The property of the Spring Valley Coal Company, situated in Bureau county, Ill., comprises something more than 30,000 acres of coal-lands, on which have been opened four mines, designated as Nos. 1, 2, 3 and 4. Figs. 1, 2, 3 and 4 are plans of the first three; and Fig. 7 is a view of the surface-plant at No. 4, the workings of which it is not necessary to illustrate, as this mine has been practically merged in No. 2. No. 4 shaft is only 500 feet from No. 2, and both are ventilated by the same fan, and are in the same circle of air-supply. In speaking of No. 2, we now include No. 4. The system pursued in all the mines is " long-wall advancing," and the shafts are all vertical. The seam worked is locally and commercially known, in the Illinois series, as No. 3; but its position in the geological series is that of No. 2. It averages in thickness about 42 inches, arid has no partings, but mines in rectangular lumps, which stand a large amount of handling before breaking. An analysis made from Colliery No. 1 gave the following : Per cent. Petroleum occurs, in nature, as a fluid saturating the pore spaces between the grains of porous rocks or aggregations of rock particles such as sand, sandstone, conglomerate, shale, limestone, etc. The oil, under the influence of gas pressure, hydrostatic pressure, gravity, earth pressure, and, perhaps, other natural forces, is caused to flow through the porous "reservoir rock1' into wells penetrating the stratum in which the oil occurs. The principal moving force is the pressure of dissolved or occluded natural gas within the oil, though this force is assisted by gravity and by the hydrostatic or buoyant pressure of ground water about the edges of the "pool." The wells, providing outlets to the surface, are centers of reduced pressure and the flow of rock fluids into a particular well is usually an expression of the difference in pressure existing between the space within the well and that of the stored oil within the reservoir rock. The greater this differential pressure, the more rapidly will oil flow from the source rock into the well. Opposing movement of the oil from the reservoir rock into the well are certain natural forces related to the rock structure, such as pore friction and capillarity, and certain others related to the physical properties of the oil, such as viscosity and adhesion. The differential pressure between the well and the boundaries of the area drained by it must be sufficient to overcome the forces opposing flow if there is to be movement of oil into the well. If by any device the resistance to movement of the oil may be reduced, the oil will flow into the well at a more rapid rate and the effective area of drainage will be increased.

We are living at a period of the world's history in which social phenomena are on so vast a scale, are of so profoundly soul-searching a nature, and are occurring in such rapid succession in the great world drama in which we are both actors and spectators, that, in our efforts to obtain a rational point of view in relation to them, our minds may fail to discern the simple in the complex and our understanding is liable to become confused or even overwhelmed. To the social student whose: scientific training has convinced him of the truth of the evolutionary law, Natura non facit salium, it is neither the vast scale of the events, their deeply soul-stirring nature, nor their rapid succession that matters so much, as the discovery of the underlying principle or law in accordance with which the disintegration and reintegration, which are the two aspects of social evolution, or indeed of evolution everywhere, are occurring. He is most deeply concerned in seeking an answer to the question: Have we in the present great and perplexing upheavals in human society, whether regarded in Central Europe, in Russia, in Great Britain, or in America, a really new cause at work, or, have we, though on a very large scale, merely new manifestations of the working out of an old principle? When we think of the appalling struggle in Europe, into which the world's greatest exemplar of democracy was finally drawn, no one has any hesitation in admitting that the great conflict was fundamentally a life-and-death struggle for self-preservation and self-propagation on the part of autocracy. The variations we meet with in the statement of the cause of the war arise mainly from differing distances of perspective; but in the last analysis all agree that the autocratic system of political gov ernment, which found its very soul and center in Prussian despotism, was consciously arrayed in a final "world-power-or-downf all" struggle against a love of freedom which was steadily widening and deepening throughout the world, and particularly throughout those parts of the world where this love of freedom and justice hasfound expressionin democratic institutions. This investigation was undertaken for the purpose of determining, in a systematic way, the effect of the rate of cooling of steels, heated to above the transformation range, on their various mechanical properties. This paper gives the results obtained in the investigation of the heat treatment of carbon steels carried out under the auspices of the Committee on The Heat Treatment of Carbon Steels of the Engineering Division, National Research Council. The objects of this committee, of which Dr. Henry M. Howe was chairman, were to increase knowledge of the influence of heat treatment on the mechanical properties of carbon steel. The mcthod pursued was to subject specimens of steel of the carbon contents most used for engineering work, 0.34 per cent., 0.52 per cent., and 0.75 per cent., to various heat treatments, and to test the mechanical properties thus