This report presents the results of an investigation begun by the Government in the summer of 1907, the investigation being started under the immediate supervision of Dr. J. A. Holmes and continued under him as director after it was transferred to the Bureau of Mines in 1910, the field studies being completed in the spring of 1912. The purpose of the investigation was to obtain information on the origin of the inflammable gases in coal and the conditions under which they occur. It was especially intended to ascertain whether there was any relation between the occurrence of gas and the structural or other geologic features of the coal beds. To this end many months were spent in mines and much time was devoted to the examination of mine maps, bore-hole records, and other data made available by the kindness of various coal companies. Two fields of work were selected-one in the northern anthracite basin of Pennsylvania, where the beds are considerably flexed, and the other in the southern part of the bituminous coal field of Illinois, where the beds lie nearly horizontal. In order to take advantage of results of previous investigations of the same general subject, an extended examination was made of reports of various investigators in Europe and America. A digest of the information obtained from these publications is included in the first part of this report, which constitutes an introduction to the discussion of the conditions governing the occurrence of inflammable gas in coal beds.

When a gasoline locomotive is used in a mine there is danger of the noxious gases of the exhaust vitiating the air, but if enough air is circulating in those parts of the mine in which the locomotive is used, these gases are so diluted that they are rendered harmless, and the health of the workmen is not affected. In some mines the use of gasoline locomotives is impracticable, though in the majority of mines where they have been tried they have proved to be safe and economical. To determine the limitations that should surround the use of these machines in mines so that they shall not be detrimental to health and so that their economic advantage may be retained, it is necessary to ascertain the volume and the character of the exhaust gases and the amount of these gases that may be safely allowed in the mine air, and also to determine safe conditions of operation. The problem is primarily one of ventilation and like all ventilation problems must be intelligently computed to meet the conditions of each mine. The investigation described in this bulletin was undertaken 'by the Bureau of Mines in an endeavor to obtain exact information on some of the basal questions involved in the use of gasoline locomotives in mines, this investigation being one of many that the bureau has been conducting in its efforts to increase safety and efficiency in mining.

Chemical and physical tests of coals for the use of the Government have been made by the United States Bureau of Mines. These tests form part of a general study of the coals in the United States with respect to the manner in which each coal can be utilized most efficiently. As a result of this study, much information of value to all industries using coal has been compiled. Special investigations by the Bureau of Mines of the fuels used by the Government have, until recently, been for the most part limited to coal. In the course of these investigations the bureau has de- veloped new methods for use in the purchase of coal by the Gov- ernment. The application of these methods permits an intelligent selection of the coal adapted to the requirements of particular heat- ing or power plants, and has already resulted in the saving of large sums of money. In addition, these investigations have led to the compiling of a series of carefully made analyses of samples of coal collected in a predetermined manner in the mines of all the impor- tant coal fields in the United States, and these analyses are being published to enable Government purchasing agents and all users of coal to select the coal best suited to their needs. The purpose of this paper is to describe briefly the general char- acter and commercial quality of some of the coals mined in the United States that reach tidewater shipping ports, and to show in a general way the important characteristics of those coals that by reason of transportation facilities and the situation of the coal fields are most available for export. Coals of excellent physical character and of high heating value are available for export. For this reason and because of the modern facilities at the collieries for properly grading large shipments, American producers can supply coals suitable for any kind of service. The transportation system from the mines to tidewater and the coal- handling equipment for loading boats at the various ports are highly developed, so that producers are able to give excellent service to foreign buyers. Enormous quantities of these coals have been used by railroads, manufacturing, illuminating-gas, and coke plants, and seagoing vessels, and for household purposes. Much of the coal available for export is superior to the coals that have been supplied to foreign users from other sources.

In connection with its investigation looking to the prevention of waste and the increase of safety and efficiency in the mineral indus- tries the Bureau of Mines has undertaken a study of the possible uses of the electric furnace in metallurgy. This bulletin presents a com- pilation of such data as seem to be useful for the information of persons who may be interested in the matter. In the application of electricity to metallurgy three kinds of processes are involved, namely, mechanical, thermal, and electrolytic. Under the mechanical application of electricity come those proc- esses of dressing and concentrating ores that are known as either electrostatic or electromagnetic processes. In electrothermic processes the current is used as a source of heat. The fundamental differences between the various types of electric furnace that are at present in commercial use relate to the manner in which the electric current is applied, as may be noted by reference to that part of this report in which the subject is discussed. In electrolytic processes the electric current is used for depositing metals from solutions. The process may be conducted in one of the following ways: (1) The material to be treated may be put into solu- tion and then electrolyzed, the material thus treated forming the electrolyte; (2) the material to be treated may form the anode or be placed in contact with the anode; or (3) the material to be treated may form the cathode or be placed in contact with the cathode. This report treats of electrothermic processes, with the possible exception of those for the reduction of aluminum from its ores. Moreover, of the processes used in the so-called electrochemical in- dustries only those for the reduction of an ore to metal, or to a com- pound of the metal that is of value in itself, or is an aid in metallurgical work, are here discussed.

