Permeable reactive barriers (PRB) are one of the most promising systems for groundwater remediation. PRB are constructed with the purpose to intercept the contaminated flow and to degrade it as a big reactive filter. The most common type of reactive barriers is realized by excavating a trench and by filling it with a substance able to treat the contaminants dissolved in the water. Another type of PRB is obtained by realizing a line of wells in which chemically active compounds are injected. A new method for barrier construction has been studied at DIGITA?s laboratories. It makes use of the waterjet technology to increase soil permeability and to inject active compounds. This technology is especially suitable in the case of deep contaminated aquifers where traditional construction methods are difficult to apply. The paper describes the experimental apparatus especially designed and constructed and the activities carried out to investigate the relationship between waterjet operative parameters and the penetration of the jet in the soil. In conclusion, on the basis of the experimental results, the economical feasibility of the technique is evaluated.

Myrtle Creek has been impacted by the subsidence associated with longwall mining at Tahmoor Coking Coal Mine in Picton, NSW.  Specific impacts are fracturing of the rock bed resulting in a reduction in surface flow and pool holding capacity behind the rock bars that are a characteristic of waterways in the southern coalfields. A specific pool, Pool 23, within the impacted Myrtle Creek, was selected for remediation using permeation grouting. First, an investigation was undertaken at Pool 23 to characterise the fracture network and advise on remediation grouting design. The investigation identified the fracture and hydraulic conductivity profiles as well as local hydraulic gradients. Second, a permeation grouting program was implemented which included drilling and permeation grouting completed by Pointe Engineering as per a grout plan and design, using a single part polyurethane grout.  The layout took the form of a grout curtain, perpendicular to the creek and in longitudinal alignment with the rock bar. Permeation grouting as a strategy for remediation of the subsidence impacted water course was demonstrated to have a positive correlation with creek surface flow and pool holding capacity to date.

The Permian-Triassic Bowen Basin and the Jurassic-Cretaceous Surat Basin evolved in a backarc tectonic setting behind an active convergent plate margin in eastern Gondwana. Several extensional (Early Permian; Eocene) and contractional (mid-Permian; Early Triassic; Middle-Late Triassic; early Late Cretaceous) intraplate deformational events are recognised in the basins. These can be correlated with similar events in the New England Orogen that was being deformed in the Late Permian-Late Triassic as a foreland thrust belt. The intraplate deformations were probably the consequence of plate interactions, including the accretion of terranes, at the ancient active plate margin, remnants of which now occur in New Zealand.

Factual data about the sedimentation in the Newcastle Coal Measures are presented. Data concerning the total coal measure sequence (isopachs, sand/shale ratio, and total coal thickness variation), data about three coal seams (Borehole, Dudley, and Victoria Tunnel) and data about interseam conglomerate units are discussed.From this data conclusions are drawn about the coal measure environment. The western edge of the coal basin, the Lochinvar Dome, although a high feature, was apparently stable during coal measure time. Despite its height it apparently supplied little sediment to the basin.The northern and north-eastern edge, which was unstable, supplied most of the coarse detritus (including the conglomerates) to the basin. The conglomerates show patterns of fluvial origin but after a period of "normal" variations in pattern they become restricted to two parallel zones evidently tectonically controlled. Deposition of conglomerates is episodic and separated by periods of coal formation when deformation was apparently slight. Formation of each of the three seams considered followed a rather similar pattern- each show development of thick coal around the basin edge and poor thin coal in the "axial" region of the present synclinal structure.Evidence of ill situ formation of some areas of the seams is discussed and periodic deformation of the basin during coal measure time is postulated.The unusual character of this coal basin, in particular the very coarse units, is stressed, despite the presence of many "normal "coal basin features.

It has been found that the untoward effects on the comfort and efficiency of those so exposed are due to the increased temperature and humidity. It has been found that men can breathe air containing many times the amount of carbon dioxide found in our worst ventilated theaters and assembly halls, which, according to Rosenau, do not contain above 0.5 per cent. carbon dioxide.