induced. The steels were the same as were used by the committee on fatigue phenomena. This project was financed jointly by the U. S. Bureaus of Mines and Standards; industries and university laboratories have cooperated. A large part of the work was done at Doctor Howe's private laboratory. The committee consisted of F. B. Although portable fire extinguishers are valuable for fires in an incipient stage, some medium that will dissipate a large amount of heat is needed to fight a fire in mine timbers, because of the size to which the fire will probably have grown before it is discovered. Scaling off, or otherwise smothering such a fire with gases that will not support combustion, is often ineffective for the residual heat will cause reignition when the area is opened and fresh air reaches the hot charred timber. The most effective ways of fighting mine fires, therefore, are to drown and cool the hot zone with water, and to "load out" the partly burned material. Either of these methods requires a direct attack of water ; upon the inflamed material; therefore, every mine containing a large ' quantity of timber or other combustible should be as completely equipped with a fire-hydrant system as it is with compressed-air mains. Mine managers may object to the expenditure, especially if they have not suffered from mine fires. The cost of such preventative measures, however, is only a small portion of the possible losses, and the water pipes can be used for other purposes, which will pay the carrying charges. They can supply water to the rock drills, which will encourage more wet drilling with hollow-drill steel, for the trouble and expense of packing water to individual tanks at the drills will be removed. The carbon-tetrachloride hand extinguishers seem to have no place in mining except for fires that start in electrical equipment. They give off noxious gas, which may prove poisonous in confined quarters; and as it is heavier than air it is of no value for smothering fires overhead or in side timbers and would be dissipated by a good ventilating draft. The old soda-acid extinguisher or the more modern "foam" types ' are preferable. The former probably does not rely for its efficacy on the carbon dioxide generated but on the smothering and cooling effect of the water and the trajectory of stream that may be obtained because of the gas pressure developed. The mechanical behavior of metals and alloys is presumably conditioned by two factors; namely, the crystallinc symmetry and the interatomic forces. Considerable attention has been given to the first of these factors through the recent advances in X-ray technique. It is the purpose of the present paper to call attention to the importance of the second of these factors, to point out promising methods of investigation, and to present some pertinent data. Plastic deformation takes place by slip along atomic planes.' This slip may be inhibited in a number of ways: by the interatomic forces of, cohesion which bind the atoms rigidly in a lattice structure, which in pure metals is usually of high symmetry; by latticc distortion caused by solid solution formation or by mechanical strain; by the intercrystalline boundaries whcrc slip is restrained, probably by the non-registration of the atom planes in adjacent crystal1ites;2 and by the presence of small hard particles which serve to "key" the slip along the atom planes.5 In pure metals, and perhaps also in solid solutions, the atom planes of easiest slip are those exhibhing the greatest density of atomic population and the greatest interplanar distance4 and apparently can now be pre-dict,ed from the analysis of the lattices. Concerning the interatomic forccs, which resist this slip by holding the atoms firmly together, little is known. Most textbooks on physical metallurgy, following the work of Bot-tone,5 correlate the hardness of the pure metals with the atomic volume,

The relation between the course, or path, of the fracture of metals and alloys, produced in service or as a result of certain laboratory tests, and the crystalline units of which such materials are composed is of utmost importance. The fracture of normal material is, in general, intracrystalline, i.e., it consists of a break across the grains rather than of a separation between them. An interorystalline fracture indicates either that the metal is of very inferior quality or that the break occurred under very unusual conditions, e.g., at a very high temperature. The usual mechanical tests, when applied to metals of the type that breaks with an intercrystalline fracture, merely measure the coherence of adjacent grains for one another and reveal little as to the real properties of the metal itself. Even such a soft plastic substance as lead, under suitable conditions, may be rendered so weak and brittle that the metal can be easily crumbled into powder by the fingers although the constituent grains have lost none of the intrinsic properties of lead. Various erroneous explanations of this behavior of lead have appeared in the scientific literature, the change being described usually as an allotropic one. The importance, in an industrial sense, of a proper explanation of this type of the corrosion of lead justifies the description of the type of metal deterioration that follows. Corroded Lead Sheathing In Figs. 1 and 2 are shown two typical specimens of corroded lead sheathing selected from materials submitted to the Bureau of Standards for examination. Fig; 1 shows a section of the sheathing of an aerial cable; Fig. 2, that of the lead covering of a subterranean feeder-line of an electric light system. In this case the deterioration had proceeded to a much great'er extent than in the case shown in Fig. 1 so that