Dimitri Konstantinovitch Tschernoff, was horn in Petrograd, Russia, on Nov. 1, 1839, and died in Yalta (Crimea) in the south of Russia, on Jan. 2, 1921. He obtained his early education in the Russian Gymnasium, corresponding to the American high school, and in the Technologic Institute. On graduation from this Institute in 1858, he was engaged as a professor of geometry and algebra and later became a librarian and superintendent of the museum in the same Institute. He also attended lectures in the mathematical physics section at the Univrrsity of Petrograd from 1859 to 1862. In 1866, Professor Tschernoff left the Technologic Institute and entered the employ of the Obouchoff steel plant, founded in 1863 for the manufacture of guns. Here he did his most important work on the heat treatment of steel, its crystallization and metallography. In 1880, he left the Obouchoff plant and went to the south of European Russia, where he discovered and developed some rock-salt mines. This enterprise brought him a rather large fortune. In 1884, he returned to Petrograd and during the next four years held several prominent positions in government departments. In 1899, he became professor of metallurgy in the Michael Artillery Academy, and retained that position until the time of the Russian Revolution. In 1902, Professor Tschernoff was elected an honorary member of the American Institute of Mining and Metallurgical Engineers. In September, 1917, Professor Tschernoff was sponding his vacation, as usual, in the city of Yalta (Crimea) in the south of Russia, with his wife and one of his daughters. The revolution progressed so rapidly that they were unable to return to Petrograd, and were compelled to stay in Yalta without provision for the winter season. Suffering from hunger. and lack of sufficient clothing, and deprived of his books, Tschernoff nevertheless continued his studies and gave a number of lectures on steel at the Polytechnic Institute. At the same time he worked hard on some. mathematical problems. His health broke down through long-continued under-nourishment. His works in the metallurgical field are well known to the students of metallurgy; good abstracts of his most important papers were published in Revue de Metallurgie (1915, pp. 829-882) in commemoration of his 75th birthday.

Ellsworth Daggett, who joined the Institute in 1873, and had beeu a prominent figure in the mining profession of Utah and other Western states for many years, died in San Francisco, Jan. 5, 1923. Mr. Daggett was a contemporary and intimate friend of Clarence King, James D. Hague, R. W. Raymond, and other Nestors of the mining engineering profession prominent in the last quarter of the nineteenth century. He was born at Canandaigua, N. Y., May 24, 1845; graduated from Sheffield Scientific School in 1864; pursued post-graduate courses there for two years, and for one year at the Bergakademie, in Berlin. He was in active practice as mining engineer from 1866 to 1914, but devoted most of his time during the World War to the perfecting of a submarine torpedo. He was connected with the United States Geological Exploration of the Fortieth Parallel in 1870. The plates illustrating mining industry, Volume III of the reports of that survey, were engraved from drawings obtained in the field during progress of the survey and prepared for the engraver by Mr. Daggett. He operated the Winnamuck mine and smelter at Bingham Cation, Utah, in the early seventies; the mines and mill at Cusihuiriachic, Chihuahua, 18867; and the Berlin mine near Austin, Nevada, 1904-6. On June 24, 1874, Mr. Daggett married Miss June Spencer, of Salt Lake City, who survives him, residing in New Haven, Corn. Appointed United States Surveyor General for Utah by President Harrison, in 1888, he was the first engineer to hold that office in Utah. He reorganized the mineral division of the office, required the courses of mineral surveys to be referred to the true meridian determined by solar or stellar observations, and did much to improve the accuracy and reliability of such surveys. Mr. Daggett was a member of the Alta and University Clubs of Salt Lake City, and president of the latter from 1890 to 1892; he was also a member of the Century Club, New York. Through his instrumentality, irrigation was brought to considerable tracts of land in northeastern Utah, and Daggett County of that state is named for him. Mr. Williams, who was in his eighty-first year, was born in Saginaw, Mich. He was graduated from the University of California in 1865, and afterward took a course at the Freiberg Mining Academy in Saxony. He was awarded the degree of LII. D. by the University of California in 1910, and Doctor of Engineering by the University of Michigan in 1917. George Edward WebbeR, a member of the Institute since 1906, died in San Francisco, May 29,1922. Born in Dixmont, Me., in 1852, he went to California in 1857 where he lived until 1883 and received a thorough training in precious metal mining in the employ of his father and J. B. Haggin. In 1883, he went to the Black Hills, South Dakota, as superintendent of the Father DeSmit mine; later the Deadwood Terra also came under his management. These mines are now part of the Homestake Mining Co. In 1889, the Rothchilds asked Hamilton Smith to recommend an engineer to take the place of the late Henning Jennings, who had resigned from the El Calloo Mining Co., of El Calloo, Venezuela, in order that he might proceed to South Africa. Mr. Webber accepted the position, remaining there until 1893 when he returned to the United States on his way to Johannesburg, South Africa, where he had been appointed manager of the Crown Reef Mining Co., Ltd. Early in 1896, he became general manager of the Rand Mines, Ltd., and served in this capacity until 1911. During the latter part of this period, Mr. Webber was active in the greater amalgamations of H. Eckstein & Co., and it was largely on his advice that H. Eckstein & Co. carried out the negotiations preceding the formation of the Crown Mines, Ltd. On his retirement from South Africa, he returned to live in Ross Valley, near San Francisco, Cal. The Rand Mines, Ltd., of which Mr. Webber was general manager, was the largest company controlled by Wernher Beit, the leading London house interested in South Africa mining, whose local agents in Johannesburg were H. Eckstein & Co. This firm is now known as the Central Mining & Investment Corpn., and after the departure of Henning Jennings, Mr. Webber was the firm's most valued and confidential advisor and was very highly thought of in mining circles in South Africa. He was a ma of most upright and straightforward high character, plain spoken and sincere; and his recognized high character was one more qualification which aided his great success.