Electrical apparatus because of its flexibility and its adaptability to all classes of service has become essential to the mining industry. Hence the problem of providing electrical equipment that is safe for use in explosive mixtures of methane and air is of prime importance in coal mining. Ilwestigatorsand experiment stations early recognized this fact and much work has been done in the investigation and the development of electrical apparatus for use in atmospheres containing fire damp. The term "fire damp" as applied throughout this bulletin means an explosive mixture of methane and air. Direct-current motors and alternating-current motors of the slipring type when running usually give off electric arcs or flashes that will ignite fire damp. Other 'motors that ha,'e no moving electric contacts may become dangerous through accident, deterioration, or neglect. Auxiliary apparatus such as fuses, switches, rheostats, and controllers may arc, flash, or become heated to snch a degree that fire damp can be ignited. Such equipment is still more dangerous when worn or out of repair. In the United States the development of apparatus for use in gaseous mines has been associated largely with coal-cutting equipment run by electricity. This is undoubtedly due to the use of such equipment at the face of the mine workings, where the chance of igniting fire damp is necessarily greatest. One American manufacturer built a coal-cutting equipment of the totally inclosed type for use in firo damp atmospheres in 1903. Another built similar equipment with special protective devices in 1906, for export. During the years 1910 and 1911, the Bureau of Mines at its Pittsburgh experiment station conducted a preliminary investigation of the safety of such protection as was then in use or under consideration. Five motors were submitted for this investigation, each having somewhat different methods of protection. The results of this investigation were published in Bulletin No. 4G.a

A grantee of a mine who agrees to pay the grantor's debts in part payment of the purchase price of the mines becomes to that extent the principal debtor, and the grantor becomes the surety, and the grantor's creditor may in equity enforce his claim against the grantee of the mine, and the grantor in such a case is not a necessary party. This bulletin contains a statement of certain results that will be embodied in a report describing investigations of the combustion of fuel made by the United States Geological Survey and the Bureau of Mines in a specially constructed long furnace. The furnace forms part of the fuel-testing plant at Pittsburg, Pa., which was established and equipped by t.he Geological Survey, but passed under the control of the Bureau of Mines on July 1, 1910, when a t.ransfer of fuel-test.ing investjgations, authorized by act of Congress, became effective. The work discussed in this bulletin was done under the direction of the Geological Survey. The furnace was designed and built for an experimental study of the processes of combustiop, this study being part of a comprehensive plan for testing fuels to determine their heat value and the manner in which they can be used to best advantage. Although the main object of the researches made with the furnace by the Geological Survey was to examine critically the production of sensible heat by combustion along the path of the gases rising from the fuel, an interesting as well as important side problem developed in the study of the simultaneous dissipation of the heat through the walls and roof . of the furnace. Thus incidental data were collected on the temperature gradient through the walls at several places. These temperature data. (together with the heat conductivity of the material of the walls) formed the basis for calculating the heat dissipated through the walls. The object of this report is to present and discuss these temperature data. The discussion particularly concerns the air-space type of wall construction as compared with the solid brick wall or walls type, in which the air space is filled with some solid material of low heat conductivity. The conclusion of the authors, which perhaps will surprise some readers, is that, so far as loss of heat is concerned, a solid wall of brick or any ordinary material is preferable to a hollow wall of the same total thickness, especially if the air space in the hollow wall is near the furnace side. There is a general belief that l?ince air is a poor conductor of heat, air spaces built into the walls of a furnace will prevent or reduce heat dissipation through the wa.lls. Although there may be instances of furnace walls in which such construction reduces the rate of heat flow through them, yet as a rule the effect of the air space is just the opposite. While the heat does travel very slowly through the air by conduction, it leaps over the air space readily by radiation. Although this latter mode of heat propagation is common in nature, the laws governing it are not generall;y known and are seldom taken into consideration when furnace walls are being designed. It may be stated here that the quantity of heat passing through a. portion of a solid wall by conduction depends on the difference between the temperatures of the two planes limiting the portion of the wall. The quantity of heat that passes across the air space in the waH depends on the difference of the fourth powers of the absolute temperatUI: es of the surfaces inclosing Hie air space. It follows that, in case the heat. passes by conduction through the solid'portion of the wall, the loss remains approximately the same so long as the temperature of the two limiting planes remains constant, no matter what may be the temperature of the two planes. On the other hand, the heat passing across the air space by radiation increases rapidly with the temperatures of the inclosing surfaces, although the difference between these temperatures may remain constant. This feature will be shown by curves in the latter part of this paper and thoroughly discussed. The important point is that the air space, which is advantageous in the walls of a refrigerator because the temperatures are low, is objectionable in a furnace wall because the temperatures are high. It is customary to put air spaces in furnace walls between the firebrick linings and the common brick. Usually the fire-brick lining is only half a brick thick, which construction brings the air space too close to the furnace. The result is that the temperatures of the surfaces inclosing the air spaces are too high, and in consequence too much heat is radiated across the spaces. The heat passing through such walls would be much reduced if the air spaces were filled with brick, or, better, with some cheap nonconducting materials, such as ash, sand, mineral wool, etc. Even where the fire-brick lining is one brick thick (9 inches), the temperature in the furnace may be high enough to raise the temperatures of the air-space surfaces so much that the heat radiated across the space will amount to more than would the heat conducted through a filling, were the filling only common brick. This last statement is amply justified by the data here presented.

