Phosphate produced fertilizers provide the phosphorous nutrients required by plant life to sustain significant growth, thus improving the production of food for the world's population. Phosphorous replenishment of soil currently can be obtained efficiently by no other means than by direct application of phosphate fertilizer to the soil. Phosphate products are also utilized in animal feeds, detergent, and various industrial processes. Thirty-three countries are presently mining phosphate rock for the production of fertilizers, and its process byproducts. The major phosphate rock producers are the United States, the former Soviet Union, Morocco, and China [(Table 1)]. Phosphate rock is generally defined as a rock material that contains phosphate minerals which are sufficient for commercial usage. Phosphate minerals are found in sedimentary igneous and metamorphic rocks. Economic resources of phosphates are primarily developed from sedimentary rock sources. The apatite mineral family comprises the majority of phosphate constituents from both sedimentary and igneous rocks. Igneous phosphate rocks are generally composed of fluroapatite whereas sedimentary rocks are generally composed of carbonate fluroapatite, or chlorapatite. Phosphate rock is mined by a multitude of processes, including surface and underground mining. The mined rock requires mechanical and chemical processing to liberate the phosphate for utilization as fertilizer. Approximately 85% of the world's phosphate production uses sulfuric acid, with the remaining processes utilizing nitric and phosphoric acids. Ammonia is also introduced in the manufacture of liquid fertilizer, ammonium phosphate and ammonium polyphosphate. GEOLOGY Mineralogy and Chemical Properties Phosphate most commonly is derived from the mineral apatite, which is chemically described as CA5(F,Cl,OH)(PO4)3. Apatite is also broken up into the composite apatite minerals which are fluroapatite Ca5F(PO4)3, chlorapatite Ca5Cl (PO4)3 and hydroxyl-apatite Ca5(OH)(PO4)3. Carbonate CO3 can substitute for PO, forming carbonate apatite, called francolite. The guano phosphate (bird excrement) mineralogy commonly occurs as brushite CaHP04.2H20, monetite CaHPO4, whitlockite Ca3(PO4), and dahlite Ca10(PO4)6(OH)2. Apatite minerals form from igneous sources where they are developed deep in the earth's crust; and the cooling processes are slow, producing long, hexagonal prismatic to tabular crystals. The termination of the crystal can be basal plans or pyramids. In some instances, the crystals are bipyramids. Faster cooling, or sedimentary derived apatites are more commonly cryptocrystalline. Collophane is a name given to cryptocrystalline apatite found in phosphate rock in fossil form. Apatite minerals are relatively soft and are used to describe the 5 hardness on the Mohs scale. Cleavage is poor and develops along the C(0001). The color of apatite minerals varies from colorless, to violet, and blue, but are predominantly green or brown; luster is vitreous to subresinous. Collophane's physical appearance is often opaline, dense, with colloform structure and sometimes concretionary, nodular or pulverulent. Phosphate Bearing Materials Origins Phosphate deposits of igneous and metamorphic origins have been well defined. Sedimentary origins have been defined, but with a greater degree of uncertainty. Research in the 1980s proved out some of these processes through studies of real time deposition in Chile, Peru, and Australia. Igneous intrusive alkali rock and associated contact metamorphic rocks, provide approximately 20% of the world's phosphate. Fluorine containing apatite minerals are the most common materials containing phosphorous. Fluorapatite occurs in most igneous rocks. Fluorapatite and fluorine hydroxylapatite, together with carbonate varieties of these, are important members of the group. Where an essentially pure chlorapatite, carbonate apatite, and hydroxylapatite are rare and restricted in occurrence, the fluorine containing types occur in most all igneous rocks as early formed accessory mineral, usually in microscopic crystals, and may occur as extremely large bodies as magmatic segregations from alkalic igneous rocks. Apatite is also found crystallized in pegmatitic faces of both acidic and basic types of igneous rocks. More specifically, apatite is associated with magnetite deposits, in hydrothermal veins, especially those formed at relatively high temperatures, and in veins of the Alpine type. Apatite is common in both regionally and contact metamorphosed rocks, especially in the crystalline limestones where it is associated with sphene, zircon, pyroxine amphibole, spinel vesuvianite, phlogopite, talc, chloride schists, and as a contact metamorphic mineral.

