It was Harold McMillan, Prime Minister of England 30 years ago, who used the phrase "The Wind of Change" to describe political events in Africa in his day. So well did this phrase capture the spirit of the time that it echoed around the world, and the echo has never stopped. Change is the constant factor in the society in which we live and everyone of us has had experience of the effect which it has had on our professional and personal lives.Change will not stop, it will continue at an increasing rate and the questions we must answer are how do we prepare ourselves to meet the challenge of future change and how do we take advantage of the opportunities which it will bring?It is these questions which I wish to discuss in this address.There is nothing new about change in the mineral industry, it has been happening for thousands of years and it will continue as long as civilisation exists on earth. One type of change is economic and we are all aware of the rises and falls which occur in the prices of metals and minerals (Figure 1). When these have happened in an orderly manner, and could be predicted and planned for, it has been possible to take advantage of the benefits and minimise ill-effects, but when they were sudden and precipitate, and could not be predicted, the consequences were serious. The extreme example, of course, was the oil price shock of the 1970s which had such disastrous effects on industry and society.Other types of change are social, cultural and political. They have all been important in recent years and will continue to be so in the future.But it is technological change which may well be the most important because its effects are profound and irreversible, and alter irrevocably the way in which we live. So in discussing the mineral industry in a changing world I will talk specifically about technological change.

THE RAPID GROWTH of the small Albanian mineral industry in the 1950's began to taper off by 1961 and slackened sharply in 1963. The abandonment of Soviet and East European technical assistance programs in mid-1961 greatly affected Albania's mineral development, since four-fifths of all technical aid personnel were engaged in mineral activities. Chinese assistance apparently has not been able to fill the void. Overall mineral production increases during 1961-63 averaged 1 percent per year in value, as compared with 3 percent in 1959 and 5 percent in 1960. Although by world standards Albanian mineral output, except for chromite, is insignificant, it is vital to the country's domestic economy. The mineral industry generated about 14 percent of the gross industrial product in 1962 and employed a notable share of the industrial labor force. In recent years, mineral products have provided about three-fifths of the country's exports by value. Chromite and iron-nickel ores together constituted from one-fourth to one-third of the total export value. In 1963, total trade turnover increased 12 percent over 1962.

"ALTHOUGH final statistics are not yet available concerning Nova Scotia' s mineral production for 1958, it is estimated that the value will be slightly lower than that of 1957. In making this statement it is but fair to say that one year ago a reduction in mineral value was also forecast (for 1957 as compared with 1956) and final figures from the Dominion Bureau of Statistics ($68,058,743) indicated, instead, an increase of $2,000,000 over 1956. However, 1958 did bring problems to the industry which would indicate a drop in production value. The estimates figure for 1958 is $64,000,000. COAL Coal production came from 28 mines, 5 less than were operating since 1957. There were 5,269,896 tons of coal produced by 1,978,512 man-days' labour, for a tons per man-shift of 2.66 (0.05 higher than during 1957) or an increase of 1.9 per cent over the 1957 all-time high for this Province. This record has been established as a result of concentrated efforts to mechanize the coal mines of the Province, and it is hoped that it will be bettered during 1959. Collieries which showed some production for 1957 and none for 1958 were the McGregor at Stellarton, the Franklin at Sydney Mines, the MacLellan, the Rose bank No. 2 and the Rose bank No. 3 at Inverness."

The only economically important mineral currently produced in Bangladesh was natural gas. Bangladesh was not a world? ranked producer of any mineral commodity, but the possibility of producing and exporting commercial amounts of liquefied natural gas (LNG) was being examined. Proved reserves of natural gas were sufficient to supply most of the country's industrial and domestic heating and electric needs and still support an export-oriented LNG plant. Other mineral production was of virtually no significance to the economy, although there were a few prospects for nonmetallic mineral development. Bangladesh continued to make economic progress during 1978 and into early 1979. Gross domestic product (GDP) at current prices rose from $6.6 billion in 1976-772 to $8.2 billion in 1977?78 and $9.3 billion in 1978.79.2 In fiscal 1979, the economic conditions were favorable until a severe drought hit most of the country. It W88 reported that conditions were the worst in 40 years, and 88 of July 1979, substantial crop losses were predicted. The agricultural sector accounts for over 53% of the GDP and about 75% of all employment. The poor weather will cause economic problems in the form of slower growth, larger trade deficits, and a higher rate of inflation. The 1978.79 statistics showed that real GDP increased just 4%.