In 1911 the Director of the United States Bureau of Mines instructed the chief mining engineer of the bureau , during an investigation of coal-mine safety conditions in Europe, to ask the directors of the various mine-experiment stations whether they would favor a European conference . The majority of the officials in immediate charge of experiment stations favored the plan , and Victor Watteyne, inspector general of Belgium, suggested that the United States call such a conference to be held immediately after the Eighth International Congress of Applied Chemistry, which was to assemble in New York on September 3, 1912 . Accordingly, invitations were issued by the United States Government to those countries having mine-experiment stations , namely, Austria-Hungary, Belgium, France, Germany , and Great Britain, and to those that contemplated the establishment of such stations , Canada and Mexico . All but Great Britain and Canada accepted ; Mexico designated a representative , who later found it impossible to come. The Government of Great Britain in declining, expressed regret at its inability to accept ; an informal statement was made that the opening of the experimental gallery at Eskmeals , England , occupied the attention of the officials in charge . Delegates were appointed by their respective Governments as follows: Austria-Hungary, Julian Czaplinski , royal mining engineer. Belgium, Victor Watteyne , inspector general of mines . France, J. Taffanel, director of the Lievin experiment station . Germany, Carl Beyling, bergassessor, director of Dortmund experiment station. United States , Charles E. Munroe, consulting explosives expert and George S. Rice, chief mining engineer of the Bureau of Mines . Subsequently Mr. William O'Connor , a mining engineer and mine operator of Wales , who opportunely appeared at the Pittsburgh station with letters of introduction from the South Wales Institute of Engineers and from prominent mining officials of Great Britain , was unanimously invited to take part in the meeting as an unofficial representative of Great Britain . Messrs . Beyling, Taffanel , and Watteyne were met in New York on September 3, by George S. Rice, who accompanied them to Washington, where they were welcomed by Director J. A. Holmes , of the Bureau of Mines , and where , with the delegates to the Eighth International Congress of Applied Chemistry , they were presented to President Taft . Mr. Taffanel was unfortunately called back to France just before the scheduled time of the conference on account of a mine disaster ; the other delegates , including Mr. Czaplinski , convened at Pittsburgh on the morning of September 14. Mr. Rice, representing the Director of the Bureau of Mines , acted as temporary chairman , and called the meeting to order.

