During the past 12 years, use of longwall methods to mine coal in the United States has continually in- creased. Although these methods offer several advantages, health hazards often exist because of unique and difficult problems in the control of respirable dust. This paper discusses the results of respirable dust studies conducted on United States longwall mining operations in 1972and 1978. Current engineering control methods (ventilation, water application and use of machine cutting parameters) and administrative controls for minimizing employees' respirable dust exposures are discussed.

The advantages of recirculation of air in underground mines have been well recognized, and several papers have been written on the subject. Issues of concern to the various segments of the mining industry relate to the health and safety of workers, specifically, methane and respirable dust build-up in the air, high humidity and temperature at the work face. This paper presents a survey of various studies pertaining to recirculation as a prelude to the experimental and quantitative studies performed by the authors. Experiments were performed at a trona mine on the transportation and deposition of dust along the return airways, for three different velocities. Modeling studies were performed using dust deposition models. The model predicted data were compared with experimental data in order to lay the foundation for the development of advanced predictor models for recirculation in trona mines. Two models for dust deposition were analyzed. The model predicted data are in divergence from the experimental data, indicating the need to develop better models.

"The National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Mining Research Division (PMRD) conducted underground evaluations in an attempt to quantify respirable rock dust generation when using an untreated rock dust and a rock dust treated with an anti-caking additive. Using PDM 3600s and 3700s, these evaluations measured respirable rock dust levels arising from a flinger-type application of rock dust on rib and roof surfaces. Rock dust with a majority of the respirable component removed was also applied in NIOSH’s Bruceton Experimental Mine (BEM) using a bantam duster. The respirable dust measurements obtained downwind from both of these tests are presented and discussed. This testing did not measure miners’ exposure to respirable coal mine dust under acceptable mining practices, but indicates the need for effective continuous administrative controls to be exercised when rock dusting to minimize the measured amount of rock dust in the sampling device. INTRODUCTION Two factors have combined to renew concern regarding respirable dust measurements and compliance. This renewed recognition is due to two regulations that have modified operators’ rock dust schedules. First, the 80% incombustible requirement in intake entries has increased both on-section and outby-the-section rock dusting. Secondly, the recent respirable dust regulation change that has increased the number of respirable dust samples taken per sampling cycle. Previously, when only 5 samples were needed bi-monthly, rock dusting could be scheduled to not interfere with the respirable dust sampling schedule. The significant number of samples now required under new regulations combined with the need to maintain 80% total incombustible content in active mining areas require the schedules for respirable dust sampling and rock dusting to intermix. This raises concerns about the amount of rock dust that potentially is included in the sampler weight gain. Additionally, the respirable dust maximum was lowered from 2.0 mg/m3 to 1.5 mg/m3 (effective August 1, 2016) increasing concern that rock dust contamination may be an issue. Currently, the acceptable practice is to apply administrative controls such as keeping the miners upwind during rock dust application or to schedule rock dusting during a maintenance shift when the number of miners present is lower. NIOSH’s research examining the quality of rock dust has led to the development of hydrophobic rock dusts."

"In response to the U.S. Bureau of Mines (USBM) Request for Proposal (RFP) for "" the establishment of a Generic Mineral Technology Center (GTC) in Respirable Dust,"" the Mining and Mineral Resources Research Institutes (MRIs) at The Pennsylvania State University (PSU) and West Virginia University (WVU) in association with participating MRIs at Massachusetts Institute of Technology (MIT), and the University of Minnesota (UMN) have prepared the comprehensive research program described herein. Michigan Technological University (MTU) joined the Center as an affiliate after its inception. This program was developed with recognition of the stated objective of the Federal Mine Safety and Health laws which is to "". . . permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis or any other occupation-related disease . . . .""Exposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic consequences and some others, slow and long enduring, has been a major concern for labor, management and the government. This concern has manifested itself in four mechanisms of control -- (1) regulatory control through minimum standard setting by the passage of mine health and safety laws, (2) engineering control through design and operation of mines according to the best recommended practices, (3) interaction of dust and lung control through periodic physical examinations, wearing personal protection devices, etc., and (4) legal and social control through workman's compensation laws for occupation related health deterioration."

