There are three parties to the oil imports controversy: the domestic oil producers, whose side has just been ably summarized by Mr. Jameson; the oil importers; and the public. Domestic producers and importers are both motivated by economic self-interests, that is by their natural and legitimate desire for profit maximization, in their respective positions. Thus, domestic producers, rightly, regard every barrel of imported crude oil (with the exception of some specialty crudes) as a displacement of a barrel of their own crude. Hence, the lower the import Level the better they like it. Conversely, U .S. refiners whose plants are located at the seaboard or at certain inland waterways generally welcome a higher level of imports because refiner profits are based primarily on the spread between the crude oil price and the refined products price, since crude oil represents by far the refiner?s largest cost factor. The relatively low cost of foreign oil means therefore higher profits to those refiners able to process such oil, This applies particularly to integrated companies whose own domestic oil production is insufficient, to meet their refinery requirements but who have developed ample low-cost foreign oil supplies.

This paper presents considerations in support of a U. S. oil import policy more restrictive than the present Government import program. A lower level of imports and greater long-range stability in the relationship between imports and domestic production are recommended. Reference is made to increasing world-wide surpluses of oil and wide disparities in foreign vs. domestic costs. Resulting economic forces are held responsible for the increase in imports (excluding residual fuel oil) of almost 300 percent and the change in ratio to domestic crude production from 5.4 percent to 13.9 percent during the period 1946-1956 prior to import restrictions. It is pointed out that these imports continued to increase during the years of import restrictions to a ratio of 17.3 percent of domestic production in 1961. Data are presented showing that increasing oil markets outside the United States provide an outlet' for more than 80 percent of total foreign production, with 90 percent of the increase in foreign production going to foreign markets. Attention is called to the fact that, if there had been no increase in United States oil imports during the past five years, foreign production would have increased by 45 percent in contrast to a static level of domestic crude oil production. The need for a less restrictive import policy in the interest of encouraging foreign oil development, therefore, is questioned. Declines since 1956 in the range of 30 percent in domestic exploratory crews, rotary rig activity and wildcat well completions in the United States are cited, together with a decrease of 9 percent in industry employment and increases of 9 to 18 percent in elements of cost. Recognizing that factors other than imports affect the domestic industry, it is concluded that continuing declines in the vigor, capabilities and competitive structure of the domestic industry can be expected unless further import restrictions are imposed. The public interest in assuring adequate domestic supplies is considered in the light of the role of oil and gas as a source of almost three-fourths of U. S. energy requirements and the economic benefits from petroleum production with a value exceeding the combined value of all other minerals in the United States.

State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

The main, though rarely mentioned advantage, is likely to be the standardisation of best practice and product. In a batch process conditions vary cyclically, but with a continuous process they would, at least ideally, remain the same for long periods of time. The other main advantages of continuous over batch processes are likely to be reduced operating and capital costs, the improved possibilities for automatic control, and more consistent product quality. Recent developments are surveyed for ironmaking and steelmaking with reference to blast furnaces; solid-product and molten-product direct reduction; the trough-type processes of Thring, Worner, the Japanese National Research Institute for Metals and Glinkov; basic-oxygen furnace (LD) variants; spray steelmaking; continuous casting and vacuum degassing; rolling; and coating. Encouragement in the devleopment of continuous processes may be drawn from the way unexpected difficulties, such as trouble with sulphur and refractories, were tackled and overcome to achieve the float glass process

The guiding principle in developing this plan resulted from evaluating potential future markets for oil, the quantity of mineable oil shale and the optimum rate of production comensurate with market demand on the available oil from shale. In addition, the rate of production may depend upon a solution to the problems of scarcity of resources other than oil shale. The rate of production finally will tend to establish the choice of technologies with these limits. The principle components discussed will be: 1) The place of oil shale among the various energy sources and its relative adaptability for use in the area of major consumptive demand. 2) A recalculation of the reserves and their classification on the basis of quantity, grade - gallons per ton, - and physical characteristics principally thickness, overburden and depth.

