As the 2016 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2016 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 340. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2016 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH) and special-issue articles on process development testing. The 2016 Transactions consists of a total of 65 technical papers, encompassing all 21 papers published in 2016 in the Technical Papers Section of Mining Engineering (Vol. 68) and all 27 papers published in 2016 in Minerals & Metallurgical Processing (Vol. 33). Additionally, this volume contains 17 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2016 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

The new year brings an exciting change. The publication of Transactions will cease with this volume. Instead, our Minerals & Metallurgical Processing journal has the new name of Mining, Metallurgy & Exploration (MME), and Transactions as well as the Technical Papers Section of Mining Engineering are incorporated into MME. The journal is published in partnership with Springer Nature, and all SME members have free electronic access to the journal.

"The Low NOx/SOx (LNS) Burner is a technology which, in pilot-scale tests, significantly reduces acid rain-forming emissions from the burning of coal. The precursors of acid rain are nitrous oxides (NO) and sulphur dioxide (SO:;) . TransAlta is currently planning two demonstration projects.Esso Resources Canada and TransAlta are undertaking a project to demonstrate how coal can be burned cleanly for steam raising in heavy oil operations by using TransAlta's LNS Burner on a steam generator at Esso's Cold Lake Production Project. The $10.7 million project started up in mid-J990, with testing to be completed in mid-I99J. The province of Alberta and Western Economic Diversification Canada, along with other private industry, are contributing funding to the project.The other demonstration project that has been selected for funding under the United States Department of Energy's Innovative Clean Coal Technology Program is a retrofit of LNS Burners to a 33 MW cyclone unit at Southern Illinois Power Cooperative's Marion generating plant. The US$13.6 million project is scheduled for completion 18 months after final funding arrangements are made.TransAlta believes that these demonstrations will lead to the development of a commercial ""clean coal"" technology. Other demonstration projects being planned will further broaden the base of applications.IntroductionTransAlta has recognized an increasing concern worldwide for the environment, and in particular the acid rain problem. Increasing public concern and the need to meet either current or possibly more stringent emission regulations have prompted them to explore various emission reducing technologies - despite the low sulphur content of its coal.The flue gas desulphurization (FOD) and selective catalytic reduction (SCR) technology currently available to reduce sulphur and nitrous oxides from coal burning power plants is very costly. Having to incorporate FGD technology, or ""scrubbers"", greatly adds to the cost of producing power. Having to add such high costs to electric customers' bills is something TransAlta is striving to avoid.There are many research programs now underway which are evaluating ways to provide electricity from coal in a clean manner. TransAlta has been observing or participating in a variety of these programs. However, there is one new technology which the company has identified as having the potential to control acid rain causing emissions at a fraction of the cost of conventional systems. That technology is called Low NOx/SOx, Burner - or LNS Burner."

"IntroductionAt TransAlta Utilities Corporation's Highvale Mine, located west of Edmonton, Alberta (Fig. I and 2), dragline stripping has proved to be a practical and economical method of overburden removal and future plans have been based upon the continued use of draglines (Fig. 3) as the major stripping equipment (Williams, 1979, Nikols et al., 1986). However, long range planning has shown that the capacity of draglines alone will be exceeded in the early 1990s as mining progresses into deeper overburden cover (Tapics, 1983). Strip ratios will increase from I.3 bank m!/ t of coal in 1985to 4.5 bank m3 / t in 1995. During this period the depth of overburden will increase substantially and the areas to be mined will be characterized by weak soils including glacially displaced overburden. This increased overburden depth in relatively weak soils will make it impractical to _continue side casting by draglines without prestripping in advance. In 1983, a major investigation was initiated to determine what additional overburden removal equipment was appropriate to the Highvale operations, and recognizing the long delivery times of this major equipment. when it would be required. This paper describes studies and tests which were undertaken in 1983 and 1984 to select prestripping methods and equipment for the future operation of the mine.Previous planning studies have shown that with the current burn schedule and with the economies of progressing from low cover to high cover, as has been practiced in the past, overburden volumes will exceed the capacity of the existing draglines in the early 1990s (Fig. 4). These previous studies had placed reliance on (I tandem dragline operation for future overburden removal requirements up to a depth of 45 m throughout the Highvale Mine. New drilling together with the associated geotechnical studies and some detailed planning on the practicality of using tandem draglines, created concerns about their universal application. Even without considering geotechnical conditions there was a depth limitation to tandem dragJines and substantial prestripping would be required to achieve the ultimate depths."

A critical element of the Transbay Transit Center Program, the Caltrain Downtown Extension (DTX) will extend commuter rail service into downtown San Francisco and accommodate future statewide high-speed rail service. The DTX project includes 1.8 miles of underground construction, comprising significant sections of mined and cut-and-cover tunnel. At the request of stakeholders, an updated cost estimate was prepared early in the project?s preliminary engineering phase. Unsurprisingly, this yielded a cost substantially higher than the available budget. This paper provides a summary of the management processes and planning decisions taken to bring the project back to budget, resulting in a configuration which derives maximum value from available funding and retains maximum flexibility for future system expansion.

