Coal was found in many places in Montana by the early explorers and trappers but no commercial development was made until 1876, and very little coal was produced before 1885. All available data are given in Table 79 taken from U. S. Geological Survey Bulletin 356. [ ]

Nebraska has never produced coal in any amounts, nearly all of its mining having been by farmers for their own and local use from very thin seams. Tonnages given in Table 73 are estimates. [ ]

It is probable that the first commercial production of coal in Ohio was for the supply of Wheeling, before mines were opened at that place. This coal came from Pipe Creek in Belmont County,l where the seam was exposed a short distance above the river. This movement could not have lasted more than a few years, because coal was being mined at Wheeling in 1818, and probably before that.2 Mining began in Tuscarawas County in 1810 and in Perry County in 1816, and has been followed steadily since then. In the eighteen twenties the Pomeroy field in Meigs County, Jackson County, and the northern Ohio field in Summit County commenced production. All of the early data available are given in Table 57. No early official reports were made, but after 1859 the Secretary of State published statistics of production, admittedly inaccurate, by counties, and under various officials these have been continued to the present day. Ohio has never published statistics about coal in smaller units than the county; no reports of individual properties have ever been collected. The period from 1800 to 1885 includes the opening of practically all of the coal fields of the state, although those of eastern Ohio were not large producers at its end. During this time the use of raw block coal in blast furnaces had begun and ended, and at the end, coke was nearly the universal fuel for this purpose. Much of the coal traffic on the Ohio River and its main tributaries originated in the necessity of a fuel supply for Cincinnati and other down-river cities. This traffic started in 1794, and few records of it are available until many years later; in 1846 records of the movement to Cincinnati began and have been maintained with increasing thoroughness, and represent one of the most complete records of such a traffic extant anywhere. As these data show the originating fields of most of the coals used there, the available figures to 1885 have been collected in Table 16.

While the production of this state has not realized the early hopes that this coal would replace eastern coal on the Pacific Coast, it has been steady though small. Nearly all of the tonnages given are from Goodyear's, The Coal Mines of the Western Coast of the U. s., a carefully com- piled and accurate account of the development of the industry along the Pacific. The production of bituminous coal in Pennsylvania started a few years after that in Virginia. For forty-five years all the production came from the Pittsburgh bed, and since that time its total output in value has exceeded that of any other single mineral deposit in the world. It has been impossible to separate the outputs of the four counties producing it at that time, as none of it came from Greene County until many years later, and the figures in the first column of Table 49 represent all the coal coming from Allegheny, Fayette, Washington and Westmoreland Counties. The years prior to 1790 are grouped on account of space limitations, they were made in the same manner as the later ones. All outputs have been rounded into hundreds, or thousands of tons because their accuracy does not warrant further subdivision. All figures are net tons, and all represent production and not shipments; this distinction in the early days when transportation facilities were scarce meant a great deal. In the period 1820-1835, more coal was used in salt-making in western Pennsylvania than for any other single purpose, but not a ton of such coal was handled by any transport agency. Later the iron industry used large quantities of local coal without shipment, and other instances can be cited. Prior to 1832, the only means of shipment of coal, excepting by wagons, was by the rivers, and this tonnage was larger than is generally believed. In Table 23, all of the available data about production from the Pittsburgh bed have been shown. After 1844 the river shipments above Pittsburgh are accurately reported by the Monongahela Navigation Company, but its figures do not include tonnage loaded on the river below Dam No. 1, nor that brought down Saw Mill Run. Prior to 1844 no tonnage records were kept although the amount moved was considerable. The information about local production, not shipped, whether used domestically or for manufacturing is necessarily incomplete. Column 7, shipments by railroad, river and canal, includes the figures in column 4, and until at least 1857 are quite evidently too low. The figures in column 9 are largely estimates based on the data shown and prior to 1870, and perhaps later, are much more likely to be lower, rather than higher, than the actual ones. This table was prepared over a period of years, and as additional data were found the revisions necessary were almost always upward. Clearfield County was the next producer in the state, shipments-in small amounts going down the Susquehanna River; some were made later via the West Branch Canal. Railroad facilities became available in 1862, and the growth in production increased rapidly and steadily. All available data and the estimated totals are in Table 24. South Dakota produced very little coal in the period discussed, and little prior to 1883. The first record of the use of coal mined in the state was in 1874, and the tonnages in Table 74 are estimated. [ ]

Most of the early coal production in Tennessee was for iron-making, and here, contrary to the usual custom, coal was used in the early furnaces before charcoal was. There was no salt industry of any volume. A considerable quantity of the coal used in the state before the Civil War was brought down the Cumberland River from eastern Kentucky, and both Pittsburgh coal and coal from the river mines in Kentucky was brought up the Tennessee River. The Memphis market was supplied almost entirely by river from Pittsburgh seam mines until the end of the period. The available data did not permit the production by counties to be estimated. [ ]

