"Mine water generated from underground coal mining operations contains both dissolved and particulate solids. Dissolved solids primarily consist of sodium, calcium, magnesium, potassium, chlorides and sulfates. When discharged to a receiving stream without treatment, these constituents create a potentially toxic environment for aquatic life.A case study is presented to discuss how a centralized treatment plant treats mine water from six locations to meet discharge limitations for chlorides. Located in West Virginia, this facility consistently achieves less than the National Pollutant Discharge Elemenation System (NPDES) permit limitation of 218 mg/L chlorides in the discharge while generating almost zero liquid waste. The dissolved solids concentration in the influent ranges between 5,000 and 10,000 mg/L, with chloride concentrations of 1,000 to 2,000 mg/L and sulfate concentrations of 2,000 to 6,000 mg/L.The mine water is treated using advanced treatment technology to produce clean water for discharge or reuse. The treatment process comprises aeration, softening, filtration, reverse osmosis (RO) reject softening, evaporation, crystallization, final effluent remineralization and sludge dewatering. The solid waste generated in the treatment process is landfilled on site. The leachate is sent back to the facility’s thermal treatment process. Because no liquid waste leaves the property, this plant is termed a zero liquid waste (ZLW) facility.The advanced water treatment system was built to meet a new 218 mg/L regulatory limitation imposed by the West Virginia Department of Environmental Protection for chlorides discharged to surface waters. The system is designed to treat a maximum flow of approximately 795 m3/h (5 million gpd) of mine water. The treatment process utilizes RO membrane treatment to achieve the effluent criteria, and evaporation and crystallization technology to manage the RO concentrate from the water treatment process. As a result, the system produces clean water for discharge while generating zero liquid waste. The effluent water can be used for industrial purposes or discharged to a receiving stream. A water impact index (WIIx) study indicated that discharge of this high-quality water into the Monongahela River watershed may improve the water quality for downstream water users. The waste produced in the treatment process, including softening sludge and salt, is disposed of in an onsite landfill. Currently, the plant is treating at an average flow of 490 m3/h (3.1 million gpd) of mine water with an average influent chloride concentration of 1,530 mg/L and an average effluent chloride concentration of 11 mg/L."

"The Vegas High Roller is the centerpiece of a new development parcel adjacent to the Las Vegas Strip. At a height of 550 feet, the High Roller is currently the tallest observation wheel in the world. The design team conducted a geotechnical site investigation to characterize the alluvial soils and cemented layers encountered and to provide foundation design recommendations for the observation wheel, boarding platform, and temporary structures needed to erect the wheel structure. This paper presents a case history of the geotechnical design process, including development of a ground model and design parameters, high-strain dynamic axial load tests, and settlement monitoring during construction. Results indicated that design parameters were conservatively assumed and that the majority of the axial load was transferred to a near surface caliche layer, thereby resulting in insignificant settlement of the foundation system.IntroductionThe engineering of the Vegas High Roller is similar in concept to that of the London Eye and the Singapore Flyer. The wheel has 28 cabins, each with a capacity of 40 persons. The top point of the structure is 550 ft above ground level at the site.A geotechnical site investigation program was undertaken and subsequent analyses were performed to provide foundation recommendations for the observation wheel legs, boarding platform columns, and temporary structures directly associated with construction of the observation wheel."

This paper presents a case history of a successful construction-phase pile load test program that optimized the pile design in challenging ground conditions at the Great Neck Wastewater Treatment Plant in the Town of North Hempstead in Nassau County, New York. The improvements and expansion of the wastewater treatment plant included the construction of several new structures to comply with new stringent nitrogen discharge requirements and new design flow. The challenging ground conditions included up to 20-ft thick organic deposits with weight of hammer blow counts and up to 14 percent organic content and tidal ground water that was near the ground surface. The foundation design evaluated various deep foundation alternatives and selected driven closed-ended pipe piles then filled with concrete as the most suitable foundation. The selection process included considerations of cost, risk, vibrations, noise, and schedule. The contract documents utilized an innovative approach of performing an optimization load test program that was implemented during construction to optimize pile lengths and reduce potential vibration and construction schedule. This paper discusses the details of the successful load test program including static testing, dynamic testing, and the innovative contracting approach utilized to implement the construction phase load test program. It also discusses the successful development and implementation of driving criteria for production piles and construction challenges. The successful load test program resulted in savings of several hundred thousand dollars, optimized schedule, and lower environmental impacts.

