T. M. Drown, South Bethlehem, Pa.: Mr. Thackray's paper shows in a striking way the high degree of rapidity and ac curacy exhibited by the chemists of our steel-works in ordinary everyday practice. That determinations made in an hour should present only slight differences in the third place of deci male is certainly matter for surprise and congratulation. This remarkable result has been due, perhaps, in part, to a remark able cause. The managers of works, ignorant of all the diffi culties of the laboratory, have demanded "the impossible " of their chemists—and the chemists have done it! Andrew A. Blair, Philadelphia, Pa.: Mr. Thackray's paper is extremely interesting, especially in its bearing on the question of a standard method for the rapid determination of phosphorus in the laboratories of steel-works. Before discussing the re sults in general, I desire to explain the results obtained by me under method A'. This is the method which I have used in the work of the sub-committee on Methods of the Interna tional Steel Standards Committee. It may be described briefly as follows: Solution in nitric acid; oxidation of carbonaceous matter by permanganate; precipitation of phosphoric acid by molybdate solution; reduction of molybdic acid in the reductor, and titra tion by permanganate. This method was used apparently by only three chemists, Dr. Dudley, Mr. Crowell, and myself. In determining phosphorus by this method, among the most essential points to be considered are the ratio of iron to molyb dic acid, or the reducing action of zinc on molybdic acid as compared to its reducing action on iron, and the ratio of molyb dic acid to phosphorus in the ammonium phospho-molybdate obtained by precipitation from the solution of the steel. In 1888 the writer had the honor of submitting to the Institute a paper on " Steel Rails and Specifications for their Manufacture."* In his judgment the specifications were sufficient for "that day and generation." In that paper I said: '' The first duty falls upon the railroad engineer in designing his section. If that is bad, the steel-maker will be heavily handicapped in trying to furnish a satisfactory rail. I suppose it is hopeless to expect the adoption of standard sections."

History.—The history of gold-mining in Georgia and Alabama antedates the discovery of gold in California. A very large proportion of the gold used in the United States previous to 1849 was produced by these States. A great deal of this history is merely tradition, and no reliable statistics can be obtained ; yet a personal examination of the gold-fields of Georgia and Alabama indicates that tradition is as fairly reliable, with regard to the history of these gold-regions, as it is in any similar cases throughout the world. In Georgia, the history of gold-mining dates back to 1829, when the first gold-mining excitement in the United States occurred. In Alabama, the discovery of gold was made some years later through the work of prospectors, incited by the rich finds in the Georgia mining camps. The greatest product of gold in these States was between the years 1840 and 1849. In Lumpkin county, Ga., and Cleburne county, Ala., the districts from which the most of this gold was taken, the tailing-dumps are silent witnesses of the extensive operations which were carried on by the primitive and crude methods then known. In connection with some recent professional work in the coalfields of Western Pennsylvania, with special reference to results of coking operations, I was asked to compile a statement giving the estimated cost of mining coal and manufacturing coke at two hypothetical plants of 500 ovens each, giving the relative yield of coal in coke at each plant; and, upon the average number of working days in each of the past five years, from 1899 to 1903, together with average selling price of coke at the ovens, to prepare an estimate of the relative commercial returns in each district. What seemed at first sight to be a comparatively simple proposition, involving only the ordinary elements of mining and coking costs, became complicated by the lack of standard published records of mining costs and sales, which would be applicable to the subject at issue. Upon searching through the usual channels of Government publicatious and the files of our technical societies and mining periodicals, I was surprised to note the absence of fundamental factors that would approximately meet the case in point. The very elaborate and interesting statistics annually published by the National Government' do not supply the required data for the following reasons:—1. Being reported by arbitrary districts, the average values are too general to be applied to special fields. 2. The value of coal charged to the ovens is apparently based upon the regional average value of the coal if sold in the market, and not upon the cost of production. 3. "The nebular theory is a noble speculation supported by plausible argument, and the verdict of science on the whole subject cannot be better expressed than in the words of Newcomb :—'At the present time we can only say that the nebular hypothesis is indicated by the general tendencies of the laws of nature, that it has not been proved to be inconsistent with any fact, that it is almost a necessary consequence of the only theory by which we can account for the origin and conservation of the sun's heat, but that it rests on the assumption that this conservation is to be explained by the laws of nature as we now see them in operation. Should any one be skeptical as to the sufficiency of these laws to account for the present state of things, science can furnish no evidence strong enough to overthrow his doubts until the sun shall be found growing smaller by actual measurement, or the nebulæ be actually seen to condense into stars and systems.' " Leibnitz2 is credited by Cuvier3 (who associates with him Descartcs) with " amusing their imaginations " by conceiving the world to be an extinguished sun or vitrified globe upon which the vapors, condensing in proportion as it cooled, formed the seas, and afterwards deposited the calcareous strata. The attention which this process has attracted, especially in Europe, has led me to believe that members of the Institute would be interested in a report of the progress which has been made in the year and a half that has elapsed since my paper on the subject was read at the Colorado Meeting of this Institute. As already described in that paper (Duns., xxvi., 380), this process is a modificatioii of the open-hearth steel manufacture, whether acid