Globalisation and consolidation is resulting in the mining industry coming to be dominated by a small number of very large companies seeking to lever assets and knowledge to create wealth. As an important service provider to the mining industry, the minerals tertiary education sector needs to understand these global drivers and respond to them. However, it is under-resourced and its sustainability is under challenge in all Western countries. Through the establishment and funding of the Minerals Tertiary Education Council (MTEC), the Minerals Council of Australia (MCA) has provided a unique opportunity to build a national, world-class minerals tertiary education environment in Australia that can be sustained in the long-term. This paper reviews how the global changes occurring in the mining industry provide the model for what needs to occur in the minerals education sector and how MTEC is the logical vehicle to facilitate these changes. It concludes by suggesting that the time has come to integrate the minerals tertiary education providers into one business. Furthermore, the vision should be for a global mining education academy based around a virtual university capable of servicing the cultural diversity and continuing education needs of the global minerals industry.

The selection of efficiency machinery for an underground mining system is a highly skilled art. Modern techniques of mining, based on sound engineering principles, increase the probability of success. These techniques alone, however, will not guarantee maximum productivity. Human judgement, based on experience with mineral seams and geological conditions, remains the single most important input of the decision-making techniques in selecting high production equipment. The myth of a "Scientific Selection Factor" is absurd. The belief that such a factor exists can waste the time and resources of mining management. Until now, mineral extraction from the original desposit has defied all attempts to systematize the knowledge. Computerized programs are excellent for solving underground transportation and ventilation problems. The variables can be defined by mathe¬matical techniques in this type of problem. By the same, token, "Trial and Error" is not an acceptable method in today's technology-minded world. The candid truth of the matter is that practically nothing is known of the phenomenon of extracting a mineral from the solid. Likewise, local conditions make it nearly impossible to predict accurately the reaction of surrounding strata after the mineral has been removed. The unpredictability of the environment resulting from extracting minerals underground will remain a challenge to mining engineers for many years. In fact, we are barely beyond the trial and error stage at this point in time.

Ontario, one of the richest mining districts in the world, is a natural storehouse for much of the earth's fresh water supply. Covering over 344,000 square miles, the surface of this Canadian Province is dotted with 250,000 fresh water lakes and is laced with uncounted thousands of fresh water rivers and streams. The southern portion of the Province, for the most part, is flat or lazily rolling farmland. This is where most of the people in Ontario live. Although it is not a major mining area, southern Ontario does possess important deposits of salt, oil, gas and gypsum. Most of these deposits are being actively worked. Toronto, the capital city of Ontario, lies deep in the southern region. Here the climate is mild and the winters are short. The total annual precipitation consists of 27 inches of rain and 65 inches of snow. Most of the major mining companies that do business in Canada have made Toronto their Canadian headquarters. There are two reasons for this. The first, of course, is money. Toronto is the gathering place of many well- known financial institutions. The second is access. Toronto lies within a few hundred miles of some of the most spectacular mining enterprises that exist in the world.

To Install Waste Heat Boiler at White Pine White Pine Copper Co.'s smelter 18 miles southwest of Ontonagon, Mich., will have a six story high boiler utilizing what otherwise would be waste heat from a copper reverberatory furnace. Designed and under construction by the Babcock & Wilcox Co., the boiler will supply steam to a turbo-generator furnishing power for the projected development. The boiler will be in line with and following the reverberatory furnace. Using waste heat from the furnace in place of fuel for steam generation, about 50 pct of heat in the fuel originally supplied to the furnace will be recovered by the waste heat boiler. Exploration conducted over the past 15 years at White Pine, wholly owned subsidiary of Copper Range Co., has disclosed reserves of 309 million tons averaging 21.3 lb of copper per ton. Ore mineral is chiefly chalcocite (Cu2s).

