Why is there such an increased thrust toward positive multiple use land management and where will it lead? History and purpose of the mining law of 1872. John Marshall discovered gold at Sutter?s mill near Coloma, California, on January 19, 1848, and utter chaos resulted. The great migration of people to the undeveloped western lands had begun. Prior to this discovery, copper, lead, and iron had been the minerals for which the laws were made. With this discovery of gold on the public domain, it became apparent that congressional legislation was necessary. This became even more apparent as each of the numerous mining districts which were springing up in California, and elsewhere in the west adopted local miners' customs to regulate their activities. Although these early miners acted under mining district rules and in some cases state regulations, they were, in reality, appropriating minerals without sanction of federal law.

IN the recent world-wide deflation of commodity prices the coal industry, including both anthracite and bituminous coal, had reached a level where the actual delivered market prices received by the operators were usually less than the cost of production. Many steel companies and public utilities, operating their own "captive" mines, could have bought coal during the past three years for less money than the true cost of coal produced at their own properties. Competition within the coal industry itself was cruel to the point of profitless operation, and the competition of other forms of fuel was bearing heavily on the coal producers. They were thus forced into methods of production and utilization that they had hitherto ignored; there had been almost complete absence of any appreciation (by the bituminous operators especially) of the necessity of real research work in finding better methods of preparing coal for specific uses, and in finding new and profitable uses for different kinds and grades of coal.

The widely accepted inverse relationship between copper prices ail stocks, has been commonly used by analysts to explain the behavior of the copper market and to forecast film copper pries. However, empirical data have not shown such a clear relationship between copper prices and stacks. Existing evidence only indicates a weak tong-nut relationship that vanishes in some periods. In this paper a simple comprehensive model is provided which explains both parallel and opposite direction movements between prices and stocks. Former are explained mainly by stocks demand expansions-contractions while the latter are in essence due to increases in the supply curve. Furthermore, econometric estimations are provided, thus giving a powerful tool to forecast and explain price developments of the copper market.

Our subject, "Safety, Legal, and Contracting," is a range of topics which covers a broad spectrum, but is obviously Intended to focus our attention upon certain particular aspects of tunnel problems. These are all fascinating and complex subjects, and others are much more qualified to discuss to discuss the fine points involved. Put after some 45 years' involvement as an inspector, engineer, contracting officer, and especially for the last 22 years as a contractor's estimator and manager, I have developed some strong and definite convictions to share with you. I hope it will serve to get you started thinking. My first tunnel experience was in a soft ground tunnel which was dug by hand, literally. The crown or arch back was taken out, a pebble at a time, by bare hand. The face was constantly breast-boarded, and the mucking was all done by hand shovel. My first rock tunnel was drilled by hand held drifters from the muck pile. Since then, most tunneling techniques have improved greatly. The jumbos, booms, muckers, and moles have taken over many of the back-breaking chores, and reduced the manpower requirements.

SYNOPSIS This paper traces the developments in flotation practice at Anglovaal's Prieska Copper Mine, with em¬phasis on the depression/deactivation of lead and zinc. A depressant system was devised to accept feed material that was once regarded as untreatable. Of particular interest is the long-term downward trend of concentrator working costs in real terms. This trend follows the classic Experience Curve, which relates production costs to cumulative experience. It is felt that the experience-curve concept has important implications for the mining industry in general.

Discussion by P.J Lloydt Broekman and Penman describe (J.S. Afr. Inst. Min. Metal., vol. 91, Aug. 1991, p. 261) the addition of sodium cyanide and zinc sulphate to the flotation feed at Prieska. They note that for 'safety sake, lime was added to the rod mil to raise the pH to 9,5', and that 'personnel working in the vicinity of the rod mil were required to wear gas masks'. Author reply to P.J. Lloyd We thank Dr Lloyd for his interesting contribution. As he correctly points out, the Prieska float had run with cyanide solutions at pH values of 6,4. In fact, it ran safely for extended period with the pH slightly below 6.

In spite of distractions from glam-our areas (ground control, computers, etc.), excavating and bulk handling in mining remains paramount but is now undergoing dramatic advances. The massive intervention of mining and civil engineers as "engineer-users" into the tight, exclusive, and specialized bond between the equipment operator ("operator-users") and the manufacturer (mechanical engineers "and sales "reps") has now occurred. Three developments have accelerated this: 1) larger, more costly, complex, specialized, and innovative equipment; 2) a more profound understanding of the equipment, operations, and working conditions (encumbered space); and 3) a concurrent thrust into "high-tech," (automatic and remote controls, sensors, automation, artificial intelligence, and even robotics) and human factors (workload intensity, work-station design). This has produced a well-defined professional discipline, including construction and even military engineering. The mine plant, and to a lesser extent, the mine face, is now being monitored. Equipment conferences, journals, and centers at universities and agencies have multi-plied. The discipline's impact on future mining now becomes more apparent.