or basic, collsistillg essentially in the division of the charge between two furnaces, one of which is charged about two hours earlier than the other, and tapped into the other after the charge in the latter has become fluid, the slag of the first bath being removed from it during the transfer. This description still remains true as far as it goes, but further experience has demonstrated that circumstances will very materially modify the relation of the two furnaces to each other, and the character of the work done in each of them. The function of the primary furnace has become more clearly and entirely that of doing the rough work of desiliconiziug and dephosphorizing, while that of the second or finishing-furnace has become almost entirely that of decarburizing and finighing the heat. To indicate these developments and their results is the object of this paper. In order to avoid needless repetition, I shall try to accomplish part of this object by giving a short resume' of what has been published elsewhere on this subject since my former paper was read. This will at least enable those interested to study the matter for themselves from original sources. This new departure in assaying is the outcome of a long-felt desire to shorten the time required in muffle-assaying, as well as to do both crucible- and scarifi cation-work in one furnace. The first object in view was the gold-assay, which must always be a combination of the crucible- and muffle-work. The large lead buttons consume much time in their reduction by scorifying and cupelling. The Hoskins gasoline furnaces have been a great convenience, for years past, in that class of practice, where only one assay was required at a time. But even with them I found myself hampered, since the crucible-furnace only takes one crucible at a time, and my practice implies always duplicate assays. Another difficulty was to get the muffle up to the necessary heat and to maintain it at that heat. Whecever I had pumped myself into perspiration and out of breath, the question presented itself, " Is the muffle necessary to do this work properly ?" Hartmann and Plattner and all their blow-piping disciples have shown that very good results are obtainable by playing a direct flame upon the work-lead. Could this be done on the regular muffle-assay scale ? I placed a cupel upon a fire-brick, surrounded it with charcoal, and then played upon it with a Bunsen gas blow-pipe. The result was encouraging. With some care a 2.75-inch scorifier charged with 0.1 A. T. of a 100-ounce ore could be melted down and scorified without any apparent loss. I thought then of constructing a furnace with four blow-pipes in a row; but the combination of gas and charcoal seemed unpractical. Instead, I placed an F crucible, bottom up, in a Hoskins crucible-furnace. Upon this support I placed a charged scorifier. It is evident that, as the size and weight of cars have increased, the demands on the cast-iron car-wheel have become more and more severe. Fortunately, the factor of safety in the cast-iron wheel, as originally made, was so large that it was only when freight-cars approached the capacity of from 80,000 to 100,000 lb. that the question of wheels began to give some anxiety. A moment's thought will show that, as freight- and passenger-cars have increased in weight and size, a much greater duty is required of the same eight wheels than was formerly the case. In other words, although the cars have increased in capacity from 15 tons to 50 tons each, the number of wheels under a car has not been generally increased. It is true, some cars have been equipped with 12 wheels, but this construction is not the rule. Hence the duty which the wheel must perform has become much more severe, and although it was clearly able to stand some increase, there must evidently be a limit somewhere which cannot be exceeded. Meanwhile, it is the part of wisdom to make better wheels if possible, and accordingly, no little study is now being devoted to the requirements for cast-iron car-wheels; and modifications are being made, both by increasing the weight of the wheel and by improving the quality of the metal of which it is made. The specifications for cast-iron pipe that have been submitted at this meeting are practically the outgrowth of those which were originally adopted, about 1860, by Mr. Kirkwood of Brooklyn, N. Y. They have been changed but little since that time, the mode of testing pipe in the hydraulic press, as well as the method of coating, not having departed from the original practice. The chief addition to the specifications has been in the adoption of a test-bar 2 in. by 1 in. in crosa-section, broken between 24-in. supports by a transverse strain applied on the flat side. Test-bars were first introduced into pipe-specifications about 1870. At that time a satisfactory test-piece had to stand a tensile strain of 16,000 lb. per square inch. The present test-bar was adopted in order to give some idea of the deflection of the iron that was being used. These deflection-tests have been so satisfactory to both engineers and manufacturers, and have met the requirements of the pipe-trade so accurately, that it is considered best to hold to the . 2-in. by 1-in. bar instead of adopting the short " Arbitration Bar," which yields but little information from the stand-point of deflection. The new feature in these specifications is the effort to reach standards to which pipe shall be cast in the future, thus permitting the manufacturer to make up stock and the purchaser to find material on hand when he asks for deliveries. Heretofore there has never been ally standard weight for pipes? although in some sizes certain weights are more frequently asked for than others. The fixing of standards for pipes permits the adoption of definite standards for fittings. The specifications for locomotive-cylinders, which are given in a separate paper at this meeting, have been prepared so that castings (upon the successful use of which so much depends) shall be made to conform to standards that will yield good results. After the essentials, which go with a sound and perfect cauting, the requirements to be borne in mind are those concerning the quality of the material. These have been determined from the actual practice of the largest users,—representatives of the American Locomotive Company, the Baldwin shops, and the Pennsylvania Railroad being upon the Committee. The results called for by the test-bar have been carefully checked by actual experiment upon metal that has given satisfactory service in cylinders.

