In June, 1893, while I was with the Old Dominion Copper Co. at Globe, Ariz., I received an offer to take charge, as manager, of the Baltimore Electric? Refining Co. which had recently built a plant at Baltimore, Md., having a capacity of about 1200 tons of electrolytic copper per month, using the Hayden series system. This was a very large output, for in those days the plants were small and the art was in its infancy. At the beginning of 1893 there were 11 electrolytic refineries in the United States, most of them using the multiple system. The Hayden series system was used at Baltimore and Bridgeport and the Smith series system was in operation at the Electrolytic Copper Co. at Ansonia, COM., and at the Pennsylvania Salt Co. at Philadelphia. In the latter system the plates were placed in a horizontal position, but the operating difficulties were so numerous it was soon discarded. The total production of these 11 plants in 1892 was very small; I have not been able to discover reliable figures of production. The world?s ever-expanding demand for energy and coking coals has resulted in the underground mining industry looking at taking on increasingly marginal and geotechnically challenging deposits. The drivers for this change include a reduced availability of open cut reserves and a lack of remaining ?good coal leases?. The lack of plum deposits is forcing some companies wanting to enter the coal supply market to purchase and operate in higher risk, lower margin areas. As geotechnical professionals, we are expected to develop strategies to facilitate safe and productive mining in ground that once would have been avoided. To be successful in these reserves, we are required to use every tool available, from exploration data to longwall automation, and invent or reinvent some new tools along the way. This paper presents geotechnical case studies of challenges in longwall mining and some of the methods developed and used to allow longwall mining to succeed where others said we would fail.

The rapid acceleration and sweeping consequences of what we have all come to characterize as "the ecology movement" has marked a period of serious trial and challenge for the mining industry. It has blossomed into a major factor in our daily business and added a significant new dimension to the problems we must meet and overcome as businessmen. It has become an important new consideration at a time when we must continue to cope with our traditional problems such as rising costs, competition at home and abroad, and the always vital necessity to continually develop new and better technology to produce more minerals more efficiently and more economically. The body of law embracing environmental quality control grows each day, becomes more complex and offers more contradictions. And there is little relief in sight. The requirement to comply with sound environmental regulations -- or challenge unrealistic legislation -- has placed a major burden on the private sector. The economic significance of enacted and proposed environmental regulation is pressing management in the mining industry to some hard decisions -- basic day-to-day business decisions and decisions which acknowledge the undoubted long-term effects of the new laws.

Aspiring to be excellent makes you a good leader as it shows a capability for strategic thought, defining and implementing a vision, making a job easier, more efficient and effective. Every great business leader can generate additional revenue or cost savings for their company. Becoming excellent requires the desire and action to follow it through. There are many established methods of excellence: benchmarking, target setting, supply chain and market analysis, employee suggestions and knowledge sharing forums. Chances are your problem has been solved before. Networks û internal, external, formal and informal can get you started and often save you time and effort. Any leader can achieve success in excellence through a proper process of problem formulation, data and analysis. Again, using key players can make the process more effective. It is important to remember that the people side of the solution is the key to success and that monitoring will ensure the solution will work. In the words of BHP BillitionÆs CEO, Chip Goodyear: Excellence is a mind set. ItÆs something that comes when people get rewarded forthinking outside the box and applying their skill and knowledge. This paper presents the lessons learnt during the transition from an open pit method to a sub-level open stoping method at the Koidu Limited kimberlite pipe. These learnings may assist other mines with planning, both from a practical implementation perspective (layout, charging up challenges), and a method for estimating potential dilution and stability challenges associated with the interaction between the surface and underground excavations. Predictive geotechnical stability modelling was successfully applied to highlight potential failure zones, which allowed modification and enhancement of the mining layouts and quantification of the potential dilution of the kimberlite from indicative instabilities.