Reducing Fusion: The impure or low grade uranium concentrate is mixed with a formulated flux of sodium carbonate, salt, and sawdust or fuel oil and heated, while being stirred, to about 950°C. This reduces the uranium to the black, water insoluble uranium dioxide and with the exception of nonamphoteric metals forms water soluble sodium salts of the vanadium, alumina, silica, phosphates, and other constituents of the cake. The cooled melt is then water leached, leaving a residue of black insoluble uranium dioxide. * Kennecott Copper Corp. gets Charles R. Cox as president on Jan. 1. Mr. Cox is resigning his position as president of Carnegie-Illinois to take the new post with Kennecott, left vacant by the death of Mr. Stannard in September. •The ECA signed a contract in December to advance X3,600,000 to Newmont Mining Corp. to aid development of lead and zinc mines in French Morocco. The funds are to be repaid in lead and zinc for the United States' stockpile over a period of seven years. The mines are owned by the Societe des Mines de Zellidja, with which organization Newmont is associated. • Under the direction of John M. Brooks, Jr., general manager, the Matahambra mine in Cuba, will probably produce sufficient tonnage to make 4 million lb of copper per month during 1950. The grade is presently running between 7 and 10 pet. •S. H. Ash reports that the fatality rate per million-man-hr for the anthracite industry for 1949, through November, is 0.78. This is 15 pct better than that achieved during 1948, which was the lowest fatal injury rate in coal mining history. The first full year on record without a major disaster was recorded in 1949 (p. 34). •The Atomic Energy Commission has authorized the production of 200 lb of uranium metal for use under AEC license in non-Commission research projects. •A national survey of projected 1950 purchases of new machine tools, machine tool accessories, materials handling equipment, etc., just completed by the American Society of Tool Engineers reveals that, of the companies reporting, 80 pct state that they plan to buy either more equipment or the same amount as in 1948. • Armour Research Foundation is conducting investigations for the use of clay and shale deposits to make lightweight aggregates. The material is heated until it expands and forms material suitable for mixing with cement which it is hoped will be lighter, stronger, have better insulating qualities and will lower the cost of concrete. •In the first six months of 1949 the bituminous coal miners' average hourly earnings were $1.94 -as compared with X1.392_ national average for all manufacturing. Average annual earnings of full-time employees in the bituminous coal mines in 1948 were $3387 as compared with $2809 for all industry. •LaSalle Business Bulletin reports: "year ends on a rising trend in industry and trade ... nearly record-breaking demand from almost all sources keeps business high... most indicators but little below postwar peak... forces keeping activity high arestill powerful--changes in general business conditions likely to be slow and moderate." •Office of Internal Trade of the Commerce Department requests that technical data significant to the national security which is to be sent outside of the United States be submitted to it for an official opinion on the desirability of transmitting such information. This voluntary compliance program is part of our national security control. • Blast furnace slag reduced to 12 to 16 mesh is being used for sanding track at the Mont Coal mines of Armco. The slag replaces silica sand which caused silicosis. It has proved so effective and cheap that tests are being made to use the slag for rock dusting.

