Drilling in West Texas during 1942 was substantially less than in the previous year. In all. 1267 Wells were drilled, as compared with 2325 wells in 1941. Of these 1267 wells, 1052 oil wells, 10 gas wells and 69 dry holes were drilled in proven fields and 36 oil wells, one gas well and 99 dry holes were wildcat operations. Of the 36 wildcat wells completed as oil producers, 16 led to new field discoveries, three found new productive horizons in old fields, and 17 extended the productive limits of established fields. Where semiwildcat drilling took place along established productive trends, there was often no sharp demarcation between wildcat wells that extend field limits and normal development to fulfil lease obligations, other than the arbitrary classification of a well as a wildcat if it was drilled at a distance of 2 miles from a producing oil well. The dry hole drilled on the edge of a field may have proved a more hazardous operation than a semiwildcat drilled several miles from production but favorably located on structure. The percentage of successful wildcatting ranges from 26.5 down to 14 per cent, dependent upon the degree of inclusion of the semiwildcat operations. Irrespective of which figure was used, the West Texas area maintained its better than average exploratory position. No doubt a number of factors may have influenced the extent of the 1942 development. Among those arising from the economic dislocation attendant on the war effort, the following are worthy of note. Owing to inductions into the armed forces and shipyard competition for mechanically trained men, experienced drilling personnel was sharply reduced, thereby increasing drilling costs and well-completion hazards. Replacement labor has not met the same standard of responsibility or workmanship to which the oil industry has grown accustomed. Increased military consumption of aviation gasoline and other crude products, coupled with decreased domestic consumption of lower-octane gasoline, has stimulated the market demand for the types of sweet crude most readily processed with available refinery equipment to meet war requirements, and has depressed the market demand for the sour West Texas crudes. As a majority of the purchasers of West Texas crude normally ship a substantial portion of sour crude to the refineries on the Atlantic seaboard, the loss and diversion of tanker service between Gulf Coast and north Atlantic ports have further curtailed the market demand for this type of crude oil. As some purchasers of crude oil were able to move by pipe line their West Texas trunk-line capacity to Midwestern refining centers, they were not impelled to curtail purchases of West Texas crude. The varying ability of the purchasers of crude oil to market West Texas crude was reflected back to various fields to which they were connected, causing an unequal distribution of production as among fields and operators. The Eastern fields comprise a distinct geological and geographical unit, located in the northern part of the Appalachian geosynclinal prov-ince. In this area are the fields of New York, producing from rocks of Devonian, Silurian and Ordovician age; the fields of western Pennsylvania, where oil and gas occur chiefly in rocks of Mississippian and Devonian age; the fields of eastern Ohio, where oil and gas are obtained from rocks of Pennsylvanian, Mississippian and Silurian age; and the fields of West Virginia, where oil and gas are produced from rocks of Pennsylvanian, Mississippian and Devonian age. Many of these fields are of great antiquity in comparison to the age of the producing areas in a greater part of this country, and consequently in most instances it is impossible to obtain accurate historical statistics. In addition, the records of many of the more recently discovered fields are either unobtainable or are not sufficiently reliable to justify their incorporation in a review of this character. Rather than overemphasize certain fields and areas, where complete records are available, when there are many other fields of equal importance for which statistical data are not available, the authors have made a tabulation of development that does not take into consideration past operations and production. The records utilized in preparing this paper were derived largely from the scout reports of several of the larger companies, which generously made them available to the authors. These were independently tabulated by counties and townships, in order to eliminate as far as possible duplications and, excepting the Clinton fields of Ohio, where many of the smaller wells have not been individually reported, they represent the most accurate information available. Market conditions in both the oil and gas industry were far from favorable during 1932 and in