Use water-jet-assisted cut-ting technology to reduce the exposure of mi ne workers' to respirable dust. Approach Install water-jet-assist on mining machines and evaluate its impact on respirable dust. How It Works Water-jet-assisted cutting involves a mechanical cutting bit working in combination with a moderate pressure (generally up to 10,000 psi) water jet directed just in front of, or through, the bit tip. One of its advantages is reduced dust generation because the jet wets the face of the material being cut more efficiently than a conventional low-pressure water spray, thus capturing much of the dust before it ever becomes airborne. It also removes loose cuttings ahead of the bit before they are pulverized by the bit into respirable dust. Total water consumption is about the same as for conventional low pressure dust control water spray systems. However, there is some increase in power consumption because of the energy needed to provide the high pressure water.

To adequately attack the longwall dust problem, the US Bureau of Mines funded a contract to define dust sources on a longwall mine face area. The study examined the shearer during sumping, cutting, and tramming, the conveyor, and the roof supports. Tests showed the shearer to be the major dust source. Introduction Long-term illnesses place a heavy burden on miners, the mining industry, and taxpayers. Black lung payments to more than 400,000 miners and their survivors exceeded $9 billion between 1970 and 1980. They are continuing at a rate of $1 billion per year. Recent MSHA data indicate more than 50% of the longwall faces are still out of compliance with the 2 mg/m3 (0.00007 oz per cu ft) respirable dust regulation. Allowable dust limits are often further reduced owing to the presence of silica dust. This substantially increases the problem's severity. Research in the 1970s showed that by modifying the mining method through changing drum-type mining machines from high rpm shallow cutting to slow rpm deep cutting, both specific dust and energy could be reduced (Black et al., 1978; Ludlow and Wilson, 1982; Roepke, Lindroth, and Myren, 1976). The coal mining industry is using more longwall equipment to economically obtain high productivity. This high production rate, however, makes it difficult for longwalls to meet the legal dust standard. Research is showing how both these concerns may be addressed at the mining face. Results reported here explain the relationship of various major elements of the longwall system to dust generation on the longwall face. This paper is based on work completed by Foster-Miller Associates Inc. Objectives were to differentiate dust sources on the longwall face and to quantify dust levels for various elements of the shearer drum. The work was accomplished in two phases. Jonathon Ludlow, project engineer for FMA, developed and performed the necessary testing (Ludlow and Marshall, 1983). Bradley, Hadden, and Weston (1983) have done evaluations on British coal mines that produced similar results to those reported here. They found causative rela¬tionships between haulage speed, production, depth cut, drum speed, and dust generation. They also found that roof support movement increased the dustiness, whereas this work indicated that support movement had only a minor effect on total dust exposure. Both of these results are valid when the variation of mining conditions is analyzed. British mines are deeper than US mines. Therefore, roof rocks and coal are more fragmented than in the shallower US mines. Other reasons for the dust differences include the weaker shales found in Britain and the variation of roof support equipment designs between the UK and the US. Four mines in this report had rock roofs and, thus, would be less dusty. The fifth longwall mine had a coal roof, but the large cross-sectional area and high air velocity minimized dust exposure. Mines and Equipment Five underground longwall mine sites were tested (Fig. 1). All were using double-ended ranging-drum shearers (derds) with some variations in equipment. The mines and equipment details are shown in Table 1. No modification of mining equipment or operating cycles was made during the first phase of testing. The mining process observed followed the normal mine operating procedures. Three GCA RAM-1 respirable dust monitors and two vortex anemometers with cycle notations on portable tape recorders were used in each face area. The start and end of each cycle segment were recorded. Reduce respirable dust in coal preparation plants. Approach Survey a representative sample of coal preparation plants to (1) determine the dust problem extent, and (2) evaluate practical dust control techniques. Coal Preparation Plant Survey Results Of the approximately 500 coal preparation plants in the United States, 18 plants in six States were randomly selected for survey. The raw hourly capacities ranged from 250 to 1,250 tons, plant construction dates ranged from 1037 to 1982, and usually 3 to 10 workers were required per shift. Respirable dust concentrations within the plants surveyed ranged from very good (less than 1 mg/m') to very poor (14 mg/m3). No relationship was found between dust concentration and age or capacity of the plant. Six of the plants had long-term respirable dust concentrations between 7 and 14 mg/m' in specific areas; six had concentrations between 2.2 and 6.2 mg/m'. Except fur ventilation, only 4 of the 18 plants used operating dust control devices with mixed effectiveness.