"Large-scale mine reclamation has taken place recently in response to the implementation of mining regulations in China. Effective monitoring of the progress of reclaimed land is a critical procedure to assess the quality of reclamation program and to ensure that mining enterprises fulfill their reclamation responsibilities. The present paper reports a preliminary study that examines the situation of mine land reclamation monitoring. Based on the monitoring, some general requirements for mined land reclamation have been proposed, including: the monitoring should be systematic and comprehensive the monitoring should be adapted to specific local conditions the monitoring should be reasonably optimised via scientific methods and technology the monitoring should stick to a variety of national technical criteria.The aim of land reclamation monitoring is to evaluate changes of critical indicators closely reflecting the development trend of the reclaimed mined land, to develop or improve the criteria and technical parameters specific to the site, and to prevent secondary environmental degradation. Based on these requirements and aim, the monitoring should cover the progress of reclamation, establishment of vegetation and plant community development; and recovery of land and water quality in the reclamation area. The conversion of maf coal to pyridine solubles and gas was investigated in a microautoclave batch reactor for two Kentucky washed coal samples (Ky. #9 and Ky. #11). Solvent hydrogen donor strength was controlled by the tetralin content of a mixed 1-methyl naphthalene-tetralin solvent. Primary liquefaction conversions greater than 90% in 10 minutes of reaction time at 427°C were achieved in liquefaction solvents with moderate hydrogen-donor strength (circa 40% tetralin). A modified irreversible first order rate expression, containing a parameter (a) to account for the intrinsic reactives of the maf coal, described the experimental kinetic data rather well. The integrated form of this rate expression is -k1e x = a (a- ß)e (eq. 1) Parameter ß in equation (I) is the pyridine solubility of the starting maf feed coal, x is the primary liquefaction fractional number of conversion, k1 is the specific reaction velocity constant and ? is reaction time. Primary liquefaction rate was found to be quite temperature sensitive and independent of coal when a liquefaction solvent containing 40% or more tetralin was employed. Primary liquefaction rate appears to depend on liquefaction solvent hydrogen donor strength for solvents containing = 40 wt.% tetralin. The intrinsic reactives in the maf feed coal or a appear to depend mainly on the inertinite group maceral content of the coal for the two coals studied in liquefaction solvents containing 3 40wt.% tetralin. In contrast, a appears to decrease in liquefaction solvents of low donor strength., i.e; solvents with less than 40wt.% tetralin.

Geometallurgy is an emerging, cross-disciplinary field that integrates spatial models of rock properties with time-based outcomes of mining and treatment processes. Geometallurgical variables include any rock property that has a positive or negative effect on the business. Some of the more critical geometallurgical variables include recovery, grindability, throughput, power consumption, mineralogy and content of deleterious materials. These variables drive project costs and revenues in a fundamental way and thus geometallurgy has potential to positively impact on the value of strategic and tactical decisions across many mining organisations. Geometallurgical models, like traditional grade-only models are based on samples collected from the mineralised and non-mineralised regions of the deposit. The nature of some non-grade variables, particularly those that are dependent on the ore treatment processes, requires special consideration during sampling and subsequent spatial modelling. Failing to objectively consider the characteristics of variables may seriously compromise the validity of the sample selection, sample treatment, data models and the subsequent decisions. In addition to addressing the vexed question of collecting an æunbiased and representativeÆ sample, the sampling and modelling approach must consider issues of scale, both geostatistical support and also the relationship between bench-scale data and operational-scale mineral processing performance. This paper proposes a framework (the Primary-Response framework) for the classification of geometallurgical variables. This framework is designed to assist with developing sampling approaches and identifying the most appropriate spatial modelling approach. The proposed framework can also help identify the risks associated with designing, sampling and modelling of both types of geometallurgical variables. The Primary-Response framework divides variables into two categories; primary variables and response variables. How a variable is classified in this framework depends on the degree to which the variable reflects either an intrinsic attribute of the rock (æprimaryÆ) or its response to measurement processes (æresponseÆ). Depending on the classification in this framework, appropriate sampling and modelling decisions can be made to minimise the risk associated with the incorrect treatment of the variable. In particular, the authors argue that for response variables, the approach taken to building spatial models may need to be different to conventional linear averaging approaches (for example kriging).