consequence there was a total decline in drilling in the Eastern States, which is 22 per cent less than the number of completions in the preceding year. This decline was not constant over the entire area, as is shown in Table 1. The oil fields of both New York and western Pennsylvania were the scene of renewed drilling activity, which was largely restricted to the water-flooding operations in the Bradford and Allegany fields. The state of California produced 310,-996,696 bbl. of oil and about 415,832,000 M cu. ft. of gas in 1944. Nine new fields or new zone discoveries were made during the year, which, according to best estimates, will contribute some 77,000,000 bbl. of new reserves; in addition, the extensions of old fields will increase the new reserves about 165,000,000 bbl., or a combined total, through dis- coveries of new fields, zones, and extensions, of 242,000,000 bbl., offsetting to the extent of about 78 per cent the total oil produced during the year. Lack of reliable detailed production figures for earlier years, together with the loose nomenclature in reference to producing horizons and the application of the term "field" without any definite meaning or restriction, has made it impossible to gather statistical data suitable for the Institute's form. In common with all other producing areas in the United States, Ohio has felt severely the economic ills of the entire industry during the past year. With overproduction, not only of crude but also of refined products, going on throughout the country, the price structure as a direct consequence has weakened on Ohio oils. Valuable crude is being sold at a big loss today because producers arc willing to, and do, sell more than the market can absorb. The axe hangs heavy over the heads of Ohio producers, and will until something constructive is done to keep supply in proportion to demand. This not only applies to Ohio but to the entire industry. Production of Pennsylvania grade in Ohio was under 50 per cent proration, which has been in effect since Oct. 1, 1937. Three price cuts since February have lowered the posted price from $1.70 to $1.18, a 30 per cent reduction; other grades were less drastically reduced. Pipeline storage facilities were limited; many producers were faced with the problem of providing their own storage or the risk of ruining their wells. If they wanted to pull and abandon wells, there was no market for junk equipment. Many employees have been cut to half time and in a number of instances their services entirely dispensed with. Summary of Production and Drilling Both oil and gas production in the state during 1938 showed a definite decline over the previous year. (A table showing production by years from 1876 through 1937 was published in Vol. 127 of the Transactions.) Oil and gas development in Utah in 1936 added nothing of importance to the commercial possibilities of the state and consisted principally of efforts to reach objectives in wildcat wells started prior to 1936. Leasing activity on structures having oil and gas possibilities in beds of Pennsylvanian age or older followed announcement by the Standard Oil Company of California that a test of beds of Mississippian age would be made on the San Rafael structure. DRilling Clay Basin, Dagget County.—The Mountain Fuel Supply Co. completed a third well, sec. 16, T. 3 N., R. 24 E., on a flank of this structure. Total developed open flow of the field is approximately 50 million cubic feet and sufficient reserve has been established to warrant construction in 1937 of a pipe line connecting with the Salt Lake City-Ogden line. San Rafael, Emery County.—The Standard Oil Company of California started a wildcat test in sec. 22, T. 23 S., R. 11 E. Circulation was lost in a water-filled cavity, in dolomitic limestone, below 2185 ft. and the hole conditioned as a water supply for drilling a second test in sec. 27, T. 23 S., R. 11 E. The Carter Oil Co. in 1921 drilled a well in sec. 24, T. 23 S., R. 11 E., which was abandoned at a depth of 3035 ft. after testing at least a part of the Pennsylvanian section. Czsco, Grand County.—Drilling operations at the Utah Sout.hern Oil Company's test in sec. 33, T. 22 S., R. 22 E., continued throughout the year. Information obtained by means of a seismographic survey of the area indicated that beds of Pennsylvanian age would be found at approximately 2500 ft. The bottom of the hole at 6300 ft. is believed to be in beds of Pennsylvanian age but positive determination has not been made froin the drill cuttings. Green River, Grand County.—Test of Glen Ruby et al., sec. 34, T. 21 S., R. 16 E., was abandoned at 2627 ft. as a dry hole after drilling into Permian Kaibab limestone. Shows of oil and gas were reported and a flow of carbon dioxide gas under low pressure encountered.

