"1. INTRODUCTION- WHAT IS P3 OR PPP ?The Public Private Partnership (PPP or 3P) is a project delivery scheme based on the government providing land and/or a concession agreement, and on a private entity providing the design, construction, financing, operation and maintenance of the project for an extensive duration of time (up to thirty years). At the end of the operation-maintenance period, the project is turned over to the public entity, which fully owns the project at all times. While there are many PPP delivery schemes used around the world, for the present paper, we are going to analyze the impact of the Design-Build-Finance-Operate-Maintain (DBFOM) scheme on the deep foundation specialty subcontractor. There are couple of reasons that the PPP delivery system started to be used and implemented not only by developed nations (e.g. United Kingdom, USA etc.), but also by the International Development Bank for delivering major infrastructure projects in developing nations. From the point of view of government agencies, some of the reasons to use PPP are the following:??The primary use of private capital in an era where borrowing and/or supplemental taxation represents too much of a political risk. Budget deficits and taxation limits are extremely hot topics in every election (national or local) and the level of education of the electorate in this area is making it more and more difficult for politicians to use borrowed funds and additional taxation finance sources for public projects. At the same time, we see an increase in the social expenditures of the government in parallel with a needed increase in expenditures on infrastructure due to aging and neglect.??Bundling the construction risks with the operational and maintenance risks naturally pushes the private entity to increase the level of innovation and communications in the primary phase ( the construction phase) in order to develop future process based upon the innovation and communications utilized in the operation and maintenance phase of the project. This is true if contractual incentives are properly structured because “all revolves around incentives. In a world of ‘incomplete’ contracts, where it is difficult to foresee and contract about uncertain future events, it is important to get the incentive structure right” (Grimsey and Lewis, 2004).??The transfer of very expensive risks such as differing site conditions, schedule, design, construction, maintenance and operation costs from the public authority to the private entity.??The timespan of development and construction of a PPP project is usually shorter than the traditional procurement process (e.g. “ the I-595 P3 provided capacity improvements fifteen years sooner than a conventional plan would have offered. In Maryland, an innovative expansion of the Seagirt Marine Terminal in the Port of Baltimore was completed two years ahead of schedule due to the P3 model. As a result, the Port of Baltimore is only the second port on the US East Coast to have unrestricted access to both a fully functioning 50-foot channel and 50-foot berth.”)"

A competitive landscape pressurizes the steel producers business, zero defect requirements from customers forces the operators for additional efforts in process control and quality management. The so called quality related cost, which include also rework, cost for downgrading or even scabbing of material is already a remarkable lever in a plants profitability breakdown. The introduction of advanced state of the art grades in the product portfolio requires already a budgeting for the expenses for R&D and quality management. PQA has been developed as a process and quality management software solution next to existing level 2 or level 3 automation systems. It is focusing on the analysis of process data, equipment information, in line quality measurement devices and trend analysis to obtain an answer whether the process is according to definition and expectation and whether the intermediate or final product can be shipped for further processing as prime material. Advanced analytics which are linked to an expert know how based configuration identifies deficiencies in the production and processing process. An intelligent, state of the art quality rating system evaluates tolerable deviations. PQA comprises the software platform including the database, data configurator and collector from the different sources in the production process and units. The core element of the platform is the knowledge based expert know how package defining process and quality determining fundamentals. The paper describes the structure of the software package, it gives insights on the expert know how package, process and quality evaluation and points out the customer benefits, cost reduction, improvement yield, customer satisfaction increase. The mining industry has come through a period of major change in community expectations regarding safety and environmental impact and these changes can be expected to continue in the future. These changes are ultimately reflected in Government regulations and industry safety standards and form the basis of the ælicense to operateÆ. Equally, advances in technology have made possible new equipment and processes either available now, or close to completion, that will allow mines to meet these more stringent expectations if properly introduced. Changes in technology provide opportunities for mine management to introduce new systems that will remove people from hazardous areas and lead to improvements in the ætriple bottom lineÆ. In a longer time frame of five to ten years, novel and advanced technologies that are currently being developed will deliver new mining methods and conversion of presently uneconomic resources to ore. This is consistent with the time frame required to develop a new mine from discovery. Strategic decisions can be taken now by mine designers to enable the introduction of these major technology changes. Examples of both practical and strategic opportunities are drawn from the integration of rock cutting/blasting, automation, electronic communications and new mining methods. This paper discusses emerging industry trends, changes to legislative framework and some practical choices for existing and imminent technology.