Phosphate rock is a natural rock containing one or more phosphate minerals usually calcium phosphate, of sufficient purity and quantity to permit its use, either directly or after beneficiation in the manufacture of commercial products.1 The principal minerals in phosphate rock have the apatite structure which may be represented by the type formula: Ca10(X2) (PO4)6 where X represents the hydroxyl group (OH), chlorine or fluorine, either singly or collectively. The calcium may be partly replaced by sodium, magnesium, and other positive ions such as manganese, strontium, lead, uranium, cerium, yttrium and other rare earths. The PO4 radical may be partly replaced by small quantities of UO4, AsO4, SiO4, CO3, SO4, or Vo4. A typical commercial rock is usually a calcium phosphate containing 3 to 4 pct fluorine, the major impurities being limonite or other iron oxides, clay, aluminum phosphates and silica as quartz sand. A little vanadium is present in most of the domestic rock deposits (except the Tennessee Brown Rock), according to Jacob, Hill, Marshall and Reynolds! A little uranium occurs in the Florida leached zone, as will be brought out later. The chemical analyses are reported as P205, or tricalcium phosphate Ca3(PO4)2, the latter often designated by the trade name BPL (bone phosphate of lime). Commercial analyses usually report iron and alumina as oxides, lime as CaO and silica or insoluble. Colony3 examined many samples of apatite, staffelite, dahlite and American phosphorites and concluded that all have identical X-ray diffraction patterns. The phosphates in the phosphate rock have very minute crystalline structures. The mineral apatite Ca3(F.Cl) (PO4) 3 is the principal primary source of the element phosphorus, and occurs widely distributed in igneous rocks but rarely in a minable mass. Only about 12 pct of the world production of phosphate rock comes from primary apatites; the remainder is derived from secondary phosphorites. These phosphorites have been formed by the alteration of sediments by solutions containing phosphoric acid. Such solutions have come from the weathering or leaching of igneous rock containing apatite, bone deposits of prehistoric animals, marine life or guano deposits. These phosphorites are mostly alterations of phosphatic limestones. The sedimentary phosphate deposits are of marine origin and may have been enriched by subsequent solution of the more soluble calcium carbonate by waters containing carbon dioxide, by physical concentration by wave action, and by redeposition of the dissolved phosphate ions. Uses of Phosphate Phosphorus is the spark of life and is the structure builder and one of the main elements of plant food (fertilizer). Without phosphorus, life cannot exist. A "complete" plant food[t] in addition to phosphorus compounds contains potash, which acts as a catalyst to convert nutrients to useful forms, nitrogen to supply the growth element and many minor elements. The cycle of supply of phosphorus is from the apatite to solution and soil, absorption of plant life, decay and return to the soil or by animal life feeding on the plants. Phosphorus is essential to all life processes and therefore to the existence of man. In this role, there are no substitutes for phosphorus. In a commercial sense, phosphorus and its compounds are important to our entire economy, both in agricultural and in nonagricultural applications. The world's phosphate requirements are met by mining phosphate rock. Two general types of phosphate ore deposits are commercially important-igneous and sedimentary. Igneous deposits generally are more difficult and more expensive to mine than sedimentary deposits and are of importance mainly in the USSR, North Vietnam, and South Africa. Approximately 15% of current world production comes from these deposits. Over 80% of world production is from the pellet sedimentary deposits of Florida, North Africa, and elsewhere. Guano, the second type of sedimentary deposit, is produced in South America but is declining in world importance. Production Production of phosphate rock was reported in 31 countries during 1972. However, about 80% of world output is produced in three countries: the United States, the USSR, and Morocco (Table 15.2A.1). Throughout the past 20 years, between 75% and 80% of world output has been produced by these three leading countries. Between 1948 and 1972 world production increased at an average rate of 10% per year, from 21.5 to 103.9 million tons. Growth was quite steady at 6% per year through 1963, but in the 5 years from 1963 to 1968 production increased 11 1/2% per year. Since 1968 production has increased about 91/2 % annually. Since 1948 several new phosphate mining ventures have been developed in Senegal, Togo, Israel, and North Vietnam. In the same period, only one important phosphate deposit, on Makatea Island, has been mined out and closed. A number of other phosphate mining ventures are in various stages of planning and development. The most important new venture in phosphate mining is in the Spanish Sahara. New mining capacity is expected also in Syria, and serious investigation is in progress in Peru, India, Turkey, and Australia. Major expansion of existing operations is expected in Morocco, Russia, Tunisia, Israel, and Jordan. Consumption Historical data on world consumption of phosphate rock are not available in detail, but world consumption of phosphate has closely paralleled world production in the past two decades. "U. S. marketable phosphate rock production for the 2018 crop year (July 1, 2017 to June 30, 2018) showed an increase to 27.7 Mt (30.5 million st) from the 2017 crop year production of 27.1 Mt (29.8 million st), as reported to the U. S. Department of the Interior by the mining companies operating in the United States during crop year 2018 (Table 1). Domestic consumption decreased in the 2018 crop year to 23.9 Mt (26.3 million st), as compared to the 27.2 Mt (30 million st) consumed in crop year 2017. U.S. imports of phosphate rock increased to 3 Mt (3.3 million st) for the 2018 crop year from the 1.81 Mt (1.9 million st) for crop year 2017. Imports of phosphate rock were from Peru and Morocco. There was an increase of 2.85 Mt (3.1 million st) in producers’ stocks from 7.45 Mt (8.2 million st) in crop year 2017 to 10.3 Mt (11.3 million st) in crop year 2018 (Table I).For calendar year 2018, Florida and North Carolina phosphate rock production accounted for 75 percent of the total U.S. production, with the balance being produced in Idaho and Utah. The Florida and North Carolina percent of U.S. production is declining. U.S. production of 25.7 Mt (28.3 million st) in calendar year 2018 was produced by five companies at 10 mines in four states and accounted for approximately 9.6 percent of the world production of 267.7 Mt (295 million st) for calendar year 2018 (Table 2).In calendar year 2018, U.S. phosphate production decreased by 2.2 Mt (2.4 million st), while companies increased stocks of phosphate rock by 1.7 Mt (1.9 million st). The domestic production for calendar year 2018 of 25.7 Mt (28.3 million st) represents 78.4 percent of the domestic production capacity of 32.8 Mt (36.1 million st).At present, China reportedly produces more than 50 percent of the world’s phosphate rock. As a result of planned expansions, Morocco production has increased from 27 Mt (30 million st) in 2017 to 33 Mt/a (36 million stpy), which is approximately 12.3 percent of the world’s production, moving ahead of the U.S. production. In calendar year 2018, the U.S. phosphate rock production was 25.7 Mt (28.3 million st), which is less than 10 percent of the world’s production of phosphate rock (Fig. 1)."