Development in the upper Texas Gulf Coast during 1944 resulted in the discovery of 19 new fields as compared with 11 during 1943. These discoveries include 10 oil fields, one dry gas field, and eight gas-condensate fields. Drilling During the year 590 wells were drilled as compared with 418 drilled during 1943. Of these operations, 485 wells were drilled in proven fields, with the following results: 281 oil wells, 22 condensate wells, one dry gas well and 141 dry holes. The remaining 105 wells were wildcats, of which 19 were producers. The geological distribution of these discoveries was as follows: In 1944, production amounted to 178,-522,630 bbl., which was an increase of some 31,670,384 bbl. over the 1943 figure of 136,852,246 bbl. These figures include both condensate and oil production, as separate figures are not available. Wildcatting in the area was more successful during 1944 than in 1943 as the following comparison of number of wells drilled illustrates: Discoveries during 1944 Smith Point, Chambers County.—Standard Oil Company of Texas completed its No. I State, sec. 109, on Feb. 15, 1944, in a Frio sand at 8135 to 8146 ft. The well flowed 250 bbl. of 42º gravity oil through an 1/8-in, choke. Gas-oil ratio was 800 to I; tubing pressure, 1100 bbl. Four other oil wells and one gas well were completed during the year. This discovery does not appear to be of major importance. The producing area lies on the upthrown side of a large fault. North Winnie, Chambers County.—Sun Oil Co. completed No. I P. E. Dougherty on Apr. 27, 1944, from the Frio, through perforations at 8757 to 8759 ft. The initial production was 154 bbl. of 38.3º gravity oil through an 1/8-in. choke. Gas-oil ratio Was 2526 to 1; tubillg Pressure, 2280 1b.; casing Pressure, 1225 lb.; total depth, 9519 ft. Three other wells were drilled during the Year. This discovery is on the downthrown side of the major Winnie Stowell fault, and increases in magnitude the already large producing area along this fault. Mayes Field, Chambers County.—Humble Oil and Refining Company's No. I Mary Etta Mayes was completed on Dec. 24, 1944, in a Frio sand, at 8166 to 8169 ft. through 1/4-in. for 768 bbl. of 40.3º gravity

OpeRations on the Texas Gulf Coast during 1936 increased materially over 1935. A number of new fields were discovered and a few of the older fields were extended, both by the discovery of deeper pay sands and by lateral expansion of the known producing horizons. Twenty-seven new fields have been discovered, of which 25 are oil fields and the others are gas fields that have every indication of becoming oil-producing areas. Amelia, Anahuac, Bay City, North Pettus, Placedo, Pickett Ridge and Tomoconnor have had major extensions. Production for 1936 amounted to 91,224,844 bbl., an increase of 21,627,033 bbl., or 31 per cent, over the 1935 production of 69,597,811 bbl. The number of producing wells at the end of 1936 was 6727, as compared with 4851 at the end of 1935. Proration has continued in force, thus decreasing the rate of depletion and the number of abandonments normally expected. New Fields A brief discussion of the new fields follows, in addition to Tables 1 and 2, which contain the general data on these fields. Aransas (McCampbell).-Buckingham and McCampbell No. 1 McCampbell was drilled to 7501 ft., then plugged back to 6560 ft. and completed in the Marginulina for a 100-bbl. flowing well on July 18. Bee County.—The Voss field, discovered by Swiger and Devonian's No. 1 Voss, and the Holzmark field, discovered by Miller and Donzis on the Holzmark farm, are both of the same type structurally and are caused by folding against a fault, one field being on one side of a fault and the other on the opposite side of the same fault. Brooks County.—-Standard Oil Company of Texas Garcia No. 1, the discovery well in the Alta Mew field, and Dick Young's Singer No. 1, the discovery well of Alta Verde, appear to indicate small fields. Garcia No. 1 was drilled to 8022 ft. and plugged back to 2485 ft., at which depth the well made 189 barrels. There were no important changes in the producing situation in Colombia in 1930, because the emergency bill passed by the Colombian Congress in 1927 is still in effect, and therefore no change has taken place in the law governing petroleum. At the close of 1930 the Colombian Congress began to consider a new petroleum bill. This measure is an improvement on the preceding bills which had been the subject of so much debate in the Congress. However, it cannot by any means be regarded as perfect, and a number of criticisms may be justly leveled at it. The most substantial one probably is that the royalties on public lands, and the taxes on private lands, while apparently low, are deliverable at seaboard, or payable based on seaboard price at the option of the government. If the government exercises its option to take the oil at the mouth of the well, the cost of the transportation figured back into oil is also deliverable to the government. This phase of the law has the effect of making seemingly low royalties a burden on the operator. The fact that taxes on private properties are deliverable in kind is also an unusual provision for which there is no good precedent. The pipe line provisions are also noteworthy, and the government has authority to fix rates and also to deny permits to construct pipe lines for reasons affecting national economy. There are also clauses enforcing unit operation on both public and private lands, and collecting a tax of 1 c. per 1000 ft. of gas wasted. It remains to be seen whether this bill will be enacted, or whether it will be substantially modified. This much may be