Mineral production was of minor importance to the country's economy, and Bangladesh was not a ranking world producer of any mineral commodity in 1980. Natural gas was the most important mineral exploited, and reserves were sufficient to allow a significant increase in its use. A greater proportion of the domestic heat and electrical energy needs could be filled by increased production and distribution of natural gas. Also, the export of natural gas was feasible either by pipeline to India or in the form of liquefied natural gas (LNG). Some nonmetallic minerals could be developed, as well as coal and peat, given sufficient capital investment. Bangladesh's strongly agricultural economy made fair progress in 1979.80.1 The major harvest of November-December 1979 turned out to be better than had been anticipated after an early drought left poor planting conditions. Cameroon continued to enjoy sustained economic growth that began with its independence in 1960. Growth in the gross domestic product (GDP) averaged 2.8% per year during the 1960's and the first half of the 1970's. Starting in 1976 and for the succeeding 10 years, the GDP accelerated rapidly owing to the coming on-stream of Cameroon's small but domestically significant offshore oil industry. In 1985, the GDP grew by 7.8%, but in 1986, it was only up 5.5%. The country's sustained economic growth in dollar terms of gross national product (GNP) per capita reached $1,075 in 1986. The ranking in GNP per capita by the International Monetary Fund put Cameroon in the middle-income category for developing countries. The sustained economic growth rate up to 1986 was due to the injection of income from oil into the economy, but crude oil price reductions in 1986 brought a slowdown. In 1986, crude oil production grew to 200,000 barrels per day, an increase of 8.2% from that of 1985. Most of the oil came from the Société Nationale Elf Aquitaine (SNEA) wells in the multifield Rio del Rey complex. Additional output came from the Moudi Field operated by Compagnie Française des Pétroles S.A. Proven oil reserves in Cameroon were 540 million barrels. At 1986 production rates, and in the absence of further discoveries, Cameroon will have exhausted its recoverable oil reserves by the year 1995. Owing to worldwide crude price reductions, the country's oil income fell 60% between 1985 and 1986, from $1.82 billion2 to $0.72 billion. Cameroon's refinery operator commenced operating the Sonara refinery in 1981 at Point Limboh. Sonara's capacity of 43,000 barrels per day was small by most standards. In 1986, natural gas reserves, estimated at 100 billion cubic meters, were not produced commercially because there were no domestic users. Proposals for a multibillion-dollar liquefied natural gas plant at Kribi had been submitted; however, work on the plant had not commenced.

Cameroon's mineral industry continued to be dominated by crude petroleum. The country's economic development depended on the production and export of crude oil. Oil output was estimated to be 56 million barrels in 1984 compared with 47 million barrels in 1983 and 39 million barrels in 1982. The country's only refinery processed approximately 16,000 barrels per day of crude oil in 1984, operating at slightly over 50% capacity. This volume, however, supplied the domestic need for motor fuel and heating oils. Cameroon's economy continued to expand despite problems and setbacks stemming from the attempted coup of April 6, 1984. Gross domestic product (GDP) growth in 1984 was 6.5%, the same rate as in 1983. Offshore crude petroleum production was the chief factor in the sustained economic growth. The country also maintained a relatively strong balance-of-payments position through oil exports. Investment, ranging up to 25% of the GDP, greatly contributed to sustained growth. The oil sector contributed approximately 14% to Cameroon's GDP in both 1983 and 1984.

The country's only refinery consumed approximately 12% of the daily production of crude oil while operating at slightly over 50% capacity. The refinery output, however, supplied the domestic need for motor fuel and heating oils. Cameroon's economic prospects were heavily dependent on the oil sector, which bad been responsible for the recent strong growth in the economy. The country consistently sought to avoid the problems associated with an overdependence on oil and followed a relatively broad-based development strategy, using oil revenues to sustain and encourage growth in other sectors. Approximately 75% of the gross domestic product (GDP) was attributed to the mineral industry in some form. GDP growth was approximately 6.5% during 1985.

