The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

Despite the recent pullback in metal and mineral prices, and the associated market adjustments, the mining industry is still facing a serious issue with the declining availability of graduate expertise. This is due to a combination of an aging workforce, retirements and retrenchments, coupled with a lack of suitably qualified graduates entering the workforce. The issue has certainly improved since 2004 when the industry picked up the rates of hiring graduate engineers and mining/mineral school enrollments picked up in response. This hiring effort has helped to cover the ?gap? years from about 1985-2000, when industry demand for graduates was particularly poor. However, the recent market pullback is likely to set back this progress, as recruitment and hiring wavers as a result of cost cutting measures and economic uncertainty. A key issue for the mining industry is how to ensure the survival and growth of relevant ?core? degree programs. Such programs include mining, metallurgical, mineral processing and geological engineering. The mining industry needs a healthy, high-level education program to ensure an adequate supply of appropriately qualified graduates for the mining industry. Two-thirds of the professionals entering the minerals industry who graduated within the past 40 years graduated prior to 1985. Since 1985, we have been living off the legacy of graduation classes from the mid-1970s and early 1980s. It is estimated that we have been producing graduates at approximately 40 to 50 percent of the sustaining rate since about 1985. Further growth in the domestic industry would increase graduate requirements significantly, and the export of U.S.-graduates to other parts of the world (as is currently occurring) also impacts the total graduate requirements.

The state of sampling practice in South African minerals industry must be appreciated in the context of the changes that the country has recently lived through. These include the entrepreneurship and investment in local mineral developments, the 'unbundling of mineral assets', the rising foreign control of South Africa's mineral assets, developments in the regulatory environment, and the training that has come to the industry through international experts. In terms of their financial contribution the five most important commodities in the South African mining industry include gold, platinum, non-ferrous metals, ferrous metals, and coal. International Organization for Standardization (ISO) standards form the basis for international trade in two of these commodities and have had a steadying influence on sampling practice over the years. The contribution of the minerals industry to the economic well-being of South Africa and the strong financial links between good sampling practice and minerals marketing, has acted as a driver for improved sampling practice. The state of sampling practice at mining operations of the five main commodities was found to be quite widely divergent with 'pockets of sampling excellence' in each of the commodities. The stages of mineral development at mines for each of the commodities have been described in terms of the sampling sites, sampling mechanisms, and associated problems at different stages of mineral production from exploration, through face sampling, blasthole sampling, and in-mine grade control, ore processing and handling, metallurgical subsampling, process subsampling, and subsampling in the laboratory. In each case the principal errors were identified and their potential impact on value erosion was estimated. In the final analysis it is evident that the greatest problems arise in the early stage of mineral development, and that ferrous metals and coal are particularly susceptible to loss of value through poor sampling practice. Several examples of value lost through poor sampling at the marketing stage that arise from breaching contract specifications, either in terms of grade or sizing, are described. The conclusion is that larger companies with larger ore deposits and greater human, financial, and capital resources are probably more compliant with 'best sampling practice' than smaller companies. Finally the message that equipment suppliers are sending is that business is booming and the awakened awareness of the issues around sampling practice are translating into rands and cents spent on improved sampling equipment.

"The purification of rare earth elements (REE) at mining operations is traditionally accomplished by multiple chemical phase-transfer processes including precipitation, solvent extraction, and ion exchange. We describe REE purification results with Solid Phase Extraction (SPE) columns that were developed to improve the speed and economy of REE purification. The SPE columns have the properties of enhanced equilibration kinetics, so that residence time of a few seconds will accomplish selective chemical transfers from solution phase to solid phase. We describe the separation of REE’s as a class from leach solutions and the further purification of REE salts. INTRODUCTIONHistorically the rare earths were first chemically separated from each other and purified by fractional crystallization. This slow, cumbersome, and laborious process was not suited to commercial production. Solvent Exchange (SX) technology was applied to the problem of separating and purifying the rare earth elements when it was determined in the late 1960s that there might be commercial uses for them individually. At the same time the very slow and expensive technique of ion exchange was applied either for ultra-purification of the desired “light” rare earths, or for the recovery and purification of the tiny amounts of higher atomic numbered, “heavy,” rare earths. Solvent Exchange (SX) has today become the standard for separating the rare earths across their atomic number spectrum. Whereas the separation of the light rare earths commercially may take 30 “cascades’ in a modern Chinese plant, the total separation of all of them from each other may take up to 80 such “cascades,” and is only even “practical’ with preconcentrated feed stocks, such as those produced in China by heap-leaching techniques performed in situ on very low grade radio-nuclide free ionic absorption clays.. Ultra-pure materials of all types are produced today by ion-exchange processing of ionic species already separated by solvent exchange.Hard rock deposits and refractory residues of tin mining and residues from uranium mining have been identified outside of China with very high ratios of dysprosium and other heavy rare earths to the majority lighter ones. Aiming at greatly increasing efficiency and saving budget, higher strength and larger-diameter pipes have been developed and applied for constructing long distance pipeline projects in China. At the same time, in order to produce pipeline steel with high strength, high toughness and excellent DWTT performances, it is critical to refine austenite grain by static recrystallization rolling. Therefore, this paper focuses on the brief introduction of development of pipeline projects in China and also on the basics research in the field of static recrystallization during austenite processing of Nb-bearing steel.

