Despite an increasing focus by media, communities and activists driving an elevated regulatory focus in Australia and indeed some other mining jurisdictions, the mining industry globally has had limited successful mine lease relinquishments and transfers to support a next land use.Critique from anti-mining lobbyists frequently uses the large estimates from historically abandoned mine sites to influence risk-averse regulatory reforms to improve environmental performance. The mine rehabilitation regulatory processes in Australia, and specifically in the State of Queensland, are thus largely in place to prevent mining operators from abandoning their obligations.Regulatory responses to the lack of mine rehabilitation and closure performance in the last five to ten years have primarily focussed on compliance and enforcement of rehabilitation conditions in environmental approvals. Additionally, financial assurance measures have been tightened to protect against abandonment of rehabilitation obligations by the Industry, including the Chain of Responsibility legislation (Queensland Government, 2016b) in April 2016, to hold to account those who have benefitted from mining and processing/refining projects, and then avoid their environmental obligations.CITATION:Swart, P B and Erskine, P D, 2018. The aim of the study is to determine if pit lakes are a sustainable coal mine closure option in South African. The water balance, chemistry, limnology, and bacterial population of three selected pit lakes were investigated. The lakes are in the three major coal basins of South Africa and are associated with different lithologies and mining methods. The major factors driving the water balance of the pit lakes are direct rainfall, runoff, inflow from old mine workings, and groundwater infiltration, with the major losses being evaporation or discharge onto surface. The study indicated that pit lakes can be designed as ’terminal sinks’ to provide a sustainable mine closure option. The pit lakes sampled have an alkaline pH, and mostly a sodium/calcium sulphate water with total dissolved solids content of less than 3000 mg/l. The phytoplankton and microbiological data indicates that the pit lakes support aquatic life. The study shows that correctly designed pit lakes can be an environmentally sustainable closure option for South Africa’s coal mines. A suggested design manual has been developed to assist mine owners and regulators in developing sustainable coal mine pit lakes as a closure option.

"Abstract Tremie concrete for special geotechnical works needs special properties, especially during the casting process. Today’s execution standards for bored piles and diaphragm walls, EN 1536 and EN 1538, as well as the draft version of concrete standard EN 206, all comprise regulations for deep foundation concrete which have not been changed for decades. Considering the recent development in concrete technology at the same time and its actual state-of-the-art, it is essential to develop new normative specifications and specification requirements.GeneralTo allow the required integrity and quality after placing and hardening, concrete for structural elements like bored piles or diaphragm walls, used as foundations of high-rise buildings or as retaining structures for large and deep building pits, must have adequate workability and stability.In addition to requirements on mechanical properties and on durability, both of which have increased within the last decades, concrete must be suitable for being cast in deep or extremely deep excavations, see figure 1. Today’s specialist foundation engineering machinery makes it possible to drill or cut down to in excess of100 m depth. Concrete technology has developed and allows the use of high performance concrete for deep foundations. But is this capability represented by actual regulations?It has become very common for the industry to supply or use concrete with low water cement ratios, nevertheless highly flowable and set-retarded for several hours if needed. Very low water cement ratios allow design strength of 60 MPa or higher (Larisch, 2011), and a very low porosity which is required for a long service life in aggressive conditions, e.g. by chlorides.To achieve best performance, it is obvious that the concrete must completely fill the excavation and fully embed the reinforcement. As vibration of deep foundation concrete is (usually) not allowed and was anyway inefficient, deep foundation concrete must be designed to self-compact under hydrostatic pressure. Generally, it must be considered that after placement the concrete’s quality cannot be influenced anymore. Therefore, both the pouring procedure and the concrete quality must be adequate."