In recent years the trend in copper smelting has been to expand existing smelters to increase their throughput. New smelters under consideration are large, typically in excess of 200,000 tons per year of copper. Despite this trend to larger smelters there are a number of conditions where a much smaller smelter can be economically viable. This paper examines these conditions and outlines the process concepts for a small smelter treating from 20,000 to 100,000 tons per year of copper.

Artech Recovery Systems, Inc has developed a low pressure and temperature? leach process called the "Cashman Process" to extract metals from arsenical flue dusts and residues and fix the arsenic in an environmentally stable form as ferric arsenate (scorodite). The process was pilot tested at Hazen Research in an integrated plant including continuous recycle from August 1989 to October 1989 during which several tons of flue dust were processed. Based on this pilot program, the process was deemed technically feasible and produced commercially salable products. Residues from this pilot program were subjected to a long-term stability test jointly designed by PTI environmental services and the USEPA. The process, its versatility, and the nature of the products is discussed in some detail.

Silver and gold bearing ore from the Troy Resources NL Casposo Gold-Silver Project, located within the San Juan Province of Argentina contains a complex mix of gold, silver, electrum and silver sulphides in the ore. Casposo is a typical low sulphidation epithermal style gold–silver deposit where mineralisation is hosted within rhyolite – andesite flows and breccias. Veins are typically banded quartz–chalcedony colloform - crustiform banded with quartz - carbonate infill. Mineralisation is associated with an assemblage consisting of quartz, chalcedony, adularia, calcite, illite, sericite and trace sulphides. Gold and silver occur as electrum, native silver, sulfosalts and silver sulphides. This paper presents a case study that describes the process selection, development and engineering of a tailored process plant for the recovery of gold and silver from this ore.The original feasibility study, modelling, metallurgical testwork and engineering studies are outlined. The final flowsheet was based on minimising capital cost, operability, recovery and minimising technical risk.The process flowsheet uses the traditional Merrill Crowe route because of the high silver to gold ratio in the feed and achieves maximum gold and silver recovery while providing a common facility for future ore body treatment.

