"Abstract - The mining industry has endorsed the concept of sustainable development in principle. We now need to ensure that it is "lived" throughout the workplace. Frequently, sustainable development is viewed as just a policy and, more often than not, it is regarded as something that is applicable only to the areas of health and safety, environment, or community philanthropy. However, sustainability requires the collective action of an entire organization on a regular basis, a corporate culture where values are transformed into action.This paper reviews two of the many functional areas through which sustainable development can be pursued. Law and internal auditing are powerful means of instilling values, driving behavioral change, and improving performance. The development and role of each tool vis-a-vis sustainability is reviewed. Suggestions are offered regarding option and joint venture agreements, contract management programs, and various auditing programs based upon international standards and processes, market indices, and codes of conduct.The goal of this paper is to provide a general overview of these functional areas and to encourage further dialogue between employees and management in the workplace. It is hoped that others in the industry will examine the values of their companies, and review the ways in which individuals in all functional areas work, or want to work, on a daily basis. If we can harness collective commitment, creative thinking, and action in sustainable development, then the desired acceptance by stakeholders and improved financial performance will follow."

This abstract discusses selected recent technology developments at the Deep Submergence Lab at the Woods Hole Oceanographic Institution aimed at fundamentally changing the nature and scope of AUV operations in the deep ocean. The Autonomous Underwater Vehicle (AUV) Sentry is described in its current configuration with discussion of emerging capabilities. Telepresence enhanced AUV operations are discussed including moving both operations and data processing personnel off the vessel. Autonomous Surface Vessel (ASV) aided AUV operations are discussed including recent experiments where an ASV provided both navigational aiding and a satellite based relay for acoustic communication of telemetery and mission redirection. New flexible communications strategies to perform intervention and manipulation tasks from an untethered vehicle are discussed. The abstract concludes with a brief discussion of industrial collaborations, including the newly launched Center for Marine Robotics.

