The risk of allocation in construction contracts is a primary concern for all parties. For contracts involving subsurface construction the allocation of site condition risk is critical. In the past one hundred years technological advances fundamentally changed how that risk is allocated; yet another shift in this risk allocation may lie just over the horizon due to advances in geotechnical data management. Around the world initiatives are underway to make geotechnical datasets more open and accessible. In the United States some states like Kentucky have already made geotechnical data readily accessible. This proliferation of geotechnical data in the U.S. may impact the allocation of subsurface risk in construction contracts. Many construction contracts contain a differing site condition clause. That clause allows for a modification of the contract price or schedule if the ground conditions encountered by the contractor differ materially from either what was indicated in the contract documents or would be reasonably expected. A contractor, however, is typically not entitled to that modification if the contractor knew or should have known of the adverse conditions encountered. Courts have interpreted the “should have known” language as requiring contractors to make a reasonable site investigation prior to bidding the project. If geotechnical data is available and accessible and reveals the adverse condition the contractor encounters, courts could find that the contractor should have known of the condition and thus will not be entitled to a modification based on the differing site condition clause. Accordingly, the U.S. could be on the threshold of significant shifts in how the risk of differing site conditions is allocated in construction contracts.

Coal workers’ pneumoconiosis (CWP), commonly known as black lung, is caused by the inhalation of respirable coal mine dust and is a disabling and potentially fatal lung disease with no cure. Historically, CWP has taken a tremendous human and financial toll in the US coal mining industry. Recent health surveillance data indicates that CWP continues to occur at elevated levels. Respirable coal dust exposure must be controlled to prevent the development of CWP. The Pittsburgh Mining Research Division of the National Institute for Occupational Safety and Health (NIOSH) conducts laboratory and mine-site research to identify control technologies that can be used to successfully reduce respirable dust levels. Various technologies, using multiple methods of control, can be applied in order to reduce dust levels. An overview ofCWP’s impact and a general methodology for controlling respirable dust in underground coal mines are discussed in this paper.

The mode of operation of dolomite kilns at a magnesium reduction plant using the Magnatherm process was designed to minimize operation cost and maximize kiln refractory life. Analysis of downstream operation issues shows the quality metric for dolime changed from loss on ignition to specific surface area. This produced a complete change in kiln operation; the net results being major plant productivity increases decrease in operating cost, and increases in both kiln operating costs and reline frequency.

A growing demand within the minerals industry for sustainable development and the introduction of carbon taxes have resulted in a significant focus on improving the energy efficiency of comminution circuits. However, in this drive for improved energy efficiency the role of classification has been overlooked. Inefficient classification and large recirculating loads reduce circuit capacity, result in over-grinding and higher specific energy consumption.It is well understood that classification increases mill capacity; therefore, closed ball mill-cyclone circuits have become an industry standard. However, due to limitations in cyclone classification efficiency, the optimum recirculating load is limited to about 250 per cent. A simple relationship quantifying the effect of classification efficiency and recirculating load on grinding circuit capacity is presented in this paper. The possibility of improving the capacity of ball mill circuits by improving classification efficiency is discussed, considering the current practical limitations of classification equipment. Simulation tools were used to evaluate circuits with cyclones and with high frequency screens to identify opportunities to improve energy efficiency. The investigation also identified potential benefits to flotation recovery due to a reduction in over-grinding.CITATION:Jankovic, A and Valery, W, 2012. "Studies have shown that there is a correlation between commissioning and start-up time, i.e. time to reach full plant design capacity, and the degree of innovation and technical/engineering uncertainty in the project design. The paper describes the types of start-up curves for plants according to the level of technology or uncertainty in the process design. The need to properly describe and understand the commissioning and start-up time is examined using these curves and the importance on project success is highlighted. A number of case histories of recent mining and metallurgical projects are also reviewed. Finally, the paper reviews how to better assess the level of start-up uncertainty associated with a project and makes suggestions for decreasing the commissioning time due to technological risk.INTRODUCTIOThe start-up of a new mining and metallurgical facility, a much anticipated event, is a critical step in the life of such a project. Achieving a successful start-up and reaching the design capacity on-time requires careful planning, a thorough understanding of the key technological and engineering components involved and a well-trained and adequatelystaffed start-up crew. In this paper, some of the aspects related to start-up of a mining/metallurgical project will be explored, and in particular, the impact of the technology component will be examined. In order to illustrate this, a number of case histories based on recent mining and metallurgical projects will be discussed. Ways of assessing and understanding the uncertainty associated with technological issues related to start-up of a mining and metallurgical plant will also be examined.The history on mining and metallurgy is full of success stories of great mines and mills that are now considered “company makers” (well known examples of such successes include the Horne mine for Noranda which had a 1 year start-up in 1926-27, the Dome mine for Placer Dome, the Grasberg deposit for FMI in Indonesia). Less well documented are specific studies relating to plant start-ups and what constitutes a success or a failure, however there are a few notable references in the literature and these will be reviewed."