Currently, there are more than 80 machines supplied worldwide, and Caterpillar envisions increasing the population steadily in the coming years. The Cat highwall miner product group, based in Beckley, WV, has been involved in the sales of all miners to date. With the dealer model that Caterpillar is using, more people, dealers in particular, need to be trained on the application of highwall mining. A site investigation is a highwall specialist?s work, and Caterpillar assists dealers and customers in determining the technical feasibility of highwall mining on mine sites. With the ever-increasing amount of requests, it proved to be important that people without highwall mining expertise, yet who are familiar with mining, could perform a very quick analysis of a potential highwall mining site to determine at an early stage if it is worthwhile to invest the time and money of all parties?customer, dealer, and Caterpillar?in further follow-up. BOTH the foundryman and the theoretical metallurgist are now generally agreed that the anomalous "rising" or "bleeding" of certain ferrous castings of killed metal is primarily attributable to hydrogen. How and why the phenomenon occurs, however, have not been made clear. The following discussion is intended to harmonize foundry experience with metallurgical theory so that the foundryman may possibly improve his ability to prognosticate whether a certain casting may bleed or not. BLEEDING, RISING, AND PIPING The "rising" to be discussed here is not to be confused with the action in rimming ingots as a result of the carbon-oxygen reaction, although a conclusion will be drawn that may apply to the art of controlling the rimming action. Only killed metal is considered, which includes both steels and irons. In Fig. I, three killed, chill-cast ingots are shown: a porous ingot whose evolution of gas during late stages of solidification has ejected metal through the top; an ingot in which moderate gas evolution during solidification has lifted the mushy central metal, i.e., it has "risen"; and, third, a sound ingot with good piping characteristics. The first type is referred to as "bleeding," and generally infers that a solid skin had first formed through which the liquid metal later erupted. There is no fundamental distinction between bleeding and rising in reference to killed metal.* POROSITY Hydrogen appears as a cause of bleeding because the gas evolution simultaneously leaves a porosity of a type traceable to hydrogen. Twenty years ago, Melmoth1 noted that killed steel that rose unexpectedly in the mold, if returned while liquid to the furnace and heated further under a reducing lime slag, would again rise in the mold; but that if the ingot were allowed to solidify and was then remelted no rising occurred. A critical quantity of the responsible gas is therefore removed by the rising action. Melmoth associated rising with high silicon (0.7 to 0.9 per cent) and concluded that silicon increased gas absorption. Because silicon is a strong deoxidizer, oxygen must, therefore, be eliminated from consideration of the three common gases in steel-oxygen, nitrogen, and hydrogen. Butterworth2 later decided that pinhole porosity was caused by gases dissolved in the metal and that hydrogen was obtained from steam in the mold. IT is proposed to give, first, a description of the works ; second, a report of the first six months of the present blast; and third, such improvements as have been suggested by the practical working. The site selected for this furnace was, at the time of commencing work, October, 1872, entirely covered by the navigable waters of Lake Champlain. A coffer-dam was first built of cribs of round timber filled with stone, forming three sides, while the shore answered for the fourth. Considerable excavating was done with a steam-dredge, a hole being left for it to pass out. The opening was then built up, and the cribbing banked up with blue clay from the bottom of the lake, to render it water-tight and the dam pumped out; the remainder of the excavating being done by hand. All of the foundations, with the exception of the elevator-tower, and fifteen feet of the east side of hot blast, rest on the Potsdam sandstone, which forms the shore line, dipping into the lake at an angle of fifteen degrees. HAPPY BIRTHDAY Not only is 1971 the Centennial Year of the AIME, but it also marks the One Hundredth Anniversary of the United States Portland Cement Industry. On September 26th in 1871 David O. Saylor of Allentown, Pennsylvania, received his patent Numbered 119,413 for the manufacture of portland cement. "Cement" had been used in the United States before that. This was, however, natural cement - a direct product of rocks as found in nature, usually burned at low temperatures in open kilns. During the early 1800s this natural cement played an important role in such projects as the building of the Erie Canal. It was only after the Civil War that small amounts of high priced portland cement was imported from Europe. The successful use of this material in construction led to Saylor's experiments and subsequent patent for the manufacture of a scientifically controlled product in this country. These one hundred years have witnessed four major "ages" of cement . . . three of them occurring in the last quarter century since World War Two. The first age was the "Age of Development", a seventy-year period which saw the growth of cement and its concrete end uses as major construction materials. Next followed a period called the "Age of Demand" when, after the war, cement became in short supply relative to large building requirements. In effect a cement shortage existed. The decade of the Sixties proved to be the "Age of Reaction", with its courses of action coming in response to the problems that arose when the industry's expansion programs provided too much capacity. Today cement, and the concrete industries, find themselves entering the "Age of Reason". Overcapacity, low price, rising costs, and poor returns are several of the reasons behind that name, As these industries face the construction challenge of the Seventies, and beyond, the application of basic management principles (otherwise known

Nickel ores may be classified into two major categories : sulphide ores, and oxidized lateritic ores, these latter containing nearly 80% of the known reserves of the metal (1). Two types of lateritic ores are recognized; ores high in iron but low in magnesia and silica are known as "limonitic", while ores low in iron but containing high percentages of magnesia and silica are called "silicate" (see Table I). Sulphide ores can be beneficiated readily by conventional ore dressing techniques and the technology for nickel recovery from such ores has been well tested in a number of commercial processes (1-4). Unfortunately, no economically viable process for the concentration of nickel from low-grade deposits has yet been developed, and so only the high grade ores are able to be worked profitably. Silicate ores have been treated pyrometallurgically for the production of ferronickel (2) (3) (5); limonitic ores have been processed hydrometallurgically to produce nickel metal (2) (3) (6) (7).