certain portions of the metal could easily be crumbled into a coarse gray powder by the fingers. In substance, the international aspects of the petroleum industry, as these relate to the United States, are as follows: The domestic production is not keeping pace with the domestic demands; our best engineering talent warns us of the imminence of a decreased production by our oil wells, although more oil is needed; and the only practical source whence this increasing demand can be supplied for some time to come will be the foreign fields. Other nations have given thought to the future and, in recent years, have shown a tendency to adopt strong nationalistic policies regarding their petroleum resources, policies that hinder or prevent the exploitation of these resources by other nationals. In consequence, we find that, facing a probable shortage of the domestic supply, our nationals are excluded from foreign fields; and this in spite of the fact that foreign nationals have been permitted to enter into and exploit our own oil resources on an equality with American citizens and without hindrance or restrictions. This country has supplied the larger part of the petroleum consumed by the world and yet, with a failing supply imminent, it finds that those countries that, have been drawing upon our resources to supply their needs are showing a tendency to exclude us from their resources. In this way we shall be transferred from a position of dominence to one of dependence; and only by sufferance of those countries that are now seeking financial or political control of petroleum supplies, shall we be able to obtain the oil we will need. Impoetance of Petroleum Petroleum has become, during recent years, one of the essentials of our social and industrial life. All civilized countries recognize that the world is dependent on petroleum as on nothing else except textiles: foodstuffs, coal, and iron. Today, the tendency is toward an ever-increasing consumption of petroleum and its products as new and more efficient uses are found for them. The utilization of petroleum is extending more and more into the structure of our civilization. Consequently,

I was wondering whether we were going to adhere to our text. It seems to me that we are having a very remarkable meeting of mining engineers this year, because no matter what the texts may be that are assigned to us, we get back toward something higher; we turn to the consideration of questions of ethics, and of applied Christianity. Yesterday we listened to the most eloquent and remarkable address by Mr. Rickard in memory of Dr. Raymond, and it was told us that he was to speak about Raymond's achievements as an engineer. He did say considerable on that subject, but he was himself carried away with the spirit of the man and moved us all by his portrayal of Dr. Raymond's continued and fruitful labors for the betterment of mankind—that is to say, his religion. Our President asked me if I would say something this afternoon and I find in the bulbtin that the text of the discourses which we are to have here this afternoon is "Internlttional Cooperation in Mining in North America." But again I find that the eloquent speaker who has just preceded me has dwelt largely on ethical and spiritual cooperation rather than upon cooperation in mining. That is, cooperation as men, rather than solely as engineers. The imaginary line dividing Canada from the United States, unmarked by fort or military post, was mentioned by a previous speaker. There are going to be in the future, I am sure, fewer entanglements of the barbed wire of tariff discrimination along our border-—to that end let us cooperate. But there has always been a reciprocity in men. A Canadian conceived and created our great transcontinental line, the Great Northern Railway; an American made the Canadian Pacific what it is. In mining and metallurgy, American engineers, backed by American capital, have built up great Canadian industries while Canadian experts have developed some of the resources on this side of the line. They have done much more than develop our resources; some of them have been our leaders in sympathy for labor. It is therefore not a question of creating a spirit of cooperation, but of giving it freer scope and a fuller realization of fraternity—or, to use the word now more common and of deeper significance—brotherhood. These are days of combination. Corporate interests in this country are now compelled, or at least encouraged, to combine in ways that

In the exploration of a copper deposit by drilling, obvious advantages are to be gained from a distinction between primary and secondary ore.' Perhaps the chief of these is the aid which such a distinction renders in determining where a given hole should stop. The copper assay, often a sufficient guide, cannot always be exclusively relied upon. Primary ores may extend downward indefinitely and may fluctuate in value independently of depth: if primary ores are consistently lean for a considerable vertical distance, there is little reason to expect that, still deeper, they will increase to the commercial grade; on the other hand, rich primary ores may persist uninterruptedly downward or may come in again below a lean interval. Secondary ores, however, have a comparatively limited vertical extent; in a large way enrichment decreases with depth and finally gives out. It follows then, that when a hole descends from profitable ore into ore of less than the commercial minimum, the practical significance of the situation depends upon whether this decrease results from a decrease in secondary enrichment or is a variation in primary content: if the copper of the ore passed through has been chiefly secondary, little is gained in