Provide the mining industry with a wireless surveying system for increasing efficiency in the drilling of methane drainage or exploration boreholes. Approach The Bureau of Mines has pioneered the technique of methane control by drilling long, horizontal drainage holes from within the mine complex. It was recognized during the early drainage projects that a major portion of the drilling operation was dedicated to hole surveying. In some cases more time was actually being spent on the surveying operation than on drilling. The large amount of time required for hole surveying was the result of having to pump an instrument to the bottom of the hole, then retrieve it with an attached wire line. Naturally as hole depth increased, so did the amount of time needed to perform the survey operation. If the survey operation could be improved it was obvious that overall efficiency in drilling of long, horizontal methane drainage holes would be greatly increased. The Bureau of Mines, therefore, developed, fabricated and tested in an operating coal mine a permissible wireless survey system specifically designed for small diameter methane drainage drilling. The prototype survey system was completed in 1982 and was given the IR-100 Award by Industrial Research and Development Magazine. A second generation survey system is currently being constructed using updated state-of-the-art electronic technology. The second generation system will be more portable, more reliable, easier to maintain, and less costly.

Until recently, probably the best means of sampling airborne dusts has been the impinger method. Dust-laden air is drawn into a sampling tube, and the particulate matters separated from the air and collected in the liquid in the impinger. A sample of the suspension is prepared on a slide and counted through a projection microscope. This method is simple and reliable, but it does suffer drawbacks. Since the collected particles must be counted visually, results of the dust count are taken. This seriously impedes studying the effectiveness of dust inhibitors, such as water sprays, or making adjustments in equipment. Greatest disadvantage of all, however, is the tedious task of counting particles in the sample. With the growing desirability of taking more samples, the effort involved in making these counts is a real factor in the cost of dust control. Finally, it is generally recognized that impinger dust counts can be related to health hazard only for specific kinds of dust and under similar conditions. This is because the rather complex mechanism of dust damage depends so much on size distribution of the dust. Counts determined by impinger samples cover a limited size range that does not necessarily correlate with retention by the lungs and upper respiratory tract.

Onsite hazardous waste processors often find obtaining a Treatment Storage and Disposal (TSD) permit one of their first major challenges. Some processors may spend the time and money required by the permitting process, only to find out later that a permit was not necessary. This paper will present and analyze four strategies that processors may use to avoid obtaining a TSD permit. Some facilities will be able to remove their waste streams from RCRA's oversight by ensuring the material is not "hazardous" waste. Parties that treat waste while it is in process may be able to avoid generating "waste" altogether. Certain treatment facilities have been specifically exempted by EPA. Finally, treatment of waste while it is in generator storage tanks may be allowed without a RCRA TSD permit. Hazardous waste point of generation, an important determination relating to these strategies, will also be discussed. Generators and processors will find this paper useful when evaluating their permit exemption potential

Mineral development in South Dakota is aggressively encouraged by both state statute and county ordinances. Yet, an increasingly conservative philosophy is taking hold, resulting in expanded regulatory controls and concomitant increases in direct and indirect costs to permit and operate a mining operation. This paper examines the hidden costs associated with protracted permitting timeframes, land buy-outs, attorney's fees, etc., associated with the increasing emphasis for stiff controls on mineral development in South Dakota.

Drill and blast mining techniques are used to mine coal outburst prone and high gas content coals in Australia. As the risk of an outburst is increased in high gas content coal, it is considered that drill and blast is the safest way to mine coals that refuse to yield gas even after considerable gas drainage efforts. The availability of suitable explosives for drill and blast in Australia is dependent on the æBuxtonÆ tests. With the diminished coal operations in England, the type and supply of such explosives is tenuous, causing significant disruption to the production of coal in some mines. In an attempt to free up the availability of explosives a review of the methods used for the testing of coal mine explosives was undertaken to ascertain the scientific basis for these tests. It was hoped that this comparison would allow regulators to have the confidence in explosives that had been tested elsewhere. Although this was not achieved, it has spawned a major research project that aims to better understand the mechanisms involved so that either confirmation of the current testing regime can be achieved or more suitable and scientifically based tests can be adopted. This paper looks at the ongoing research program investigating the parameters that are involved with methane ignitions from explosives. By utilising high-speed data capture and processing the research project is trying to view an ignition as it happens to identify the mechanisms involved so that better explosives can be designed for the coal mining industry.