INTRODUCTION ISOTHERMAL transformation, or "austempering," of a carbon-containing austenite at elevated temperatures yields so-called "intermediate products." Their structure and properties are, for a given hardness, rather different from those of "tempered martensite" obtained on conventional quenching and tempering.1 Several investigators2,3 have found that for high carbon and slightly alloyed steels the intermediate products formed at temperatures close to that of the martensite reaction possess strength properties superior to those of tempered martensite. The structure of these low temperature, intermediate products is generally acicular (bainite) but clearly different from that of martensite. However, at higher austempering temperatures, between 1000 and 1300°F (540 and 700°C) carbon steels were found to exhibit a rather low ductility.4-5 Thus notch bar tensile tests showed the ratio between notch strength and regular tensile strength to decrease with increasing austempering temperature. For ductilities below a few percent this notch strength ratio is a measure of ductility, according to investigations on low alloy steels.6-7 Furthermore the presence of intermediate products formed unintentionally on quenching was considered as responsible for the low ductility and impact energy of some heat treated steels.8 These intermediate products could result from partial transformation at the so-called "nose-temperature" where the rate of the transformation is a maximum. Tempering improved such mixtures of martensite and intermediate products, their properties approaching those of tempered martensite of equal hardness. The following investigation constitutes an attempt to determine certain strength properties of a partially austempered and subsequently quenched low alloy steel, namely, a chromium steel (SAE 5140). The structures formed by such a treatment should consist of a mixture of intermediate products formed on austempering and a martensite formed on oil quenching from the austempering temperature. It was intended, by varying the austempering time, to vary the quantity of the intermediate products between zero and 100 pct. The austempering temperature of 860°F was selected after extensive preliminary tests close to the nose-temperature. Austempering at this temperature yielded an acicular intermediate product. Additional tests under less exacting conditions were made for an austempering temperature of 950°F where the intermediate product appeared to be very fine pearlite. INTRODUCTION Some years ago the authors proposed a modified procedure1 for carrying out micum index determinations2. The modifications consisted of using a drum of 50 cm internal length, i.e. half the length of the standard micum drum (a modification also adopted by the B.S.J.3), and the use of a + 25 mm coke instead of + 60 mm coke for the test. The proposed modified test and formulae for converting results obtained from it to standard micum test results and vice versa were based on the results obtained during the investigation of about 200 test cokes made in ovens of the South African Steel Industrial Corporation Limited (Iscor), the Fuel Research Institute co-operating with the experiments. Extensive testing of cokes has since been done at the Fuel Research Institute using both the standard and the modified procedures. The numerous test results obtained during this trial period fully support and strengthen the confidence originally expressed by the authors in the modified testing procedure. The scope of the modified micum index determination has in the meantime been extended by applying the testing procedure also to test cokes made in the Institute's experimental coke ovens, and also in this case the modified procedure has proved its usefulness. A difficulty is that when comparing the characteristics of cokes made in the Institute's two experimental coke ovens with each other and with those of cokes made from similar blends in commercial coke ovens, for example those of Iscor, the index values obtained invariably do not check exactly due mainly to inherent differences between the different types of oven4. For instance, resistance to abrasion of a coke made in Iscor's ovens is always appreciably higher than that of a coke made from the same blend (and having a similar moisture content) in the experimental ovens. This makes direct comparisons and the prediction of quality to be expected from commercial products, based on experimental coke oven results, difficult. It may also be added that workers in Great Britain some years ago reported a similar experience5. In the authors' opinion the main reason for the discrepancy is the relatively low height of the experimental ovens resulting in a much lower static pressure on the charge during coking than that obtaining in a commercial oven. The difficulty was pointed out and briefly discussed in a publication4 which appeared at a time when the micum test for coke evaluation had only just been introduced at the Institute, so that only B.S. shatter and abrasion test results were available for discussion in the publication. Needless to say, the introduction of the micum test by no means solved nor even alleviated the problem. On numerous occasions during the past few years the Institute has had to conduct contract investigations in its experimental coke ovens on behalf of companies which invariably desired an indication of the quality of coke likely to be obtained from certain coals or blends when coked commercially, more particularly in Iscor's type of coke ovens. It was, therefore, essential to accumulate statistical data which would enabe the prediction to be readily made. Fortunately the compilation of comparative coke-quality index values for the three types of oven under consideration has become possible as a result of coking investigations conducted in co-operation with Iscor over a number of years. During this period Iscor, on numerous occasions, kindly made available to the Institute portions of coals and blends coked in the Corporation's coke ovens, thus enabling parallel coking tests to be carried out in the Institute's experimental ovens. In this way enough statistical data became available to establish relationships between coking results obtained in Iscor's ovens and results obtained on similar coal charges in the Institute's ovens. The most practical and acceptable method of overcoming the problems of finding a suitable and simple basis enabling direct comparison between the cokes of the different origins mentioned to be made, is the assignment of descriptive arbitrary quality ratings, as indicated below, to the cokes obtained, it being argued that the quality rating assigned to coke made from a given coal or blend in the different coke ovens under standardized conditions should be the same, irrespective of differences in the index values obtained when subjecting the cokes to the usual coke evaluation tests. The system, which should enable the sponsors of coking investigations in the Institute's experimental ovens to make their own interpretations of the results obtained, is explained below. ARBITRARY QUALITY CLASSIFICATION OF COKES The Ml0m index1 (percentage material smaller than 10 mm after the test) of a blast furnace coke is a measure of its tendency towards breeze formation during handling -a low value indicating a low tendency. This is generally of greater importance under ruling South African conditions, than the M'40 index1 (percentage material larger than 40 mm after the test), which can be regarded as a measure of resistance to shatter. In fact, if the M10m value of a coke as made in Iscor's ovens is higher than about 11, the tendency of the coke to form breeze during handling and in the blast furnace is relatively so high that hardly any notice need be taken of its M'40 value, even if this is comparatively high. For this reason, therefore, much more weight should normally be assigned to Ml0m indices in the quality evaluation of cokes made from South African coking coals and blends, as the coals