Mine hoisting is carried out from depths of up to 4 km. At extreme depths, the ropes are so heavy that a large part of their capacity is employed in lifting themselves. Consequently, deep mines have an intermediate winding station. Even at lesser depths, the weight of steel wire rope reduces the possible payload. Of course, steel wire ropes have, over the years, demonstrated exceptional reliability and acceptable lifetimes. The use of steel is supported by well established operating rules and sound NDT methods. However, lightweight ropes made from synthetic fibres could be of great benefit to the industry, with the prospect of eliminating two-stage winding and substantially increasing the payload. Initial tests, in cycling over sheaves, have demonstrated that an aramid co-polymer fibre, Technora« is a potential candidate for this type of service. This paper presents results of testing carried out on aramid co-polymer and other synthetic fibre ropes. These results hold out the prospect of exceptionally long lives. Possible NDT methods are explored including optical fibres with optical time domain reflectometry or with Brillouin scattering, plus a method based on carbon fibre continuity. The introduction of aramid co-polymer ropes will require extensive testing and a program is proposed in the format of a Joint Industry Project.

- §1. INTRODUCTION.-Any given piece of metal is made up of a very great number of grains, usually microscopic, each of which is a perfect crystal save only in outward form, with cleavage planes of low cohesion, geometrically arranged quite as in the familiar non-metallic crystals. The plastic deformation of such a mass occurs chiefly through the slipping of the crystalline blocks of which each grain is composed along these cleavage planes, causing steps called slip bands to form on a previously polished surface. In this slip, the metal immediately adjoining each of the cleavage planes along which the slip takes place is thought to pass extremely rapidly through a very mobile state into the amorphous state, in which it is harder than the remaining still crystalline metal between the amorphous layers thus formed along the slip planes. Whether the slip planes below the surface in ferrite can be detected by cutting, polishing, and etching sections is in dispute; but if this detection is possible at all, it is usually made impossible by heating the metal even gently. In short, the change along the slip planes does not persist through heating, and it is thought not to persist through time even at the room temperature, nearly all the amorphous metal re-crystallizing. The network in Fig. 22 and the parallel N.-70°-E. lines in Fig. 21 are slip bands in copper.

Discussion of the paper of HENRY M. HONE and ARTHUR G. LEVY, presented at the New York meeting, February, 1915, and printed in Bulletin No. 99, March, 1915, pp. 587 to 600. J. E. STEAD, Middlesbrough, England (communication to the Secretary*).-As I have not personally studied the question of quenched and distorted manganese steels I cannot give any information of my own on the subject. The question as to whether certain indications in strained manganese steel are "slip bands" or "twins" might be settled, I think, by heat tinting-a method I have applied with success to certain meteorites and other alpha irons in which there were undoubted twins. After polishing and very slightly etching with picric acid in alcohol, and then "heat tinting," the colors assumed by the twinned strata and the adjoining metal are different. The reason of this, as I have proved repeatedly, is that different faces of the iron crystals are differently attacked by oxidizing and other reagents, and consequently some of the faces take temper oxidation tints more rapidly than others. This simple method enables one to determine with certainty whether the "twins" are actually, twins and differently oriented from the bed in which they are found. After correspondence with Dr. Howe, I think we both agree that Neumann lines should not be called "lines" but "bands" or "strata," preferably the latter term, as I have found that they are more or less continuous throughout the crystals, and it would be just as improper to call the edges of cementite plate by the term "lines" as to call stratified twins by the same term.

Cyanide owes its great success as a lixivant for gold to the great strength of the Au-CN bond. A replacement for cyanide must similarly be a strong complexant for gold (I) or gold (III). The various alternatives are briefly considered and it is concluded that only thiosulfate has a reasonable chance of replacing cyanide as a relatively non-toxic lixivant at the present time. However, there are considerable technical problems to be overcome before thiosulfate can be considered to be a realistic alternative to cyanide. Firstly, the leaching of gold using aerated ammoniacal thiosulfate with copper as a catalyst is a complex process which needs to be understood and controlled carefully in order to achieve maximum recoveries with minimum reagent losses. Secondly, there needs to be an option similar to the CIP process for recovering and concentrating the dissolved gold thiosulfate complex from pulps produced in the processing of low grade gold ores. The prospects for overcoming these technical' challenges are evaluated and discussed.