The impact of conversion on the coal industry can be summarized very briefly: We are going to have to mine an awful lot of coal. Fortunately, the United States has the coal reserves available, and given the right conditions, we can mine it. The coal reserves of the United States are enormous. If we consider them on the basis of proved reserves, using the standards of the petroleum industry--that is, resources mapped and explored and recoverable with present techniques at close to present costs--and compare that with the reserves of other fuels, coal constitutes 88 per cent of the proved recoverable energy resources of the nation. That includes oil, natural gas, oil shale and uranium, so long as the uranium is used in burner reactors. If we consider resources on the basis of "ultimate recoverable" reserves, that is, those resources which can be extracted with improved technology and at somewhat higher costs--and if we include those resources of all fuels not yet found but believed to be waiting discovery--coal still accounts for 74 per cent of the national total. We have built a hydrocarbon economy in which about 76 per cent of our total energy needs are supplied by petroleum and natural gas, and about 20 per cent by coal. Domestic resources of oil and gas are running dangerously low and, assuming a continued hydrocarbon economy, the 20 per cent supplied by coal may increase dramatically. We already import nearly a quarter of the petroleum we consume, and the chief source of additional imports seems to lie in the politically unstable Middle East. Natural gas is in even shorter supply, and the problems of importing it seem at least as difficult as those of oil. The fact is, the United States is already relying to an increasing extent on foreign fuel sources. There is an obvious national risk in making an important part of energy supply hostage to foreign governments of uncertain tenure and friendliness. Copper sulfate is traditionally used to activate various types of sulfide minerals. The list of users includes Falconbridge Sudbury operations, where copper sulfate solution is added to the pyrrhotite/pentlandite middlings at the scavenging stage. Results from some batch tests reported in the literature suggested that copper activation is helpful for the improvement of pentlandite recovery, especially in the difficult to float fine particle range. Any improvement in pentlandite recovery is important since it is the main nickel bearing sulfide mineral. The impact of copper sulfate for this function has been investigated. Since the focus of current investigation was the flotation behaviour of minerals at the scavenger stage, rougher flotation was kept as constant as possible at two different weight recoveries, namely 13.2 per cent and 15.5 per cent that is relevant to industrial practice. Samples taken during batch testing were extracted using DETA and flotation products from selected tests were analysed to determine the recovery by size behaviour in relation to the use of copper sulfate. Results provide significant evidence that the addition of copper sulfate to these middlings does not yield greater nickel recovery, either on an overall or specific particle size basis. It is concluded that copper sulfate is wasted in the process and that self activation behaviour of the ore at a slightly reduced pH is sufficiently significant to maintain the scavenger recovery of pyrrhotite and pentlandite at desirable levels. Results obtained from limited circuit trials have shown supporting evidence for this conclusion.

Process water from production of concentrates in Meydook copper sulfide mine is transferred to the 8.3 million m3 tailings dam and a water retention pond after initial thickening. Elevated concentrations of heavy metals, sulfate, and TDS and decrease in pH as well as seepage into the aquifers have been the concern of the regulatory agencies since the start of activities. In this paper the results of a 6-month monitoring program from 4 wells are presented. The wells were located approximately 1.5 km from downstream of tailing dam (0.4 km from water retention pond) as well as upstream background well (2.28 km from water retention pond and 1.27 km from tailings dam). The objective was to study possible effect of accumulated tailings on the groundwater resources. Water levels in sampled wells were on average between 20 and 40 m. Results showed high levels of lead (5 ppb), copper (0.17-0.46 ppm) and selenium (73.1- 29.1 ppb). High levels of selenium and lead were partly due to natural geological settings of the area with high levels present in unaffected soils in the vicinity including water wells of villages upstream of mining operations. High copper levels were attributed to both mining operations as well as deposition from particulate air deposition onto the soil and transport to ground water by rain.

