experimental and modelling program has been supported for nearly two decades by several consortia of 14 major international companies with over 30 operations around the world, integrates many components, incorporates many in-house developments, and brings together many different groups of professionals of different levels from junior and mid-career to senior from both industry and university sectors. The aims of the paper are:  to outline the many components and issues of the overall program including analytical, experimental and thermodynamic modelling research as well as implementation of the results in industrial practice, professional education, planning and organisation issues.  to highlight the opportunities, challenges, and possible solutions.  to present these to all different groups of professionals involved in the current program.  and thus, importantly, to facilitate possible future further developments and collaborations in the field of phase equilibria and thermodynamics of complex high-temperature systems.

The various facets of university-company cooperative activities and the opportunities for collaborative research for the mineral industries are presented in this paper. The advantages and disadvantages of various alternative research funding arrangements for the researcher, the university, and the sponsoring corporation are discussed. Examples of university-industry cooperative research programs are briefly outlined. The concept of a cooperative mining research program is presented. The improvement of performance through techno- logical developments and human skills may well be the greatest competitive edge available to the U.S. mining industry. In this regard, the need for new endeavors between industry and universities can hardly be overemphasized.

The federal government's declining role in funding research has created a critical dollar gap for university departments of mining engineering. Industry is not unaffected by the drought: not only is research lagging, but hard- pressed universities are going to the private sector for funding. This paper's thesis is not that mining companies should shower universities with philanthropy, but that a quid pro quo ought to be exacted: a research partnership should be contracted on a pay-as-you-go basis. A model exists at The University of Alabama (albeit not in mining) that may lend itself to adoption by our industry.

Research, hardware development, and field testing have been conducted on systems to allow easy and accurate determination of both foundation tip depth as well as the properties of the soils at and above the foundation tip. The nondestructive testing method used for tip depth determination is the Parallel Seismic (PS) method, while the soil properties are determined by a Cone Penetrometer Test (CPT). The research and development effort reported herein uses a novel combination of the two methods to allow a single piece of portable field equipment to perform both tests. A system has been developed and tested that includes a triaxial geophone and a hydrophone in the cone probe tip to allow collection of the PS data by a CPT rig without requiring a drill rig with hollow stem augers. Using the instrumented tip along with a standard instrumented CPT cone allows for the simultaneous determination of both the depth of unknown foundations and the measurement of soil properties along the length of the unknown foundation. The combined system allows for a more complete and accurate analysis of foundation capacity and scour susceptibility.

My hope is that from this presentation you will extract ideas that will move you? out of your offices, into the mine to seize upon the concepts that we will discuss. Your challenge is to transform those concepts into action and give life to the ideas discussed here. The notion of achieving limitless productivity produces peak levels of enthusiasm in today's mining leaders. Highly-productive mines do not happen by chance --they are created by progressive leaders. The quest for productivity improvement, exclusively through capital investment and technological advances, is an incomplete process. Improvement, through capital and technology, is often not achieved because we fail to energize the true potential and commitment in our employees.

Grade Engineering® is a value-driven strategy aiming to maximise benefits by exploiting intrinsic grade variability of ore deposits. It utilises a multitude of separation techniques to remove low grade material before being introduced to post-blast size reduction processes, i.e. crushing and grinding. At an operational scale, Grade Engineering® techniques can be implemented at the drill-and-blast stage, to control the degree of fragmentation in accordance with the spatial distribution of valuable minerals across an ore domain through differential blasting. It can also exploit intrinsic textural and breakage characteristics of a given ore type to reject uneconomical barren material at coarse sizes, which is known as Natural Deportment. Grade Engineering® can also be employed in the deliver stage of the mining value chain through sensor-based bulk and particle sorting. Each strategy is therefore highly dependent on the responsiveness of an orebody to available techniques. That is, the extent to which Grade Engineering® drivers would be capable of unlocking potential values of currently un-amenable orebodies depends on how detailed the heterogeneous nature of ore domains can be described. This paper considers exploring possible linkages between deportment characteristics of an ore and its competence when broken in a range of energy inputs at a particlebased level. Accordingly, potential opportunity may lie in exploring whether the intensity of input energy (or degree of fineness) can be used as a lever to improve or ‘unlock’ ore amenability to Grade Engineering® techniques. Implications from such a detailed approach offers new opportunities to enhance Grade Engineering® gains through engineering ore competence variability.

Biology opens a new frontier for the mining industry. With rising environmental concerns, the need to couple conventional chemical and physical technologies with sustainable approaches is pressing. At Allonnia, we harness microbial processes to create innovative and environmentally responsible technologies with broad applications. The native microbial community (microbiome) remains largely unexplored at most mining sites, unlike the geochemical environment. The exploration of complex biological reactions that could transform mining technology is just starting and holds vast possibilities, spanning bio-cementation, carbon sequestration, ore beneficiation, water mitigation, bioleaching, metals recovery, and more. Allonnia has collected samples from mine sites in Australia, Africa, and North America to characterize the microbiome and uncover the genetic potential present in mineral-rich environments. We are evaluating microbial metabolites that selectively solubilize gangue from various ores. In addition, biological reactions hold promise as tailings stabilizers. Our early efforts illustrate exciting prospects for harnessing biology’s potential in mining.

At its simplest, the classification and characterisation of an orebody is a matter of Where, What and When. Where and with what spatial resolution are measurements taken, What properties are measured, and When are the data acquired, processed, and delivered to create the most value. This paper delves into how existing and near-term advances in measurement technologies, field automation, and whole-system-digitisation are combining to open new routes for mine and exploration productivity improvement. Commencing when the initial exploration hole is dug, the advancement in deployment of survey technology—from expert-operated, to driller-operated, to driller-integrated—is used to demonstrate a template for adoption of higher technology measurements. We then introduce and discuss the multi-use measurement as offering outsized returns from a single measurement run, highlighting two new technologies that acquire rock strength while drilling and downhole assay data as examples. For rock strength, we highlight a novel approach to determining Uniaxial Compressive Strength (UCS) while drilling, its relationship to and advantages over Mechanical Specific Energy (MSE), and how it offers utility to multiple downstream processes. For downhole assay, we detail how a back-tophysics approach to Pulsed Fast and Thermal Neutron Activation (PFTNA) analysis offers significant advantages over other measurement methods and earlier implementations of PFTNA, generating a rich data set that can significantly extend and improve the information on which mining decisions are made. Finally, we discuss the possibilities enabled via optimising data delivery, collection, and curation— noting a fundamental limitation of historical systems and exploring the possibilities that will be unlocked by soon-to-market solutions that better enable Orebody Characterisation data to (virtually) move in space and time with rock material post-blasting. Ultimately, the value of optimising the Where, What, and When from point of measurement to the moment it generates maximum value will create greater life-of-asset production for a lower cost and energy input.