IRving Ariel Stearns died at his home, 60 South River St., Wilkes-Barre, Pa., on Tuesday morning, Oct. 5, 1920, of pneumonia, after an illness of about a month. In his death, the Wyoming Valley loses one oflits most eminent and best loved citizens, and the loss of so strong a participant in the activities of the Valley will leave a gap most difficult to fill. Despite his more than three score and fifteen years, Mr. Stearns, at the time of his death, was president of the Wilkes-Barre City Hospital, Wyoming National Bank, and the Wyoming Historical and Geological Society, chairman of the Board of the Vulcan Iron Works, and a director of the Spring Brook Water Supply Co., and of the Wilkes-Barre Lace Manufacturing Co. Mr. Stearns came of New England stock, a descendant in the eighth generation of Charles Stearns who was admitted freeman in Watertown in 1646. Irving Ariel Stearns was born Sept. 12, 1845, in Rushville, N. Y., a son of George W. and Miranda (Tufts) Stearns. He was graduated from the Rensselaer Polytechnic Institute of Troy, N. Y., in the celebrated Class of 1868. After graduation, he was assistant professor of chemistry in charge of the analytical laboratory for a year, then went to Wilkes-Barre in 1869, as engineer in the office of R. P. Rothwell, at that time the leading mining engineer of the region. From 1871 to 1872, he was superintendent of the McNeal Coal & Iron Co. of Schuylkill County, Pa. and in 1872 succeeded to Mr. Rothwell's business when the latter became editor of the Engineering & Mining Journal of New York. From 1872 to 1885, Mr. stearns was in private practice as a mining engineer, handling a great amount of business in the anthracite region, including the building of the bridges at Shickshinny and Pittston, and the surveying and mapping of many of the individually operated mines. His practice extended throughout the country, with numerous examinations and reports upon mining properties in Pennsylvania, Virginia, West Virginia, Arkansas, Colorado, California, Wyoming, Idaho and Utah; he was responsible for the design and execution of the Lehigh Valley Railroad Co.'s great Tifft Farm improvements at Buffalo, N. Y. including canals, docks, coal stocking plant, etc. He was commissioned Quartermaster of the Ninth Regiment, N. G. P., March 29, 1880, was promoted to Major on May 15, 1884, and resigned Apr. 1, 1885. He always retained his interest in the National Guard and was trustee and president of the Ninth Regiment Armory Association.

Levi Holbrook was born in Westboro, Mass., March 7, 1836. He was a descendant of John Holbrook, who came from England in 1660 and settled in the Massachusetts Bay Colony. Mr. Holbrook was prepared for college at Williston Seminary, East-hampton, Mass., and after one year spent in the West, he entered Yale. He was a, member of Phi Beta Kappa and of Linonia. During the six months following his graduation he was in Boston, under medical treatment for his cyes; then he took a horseback trip across the Rocky Mountains to the Columbia River and back, and resided in Danville, Va., for a time. From 1860 to 1863, as his eyes permitted, he was a student of modern languages and literature in Cambridge, Mass., part of the time being a resident graduate at Harvard University. Finally, however, he was obliged to abandon the idea of a literary life and from 1864 to 1867 he was engaged in financial business in Boston. The following year, he spent in New York, and then traveled for a year in Europe, Egypt and Asia Minor. In 1871, he returned to New York City. Mr. Holbrook was a member of the New England Historic Gcncalogical Society, the Society of Colonial Wars, and the Sons of the Revolution, was registrar general of the Order of the Founders and Patriots of America from 1915 to 1920, and had been governor of the New York society of that order. He was also a member of the American Fine Arts Society, the Order of the Cincinnati, the American Geographical Society (of which he was a councillor and secretary). and the Geographical Society of America. He joined the American Institute of Mining Engineers in 1878, and served as manager from 1895 to 1897. Mr. Holbrook died on July 26, 1922, from organic heart trouble, at his residence in Center Harbor, N. H. He was married Dec. 27, 1871, in Newark, N. Y., to Viola, daughter of John A, and Elizabeth (Failing)Vowers, who died on Sept. 10, less than six weeks after her husband. His two children, Clark Holbrook of Red Bank, N. J., and Mrs. Julian P. Smith, survive him