Ageing tests on a crushed Cu-porphyry ore were conducted to assess the impact of sample oxidation on flotation performance. The objective of the testwork was to simulate ageing of ore that would be blasted through block caving but not milled for possibly several months. Ageing was performed in specially designed columns, using site and deionised water to keep the samples moist over the entire ageing period. Samples from each ageing interval (0, 0.5, 1, 2, 4, and 8 months) were examined for physical and metallurgical changes resulting from the ageing process through chemical analyses, size analyses, and batch flotation tests.

The aim of this paper is to discuss the impact of end bearing plate on the capacity of micropile. Preliminary studies have been made in Sudan in specific area of cohesive soil. Experimental works were carried on a number of micropiles with and without end bearing plate. Same diameters, lengths and techniques of placing cement grout are considered, there after the axial load test applied to find out the capacities of micropiles in both cases. Deduced results in each case show that the end bearing plate has no positive impact on micropile capacity.

Volumetric flow and mass flow are two of the critical process parameters needed to understand and control flotation processes, with others being levels, densities, and metal analyses. Both volumetric flow and density measurements can be adversely influenced by entrained air, which will result in artificially high flow readings and artificially low mass flow calculations. Array-based instrumentation has been used successfully to accurately measure both volumetric flow of aerated slurry and the quantity of air entrained within the slurry. The latter measurement has been used to correct density measurements, thus providing an accurate mass flow calculation. A case study involving the use of this technology to measure both flow rates and air entrainment levels at Eland Platinum processing facility (concentrator) will be covered in detail. In addition, with certain traditional flow meters such as electromagnetic meters, erroneous volumetric flow rates can be recorded in the presence of paramagnetic or ferromagnetic material. The use of this array technology to avoid spikes in measurements due to steel fragments passing through the pipe will also be discussed.

We investigate the relationship between corporate financial performance (CFP) and environmental and social performance (CSP) in a sample (n=165) of large, publicly traded U.S. mining and oil and gas firms. Using optimally scaled principal components analysis to generate aggregate measures of CSP strengths and concerns, we find higher concerns are related to higher volatility of unexpected earnings and discount rates. Furthermore, these earnings shocks are more likely to be negative as concerns increase. Decomposing this relationship shows that negative environmental performance dominates proactive environmental management as a driver of unexpected earnings, but proactive community efforts increase the magnitude of earnings shocks. We document some evidence of the strategic use of CSR, with those firms that have greater risk investing more proactively in CSR.

Much of our knowledge of the behaviour of underground coal dust explosions has been derived from less than full-scale experimental explosions in facilities as small as 0.25 m diameter pipes. Although a substantial body of research has been undertaken in larger galleries approaching the size of full-scale modern mine roadways, there are still questions regarding the scaling of results to full-sized roadways in modern coalmines. Questions also surround the issue of comparing or scaling results between smooth and rough walled galleries, round and rectangular galleries and galleries with differing wall thermal properties due to different materials of construction.This paper will examine the influence of gallery size, cross-section area and wall roughness and thermal properties upon the characteristics of a coal dust explosion. Data from past explosion research will be examined and assessed for its application to the problem along with theoretical considerations for these factors.Recommendations on the design and minimum appropriate size of explosion galleries for assessing the performance of explosion inerting strategies, passive and active explosion barrier performance and determination of appropriate pressure ratings for ventilation structures will be made.CITATION:Humphreys, D, Collecutt, G, Greenwood, J and O’Beirne, T, 2015. Rapidly rising gas and oil prices and the falling quality of coal is forcing energy users in many parts of the world to consider the application of low grade fuel, particularly coal, for steam raising and power generation. However, the use of such low grade coal is normally resisted by the consumer because of operational problems associated with high ash content, sulfur emission and, in some instances, slagging problems caused by low melting temperature constituents in the ash. Recently developed technology involving 'fluidized bed combustion' offers a potential solution to these operational problems. Much of the early work was conducted in Britain, where rig tests were commenced during the early 1960's. This has led on to the successful conversion and operation of a fluidized bed fired industrial boiler at the Renfrew works of Babcock & Wilcox Ltd. Orders for the first commercial boilers incorporating this technology have recently been announced. Significant development work on fluidized combustion is now being undertaken in various parts of the world, in particular North America, Germany and Japan, and the first large scale units are under construction or being commissioned. This paper concentrates on the development of the technology in Britain, outlines the reasons for applying fluidized bed combustion and de-scribes its application at atmospheric pressure for steam raising and at elevated pressure for power generation . Coal Processing Consultants is a Partnership between the National Coal Board and Babcock & Wilcox Ltd. of Britain and has been established in order to provide technical advice and economic evaluations on all aspects of coal processing and utilization. The mineral processing community have been amongst the pioneer developers and early adopters of key platform technologies in analytical methods, chemistry, physical separation and advanced modelling. Fundamental research will continue to have a significant impact driven by the continued development of sustainable practices. Major drivers and challenges for change in our industry in the next two decades include: reduction in energy uses in processing; discovery of new energy materials; adoption of green chemistry routes; safeguarding of water resources; and demonstration of adherence to best practice at all times. With increasingly global mining enterprises, the provision of internationally accepted benchmarks for performance will continue to drive the creative process. This lecture highlights major opportunities around a new paradigm of Multi-scale Measurement coupled with Multi-scale Modelling, based on advanced sensors, communications and computing. Connecting real-time measurement sensors with dynamic simulation models opens up new horizons for visualising the process behaviour from an experimental and theoretical basis. Examples are given of the potential of this methodology and its implications for better design.