the average case by extending the hole much below the point at which the commercial limit is reached; but, when copper is chiefly primary, due weight must be given to the possibility that, still deeper, the ore may again improve. The distinction between primary and secondary ore may of course be effected through an examination of the drillings. BefoRe a new coal-washing plant is installed, or an existing washery is remodelled and improved, considerable experimental work on the coal to be washed should be done. A thorough examination of a coal, to determine whether it can be washed successfully and the best and most economical process for securing a satisfactory grade of washed coal, calls for mine sampling, analytical work, and experimental coal-washing tests which may require several months' time and the expenditure of considerable money. Having collected the required data on the characteristics of the coal and the results secured with different types of machines under different sets of conditions, it is necessary to decide what method of treatment should be used. The interpretation of the experimental data is no small part of the problem. The first step in the investigative work is to determine from the characteristics of the coal and the manner of occurrence of the impurities whether it is possible to separate the dirt from the coal and produce a washed coal of the required quality. Then it is necessary to select the type of washer or the system of treatment that will produce the greatest amount of washed coal of this grade for the least cost. To secure this information, tests may be made at laboratories operated by consulting or contracting engineers, at the testing plants of machinery manufacturers, at commercial washeries, or in an experimental washery erected on the site of the proposed plant. Such tests will produce figures in which every factor, including analyses of raw coal and washed coal and yield of washed coal, may vary widely. To reduce these results to a common basis for comparison is very difficult. A number of plans

In every chemical reaction heat is either developed or absorbed, and this plus or minus heat of formation is as definite in quantity as the weights of the reacting elements. In this paper I shall show that each chemical element and each chemical radical has its own definite heat-valency,—a fact which, so far as I know, has hitherto escaped the attention of investigators, but, I feel sure, will be admitted after the demonstration here given, and may lead to some practical conclusions of value. When Berthelotys " law of maximum work " was found to have so many inexplicable exceptions, the pendulum of a scientific theory swung away from a recognition of the truth underlying that proposition; and this reaction went so far that not only has thermal chemistry been relatively neglected by recent investigators, but it is not uncommon now to find textbooks on physical chemistry which practically ignore all that Thomsen, Berthelot and others have done. To this temporary tendency of thought I attribute the failure to recognize the principles herein announced and explained. Not long ago, while studying tables of the formation-heat of various salts, I noticed that in this respect all potassium salts in solution differ from the corresponding sodium salts by 9.3 cal.1 I found also that similar differences exist between other salts, not only when the basic radical is varied, while the acid radical remains constant, but also when the acid radical is the variable. Thus chlorine salts in solution differ from bromine salts in this respect by 10.9 cal. Upon further study, I found that Thomsen had noted similar constant differences, but, so far as I can ascertain, he appears to have attached no great significance thereto.

The possible sources of potash salts in the United States have been considered from many points of view during the last several years, but it is only within the last two or three months that the situation has become acute. We import from Germany, the only sourcc of large supply, more than $10,000,000 worth of potash salts annually, and this business has been badly crippled by the European war. If there was ever a time in our industrial existence when the necessity of providing for our own needs was more acute than it is now, we are not aware of it. One has only to study the price lists of chemicals sent out by the large supply houses to see the change wrought within a very short time. Whether or not these prices are to maintain for a considerable time, no one can say; but it appears to be probable that we shall not see prices materially lower for a period of uncomfortable length, to say the least. It is not my purpose at this time to discuss the various sources of supply of potash salts that have been suggested or recommended. Some of them might afford a pleasing relief but all of them combined would not affect the situation seriously. If we are to have our own sources of potash salts, they will have to compare, in some efficient manner, with the sources upon which we have drawn during the last 20 or 30 years; i.e., they must exist in minable quantities. It seems to me to be quite idle to speculate upon our domestic sources of potash if those sources are not of a character similar to those upon which we have so long depended. A few thousand or, perhaps, a few hundred thousand dollars' worth of chemically derived potash may be produced under the stress of present conditions, but when we consider that each year demands more than $10,000,000 worth, we must look to underground sources; we must look to mines similar to the famous Stassfurt and Halle deposits. If we cannot mine potash salts, we shall have to do without them for a while.