said, however, that unless it is modified, it will defeat its own purpose; i. e., promotion of petroleum development in Colombia. Company Activities The South American Gulf Oil Co. shut down its operations during the year, and now employs only watchmen at its camps, Las Monas and El Tigre. The production of petroleum in Argentina during 1932 was greater than in any preceding year. The total amount produced was 13,012,-756 bbl. This figure represents a decided increase in the production of oil in Argentina and can be attributed largely to the increased activities of the Royal Dutch operations at Kilometer 27 in the Comodoro Rivadavia district and those of the Standard Oil Co. of Argentina in the Salta region. Production from the Royal Dutch wells amounted to considerably more than 10,000 bbl. per day over quite a long period during the year. Of the 13,012,756 bbl. of oil produced during 1932, the Government Agency (Y. P. F.) was responsible for some 5,578,954 bbl., while 7,433,-802 bbl. were produced by private companies. Although in 1930 the Y. P. F. produced about 55 per cent of the total production and in 1930 50 per cent of the total, in 1932 its production had fallen to about 42 1/2 per cent of the total. This decrease in the proportion produced by the Y. P. F. was not due to a decrease in its production but to the decided increase in the production of private companies, particularly those two whose names are given above. One new discovery was recorded during the year. This was a well drilled by the Y. P. F. at Cacheuta in the province of Mendoza which came in pumping 80 bbl. of 15" gravity oil from a depth of 673 meters. This well was completed at approximately the same time that the provincial government of Mendoza granted a concession to the Y. P. F. and declared the whole province as a reserve in which no concessions may be granted for a period of 10 years. Under these conditions, the federally operated Y. P. F. will have no competition in the Cacheuta area from private companies such as they have in the other three fields of the republic. The Y. P. F. wildcat west of Comodoro Rivadavia at Pampa Maria Santissima on the Rio Senguerr was completed as a dry hole during 1932. This we11 was reported as a producer in 1930 by persons returning to this country from Argentina but it appears that they had been misinformed. The site of this test has been abandoned and a new location made north of the Rio Senguerr.

Petroleum operations in Bolivia are still limited to those of the subsidiaries of the Standard Oil Co. of New Jersey. Development work is being carried on at Sanandita and at Bermejo and testing operations in the north. Five wells have been completed at Sanandita. Wells 1 and 2 are producers, 3 and 5, which are north of 1 and 2, are poor wells, and well 4, to the south, was dry. In the Bermejo field, well 5 has just been completed. No information as to the production is obtainable. In the north one string was operated at each of the following locations: Machareti, Camatindi and Camiri. The well completed at Machareti during the year was a failure. The result of the others is not known. It is reported on good authority that a pipe line will be completed in 1931 to connect the Sanandita field with the Lomitas field in the Argentine. This will place Bolivia among the ranks of the producing countries of South America for the first time. This development indicates that some arrangement has been arrived at with the Argentine Government for the importation of Bolivian oil. During 1930 the Bolivian Government declared in effect the new Petroleum Law which had been expected for such a long time. One of the first acts of the military junta, which rose to power through a coup d'état, was to cancel this law, so that Bolivian oil operations are still under the old law of 1921. One new local company was formed to exploit 1,500,000 hectares near the town of Cochabamba. The Bolivia Concessions, Ltd., which had a concession permitting the selection of 17,000,000 acres in eastern Bolivia, is reported to have failed in 1930 and is now being liquidated. Chile During 1930 the Chilean Government entered into a contract with an individual to explore in five distinct zones of the Republic. According to the contract, geologists must be at work there by May 1 of this year and a well must be started by the end of 1931. If the operations are

There was a marked increase in the investigation of undeveloped areas in Colombia during 1936. The Shell company commenced geological and geophysical investigations on an intensive scale in the Upper Magdalena Valley and at the end of the year had several geological and geophysical parties working in that area. These investigations were supplemented by aerial photography and it is understood that negotiations are under way for having this work continued. The Shell is reported to have acquired some options and leases on private properties in the Upper Valley region and in the western part of Cundinamarca. The Socony Vacuum was making preparations to begin seismograph work on its property north of the Sogamoso River, acquired in 1934 from Sefior Luciano Restrepo. This company will probably start drilling on the property during 1937. The Richmond Petroleum Co. (Standard of California) is said to have renewed geological investigations in the Upper Magdalena Valley above Honda. Local Colombian interests took an active part in applying for concessions on nationally owned lands in the area between the Carare and Magdalena Rivers. During the summer of 1930 the average daily oil production of Rumania registered a new peak at 128,000 bbl. per day. The estimated potential production