W. R. Ingalls, since 1905 editor of the Engineering and Mining Journal, retires from that position with the issue of Mar. 22, to open offices in New York City as a consulting engineer. The severing of this connection .will not be complete, however, as Mr. Ingalls will continue as consulting editor, and will handle the metal-market quotations in the Journal which are now the accepted authority for the government settlements of ore importations and the basis of practically all the ore settlements between miners and smelters throughout' the country. No greater compliment can be paid to Mr. Ingalls than this, unless it is the recognized fact that these quotations have been made what they are by his ability and his integrity, which secured for him channels of information vital to the accurate estimating of the market, but denied to anyone else. The Journal, under the. strong hand of Mr. Ingalls, has always been the acme of ethics in technical journalism, and the best wish that can he given to his successor, not yet announced, is that the Journal may long continue to live up to the standards not originated, but so consistently maintained and strengthened by Mr. Ingalls. His spelter statistics are accepted as authoritative wherever the English language is read and zinc ore is mined. He has found time during his very arduous years on the Journal to he the author of several works on the resources and metallurgy of zinc, lead, cadmium, etc.; for 5 years was the editor of Mineral Industry; and was consulting engineer for the Bureau of Mines and joint author of their voluminous and authoritative work on mine safety rules. His retirement from the Journal is a distinct loss to every one of the Journal's readers individually and to the profession as a whole. Universal good wishes go with Mr. Ingalls to his new field, which has for a long time been offering him professional attractions that his confining editorial work has not permitted him to accept.

"The Wabana iron ore deposits occur as flat-dipping beds of oolitic hematite and chamosite, of Lower Ordovician age, which outcrop for 3 miles along the northwest coast of Bell Island, Conception Bay, Newfound-land, about 16 miles from St. John's.The deposits occur in three zones, Upper, Middle, and Lower beds, separated respectively by 30 feet and 215 feet of shale and sandstone. They are primary sediments laid down in a shallow tidal basin by the precipitating action of a marine environment on iron-rich fresh waters flowing into the basin.The ore-bearing zones, while of wide areal extent, are not uniform beds of hematite that can be mined wholesale. The action of waves and currents during sedimentation; the delta pattern, velocity, and transporting power of streams flowing into the basin; the contours and oscillations of the sea bottom on which the sediments were laid have all been fundamental in the emplacement of richer and thicker mineable sections, and of lean zones so intercalated with shale as to be unmineable.The preservation of the deposits is due to their location in the Conception Bay syncline and to a considerable upthrust of the country east of the bay in post-Ordovician time.The hematite deposits were first recognized as such in 1892, and soon after were acquired by the Nova Scotia Steel and Coal Co. They are now being mined by Dominion Wabana Iron Ore, Limfred, a wholly owned subsidiary of the Dominion Steel and Coal Corporation, Limited. Production started in 1895, and up to the end of 1955 totaled 58,588,516 long tons of hematite ore, having an average dry analysis of about 51 5 per cent iron, 11 8 per cent silica, 0·9 per cent phosphorus, and l ·5 per cent moisture. About 40 per cent of the total tonnage mined has come from surface stripping and on-shore mines. These areas have now been almost completely depleted, and operations are confined to submarine mines extending for two miles off shore under the waters of Conception Bay. Three sub-marine slopes are currently in operation, Nos. 3 and 4 working in the Lower Bed and No. 6 in the Middle Bed. A general picture of the workings is shown in isometric projection in Figure 1. Submarine mining has been entirely by the room-and-pillar method, with an extraction of 60 per cent. The deepest workings, at a vertical depth of 1,850 feet below sea-level, have a rock cover of about 1,500 feet. No mining is done in areas where the rock cover is less than 200 feet. To date mining has explored six square miles of a potential area that may exceed 50 square miles."