Nothing is more important to life-plant and animal-than phosphate. Its compounds are essential to the energy functions of all living systems and for the formation of bones and teeth. Animals get their phosphate from eating plants and other animals, or domestically from feed supplements. Plants get their phosphates from the soil. Man's most important use of phosphate is for fertilizer; approximately 95% of the world's phosphate rock production is consumed by fertilizers. Most of the balance is processed in electric furnaces into elemental phosphorus, the important raw material for making industrial phosphates. Recovery of uranium from phosphates has been possible but not widely used. However, recent significant developments have generated interest in such recovery in the US and elsewhere. Phosphate occurs in all igneous and sedimentary rocks, and in all fresh and salt water. However, economical recovery is limited to deposits where natural concentration of the phosphate mineral has occurred. Occasionally natural concentration is great enough that the material can be used as mined; generally, however, the ore is low grade_ and must be concentrated. Phosphate rock is produced in 31 countries. Fig. 1 shows the location of major phosphate rock producers as well as some of the known phosphate deposits not yet in production. In the last decade the world phosphate industry has experienced steady growth. World production rose from 98 Mt of phosphate rock in 1973 to 140 Mt in 1982. Fig. 2 shows the growth curve of rock production and graphically illustrates the almost straight-line rise since 1945 in both US and world production. Table 1 gives the breakdown, by countries, of world rock production, 1974 through 1979. Table 2 shows US rock production by producing areas. Definitions of Terms Used in the Phosphate Industry Phosphate Rock: Commonly called rock in sedimentary deposits and apatite in igneous deposits. Those expressions generally include any mined, or mined and beneficiated, fluorine-containing calcium phosphate used as the raw material for the next stage of manufacturing. The average phosphate content in rocks is 0.1 to 0.2% P2O5, as documented by McKelvey (1973). About 200 minerals contain more than 1 % P2O5. However, the important mineral in igneous rocks is fluorapatite, [Ca5 (PO4),3 F], containing about 42% P205 and 3.8% F2; in sedimentary rocks the important mineral is francolite, a carbonate fluorapatite containing up to 2% molecular CO2. Both are in the apatite family of minerals. Most phosphate rock, whether beneficiated or not, is a fine-grained material. The expression phosphate rock has no relation to its phosphate content. For example, phosphate rock from Idaho used in the production of phosphorus may contain about 24% P205, whereas rock from Morocco may contain 36.6% P2O5. Phosphorite: A deposit of phosphate directly or indirectly of sedimentary origin, which is of economic interest. Phosphate rock is the primary source of phosphorus, an element necessary to all forms of life--plant, animal, and human. While phosphorus finds many uses in everyday life, it is an irreplaceable ingredient in all complete plant foods. With the present need for intensive farming, the fertility of the soil can be maintained only by external additions supplied by mines or other sources. A major consideration in any mining operation is to establish the economic and ecological impact of the development on the local population as well as the national interest. The Commodity Data Summaries, as published by the U.S. Bureau of Mines (USBM), is a ready reference concerning the importance of phosphate to the national and local interest. The summary of domestic and world pro¬duction is given in Table 1. During 19722 the demand for marketable phosphate rock exceeded the supply in the United States and the rest of the world. Domestic and world reserves are more than adequate to meet furture demands. Phosphate rock prices firmed and export prices increased, reflecting the change from oversupply to a shortage of phosphatic fertilizers. Demand is expected to exceed supply through 1973. New fertilizer plant capacity planned for 1973-74 will increase the production of phosphate rock by more than 5 million tons in the United States. Morocco and Spanish Sahara are scheduled to increase their production to 18 and 3 million tpy, respectively, within 2 to 3 years. The domestic phosphate rock production for 1972 was 40.8 million tons and 1973 was 42.1 million tons.' Industry, with government-supported programs, will emphasize restoration of mined land and solution of the colloidal slime disposal problem in Florida. The summary gives a great deal of information but does not give a complete picture. There are many supporting industries which contrib¬ute to the area in which the mines are located. The figures shown in Table 1 deal with concentrates. To produce such concentrates many more tons of waste overburden and ore must be moved. Because of the competitive nature of the phosphate rock industry, data on concentration ratios not only are difficult to obtain but also are not for publication by companies. The concentration ratios vary from one mine to the next in Florida as well as in Tennessee and the western United States. To produce 42.4 million tons of phos¬phate rock in the United States