IN experimenting in connection with Mr. P. W. Shimer (now chemist of the Thomas Iron Company, Hokendauqua, Pa.) on methods for the determination of silicon in pig iron, in order to find one which should be accurate and yet give results in a few hours, I have adopted the following procedure, which, as far as my experience goes, leaves nothing to be desired. About one gram of pig iron or steel is treated in a platinum or porcelain dish with 25 cubic centimeters of nitric acid (sp. gr. 1, 2). When action has ceased, 25 to 30 cubic centimeters of dilute sulphuric acid (one of acid and three of water) are added, and heat applied until the nitric acid is nearly or quite driven off. The heat of a water-bath is sufficient, though the process may be hastened by heating higher on a sand-bath. Water is then cautiously added (as soon as the free sulphuric acid is sufficiently cool) and the contents of the dish heated until the crystals of ferric sulphate are completely dissolved. The solution is then filtered as hot as possible, the residue washed first with hot water, then with 25 to 30 cubic centimeters of hydrochloric acid (sp. gr. 1, 12), and finally with hot water. Rapid fouling of condenser tubes in underground refrigeration plants is a frequent occurrence. It leads to low heat transfer efficiencies, with consequent serious reduction in capacity and increase in the horse-power requirement of the units. High pressures develop in the condensers, and frequent cleaning of the tube bundles is required. The cleaning operation takes up to 8 hours and in some cases results in significant loss of production. One of the possible causes of fouling is deposition of scale, but this can be readily overcome by controlling the concentration of the water. When water evaporates, the dissolved solids remain behind; thus evaporation increases the amount of dissolved solids per unit volume. If half the original volume evaporates, the concentration of the dissolved solids is doubled and the water is said to have a 'concentration' of two. Concentration may be controlled by regulating the amount of water allowed to bleed from the system. The actual concentration value required is a function of the chemical analysis of the circulating cooling water. In one instance, where the problem of scale formation had been eliminated, fouling still persisted, and the possibility of excessive quantities of dust in the re-circulating water was investigated. A dispersing reagent was added to the condenser cooling water as a means of preventing sludge deposition in the condenser tubes. As shown by curve A in Fig. 1 the reagent addition did not decrease the rate of fouling.

THE manufacture of wheels of metal for locomotives and cars constitutes an important branch of the iron industry, and one closely related, moreover, to many of the conditions of railway practice, such as speed, safety of passengers, and economy of working. It has been, also, since the introduction of iron roads, a subject of constant study on the part both of engineers of construction and iron manufacturers. The car-wheels at first used in Europe had spokes of wrought iron and a hub of cast iron. Subsequently endeavors were made to make the wheels entirely of wrought iron, by forging successively the different parts which constituted the hub, spokes, and rim. By this treatment the expansion of the heated portions at the last forgings gave rise to interior ruptures in the already cold and finished parts. The metal was thus strained before use, and the wheels broke frequently in service. It was in consequence of these failures, doubtless, that the engineers of this country were led to employ exclusively wheels of cast iron. The railway companies are nevertheless greatly interested in the reduction of the weight of rolling stock, while preserving abundant strength, and by the employment of wrought-iron wheels one may attain this double end if the defects of manufacture which we have just mentioned are avoided. This may be accomplished by making the wheels in such a manner that the different parts are welded at the same time, whereby the interior strains which so frequently give rise to ruptures in wheels successively forged are avoided. This result has been attained by what is known in France as the Arbel process, of which I will give you a short description if you will kindly give me a few minutes' attention. THE relation of annealing temperature to conductivity of copper wire has been determined.1 Conductivity hard was 98.26 per cent. After a 10-min. heating at 200° C. it was 98.69. By annealing 10 min. at 300° C. a large increase, to 100.93, occurred. Maximum conductivity, 101.15, was attained after a 500° C. anneal; thereafter it decreased to 100.53 after a 950° C. anneal. If copper is gassed the decrease is much more than this. MATERIAL AND METHOD The work was done on high grade electrolytic copper, 99.942 per cent. copper-plus silver, silver 0.0008 per cent. It was hot-rolled to 3 in., then cold drawn to 0.080 in. The wire was cut into 25 5-ft. lengths and numbered 1 to 25 as cut. Four samples were tested hard. The others were wound into 5-in. diameter coils. For the 100° C. heating a coil was put into water, the water brought to boiling, and the wire kept at this temperature for 10 min. For the higher temperatures the coils were placed in envelopes of sheet copper, a little water added, and the envelopes sealed by folding over the edges twice, and hammering them together. This kept the air out very well. The envelope and wire were brought to the desired temperature; this was maintained for 10 min., then the whole was water-quenched.