The Sherritt Fort Site nickel refinery and fertilizer plant has been operating continuously since 1954. The ammonia leach process uses ammonia and sulphuric acid, producing nickel and cobalt and an ammonium sulphate byproduct. One of the features of an ammonium sulphate based process is the aggressive nature of ammonium sulphate to concrete and structural steel. After six decades of operation, portions of the structural steel and concrete at the Sherritt facility have become degraded. Infrastructure replacement programs started in earnest more than a decade ago with pipe racks and electrical infrastructure, and have now progressed into building steel. Replacing and repairing this infrastructure within the tight constraints of an operating plant poses several difficult challenges. This paper will outline the approach taken to accomplish this difficult work, and discuss key learnings from the ongoing program.

Throughout the 2016/2017 financial year, the NSW Resources Regulator conducted an assessment of each underground metalliferous operation across the state to assess how each operation managed the principal mining hazard of ground and strata control. The assessment considered all aspects of the mining process, including all aspects of managing geotechnical risk within drawpoints. This assessment is ongoing and, therefore, this paper is limited to the first six mines assessed in the program.In 2015 there were three fatalities in and around underground drawpoints in Australian metalliferous mines. Whilst many of the systems of work around underground development are consistent across the industry, there are large discrepancies around how each underground mining operation manage the risks associated with drawpoints.For drawpoints to be effectively managed, their management needs to be considered at the earliest stages of the mine planning process. By using downholes and adopting remote systems of work – systems that are continuing to improve with technology – the risks drawpoints posed can be greatly reduced.The assessment by the NSW Resources Regulator revealed a number of common failings across the state in the management of the risks that drawpoints pose. The assessment also observed a number of innovative practices that particular operations have adopted in the wake of serious incidents occurring within drawpoints at their operation; however, these practices have not been communicated to other operations.It is hoped the learnings from the assessment can be considered by industry and reduce the risks drawpoints pose in underground metalliferous mines.CITATION:Hill, X, 2017. In considering the importance of lease management and administration, I have decided to approach the topic, Lease Default and Eviction: Action or Reaction, as a three phase presentation dealing with mineral lease administration and management, past, present and future. Though the title may border on the dramatic, it illustrates the real consequences of alternative approaches to property management viewed from my experience in the evaluation, development and implementation of a number of such systems and services in my current position as president of Talco Group Corporation. First, though, let's take a moment and set the stage by giving a few actual examples of why a pragmatic approach is needed in this particular area.

The original leases making up today's North Kalgurli Mines were developed by independent companies on an ad hoc basis. The major disadvantage which now arises is the varying levels of mining horizons. From Kalgurli Shaft in the south, through main Shaft and to Croesus Shaft in the north, there are three separate sets of levels. work has commenced to link the three areas with either common levels or new development which will facilitate common access and haulage via Main Shaft.Generally, the workings at North Kalgurli were established at the turn of the century. The introduction of techniques and equipment to bring the mine into the 20th Century has been difficult and slow. The general size of openings, a widespread workforce and complex ore distribution often make innovation and change more than a challenge.

Senator Smoot recently introduced his bill providing for the leasing of oil and coal lands. This bill provides only for the leasing of these lands from the Government and advocates government ownership of all government coal and oil lands. Under the provision of the bill as now proposed, 50 per cent. of all money received under the measure is to be paid to the state in which the land is located. The money must be used, however, for the construction and maintenance of roads and for schools. The last leasing bill was defeated when it was about to become law largely because of the fact that it allowed the sale of coal lands.

WHEN Spain established colonies on the North American continent, some of her land grants, in what is now the United States, reserved to the Crown deposits of gold, silver, and mercury. Later mineral rights were reserved under some of the English Crown charters involving land in the eastern part of North America, with provisions for the payment of royalties thereon to the Crown. Reservation of mineral deposits to the United States Government was instituted by an ordinance of Congress on May 20, 1785, which applied to such deposits in the Northwest Territory, then north of the Ohio River and east of the Mississippi River, and provided that there should be reserved "one third of all gold, silver, lead, and copper mines, to be sold or otherwise disposed of as Congress shall hereafter direct." Little was known then of the mineral resources of the country; the Great Lakes copper region had just come into the possession of the United States by treaty and much of the western mineral land still belonged to France and Spain.