"Results of a research effort directed towards identifying and measuring the genotoxic properties of respirable particulate matter involved in mining exposures, especially those which may synergistically affect genotoxic hazard, are presented. Particulate matter emissions from a direct injection diesel engine have been sampled and assayed to determine the genotoxic potential as a function of engine operating conditions. Diesel exhaust from a caterpillar 3304 diesel engine, representative of the ones found in underground mines, rated 100 hp at 2200 rpm is diluted in a multi-tube mini-dilution tunnel and the particulate matter is collected on 70 mm fluorocarbon coated glass fiber filters as well as on S"" x 10"" hi-volume filters. A six mode steady state duty cycle was used to relate engine operating conditions to the genotoxic potential. Results to-date on diesel exhaust have indicated that use of a primary component of pulmonary surfactant as a medium for collecting and applying respirable particulate material to cells for mutagenicity testing offers a true representation of in-vivo delivery of such respired aerosols to pulmonary cells and the genetic material within. Protocols have been developed to sample and assay the diesel soot and diesel soot/mineral dust complexes which would not compromise the surf ace and physical properties of the particulate material. Evidence has been gathered to show that diesel soot expresses mutagenic potential as dispersions in DPL in the Ames tests as well as sister chromatid exchange activity in the animal lung fibroblast ·derived V79 cell line. The results are comparable to the standard solvent extraction procedure. INTRODUCTIONDiesel engines are primarily associated with transportation; however, they are also very common in the work place. Of particular concern is the use of diesel engines in mining operations. Currently there are 1,950 diesel machines working in underground coal mines throughout the country. These units are used in 151 mines encompassing nine different states (MSHA, 1991). It is believed the use of diesel powered equipment has contributed to higher productivity in these mines. However, the exhaust from diesel engines operated in underground mines has been a subject of concern during the past decade because of its suspected relationship with health aspects. The particulate matter generated by the diesel engine is of particular concern."

"Dipalmitoyl glycerophosphorylcholine (lecithin) dispersed in physiologic saline, a model of the primary component of pulmonary surfactant, is adsorbed by respirable quartz and aluminosilicate dusts. Dust cytotoxicity as measured by erythrocyte bemolysis and pulmonary macrophage enzyme release is suppressed by this adsorption. The degree of suppression of hemolytic potential versus specific adsorption of lecithin from dispersion in saline by respirable quartz and kaolin dusts are compared with dusts' BET specific surface areas to interpret the prophylactic effect of lecithin adsorption. Dust hemolytic potential versus medium pH is presented. Fourier transform infrared spectroscopy and photo-acoustic spectroscopy of lecithin on quartz and of lecithin on kaolin are presented and reviewed with results of studies of the time course of removal of lecithin adsorbed on mineral surfaces by digestion by phospholipase enzyme. Results are discussed in terms of a model of prompt neutralization of respired mineral dusts by pulmonary surfactant, and a gradual re-toxification by digestive processes acting on the adsorbed prophylactic surfactant coating following phagocytosis. INTRODUCTIONQuartz dust of respirable size is well known to cause fibrotic lung disease, but numerous questions persist in the understanding of the initiation and progression of this disease. Our approach concentrates on physical and chemical aspects of mineral dusts early-on in their interactions with living organisms, and we have chosen simplified models to investigate that interaction.In the alveolar ·spaces of the lung, tissue is coated with a surface-active material (pulmonary surfactant), which, among other functions, mechanically stabilizes the lung from collapse by reducing the surface tension of water in the alveolar sacs.1 This surfactant is also the material that is first contacted by a mineral particle that is transported to an alveolus and is impacted there. This surfactant material has been studied extensively. The primary components are known to be proteins (about 11 % in dog lavage fluid), and phospholipids (about 88%).2 Pbosphatidyl cholines constitute roughly 80% of the phospholipid fraction; about 70% of the phosphatidyl choline fraction is dipalmitoyl lecithin (DPL).2 Respirable aluminosilicate particles are capable of adsorbing dipalmitoyl lecithin from dispersion in physiologic saline, a model for a possible initial event occurring upon deposition of a particle in a pulmonary alveolus. As may be seen from Figure 1, the DPL molecule has several fixed charges at neutral pH; a positive charge on the trimethylamine (choline) moiety, and a negative charge on the phosphate group. Also evident are the two fatty acid residues of palmitic acid, which are bonded through ester likages to the glycerol segment of the molecule. The fatty acid moieties of phosphatidyl choline make the molecule inso1uble in aqueous solutions under normal conditions, but a colloidal unit of aggregated molecules called a micelle is usually formed spontaneously above a certain minimum concentration. Small micellar vesicles are generally formed in the laboratory by using ultrasonic agitation or by solvent evaporation methods."