Many aerodynamic and thermodynamic properties, such as temperature, pressure, velocity and density vary widely, and in random spatial and temporal manner for a given underground mine environment. Such variabilities are seldom evaluated statistically, even though the relevant theories and principles for such an approach are both available and feasible. The main purpose of this paper was to introduce the new methodology of applying aerostatistics to the analysis of multiple fan system in mine aerology and/or ventilation. Pertinent data were obtained from a small multilevel coal mine. Results proved and confirmed that aerostatistical methodologies are computationally more efficient, grounded in solid engineering statistical theories, and can be used to analyze networked parameters in mine environmental engineering.

Autocad has become the standard graphics package for the mining industry as well as the general engineering profession. This paper discusses the evolution that mine planning has undergone and the trend toward compatibility with Autocad. It discusses the common use of Autocad in mine planning and systems modeling using a program called ICAMPS developed by Ohio Automation. As an example of its usefulness the use of the interactive ventilation network modeling capabilities are discussed specifically and are applied to mine planning at an operating trona mine. The ventilation analysis feature of the ICAMPS software works from Autocad drawing of the as-mined map and the projected mine layout. Using on-screen displays of these maps and the snap-on feature of Autocad, the planner designates nodes in the ventilation network, connects them into branches and selects branch characteristics from a side bar menu. The color coded ventilation network appears with the branch parameters alongside each branch. The software calculates the length of airways, computes the branch resistances where needed, converts the input into the required format and passes this information as input data along to the PENNVEN simulation program written by the Pennsylvania state University. Output is available in graphical as well as report format. The color coded graphs include pressures at the nodes and flow quantities on the branches. Since the networks come from the mine maps, the ventilation schematic displays are to scale and can be plotted separately or superimposed on the mine maps.

Developments in the technology of explosive production and deliveryallow a greater amount of flexibility in rock fragmentation by blasting. The rock fragmentation efficiency of an explosive is currently given by a rating which is determined by the explosive manufacturers using proprietary formulae and methodology. Hence, comparison of explosives from different manufacturers may be misleading. Modeling of explosive energy, using a thermochemical code such as CHEETAH provides an objective standard by which the likely performance of different explosive formulations can be determined. Such modeling can be used for optimisation of explosive composition to match specific rockfragmentation objectives.

Improvements in computer technology and associated software have allowed the improvement and development of more advanced ventilation modeling software packages including those that have the ability to simulate the effects of a mine fire on the ventilation system in terms of heat, smoke and gas distribution. This ability has real applications for the mining industry in terms of emergency planning, training and response. The primary focus of this paper will be the benefits to training programs that this type of software can provide to all types of training for various personnel, from the newly hired inexperienced miner, mine rescue, atmospheric monitoring personnel and emergency evacuation drills. The results of the simulations can then be used to give miner?s more detailed information on what types of conditions they may face based on the type and location of the fire and the program itself can be used to manipulate the ventilation system in a way that emergency response personnel may (i.e. tear down stoppings to reduce airflow to the fire area) and see the effects in real-time.

A Denver Autometrics Particle Size Monitor, PSM-400, was installed at Golden Sunlight Mines, Inc. in October 1988. The PSM-400 measures the grind product's particle size and percent solids. The particle size is used to control grind size by automatically adjusting mill feed rate. The PSM's continuous response to ore changes has improved grind product uniformity and mill throughput. Metallurgical testing has shown the PSM's accuracy to be +/-1 % + 150 µm (100 mesh).