With the recent increase in environmental awareness, gold mining companies are fast becoming signatories of the International Cyanide Management Code (ICMI, 2007). The objective of the Code is to improve the management of cyanide used in gold mining and to assist in the protection of human health and the reduction of environmental impacts associated with the use of cyanide. In particular the code specifies the following cyanide concentration limits: 50 ppm WAD cyanide in a tailings storage facility, 0.5 ppm WAD cyanide for effluents, and 0.022 ppm free cyanide or 0.022 ppm WAD cyanide as surrogate in the post mixing zone of river discharge. Weak acid dissociable (WAD) cyanide refers to those cyanide species liberated at a moderate pH of 4.5, such as HCN(aq) and CN-, and the majority of Zn, Cd, Cu, Ni and Ag complexes with low dissociation constants. It is potentially toxic to humans and animals. Gold plants using cyanide should ideally measure WAD cyanide online and destroy WAD cyanide in excess of the applicable limits to ensure compliance with the Code. Mintek has recently developed an online WAD cyanide analyser (WAD Cynoprobe). The WAD cyanide analysis technique is based on the use of a ligand exchange reagent that liberates WAD cyanide bound to metals such as Zn, Cd, Cu, Ni and Ag. The ligand exchange reaction is represented by the following chemical equation: Metal(CN)X + yLigand ↔ Metal(Ligand)y + xCN- The plant filtrate is treated with a ligand exchange reagent, to liberate WAD cyanide, before measuring the free cyanide concentration via amperometry. The WAD Cynoprobe measures both free and WAD cyanide concentration. Its fast analysis time, approximately five minutes, makes it suitable for use in the control and optimisation of the cyanide destruction and recovery process. The instrument has proven accurate and reliable in the analysis of synthetic copper, nickel and zinc cyanide solutions made up in the laboratory as well as under industrial gold plant conditions during various trials. The WAD Cynoprobe has gained widespread commercial acceptance and is currently implemented on nine gold plants around the world.

"The Wadi Dayqah Dam Water Supply Scheme represents one of the most important projects implemented by the Sultanate of Oman to ensure sustainability of water resources. The principal components of the project comprise two dams to impound the Wadi Dayqah, to store and supply drinking water to the local area and to Muscat, the capital city of the Sultanate.The Main Dam with a central spillway is a RCC Gravity Dam with a maximum height above foundations of 75m, crest length 400m; the Saddle Dam is a rockfill dam with central clay core, max height above foundations is 49m and crest length 360m. During construction of the Saddle Dam a key trench was excavated to 10m depth and filled with compacted clay connected to the central core of the embankment. Grouting utilizing cement grout was performed as a single line grout curtain prior to each filling operations. Both Dams are founded on soft Siltstone, Claystone, Sandstone and inter-bedded harder limestone.After construction of the Saddle Dam, once water was in the reservoir it became evident in early 2010 that some seepage was occurring apparently from the right abutment. This seepage became more marked when the reservoir first filled to discharge over the spillway in June 2010. In order to reduce the seepage, additional sealing works by drilling and grouting of a three row curtain up to 80 meter target depth were initiated to supplement the existing single row curtain. Part of this project for the sealing works has also been to drill additional investigation holes to provide more information and confirm extend of the additional sealing works and its limits.Züblin Ground Engineering was awarded the Additional Sealing Works Contract. Whilst Equipment was on Site, the opportunity was taken to carry out drilling and grouting on the Left Abutment of the Main Dam to reduce seepage through that abutment and to install additional standpipe piezometer for future monitoring of seepage patterns.Work on this Contract started on site in January 2013 and was substantially completed in January 2015.At the time of Tender Züblin Ground Engineering propose and Alternative Design in the form of a Secant PileCut-Off Wall, 85m long to a depth of 40m with additional drilling and grouting below the foot of the cut-off which was then included in the contractual scope."