In certain populations, nonspecific airway hyperreactivity (HR) is associated with increased respiratory symptoms and decreased lung function. We analyzed standardized pulmonary symptom questionnaires and pre-shift spirometry with methacholine inhalation challenge (Chatham, M. et al, Chest 82: 15) on 228 control workers (C) with no known exposure to occupational hazards, and 200 underground bituminous coal miners (M). M and c were similar in age, height, sex, and smoking status. HR (defined as >15% fall in FEVI after up to 5 vital capacity breaths of 25mg% methacholine) was found in 25% of M and 28% of C (NS). M showed higher% predicted FEVI (%PFEV) than c (M 107%, C 104%*). 28% of current smokers showed HR versus 22% of never smokers (NS). Current smokers showed reduced %PFEV but were not different from lifelong non-smokers regarding prevalence of HR. Subjects with HR showed reduced %PFEV, (HR 101%, not HR 107%*) but M and c with HR showed similar reductions. M had more dyspnea and chronic cough than c*. Hyperreactivity was associated with increased symptoms in controls but not miners. In our study, the prevalence of HR in coal miners was similar to nonminers, and did not explain miners' respiratory symptoms. * P < 0.05

INTRODUCTION In 1979 the Committee on Radiological Protection and Public Health of the Nuclear Energy Agency (OECD) defined a programme of work needed to improve radon dosimetry and monitoring. A Group of Experts in this field was established by the NEA and at the first meeting of the Group the authors were designated an initial task with the following terms of reference:- To review dosimetry of radon, thoron and their daughters, and in particular:- - to examine analytical models for the assessment of dose to individuals who are exposed to aerosol mixtures of these nuclides; - to examine the state of knowledge of the characteristics of aerosol mixtures of these nuclides and other factors that influence the dose to the lung, and identify those parameters which should be measured for dosimetric purposes in radiological surveillance programmes; - to identify areas where further study or research are needed. In this presentation we attempt to examine, with these objectives, the relationship between exposure to radon and thoron daughter aerosols expressed in terms of the working level month l (WLM), or its SI equivalent, and dose accumulated by sensitive tissues of the lower respiratory tract. Over the past two decades many attempts have been made to calculate the lung dose equivalent to l WLM exposure in mine atmospheres, usually in terms of the maximum dose to basal cells in a small part of the bronchial tree. The calculations have employed variously detailed models of airway anatomy, aerosol deposition, ciliary clearance and dosimetry of tissue at the bronchial surface, and are well reviewed elsewhere (Walsh, 1970; UNSCEAR, 1977; Jacobi, 1977; Fry, 1977). They agree in the conclusion that basal cells in segmental bronchi (between about the third and fifth bronchial generations) receive the highest dose, although estimates of this dose differ by more than an order of magnitude, ranging from about 0.2 to 12 rads per WLM (2 mGy to 120 mGy). The most critical parameters of these models are the assumed depths of basal cells below the bronchial surface and the fraction of the WL carried by free ions. When more realistic values of these parameters are substituted (Jacobi, 1977), the dispersion in calculated maximum doses to basal cells is reduced to give a much smaller range from about 0.3 to 1 rad/WLM (3 to 10 mGy/WLM). The parameters and methods employed in these various models, however, remain too diverse to infer the sensitivity of the dose conversion to practical variations in aerosol characteristics and the additional factors determining lung deposition and clearance. We have therefore taken the approach of developing newer models (Jacobi and Eisfeld, 1980; James et al, 1980) that can encompass the range of available experimental data on the physical and biological behaviour of radon and thoron daughters and also accommodate the different interpretations that can be put upon them. Fire is a major concern for those who work in underground mines. A mine fire can occur at anytime and often results in a partial or total evacuation of mine personnel and could result in the loss of lives. Therefore, having a workforce that is well trained to prevent, detect, and fight a fire is important. This paper focuses on responders’ preparedness for fire. Responders in this context are considered the entire workforce and are categorized as first, second, and sustained responders and evacuating miners. Quality training enhances ones awareness of mine fire hazards and promotes self-confidence in combating fires and responding to emergencies. Early warning systems and other escapeway aids such as a through-the-earth signaling and communication system, lasers and strobe lights are also addressed. The technological advancements that have been made can improve the state-of-preparedness for responders to underground emergencies and increase the chances of survival for escaping personnel.

"Manufacturers and users of energetic material [i.e., propellants, explosives, pyrotechnics (PEP)] generate unserviceable, obsolete, off-specification, and damaged items that are characterized as reactive waste. These items must be safely treated and disposed of or reclaimed/recycled, thereby controlling existing waste inventories at manageable levels. The most commonly used disposal and treatment method, particularly at U.S. Department of Defense (DoD) installations, is open burning/open detonation (OB/OD). However, regulatory constraints and the inability of operators toobtain permits required for treating these waste has led to the recent reductions and limited use of OB/OD treatment at many installations."