The site has a gentle slope ranging from elevation +20 to +7 from west to east, respectively, based on the Nassau County Datum.To comply with new nitrogen discharge requirements and new design flows, the GNWPCD contracted CH2M HILL, Inc. and William F. Cosulich Associates as a Joint- Venture (JV) to design and provide services during construction of eight new advanced nitrogen removal facilities."

"The Highway 53 relocation project in Virginia, Minnesota, involves construction of a very tall bridge across a currently inactive iron ore mine pit. The inactive pit is partially flooded and serves as the community’s drinking water source. The 1,132-ft long new bridge is a three-span, plate girder structure. Two intermediate, approximately 200-ft tall piers are located within the pit.The foundations for the two piers consist of groups of 30-in diameter piles which, despite the contradiction in terms, are essentially very large micropiles. Extremely challenging and highly variable subsurface conditions exist at the site, ranging from uncontrolled iron ore mine waste fill to some of the hardest rock on earth that can also be highly fractured and abrasive. Despite the conditions, large diameter (30-in) micropile foundations up to 175 ft deep were successfully installed using down-the-hole hammer methods and full-length permanent casing under an extremely aggressive construction schedule.Full-scale foundation load testing using the Statnamic rapid loading method was also conducted in support of the design and construction but under a separate pre-design phase contract. This paper describes the unique aspects of this foundation project, including design, construction, and load testing of the large micropiles.INTRODUCTION AND BACKGROUNDIn 1960, a segment of Trunk Highway 53 (TH-53) in Virginia, Minnesota, was built on land owned by iron ore mining interests. As part of the roadway easement agreement, Minnesota Department of Transportation (MnDOT) was to be given notice three years prior to termination of the easement. In 2010, MnDOT received notice that the mining interests wished to access the ore. Through negotiations in 2010, MnDOT and the mining interests agreed to a 2017 date for abandoning the existing section of roadway. During this period, MnDOT needed to procure project funding, satisfy environmental permitting requirements, and acquire new right-of-way to permanently reroute TH-53 and keep it open to traffic. This was no easy task due to the existing mine pits surrounding the area.The E-2 alignment option shown in Fig. 1 was ultimately selected for the rerouted highway in 2014. The new highway segment includes a three-span bridge across the currently inactive Rouchleau Mine Pit. The inactive pit is partially flooded and serves as Virginia’s drinking water source. The 1,132- ft long new bridge is a three-span, plate girder bridge. Two intermediate approximately 200-ft tall piers are located within the pit. Fig. 2 is a conceptual rendering of the bridge."

As a result of the increased seismic risk and the highly variable geology of Christchurch, finding costeffective foundation solutions has been a challenge for the Canterbury rebuild. The soil profile in Christchurch comprises both terrestrial (Springston Formation) and marine (Christchurch Formation) alluvial deposits with a high groundwater table. The result is a highly variable and interbedded soil profile which is prone to liquefaction and static settlement. Vibro-replacement stone columns are very effective in mitigating liquefaction in clean sand. However, the author’s experience has shown that vibro-replacement stone columns are also effective for treating silty and soft soil layers. Vibroreplacement stone columns can be used to treat these soft soils by increasing the composite soil stiffness and providing a load transfer path to the underlying dense soils. Another challenge encountered in the Canterbury rebuild is the cost of redevelopment of brownfield sites with contaminated fill. The costs of disposing this fill often make projects too expensive. Vibro-replacement stone columns have been used successfully to treat contaminated fill, providing a treated soil profile with uniform performance and reducing the cost of disposing of contaminated fill. This paper looks at several case studies in Christchurch, with highly variable soil profiles, where vibro-replacement stone columns have been used successfully to treat multiple soil layers, from contaminated fill to silty soils and soft and non-liquefiable silt.