Many changes have taken place in the "World Cement Market" since Joseph Aspdin discovered portland cement in the early 1800's. At the turn of the century, production of cement world wide was a few million tons; today, it is over one billion tons. By 1995, world production is estimated to reach 1.2 billion tons. Cement processing has changed from inefficient, small vertical kilns to large efficient, precalcining kilns, and large automated crushing, blending and grinding systems. Consequently the cost of production has declined in real terms, resulting in significant economic benefits to the general public. In addition, quality and uniformity of cement have increased, strengths have increased, and at least 25% fewer pounds of cement are needed for each cubic yard of concrete. Today, cement moves thousands of miles on the inland rivers and great lakes of the U. S., across Siberia and across the oceans of the world. The volume of cement moving more than a few hundred miles is almost 100 million tons, or 10% of world production. Today, on a per ton basis, it costs no more to move 40,000 tons of cement to the United States from the Western Pacific rim or from Europe than it does to truck cement 200 miles. For example, cement shipped by water from Spain costs $5.00 to $7.00 per ton compared to cement shipped by truck 200 miles at $16.00 per ton. This low cost water transportation has been a major factor for the increased movement of cement between countries. By its nature, underground metal mining is unlike any other business in the industrial sector. Operations are continuously exposed to economic risk as a normal consequence of mining due to uncertainties associated with the? deposit, excavation, and ever changing political, regulatory, and market conditions. Out pacing advances in productivity and technology, these conditions have contributed to the steady decline of underground hardrock mining in the United States. This paper investigates the trends and major factors believed to be responsible for this decline. Special consideration is given to changes in direct operating costs, labor productivity, and production capacity.

By 1980, the U.S. mining community had reached a broad consensus regarding coal pillar design. The pillar load could be estimated from tributary area theory, and the pillar strength from empirical formulas and laboratory coal strength testing. Then the growth of longwall mining required new thinking. Recently, powerful design methods have emerged from analysis of large data bases of real-world pillar successes and failures. These include the Analysis of Retreat Mining Pillar Stability (ARMPS), the Analysis of Longwall Pillar Stability (ALPS), the Mark-Bieniawski rectangular pillar strength formula, and guidelines for preventing massive pillar collapses. Sophisticated numerical models have also helped transform the pillar design landscape. In the process, our understanding of pillar mechanics has been greatly enriched. In order to protect nearby structures during a blasting project, a peak particle velocity limit is often stipulated by a government agency or the owner of a particular structure. At the start of a blasting project, a preliminary estimate for the minimum scaled distance is often determined using a vibration prediction equation before any site-specific data have been obtained. Reasonably conservative assumptions are typically made for the unknown input variables in the vibration prediction equation until site-specific blasting data have been obtained and evaluated. Although this approach is prudent, it provides no assurance that the peak particle velocity values generated during the initial phase of the project will be below the specified limit.