Long-term coal mining plans are often based on attainment of an average cost of coal. This is achieved by blending low- and high-cost coal production. Coal that is beyond the economic limit of the reserve is mined in a misguided effort to improve reserve recovery. Long-term contracts should be least cost-based and generate the best net present value from the economic reserve within the context of a rational mine plan. The selected economic reserve should he mined on a low- to high-cost basis to benefit from the time value of money.

The coal mining industry is divided into two distinct economic segments based on Coal Supply Agreements. Coal supply agreements generally fall into two categories, spot or long-term, with the selected contract term being driven by the buyer's market expectations, security of supply considerations, fuel tonnage and quality requirements, and economics. Short-term or spot coal purchases are generally market driven and are highly competitive in today's marketplace. Long-term contracts, particularly those involving captive mines and mine-mouth power plants, are commonly driven by considerations other than economics. These other considerations, such as Reserve Conservation and Resource Recovery, Security of Supply, and Maintenance of Levelized Costs may increase the cost of coal, often needlessly and without benefit to the buyer or seller. The basic economic principles which guide the market driven metals industry and generally guide the spot coal sector of the coal industry should apply equally well to the long-term coal supply contract. The artificial constraints imposed as a result of regulated rates of return should be re-examined and in most cases, abandoned. There are many methods of surface and underground coal mining being used today such as, open-pit, contour, mountaintop, and area mining for surface mineable reserves; conventional, standard continuous and super-section continuous miners, and longwalls for deep reserves; and highwall miners, thin seam miners and augers in between. This discussion is primarily directed to surface mining, however the same principles of least cost mining on a Net Present Value basis must be considered in all cases.

Under the joint auspices of the Illuminating Engineering Society and the University of Pennsylvania there will be given about 20 lectures covering the general principles of illumination and the aspects of lighting practice. They will be held at the University of Pennsylvania in Philadelphia, from Sept. 21 to 28, 1916, inclusive. The subject of illumination of mines will be included in this series, which will be delivered by men selected on account of their qualifications to deal authoritatively with the several phases of the subject. In connection with the lectures there will be an exhibition of the latest developments in illuminating appliances, including lamps, accessories, photometers, together with novel applications of light. There will also be an inspection tour which will include visits to manufacturing establishments, laboratories, lighting companies and notable lighting installations. Researchers from the National Institute for Occupational Safety and Health (NIOSH) developed a light-emitting diode (LED) area luminaire called the Saturn and conducted a laboratory study using a Fletcher High Dual-boom Mast Feed (HDDR) roof bolting machine. The Saturn luminaire was designed to (1) enhance floor illumination to enable better detection of trip hazards in the interior spaces of a roof bolter and (2) reduce glare that has typically been an issue of concern on roof bolters. This paper reports on the results of achieving the second objective. The existing roof bolter lighting was the baseline and was compared with three versions of the Saturn luminaire relative to light intensity (100%, 75%, and 50%). Discomfort and disability glare data were obtained from 30 participants that comprised three age groups. Discomfort glare perceptions were obtained using the De Boer rating scale, and disability glare was quantified by using Mars Letter Contrast Sensitivity tests. Discomfort glare was reduced at least 3 levels with all Saturn versions. Also, a predictive model was used to estimate discomfort glare, and the results were similar. Disability glare was the least for the Saturn’s 50% intensity, and all Saturn versions had significantly less disability glare than with the baseline lighting. Veiling luminance was calculated and used as another indicator of disability glare. Veiling luminance was 28 to 42 times greater with the baseline lighting as compared with that of the Saturn lighting. Lastly, visibility levels were calculated. The Saturn versions were 4 to 6.5 times better in terms of visibility level.

The existing roof-bolter lighting was the baseline and was compared to the Saturn at 100, 75 and 50 percent intensities. Discomfort glare and disability glare were measured by the De Boer rating scale and the Mars Letter Contrast sensitivity test, respectively. Thirty study participants were tested. Discomfort glare was reduced at least three levels with the Saturn luminaire. Visibility levels were four to 6.5 times better with the Saturn than with the baseline. The Saturn design is freely available for commercialization.