The amount of coal used in the Colonies before the Revolutionary War was very small, and few records of it can be found, these all being in the Public Records Office in London. The exports and imports for the years 1768 to 1772, inclusive, are shown in Table 3, which apparently do not include the early shipments from the Virginia field. For the three years 1769 to 1771, the imports from Great Britain-their only source-totalled 17,943 tons, or an average of 5,981 tons per year. If the shipments from Richmond for the same period were available, this average would probably not exceed 6,800 tons per year. In Table 4 the shipments of coal from the James River ports for the period 1758 to 1769 are shown. A few of them are re-exports of coal brought from England, but the great majority are undoubtedly of coal produced in Virginia, and the movement was partly to West Indian ports but mainly to Atlantic ports from Baltimore to Portsmouth, N. H. (Piscataway). In Table 5 the data in Tables 3 and 4 are combined, the exports being deducted, and this summarizes all the available data on the amount of coal consumed in the Colonies before the separation from England. As has already been stated there has been a tremendous amount of work done in the Richmond field over a long period of time, many mines were opened and in some cases operated for years, and practically no accurate data remain or have been published to show what was done. There are undoubtedly manuscripts still remaining that will contribute to much of the knowledge of this field, and it is well worth the while of the proper state authorities to collect all the information that can be found anywhere, to enable the future development of these coal deposits to benefit by the record of what was done in the past. Table 22 shows all the methods of shipment from this field, and all of the data available about tonnages moved over each of them. The shipments by the Chesterfield and Clover Hill Railroads are largely duplicated in some of the other columns, but allowance has been made for this in the estimated totals. In addition to the difficulties experienced with similar data for the other states, these Virginia records have one peculiarly their own; it was the custom to allow 5 pecks to the bushel of coal at the pit and only 4 pecks at the docks or at vessel side. In most of the figures it is not stated to which point they apply, and a considerable error may exist due to this cause, although certainly it does not apply to all of them. The notes show the sources of the figures used, and while it is probable that the totals are lower than the actual amounts produced, the data given are the most complete that can now be assembled.

Washington has been the largest coal producing state of the Pacific Coast, and the only one producing coke commercially. With the exception of the few estimated figures, the tonnages in Table 71 are from Goodyear and other sources as shown. [ ]

All data about shipments from the present state of West Virginia, even when it was still a part of the "Old Dominion," are shown in Table 56 together with the source of information, and all other figures are estimated. While the earliest production was undoubtedly in the extreme northern part of the state, coal having been quite largely used in Pennsylvania before any is credited to West Virginia, the largest production in the early days of the industry was along the Kanawha River where the salt furnaces used tremendous quantities for years before shipments were made by river. When we take into consideration the economic conditions existing then, it is evident that the consumption of coal by the salt industry along the Kanawha and Kiskiminitas Rivers rivalled in importance that of any industry today. There were no canals built in this state, the shipments before railroads were built being by the Ohio and Kanawha Rivers, and production in the northern counties began after the Baltimore & Ohio Railroad was completed from Cumberland to Wheeling. For some years after this line was completed all locomotive fuel used on it was hauled from the Cumberland region. The movement of coal from Boone County by Coal River to the Kanawha and Ohio Rivers from 1857 to 1880 is rather unique in its size and the length of movement, nearly all the coal going at least as far as Cincinnati and much of it to New Orleans. Fayette County began shipping when the Chesapeake & Ohio Railroad was completed and Mercer County, when the Norfolk & Western Railroad reached there in 1884; none of the other large producing counties in the southern part of the state began producing coal in the period under study.

Some coal was mined in Wyoming for use at the forts as early as 1859, but the commercial development began in 1867, and mining increased with the completion of the Union Pacific Railroad. Tonnages produced are shown in Table 78. [ ]

ALTHOUGH the American petroleum industry was affected by the Second World War from its early beginning it was not until Dec. 7, 1941- that the industry was placed on full war footing. Even throughout most of 1942 the American overseas operations were limited and not until late in the year did expansion of military activities, more particularly the offensive in North Africa, affect the domestic supplies to such an extent that critical deficiencies developed locally in this country, particularly along the East Coast. The definite outlook for greatly expanded offensive operations by the United States on both Atlantic and Pacific fronts makes certain that during 1943 the domestic situation will. not be alleviated; rather it may become even more critical even though additional transportation facilities, now being built and planned. will be completed from the southwestern producing states to the East Coast.