THE production and inspection of the materials of war involves thousands of observations. Logical action is generally based on the interpretation of many observations. The success of such action depends upon the accuracy of the observations and the soundness of the interpretation placed upon them. There are countless instances where the observer 'sees but perceives not'; that is, the significance of a group of observations is lost, due either to faulty interpretation or to no interpretation at all being placed on the results. This condition is being partly corrected in the United Kingdom and the United States (1) by the promotion of certain principles by Ordnance officials. The term Quality Control has been adopted to describe a system of studying and controlling industrial products by methods of handling observations. In these pages an attempt is made to outline in a non-technical manner some of the ideas used in the handling of observations. Of course the authenticity of the observations determines the worth of any decisions based on them. No matter how brilliant is the theory built on unreliable sampling, it is usually of little practical value. n some fields it is almost impossible to obtain observations free from bias. Let us suppose that observers of speed in miles per hour were available for judgment: (a) a bystander, (b) a motorcycle policeman, and (c) a motorist accused of speeding. The bystander might be unbiased but probably would be very inaccurate. The motorist is usually biased on the low side. The policeman is the only qualified observer and, if over-zealous, he might be biased on the high side. Conclusions drawn from large numbers of biased observations naturally would be of little value.

A recent development in underground drilling has been the introduction of the down-the-hole drill, an old and very familiar tool to the surface operator. The idea of moving such a rig underground is not new. Tests were conducted at INCO in Canada and Mt. Isa, Australia in the early 1960's, and St. Joe used one for underground exploration in their Missouri lead mines in the mid-1960's. However, the trend to full scale production programs did not start until the mid-1970's. The first successful North American test was at INGO in early 1973. This led to a large-scale pillar recovery and open stoping program which en¬compassed 25 drilling units by mid-1976. Meramec Mining Company tested a unit using air boosted up to 200 psi (140, 000 kg(m2) in the summer of 1973 which by 1976 led to an open stope and pillar drilling program using 12 units. By mid-1976, production units using boosted air were also in use at Pilot Knob in Missouri and at St. Joe in Balmat, New York. Experimental and utility units were in use in several other mines and down-the-hole drills were being seriously considered for at least one major new underground mine.

The introduction of digital technologies into the underground mining industry, in both coal and hard rock mining, has enabled many high bandwidth applications to be adopted by mines.Digital networks based on 802.11 b/g/n open Wi-Fi standards allow for many applications to be run over a single communication backbone. One important application has been tracking personnel and equipment via RFID tags. This tracking application has in turn formed the basis of a Proximity Detection System (PDS) or Collision Avoidance Systems (CAS). The paper discusses the growth in digital technology as the communication backbone in underground mines which has allowed the ‘convergence of technologies’ that has been occurring in the general business world to be available to underground mine operators. Then the paper will focus on the use of the technology in the increasingly important are of risk control around mobile plant underground. The specific use of digital devices for proximity detection, in both hard rock and coal mines, to provide a system that can deliver an additional level of control to the risks associated with people-vehicle interactions underground is discussed. The initial implementation of PDS in the hard rock mining environment is based on two zones of detection, required for large and relatively high speed vehicles. Information will include:•the principles of the underlying technology,•installation learnings and effectiveness, and•change management methodology and issues.The most recent development to integrate Mine Site Technologies (MST) PDS with Frederick Mining Controls’ HazardAvert® System to extend the overall Proximity System’s functionality in hard rock mines and for use in coal mines is overviewed.

During the time period from 1990-2007, 1601 reportable fires occurred in the U.S. mining industry (an average of 89 fires per year). The leading causes of U.S. mine fires were flame cutting and welding operations, frictional heating and ignitions, electrical shorts, mobile equipment malfunctions, and spontaneous combustion. The fact that mine fires continue to occur with an alarming regularity reinforces the importance of recognizing and eliminating the potential hazards and the overall need for improved fire control and suppression technology to ensure the best possible outcome during a mine fire. The National Institute for Occupational Safety and Health (NIOSH) is conducting an evolving comprehensive program of research that is addressing mine fire prevention, detection, management and suppression. This paper presents a summary of recent research accomplishments and provides an overview of the next phase of the NIOSH mine fire research program.

This paper presents an overview of the current status of mine water management in South Africa. The regulatory framework within which mine water management operates is set out, based on the principles and policies embodied in the relevant legislation. The status of the gold and coal mining industries, with regard to water management, is presented on the basis of studies that have been undertaken to develop water and salt balances for these industries. While the data is not available to quantify the status of ARD in South Africa, the range of typical mine water quality problems faced by South African gold and coal mines is presented. The status quo, problems and challenges relating to mine water management are presented and discussed. It is shown that, while there have been major strides in the last decade, and mine water management and treatment in South Africa has moved onto the forefront of mine environmental management, important problems still persist. There is still a significant amount of improvement required, particularly in the field of prediction of water quality deterioration and the application of such predictions to the identification of management actions that can be applied to prevent or minimise mine water pollution in the shortmedium- and long-term.