Detailed comprehensive assessment of the performance of Afghanistan's mineral industry during 1987 is virtually impossible, owing to the paucity of reliable published information. It was evident, however, that the level of civil disorder, now in its eighth year since the arrival of significant numbers of Soviet troops, was in actuality little removed from open civil war. Insurgents controlled substantial areas of the country and imperiled any industrial activity in many places. Assistance programs by the U.S.S.R. and other Eastern European nations were directed at developing the country's meager mineral industry, but the economy was generally viewed as chaotic. The inflation rate was somewhere between 20% and 30%; major food shortages contributed to the discontent of the population, and numerous villages were devastated by Soviet and Afghan Government campaigns to destroy the insurgents and cut their supply routes. Moreover, proposals by the Soviets and the Kabul Government aimed at reducing tensions with the rebels and scaling down the warfare seemingly were taken by the opposition as signs of weakening by the Soviet-backed Government, and rather than reducing aggressions, seemed to heighten insurrectionist activities. Efforts to entice the substantial number of Afghans who have fled to nearby areas of Pakistan and Iran to return to their country seemingly were failures, and indications near yearend that the Soviet Union might soon begin withdrawal of its occupation force of nearly 120,000 did little if any to reduce disorder.

Aruba, formerly a. part of the Netherlands Antilles, separated on January I, 1986, and became an autonomous part of the Netherlands. Full independence of the island from the Netherlands is scheduled for 1996. In this chapter, however, Aruba's statistics are included with those of the Netherlands Antilles. Tourism continued to be the main industry of the island, which continued to depend heavily on imports, mostly from the United States. During the year, the Government was preparing legislation to regulate the exploration of oil deposits in the relatively shallow sea around Aruba.

The 350,000-barrel-per-day Bahamas Oil Refining Co remained closed throughout 1986. Financially troubled Charter Oil Co., joint owner of the refinery with Chevron Oil Bahamas Ltd., agreed in principle to have Chevron assume full ownership in return for canceling debts owed Chevron. Finalization of the agreement was pending at yearend. Burmah Oil Ltd. took more than a $30 million loss on the sale of its interest in South Riding Point Grand Bahama Transshipment Terminal to South Riding Point Terminal Holding Ltd.

The Bahamas Oil Refining Co. (BORCO) refinery in Freeport continued to operate at less than half its full 500,000-barrel-per-day capacity. Although owned through subsidiaries by the Carey Energy Corp (65%) and Standard Oil Co. of California (35%), BORCO is ineligible for participation in the Crude Oil Entitlements Program granted to companies operating within the United States proper or its territories. Like some other Caribbean refineries, BORCO has suffered a loss of normal market outlet due to the wt advantage afforded U.S. refineries by the Entitlements Program. Saudi Arabia, Nigeria, and Libya are the major suppliers of crude for the refinery. Its principal products, motor spirits, aviation fuel, distillate fuels, and residual fuel oils, were marketed in the United States and Puerto Rim. The Government-owned Bahamas Development Corp. and Burmah Oil Co. Ltd., held discussions pertaining to a renegotiation of Burmah Oil's management contract for the Grand Bahama Oil Transshipment terminal. The desired contract modifications were not made public but financial problems have plagued the terminal and its operation since construction started in 1972.

For some time the-mining industry has been criticised, completely unjustifiably, by certain people who style themselves conservationists but are actually preservationists. The criticism of the mining industry - and indeed all developmental industries has an emotional background and is not supported by facts. Some claims have been so disturbing that the Australian Mining Industry Council considered that the industry should do more in stating its position and attitude than has been done to date. It was therefore decided to request the Australasian Institute of Mining and Metallurgy (which is a technical organization) to join with it in presenting this seminar so that the subject could be examined on a scientific and factual basis, removed from the pressures of, emotion, and so that the media and the public could be presented with some basic factual data and, I trust, convinced of the soundness of the industry's attitude and policy. Many of the individuals in the mining and metallurgical industry are men who chose mining as a career because the location of mines gives an opportunity normally available only in the more remote areas. "These men do not want to see their countryside despoiled. '-The mining companies they manage and w rk for have accepted a responsibility to the environment which grows out of their close relationship with the earth.

