On the banks of Huzzah Creek there is a roadhouse where a group of Ozark folks were whiling away a Sunday afternoon last spring. "How about some of that 'Who Broke the Lock Off the Hen House Door,' " suggested Spinny. The old man obligingly picked up the fiddle and began the sprightly tune. His long, seamed face had ruddy cheeks and a grey stubble jaw. A thick fedora was pushed back off his scraggly hair and he wore a heavy jacket. It was 73 degrees fetchin up for 75 on that May afternoon, so naturally he sweated. The Ozark is fiddling country. The natives, to whom a half dollar looks as big as a manhole cover, put great store by fiddling, along with the other fine things of life such as fishing and horse raising. On the wooded hills, 1200 to 1700 ft above sea level, there are numerous tumbling streams with plump fish, and in clearings along the roller coaster roads are long-legged, frisky looking horses. People in the Ozarks have a reputation for self-reliance. However, they are cheery and friendly to strangers. Trespassers are very seldom shot at-except if they do something wrong or by accident.

"There’s a bit of confusion and misinformation in the tunneling and underground construction industry regarding contractor joint ventures. If it was all so clear I would not have been "asked" to write this article. For those of us on the contractors’ side of the fence, joint venture business relationships have been a part of life for a long time. But even for contractors, there can be a bit of confusion, and it normally begins on bid day.How often have you received bid results and wondered (out loud, usually), "Who the hell are the Lake Mead Intake Constructors"? or the "Regional Connector Constructors"? Once you get past the name, you see that there is nothing behind Oz’s curtain other than a couple of contractors bidding and building work in an attempt to make a profit. So take a few minutes to read the rest of this, and I’ll do my best to dispel a few mythWhat is a joint venture?In some form or fashion, joint ventures are as old as industry itself. In the United States, some of the earliest (and largest) joint ventures involved the railroads and oil companies in the late 1800s. In the United States’ underground construction industry, joint venture names such as, Healy-Greenfield, Green and Winston, Gates & Fox and Walsh, Shea-Ball, Kenny-Paschen and S&M-Traylor bring back memories of successful joint ventures that operated over many projects.There are nearly as many definitions for joint ventures (JVs) as there are attorneys. A short and simple definition is, "an association of two or more companies engaged in a singular, for-profit business enterprise without actual partnership or incorporation." That’s it. Two or more contractors decide to partner up for one or more projects. One benefit of the JV relationship is that the partners typically do not need to file incorporation documents, or articles of organization within the state where they intend to operate. So it is a relatively easy business arrangement to pull together. Other benefits of the JV arrangement include: • Oportunities to gain new expertise and capacity.• The ability for firms to move into new geographic markets.• JV agreements are not long-term commitments.• Sharing of financial support for a project.• Sharing of financial risks within a project. between the partners.• Can complicate dispute resolutions with the owner and between partners"