The following specifications, proposed by a sub-committee of the American Society for Testing Materials, are still to be adopted and subsequently submitted to the International Association for Testing Materials. Standard Specifications for Pig-Iron and Castings. I. Analysis.—It is recommended that all purchases be made by analysis. II. Sampling.—In contracts where pig-iron is sold by chemical analysis, each carload, or its equivalent, shall be considered as a unit. At least one pig shall be selected at random from each two tons of every carload, and so as to fairly represent it. Drillings shall be taken so as to fairly represent the fracture surface of each pig, and the sample analyzed shall consist of an equal quantity of drillings from each pig, well mixed and ground before analysis. III. Allowances and Penalties.—III all contracts, in the absence of a definite understanding to the contrary, a variation of 10 per cent. of silicon, either way, and of .01 in sulphur above the standard is allowed. A deficiency of over 10 per cent. in the silicon, up to 20 per cent., and a further increase in sulphur up to .01 over the above allowance subjects the shipment to a penalty of 1 per cent. in the price for each element so affected. IV. Base Analysis OF Grades. —In the absence of specifications the following numbers, known to the trade, shall represent the appended analyses for standard grades of foundry pig-iron, irrespective of the fracture, and subject to allowances and penalties as above. Description of Pipes.—The pipes shall be made with hub- and spigot-joints, and shall accurately conform to the dimensions given in Tables Nos. I. and 11. They shall be straight and shall be true circles in section, with their inner and outer surfaces concentric, and shall be of the specified dimeneions in outside diameter. They shall be at least 12 feet in length, exclusive of socket. For pipes of each size from 4-inch to 24-inch, inclusive, there shall be two standards of outside diameter, and for pipes from 30-inch to 60-inch, inclusive, there shall be four standards of outside diameter, as shown by Table No. 11.

The small amalgamation-test of the laboratory is not always reliable as a basis for important decisions as to the character and commercial treatment of ores. The conditions of continuous practice on a large scale are not always reproduced in the brief laboratory-test. Sometimes such a reproduction would be very difficult, or impracticable; sometimes it is not even attempted, and the test is performed in a rough way, without regard to the effects of small variations in the methods pursued. The aim of a laboratory amalgamation-test is to learn how much of the gold or silver in an ore can be economically recovered by amalgamation on a commercial scale. The yield can be increased, perhaps, by additional chemical treatment or by extreme comminution of the ore; but this might cost more than the value of such increase. Moreover, in practice, other operations often follow amalgamation; and these operations may remedy a defective extraction by amalgamation, more economically than could be done by directly increasing that extraction. The test should be performed, therefore, upon a uniformly-sized material, and under conditions that are precisely known and capable of being exactly duplicated, or purposely modified. The crucial feature of the test is the effectiveness of the contact made between the gold or silver of the ore and the amal-gamating-surfme. This may depend upon the temperature; the duration of contact; its force, due to gravity or impact; the hardness, plasticity or liquidity of the amalgam; the roughness or other quality of the amalgam-surface; the scouring action of the ore upon the amalgam, or the suspension and

It is generally admitted that a god, practical and commercial set of specifications for the use of the many purchasers of cast-iron does not exist. A few good sets are in the hands of large buyers, but even these are very different, contradictory, and not intended to cover a wide range of product. Furthermore, most of them have been prepared to cover but one branch of the industry. It is strange that purchasers of cast-iron have not looked into this question long ago and demanded good, uniform cast-irou. Probably cast-iron has been discarded from many uses because of its failure in a few instances, even though the failure was due to ignorance of the quality of the iron, or perhaps to abnormally bad iron. Some foundrymen seem to consider all gray iron from a given foundry as uniform, especially if they know that it has been made from certain well-known brands of pig. The construction of a new breaker at the Cranberry Colliery, Hazleton, Pa., was forced upon the operators, A. Pnrdee & Co., by a fire which destroyed the entire plant early in January, 1896. The loss included, in addition to the breaker, three boilerhouses and three engine-houses. The boilers were not injured, but the steam-pipes and connections were all broken and warped by the fire. The boilers were probably saved from injury by the presence of mind of the fireman., who started all his feed-pumps and filled the boilers with water. The hoisting-engines were more or less warped and cracked, but by patching and replacing the injured and broken parts, they were made to do satisfactory service in the new plant.