Waelz process is a method applied in the zinc oxide production and is one of the largest sources of carbon emissions within the zinc industry. The solid carbon used for heating and for reduction reactions is provided mainly by the coke fed with the EAFD in the Waelz kiln. Both chemical composition and physical properties of the coke are important to transportation and to the process. Decarbonizing the Waelz process by replacing the traditional fuel source using alternative biogenic fuel, for example, offers a potential solution to reduce the carbon footprint, which is aligned with the ESG perspective.

The zinc leach residues are introduced into waelz kiln to fume volatile metals and before the end of 1967, the waelz-fume containing zinc, lead, cadmium and indium was directly recycled back to the leaching process for the production of electrolytic slab zinc. However, since 1968, we have been recovering with success those valuable metals contained in the fume separately instead of direct leaching. According to the improved process, the waelz-fume, after being mixed with chloridizing agents, is fed into the rotary kiln to be roasted, wherein most of lead and cadmium content is collected as fume and most of zinc remains in the calcine. Zinc calcine thus obtained, containing 70 to 75 per cent zinc and, less than 1.0 per cent lead is sent to zinc plant for further recovery and the fume containing 40 to 50 per cent lead and 3 to 6 per cent cadmium is further processed to recover lead, cadmium and indium. The advantage of this process can be secured to the utmost when it is combined with the following subsequent treatments. (a) Blast furnace smelting of non-magnetic waelz slag to recover copper, silver and gold as matte. (b) Gallium recovering process from magnetic waelz slag. (c) Soda process of lead bearing cake produced after removing cadmium and indium from the said fume. Thus the extractions of zinc, lead and cadmium from leach residues account for 87 per cent, 72 per cent and 85 per cent respectively.

The sixty-fifth Congress created a commission on classification and standardization of wages of Government employees consisting of three members of the Senate and three ex-members of the House of Representatives: The Chairman of the National Service Committee has been notified orally by the Vice-chairman that when said Commission reaches the consideration of engineers' salaries in the Government service, request will be made for assistance of Engineering Council. As it is probable that this request will be received prior to the June meeting of Council, it is recommended that action be authorized concerning the appointment of a suitable committee of Council to undertake this work.

Waihi Gold Mining Company Limited, a wholly owned subsidiary of Normandy Mining Limited, operates the Martha gold mine, located in the township of Waihi, New Zealand. The operation, an unincorporated joint venture, comprises Normandy Mining Limited (67.070/0) and Otter Gold Mines (32.94%). Since gold was first discovered at Waihi in 1878, it has formed a key part of the region's economy. In 1909 the Waihi mine was described in a report to Parliament as æthe most important gold mine in Australasia and one of the greatest in the world.Æ That was a record year for production, with 416,813 tons of ore mined and some 1,120 men employed. Today the mine produces up to 1,250,000 tonnes of ore annually, and the project employs some 234 men and women. In 1999 the value of the gold and silver produced ($59 million) made up 47% of Waihi's estimated GDP. Waihi Gold has made significant contributions to the Waihi economy, community and the Hauraki region as a whole. Since the mine was re-opened in 1987, thousands of local people have benefited from the mine. In 1999, consents were granted allowing an extension to the mine life (the Extended Project) and this will result in a further seven years of economic benefits resulting from mining activity. The Company has undertaken extensive consultation throughout project planning, construction, operations and rehabilitation. Ongoing liaison and involvement with all community sectors, including Tangata Whenua and Iwi, local residents, recreational groups and schools remains an integral part of the operation. Throughout the life of the modern Martha Mine, the Company has actively supported the local community in the form of donations, sponsorships, the provision of amenities, and by participating in community events. A well established environmental team exists at the site. Environmental and community performance is measured by an independent five-assessment process, and the Company is committed to achieving excellence through ongoing improvement programmes and staff awareness. When the mine is closed, the open pit area will be transformed into a recreational lake, and the tailings storage facilities will be rehabilitated to become a combination of wetlands, grassed areas and ponds. Resources will be provided by the Mine to ensure the rehabilitated site remains in a safe and self-sustaining, stable condition in perpetuity. The mine is regarded as a showcase on a world standard of how a modem mining operation can successfully coexist with the nearby community.