required moving about 350 to 400 million tons of material. Domestic Industry. In 1972 some 26 firms and the Tennessee Valley Authority produced phosphate rock, with several firms produc¬ing from more than one mine. The distribution of marketable phos¬phate rock production was: Florida and North Carolina 82%; Idaho, Montana, Utah, and Wyoming 13%; and Missouri and Tennessee 5%. The value of this production was $223 million. The principal consuming classifications were: agriculture 75%, soaps and detergents 5%, plating and polishing 3%, animal feed supplements 4%, and miscellaneous applications 13%. Over 5,000 firms processed end-prod¬ucts for agricultural purposes. Uses of Phosphate Rock. The tendency in the United States has been to produce more phosphoric acid by the wet process, while the production of electric furnace phosphorus, triple superphosphate, and ordinary superphosphate has been on the decline. Exports of phosphate rock have been on the increase for several years and in 1971 reached 33% of total production. However, export sales of phos¬phate rock are expected to decline in the years ahead, both in total tons of sales and in percentage of production as domestic sales increase (see Table 2). The description and chemistry involved in the production of phos¬phate fertilizers is too complicated to be presented here. The Waggaman13 book is a very thorough reference on the subject involv¬ing production, utilization, and chemistry. The various operations generally have chemical plants near the dry plants or ship to associated chemical plants for further processing. Wet rock, dry rock, and ground dry rock of various grades are sold. In addition various grades of calcined phosphate rock, including defluorinated phosphate rock for animal food supplements, are pro¬duced. Various grades of phosphoric acid, superphosphate, triple suerphosphate, as well as diammonium phosphate, are produced. THE bulk of natural phosphates is comprised of calcium phosphates, which are usually apatites;1 calcium aluminum phosphates such as pseudowavellite;2 and aluminum phosphates, which occur in extensive deposits, notably on Grand Connetable Island.3 Nearly all deposits of current commercial value are apatite, often with admixed material of other classes. In the trade coarsely crystalline material, mainly fluorapatite of igneous origin, moves as apatite, whereas the fine-grained material of sedimentary origin is marketed as phosphate rock. The latter classification includes the phosphate shales in western North America. Although several genetic varieties of phosphate rock are recognized,4 most known reserves are of marine origin. Calcium phosphate is concentrated from Florida land pebble and Florida hard rock deposits and from Tennessee brown rock deposits. Phosphate Rock as a Fluorine Carrier: More than two decades ago Reynolds and Jacob surveyed the fluorine content of commercial phosphate rock from various parts of the world.3,5 Later these samples were reanalyzed by a new and more reliable method of determining flourine.6,7 The revised results with interim additions of new samples, published a few years ago in a brief summary,' are shown in Figs. 1-3. Through the points representing the respective varieties of rock medial straight lines are drawn. In some instances the lines are well defined by the points; in others, where scattering renders the position of the best line uncertain, the greater weight is given points near the end of the covered range. Wherever distinct varieties are not recognized among regional deposits the custom is to identify the sample with the geographical location of the deposit.

World demand for phosphate rock has increased significantly in the past fifteen years. Prior to the early 1960's, most of the world production was obtained from Florida, North Africa, and Kola. As the 1960's arrived, new mines in North Florida and Eastern North Carolina, as well as expanded production in the Western United States, .increased domestic production. Many new mines overseas have also become significant. This includes countries such as Senegal, Togo, Israel, Spanish Sahara, and Jordan. Limited production, often as by-products, has been noted in South Africa, Brazil, and other countries. In recent years, and even recent months, we have learned of many new areas being considered as potential sources of phosphate rock. This includes Australia, Saudi Arabia, Mexico, Colombia, and Brazil. Many other developing countries have discoveries and are considering their new deposits, often with difficult beneficiation problems, as potential sources of phosphate. These factors all relate to expanded world, population and the demand for more fertilizer products to produce food. In this paper, four areas of the world with different types of phosphate deposits are briefly reviewed to contrast the ore beneficiation problems to Florida procedures--long considered the "standard" of the industry, at least for most of the United States' domestic production. Agrico has three large operating mines in Florida with total production capacity exceeding seven million tons per year. Here, pebble phosphate (+14 mesh material) is produced without the use of flotation, whereas all of the material finer than 14 mesh is subjected to flotation beneficiation to upgrade into high grade concentrates.