IN this paper are presented the results of a complete statistical survey of the enrolment, courses and degrees, and the employment situation of recent graduates in all of the 46 institutions in the United States, including Alaska, and four of the six schools in Canada that grant degrees in mineral technology. The data were collected by the writer by means of a questionnaire in December, 1933, to which all the institutions, except one, replied. Included also are data of a similar study made by the writer in May, 1933, for the S. P. E. E. summer session of mining and metallurgical teachers at the University of Wisconsin and published in the Journal of Engineering Education for December. 1933. Some of the data of a paper of the writer's entitled, "The Trend of Mineral Engineering Student Enrolment in the United States," read at the A. I. M. E. meeting on Feb. 16. 1931, are given for comparison. Acknowledgment is made to all the administrative officers of the institutions who took the time from their busy lives to supply the in- formation asked for. Maximum fan efficiency can only be obtained when the fan has the correct combination of size, speed, and blade setting to provide the required flow of air against the mine resistance. As the mine grows older, resistance decreases unless old workings flow is restricted, and new combinations of speed and blade setting or different fan sizes may provide greater economy.

The objective s of this paper are: (a ) to examine and discuss the burdens we place on our extractive industry; (b) to compare the levels of taxation in Canada with those in other countries; and ( c) to suggest certain broad parameters within which our taxation policies may be made more rational and stable. Among the burdens identified are taxation, the ownership and use of our resources, environmental issues and the rather emotional issue of so-called 'super profits'. Finally, the paper will address certain broad but key areas of policy which need attention and agreement if our tax system is to be made more rational. Such areas include: whether and if so why the extractive industry should be given incentives;. what circumstances, if any, justify a 'higher' than normal' level of taxation, and, ?if the concept of economic rents is a justifiable one, how might a basis for them be established which recognizes the fluctuating value of much of the industry's output. Note: The paper was written before the 1977 Federal and Provincial budgets were presented. Consequently, the paper does not reflect any changes proposed in these budgets.

This paper explores the impact of the significant difference between the number of geochemical assays conducted for grade estimation and the number of comminution tests performed for throughput and performance forecasting. Both grade and throughput are key factors in determining the project. We analysed 154 feasibility study reports to assess the impact of sample frequency for comminution test work on project revenue. This disparity in size between assay and comminution data arises because geological and resource-grade risks cannot be managed without extensive geochemical testing, whereas comminution risks are traditionally mitigated through design methods and the use of contingencies. This approach is partly due to the relatively high cost and large sample requirements associated with traditional comminution tests. Our analysis demonstrates that insufficient comminution sampling and testing leads to uncertainties in throughput forecasts, creating significant financial risks. Data from the feasibility studies show that a 1% change in mill throughput can result in up to a 5% variation in Net Present Value (NPV), underscoring the sensitivity of project economics to operational performance. Building on previous work, we reference studies that reveal how low frequency of comminution testing can increase uncertainty in mill throughput forecasts and increase financial risks. We propose an approach that optimises the number of comminution samples tested to enhance forecast accuracy and reduce NPV variance. By adopting this approach, mining projects can improve financial reliability and mitigate risks associated with underperformance in SAG and AG mill-based operations.

"The vulnerability of Canadian and U.S. companies, their directors, officers and employees to onerous penalties associated with violations of environmental statutes and common law actions has provided the impetus for the increasing use of environmental audits. This trend is developing in direct proponion to the cost and difficulty of obtaining liability insurance. Companies operating in British Columbia should be cognizant of developing legislative and enforcement trends and their implications for individual and corporate responsibility. Canadian mining companies doing business in the U.S. should be particularly aware of the environmental exposure which may be assumed with property acquisition or by operations which produce or use any of an ever-increasing list of regulated substances.The environmental audit is now a key component of prudent business planning which will identify noncompliances and environmental liabilities, outline defensive strategies, and assist in a legal defence should charges be laid. This paper will discuss the purpose and mechanics of an environmental audit with emphasis on those features which will maximize protection against statutory and common law actions.IntroductionThe environmental audit is but one weapon in a comprehensive defensive strategy for corporate and individual survival in an increasingly litigious world. The principles of the environmental audit have been formulated as a logical response by management to an ever-growing list of environmental vulnerabilities, which often have the potential to result in plant shutdowns, prosecutions or fmancial liability of major proportions. Accordingly, the audit may play a critical role in maintaining profitability as well as assisting in the defence of a company and its employees against actions taken by regulatory agencies and citi7.cns under statute and common law. Should convictions result from these actions, the penalties are likely to be ameliorated by the demonstration of due diligence through management policy supporting the audit procedure.An awareness of environmental sensitivities, strict adherence to licensing requirements, and planning for environmental emergencies are now generally considered to be as important to profitable performance as operating costs, metal prices, and labour peace. Why is this so? The increased priority given to environmental matters is partly a result of changing attitudes amongst the mining profession, but perhaps more importantly, it is also a direct consequence of the proliferation of ever more stringent environmental legislation, the targeting of management for responsibility and the draconian penalties imposed for violations of such legislation. Contributing to this trend are recent court decisions involving disputes of an environmental nature in which the standard of care required for a successful defence now requires almost super-human diligence in environmental management. The principle of ""strict liability"" (in which negligence or permit violation does not have to be shown) is also being increasingly applied in the resolution of civil actions."