SCANDINAVIAN countries seem somehow to furnish an amount of talent and leadership far be- yond their population and among them Sweden is possibly at the top. The United States has many eminent citizens born in the latter, country or who are of Swedish descent and the engineers may claim their full share. In fact, the number is so large that a flourishing Swedish-American Engineering Society has been formed, including a number of A. I. M. E. members. Dr. Waldemar Lindgren is more scientist than engineer, though his work in economic geology has contributed directly to the development of many mines, and he is the valued- adviser of a number of our larger companies. Probably he, himself, values most highly the contributions he has been able to make to scientific theories of the occurrence and genesis of ore deposits. His fellow scientists have placed upon these the high mark of approval by electing him to the National Academy of Sciences, and Princeton University in 1916 recognized his position by conferring on him the degree of Doctor of Science.

Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects. ThunderBasin Coal Co. has two mines located in the southern portion of Wyoming's Powder River Basin - the Black Thunder Mine and the Coal Creek Mine. Both are located 60 to 90 kin (37 to 55 miles) southeast of Gillette. The mines are principally located on federal coal leases acquired in the late-1960s. Development plans for the Black Thunder Mine focused on dragline stripping. Environmental considerations, however, made truck-shovel stripping the method of choice when the mine opened in 1976. In 1981, the Coal Creek Mine opened as the first dragline mine in the Gillette area of the Powder River Basin. The regional terrain is flat-lyimg with occasional clinker-capped hills. The mines are located on the Wasatch and Fort Union Formation contact. The coals are Paleocene in age. The deposits are structurally simple, dipping gently to the west. The seams are thick and are classified as sub-bituminous-C. The Black Thunder Mine, with its 21-m (70-ft) 'hick seam, is strategically located in the center of the highest heat value mining area of the southern Powder River Basin.

There are two major aspects to wall control blasting – the potential for any blasthole to cause wall damage and the potential for a delayed sequence of blastholes to cause damage. The damage potential of individual blastholes is governed by standoff distance and charge weight. However, for locations sufficiently close to a highwall, dynamic finite element models and field measurements show that there is also a critical nature to those blastholes very close to the wall, over and above standoff distance. At many mine sites, the charge weight/standoff-distance is set by trial and error. Thus, a significant aspect of the present work is the determination of dynamic stress radiating from a blasthole. Unfortunately, the modelling and measurement of this dynamic stress is still faced with many difficulties. Typical models have questionable aspects, which casts serious doubt over their predictions, and it is shown that the Hustrulid Bar experimental technique does not correctly account for stress wave attenuation in extended media. In an attempt to solve the dynamic stress problem, the present work describes a model based on an exact solution under the assumption of viscoelastic material. The model takes full account of the rock mass elastic/viscoelastic properties, the explosive type, geometry and primer location and predicts a dynamic stress for direct comparison with the unconfined compressive strength of the local rock mass. This model predicts the standoff distance required to avoid damage due to a single blasthole. The behaviour of a delayed sequence of blastholes is analysed using an upgraded waveform superposition model, covering a range of initiation delay combinations, which predicts the peak particle motion (PPM) induced in the wall for each combination. This approach shows that there is no need to fire dedicated trim shots close to walls; all that is required is a carefully modified production shot. The mechanism of vibration screening is discussed, and its use in a superposition model highlights the potential of reverse firing (shield blasting) to reduce wall PPM. A conceptual model is also introduced to give a further insight to vibration screening and damage (via ground heave). This model predicts that a centre-lift blast will have a central heave profile and that a reverse-fired shot will produce a smaller power trough than that produced by a standard shot. It is demonstrated that the mechanism of presplit formation is not well understood; nevertheless, experimental evidence shows that presplits can be an effective method for reducing wall vibrations.CITATION:Blair, D P, 2015. A programme of blast improvement was initiated at the Mt Whaleback iron ore mine by BHPIO management in early-1998. One component of that work was the need to improve wall control blasting practices to better achieve the designed pit slope elements. This paper describes the geological conditions in which pit walls are developed, the mine operating equipment, the blast design concepts applied to minimise blast damage, the techniques applied in an assessment of the blast performance and the operational procedures developed to ensure that the blast concepts are effectively implemented in the production environment. Substantial changes have been implemented in both technical and operational aspects of the mining operation in order to achieve the improvements in pit wall condition, in particular recognising the need for a more flexible approach to limits blasting in response to highly variable and complex geology. The benefits to the mine are not only an improved wall condition, but increased confidence on the part of mine management that mine plans may be implemented on design and on schedule.