• A new curriculum for combined liberal arts-engineering education has been announced by 6 middle western colleges. The plan involves three years of ;study at one of the 5 liberal arts colleges and two years and a summer of 'engineering work at Case; graduates receive both the A.B. and B.S. degrees. * A new kind of mining is being pioneered by a pest Virginia coal operator which enables four men to produce 800 tons of coal a day. The machine that makes this possible is a giant auger, 5 ft in diam and 100 ft long. Together with the carriage in which it is moved about, it weighs 60 tons. A mobile, but separate power plant of 1000 hp drives it. ' * The Sorel smelter, which will reduce Allard Lake titanium ores, will utilize five 6-electrode rectangular electric furnaces. Furnace hearth size will be about 18x50 ft, and the furnace will smelt about 300 tons of ore per day, producing 100 tons of iron and 130 tons of 70 pct Ti02 slag. The furnaces will be fed continuously by gravity from charge bins, and tap at intervals of 4 hr or more. Slag will be transferred to a high speed casting machine, using cast iron molds, then crushed for shipment to pigment producers. The iron will be treated to reduce its sulphur content to 0.03 to 0.05 pct, and then cast into small pigs or ingots for shipment to steel mills. • Flying of North Africa's first airborne mangetometer survey was completed this month, covering approximately 20,000 sq km in north central Tunisia for Gulf Exploration Co.'s program there. Mapping was completed in less than 30 days. •Yore than 9000 employees of 11 electric companies are enrolled in a 6-hr program that successfully informs workers on the principles of the American economic system. The course is given by the Middle West Service Co. which claims that before and after employee opinion polls show that the course instilled a better understanding of free enterprise and consequently a favorable response to it. •According to a report issued by the American Geological Institute there will be 2865 graduates in geology, including advanced degrees from U.S. colleges in 1950. This supply of geologists compares with requirements for 1278 at the professional and subprofessional levels. The report contains a detailed statistical study of the supply and demand situation for geologists in the 1949-50 period. •The dark cloud of over-production in the bituminous coal industry has a silver lining, according to Natural Resources Notes. Closing marginal mines, mostly strip and truck mines, will result in lower average costs and higher quality of the coal still produced. The producers that will then constitute the industry will be properly equipped and adequately financed to carry forward an intensive campaign to holdd and increase the markets for bituminous coal. •A light, compact, highly reliable blasting machine which does not rely for its effectiveness on the operator's skill is being tested by the Army Engineers. Operating under all climatic conditions from -65 to 125F, the 50-cap machine consists of a springwound do generator and is waterproof.

• In 1949 the United States imported 7,400,000 tons of iron ore; Chile, Sweden and Canada, in that order of importance, supplied over 80 pct of this amount. U. S. imports have increased from 3 pct of the total supply in 1940 to 8 pct in 1949. • Mica has been successfully synthesized by scientists of the National Bureau of Standards. quartz, magnesite and bauxite, plus a fluorosilicate compound to act as a crystallizing agent, are heated to 2500°F in a platinum-lined crucible and as the furnace cools mica crystals grow. The key to parallel growth to make sheets is in precision control of temperature. • Inland Steel Co. of Chicago has taken an option to lease from Steep Rock Iron Mines, Ltd., of Canada -- a large undeveloped acreage in the vicinity of Steed Rock Lake, Ontario -- for the purpose of exploring and developing a new iron ore mine. The exploration program is expected to begin at an early date. •A 20-yr test conducted by the U. S. Bureau of Mines with the cooperation of Cleveland-Cliffs indicated that chemically treated timbers last from 2 to 3-1/2 times as long as untreated ones set in the same passageway. Of the three reagents used, zinc chloride gave the best result -- 13.3 yr as compared to 3.8 yr for untreated timber. •Senator Pat McCarran charged that President Truman used a "shotgun approach" to the taxation problem when he accused the mining industry of enjoying excessive depletion exemptions when actually mining taxes should be lowered. He introduced to the Senate a report of the National Advisory Council -recommending a decrease * The country's first graduate program of research and instruction in conservation of natural resources will begin at Yale in September. The Conservation Foundation is supplying $20,000 a year to finance the program. •Felix E. Wormser urged that adequate tariff protection should be provided to offset effects of devaluation on the domestic mining industry in an address before the Colorado Mining Association. He advocates tariffs rather than subsidy legislation, such as S. 2105, for the protection of the lead-zinc miners because the latter would promote inefficiency and "impair our priceless free market." •"It may be startling to realize that for the world's white population the per capita requirements for minerals have multiplied 30 times in 30 yr, or that more minerals have been mined in the last 40 yr than in all prior history." -- Evan Just, in "Mineral Depletion and Metal Supply." •The National City Bank in its monthly letter states that both management and the unions concede that there are too many miners trying to make a living out of the industry for its present market. •On Feb. 3 it was reported that 6000 Anaconda employes in Chile quit jobs in sympathy with striking telephone and electric workers. The government has ordered them back to work on penalty of discharge. It appears that the walkout will not be prolonged in view of the government stand.