There are approximately 40 million tons per year of phosphate rock produced in the United States, half of it by flotation. The bulk of this is used to produce diammonium phosphate, an essential ingredient in the commercial fertilizer mixes used by the thriving U.S. agricultural community. This paper describes the mineral beneficiation practices of the phosphate industry, with special emphasis on flotation. There is also an attempt to include those items that might be considered emerging technologies for the industry as it faces the problems of a diminishing high-grade reserve and the necessity for implementing dolomite/francolite separations.

The United States produces approximately 40 mil- lion tons of phosphate rock per year. Most of this rock is converted to diammonium phosphate and used as a fertilizer component for the domestic and international agricultural market. Much of this phosphate rock production is concentrated in the southeastern United States, with about half coming from washing and screening operations and half from flotation separation from sand and clay. This paper summarizes current operating practice in the industry and touches on some of the emerging technologies required to solve the problems associated with a diminishing high- grade reserve and the need to implement dolomite/francolite separations on a commercial scale.

This work describes the effect of process parameters on the acidulation of Moroccan phosphate rock using nitric acid, i.e., the nitro-phosphate process. A series of bench scale experiments were conducted, using a stirred tank reactor (STR) system, to investigate the chemical reactions involved and optimum conditions for the formation of nitro-phosphate fertilizer. The effect of reaction time, temperature, mixing speed, acidulation ratio, and acid concentration were investigated, and were found to have an effect on the dissolution of P2O5 from the phosphate rock, using nitric acid. An increase in nitric acid concentration resulted in an increase in P2O5 dissolution, however, the dissolution was also found to be a function of acidulation ratio. A nitric acid phosphate rock ratio of 4:l ensured 90% dissolution for nitric acid concentration > 30%.

Introduction This paper is a general description of current central Florida phosphate mining, beneficiation, and product transportation. It is directed and believed to be of interest to engineers not familiar with this industry. Deposit: The phosphate deposits of central Florida are generally located in a five county area which includes Polk, Hillsborough, Hardee, Manatee, and DeSota counties. Geologically, the deposit is of marine origin and is identified as the Bone Valley formation. This formation is Pliocene to Recent in geological age and overlies a Miocene limestone formation known as the Hawthorn. The Bone Valley formation sediments are regionally characterized by equal proportions of apatite, quartz, and clay. The clay is predominantly of the mont-morillonite family. On a local scale, however, the proportions of these three major constituents vary considerably. The phosphate occurs as the apatite mineral (Ca 10F2(PO4)(6) and with the clay and sand, the minable ore is commonly referred to as matrix. This matrix is overlain by unconsolidated overburden of sand and sandy clays, ranging in depth from 10 to 45 ft. The matrix usually occurs in fairly horizontal continuous beds from 3 to 25 ft in thickness. The bedded limestone formation lies directly below the matrix and is generally well defined. The phosphate particles range from 3/4 in. to 200 mesh (Tyler) in size. The phosphate particles coarser than 14 mesh are called pebble phosphate and those less than 14 mesh are termed flotation feed which, when beneficiated, subsequently become concentrates. Through mining and beneficiation, phosphate quality is measured in BPL percent which stands for bone phosphate of lime units. In subsequent chemical manufacturing, the quality is indicated by P205 content. The deposit is economically characterized by various ratios such as tons of product per acre and cubic yards handled per ton of product. Magnesium, iron, and aluminum content are also considered in evaluating ore reserves. These elements are often critical to the chemical fertilizer processes. Presently, an ore body is considered economically minable if it meets the criteria shown in [Table 1]. These, of course, are general guidelines and specific costs and returns on investment must be considered in each case for acquiring reserves. On a new grass-root venture, a 20-30 year life is generally expected with a mineral recovery of 80%. History and Uses Phosphate mining in central Florida began around the turn of the century. However, in the early days, only pebble phosphate was produced until about 1930 when technology was available to beneficiate the -14 + 150 mesh particles. The -150 or -200 mesh material was discarded as it is today. The basic processes for beneficiation are washing, scrubbing, desliming, sizing, and flotation. These basic unit processes are essentially the same today although many improvements have been developed since the early days. Phosphate is used primarily in the production of high analysis fertilizer chemicals, typical of which are triple superphosphate, monoammonium phosphate (MAP), and diammonium phosphate (DAP). Phosphate is also used in the production of food preservatives, dyes for cloths, vitamin and mineral capsules, steel hardeners, gasoline and oil additives, toothpaste, shaving creams and soaps, bone china dishes, plastics, optical glass, photographic films, light filaments, water softeners, insecticides, soft drinks, road fill, and livestock feed supplements. Florida produces over 80% of the nation's marketable phosphate rock and one-third of the world production, according to the US Bureau of Mines. This amounted to approximately 35 million tons in 1975. Exports of Florida phosphate rock were to such countries as Canada, Japan, West Germany, Italy, and India, with Canada and Japan being the major users. Almost 95 o of all outbound cargo shipped through the port