The value of Australia&apos;s education services exports increased to over $15 billion dollars in 2009, placing education as the third overall export earner behind coal and iron ore; however there are concerns over the impact of emerging policies on the future of both the industry and the provision of mining education. Policies have impacts on the growing number of international rankings (or league tables) of mining jurisdictions and universities. A high position in such rankings might be used as a measure of perceived quality with benefit to those at the top and to the detriment to those lower down.&nbsp; &nbsp; Top performing companies in the relatively new domain of sustainability have been shown to achieve better financial performance than their industry competitors, assisting them in attracting top quality committed staff, hence positioning themselves well for the future. The world&apos;s mining companies, jurisdictions and universities are now ranked with results in the public domain. It is argued as to the validity of the data or perceptions used in such rankings, but there is no doubt they are influential in determining the flow of dollars around the globe. By investing your pension fund assets in the shares of the top performing companies, by placing your exploration dollars in a country at the top of such a list of attractive jurisdictions, attending or recruiting from a University at the top of the rankings - risk must surely be reduced? &nbsp; While savings and risk reduction can undoubtedly result from the introduction of new technologies developed through appropriate R&amp;D (the other core activity of a university), the maintenance of a very high level of exploration and production performance through dedicated highly skilled staff every hour of every day quietly improves financial performance, while avoiding safety, environmental and/or community incidents (ie protects the &apos;triple bottom line&apos;). As always risk reduction comes down to enabling quality people to do a quality job - through the actions of such people we can sustain the global mining industry and secure our social license to operate. However, there is global concern over where the numbers of such people, including those with the recently required skills in sustainability, are going to come from. &nbsp; This presentation will discuss some of the complexity and interactions involved in the development of such rankings, the dangers inherent in their simple acceptance and use, plus indicate some of the directions mining educators might take to sustain and increase the supply of quality graduates to the global mining industry. Over the last year at Clarabelle Mill, three circuit reconfigurations were implemented. One circuit reconfiguration, æA CleaningÆ, was initiated due to a furnace failure at the smelter complex, and two of the circuit reconfigurations, æincreased copper (Cu) separationÆ and the æInterim IsaMillÖ circuitÆ, were seen as opportunities to increase cash flow through the mill. A Cleaning and the Interim IsaMillÖ circuit took advantage of engineering design already completed for a major capital project. The engineering for each was modified, as needed, and construction of the required portions of the capital project was fast tracked. The increased Cu separation circuit change used existing test and plant equipment to increase the plant Cu concentrate production. Implementation of the projects required teams that included operations, maintenance, technical support, project management and capital project resources. This paper discusses the business reasons driving the changes and the forethought or synergies with other work, which made them a success, and what was learned through each project. El presente artículo describe un caso donde se ejemplifica la irresponsabiliad de la empresa en accidentes de trabajo. Para ello, se revisa el artículo 53 de la Ley de Seguridad y Salud en el Trabajo (LSST), Ley Nº 29783, donde señala que probado el daño sufrido por el trabajador a causa de un accidente de trabajo, la empresa tiene la obligación de pagar una indemnización a la víctima, la cual será fijada por el juez conforme al artículo 1332° del Código Civil, salvo que las partes hubieran aportado pruebas documentales o periciales sobre el valor del mismo.

La Responsabilidad Social Empresarial (RSE) es una política que adoptan las empresas de manera voluntaria -en tanto relaciona las empresas mineras que instalan las unidades operativas y las poblaciones del entorno. En ese sentido, el presente texto describe los lineamientos que comprende dicha política. Luego, se desarrollan las diferencias entre los ámbitos económicos, organizativos e institucionales en las zonas rurales del país. El aspecto organizativo se aborda enfatizando el papel de las comunidades campesinas, mientras que el institucional destaca los roles de las municipalidades. Finalmente, se revisan las relaciones entre las empresas y la población.

El presente texto refiere la importancia de las funciones del supervisor en la prevención de accidentes -en tanto sea conciente de la responsabilidad que dicha labor le atañe-. En este sentido, el supervisor debe cumplir fielmente las normas de seguridad, convirtiéndose en un buen ejemplo para el grupo en el que está a cargo. La responsabilidad se extiende también a las relaciones que existan entre su departamento como el de los demás, así como de la disciplina y del desarrollo de las actitudes hacia la seguridad y bienestar de los trabajadores, la empresa y el país mismo.