JW Aluminum use lean and Six Sigma techniques to continuously improve their target of reliable, repeatable and reproducible (3R) manufacturing. Six Sigma’s second stage gate, known as "Measure" involves identification and qualifying appropriate measuring systems. Metal quality (inclusions) are known in the industry to be an important element in 3R casting. The measurement of inclusions at JW Aluminum historically depended on outside vendors. In order to establish real time inclusion measurement ability within JW Aluminum, inclusion measurement systems in the marketplace were investigated. The qualification of a MetalVision MV20/20 ultrasonic inclusion analyzer are discussed as well as the subsequent application of the system in melting and casting improvement projects.

Large language models (LLMs) have generated a lot of hype since ChatGPT was released in early 2023. In essence, they allow people to interact with computer systems through natural language and have the ability to generate highly complex text, images and videos (Patil and Gudivada, 2024). It is clear that this technology has significant potential, however most mining companies have not yet found practical applications for it within their operations. In this paper, we present a range of such applications along with the tactical considerations associated with developing and implementing them. We have identified use cases across a variety of operational and functional areas within the mining industry and evaluated them based on their potential business value and ease of implementation. Firstly, we provide an overview of how LLMs work and a review of how LLMs are being applied in other industries to provide best practice inspiration for mining. Next, we present a list of possible applications in mining and a critical assessment of each use case. This section also includes a technical deep dive into the different methodologies for developing the technologies as well as an analysis of barriers to adoption within mining organisations. Finally, we share a discussion of the potential path forward for LLMs in mining and the impact they could have on the industry. We analyse the potential differences between early adopters and laggards in the artificial intelligence (AI) space. This research draws on interviews and surveys with artificial intelligence experts as well as mining subject matter experts to connect cutting edge thought leadership with the specific problems faced by our industry.

While light optical microscopy has long been employed by the mineral processing industry, there has been a tendency to shy away from its use for all but the most exacting purposes. Despite the usefulness of micros-copy in solving a wide variety of problems, the response to such work is often less than enthusiastic primarily due to time considerations. Microscopical techniques are therefore often relegated to the "ivory tower" and their direct and practical application to everyday problem solving over-looked. The purpose of this paper is to dispel such attitudes and promote a wider use of light microscopy. Several examples are given which point out the indispensib1e nature of optical microscopy as a rapid means of defining and solving problems in mineral processing. The application of other instrumental techniques to augment the information obtained is also discussed, particularly the value of the combined use of the optical microscope and electron probe micro-analyzer.

The difficulties encountered in justifying replacements for over-age mobile mine equipment at the Gay Mine are common to most mining operations. More critical management reviews, resulting from ever rising capital expenses, increased such difficulties. These increased difficulties are especially apparent to those who are primarily operators and are not statisticians, mathematicians, or computer oriented. The Gay Mine is located 17 miles east of the town of Fort Hall in southern Idaho. This open pit operation annually supplies the J. R. Simplot Company and the FMC Corporation with 1.5 MM - 2.0 MM tons of phosphate ore. Stripping ratios average approximately three bank cubic yards of waste per ton of ore mined. The mobile mine equipment fleet consists of ten 24 yard scrapers; twenty-one 30-50 ton end dump trucks; four 32 42 yard shovels; fifteen dozers in the D-8 and D-9 classes; and three road patrols. Equipment replacement is based on the results of evaluations made on individual units. Authorization of capital expenditures for equipment replacement is dependent upon a favorable profitability index (true rate of return on investment) plus a favorable payout time. The system is based on cash flows and requires the determination of (1) the net cash outflows in the form of capital expenses plus (2) the expected cash inflows resulting from reduced expenses and depreciation tax credits. After adjustments for taxes and the time value of money, the net amounts are used to calculate the required indices. The basic elements for the system related to the replacement of mobile mine equipment include: (1) the determination of dollar penalties to be expected from the continued use of aging equipment; (2) the selection of equipment that will provide the greatest return on the investment dollars; (3) the quantification of the expected savings; and (4) the calculations of the prescribed indices. The emergence of residuals management as a planning and management tool in the mineral industry has been recently accelerated by the proliferation of environmental regulation and its associated costs. Residuals management practices allow for the early determination and integration of both production and environmental goals in the development of management strategies to arrive at the most cost effective, environ- mentally sound solution. The term residuals management was in actuality derived from the substitution of the word residual for the term ?pollutant? or ?waste?. A residual can be defined as a non-product output having no value in existing markets or a value less than the cost of marketing it. The values of the residual can be determined by time, technology, government policy, market conditions, etc. Residuals basically fit into two classes -- materials which are composed of liquid, gaseous or solids; and, energy, which mainly consists of heat and noise. These residuals are interrelated and can be modified by adding materials and/ or energy, which also may become a residual; thus, lending themselves to alternate disposal schemes to control the adverse effects.