of Tampa is phosphate rock or related products. Beneficiation Following is a description of Agrico's new Fort Green beneficiation plant which is typical of the newer large capacity plants being built in the field. Agrico's Fort Green mine was completed in 1975 and is located in the southwest corner of Polk County and is directly adjacent to Manatee, Hillsborough, and Hardee Counties. With some minor differences, Fort Green is typical of a modern central Florida plant. The rated capacity is 3,000,000 plus tons of product per year and this varies according to the richness of the ore being handled. A simplified flowsheet is presented in [Figs.1 and 2]. This plant is served by three draglines of the 40-cu-yd class. The phosphate beneficiation is usually divided into three major functional steps: (1) washing and screening to produce a pebble product and flotation feed, (2) feed preparation and (3) flotation to produce concentrates. The typical plant is similarly divided into these three functional areas. Washer: Briefly, the slurried matrix is pumped from two draglines simultaneously at a combined rate of about 20,000 gpm at 2000 tph (solids) to rotary trommel screens sized to make a 7/8-in. separation. ([See Fig. 1]-) The trommel oversize is sent to hammermills where it is crushed and returned to the trommel screens, or pumped to tailings if minor impurities (Fe203, A1203, MgO) are too high. The trommel undersize is pumped to 14 mesh stationary (static) flat screens. The flat screen over¬size is subjected to three stages of 14 mesh vibrating screening and two stages of log washing in order to produce a final pebble product. The pebble product (+ 14 mesh material) is conveyed by belt conveyor to a large on-ground storage pile. Pebble product is reclaimed through a tunnel and loading system below

The forecast of continued growing demand for phosphate, chiefly for fertilizer, has caused a world-wide rush for deposits by a variety of companies many of which have never before mined phosphate rock. The newcomers are diversifying into this growth industry on the strength of certain capabilities. Among these are the availability of investment capital, mining or processing know-how and marketing experience. Product tie-ins have motivated some into the search. Companies with excess sulfuric acid or potential for making it are in this category. This acid is the most commonly used for dissolving phosphate rock to make phosphoric acid. Base metal smelting companies are prime candidates in this field with by-product acid from roasting processes. Producers of "sweet" natural gas, such as those in Louisiana and Texas, have a potential for recovering low cost hydrogen from excess gas production for the manufacture of ammonia, the main source of nitrogen for fertilizer. "Sour" gas producers, such as those in the Canadian fields, are making sulfuric acid that is combined with western U.S. phosphate to make fertilizer materials. The presence of one or two steel companies in the look-see for phosphate deposits is based on by-product ammonia from coke-oven gas.

DAME Nature was in a generous mood when she distributed widely over the face of the globe numerous deposits of phosphate rock from which man can make phosphatic festiIizer to replace the phosphate re- moved from the soil by crops. The principal deposits are readily accessible to the world's greatest consuming areas and most of them are such that mining operations can be carried on at relatively low cost. The world's known reserves shown in Table 1 are sufficient to last well over 2000 gears at the present rate of consumption. Before giving a brief outline of the phosphate rock industry of foreign countries let us try to get a picture of the movement of phosphate rock throughout the world in 1938, the last full normal calendar year where it came from and where it was consumed. Table 2 shows the origin and finial destination of world shipments in 1938 by grand divisions. Table 3 (p. 499) shows shipment9 of phosphte rock to each country in Europe. Europe is seen to be by far the world's greatest market and the French North African mines the world's most important producers outside of the U. S. A.

INTRODUCTION Our present estimates of world P205 consumption for all uses show an average annual growth rate of approximately 1.9% per year. The estimated 1985 consumption of 41.5 million tonnes of P205 is predicted to increase to 57.1 million tonnes of P205 by the year 2005, which represents a growth from 157.7 million tonnes in 1985 to 217 million tonnes of phosphate rock in 2005. The present situation of oversupply and extremely weak phosphate product prices is, however, expected to continue in the short term and a normal supply/demand balance may not be achieved until after 1990. The growth in P205 demand, in conjunction with the higher cost of replacing low cost mines as they are depleted, will place economic pressure on world farm economies through the increased cost of phosphate fertilizers. The availability of rock supply is not the challenge; rather, it is the economics of new rock supply. This economic challenge of providing new rock supply is by no means limited to the United States. Even in centrally controlled economies, the cost of rock from domestic mines of marginal quality and economic viability, coupled with burdensome infra¬structure requirements, may result in tonnage additions at very high cost. Although government subsidies to offset higher production cost is a factor in some countries, world production in the next 20 years will be directed, if not governed, by economic factors. Established infrastructure, good quality reserves, and existing operations will provide a competitive advantage for new prod¬uction. It is our opinion that the current world supply structure will remain relatively stable through 2005, in that most of the traditional suppliers will retain supply roles. U.S. rock production, although it is not expected to grow beyond the present level, will still be a major contributor to world supply. Although dramatic changes within mining, fertilizer production and farm economics