The mining industry is facing some key challenges that provide a compelling case for geometallurgy initiatives. Over the last 30 years, the average grade of Australian orebodies being mined has halved while the waste removed to access the minerals has more than doubled. In the last eight years, the industry’s energy consumption has increased 70 per cent while multi-factored productivity has fallen 24 per cent. The paper documents a broad range of industry case studies which demonstrate strategies for gaining value from geometallurgy.The mining industry constantly faces the key questions of how significant ore variability is on mine valuation and how would knowledge of the variability change the mining schedule, mine to mill design and operation. Using case studies the paper describes the methods used for incorporating mineral extraction attributes into orebody models and their technical integration into daily operation as well as mine planning optimisation. While pit optimisation from a fully attributed geometallurgical model highlights areas of opportunity and risk it is shown that during the scheduling phase of mine planning that significant value can be added. The benefits from these projects included reducing geotechnical and environmental risk, improving mine to mill performance, option analysis and quantified cash flow risk. There is growing acceptance within the minerals industry that ‘realistically assumed modifying factors’ defined by a competent person/s are not sufficient to mitigate the risk of funding mining ventures. Geometallurgy is moving away from factored ore reserves to data-rich block models providing reliable information for mining, metallurgical and environmental considerations.

Introduction The most commonly used ground control design in coal mining is the determination of pillar size by various pillar strength formulae for mine layout (Bieniawski, 1983; Holland, 1973; Hustrulid, 1976; Obert and Duvall 1967; Wilson and Ashwin, 1972). However, there have been few documented case histories concerning the validity of those strength formulae. Recently there are indications that those strength formulae tend to overdesign considerably. From a safety point of view, there is nothing wrong with overdesign. But an overdesign with large chain pillars reduces the flexibility of machine movement and decreases production. It also reduces coal recovery and, thus, shortens the reserve's life. This is especially true for small operators who own a limited reserve. Those small mines, through past practices or out of necessity, experiment with smaller pillars than those predicted by the strength formulae. Conclusive ev¬idence has been collected that points to the need of a new concept of coal pillar design. Two case studies will be cited to illustrate this point. 3-D US pillar strength formulae Figure 1 shows a sectional layout of a one-unit mine. The seam was about 1.3 m (50 in.) thick with a uniform cover of 64 m (210 ft). A house was located near the center of the section. The homeowner demanded that no surface subsidence and domestic well dewatering should ever be allowed as a result of underground room-and-pillar mining. Physical properties - strength and Young's modulus - of the rock strata including coal were obtained by testing small samples in the laboratory. The uniaxial compressive strength of the coal was 3660 kPa (823 psi). Using various pillar strength formulae, the homeowner recommended that square chain pillars be at least 11 m (35 ft) wide. The coal company, however, desired to pursue optimum coal recovery in the safest and most economical manner. They engaged in three-dimensional finite element analysis of the section taking into account the complete stratigraphic sequence of the overburden. Results indicated that the section can be developed by 5.5 m (18 ft) wide entries at 21 m (70 ft) center-to-center. In retreat, the pillars can be splitted along both centerlines leaving a stump pillar of 5.5 m (18 ft) square at each of the four corners. The 5.5 m (18 ft) square stump pillars still maintained a safety factor of 1.5, although the safety factors calculated by various pillar strength

F-Series reconciliations are formal comparisons of estimates and measurements of ore quantity and quality made at pre-determined points along the mining value chain. F1 is the ratio of ‘Depleted Grade Control Ore/Depleted Long-term Model Ore’ and validates the models upon which Resource and Reserve statements are based. F2 is the ratio of ‘Produced Tonnes and Grade/Depleted Grade Control Ore (-) Changes in Pre-Crusher Stockpiles’ and validates that the ore tonnes and grade delineated in the pit are being accurately extracted and correctly delivered to the processing plant. These factors provide important corporate assurance for a mining company by providing quantitative feedback on model-predicted tonnes and block grade estimates. Since 2009, BHPs Western Australian Iron Ore F-Series reconciliations have been calculated in a single, centralised sequel-server database. This software routinely collates data regarding mineral resource block model depletions, grade control model depletions, pre-crusher stockpile inventories and production tonnes and grade measurements and then calculates F-Series factors for both tonnes and product quality. This paper will present case studies where reconciliation factors were used to identify improvement opportunities leading to projects that improved our models and subsequent forecasts of production tonnes and quality. In addition, it will show how reconciliation factors are tools that monitor control during periods of rapid change and provide feedback on the effectiveness of improvement projects.