Some years ago the writer was struck by what might be called the remarkable vitality of the Virginia furnaces during the panic of 1893; and attention was called to the fact in the American Manufacturer of February 8,1895. From the second half of 1892, which was a period of maximum output, to the second half of 1893, when the full effects of the depression had been reached, the output of pig-iron had fallen off in Illinois 85; in New York, 66; in Ohio, 51; in Tennessee, 44; in Pennsylvania, 28; and in Virginia only 15 per cent. It seemed a reasonable inference that the State which had thus shown its marked ability to meet hard times could make and market its product with a larger margin of profit than any of the other States. This was true at that time, and to a certain extent the reasoning still holds good; but my mistake was in not fully realizing the marked effect of the Mesabi development, combined with reduced economies in transportation, and the consequent advantage to those furnaces which were so situated as to utilize these new commercial factors. The effect of these factors is seen in comparing the second half of 1894 with the second half of 1892. New York had dropped off 44, Alabama 23, Tennessee 21, Illinois 19, and Virginia 16 per cent., while Pennsylvania had increased 5 and Ohio 10 per cent. While there is no question of the great economy which has been made possible for certain interests which are peculiarly situated with reference to the ores of the Northwest, it is yet too early to say what furnaces not so fortunate will have to pay for their raw material. Already an increase of twenty cents per ton of ore has been announced, based upon increased cost of production.

Over 8,000,000 people in the United States depend on natural gas for their cooking, heating and lighting service. This service has been made possible only by the investment of large amounts of capital in transportation lines connecting the gas wells to the various communities, thus combining a hazardous mining operation with a public utility service. The effect that making these lines " common carriers" will have on the present and future service to these 8,000,000 or more people is of far reaching ethical and economic importance, and deserves careful consideration. As an introduction, it must be conceded that: 1. Natural gas, although a mineral and obtained by a mining operation—with more uncontrollable and uncertain features to cope with than exist in the mining of coal or other minerals—when served to the public becomes a public utility service. 2. The governmental power to regulate all public utilities in the interests of the public cannot be successfully disputed. 3. Mere suggestion of inconvenience to the utility is wholly irrelevant, as it cannot be considered or allowed to influence in making a defense against governmental regulation. Unfortunately it is not generally appreciated that:.. I . 1. Legislative enactments are not necessarily laws, and cannot abrogate economic laws or alter engineering facts. 2. There is a clear distinction between "common carrier7' and "public utility," although the terms are frequently confused. "A common carrier is one who undertakes for hire to transport persons or goods, or both, from place to place for all persons indifferently, the term implying indifference as to whom shall be served, and an equal readiness to serve all who apply, in the order of their application." On the other hand, property becomes a "public utility" only "when for a particular purpose the public have a right to resort to the premises and make use of them." At Cobalt, Ontario, Canada, a lake was drained to facilitate mining, by the Mining Corpn. of Canada, during the spring and early summer of 1915. Previous to pumping out the water, great quantities of sands and slimes from concentrating plants had been discharged into the lake and during and after the lake's drainage, its basin was a receptacle for tailing products. As the writer was at work along the shore line as the lake was being drained, he had a good opportunity to observe the changes that took place as the water was withdrawn. Some adjustments between the incoming sands and the mud in the lake had taken place before pumping was commenced. One of the most interesting results was the appearance of a small dome in a path the writer traversed twice a day for several months; he remembers distinctly the difficulty of crossing this. Cobalt Lake owed its existence to the gouging out of a rock basin by glaciation. The long axis of the basin closely follows the strike of a thrust fault of about 500 ft. (160 m.) vertical displacement. The lake was originally shaped somewhat as shown. The length was about 3000 ft. (914.4 m.), the width at the lower lobe was about 1000 ft., and the width at the narrows probably 400 to 500 ft. The original depth of water varied from 20 to 30 ft. (6.1 to 9.1 m.), near where the island later was formed, to 60 to 70 ft. (23.6 to 27.6 m.) in the widest part of the lower lobe. At the narrows, the depth was 30 to 40 ft. Above the bed rock was sand, with boulders near the bottom, and mud. During the building of the railroad in 1903, considerable filling was done along the right of way. With the commencement of mining operations, about 1905, waste rock and mill tailings were dumped into the lake. One of the mining companies operated a hydraulic giant to remove the glacial debris from several hundred acres of rock surface; much of the sand and clay from this operation was deposited in the lake.