THIS paper summarizes the results of investigations carried out at Sydney Mines, N.S., and at Ottawa, following the disaster at Princess colliery, December 6th, 1938. The Honourable Minister of Mines for Nova Scotia appointed A. E. Cameron special investigator to enquire into and report upon the cause of the rope failure. Public hearings were held in Sydney Mines and evidence taken from many witnesses. The site of the accident was examined in detail and investigations made of the rope layout and colliery practice. At the request of the special investigator, the Department of Mines and Resources, Ottawa, kindly undertook technical and scientific examination of the broken ends of the rope. These investigations were carried out in the Metallurgical Laboratories of the Department of Mines and Resources, under the supervision of G. S. Farnham, Metallurgist for the Department. Valuable assistance in interpretation of many features of the investigation was received from other sources. Acknowledgment is due to Messrs. Introduction Situated 182 miles east of Vancouver, on the Kettle Valley branch of the Canadian Pacific railway, the Princeton coal field is readily accessible to the Coast markets. The area covers approximately forty square miles and present indications are that the deposits should contain at least 300,000,000 tons of coal. Comparatively little development has yet taken place in this coal field. Since the commencement of recorded output, the collieries operating in this area have produced 1,640,518 tons of coal. The coal field proper includes only the Tertiary deposits adjacent to the town of Princeton and does not include the Coalmont or Nicola deposits. Production has never been on a large scale. The largest annual output from any property was 81, 780 long tons mined at the Granby colliery in 1940. Coal output was first recorded in 1909 and since that time fifteen properties are reported to have either mined coal or to have done prospecting or development work; of these, only two are presently active. However, none of the properties now inactive were closed because their coal resources were exhausted. The accompanying key map shows the extent of the Princeton coal field, and the location of the coal mines and prospects in this field General Geology The Princeton field is underlain by rocks of Oligocene age and is one of the series of more or less isolated Tertiary lake basins in which coal, or lignite, has been found in the interior of British Columbia. Resting on the Nicola group rocks of Triassic age, the Princeton sedimentaries consist of sandstones, conglomerates, shales, bentonite, bentonitic clays, and several seams of coal. Tertiary volcanics occur both above and below the stratified rocks and in places they have been thrust through the overlying measures. In some areas, the coal has been burned to a red ash as the result of vulcanism, while in other parts some of the moisture has been driven from the coal, thus improving the grade. The field can best be described by dividing it into two areas: the Southern area, lying to the south of the town of Princeton, where most of the mining has been done; and the Northern area, to the north of Princeton, where very little development has taken place.

Entropy is an important concept both in natural and social sciences.Considering the preparatory process of the earthquakes as an open system, in view of basic ideas of the Theory of the Dissipative Structure, the seis-mological Entropy is introduced as an order parame-ter, describing the scale of order associated with the earthquake distribution in time, space and mag-nitude. The features of evolution of seismic acti-vities before and after the large earthquakes have been studied by using the seismological entropy.The preliminary results show that the seismological entropy in certain region decreases as the large earthquake is approaching, it means that the distri-bution of earthquakes has turned gradually in order from disorder.It is expectation that the application of the Principle of Entropy in seismological research will deepen the understanding of the physical process of earthquake preparation. Meanwhile, it will also offer some enlightements in studying mitigation of seismic hazard as well as earthquake prediction.

THERE are few industrial and metallurgieal processes which do not require the application of heat energy, and the modern demand for increased working efficiency has resulted in attention being paid to temperature control as a means of ensuring fuel economy and more efficient plant operation. In general, mill accuracy required is not very contant in laboratory work, and few industrial operations are controlled to within less than 5° while in many cases greater limits are allowable. Almost every thermal property of matter has been suggested as a basis for the construction of pyrometers, but the thermo-electric type finds by far the widest application, and hence this paper will deal only with the principles, construction, and uses of this type of instrument. THERMOELECTRIC PYROMETRY.In the year 1821 Seebeek discovered that if the ends of two dissimilar metal wires were joined and one junction heated, a current flowed in the circuit, and the KMF (electro-motion force) set up could be measured by inserting a galvanometer at the cold junction. The phenomenon was not thoroughly investigated for many years, but, as the demand for high-temperature thermometers increased, several investigators, of whom Le Chatelier was one of the pioneers, successfully endeavoured to utilize the principle in pnometric construction. The couples which gave the most satisfactory results were discovered, improvements were made in material and design and the present-day type of instrument gradually evolved. The apparatus consists of three main parts, viz. (1) The thermo-couple itself of two dissimilar metal or alloy wires together at one end. (2) The leads which connect the terminal of the thermo-couple with the measuring instrument.

The diffusion of such knowledge in the field of sampling metallic metallurgical materials appears to have been quite insufficient, and it is felt that when the principles involved are once thoroughly comprehended their universal application will be appreciated, so that it will make no difference whether pig iron or gold bullion is offered for test. It may further be noted that a discussion of the theories underlying practical methods is placed under the caption "Practical Sampling," with the idea that no one can be a practical sampler unless he is capable of analyzing his methods. No attempt has been made to advocate any one method, but it is hoped that the analyses of all of the methods in use will show where each may be correctly and safely applied. The fact that it is possible to demonstrate the theoretical correctness of several methods indicates the invalidity of the claim that any single one of them is the standard.