This paper presents two case studies of large diameter driven tubular steel piles for the ongoing Woolgoolga to Ballina Pacific Highway upgrade (W2B). This project forms part of Australia’s largest regional infrastructure project and will upgrade about 155 kilometers of highway to four-lane, divided road. There are more than 170 bridges on W2B, and driven tubular steel piles are adopted on 43 bridges between Glenugie and Ballina. Driven piles terminating in soil or basalt is a big challenge faced by both designers and piling contractors due to 1) the uncertainty of expected pile unit shaft and base resistance in different soils; 2) whether plugging is formed; and 3) highly variable basalt strength and thickness near top of the rock. If these risks are not adequately managed during design or construction stages, it could lead to unexpected project delay, extra time and cost or pile toe damage in basalt. This paper describes two case studies, one for piles designed to terminate in soils and the other for piles designed to terminate in basalt. How these risks were assessed and managed during detailed design, procurement, hammer selection, pile installation and verification will be discussed in details with lessons learnt summerised in the conclusion.

Over the past three decades, the U.S. coal mining industry has widely used cable supports to supplement traditional primary bolting systems, especially in difficult ground conditions. However, increased mining activity in adverse conditions has underscored the limited effectiveness of the non-tensioned, partially grouted cable supports used to supplement primary bolts. Roof failures in conditions such as corrosive environments, highly laminated strata, low overburden depth and water intrusion have demonstrated that the need for cable technology has reached beyond the traditional non-tensioned, partially-grouted cable tendon. Furthermore, declining market conditions and increased competition for coal customers has demanded that new cable bolt technology be costeffective and readily adaptable to the mining cycle. Jennmar Corporation has developed several cable bolt technologies that can be used as stand-alone solutions or in concert with one another to mitigate adverse conditions. These technologies include rapid tensioning of cable supports, structural surface control and polyurethane injection. The case studies presented in this paper use one or more of these technologies to address adverse mining conditions or special ground control problems.

This paper develops the themes explained at the previous SAIMM Platinum conference by Whittle and Burks1. Optimization techniques can be used to significantly increase the value of mining businesses by enabling better long- term planning decisions. Open pit and underground mine design, mine scheduling, cut-off grade and blending, stockpiling, and the linking of these to flexible elements of the metallurgical recovery processes are all evaluated together. Transport or sale of intermediate products and the requirements of the product metal markets can also be considered. Experience shows that net present value (NPV) can potentially be increased by 5-35 per cent or more, usually even before the expenditure of significant amounts of project capital. The case studies presented include: ? An existing operation with multiple open pits and PGM concentrators linked to offsite downstream processing facilities, and with infrastructure constraints for which the scheduling of current operations and the potential for expansion were investigated ? An existing operation with an integrated portfolio of mines, concentrators, smelter and refinery, for which the various possible sources of ore for processing were prioritized to match the downstream process plant constraints and the product markets ? An underground operation in Zimbabwe for which the optimum mining width was calculated and expansion plans were evaluated ? An underground mine with many separate mining sections, for which a revised schedule was developed aiming to keep the shaft system and processing plant at capacity with the highest net value material available at any time throughout the life of mine. In the concluding section of the paper, a few brief notes are included suggesting how the strategic recommendations from enterprise optimization studies may be implemented by the Owner?s team.

The management of risks associated with slope instability is an essential process in the safe and economic operation of open cut mines. The ?slope stability radar? (SSR) has been developed to better manage those risks. The SSR remotely scans rock slopes to continuously measure any surface movement and can be used to detect and alert users of wall movements with sub-millimetre precision. The high level of movement precision and broad area coverage of the rock face can allow for a better understanding of the geomechanics of slope deformation, including magnitude of potential failures and additional warning time of impending instability. Additionally, radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. SSR systems have been deployed in many mines in Australia, Indonesia, South Africa, Zambia, Chile and the United States. Greater than 70 rock falls and waste dump failures (from several to millions of tonnes) have been monitored, and on every occasion precursor ?warning? movements were recorded by the SSR. This technology enables a radical change in the management of risks in open cut mining. This paper will present recent case studies of the SSR operation in coal and metalliferous mines.