"In today’s challenging climate of reduced staffing, limited funding and uncertain markets, we are called on to operate more productively and ‘be more innovative’. As an industry, we are quick to identify our practice areas as a mark of our role in the machinery of the mine value chain. We proudly note our profession – ‘geologist’, ‘mining engineer’ or ‘accountant’ – and demarcate our responsibilities and even our physical space. We even subdivide our disciplines into sacred entities such as ‘logging geologist’, ‘resource geologist’ or ‘structural geologist’ to prevent any blurring as though somehow the confusion will cost valuable disciplinary ground. How can we function professionally to heed the call to be more productive and more innovative?The purpose of this paper is to underscore what is expected from project evaluation, examine the ways in which we work as an industry and explore alternatives used in other industries and environments.The paper begins with a summary of project evaluation expectations and the ways in which disciplines typically interconnect when conducting project evaluations. Next, the paper examines alternative work frameworks and making a distinction between multidisciplinary, interdisciplinary and transdisciplinary frameworks. In-practice examples of these frameworks in alternative industries and contexts provide evidence for application as well as an opportunity to examine their pros and cons.The paper closes with a call to re-examine working practices in the mining industry, with a view to enhancing productivity and heeding the call for greater innovation.CITATION:Coombes, J, 2016. "THE FIRST COMMENTATOR that I will call on is Mr. W. G. (Bill) Brissenden, Vice-President, Mines, Noranda Mines Ltd. Bill, would you care to comment.W. G. BRISSENDEN ...Mr. Chairman, Ladies and Gentlemen, I spent some time reading the four papers that were presented here, yesterday evening, and decided that the four to six minutes that I had been allotted for this afternoon were going to be pretty tough to meet. It's a very big subject and I just hope that I will be able to stay within my time limit. As has been so aptly demonstrated by the members of our panel here this afternoon young men in growing numbers continue to be attracted to careers in the mineral industry, especially to careers in mining engineering. Now from 80 the point of view that the profession may have regained its status this is indeed welcome news. However, perhaps all of the members seem to have the suspicion that the number of mining engineers that the industry can absorb is a much lower figure than previously forecast. It is said that technical school graduates are now occupying some of the jobs once considered the private preserve of the mining engineer and also that mining engineering undergraduates are having trouble locating summer employment. If these interpretations of mine are correct then we are now confronted not only with our old dilemma - whither the mining engineer - but also with an urgent need to solve it. We cannot allow our profession to become once again an undesirable one in the eyes of our youth because if we permit such a thing to happen a second time the profession may never recover."

Froth flotation has been described by several authors" as being analogous to a first-order rate process. Although a few investigators"," have found orders other than one fit their data best, the rate is described most often by the first-order equation, [ ] where r is rate of disappearance of floatable mineral by flotation, C(t) is concentration of floatable mineral in the cell, t is time, and k is first-order flotation rate constant. One of the difficulties in using this rate equation to develop a mathematical description of an actual flotation process is the determination of a suitable value of the constant k. The value of k, which reflects the floatability of the floatable mineral, is dependent on the hydrodynamic conditions in the cell, type and concentration of flotation reagents used, pulp density, and pH, method of froth removal, aeration rate, particle characteristics, and many other factors. Therefore, it is reasonable to expect that each particle of floatable material has a distinct value of k and that a unique distribution of k values exists for given feed and cell conditions. This has been observed and discussed by several investigators, and mathematical descriptions of the batch cell and steady-state continuous cell with distributed flotation rate constant have been developed." The mathematical description in the form of a transfer function of the continuous or flow cell under unsteady-state conditions with a distributed flotation rate constant has not been presented in the literature. The objective of this work is to quantify the effect of the rock mass surrounding a stope or a tunnel on the seismic signal so that the rockburst damage on the excavation can be derived. It has been shown that the transfer function of rock mass surrounding an excavation can be modelled using a damped oscillator. The method of estimating the transfer function is extended in this paper. The parameters of a damped oscillator are estimated using inversion techniques and the transfer function is modelled as a time-varying system. The technique is tested on data acquired at three different sites in two deep gold mines. Employment of a modal model of the transfer function was suitable in two cases. Application of this technique is essential to track the time variation of the natural frequency during ground motion caused by a seismic event.

Our objective was to develop a transfer function model of phosphate heap leaching for design, optimization and control. The procedure included analysis of time-lapse photography of a laboratory heap. Our experimental results confirm the predicted system transfer function kinetics. Our conclusion was that the transfer function and z transform that we have developed will allow us to control flow rate and pH online.