Raphael PUmpelly, who became a member of the Institute in 1871, the year of its organization, and retained his membership for a long period, died at his home in Newport, R. I., Aug. 10, 1923. He is survived by a son, Raphael, Jr., and by two daughters, one of whom is the wife of Prof. Henry L. Smyth, of Harvard. Doctor Pumpelly was born in Oswego, N. Y., in 1835. He studied sciences and mining engineering in Paris and at Freiberg, later taking his Doctor's degree at Princeton. He was Professor of Mining at Harvard from 1866 to 1873. Doctor Pumpelly made geological explorations in many lands. In 1861-63, he conducted a scientific exploration for the Japanese government, and for two years thereafter carried on researches in central, western, and northern China and Mongolia. In 1864-65, he undertook a voyage of exploration across the Gobi desert, returning to Europe through Siberia. He was State Geologist of Michigan from 1869 to 1871; Director of the Missouri Geological Survey from 1871 to 1873; and Chief of Division, U. S. Geological Survey, directing the mineral industries division of the tenth census. He organized and directed the Northern Transcontinental Survey, 1881-84; directed the explorations inaugurating the iron ore industry of most of the ranges of Michigan and Western Ontario, 1897-1901; initiated and directed a physical-geographical and archeo-logical exploration of Central Asia under the auspices of the Carnegie Institution of Washington, 19034.2.

William B. Cogswell, member of the Institute since 1872, died on June 7, 1921, at his home in New York City, after an illness of about six weeks occasioned by an infection of the middle car. Mr. Cogswell is survived by his wife, Mrs. Cora Brownell Cogswell; a son-in-law, and three grandchildren. His first wife died in 1877. William Cogswell was born at Oswego, Sept. 22, 1834, and was taken to Syracuse by his parents when he was four years old. He attended Hamilton Academy and private schools in Syracuse and Seneca Falls. In 1843, he visited England with his parents and brought back a set of drawing instruments, which led to a series of lessons in architecture under Luther Gifford, the only architect in Syracuse at the time. The boy drew many building plans and one set was used for the old Globe Hotel in Syracuse, erected in 1846 and 1847. In 1848, when only 14, he spent a year with a party that was surveying the route of the Syracuse & Oswego R. R. and relaying the tracks of the Utica & Syracuse R. R. He studied civil engineering at the Rensselaer Polytechnic Institute, Troy, for three years, but left that institution in 1852 without receiving his degree. Many years later, in 1884, the degree of C. E. was conferred upon him. During the three years following 1852, Mr. Cogswell served as an apprentice in machine shops at Lawrence, Mass., under the superintendence of John S. Hoadley. About 1856, he was made manager of the machinery department of the Marietta & Cincinnati R. R., at Chili-cothe, Ohio, and three years later became superintendent of the Broadway foundry at St. Louis, Mo. In 1860, in Syracuse, Mr. Cogswell was associated with William A. and A. Avery Sweet in the formation of Sweet Bros. & Co., which later became the Whitman & Barnes Mfg. Co. At the outbreak of the Civil War, Mr. Cogswell received a civilian appointment as mechanical engineer in the United States Navy. During 1860 he was located at Port Royal, S. C., having general supervision over the work of fitting up repair shops at five widely separated stations on the Atlantic seaboard and Gulf of Mexico. In this year his genius and resourcefulness were notably shown. He literally launched a naval machine shop, so that warships could be repaired without leaving, and thereby weakening, blockades against Southern ports. The machine shop was assembled by Mr. Cogswell and shipped by boat to Port Royal. There an old whaler was made over for machine shop purposes and Mr.

The boy drew many building plans and one set was used for the old Globe Hotel in Syracuse, erected in 1846 and 1847. In 1848, when only 14, he spent a year with a party that was surveying the route of the Syracuse & Oswego R. R. and relaying the tracks of the Utica & Syracuse R. R. He studied civil engineering at the Rensselaer Polytechnic Institute, Troy, for three years, but left that institution in 1852 without receiving his degree. Many years later, in 1884, the degree of C. E. was conferred upon him. During the three years following 1852, Mr. Cogswell served as an apprentice in machine shops at Lawrence, Mass., under the superintendence of John S. Hoadley. About 1856, he was made manager of the machinery department of the Marietta & Cincinnati R. R., at Chili-cothe, Ohio, and three years later became superintendent of the Broadway foundry at St. Louis, Mo. In 1860, in Syracuse, Mr. Cogswell was associated with William A. and A. Avery Sweet in the formation of Sweet Bros. & Co., which later became the Whitman & Barnes Mfg. Co. At the outbreak of the Civil War, Mr. Cogswell received a civilian appointment as mechanical engineer in the United States Navy. During 1860 he was located at Port Royal, S. C., having general supervision over the work of fitting up repair shops at five widely separated stations on the Atlantic seaboard and Gulf of Mexico. In this year his genius and resourcefulness were notably shown. He literally launched a naval machine shop, so that warships could be repaired without leaving, and thereby weakening, blockades against Southern ports. The machine shop was assembled by Mr. Cogswell and shipped by boat to Port Royal. There an old whaler was made over for machine shop purposes and Mr.