The investigative work described in this report was undertaken by the Bureau of Mines under a cooperative agreement with the department of mining engineering of the University of Illinois and the Illinois State Geological Survey." The purpose of this agreement was to provide for a comprehensive investigation of coal-mining conditions in the State, with especial reference to the possibility of lessening waste in the mining and preparation of coal and of reducing the dangers to which miners are exposed. The Bureau of Mines paid particular attention to those phases of the investigation that were of general interest from their bearing on safety and efficiency in the coal-mining industry as a whole. Thus, it studied the occurrence of gas (methane) in the mines of the southern part of the State," tested the inflammability of the coal dust from many mines, examined the efficiency of the control of ventilating currents, and investigated the factors affecting the humidity of mine air with respect to their bearing on the occurrence of mine explosions. Following the establishment of the fact that under certain conditions dry bituminous coal dust is inflammable, there arose the problem of finding efficient methods of preventing or limiting coal-dust explosions. Experiments in the gas-and-dust gallery at the Pittsburgh testing station of the Bureau of Mines verified the fact that certain dusts that explode violently when dry are rendered inert by proper humidi- .fication of the atmosphere within the gallery, and the importance of humidity as a factor in limiting the inflammability of coal dust in a mine is demonstrated by the fact that there has never been in Illinois a dust explosion during the summer months, whereas the records show a number of dust explosions during cold weather. It is easy to see that the warm moisture-laden air that enters a mine in the summer must deposit moisture on cooling, whereas the cold and relatively dry air that enters in winter must take up moisture as it becomes heated in traveling through the mine.

One of the first matters to receive attention from the Bureau of Mines when it was authorized to undertake investigations relating to wastes in the mineral industries was the smoke problem at smelting and ore-roasting plants. This bulletin is published by the bureau primarily for persons who seek information on the subject of metallurgical smoke but are unacqllainted with the technical language of metallurgy. It is, of course, not possible to free a techniCal subject entirely from teclmicalities, but, 80 far as possible, statements are made in plain and simple English. Metallurgical smoke causes considerable friction between the metallurgical industry and agriculture in certain parts of the country. Owners of smelting plants are making every effort to devise ways and means to do away with possible damage and annoyance from smoke and are meeting with success. The problem is peculiarly difficult in this country because of the large tonnages of material that must be handled. The solution of the problem is not yet at hand and much work still remains to be done. As the mineral industry is one of the great basic industries of the country and of necessity is entitled to full consideration, it should be accorded freedom to work out the smoke problem to the benefit of all concerned. The effort is made in this paper to present the problem of metallurgical smoke as it actually exists, without bias of any kind. The writer takes this opportunity to express his indebtedness to the sources of information on which he drew, many of which are enumerated in the selected bibliography at the end of this paper. In connection with the author's use of the present tense in describing plants and methods, the reader should note that none of the references in that bibliography is of later date than 1913. Much information was obtained by personal visits and by correspondence, and thanks are hereby tendered to all persons who kindly furnished data. The writer desires to thank particularly F. G. Cottrell, chief chemist of the Bureau of Mines, for criticism and comment.

This report aims to discuss, from the viewpoint of the mining geologist, the bearing of topographic and geologic conditions on cer- tain problems that arose in the construction of the Panama Canal. T+ is published by the Bureau of Mines as a contribution to engineer- ing liters ure because it presents information that shows how geology and topography must be considered by the mining engineer in plan- ning excavations and in removing loose material and solid rock in the safest and most efficient manner. The printing of this bulletin has been approved by the governor of the Panama Canal, as it was impracticable for the Panama Canal to give this information to the general public in any of its publications. The "sword cut" of Goethals and his men did not sever the Isth- mian barrier; it merely clove the hills to a depth of 40 feet above sea level. This cut and the great areas of low valleys at both ends of it have been covered with fresh water to the 85-foot level. This high-level lake held by dams at either end, the 85-foot locks, by which ships enter it, and the dredged approaches from the two oceans constitute the Panama Canal. In the preparation of accurate estimates concerning the cost of large excavations information regarding the geologic conditions, as obtained by a study of natural features, is necessary. Drill holes and test pits will furnish supplementary geologic information, but without a gen- eral knowledge of the geologic conditions it will not be possible for the constructing engineer to answer such questions as the following: (1) What rock units will be encountered in the excavation and in what proportion? (2) What will be the cost of drilling each for blasting (3) How far apart and how deep must the drill holes be to efficiently break the rock of each to the proper size-not too fine nor yet too coarse? In this connection jointing, fissuring, bedding, toughness, and other physical characteristics must be considered (4) How steep will the slopes of the excavation stand, and to what extent will they wash and trench on exposure to the atmosphere? (5) What proportion of the material to be excavated is of such physical character that it may be utilized in any other part of the project, such as in concrete construction, road making, wharves, breakwaters, riprap work, etc.