THE stack gases from regenerative furnaces are very seldom utilized for the production of steam. If the temperature of the gases is not higher than 300° C. (572° F.) there is no economy in their use for this purpose, as the amount of available heat is very small and the temperature is so little above that of the steam that the interchange is too slow. With higher temperatures of the waste gases, however, good results can be obtained. At the plant of the New Jersey Zinc Co. (of Pa.) at Palmerton there are a number of return tubular boilers, each 6 ft. in diameter and 20 ft. long, with 96 3.5-in. tubes, which are heated by the waste gases from the spelter furnaces. These furnaces have continuous regenerators heating the air only and the stack gases reach the boilers at a temperature of about 450°. The gas producers for one of these furnaces require 14 tons of anthracite (a mixture of Nos. 2 and 3 buckwheat), and the waste heat from the furnace gives a little more than 42 h.p. in steam. The boilers are not well adapted for the purpose, as they are much too large for the amount of heat going to them and the area of the tubes is not sufficient to take the gas from two furnaces without causing an objectionable amount of back pressure. The plant was built without any idea of using waste-heat boilers, and it was impossible to place the latter as close to the furnaces as they should be. Furnace and boiler are connected by an underground brick flue in which the temperature of the gas drops about 100°, losing 40 per cent. of its available heat. If the .boilers were close to the furnaces the horse power of each would be 70 instead of 42. Even under these unfavorable conditions the boilers have been very advantageous, as one boiler easily supplies the steam necessary for two batteries of producers. With such low gas temperatures the heating surface of the boilers is, of course, not as efficient and the flue areas need to be considerably larger than for coal firing.

Y.:-The engineers of the country are waking up to the possibilities of waste-heat boilers. As the cost of fuel increases, and as more attention is given to economies, it is evident that a great deal may lie gained by utilizing heat that has ordinarily been wasted. The art in the manufacture of' waste-heat boilers has. advanced so that it will now pay to install them under certain conditions where it would not have paid to install boilers constructed in accordance with older methods. In using boilers where the gases are at a comparatively low temperature, a great deal depends on the method of baffling the boiler in securing good results. The Babcock & Wilcox Co. has made a careful investigation of the laws of heat transfer and has applied the same to waste-heat boilers, which have been carefully tested under operating conditions, with the result that we now know what to expect with different arrangements of baffles and heating surfaces. The old idea of installing waste-heat boilers was to provide an arrangement where the draft loss would be a minimum, and little or no attention was paid to the effect of different systems of baffling on the steaming capacity of the boiler. In some instances, to secure a minimum draft loss no baffles were placed in the boilers. After making a most careful study of the subject it developed that this practice was bad, and that to obtain the best commercial economy, in place of endeavoring to obtain a minimum draft loss, an arrangement should be used that would lead to the maximum amount of heat transmission with a comparatively high draft loss. In nearly every case the amount of resistance of the gases fussing through the boiler involves the use of an induced-draft ,fan, but the additional capacity developed by the boiler over that which could be secured with the older designs, through arranging the heating surface properly and using proper baffles, much more than pays for the increase in the steam required to drive the fan.