"Falling commodity prices and a rising supply surplus have ushered in a period of restraint in capital project investment across the global mining and metals sector. Competition for capital project funding has seen fewer projects progress through investment gates and a stronger focus on projects that deliver gains in capital productivity and strategic outcomes.Over the course of the 2015 financial year, EY conducted a study of 108 projects in the global mining and metals sector (EY analysis; Larsson and Ericsson, 2014; SNL Financial, 2015). The projects studied were at various life cycle stages and related to the development of copper, iron ore, gold, coal, nickel and other commodities. Each individual project investment exceeded US$1 B, and the studied group represented a cumulative investment value of US$367 B.The research found that the majority of projects were delayed and/or over budget when measured against the initial estimates made during the early stages of the project life cycle. Of the surveyed projects, 69 per cent were identified as facing cost overruns with an average overrun of 62 per cent above the initial estimate and 50 per cent reported schedule delays, even after remedial acceleration initiatives.The analysis found that budget and schedule overruns could be attributed to five key causes:project management factorsstakeholder conflictsresource constraintsregulatory, and policy-related challengesunfavourable external environment.Improving project delivery performance starts with successful planning, followed by rigorous management during delivery. Questions regarding possible adverse health effects from exposure to zeolites arose when the inhabitants of two villages in Turkey were found to have high incidences of mesothelioma, a disease generally identified with exposure to asbestos. No asbestos deposits are known in the area, but some fibrous zeolites have been found. Further investigations have resulted in conflicting opinions as to whether fibrous zeolites are related to the high incidence of mesothelioma in Turkey. The U.S. Department of the Interior, Bureau of Mines examined the habits of domestic zeolites by scanning and transmission electron microscopy. Only erionite and mordenite particles possessed acicular to fibrous habits. With the exception of a rarely occurring woolly erionite sample, the fibrous zeolites were not dimensionally equivalent to asbestos.

"Diesel particulate matter (DPM) has been regulated by the U.S. Mine Safety and Health Administration since 2002 in underground metal and nonmetal mines. To demonstrate regulatory compliance, DPM samples must be collected and later analyzed by the U.S. National Institute for Occupational Safety and Health (NIOSH) 5040 standard method, but the FLIR Airtec DPM monitor can serve as a complementary engineering tool. The monitor is a handheld instrument that offers near-real-time measurements of elemental carbon (EC), which is a primary constituent of DPM. As part of an ongoing field study, the monitor was used to survey EC in an underground stone mine. This effort was aimed at determining spatial and temporal DPM variations in several key locations. The results of prolonged area monitoring—that is, lasting several hours — revealed that DPM concentrations were diluted substantially as air moved away from the primary production zone, but that concentrations could vary quite a bit in a single location from day to day and between seasons. DPM concentrations were generally lower in winter than in summer, which is consistent with increased natural ventilation airflows during winter. Using a modified sampling cassette, an attempt was also made to sensitize the Airtec monitor to allow for “spot-checking” of EC concentrations — that is, measurements made in several minutes. Preliminary field data showed that the sensitive cassette performed well in terms of providing accurate data that could be useful for rapid assessment of DPM. IntroductionDiesel particulate matter (DPM) is the solid fraction of the exhaust emissions from a diesel engine. It largely consists of elemental carbon (EC) and organic carbon (OC) (Birch, 2003). The World Health Organization International Agency for Research on Cancer classified diesel exhaust, including DPM, as a carcinogen (World Health Organization, 2012). It is believed to cause and/or exacerbate respiratory illness upon inhalation, deposition and retention in lung tissue. Because DPM exists in both the micro- and nanoparticulate ranges, it can bypass typical autoimmune defense mechanisms that keep larger particles out of the respiratory system (Ristovski et al., 2012)."