"Wet-weather or 24×7 wet-trafficability is a commendable design objective for unpaved mine haul roads, but practically often difficult to achieve, due both to the road sheeting material selected, and also its breakdown under the action of traffic and environment. Accidents allied to wet-trafficability issues, either due to rain or often more commonly, over-watering of mine roads, is increasing and especially the loss of control or uncontrolled vehicle movements categorisation. The dominant system failure is that once vehicle control is lost, control cannot be regained.The friction supply, or ‘skid resistance’ of a mine haul road sheeting is critical to the safe operation of the road and data has to be collated concerning the variation of friction supply with sheeting material engineering or indicator properties. In the light of the paucity of data existing in this field, this paper presents the contributory research that informs the development of improved and validated unpaved mine road friction supply estimates, based on a number of mine site evaluations across a range of sheeting material types and characteristic parameters, leading to improved predictive models of friction supply.Results from this preliminary review will enable operators to assess their road sheeting materials, improve and validate unpaved mine road friction supply estimates. This will contribute to improved road design, management and 24×7 operability decisions and contribute to a reduction in heavy vehicle loss of control incidents on gravel-surfaced mine haulage roads.Citation:Thompson, R and Tulloch, D, 2016. "When Dr. Joseph A. Holmes was named the first director of the U.S. Bureau of Mines in 1910, the challenge in front of the mining industry was urgent and profound. Just three years before the Bureau was formed, the United States’ coal industry saw a spike in fatalities, as 3,242 miners lost their lives, including 918 miners killed in 18 major disasters. Holmes, who is often called the Founding Father of Mine Safety, was charged with researching and finding new and safer methods to conduct mining activities as well as more efficient ways to conduct mine rescue to educate miners.The U.S. Bureau of Mines was dissolved in 1996, but the mission of the Holmes Mine Rescue Association remains intact, although the challenges have changed greatly.During the 102 years between its formation and the 2018 Joseph A. Holmes Safety Association & Holmes Mine Rescue Association Annual Meeting and Training Seminar in Denver, CO June 5-7, the mining industry has evolved to become one the safest industries in the United States, with an injury rate on par with school teachers and better than retail workers. The work of Holmes and the Bureau of Mines plotted a course for others to follow, and the fatality rate has plummeted to historic lows. However, those who work in the mining safety and health sector remain diligent to their cause and are slow to celebrate too much the accomplishments of the past century, focusing instead on the work that lies ahead.“The nature of mining accidents has changed and it is very difficult to make changes when you get down to the asymptotic part of the equation,” David Zatezalo, assistant secretary of the U.S. Mine Safety and Health Administration (MSHA) told Mining Engineering. He was the featured speaker at the Joseph A. Holmes Safety Association annual meeting’s banquet dinner and presented a thorough overview of the mission of MSHA and his goals as its top man.Nominated by President Donald Trump, Zatezalo was sworn in as the ninth assistant secretary for MSHA on Nov. 30, 2017 and brings with him a lifetime of experience in mining. During his presentation, he displayed the chart (Fig. 1) showing the dramatic improvement in safety that the industry has achieved during the past century, but he noted that, as the industry gets closer to its end goal of zero fatalities, it has become increasingly more difficult to cross the finish line."

Wheal Gawler was Australia's first metal mine. This leader was followed by an army of other metalliferous underground mines and surface operations in Australia. As a mine it was not highly significant economically because its small total production of nearly pure galena had low multiplier effects on the economy of South Aus- tralia. Its importance lay in its symbolism: here was a silver-lead mine close to the new town of Adelaide posing the question of what other min- erals lay in the Mount Lofty ranges and in the fields beyond.

Denison Mines Corp. (“Denison”) has a 90% interest in the Wheeler River Uranium Project (“Wheeler River”) located along the eastern edge of the Athabasca Basin in northern Saskatchewan between the Key Lake mill and the McArthur River uranium mine. The project is host to the high-grade Phoenix and Gryphon uranium deposits, discovered by Denison in 2008 and 2014 respectively, which include combined Indicated Mineral Resources of 132.1 million pounds U3O8 (1,809,000 tonnes at an average grade of 3.3% U3O8). The Pre-Feasibility Study (“PFS”), completed in accordance with NI 43-101 in September 2018, is highlighted by the selection of the In-Situ Recovery (“ISR”) mining method for the development of the Phoenix deposit, with an estimated average operating cost of $4.33 (US$3.33) per pound U3O8. Phoenix is the highest-grade undeveloped uranium deposit known globally, including Indicated Mineral Resources of 166,000 tonnes at 19.1% U3O8 for 70.2 million pounds U3O8. The paper aims to provide a summary of Wheeler River and an overview of the proposed development of the Phoenix and Gryphon deposits according to the PFS completed for the Project. Further details regarding the PFS, including additional scientific and technical information are described in greater detail in the NI 43-101 Technical Report titled "Pre-Feasibility Study for the Wheeler River Uranium Project, Saskatchewan, Canada" dated October 30, 2018 with an effective date of September 24, 2018. Water is required as a key strategic resource in most mining and metallurgical processes and, in some countries, it has become a limiting supply for the development of mining activity. During the last years, mining industry efforts have been successfully focused on water use efficiency in the different processes. However, these efforts will not be sufficient to compensate for the growing demand of mining products and the decrease of ore grades. New efforts should be oriented to the search for alternative water supplies such as sea water, with or without desalinisation, or water harvesting. But to survive this growing pressure and to get a social licence to operate, the mining industry can also assume a proactive attitude and pursue a prominent role in water management at regional and local scale. This paper reviews some of these emerging issues, particularly in the context of the Chilean copper industry.