As mining companies have to go deeper in search of ore and coal, the importance of protecting the highwall increases. Wall fatigue also increases with importance of the long life expectancy of a highwall, in particular the impact of fatigue influenced by resonance. Resonance is the tendency of a material to oscillate with greater amplitude at certain frequencies when exposed to a periodic force. Until recently, only dominant frequencies, either natural or induced, were all that could be measured through the fast Fourier transform of the blast-induced wave form.This paper presents a novel method to accurately predict the resonant frequency of a highwall. In fact, the method can predict the natural frequencies between any two monitoring points placed in line with the source of impact, and as such it can be used to determine the resonant frequencies of any physical object. The method not only predicts the resonant frequencies of the material; it predicts the structural response of the total frequency spectrum. This method helps describe the response of a mechanical structure to excitation. It describes the structure’s efficiency in the use of energy, that is, whether energy is dampened or consumed in resonance.The initial predictions have been so accurate that it made it possible to determine the fundamental frequency and the first six harmonics of a highwall in a northern Queensland coalmine. With the use of electronic detonators, the blast can be timed with a repeating delay to create an induced artificial frequency that has been determined to retain the least amount of energy.CITATION:Osterman, R, 2015. Many underground projects now include preparation of a Risk Register through planning and design as a tool for project and risk management. There is still significant discussion within the industry as to whether and how to best present the Risk Register through the bidding process and the construction phase of a project. While the ITIG Code of Practice for Risk Management of Tunnel Works recommends this approach of continuity in risk management procedures, it is silent on the specifics of how this should be achieved. This paper will explore the perceived benefits and disbenefit of including the project Risk Register with bid documents; format and content that should be transferred and lessons learned using the case history of bidding and early construction phase of the Bi-County Water Tunnel in Montgomery County, MD

Given the limited number of new plant construction, focus is turning to the optimization of existing metallurgical roasting plants. To meet the goals of high process efficiency with limited capital expenditure, plant owners are looking for new strategies, including digitization and expert support. As a supplier for numerous roasting, gas cleaning and sulfuric acid plants, Outotec has intensified its effort in recent years to develop solutions to accommodate increasing customer need. This article presents a short review on how Outotec is applying advanced control tools for the fluidized bed industry. Focus will be given on how to transfer the existing technology (used in selected Zinc roasting plants for over a year now) to copper roasting. Outotec has developed the Pretium Roaster Optimizer, a system based on heat and mass-balanced simulation models. Direct experience with this technology will be shared and will highlight similarities to the Partial and Sulfate Copper roasting processes. Pretium detects equipment and plant bottlenecks and provides consistency in process development. The Pretium program combines 24/7 advanced online digitalization tools, along with expert personal support when required. INTRODUCTION Fluidized bed reactors have been used for commercial-scale zinc and copper roasting since the 1950s. While the principles of roasting remain unchanged, over time, the technology has advanced to improve process control of roasting plants. In the past, environmental and safety standards were the driving forces for improvement of equipment and plant design. Today, the emphasis is on plant efficiency and optimization. Another change has come in process control philosophy. While plant control and operation have traditionally been the responsibility of owner/operators, they have now shifted to include both integrated digital tools and specific know-how from engineering companies. This can be seen from the earliest design stages through commissioning and into production, as evidenced by zinc roasting plants in Mexico, Brazil and Turkey.

The Hong Gai coal field in northeast Vietnam has been the main coal mining area of Vietnam for more than 150 years. Anthracite coal is produced from several open pit and underground mines situated close to the UNESCO world natural heritage site Ha Long Bay. The mining-induced environmental impacts such as dust emissions, acid mine drainage, and visual impairments due to waste dumps resulted in severe conflicts of interests regarding future land use and the protection of the world natural heritage site Ha Long Bay. Within the RAME project (Research Association Mining and Environment in Vietnam), Brenk Systemplanung is contributing to an improved environmental and sustainable planning in Vietnam's mining industry and the reduction of environmental impacts on Ha Long Bay by developing suitable and sustainable technology and planning measures (e.g. for dump construction/rehabilitation, predictive modelling, and/or monitoring) for Vietnam's leading coal producer.

Under design philosophy, the Hilton concentrator produced lead, zinc and LGM (lead plus zinc) concentrates. The LGM (Iow grade middling) concentrate was produced by combining coarse middling streams from the lead and zinc circuits, regrinding and subsequent flotation. Mineralogical examination of the zinc circuit middling stream prior to regrinding suggested that production of zinc concentrate from the zinc circuit middling stream should be possible by rearranging existing plant equipment. Laboratory testing of samples of plant products, however, showed that regrinding combined wi th the usual reagent suite was nO1 sufficient to produce a zinc concentrate of the required specifications.Examination of the process water highlighted a problem with dissolved salts in the circuit water, which was solved by in-circuit precipitation of the dissolved ions with soda ash. Implementation of the procedure in the concentrator effectively transferred to the zinc concentrate all sphalerite previously recovered to the LGM concentrate.