Kalgoorlie Consolidation Gold Mines (KCGM) operates the Kalgoorlie Super Pit open cut, Mt Charlotte underground mine, Fimiston process plant and Gidji Roaster facility for joint venture partners Newmont Mining Corporation and Barrick Gold. In 2004, the Fimiston plant was upgraded by the addition of gravity concentration to the Fimiston and Mt Charlotte grinding circuits, including the installation of a central intensive cyanidation reactor to process the gravity concentrates. The gravity project was justified after detailed analysis demonstrating an expected increase in overall gold recovery of approximately one per cent, in addition to reduced elution costs and reduced gold inventory in flotation concentrate stockpiles. The gravity circuits were commissioned in August 2004, and have since consistently recovered 10 to 20 per cent of the gold present in the KCGM ore, delivering a reduction in coarse gold losses equivalent to 0.45 per cent additional metal recovery and contributing to improved metal accountability.CITATION:Giblett, A, Hillier, D, Parker, K and Ramsell, V, 2012. Microwave pretreatment is one of the emerging technologies which have been reported as having potential economic benefits for the processing of amenable ores. The application of microwave pretreatment to the processing of refractory and finely disseminated ores is of great interest as the technology can potentially reduce high comminution costs and improve mineral liberation. Sized ore samples were subjected to microwave irradiation at power levels varying from 1 to 5 kW over exposure times of between 1 and 6minutes in order to determine the influence of heating rate on mineral transformation, ground product size distribution and mineral liberation. The microwave irradiated samples were ground and subsequently floated. A comparison is made with non-microwave treated samples. Flotation grade and recovery show a strong dependence on the microwave absorption characteristics of the mineral components of the ore, in the following decreasing order -sphalerite, galena, and lastly chalcopyrite.

U.S. environmentalists have tended to oppose all new energy developments. Their efforts may be counterproductive because opposition to, say, offshore oil directly leads to the continued use of other energy sources that may have a higher social cost. Rather than attempting to eliminate all pollution from energy production, which would be prohibitively expensive, one should minimize the social cost of energy production for the given demand. Linear programming is used to rank various oils (California State and O.C.S., Gulf of Alaska, Prudhoe Bay, Athabasca tar sands, oil shale and certain foreign crudes) in terms of their social desirability. The objective is to minimize the cost of supplying the California market, subject to resource, sulphur and oil spill constraints. Social desirability is indicated by the inclusion of the oil in the optimal solution and the size of the associated shadow price. the larger the shadow price, the greater the benefits of increased production. The more negative, the greater the cost associated with forcing consumption of that fuel. The environmental shadow prices indicate the size of the trade-off between a particular environmental standard and minimum cost. The trade-offs can be surprisingly large. any reasonable spill standard can be achieved by changing the development pattern. Generally, the further offshore, the smaller is the environmental degradation, but the more expensive is the oil. Foreign oils can be economically and environmentally inferior to domestic oils. Crude from the California O.C.S., San Joaquin Valley end Prudhoe Bay appears a valuable resource, while the Gulf of Alaska, synthetic and foreign crudes appear marginal to submarginal.