When does a project with questionable viability, warrant further investment? There are cases in which projects, which evaluate to a negative mean probable value, are worth investing in. There are also cases in which projects that evaluate to a positive mean probable value, should not be invested in. The author will present a model for ?project-control?which includes an adaptation of a well know grade-control concept. Comments on Resources and Reserves ?Resource and Reserve estimates are based on positive information (43-101). ?Reserve and Resource confidence qualitatively assessed. ?U.S. Geological Survey (USGS) recognizes Undiscovered Resources (U.S. Geological Survey 2003).

A century ago, new mines were often accompanied by smelters. In Australia, smelters were built at the Daydream mine near Broken Hill, at Kuridala and Mount Elliott near Mount Isa, Broken Hill, Mount Lyell, Mount Morgan, Mount Isa, and more recently at Tennant Creek, Kalgoorlie and Olympic Dam. Now the big miners eschew site-based processing in favour of shipping concentrate to smelters in Europe and Asia. As Chip Goodyear was in the process of vacating his leadership role at BHP Billiton, he was quoted as saying that BHP should concentrate on mining ore and leave æto others the skill set of processing that materialÆ. Yet there are times when on-site processing clearly makes sense. Few companies ship gold ore or concentrate to China for gold extraction. New smelters are being built in Zambia. Solvent-extraction and electrowinning plants frequently produce copper from oxide ores and concentrates while pressure leaching is increasingly being considered for copper sulfide ores. Some argue that on-site processing is best because the waste products can be returned to the ground from whence they came, avoiding potentially large disposal costs in more-populated areas. Copper treatment and refining charges will not remain at $45 per tonne and 4.5 cents per pound forever. This paper examines when it makes sense to use on-site pyro- or hydrometallurgical processes in todayÆs environment and comments on how current trends might alter the balance in future.

A broad definition of' "Mill Design" might cover everything from the first tentative choice of general process to the final structural details for construction. The first phases are mainly concerned with metallurgy and economics and the final stages with the mechanics of putting the selected equipment together into an integrated plant. It is the purpose of this article to discuss only data, derived from laboratory testing, that contributes directly to design of the milling plant itself, and only the plant design phases that are influenced by laboratory testing. Most ore beneficiation testing is devoted to determining recoveries, grades of products, elimination of impurities, reagent and supply requirements, etc. having little to do with physical plant design although these factors are of prime importance in the evaluation of a mining project.

Since milling began in 1988, the Laronde mill has been expanded several times, the most recent, increasing the milling rate from 5 000 to 7 000 mtpd. Laronde uses SAG/ball mill grinding followed by copper and zinc flotation circuits. A cyanidation/Merrill-Crowe process recovers the remaining gold and silver in the flotation tails in order to cope with high silver/gold ratio associated with the discovery of the Penna shaft. Since the commissioning of the Merrill-Crowe refinery in 2000, several modification and expansion projects were performed to reduce health and safety hazards. Remarkably, several of these improvements have contributed at increasing productivity and Net Smelter Return of the refinery while reducing worker's injuries. In 2004, the refinery was audited to evaluate and quantify the circuit performance. Metallurgical and mechanical operating conditions of the refinery are now understood and areas for further improvements are well defined. This paper describes some of the factors that have contributed to this improvement and describes how ergonomics and recovery can further be improved.

Occupational health and safety is regulated by statute and common law. South Africa has, like many other countries, legislated extensively on occupational health and safety. Despite the body of legislation, the common law continues to play an important role as far as it concerns contractual, delictual and criminal liability. Two major Acts regulate occupational health and safety viz. the Occupational Health and Safety Act, No. 85 of 1993 (?OHASA?) and the Mine Health and Safety Act, No. 29 of 1996 (?MHSA?). The MHSA applies to mines and works as defined and related aspects. OHASA applies to other industries but does not apply to employers and workplaces to which the MHSA and certain matters covered by the Merchant Shipping Act, No. 57 of 1951 apply. See section 1(3) of OHASA. 2 The employer?s health and safety obligations in terms of the MHSA 2.1 Section 2(1) of the MHSA provides amongst others, as follows: ?The employer of every mine that is being worked must: (a) ensure, as far as reasonably practicable, that the mine is designed, constructed and equipped: (i) to provide conditions for safe operation and a healthy working environment (ii) ... (b) ensure, as far as reasonably practicable, that the mine is commissioned, operated, maintained and decommissioned in such away that employees can perform their work without endangering the health and safety of themselves or of any other person?.