In order to plan the most efficient mine installation, a company should take advantage of all available information and tools. One of the first factors of a coal reserve that needs to be determined as accurately as possible is the quality of coal the mine will have access to during the life of the installation. With the aid of many types of well logs and computor analysis, we are investigating several methods of log correlation to determine such data as moisture, ash, sulphur, and BTU on an in place basis. It may be possible to determine this data more accurately in this manner than by using diamond drill cores for analysis and thus allow for a more profitable mine installation. The production of an underground mine is based on many factors, two of these being roof control and line water, where present either in the roof or coal seam. Using many of the same logs obtained from reserve and active mine areas, we have attempted to determine roof and floor characteristics such as strength, lithology, and moisture properties. Using data obtained from this program, we will make comments on possible length of bolt to be used, possible mining width, and pillar size as they would pertain to these reserves and active mine areas.

"Water is increasingly being recognised as a material business risk that many companies are still not well-equipped to deal with. Despite a raft of water-risk focused initiatives, methodologies and guidelines, the challenge of managing the strong link between the technical and operational water issues, along with the growing external challenges and interests in water, remain a significant risk to a companyÆs ability to deliver value.This paper provides an overview of the key lessons learnt from ERMÆs experience of working with companies across a range of water sensitive industry sectors, in particular, the mining and oil and gas sectors, to develop and implement practical approaches to manage business critical water risk. These examples highlight the importance of managing water risk by linking technical and operational aspects of water management - with the longer term strategic and social license aspects. Four key ingredients were identified that are central to providing companies with a leading edge in the successful mitigation of water risk: understanding and evaluating water risk including the technical and operational aspects of water management, plus the longer term strategic and social aspects articulating a strong business case that prioritises water risks and their financial exposure to the organisation constructing a clear roadmap that practically links the water strategy objectives with on-the-ground implementation and action building capacity in the organisation to manage, engage and coordinate on water to mitigate risk.CITATION:Ringwood, K and Tang, A, 2013. The large El Cerrejon coal open pit in north east Columbia has been developed over the last decade in a remote, entirely new mining area with hitherto unskilled inhabitants. Now over 200 pieces of heavy equipment operate with high reliability and availability due to successful theoretical training and skill improvement programs tuned to the specific reliability needs of the worksite and environment. The process of continuous improvement adopted promises further competitive advantages of the project.

"At Bulga Coal, the objectives of drilling and blasting are to maximise safety and to minimise the totalcost of mining. A recent audit of two overburden blasts established that the standard of drilling and blasting is excellent. No apparent hazards were identified. Laser profiling showed that highwall free faces are reasonably planar with some exceptions, thereby promoting uniform burden distances along front-row charges. However, in three isolated areas along one face, small burden distances existed. The mean and the standard deviation of errors in the collar positions of front-row blastholes was found to be 0.3 + 0.03 m. A borehole video camera was used to show that blastholes did not feature open bedding plane partings, cavities or damage produced by the blast in front of them."