The Bureau of Mines is conducting a series of investigations with the common aim of minimizing the losses that occur in the mining and treatment of mineral substances. The results of the investi- gations are being published in reports of the bureau. This report treats of a method of preventing some of the waste of the natural gas incidental to oil mining. This method, the condensation of gasoline from natural gas, offers to the oil operator and others a profitable means of utilizing some of the oil-well gas now being wasted. The most desired constituent of crude oil is obtained, the production of oil is not hindered, and the gas, after the extraction of gasoline, can be returned to the leased area to drive pumps or into pipe lines for uses to which natural gas is ordinarily put, usually with its fuel value lessened only in slight degree. Publications already issued briefly discuss the subject. In this report the work is treated in greater detail, and the results of many additional tests are shown.

ORES PROCESS OF ORE CONCENTRATION-PATENTABILITY. The patent issued to Sulman, Pickard, and Ballot, November 6, 1905, and assigned to Minerals Separation and Minerals Separation American Syndicate, for new and useful improvements in ore concen- tration, its object being to separate metalliferous matter from gangue by means of oils and fatty acids that have a preferential affinity for such metalliferous matter, the principal feature of which is "agitat- ing the mixture to cause the oil-coated mineral to form a froth," was clearly anticipated by other patents, and each step in the process described in the Sulman, Pickard, and Ballot patent is fully described in more than one of the prior patents, with the single exception of the reduced quantity of oil used; but the discovery that the small fraction of oil is sufficient to produce flotation of the metalliferous matter can not be made by itself or in combination, the subject of a patent. In an action by the grantor of a certain mine and mining property against his grantee to recover damages for the conversion of a quantity of ore that the grantor before the conveyance had mined and extracted from the mine and placed on the dump near the mine, the plaintiff is not entitled to recover where it appears that at the time the ore was placed on the dump the mine was owned and operated by a mining company and that at the time the ore was taken out of the mine the company had no intention of doing anything with it but simply deposited it on the dump as waste and to give an opportunity to develop the mine and get better ore to send to the smelter, and that

In the past few years an awakened activity in power-plant econ- omies has resulted in a marked improvement in the equipment for generating and utilizing steam. Although the improvement in design and construction of steam-driven prime movers has been greater than that of the steam-generating equipment, the economies obtained with the more efficient engines and turbines have stimulated interest and activity in eliminating unnecessary boiler and furnace losses. Much attention has been given to the boiler room in efforts to obtain proper combustion of the coal, because of the importance of the coal item in costs of power production. As evidence of this increasing interest may be cited the record of the development within the past few years of new apparatus for the analysis of flue gases. Many new forms of apparatus have appeared, including those for the determination of carbon dioxide, oxygen, and carbon monoxide, and others for indicating and for recording the content of carbon dioxide only, as carbon dioxide content is usually a good indicator for the control of furnace operation. Because of the large number of steam-power plants operated by the Federal Government and the number of CO, recorders used therein the Bureau of Mines undertook to collect information regard- ing the practical application of such recorders. Articles published from time to time concerning CO, recorders have been mostly descrip- tive, giving little reliable information as to the results that could be expected from the various types of instruments in ordinary prac- tice, and most of the tests made have been of a laboratory nature. Tests of several different types of recorders were made under service and laboratory conditions in order to obtain needed information. The purpose of the Bureau of Mines in publishing the results is to show the factors which may affect the accuracy of a CO, recorder and the manner in which a recorder should be tested. Readers should note that the remarks on different recorders apply to the instruments tested and not to later instruments of the same makers. In the course of the tests the following details were determined: 1. The lag in recording changes of composition of a flowing gas. 2. The accuracy of each type of recorder.