Repeated noise exposure and occupational hearing loss are common health problems across industries and especially within the mining industry. Large mechanized processes, blasting, grinding, drilling, and work that is often in close quarters put many miners at an increased risk of noise overexposure. In stone, sand, and gravel mining, noise is generated from a variety of sources, depending on the type of ore being mined as well as the final consumer product provided by that mine. Depending on the source of noise generation, different strategies to reduce and avoid that noise should be implemented. The National Institute for Occupational Safety and Health (NIOSH) has evaluated the noise profile at three operational surface stone, sand, and gravel mines. A-weighted sound level meter data as well as phase array beamforming data were collected throughout the mines in areas with high noise exposure or high personnel foot or vehicle traffic. Sound level meter data collected on a grid pattern was used to develop sound profiles of the working areas. These sound contour maps as well as phase array beamforming plots were provided to the mines as well as guidance to modify work areas or personnel traffic to reduce noise exposure.

Laboratory-scale experiments were conducted in a mechanically stirred aeration vessel to determine the rusting abilities of aerated water in the presence of various catalysts compared to the industrially used ammonium chloride. The catalysts used were tartaric acid and citric acid, firstly by themselves, and then in later experiments mixed with ammonium chloride. From these experiments it was found that leaching of iron from reduced ilmenite in the presence of either tartaric acid or its sodium salt was much slower than in the presence of ammonium chloride. Citric acid or its sodium salt also give a slower rate of leaching than the ammonium chloride system, but citric acid and its sodium salt mixed in equal proportions produced a rate of leaching approximately twice as fast as the standard ammonium chloride system. When tartaric acid was mixed with ammonium chloride the leaching rate was found to be equivalent to the leaching rate of the same amount of ammonium chloride alone, thus indicating that tartaric acid made no contribution to the leaching in this svstem_

Many young mining engineers do not consider consulting as a possible job, believing that many years of working on-site is required to achieve practical experience, develop expertise and acquire industry contacts. However, mining consultancies employ engineers with varying levels of experience, including part-time university students, graduates and engineers who are relatively new to the industry. This paper outlines the role of a young engineer in a large mining consultancy and the benefits to both the consultancy and the client of having a mix of consultants with a diverse range of experience. From the authorÆs perspective, the work experience, lifestyle and rewards of mine consulting are compared to site based work, including a discussion on whether consulting is able to offer the professional development that a young engineer needs.

"The application of autoclave leaching technology for sulfide concentrates containing base and precious metals is spreading nowadays. In the process of concentrate leaching silver accumulates in the forms of jarosite compounds, transforms into passive chemical state and is mostly found in solid phase. Effective technology development for silver recovery from solid phase of concentrate autoclave leaching raises the necessity for comprehensive research of silver forms of occurrence and their properties in this product. The possible form of silver presence in solid phase of concentrate from autoclave leaching is argentojarosite. This article is about the study of physical and chemical properties and structure of synthetic argentojarosite - AgFe3(SO4)2(OH)6. A method of argentojarosite synthesis has been developed under conditions simulating the process of autoclave leaching of sulfide concentrate, and includes silver dissolution in the form of Ag2SO4, Fe3+ sulfate hydrolysis, AgFe3(SO4)2(OH)6 build-up. X-ray data of synthesized argentojarosite completely correspond to those of natural mineral. The structural formula of this complex compound has been studied and confirmed. The chemical properties of synthetic argentojarosite, its solubility in acids and alkalis have been investigated. Phase changes when heating argentojarosite with the build-up of iron oxide and silver sulfate stop at the temperature equal to 650 ºC. Based on the results received the technological solutions for solid phase of autoclave leaching of concentrate have been developed with silver recovery of 95-98%."