Backfill systems using unconventional cementitious binders have been successfully used in relatively deep and hard rock tabular mines for longwall, scattered stoping and shaft pillar removals. Two unconventional cementitious systems are discussed: A ground granulated blast furnace slag (GGBS) with an activator containing lime. This has been used with a total tailings æstableÆ slurry at a relatively low dosage of less than seven per cent, by mass, based on dry solids. The room and pillar stopes supported with this fill were up to 20 m high and the tailings were relatively high in pyrite. A GGBS binder plus a silicate based activator and gelling agent that virtually eliminated all water drainage (and hence post filling shrinkage). The system used a slurry, but the addition of the activator created a final placed product that had the behaviour of a paste. The system has been successfully used for almost ten years in the following applications: stoping widths (mining heights) above 1.6 m; and shaft pillar removals in seismically active areas at the end of the life of the shafts. This paper discusses the technical merits and costs of the systems and compares them to other fill systems (including true paste systems). the acceleration (normally g, 9.81m/sec2) is increased to a significantly larger (but generally unmeasured and unknown) value, as shown in Figure 1.

The multiple blasthole fragmentation (MBF) model developed by Orica models the contributions from multiple blastholes to fragmentation at any given point in the rock and simulates a production blast with the actual geometry of the blasted overburden and free faces, explosive loading, multiple decking, and delay timing of each explosive charge. The model has been successfully applied to several open pit mines and quarries around the world, including Canada and the United States. The peak particle velocity (PPV) induced in the rock from the explosive detonation is used in the MBF model as the key parameter relating to the size distribution of the rock fragmentation. Relating the PPV to the rock fragmentation is based on earlier work relating the particle velocity to the dynamic strain in rock. A recent publication further revealed that the PPV is related to the maximum relative displacement that induces three dimensional strain at a point in the rock. The model can explicitly model most of the blast design parameters including explosive properties.

This paper describes the steps taken in planning, developing, and executing a case study/ case history course in geotechnical/ foundation engineering at an international university. The paper sheds light on: how a “workable” format for the course was arrived at; the organization of the course; and the results of evaluating the effectiveness of this approach versus traditional lecturing. Problems and challenges that could arise when offering the course for the first time are also addressed. Embedded in this experience and its related protocols are: the emphases on engineering design and the practice, teamwork and leadership development, organizational management, and oral and written communication skills. The paper concludes by confirming that discussions, through an open forum, are judged to be superior to traditional lectures in improving critical thinking, cultivating desirable personal attributes, and acquiring problem-solving skills.

Central to any business is its Asset Management Plan which encapsulates the business context and key organisational objectives such as profitability, safety and environmental standards. Life Cycle Planning (LCP) is a key component of an overall Asset Management Plan. A comprehensive approach to Life Cycle Planning forecasts the financial expenditure required to support the performance of the asset over the business life. It incorporates capital, maintenance and operational expenditure along with an estimation of economic life. Within its body the LCP provides the detail of the maintenance plan and method of its execution. Once optimised the LCP becomes the overarching plan executed through the application of several elements of the Asset Management Plan to ensure the return on investment from the assets is optimal. Each of the elements of the LCP is bound by a set of loops that provide information based on the analysis of outcomes. These loops drive the continuous improvement of performance and cost over the life of the asset. In this way we ensure that the LCP is a dynamic plan responsive to the changing business environment. The paper being presented today will describe the process undertaken and the outcomes derived when this approach was applied to a $600 M+ coal handling and preparation plant in QueenslandÆs Bowen Basin. It will also delve into the difficulties encountered from both technical and cultural aspects; the latter proving to be the most difficult to manage. It will describe the hurdles and barriers that hampered progress including the human influences and the natural desire to revert to what has been done in the past when things became a bit difficult. In the end the results are there to show that the upfront expenditure and investment in time was time and money well spent and the outcome has the operation well placed to manage the assets in a manner designed to deliver the optimal business outcome.