may appear disruptive, the current supply scenario will, in general, continue with the major issue being production economics. WORLD DEMAND Demand for P205 by region in the world has been estimated using projections of population, crops and yield, arable land, economic and other data as a basis for future demand projec¬tions by Blue-Johnson and Associates, our col¬laborators on a recent multi-client study. Non-fertilizer P205 demands were estimated in the same general manner. These estimates of future demand are based on an assumption of reasonable world political and economic stabil¬ity, debt repayment requirements maintained at workable levels, and resolution of problems in the agricultural economy to a point where normal supply/demand forces can interact freely to provide a basis for continued P205 supply. The results of these studies indicated an average growth rate of 1.9% per year through the year 2005. This growth could be as low as 1.5% per year, or as high as 2.5% per year. It is our opinion that the estimated rate of 1.9% per year is most probable. This moderate growth rate considers both the major economic constraints facing the world agricultural industry today and the general problem of affordability of fertilizers and other crop inputs. WORLD SUPPLY There are adequately defined world reserves of phosphate rock today to provide supply well into the future, even at much higher levels of demand than presently projected. Using the U.S. Bureau of Mines estimates, which are based on stringent criteria for definition of reserves, the present world reserves base is approximately 35 billion tonnes. Identified resources raise the potential for production by orders of magnitude. Potential resources based on geological trends, and including offshore deposits, would again result in orders of magnitude increases in rock resources. Morocco leads the world in reserves base with approxi¬mately 21 billion tonnes. The U.S. is second, followed by the Republic of South Africa and Russia. These four countries control about 87%

The phosphate rock review did not arrive in time for publication in the. June issue. The world phosphate industry continued its slide in 1992 from the already depressed levels in 1991. The industry is locked into a 30-year fertilizer price low due to the worldwide fertilizer glut. Domestic production and imported, marketable phosphate rock decreased 1%, while domestic consumption increased by 1 % last year. The US Bureau of Mines reported a decrease in the domestic phosphate rock value from $25.42/t in 1991 to $23/t in 1992 ($23.06/st to $20.80/st). The diammonion phosphate (DAP) product price also dropped in value from $138/ t in January 1992 to $11 0/t in December ($125/st to $99.70/st). Continued declines in DAP prices is forcing the US fertilizer industry to develop cost-saving programs and reorganizations. Layoffs in 1992 resulted in a 7.6% decrease in the Florida phosphate workforce. Since 1980, the Florida workforce has declined by 35%. Small phosphate companies were forced to close operations or were sold to larger phosphate companies. Federal and state environmental regulations for byproduct waste disposal methods are being studied. The Environmental Protection Agency (EPA) approved phosphogypsum use in agri¬cultural and research applications as long as the radium 226 concentration is lower than 10 pci/g. The EPA is also reviewing regulations concerning air emissions at fertilizer plants. Industry publications reported the possibility of continued company sales and mergers in 1993. Industry expectations are optimistic while waiting for an upturn in the market. The US phosphate industry consolidation into three or four major companies should evolve into a stronger world market force.

Over the next two decades there will be significant trade and development opportunities in China for mining, engineering, equipment, and construction companies interested in becoming part of the development of China's chemical and fertilizer industries. At last count, China's phosphate ore reserves of 11.8 Gt (13 billion st), ranked fourth in the world behind the US, the USSR, and Sahara-Morocco. However, a recent statement by the head of the Ministry of Geology and Minerals, Sun Daguang, claims that with increased prospecting in the last few years, China's phosphate reserves now rank first in the world. Whatever the actual size of its known and potential reserves, China's present phosphate processing capabilities fall far short of demand, while the substantial progress that has been made in this area points out the severity of the problems that still remain. Since 1949 China has developed 181 mines and increased its phosphate concentrate production from 10 kt (11,000 st) to 10.86 Mt (11.97 million st). By the 1980s, China was the third largest chemical fertilizer producer in the world-although this claim is slightly misleading as China's nitrogen/phosphate potassium ratios are far from average world ratios and even further from US standards. According to the Sixth Five Year Plan promulgated in 1982, the country's development plans emphasize the expansion and upgrading of key energy and industrial sectors, including that of fertilizer production-specifically phosphate and potash. Within the framework of the plan, the Ministry of Chemical Industry's development priorities are to: • Increase potash production by 150% to 50 kt (55,115 st). • Raise phosphate fertilizer production 21.2% to 2.8 Mt (3.1 million st), 46 kt (50,705 st) of which will come from new projects constructed and completed within the Sixth Five Year Plan, with projected new production of phosphate concentrate and complex fertilizer in the next decades totaling 500 kt (551,146 st). • Commence work to increase phosphate ore production by 8.33 Mt (9.18 million st). Facilities for 2.43 Mt (2.68 million st) will be completed and come on stream by 1985. • Commence work to increase iron pyrite ore production by 3.69 Mt (4.07 million st), facilities for 2.9 Mt (3.2 million st) will be completed and come on stream by 1985. • Verify 600 Mt (661 million st) of new