• One effect of the British devaluation of the Pound Sterling, with its resultant lowering of the pay limit, was the addition of considerable tonnages of previously marginal ore in gold mining. Crown Mines, Ltd., reported that 1,245,000 tons of such ore had been added to available reserves. But for devaluation, a steady decline in ore reserves had been a feature of operations during the previous ten years, and would have continued. •Loree Colliery of the Hudson Coal Co. is using a Humphrey spiral cleaning plant to meet requirements of the state in the matter of stream pollution. However, the process is producing a salable product. •Noranda is considering plans for constructing a commercial sized unit designed to produce elemental sulphuric acid and sintered iron oxide from pyrite. Test plant results have indicated the No. 5 ore zone can be treated by the new process economically. •A magnetic fluid clutch, and magnetic amplifiers for motor and generator control, have been developed under Navy contract by Vickers' Electric Division, in St. Louis, Mo. This constitutes the first commercial production of the clutch recently developed by the Bureau of Standards. •Fuel experts estimate coal production will run up to 500 million tons this year based on the expectation that business conditions will continue to be good. They also expect that in the future the use of coal will increase by 50 pct over today's level. These expectations are based on the fact that it provides the bulk of the heat, light, and power for making steel, for manufacturing, and for generating electricity as well as the development of the coal burning gas turbine and processes for making gas, gasoline, and oil from coal. •Entombed miners may benefit from a two-way communication system which utilizes the earth's strata as a network for electric signals. The use of FM radio waves makes this possible. The invention includes a portable transmitter-receiver unit kept near the face, and a more powerful portable equipment of the same sort above ground. In use, two probes on wires from the apparatus are driven into the earth. • The Union of South Africa has launched a uranium production project which government leaders think will help the West maintain world atomic supremacy. Experiments under way in the pilot plants are expected to lead to the establishment of a chain of processing factories along the Witwatersrand in which uranium will be reclaimed from gold tailing. •Recent developments in mechanized mining at the Bureau of Mines oil-shale mine near Rifle, Colo., have lowered mining costs to 29 cents per ton of shale. The cost of producing crude shale oil from 30-gal-per-ton-shale, using the new mining and processing techniques, would be about $1.50 per barrel. This is 500 lower than any previously stated price. • COMINCO is planning to open the old Bluebell lead-zinc mine near Nelson, B. C., on a 500-ton-per-day basis. The old workings will be pumped and a 970-ft incline sunk. A mill will be constructed at the property.

It is probably safe to say that, as the economic well-being of the mining industry goes, so goes the fortunes of mineral explorationists. And in 1977 the industry was not well at all. The year-long depression of the copper industry, marked by layoffs, temporary shutdowns, and mine closures, provided an appropriate background for the collapse of the nickel market, passage of a surface mining law that will affect the hard-rock industry in ways that are yet unclear, and the threat of operating under a new set of rules brought on by reform of the Mining Law of 1872.

Large mining operations require a high percentage of the capital invested in mobile and fixed mining machinery. From an investment point of view this expenditure must be met by an equally high rate of return, thus the need for high plant and equipment reliability is of major importance. Equipment downtime is undesirable and very costly, resulting in lost production and revenue, which is of critical importance to successful mining operations. One of the solutions to this problem may be found in the form of competent computerised maintenance management software systems, which help to reduce the problem of breakdowns. These software assist the engineers for the management of service orders, resource allocation, progress monitoring as well as costing. They also facilitate the communication of targets and objectives among the service personnel. A computerised maintenance management software called MAINPAC was used to record and plan the activities of mobile equipment maintenance in a large mining operation in Western Australia. Among the details recorded were equipment data, service history, machine downtimes, previous maintenance, job planning and the resource required. This information further helped to analyse the maintenance efficiency, availability and the reliability of the equipment.