"An analysis of operating costs for underground mining operations in the current global economic climate considers the financial burden for a ventilation system to be in vicinity of 30–50%. These operating costs are often overlooked by management teams in the greater scale of things when looking to save money in the procurement phase. This oversight to operational costs can be as little as the effective delivery of ventilating air to the work zone. One of the biggest opportunities for substantial savings and improvements can be realized in the selection of a quality vent duct that is suitable and fit for purpose. The key component to the selection process for quality products is a solid selection criterion that is followed during the tender process. This allows the management team to filter out unsuitable suppliers and products. The case study identifies some of the key components that were considered in the procurement and selection process for lay-flat ducting products. These included the characteristics and strength of the materials. Introduction Preparing a report on fluorspar economics in the US could have been somewhat complicated at one time. This was because the number of producers, both large and small, derived production from different locations through-out the western US and the southern Illinois and western Kentucky fluorspar districts. Companies, such as Allied Chemical and Williamson Mining, operated in the Jamestown district of Colorado. In Walden and Salida, CO, the Colorado Fluorspar Co. operated mines and mills. In New Mexico, both Du Pont and Allied had mines and mills. In the Illinois-Kentucky district, US Steel, Rosiclare Lead and Fluorspar, Minerva Oil Co., and Marathon Oil all produced spar for the US market. Now all of the companies are out of the fluorspar business and, with the closing of the Seaforth Mineral Co.'s Inverness Mining Co., only Ozark-Mahoning Co. survives as a domestic producer. History Ozark-Mahoning Co., as it now exists, was formed in 1946 by the merger of Ozark Chemical Co. and Mahoning Mining Co. Ozark Chemical Co. was started in the 1920s to produce sulfuric acid for two refineries located in Tulsa, OK. Mahoning Mining was originally formed by the founders of Ozark Chemical Co. and the Youngstown Sheet and Tube Co. to produce fluorspar and associated minerals from properties in the southern Illinois and western Kentucky fluorspar district. In 1937, Mahoning Mining started an exploration program, employing contractor-operated churn drills to look for reserves in Hardin and Pope Counties in southern Illinois. Based on known reserves in the area and the results of the exploration program, work was started in the fall of 1938 to build a selective flotation plant at Rosiclare, IL. The mill was completed and put into operation in August of 1939. The company's first mining efforts were in the Cave-In-Rock district just north of Cave-In-Rock, IL. The deposits in this area were of the Manto or bedded type. They have been the mainstay of the company's operations in the Illinois-Kentucky fluorspar district. In 1950-51, the company expanded its operations by purchasing fluorspar properties from Colorado Fluorspar Co. at Walden, CO. This location was operated from 1952 through 1958 and from 1968 through 1973 when it was closed permanently. In 1974, Ozark-Mahoning Co. was purchased by Pennwalt Corp. Presently, it is a wholly-owned subsidiary of that corporation. As the only major domestic producer of fluorspar in the US today, the company's ability to survive under the flood of imported material is directly related to the four major segments of its operations. These are: exploration, mining productivity, maintenance, and marketing. All are done in-house. Exploration The Southern Illinois fluorspar district is located in the most complexly faulted area of the central US. The formations are sedimentary in nature and range in age from Devonian through Pennsylvanian. The deposits are small, they range in size from a few thousand tons up to 900 kt (1 million st), with the average minable deposit being around 544 kt (600,000 st). The ore occurs in both nearly vertical vein deposits and in Manto or flat lying bedded deposits. Due to the relatively small size of the deposits and the depth at which they occur, a good low-cost exploration program is essential to ensure that new finds of ore are equal to the mining extraction rate. Ozark maintains a leased land position in Pope and Hardin Counties that will fluctuate somewhere between a low of 40 km2 (10,000 acres) up to a high of 129 km2 (32,000 acres), depending on total size of tracts leased. Most all lands are obtained through a standard lease purchase option, with a small minimum royalty per acre during the normal 10-year option period.