phosphate ore reserves. Since the promulgation of the Sixth Five Year Plan, Chinese authorities have announced that 70 key construction projects will receive top priority in the implementation of the plan. These projects include five in the chemical industry area, including the construction of four fertilizer plants in Urumqi (Xinjiang), Zhenhai (Zhejiang), Beijing, and Lucheng (Shanxi), and a pyrite mine in Yunfu (Guangdong). In addition, by 1985 the state will expand or construct three major phosphate mines: Wangji in Hubei, Kaiyang in Guizhou, and Kunyang in Yunnan. Fertilizer Ratios In 1982, China's fertilizer production was slightly higher than 12 Mt (13.2 million st) and consisted of 80% nitrogen, 19% phosphate, and 0.19% potassium. By 1985, state officials project that fertilizer production will reach 13.4 Mt (14.8 million st) and consist of 78.4% nitrogen (10.5 Mt or 11.6 million st), 21.2% phosphate (2.8 Mt or 3 million st), and 0.39% potassium (52.3 kt or 57,605 st). To attain the world average using the country's 1985 projected production level for nitrogen, China will have to double its 1985 phosphate production to 5.76 Mt (6.35 million st) and increase its 1985 potassium production almost 80 times to 4.1 Mt (4.5 million st). These numbers demonstrate the seriousness of the fertilizer production problem in China today and the long-term nature of the problem's solution. Development Examples Yunnan is the third largest phosphate-rich province in China with verified deposits of 1.9 Gt (2.1 billion st). Despite this abundance, the province only mines around 3 Mt (3.3 million st) of phosphate rock annually. In June of this year, Yunnan announced its intention to initiate 39 development projects within the next two and a half years, requiring an estimated $200 million worth of foreign investment. Introduction An examination of statistics for the world phosphate fertilizer industry since 1980 reveals that there is an increasing tendency for fertilizer-manufacturing activity to concentrate in the areas of phosphate-rock mining. The economic justification for this resource-oriented strategy is clear. The choice between shipping phosphate rock, a comparatively low-value product, and shipping a more valuable finished fertilizer product will always, as long as cost considerations control the decision, be resolved in favor of the latter. The historical existence of substantial phosphate fertilizer-manufacturing capacity, which is oriented toward fertilizer-consuming activities and dependent on imported phosphate rock, shows that narrow cost considerations have not always determined the industry's location. One is entitled to ask what conditions have changed to precipitate the observed relocations, and how permanent are these changes. These questions are the subject of this investigation. Recent trends in world phosphate trade Since 1980, the changing pattern of world trade in phosphate materials reflects an increased interest in manufacturing phosphate fertilizer in rock-producing areas. This is shown by the decline in the total tonnage of phosphate rock being traded worldwide compared to world consumption of phosphate fertilizers (Fig. 1). This relative decline has continued since 1984, which is a longer period of time than could be explained by temporary cyclical market factors. Other evidence corroborates this conclusion. The world's phosphate-rock production is relatively concentrated geographically. In 1992, the top ten producing countries accounted for 92% of world production. Figure 2 shows that the share of world fertilizer production in the top ten rock producers has increased. Yet, further evidence of the direction of trade changes can be had by looking at the pattern of the world's sulfur trade. The first step in the manufacture of any of the widely used phosphate fertilizer products is the acidulation of phosphate rock with sulfuric acid. In most instances, phosphate fertilizer producers have found it economical to produce their own sulfuric acid by burning elemental sulfur, and such operations account for over 60% of all sulfur consumption in the world. 1 Therefore, a concentration of phosphate fertilizer production in rock-producing countries should produce a similar concentration of sulfur imports in the same countries. Figure 3 suggests that there has been a tendency since 1989 for sulfur exports to go increasingly to the rockproducing countries. World phosphate-location strategy is not limited to the alternatives of shipping rock and shipping finished fertilizers. A third alternative consists of producing phosphoric acid, the principal phosphate fertilizer intermediate, at the rock deposit, and then exporting it to market-oriented ammonium phosphate plants. This arrangement offers the importing country the advantages of shipping a more concentrated product while retaining the economic multiplier benefits of a domestic high-analysis fertilizer industry. India, and several other countries, imports merchant-grade phosphoric acid to use as input for the domestic value-added fertilizer industries. For various reasons, the trade in phosphoric acid has never quite lived up to the promise suggested by the foregoing discussion. Figure 4 shows no growth in this trade in the last ten years, either in absolute terms or in relation to the world's consumption of phosphoric acid. Most of the decline in the trade in phosphorous in rock form has been replaced with trade in finished fertilizers. The trade in superphosphoric acid was a growth activity in the late 1970s with the growth in US exports to the USSR, and this trade survived the Carter-era embargoes of US-Soviet trade. However, no additional sizable markets for superphosphoric acid developed, and other suppliers sought out the Soviet market. The problem with superphosphoric acid is that the cost of its incremental concentration is as great as the savings from shipping the more concentrated product. The Soviet market was a special case. The political breakup of the Soviet Union disrupted the superphosphoric acid trade after 1991 and led to a shutdown of the US export capacity.