The Australian Mineral Industry has to compete on world markets, so its mineral research has to be aware of overseas developments, it must be of world class, and it must utilise as many ideas as possible in order to solve those problems that uniquely affect Australian minerals processing. The Mineral King Mine, owned and operated by Sheep Creek Mines is located in the Purcell mountain range of southeastern British Columbia. Production of lead and zinc concentrates commenced in 1954 some 60 years after the initial discovery. Low cost mining methods have been employed to extract 16,0C'O tons of ore monthly from large ore bodies formed by replacement in limestone. Extensive areas in the limestone are yet to be explored and success in the search for new ore bodies is anticipated.

Fibrous minerals are common in nature but asbestiform minerals are rare. The unique mineralogical characteristic common to all the asbestos minerals is their morphologic form (or habit of crystallization) as polyfilamentous fiber bundles. The individual fibrils within the bundles have a tendency to be very long with a narrow range of diameters and grow with their long fiber axis in parallel orientation to the bundle length. The asbestiform habit imparts to the asbestos minerals sufficient flexibility and tensile strength so that most can be woven into cloth. In the past application has focused on their ability to insulate against the transfer of heat. If it were necessary to preface a discussion of the mineral position of the Empire by justifying one's interest in that subject, there are two points that at once suggest themselves by way of vindication. Tremendous Growth of MINERAL Consumption The first of these points has to do with the general question of the world's mineral consumption. Most thinking persons appreciate in a more or less vague way the vital rôle that has been, and is being, played by mineral products in building up the material side of our modern civilization. But, apart from that casual and almost subconscious appreciation, very few have any precise knowledge of the extent to which the growth and the operation of our vast present-day industrial structure has been made possible by, and only by, a tremendous increase in the consumption of mineral products of all kinds. The increasing use of minerals confronts us today at almost every turn. It does not matter in what direction we look-at the expansion and the change in transportation facilities, in the air as well as on land and on sea; at the increasing mechanization, not only in factory and mill but even in our domestic life; or at the constantly widening use of machinery for all phases of farm production-everywhere we meet the same phenomena of rapidly growing uses of equipment produced mainly from minerals. Without resorting to any tiresome statistics, a few figures may suffice to indicate with what enormous strides the world's mineral consumption has been advancing. The figures for recent years may be open to objection on the plea that, ever since the outbreak of the world war, conditions have hardly been sufficiently normal to give us trustworthy data-we have been living under extremes either of depression or of abnormal stimulation. During the last decade before the war, however, from 1903 to 1913, the world was moving along in a quietly prosperous manner; and we have figures, or at least reasonably reliable estimates, as to the growth in mineral consumption during that decade.

IN the field of mineral resources, today's problems and those we can reasonably expect in the future are so vast that nothing less than world-wide thinking and world-wide planning will suffice. I can imagine nothing more useful for the Institute to do in celebration of its seventy-fifth anniversary than to hold this conference on world mineral resources. Mineral resources are the basis of any nation's industrial production. Without expanding industrial production, the high standard of living found in the United States could not exist. Without such a standard of living it would be most unlikely that we should have a high level of culture. The hope of the world, as I see it, depends very largely on a general rise in living standards everywhere, and in the general increase of the levels of culture including a sympathetic understanding of the problems of other nations. For this reason, the proper use of the world's remaining mineral resources must be taken into account in any plans to safeguard the peace of the world. Being as exasperatingly human as human beings always seem to be,. we usually wait until almost too late to begin our plans to stave off an impending disaster. We do this as individuals, as components of particular States or Governments, and as citizens of the world. OPINION seems widely divergent as to where we stand with respect to future mineral supply. From some quarters we hear that the United States is about to become a "have-not" nation and about to experience the evil consequences such a situation would entail. Others claim that we are still a treasure house of stored-up mineral wealth, the surface of which barely has been scratched. The data to be presented here support the conclusion that neither of these viewpoints is correct and that we are far from exhaustion of those mineral resources that are basic to our industrial economy. However, exhaustion is well advanced in a number of important subsidiary minerals so that we can no longer drift along with the easy-going philosophy that the earth will provide. The time has come when we must recognize the true situation and do something about it.

The Hauraki goldfield is located east of Auckland in the North Island of New Zealand. It includes Great Barrier Island, the Coromandel Peninsula and the Coromandel and Kaimai Ranges as far south as the town of Te Aroha and south east to Te Puke. It has a total north-south extent of about 180 km and an area of 3000 km2. The goldfield is the most productive in New Zealand, and while production at present is negligible, the area has undergone continuous exploration over the last seven years.