"New Brunswick Finance Minister John Baxter pulled something out of a hat for the mining industry in April, but there is a general concensus in the industry that he should put II back where it came from.The industry has never been in the mood f or progressive rate structures, but that is exactly what New Brunswick 's 1984 budget offers to this depressed sector of the economy.IntroductionThe Province of New Brunswick stunned the Canadian mining community in April with the announcement that the province' s 16% mining tax rate would be replaced with a progressive rate structure effective January 1, 1984 (Table I). The proposed change, contained in the bud get papers tabled by Finance Minister John Baxter on April 17, caught the industry totally by surprise. The move to a progressive rate structure was completely unexpected for a variety of reasons:• Generally speaking, relations between the province and the industry have been relatively good, yet the industry was apparently not consulted with respect to the proposed measure and had no indication that a change of th is nature was coming. This is in stark contrast to the mood which prevailed during the major revamping of the province' s mining tax regime in 1977: at that time, the industry was invited to contribute in advance to the province's plan for a new tax structure.• The new structure would appear to make th e province less competitive in terms of mining tax rates with Ontario , Quebec, and other provinces, despite indications in the past that New Brunswick is very cognizant of this competitive factor in formulating mineral policy.• A joint report in November 1978 by federal and provincial officials to federal and provincial finance and resource ministers, which was careful not to directly criticize Ontario and Quebec's progressive mining tax rate structures, recommended that provincial "" tax regimes be examined to ensure the inclusion of appropriate mechanisms to avoid the excessive taxation of cyclical type profit "" , and that ""the federal and provincial governments consider the concern over progressive tax regimes expressed by the industry and examine mining and royalty tax regimes and the income tax regime with a view to alleviating the effect of such regime on the aggregate marginal tax rate"". In this context, any move to a progressive rate structure would be viewed by many observers as retrograde."

The requirement to use explosives in ground temperatures exceeding 50¦C is becoming more common as mines work to maximise the recovery of their resources. Orica Explosives was requested to assist in the development and implementation of æhot blastingÆ safe working procedures at Liddell Coal Open Cut in the Hunter Valley. The mine operator, Hunter Valley Earthmoving (HVE), had to contend not only with elevated temperatures in their overburden resulting from burning coal beneath, but also old underground workings which tended to exacerbate the problem. The paper discusses the following issues:the consultative process that was used to develop the procedures employed to ensure the process could be carried out safely; the technical issues surrounding blasting in hot ground, including temperature monitoring, product selection, application and design to ensure safety and performance were maintained; the need for confidence and trust in the team that was working together in a potentially hazardous environment, the emotive issues that were encountered and how they were addressed; the value of a regular review process combined with open and honest communication to ensure the procedures represented best practice and that all stakeholders understood the process; and the value delivered to Liddell Coal when sterilised areas of coal became accessible with little disruption to the mining process. The paper also discusses the challenges that were encountered in the Reservoir Block where proximity to major power lines and rail infrastructure meant that hot blasting procedures had to also consider vibration limits and the need for Energy Australia to disconnect the power.

"It is vitally important in projects where the cut-off grade is low that there is no contamination during the sampling and sample preparation process, both in the ore and the waste zones. Failure to identify contamination could have devastating financial consequences for a project. The use of a variety of blank types is essential for ensuring that contamination is identified and eliminated at every stage of the sampling and sample preparation process. This paper examines an instance where an effective assay quality assurance and quality control (QA/QC) program was able to identify and eliminate a source of significant multi-element contamination in the prefeasibility stages of an open pit project. This examination includes the: evidence for contamination findings of the investigation process of resolving the problem and correcting the data evidence for both addition of metal and dilution through contamination potential impact on the project had this issue not been dealt with. It was through the use of a combination of blank types that the QA/QC process at Mount Isa Mines (MIM) identified a contamination issue at the first crushing phase of sample preparation. Identification of the contamination allowed MIM to stop assaying activities and work with the laboratory to correct the problem. The sampling program could then be continued with no further doubts about the sample preparation process. Contaminated samples were resampled from retained core. With the continuous monitoring provided by the blanks program, it was possible to ensure that only clean results went into the resource modelling data set. CITATION:Webb, J, 2014. In 1933 the Cobre Mining Company re-opened the 32-year-old UV Industry Mine, which is located in a scenic canyon near Silver City, New Mexico. The site location is shown in Figure 1. Current mineral extractions are copper and magnetite; both extractions similar to those mined many years ago. Copper is extracted from chalcopyrite imbedded in the host rock of massive limestone deposits and magnetite, an iron ore, is a by-product of the same extraction process.