"This paper presents the final wall blasting practices at Eldorado Kisladag Gold Mine in Turkey. Benchmark and improved wall control designs were explained in detail. Kisladag Mine has been implementing a high quality slope stability program on-site. The quality of pit walls is generally considered excellent, with very few wall failures being evident and with presplit hole barrels prominent in most areas of the pit. However, a minor scale slope failure occurred recently at the north-east section the pit. A project was initiated to diagnose the cause of the crest loss and evaluate ways to limit its effect on final walls. Final wall blasting practices and geotechnical designs were evaluated. The work presented in this paper showed that changes to the blasting and geotechnical parameters are required atthe north-east section of the pit. Geotechnical design changes were 10 m bench heights with 70 ° slope face angle at that specific area. Having implemented several geotechnical and blast design changes (elimination of the subdrill for the catch bench, appropriate primer location, more favorable blast tie-up and delays), the crest loss was minimized significantly (<1.5 m) (<5 ft)."

"A review of blast designs and improved blasting practices at the EkatiTM diamond mine is presented along with the results of three blast-monitoring experiments. Blast monitoring was undertaken to investigate blast damage mechanisms in the mine’s well jointed rock mass. Rock mass damage caused by production, pre-shear and wall control blasts was measured. EkatiTM uses 270 mm holes for production blasting, and 165 mm holes loaded with a decoupled charge for pre-shearing. The production blasts are loaded with bulk emulsion/ANFO blends. The mine plan involves using 30 m double benches. A 30 m high pre-shear is drilled and blasted prior to the production blasting that is done with sequential 15 m benches. This paper summarizes the monitoring equipment and data gathered to date. IntroductionThe EkatiTM diamond mine is located about 300 km northeast of Yellowknife, Northwest Territories, Canada. The mine is a joint venture of BHP Diamonds Inc. (80%) and geologists Charles Fipke and Stewart Blusson (10% each). The EkatiTM mine is Canada’s first diamond mine and BHP is the operator. The mine is accessed by air and by a winter ice road.The first kimberlite pipe mined at EkatiTM is known as the Panda pipe. The Panda open pit mine will have a total depth of 315 m (Fig. 1), a width of about 600 m, and a 50° overall slope. Initial ore production is 9000 tonnes per day.This paper summarizes the pre-strip blasting and the evolution of the production and wall control blast designs from 1997 to 2000. The initial blast designs and the rationale behind subsequent changes that took place are presented along with the techniques currently in use.The paper also briefly presents an experiment done to measure the rock mass response to blasting. Three blasts were instrumented with geophones, gas pressure sensors and time domain reflectometry cables. A brief summary of the instrumentation and data gathered is included."