The Bureau of Mines has been conducting an investigation of the feldspar resources of the New England and North Appalachian States with a view to greater efficiency and economy in their utilization. Such an investigation was deemed necessary, not only because of the continued and increasing consumption of these minerals, but especially because of the demand for better technical control of the raw materials that are used by the white-ware industries of the United States. Most manufacturers of white pottery wares have only a limited knowledge of the origin, mode of occurrence, and methods of mining and preparation of the materials that they use. Heretofore, owing to a belief that the supply of raw material was unlimited, the manufacturer had concerned himself chiefly with the solution of the problems of manufacture. Within the past few years, however, it has been found that difficulties arise in manufacture which can be traced beyond the manufacturing process and are believed to be due to a need of better control of the materials used. Furthermore, as competition becomes more severe, more attention must be paid to selection of materials in order to minimize consumption and also to avoid unnecessary expense for transportation of material. Doubtless the lack of interest as regards these details has arisen from the fact that in the past a considerable proportion of the whiteware ingredients has been imported and the manufacturer has been forced to rely on the samples submitted and the general uniformity of the source of supply to insure against variation of the material. An extra precaution arising from this lack of definite knowledge still prevails in the common practice of never depending on one source of supply for anyone ingredient. Often the products of three or more producers are blended so that if anyone shall vary without warning the variation arising from its use will not be sufficient to ruin the ware.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. This glossary is publi~hed- by the Bureau of Mines as a contribution' to the mining literature in the belief that it will fill a long-felt need. It contains about 20,000 terms; these include both technical and purely local terms related to metal mining, coal mining, quarrying, petroleum, and natural gas, and metallurgical works; names of useful, important, and common minerals and rocks; an<lgeological terms. It presents in one comprehensive volume the available standard, technical terms relating to the mining and mineral industry, as well as provincialisms that have been or are now in use in English-speaking countries. The glossary also includes many terms relating to ceramics and the clay industry, glass making, foundry practice, railway and building construction, electrical installation and power-plant equipment, and chemical terms relating to metallurgical practice. Complete lists of terms for' each of these allied industries are beyond the scope of this glossary. Paleontological terms, although closely associated with geology, are far removed from mining and metallurgical operations, and for this reason have been omitted. In a compilation of this magnitude, it is difficult, within a reasonable time to verify all definitions as to the latest usage. Much verifying was done and it is hoped that the best and latest definitions have been used. Reference to the publications cited will enable the reader to determine approximately the period when the definition was used. Definitions in use by engineers of high national or international reputation are given first preference. When definitions from different sources are the same, credit is given to the earlier author as being the original or nearest to the original source. Immediately following each term the name of the locality wherein the word is presumed to have originated or is widely used is given, where such information is available. The name of the author or source from which the definition was obtained follows the definition, and serves as a key to the publications listed. Permissible explosives are those that have passed the tests pre- scribed by the Bureau of Mines for explosives intended for use in coal mines, and are therefore recommended by the bureau as suitable for this class of work when used under the prescribed conditions. The tests for permissible explosives and the conditions prescribed for their use are described in Miners' Circular 6 of the Bureau of Mines. Up to June 1, 1915, 168 explosives had been classed as per- missible explosives; 133 of them were then on the bureau's "per- missible list" and 35 had been withdrawn by the manufacturers. In addition to the required physical tests, each explosive is sub- jected to a complete chemical examination in order that its exact composition may be known and also that the composition of future samples of the same explosive collected in the field may be compared with that of the sample which originally passed the bureau's tests, for by such comparison it may be possible to ascertain whether or not the explosive as supplied to the miner is still "permissible." This bulletin is published primarily for the purpose of informing manufacturers of such explosives as to the methods used by the Bureau of Mines in the analysis of samples received for tests to determine their permissibility. Such information may be of value in cases of possible controversy over the results obtained in the analysis of a field sample as compared with those obtained in ana- lyzing the sample originally tested by the bureau. Also, a descrip- tion of the methods used by the Bureau of Mines in the analysis of explosives should be of assistance to the many chemists engaged in similar analytical work.

Some of the investigations conducted by the Bureau of Mines have for their object the collecting and disseminating of information regard- ing methods by which the fuels of the country may be most effi- ciently used. As the analysis of flue gases tends to develop better methods of firing, which in turn reduces waste of fuel, the Bureau of Mines in this bulletin presents for the benefit of those in charge of boiler plants and all other persons interested detailed information on methods of sampling and analyzing flue gases, and on the utilization of the analyses in promoting boiler-room economy. This bulletin is intended to be a companion to Technical Paper 80," and is written in plain and nontechnical language, as far as pos- sible, so that it may be readily understood by persons who have not had the advantage of a technical education. Whenever possible, illustrations of apparatus and methods of handling have been used rather than elaborate descriptions. The material presented in this report is arranged in two parts. The first part contains the description of the apparatus and the methods used in sampling and analyzing flue gases. The second part gives experimental results obtained with the different methods of sampling and collecting flue gas that are recommended in the first part of the report. Only simple apparatus and methods are considered, as they are accurate enough to show the large heat losses due to the use of too much air, and are also accurate enough to indicate any incomplete combustion losses of economic importance. Without doubt the loss due to large excess of air is the greatest one in the boiler room, and can usually be greatly reduced by making proper use of gas analysis. Before engineers in the isolated industrial plants can be induced to analyze for small traces of combustible gases, they must be first taught how to analyze for carbon dioxide (CO), and they must learn to appre- ciate the great possibilities of reducing loss from large excess of air. The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000.