as of September, 1930, was as high as 235,000 bbl. per day. During the latter part of the year, by mutual agreement, the operators decided to curtail their output to about 100,000 bbl., which brought the average for the year to 116,600 bbl. The total production for 1930 was 41,572,000 bbl. (last month estimated) as compared with 35,757,000 bbl. for 1929, or an increase of 16.3 per cent. over last year's production. The production for the last 10 years is given in Table 1. The curtailment of production was prorated per company, based on its total estimated potential production as of September, 1930, and not per field. As a consequence, at present there is little development of protected or slightly productive areas; viz., Arbanasi, with an average production of 1750 bbl. per day, dropped to less than one-third after curtailment came into effect. Moreni, with an average production of 92,000 bbl. per day, while producing 58 per cent. of the country's total output in 1929, went to 67 per cent. at the beginning of 1930 and to 75.2 per cent, towards the end of the year. The modified Mining Law of 1929 is still in effect. This law withdraws the restrictions set on foreign capital by the law of 1924. As a consequence a large percentage of proven state land was alloted through competitive bidding to foreign companies. DuRing the year 1939 the program of the California Arabian Standard Oil Co. in eastern Saudi Arabia consisted of drilling wells to increase the production of Dammam Dome. (This structure is also sometimes referred to as Dhahran Dome.) In addition, in other areas of the concession, wildcat wells are being drilled on geologically favorable structures. In the early wells drilled at Dhahran, production was at a depth of 2000 to 2200 ft. Since discovery of the "Arab zone" below 4300 ft., all of the later wells have been drilled to the deeper productive members. At present there are at Dhahran fivc wells in various stages of drilling or completion. In addition, 15 wells previously were drilled to the upper or lower zones. Although some of the early locations are exceptions, in general the spacing of the wells is at 3000 feet. Prospect testing consisted in drilling one well at Abu Hadriya and one at Ma'agala, about 100 miles northwest and 120 miles west of Dhahran. The first had attained a depth of 8655 ft. without encountering the main Darnmam productive zone, while the second was at a depth of 1372 ft. Both of these wildcat wells are on large dome structures. Production.—During the year 3,933,903 bbl. of approximately 35" gravity oil was produced, all from flowing wells. A part of this production was shipped in barges to the refinery at Bahrein. In early May a 40-mile 10-in. pipe line was completed to the deep-water terminal at Ras Tanura. The ceremony of first opening the valve for flow of oil into an ocean tanker was performed by King Abdulaziz Ibn Saud. Since that time tanker shipments have continued, both to Bahrein and to world markets. Only sufficient gas for camp purposes has been produced. Equipment.—A stabilization plant has been completed at Dhahran and plans have been made for a refinery at Ras Tanura. A modern camp is being built including power plant, central air-conditioning plant, radio station, employees' club and housing facilities for both married and single employees. Both the offices and dwellings are being air-conditioned. There is a hospital, with medical staff and nurses, providing facilities for both Saudi Arabs and Americans.

In reviewing petroleum development in Venezuela during the year 1936, it is well to bear in mind certain factors that affected progress, although not directly connected with the oil industry itself. At the start of the year, when the present Federal Administration took over the reins of government, reaction against the former regime resulted in some popular uprisings. Although these were entirely political in character, they were not without their effect on the oil industry itself. Such popular agitation really ended with a short general strike in Caracas, Maracaibo and other cities during June, these strikes being based on demands for certain changes in government policies. The strikes were duly investigated and their motives taken into consideration by the executive power or by Congress, and during the year many of the civil, political and administrative laws have been revised. In June and December, however, it was necessary to suspend activities in drilling and production work, particularly in the Lake Maracaibo Basin area. In June a strike caused a five-day shutdown in the main producing fields and on Dec. 14 labor difficulties resulted in a shutdown that continued to the end of the year, which necessitated suspension of all drilling and production in the Lake Basin area and curtailment of shipments to deep-water terminals. Actually, the strike lasted for a period of 42 days, until Federal intervention brought the dispute to a close with minor wage increases to workers hut with no loss of initiative or independence on the part of the oil companies. Operations in eastern Venezuela were not affected by the labor disturbances, production and exports having been reduced in December only in the Lake Basin fields. Well Completions On Jan. 1, 1937, a total of 3384 wells had been completed throughout Venezuelan fields, as compared with 3094 on Jan. 1,1936. Of these wells, 2005 were producers. The 290 completions effected during 1936 were by the following operating companies: Lago Petroleum Corporation, 123 completions; Dutch Shell group, 104; Standard Oil Company of Venezuela, 46; Mene Grande Oil Co., 15; British Controlled Oilfields, Ltd., 2.