A proprietary hydrometallurgical ammonium chloride process for the recovery of not only zinc, but also copper, lead and silver from sulphidic zinc-rich concentrates has been developed at bench scale by CENIM and INETI (ex-LNET) as part of a research project supported by the Commission of the European Community (DGXII). This paper deals with the innovative chemical aspects applied to this chloride process and also with the more relevant data relating to mass balance, heat balance and process economics. Under mild temperature and oxygen pressure leaching conditions it is possible to extract practically all the zinc together with the other metals of interest and to precipitate simultaneously the solubilised iron fraction as goethite. The pH is kept close to neutrality in spite of the ammonia released in the leaching of the non-ferrous sulphides. A buffer effect is observed mostly due to the formation of zinc ammines which are very soluble in this medium. The zinc is further extracted by D2EHPA, the acidity being neutralised by the ammonia. Most of the ammonium chloride is naturally regenerated in this step. The zinc is recovered as zinc cathodes in a conventional sulphate electrowinning circuit. All the main raw material consumptions excluding the concentrate, such as oxygen, lime and ammonium chloride are linked to the sulphate formation in the leaching step which must be kept as low as possible by decreasing the reaction time under neutral conditions. The process analysis is complemented by the economic evaluation of a reference case. Difficulties encountered in finding a more convenient method of assessing the economics of the process in the absence of a reference price for a complex sulphide concentrate are examined and discussed. The reason why this analysis was performed with a much more optimistic metal prices scenario is also highlighted. The process economics are primarily dependent on the zinc market quotations and of course on the concentrate cost. Around 70 per cent of the total revenue is due to zinc sales. Assuming an internal rate of return of 17 per cent, the price of the concentrate can be as high as 255 $US/t for a plant capacity of 320 000 t/y (90 000 t/y of zinc).

Iron Road Limited (IRD) is currently developing the Central Eyre Iron Project (CEIP) at Warramboo on the Eyre Peninsula, South Australia. The project consists of a 30 year open pit mine, magnetite processing facilities, standard-gauge railway and deep water, Cape class capable port. Major South Australian government approvals have been received and funding arrangements confirmed.The 4.5 Bt Mineral Resource (3.7 Bt Ore Reserve), the largest in Australia and among the largest globally, is to be mined to produce 24 Mt/a high-grade, 67 per cent Fe, magnetite concentrate. This in-demand, premium product has a P80 of ~100 µm, suitable for both direct sinter feed and an additive in pelletising.The extensively drilled, homogeneous orebody is unique in both geology and mineralogy; only averaging 15 per cent Fe yet coarse-grained with almost negligible phosphorus and sulfur content. This has allowed significant opportunities to tailor the mining method to the orebody, utilising both optimised blasting as first stage comminution, as well as in-pit crushing and conveying (IPCC) to reduce the heavy haulage diesel fleet and optimise the pit shell.Approximately 1 Mt/d of total material, ore and waste, is required to be moved from the pit daily, introducing materials handling challenges, overcome by a flexible IPCC set-up, multiple overland conveyors and an exacting mine plan. Non-conventional waste and tailings storage is utilised to allow for significant water savings, progressive rehabilitation and minimisation of land impact.The processing facilities utilise both the magnetic and density properties of the magnetite to beneficiate the ore. The coarse-grained nature of the ore is exploited to minimise comminution yet still liberate a high quality product. Utilisation of modular construction methods allows risk reduction during construction and reduced pumping requirements during operation.This paper highlights the uniqueness of the CEIP, with focus on the mineralisation of the orebody, and the beneficial impacts this has on both the proposed mining method and processing. I. INTRODUCTION. THE central power-station. of the De Beers Consolidated Mines, Ltd., was designed and built under my supervision about five years ago. Since no detailed description of this plant has ever appeared, it may possess sufficient interest to warrant its publication, even at this late date. Although some additions may have been Blade to the plant, the following account, prepared from my notes, and accurate up to May, 1905 (at which time I severed my connection with the De Beers Com¬pany), will, I think, be found substantially correct. Certain local conditions governing the design of this plant should be stated first. If. GENERAL CONSIDERATIONS. The climate is hot and dry. The .region around Kimberley is arid and water is very scarce. The supply obtained from the mines contains so much material in solution that it is unfit for use in boilers or condensers (although tests recently made with a water-softening plant, built by Hans Reisert, of Germany, would indicate that water thus treated is suitable for boilers). And the amount of water required for concentrating about 30,000 tons of ore per day is so large that the question of adequate water-supply for this power-station had to be carefully considered. The rainy season extends from December to April, and the rainfall averages about 15 in. per year. Droughts are frequent; and in some years there is scarcely any rain at all. The water-supply for the town of Kimberley is brought from the Vaal river, 16 miles distant, and pumped into town by a private water company. The charge made for water, which is