Disasters are often tragic outcomes of high-risk technologies such as mines. In Australia, more mines are being developed every day, and the risk of disasters is ever increasing. No matter how effective our conventional safety devices are, there is a form of accident that is inevitable. These relate to accidents that result from æinteracting failuresÆ in a way that could not be foreseen by the designers. In so-called ætightly coupled production systemsÆ (processes that happen very fast, such as on a high producing mine) the risk is even higher and our risk controls mostly introduce some sort of a technological fix. While we are at the one hand attempting to control the risk, we are also introducing another level of complexity. Are we really controlling the risk? This is one of the fundamental questions that will be addressed in this paper: Do we have the ability within the mining industry and other industries to effectively prevent these catastrophes, or are we, on the contrary, faced with an increasing risk as a result of increasing complexities of our technology, management systems and practices. This paper will contend that perceived improvement in risk control is an illusion of activity, and that the likelihood of mining catastrophes may be exponentially increasing. Although the paper focuses on the mining sector many aspects may be applicable across a range of industries. This paper will further contend that we are applying the right solutions to the wrong problems. Our focus is technological and procedural, while our problem is one of production cultures ripe for error and failure.

People in the real estate industry are fond of saying that the three most important features of a piece of property are, in order, location, location, and location. This is perhaps the reason that the owners of a well known high-end restaurant chain chose to spend $15 million dollars to renovate 5000 square feet of basement in a 22-story commercial building in the heart of New York City's Time Square. The goal was to create a music club with a stage area and dance floor with a mezzanine level surrounding the dance floor. In order to create the 50' x 40' dance floor and 20' x 40' stage area, 3 concrete columns were removed. New transfer girders were used to transfer the loads of these columns to new steel columns. For the mezzanine, nine columns had to be underpinned. All work continued while the restaurants, shops and offices above carried on business as usual. This paper details some of the means and methods utilized as well as the challenges faced by Underpinning & Foundation Constructors, Inc. in underpinning the columns and installing the new transfer steel.

In the planning and design of mill tailing disposal facilities, the chemical and physical nature of the fine­grained material to be disposed of has to be fully understood in order to create an efficient and safe long­term storage facility. Disposal of tailing has become the single most important source of environmental impact for mining projects and the development of many promising ore bodies has been delayed or even stopped due to problems of facility siting and design under pressure of increasingly stringent regulatory require­ments.

INTRODUCTION In a very real sense, Butte, Montana is where the copper came from that won two world wars. The price for that unrestricted mining and smelting of copper came due in 1983 when Butte was declared a Superfund site. One of the most complex remnants of this mining history is the Parrot Tailings site. The Parrot Smelter operated from 1881 to 1910 moving Upper Silver Bow Creek to the south and depositing approximately 370,000 cubic yards of waste material adjacent to Upper Silver Bow Creek. Additional mixed waste from other processing sites deposited below the Parrot Tailings at the Northside Tailings, Diggings East and Blacktail Creek Berm total approximately 224,000 cubic yards of contaminated material. As part of the Superfund remedy, EPA proposed leaving all these wastes in place. This proposal prompted a detailed criticism by several geoscientists familiar with the site. The EPA’s 2006 Record of Decision (ROD) did in fact leave these wastes in place which set the stage for a series of studies which continue to refine how best to protect extensive completed Superfund Remediation downstream of Upper Silver Bow Creek. HISTORY OF THE PARROTT MINE AND TAILINGS Placer gold was discovered in Silver Bow Creek, the headwaters of the Clark Fork River only a few miles from the Continental Divide in 1864. This discovery lead to a stampede of placer and lode claims. One of the first lode claims located was the “Parrot” lode, located in the fall of 1864. Progress for developing a mine at the Parrott was slow and it wasn’t until 1876 that one of the original locators encountered a rich vein of chalcocite. Butte had its first copper mine! The Parrott mine was patented in 1879 and by 1881 the Parrot, having lost a “t”, concentrator and smelter were built. The smelter and concentrator were an immediate success with a considerable market for processing the District’s rich copper ore. In 1885 the employees of the Parrot Smelter bought the Butte Reduction Works, another smelter. In 1885 dams were built on Silver Bow Creek to contain various tailings and related processing byproducts (Figure 1).