Barrick Goldstrike Mines, Inc. is actively involved in improving the reliability of mining and processing equipment through the use of failure analysis and condition monitoring activities. Program results include an increase in equipment capacity and an overall reduction in operating costs. The identification of equipment failure modes and the development of associated capital asset management practices can minimize failure consequences. Successful programs have included; alterations to management practices, equipment modifications, and/or the implementation of condition monitoring programs. By controlling or minimizing the effects of incipient equipment failures, corrective actions can be taken earlier in the failure cycle, resulting in an associated reduction to repair costs and equipment down time.

Operational excellence is generally known as a management system integrated across critical functions that is geared towards continually improving operational performance. Functional areas such as health, environment and safety, quality and human resources are the focus of many corporate-wide operational excellence programs. Operational excellence also focuses on improving areas such as customer orientation, employee empowerment as well as process, and systems optimization. It is widely viewed as critical to sustaining business performance improvement. Although it is difficult to find a universally accepted definition, or even common foundation in many respects, operational excellence remains a popular term in the business world. Many organizations have developed their own version of organization excellence, influenced by such individual factors, other similar institutions or even third-party service providers. A mining organization is no different from other organizations in that adopting and implementing effective operational excellence programs can dramatically improve business execution and performance across regional or global interests. This paper brings together various perspectives of operational excellence and reconciles them for a useful composite for the mining industry. While most agree that operational excellence should include normal functions in a manufacturing operation such as production, maintenance and engineering and processes such as quality, environmental and continuous improvement, many other factors for operational excellence seem to vary from perspective to perspective. Thus, programs that manufacturers engage in may seem the same, but may, in fact, be different in key areas. This may affect organizational performance in tangible ways. Management must buy into the company?s definition of operational excellence and be dedicated to achieving it. A review of many of the existing definitions of operational excellence, explicit or embedded as part of a program, seems to yield the following common factors: ? It should help organizations better execute their processes and services. ? It should be geared towards improving quality ? It requires that the various operations should be aligned with the overall enterprise strategy. ? It should be geared towards continuous improvement. A composite of operational excellence definitions suggest that it is: ? Geared towards helping the organization achieve sustained profitability; ? tied to strategic alignment and business objectives; ? tied to solid investment strategies; ? integrated as part of the culture, process, time plan and performance; ? a relevant performance measurement system; ? extended to include all aspects of the supply chain (including external suppliers); ? integrated with health, safety and environmental (HSE) aspects. And, while the pursuit of operational excellence intuitively suggests that businesses should improve, it is very difficult to achieve given the difficult challenges facing companies today. Mining businesses face numerous pressures to perform in a global marketplace such as demand, energy cost, variable cost and pricing fluctuations as well as infrastructure challenges to further confound the environment. Semi-arid regions suffer from two afflictions; evaporation may exceed precipitation by multiples of two or more and variations in precipitation can be both extreme and difficult to predict. Many Australian mines are situated in semi-arid areas where communities are reliant upon locally sourced water or special purpose infrastructure is built as part of the mine construction. As the question of climate change looms, issues related to future water supply and sustainable water management become increasingly important. Across Australia several mining operations co-exist in a single surface water and/or groundwater catchment area. The management of water on a mine by mine or a community by community basis is illogical and must be reconsidered based on a single water catchment and a whole-of-community basis. Mine water should be considered on a full life cycle basis where the quality is assessed for specific mine site applications. This paper addresses technical challenges that include surface water and groundwater supply in semi-arid regions, operational water in the mining industry, beneficial uses of water, water economics and demand management. In much the same way as emissions trading evolved into a multi-stakeholder forum, mining regions offer scope for innovative thinking in water supply and reuse. In addition, this paper considers a number of initiatives taken by Australian mining companies that are entering a prefeasibility stage and contrasts these initiatives against the established success within a South African mining region. The challenges and potential solutions to this initiative are presented for future consideration.