The Century zinc-lead-silver deposit has a geological resource of 118 million tonnes averaging 10.2% zinc, 1.5% lead and 36 g/t silver. It lies approximately 250 krn NNW of Mt Isa in NW Queensland, Australia, and is hosted by middle Proterozoic age siltstones and shales of the Lawn Hill Formation. Within the orebody, most mineralisation occurs selectively within black shale units as fine grained sphalerite and galena lamellae with minor pyrite and siderite. The black shale units are separated by weakly mineralised sideritic siltstone horizons. The deposit is unmetamorphosed and only weakly deformed, displaying excellent lateral stratigraphic and grade continuity. The deposit is mostly overlain by younger Proterozoic sediments and later Cambrian age limestone cover and only a small proportion of the mineralisation crops out. Mineralisation has a subtle surface expression without a classic gossan profile, probably due to the low iron sulphide content of the ore. These factors contributed materially to the length of time between the first recognition of lead-zinc-silver mineralisation in the area by prospectors in the 1880s, to the discovery of the orebody by CRA Exploration Pty Ltd (CRAE) in April 1990.   Small scale prospecting and mining continued in the area from the date of the first mining lease in 1887. Post 1950, the deposit area was also included within nine separate regional exploration titles prior to CRAE's title acquisition in 1987. CRAE's original exploration strategy was partly pragmatically and partly conceptually inspired, but the eventual discovery only partly conformed to the original conceptual model. The deposit was found higher in the stratigraphy than the original target position, with unexpectedly low total sulphide content relative to other known deposits.   The discovery soil anomaly was located by the CRAE's first regional orientation traverse line in the area, but was not drill tested for three years. The discovery sequence at Century has strong elements of persistence, technical competence and some luck. It demonstrates that even in well explored terrains (by conventional standards) the exploration story can never be said to be over. The foreshadowed development of an economic resource at Century will hopefully inspire continued commitment to 'brownfields' exploration by mining companies, and demonstrate to external regulators the importance of genuine multiple land use strategies and the need for continued access to land for exploration and mining purposes.

The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, Colombia's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. By way of background: ? The mine is located on the Guajira peninsula in Northeast Colombia, about 90 miles from the coast, as shown in Figure 1. ? In addition to the mine itself, the project involves construction of a dedicated railroad and port, which form a modern, efficient and integrated system. ? The Project is embodied in a 50/50 Association Contract between International Colombia Resources (Intercor), a wholly owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally and Intercor has the additional responsibility of managing operations on behalf of both partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. ? The project is a multi-seam, truck and shovel operation, based on large reserves (2-3 billion tonnes') of high quality bituminous coal. ? Exports began in the first quarter of 1985 at modest levels through what we call Early Coal Facilities, designed and constructed apart from the permanent coal handling system. ? Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt per year in 1939. Based on available resources, however, the resource will support expansion, and continued growth n production into the 1990s appears feasible.

THE Cerro de Pasco Railway Co., owned and operated by the Corporation, is a common carrier whose chief functions are transportation of ore and concentrates from the mines at Cerro de Pasco to the smelter in Oroya, and haulage of coal from the coal mines at Goyllarisquisga to the coal washery at Fundicion. Connecting with the Peruvian Central Railway at Oroya, the C. de P. Railway maintains joint, daily freight and passenger service from Lima and the port of Callao to Cerro de Pasco, terminal of the C. de P. main line and gateway to the Huanuco Valley. Extending from Oroya to Cerro de Pasco the main line is a standard-gauge roadbed of 70-lb. rail, 132 km. long with a maximum compensated grade of 2.25 per cent and a curvature of 16°, climbing from an elevation of 12,272 ft. above sea level at Oroya, lowest station on the line, to 14,208 ft. at Cerro de Pasco. The highest point reached by the C. de P. is on the coal branch at Alcacocha where the rails are 14,385 ft. above the sea.