Following the wide-spread acceptance of ANFO as a useful, low cost blasting agent, studies have been made to adequately describe the physical and explosive properties of this material (1). As the quality of the AN blasting prill improved, reliability and sensitivity to initiation were greatly increased and many methods of priming were chosen from the standpoint of economics with little appreciation for the need to initiate so as to obtain the most efficient detonation. Under certain conditions, ANFO could be initiated with primers no more powerful than a No. 8 blasting cap (2). Research on primers for ANFO followed and it was demonstrated that this blasting agent was subject to extreme transient velocities upon initiation with wide variations in energy output depending upon the nature of the primer. For these reasons it was shown that powerful priming was economically justified (3). These studies helped to define the properties of an effective primer and the guides for its efficient use. In the vast surface coal mining industry, technological advances in earth moving equipment were paralleled by the development of larger and larger borehole drills (4). Even though ANM) was the major blasting agent used in this industry, investigations of priming techniques in these larger boreholes was almost non-existant. In 1962, Mr. Cleon Woolsey of Enos Coal Company disclosed to the industry that dramatic improvements in blasting production could be achieved with new priming and boostering methods (5). The research program at the Atlas laboratories was designed to explain these results and extend the study of initiation of ANFO with both high explosives and slurry explosives and to define the principles involved.

THE Privateer mine consists of a group of mineral claims situated in the Zeballos area, on the west coast of Vancouver island, approximately 180 miles north of Victoria. Although Zeballos is a comparatively new mining camp, its transportation facilities can be considered exceptionally good. General freight and supplies are brought in by either C.P.R. or Frank Waterhouse steamers from either Victoria or Vancouver. Service by these boats varies from five to ten days and the trip from Victoria takes approximately two days. Passengers may use the C.P.R. boats, or, if speed is essential, they may fly, in which case they have the choice of two flying companies, namely, Canadian Air-ways, Limited, and Ginger Coote Airways. The average flight from Vancouver takes approximately two hours. Excellent unloading facilities are provided at the beach by a government dock for the steamers and a floating dock for aeroplanes. The mine, which is approximately five miles from the beach, is serviced by a fairly good gravel road, which has proved satisfactory for all haulage purposes. Zeballos has the reputation of having one of the heaviest rainfalls on the west coast, but as no accurate records have been kept, no comparisons can be made. H. C. Gunning, in his report, comments on the weather from 1929 to 1932, and one would judge that the practically continuous rainfall did not add to the pleasures of the field work. During the summer of 1938, the opposite condition prevailed and the area had exceptionally dry and pleasant weather. The snowfall is generally light at the lower elevations, but very heavy higher up. No extreme cold weather is encountered during the winter, which is generally short.

The stepped-up pace of US open-pit and surface mining during the 1970's is a direct response by mining firms and equipment manufacturers to rising costs and declining ore grades. In the race for bigger and more efficient machines, rotary drills have emerged as the foremost leader in primary drilling at major US surface operations. At least 12 different manufacturers now offer rotary rigs in the 102- mm-diam. (4-in.) or greater blasthole size range. With capital investment for the larger units quickly approaching $1 million, the question is asked, "What's been the performance record to date of rotary drill rigs operating in North America?" To answer that question, a comprehensive study of rotary blasthole drills was conducted which qualitatively reveals various problem areas inherent in the rotary drill market and indicates some new directions for improvement.

"Previous methods have employed statistical analysis to model future mineral resources. The method presented in this paper uses Zipj's Law to determine the size and grade of tin deposits still to be discovered. The law is applied independently to both known deposit tonnage and grades. A probability distribution for both 'tonnage and grade is computed/or those deposits still to be located and then, by applying a correlation between tonnage and grade, a distribution of the probability of metal content discovery is obtained.By considering an economic cut-off in metal contained in a deposit, the probability of economic success for the next tin discovery is computed, both for a world discovery and for the special case of Tasmania, Australia. The results indicate a probability of 11-37% on a world-wide basis and 18% chance of economic success in Tasmania.IntroductionIn the past , most attempts to determine the probability of success in finding an economic mineral deposit have relied on the accumulation of statistical data. These data are then used to predict a suitable frequency distribution to assess the probability of finding a deposit of a given size and grade (Singer,1975).The method not only relies on one having sufficient data, but also on the assumption that the data are not biased and that the distribution (usually log-normal) is a correct one. The method presented in this paper, to analyze tin deposits, uses Zipf's Law, which has been recently applied to oil, uranium, lead-zinc and gold deposits by Folinsbee (1977) and to Western Australian gold deposits by Rowlands and Sampey (1977). Tapp and Koniuszko (1978) have applied Zipf's Law to mineral distribution patterns in the Northern Australian orogenic provinces, which has enabled them to make predictions with a relatively small data source."