The 29th annual American Mining Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Star Pass Resort, Tucson, AZ on Saturday, Dec. 3, 2011. Each year, one living inductee, two recipients of Medals of Merit, and up to five honorees from mining history are chosen by the MFSW for their outstanding contributions to the mining industry. Chilean Minister of Public Works and former Minister of Mining, Laurence Golborne Riveros will be the guest of honor, featured speaker and inductee into the American Mining Hall of Fame. Golborne Riveros was instrumental in managing the rescue of the 33 Chilean miners in October 2010 and in the coordination/management of the ?townsite? for family members, rescue support and the media. His engineering background and executive management skills made him ideally suited to assist in both a technical and managerial role in this emergency.

Gregory H. Boyce will be the guest of honor, featured speaker and inductee into the American Mining Hall of Fame. Boyce, chairman and chief executive office of Peabody Energy, is being honored for his leadership in the coal industry.

Each year, one living inductee, two Medal of Merit recipients, honorees from mining?s past, an industry partnership award, as well as a special citation, are recognized by the MFSW for their respective contributions to the mining industry. James D. Toole, past president and chief executive officer of Southwest Energy LLC, will be the Hall of Fame inductee, guest of honor, and featured speaker at the awards banquet. Toole founded Southwest Energy LLC in 1973 and is credited with introducing innovative explosive technology, providing even greater value to its mining customers. Medals of Merit will be awarded to Joseph M. Keane, principal metallurgical engineer for SGS Metcon Research/KD Engineering, and Sean D. Dessureault, associate professor at the University of Arizona. Keane is recognized for his metallurgical expertise, especially in design development and pollution abatement. Dessureault is recognized for his advanced mining research, with more than 25 journal publications, and his entrepreneurship as the founder and chief executive officer of two mineral-related companies. To honor mining?s past, the hall of fame will induct Bartolomé de Medina for his invention of the patio process for recovering silver; Ben Williams for his management of the Copper Queen Mine in Bisbee, AZ; Charles E. Mills for his contributions at Morenci and Inspiration Copper and founding Apache Powder Co. and The Valley National Bank; John S. Finlay and Edwin B. Royle for their invention of the mucking machine; and Louis Caryl Graton for his ore deposits research and teaching economic geology at Harvard University.

Each year, one living Hall of Fame inductee, up to three Medal of Merit recipients, honorees from mining?s past, and recipients of an Industry Partnership Award and a Special Citation are recognized for their respective contributions to the mining industry. Armine Frederick Ban?eld Jr., past chairman and founder of Mintec, Inc. located in Tucson, AZ, will be honored as the 2014 Hall of Fame Inductee at the awards banquet. Banfield founded Mintec from his Tucson apartment in 1970 and expanded it to a global operation. Under his guidance, Mintec won the 2013 President?s E-Award for Exports ? the highest recognition any United States company may receive for making a significant contribution to the expansion of U.S. exports. Medals of Merit will be awarded to Corale L. and James A. Brierley, founder and principal of Brierley Consultancy LLC; David Nicholas of Call and Nicholas Inc. and Scott M. Shields of Joy Global. The Brierleys are being recognized for their true scientific partnership with parallel achievements in academia and in business development. Nicholas is being recognized as the co-founder of Call & Nicholas and for his noted expertise in mining geotechnical engineering. Shields is being recognized for his innovative work with GPS integration and for playing a key role in laying the foundation for autonomous mines of the future. Dickie, general manager of Bagdad Copper Co., for his foresight in converting the mine from block caving to open pit. The Industry Partnership Award will be presented to Empire Southwest, a third generation family owned dealership for Caterpillar which consistently ranks among the top Caterpillar dealers worldwide.