Australian underground mines produce in excess of 60 mtpa of coal. Most of these use the longwall method, and they require the use permitted explosives (which are called “permissible” in other countries) for challenges that appear during the day-to-day activities. To obtain the approval for these explosives, they should pass Testing Memorandum #2 (TM-2), which sets out the test required for each category of permitted explosive. These categories are P1, P3, and P5. With P5 being unrestricted use and P3 and P1 have conditional use in underground mines. The TM-2 test was originally set up for NG-based permitted products around 1900. With the closing of NG plants around the world, ammonium nitrate explosives were the natural replacement, and therefore these explosives need to pass the TM2. Australia does have a P1-emulsion based explosive available. For high-risk scenarios (like blasting coal), no P5 explosives are available. The lack of P5 explosives has been prolonged for more than 25 years, since the phasing out of nitroglycerine-based permitted explosive products around the world. The main problem has been that when emulsion based permitted products are tested in the deflagration cannon, the results obtained were not considered in the TM2 criteria and therefore the tests were invalid. A research work on permitted explosives began in 2005 funded by the Australian Coal Association Research Program (ACARP). The aim of the project was to address the lack of P5-type permitted explosive (and, potentially develop them further, i.e., develop safer explosives) and understand the behaviour of emulsion explosive and the results they presented in the tests. Both bureaucratic and technical barriers appeared along the way. On the bureaucracy side, the facility was shut down, reopened, and shut down again. In view of these difficulties, assistance was sought overseas. On the technical side, from the very start the results of the tests when using emulsion-based permitted explosives were not established in the criteria, ignitions occurred for trial samples that were expected to be P5-type, etc. The aim of this document is to present the painful journey in the Australian industry to have a P5-type emulsion-based permitted explosive, for use in UG coal. Also, the technical learning acquired about emulsion explosives and the ignition path of mixtures methane / air will be shown.

The Alton Coal project, located in south-central Utah, lies at one point just over six miles from Bryce Canyon National Park. This region of the southwestern United States has been called the "Golden Circle" of national parks and monuments. Can a mine be inserted into this region so that it does not intrude on this spectacular landscape? The Alton Coal Project is a proposed surface coal mine designed to serve as the fuel source for the Harry Allen Power Plant, a 1,000 megawatt generating station planned for a site 25 miles northeast of Las Vegas, Nevada. The mine and the power plant will be connected by an underground pipeline through which coal will be transported in slurry form.