AT the meeting of the Institute in Philadelphia, in June, 1876, it was my pleasure to read a paper on the "Manufacture and Endurance of Iron Rails." I then spoke of some trial rails which had been placed in the down track of the Philadelphia and Reading Railroad, over which passed, in addition to merchandise and passengers, most of the heavy coal traffic of that company. One of these rails, made at the Philadelphia and Reading Rolling Mill in 1870, and then placed in the track, was removed in 1876, after having carried about 55,000,000 gross tons, and was on exhibition at the Centennial Exhibition. A piece of this worn rail, twisted cold, was also shown there. One of the same series of rails was allowed to remain in the track until 1878, and short sections of this rail, as well as one not worn, to show its original shape, are presented for your inspection. A comparison of the two will show that the top of the head or tread has worn down 3/16 ths of an inch during its nine years of service. It carried in that time 67,000,000 gross tons of freight, passengers, cars, and engines. This rail was made in the usual way of manufacturing iron rails at the Philadelphia and Reading Rolling Mill. The head was made from puddled iron bars, piled, heated, and rolled into bars, 4 1/2 and 3 inches wide by 1 inch thick, these bars, breaking joints, were made into a pile in section 9 inches square, heated and rolled into slabs 9 inches wide and 2 inches thick; the balance of the rail-pile was made of 4 1/2 and 3-inch bars, rolled from two-thirds old rails and one-third puddled iron, the

(Read at the Wilkes-Barre Meeting, May, 1877.) THESE furnaces are of the ordinary Siemens type, and present no special peculiarities of construction. The bed of each is 8 feet by 20 feet clear inside of the walls and ports. The producers are placed at a distance of about 200 feet from the furnaces, and the gas is collected in an iron tube and led across the yard overhead. It then drops underground into the gas flue, and is distributed to the furnaces. A considerable weight of floor-plates over the valve-pits is included in account 39, but none of the general stock of floor-plates for the mill were charged to the furnaces. In Table No. 1 is shown the money cost of the furnaces as distributed to the several accounts named. In Table 2 is shown the proportion of each account due to each of the several items or classes of expenditure named.

On the afternoon of Saturday, June 23rd last; there was an unusual occurrence at the surface plant of the Dominion Coal Company's Caledorria mine, Glace Bay, which operates on the Phalen seam, here lying at a depth of 170 feet from the surface. On that day, the writer, who was attending a business conference in the General Office about a mile distant from the Colliery, received a telephone call to the effect that there was a strong odour of gasoline or kerosene in the wash-house and lamp-house of the Colliery, and that the attendants in both the wash-house and the lamp-house had become ill and had had to be sent home. Instructions were given at once to cut off the electric current, and to close all doors to prevent access to the building. When the writer arrived at the plant and questioned the workmen, he was led to the belief that the gasoline tank in the lamp-house (used in connection with flame safety lamps) had leaked and that the gas, having volatilized, had displaced sufficient oxygen to cause the trouble. Emphasis was being placed on the kerosene, or, as some said, the gasoline, odour. In the lamp-house, there is a small shuttered window which opens on a corridor. Here the workmen receive their lamps from the lamp attendant. An examiner, with a flame safety-lamp, proceeded to test the atmosphere within the building by passing his lamp through the open window, since, if the trouble was due to volatilized gasoline, a gas cap would be shown on the flame of the safety-lamp. After holding the lamp for a few seconds inside of the window, he withdrew it and remarked, "There's no gas cap" . Almost immediately the lamp fell from his hand and he dropped unconscious to the floor of the corridor. The writer, who was standing beside him, felt no ill effects and removed him at once from the corridor. Steps were immediately taken to revive him ( artificial respiration) , and in about ten minutes he became conscious and was breathing naturally. In making the examination, his head was not inside the window, but in line with the frame of it. It was apparent that some gas more deadly than the hydrocarbons from gasoline was present.