The mining industry of Canada, stretching from coast to coast and reaching into the most remote regions of the country, is of fundamental importance to the national economy and the well being of many communities outside the main urban areas. The production, processing and transportation of a host of mineral products provide employment for about 9% of the country's labour force; and their shipment to export markets provides an important contribution to the balance of payments. In 1976 Canada's metal and mineral production had a value of $5.24 billion, of which zinc and lead accounted for $862 and $129 million respectively, or 19% of the total. By all standards the Canadian zinc and lead industry is large and, therefore, important to the country as a producer and the world as a supplier. This report will review the development, describe the present status and discus current problems and future potential of the industry. The discovery and successful development of the major lead-zinc deposits at Kimberley, British Columbia, provided Canada with a solid base from which to grow. The breakthrough in metallurgical technology using differential flotation to separate the lead and zinc sulphides and the refining of high purity metal by electrolytic methods not only helped Canada to compete with other world producers but also provided a new source of these metals at prices and qualities that encouraged the development of new end uses.

During the past several years, Raymond Kaiser Engineers has prepared numerous studies concerning the technical and economic feasibility of coal exporting facilities in the western United States. Perhaps the most striking conclusion to be drawn from these efforts is that many people underestimate the complexity of the highly competitive, dynamic coal marketing system which includes coal loading terminals as an essential but relatively low-cost link in the energy production and delivery chain. The title of this paper, "The Status of Western United States Coal Ports - An Economic Assessment," should not delude anyone into thinking that the future of western U.S. coal- exporting ports has now congealed into a well- defined economic plan. As this paper will demonstrate, the situation is complex and more dynamic than ever and promises to remain so into the late 1980's.

The primary steel industry of the Prairie Provinces consists essentially of three companies whose total annual melting capacity, as of January 1, 1963, was 333,000 net tons. These companies have steel rolling facilities. In addition, there are five other companies producing steel castings by melting scrap in electric furnaces which, with the plants having rolling facilities, gives a total annual furnace melting capacity of 380,000 tons. Since 1954, the annual production of steel ingots and castings has ranged from a low of 66,588 tons, in 1954, to a high of 211,138 tons in 1961. The present facilities on the Prairies for making steel ingots from scrap, and rolling them to produce light merchant mill products, appear to be sufficient for many years ahead. Steel scrap, as electric furnace feed to make steel ingots for the present line of products, will probably continue to be available at reasonable prices either on the Prairies or from the north-central United States. It is recognized, however, that residual elements in scrap may be-come of greater significance and necessitate more rigid control of scrap quality.

From 1997-2000. PT INCO undertook the Fourth Line Expansion Project (FLEX) to increase annual production rates from 90-100 to 150 Mlbs Ni/year (68,000 MT Ni/yr). In 2003, PT INCO nickel production underwent a major sustainable step jump that finally exceeded the targeted rate. This paper presents the changes that led to this achievement. The focus of mining changed. Improving Ni grade was important but only if electric furnace feed met target chemistry so that on-specification slag could be produced. The intensity of diamond core drilling for exploration was dramatically upgraded, mine planning strategy was totally re- vamped and an ore chemistry quality assurance team was formed. In the processing plant, measurement systems were upgraded for better control. Teamwork between sections vastly improved. The final step jump in production occurred when the fifth hydro-electric power generator was added to the furnace grid to allow the power-starved furnaces to cruise in operation at 70+ MW. The Stillwater Mining Company, a partnership of The Pittsburg & Midway Coal Mining Co. and Manville Corporation, began commercial production of flotation concentrates from the western hemispheres' only primary platinum palladium deposit at Nye, Montana in March 1937. In the fall of 1987 an integrated pilot plant testing campaign of electric furnace smelling and oxygen? blown converting confirmed the feasibility of further upgrading to semi? refined matte or 'white metal". In the summer of 1990 the production smelter was brought on-line at Columbus, Montana. This paper describes the technology transfer from the pilot to the production smelter. Emphasis is placed on flowsheet development and the scale factors between the test and production furnaces and gas cleaning plants. The metallurgical results of the pilot plant and of the early months of production of the commercial works are also compared.