Introduction The Bailey mining complex is located in Greene County, PA, in the Talley Run valley. It includes two Pittsburgh No. 8 seam deep mines (Bailey and Bailey No. 2), a coal preparation plant, and two refuse areas. Clean coal is shipped from the complex by way of a 24-km (15-mile) rail spur. It con¬nects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Co. (Consol) began a permitting effort aimed at building the mine. Construction began in Dec. 1981, less than six months after the first application submittal. Clean coal was produced by the Bailey preparation plant in Sept. 1984. Several factors allowed quick permitting at Bailey. Effective project planning, including early formulation of a project planning team, and identification of red flag issues helped. So did innovative responses to environmental questions, and development of environmentally sound project designs. Forming a project planning team Consol management decided that Bailey mine construction had to begin in late 1981. A project permitting team was immediately formed to see that this goal was achieved. Team members included a project manager and personnel from Consol's engineering, environmental, and operating departments. Communications among all team members was crucial in obtaining the various state and Federal environmental permits. All project permitting team members participated in weekly meetings during application preparation. Discussions at these meetings ranged from recent public contacts, to application content, to environmental design considerations. Establishing a project manager was critical to the team's success. The project manager was responsible for seeing that permit acquisition, facility construction, and operation of the mining complex proceeded on schedule. The project manager had the final word, mediated disagreements, and frequently served as project spokesman to the public. Identifying red flag issues Red flag issues are those environmental factors with the most potential for delaying the schedule or stopping the project. The first red flag issue identified was organized local opposition. Mining is currently undergoing a progressive expansion into novel environments (such as the deep ocean), commodities (such as tantalum, rare earths, and other ‘green economy minerals’), and new methods (such as the autonomous underwater cutting machines required to operate in the deep ocean environment, or the use of expanding grouts to deliver a blast-free mining method). The advent of novel mining, environments and commodities heralds an era that will undoubtedly start with much discomfort on the part of regulators and stakeholders, due to a feeling of overwhelming uncertainty. These proposed mining scenarios have few precedents, few examples of successful implementation, short baseline monitoring periods, and few examples of legacy sites that may assist with understanding long term risk and exposure. The evolution of the environmental and social impact assessment (ESIA) process in many regulatory environments recognises stakeholder engagement in a formal and facilitated manner. This is a positive step, and allows stakeholders to be much more meaningfully involved in the permitting process than they historically were. However, with this advance comes the challenge of identifying and communicating with stakeholders; sharing information in a meaningful way, fostering relationships with what can be an extremely large group, and delivering on commitments that inspire confidence to permit operations that have never been permitted before. In order to meet this challenge, it is suggested that changes to collection of data, communication of data, the nature of commitments, and the reporting of performance need to be made in order to effectively communicate management of new technologies, and the impacts that mining may have in new environments (such as the deep ocean). The communication challenge is necessarily greater when describing technology that has never been used, or environments that have never previously been accessed by humans on an industrial scale. Continued development and intensification are fuelling the urgent need for new trunk infrastructure within The Regional Municipality of York and throughout the Greater Toronto Area. Permitting of these projects is increasingly subject to public scrutiny to severely restrict dewatering through construction technologies and the requirement for a comprehensive and effective Environmental Management Plan. With the environmental movement beginning in the late 1960's came a deluge of permit requirements for the mining industry. Coal mining has been one of, if not the most, severely impacted of the mineral industries as a result of the passage of the Federal Surface Mining Control and Reclamation Act of 1977. Numerous provisions of this Act and numerous regulations developed under authority of the Act are being challenged in differing levels of the judicial system across the United States. Such court cases have had varied success. Numerous other regulatory programs that are not quite as dramatic as the SMCRA have presented an unending regulatory problem for mining operators. My comments in this presentation relate primarily to the major Federal and State agencies and their legal responsibilities which we in the coal mining industry must address in order to receive authority to construct and operate surface coal mines in the State of Wyoming. A list of the Federal and State agencies one could deal with in an application is as follows: 1. Bureau of Land Management (BLM). BLM is responsible for deciding where and when to lease federally owned coal and for establishing terms and conditions for leases. BLM also has some control over surface reclamation on federal land, i.e. regrading to eliminate highwalls, covering of spoils, maximum extraction of coal to limit future disturbance, contemporaneous reclamation, etc. BLM is also responsible for designation of federal lands unsuitable for all or certain types of surface coal mining operations. 2. Geological Survey (USGS). USGS coal mining responsibilities apply only to Federal and Indian lands and concern compliance with production requirements including diligent development, minimum production levels, royalty payments and resource protection, and

The Grey River dredge is the first large scale alluvial operation to be permitted under the Mining Act 1971 and the Water and Soil Conservation Act 1967. The experience of Grey River Gold MiningLimited in pursuing these statutory approvals has identified weaknesses and strengths in the present system and problems which need to be resolved. The Company has learnt lessons, which if heeded, will assist future large scale alluvial mining projects.