The Waneta Expansion Project (WAX) is located near the existing Waneta Dam site at the confluence of the Pend d?Oreille and Columbia rivers, approximately 10 km (6.2 miles) south of Trail, BC, Canada. The WAX owners consist of a partnership between Fortis Inc., Columbia Basin Trust and the Columbia Power Corp. This design-build project was awarded to SNC-Lavalin in late 2010 and is expected to be operational in mid-2015. The WAX consists of a new 335-MW powerhouse, including two new Francis turbine units, each generating approximately 167 MW. The powerhouse is located downstream of the existing Waneta Dam, and will make use of excess water that would otherwise be spilled during the runoff season. Water will be funneled to the turbines through an intake structure and two 10.5- m (34.5-ft) diameter, concrete-lined Penstock Tunnels. A 10-km (6.2-mile) transmission line will connect the powerhouse to existing electrical grids. Redpath/FKCI Waneta Tunnelers (RFK) was subcontracted by the heavy civil contractor, the Aecon/SNC Lavalin (ASL) joint venture, to excavate the two penstock tunnels and install the cast-in-place concrete liner. RFK is a joint venture partnership between J.S. Redpath Ltd., an underground mine contractor located in North Bay, Ontario, and Frontier-Kemper Constructors ULC, a heavy civil tunneling contractor based in Nova Scotia, Canada. Since penstock tunnel excavation was planned using drill-and-blast methods with a significant grade of more than 17 percent, the combined experience of these two contractors was a perfect match.

NOTHING stands still. We go forward or backward. As a distinct group of educators, our immediate concern is with the preparation of young men and women for participation in the mineral industries on a professional basis. I am going to have the temerity to state emphatically that for a long time as a whole we have remained in a static position. We are now confronted with the choice of advancement or retrogression. We are still in a position to make a choice and our ultimate fate will depend upon the course of action we elect to follow. Wars always have been great catalysts and social and scientific advancements mature under military stimulus in a fraction of the time normally consumed. We are now in the midst of a conflict whose duration or final effects cannot be estimated. However, the record already demonstrates that this war as never before is a mineral war in which incentive, strategy, and outcome are directly related to the distribution and utilization of minerals. The inevitable result is a drain upon our resources now reflected in our record production and a growing public consciousness of the importance of minerals in the role of human affairs. It is evident that we must seek new mineral frontiers beyond the borders of the United States and take every other precaution to forestall a "have-not" position in the world.

ON giving thought to the subject of this paper, my first reaction was that many and striking changes have come about as a direct result of the war. However, more careful analysis indicates that few, if any, of these changes can be wholly attributed to it. The actual situation is that all these changes were conceived and most of them at least partially executed in re- cent prewar years, it remaining the role of war to achieve results in a fraction of the time that might normally have been taken, lacking its driving impulse. The further discussion will therefore be with the premise that the individual changes have been greatly hastened rather than directly and primarily caused by any war conditions. Co-operation among copper alloy producers on production problems is agreed to be much worth while. The industry was too long noted for jealousy and secrecy as to equipment, methods, and even materials produced. Gradually, a more open and co-operative policy evolved but even just prior to the war the interchange of ideas was relatively cautious and limited. The need for a great increase in production in record time fostered a more co- operative attitude; exchange of ideas and experience concerning all phases of production increased tremendously to the benefit of the individual participants and thus the war effort, too. This more united effort has undoubtedly led to many specific improvements in process or equipment and these in turn to more rapid and economical operation than could have taken place on an each-for-himself basis.

EVEN before the surrender of Germany, a gradual reduction in output of many of the small mining iseswises in the different countries of South America had occurred. Part of this was due to restricted purchases of strategic mineral supplies, and part to economic conditions. Inflationary tendencies have keen increasing since the war started; out in the past three years they have become serious. The difficulty in obtaining supplies, and labor troubles, has also combined to reduce production in many circumstances. British Guiana The Cuyuni Goldfields, Ltd., operating he Aleck Hill mine, is increasing their yanked mill to 500 tons. This appears be one of the few important new developments in South America during recent years. Brazil The big Volta Redonda steel plant was sported as being ready to start operations. Argentina Political troubles have restricted activities during the past year, and fuel short. ges have been so acute that surplus corn as burned in some instances. Practically all the tungsten producers ther closed down entirely or reduced
