This paper provides a discussion of the various federal and state laws governing water quality as related to mining operations. The specific laws addressed are the Clean Water Act, and the Arizona Mined Land Reclamation Act. Topics that will be addressed are mine water and process water discharges, storm water discharges, pollution prevention, dredge and fill, spill prevention control and countermeasure plan, and surface water protection. Proposed changes to the laws and regulations will be discussed. Compliance strategies will be suggested to prevent potential noncompliance and enforcement.

The Clean Water Act, as administered by the Environmental Protection Agency, has mandated industry, government and the public to comply with potentially conflicting and vague water quality statutes, regulations and guidelines. Universal regulatory strategies have been developed which have introduced and have created regulatory, compliance and institutional conflicts. Conflicts have been created because National water quality performance goals and design standards are vague, and, in many cases, cannot be scientifically justified. Because of regulatory technical requirements to define background and environmentally impacted water quality characteristics, the ability to achieve regulatory compliance is difficult. Difficult issues requiring resolutions includes but are not limited to site specific surface and ground water quality classification systems, water quality standards and guidelines, point and non point pollution sources etc. Because of these statutory and regulatory complexities, a confrontational regulatory system has been created as it relates to: - defining performance criteria in relation to design criteria; - resolving water quality statistical compliance conflicts; - defining laboratory precision requirements; - determining background groundwater characteristics; and - locating a representative point of compliance. Because of these complex regulatory issues, the ability to balance goals, needs and economics has not been achieved or in many cases has not been attempted, without legal intervention. A good deposit of high sulphur coals of tertiary origin is existent in North eastern region of India. These coals are known to have indifferent characteristics in comparison to other Indian coals. The general Physico-chemical characteristics are low ash and high volatile matter, calorific value and sulphur content. Sulphur in these coals (70-95% of organic) is mostly affixed to the structure of the coal. Owing to the stringent environmental regulations, the utilization of these coals has severe limitations due to high sulphur content. In the present investigation, sulphur incorporation in to these coals has been discussed along with possible organic sulphur functionalities. The various desulphurization techniques carried out for removing sulphur from these coals have been discussed. Two step oxidative desulphurization processes has been found to be most efficient for organic sulphur removal along with mineral matter and potential toxic elements. "As ores degrade, mining techniques and chemistries change to meet market demand and maintain product quality. The balance of recovery and grade is a significant challenge in the Crago Process where an anionic collector is used to float phosphate, followed by acid scrubbing, then an amine float to improve product grade. As the grade is a requirement for DAP and MAP production, recovery is the criteria to suffer. Phosphate losses in the amine float can bring overall recovery down by as much as 18%, creating a growing need to think outside the box to improve recovery. This paper will focus on the theory of amine tail recycling and the best methods to optimize the overall phosphate recovery by recycling the tails from the cleaner flotation step. INTRODUCTION In 2014 the total US phosphate production was down 13% over the prior year, from 31.9 to 27.1 Mt, which accounts for 12.32% of the world’s phosphate rock production. Florida and North Carolina phosphate production accounted for 80% of total US phosphate production, which was down from 85% the previous year. This decline is due in part to the closing of the last phosphate mine in Polk County, FL - which had an operating phosphate mine for over 100 years (Gurr, 2015). Another factor contributing to the reduction in contribution from FL & NC is the increasing challenges in beneficiating the remaining ore deposits. The Central Florida mining district has historically been in the Bone Valley deposit, where raw apatite was abundant with P2O5 values as high as 15%. The Bone Valley ore also had characteristics favorable to beneficiation to 27.5-29.7 %P2O5 while achieving recoveries above 86%. The move southward into the Hawthorne Formation has seen the ore feed grade hit some historic lows, and the matrix characteristics pose more challenges to phosphate producers. The Hawthorne Formation experienced lateritic weathering after the Bone Valley formation which altered the apatite to aluminum phosphate minerals, and alteration of montmorillonite to kaolinite, releasing MgO that caused the dolomitization of the top of the Hawthorne limestone (Cathcart, 1966). Elevated levels of dolomite can yield an increase in slurry viscosities, reduce production rates, and increase energy costs in the wet-acid fertilizer process. The MgO will also act to dilute grade, making it more difficult to achieve a standard 18-46-0 product (McHardy, 1981)."

PooR results in coal washing and in ore concentration are sometimes attributed to the shape of the particles in the feed. It is well known that the shape of a particle influences its rate of fall in water. This is evidenced by the value of the constant C in the Rittinger equation for the velocity V of settling in water, V = C-D(d- z ), where C has the following values: 2.73 for roundish grains, 2.37 for long grains and 1.92 for flat grains. This report, which is based upon data obtained during the course of coal-washing investigations conducted by the U. S. Bureau of Mines in cooperation with the College of Mines of the University of Washington, gives the results of a method or procedure of screening in which the particles are separated into three shapes and shows the deportment of these shapes when coal is treated on a coal-washing table. The method consisted in first screening the coal with Tyler standard square-hole sieves, followed by screening tests of each of these products with screens of rectangular opening. For this purpose Tyler "Ton-Cap" screens were used; each square-hole product was subsequently sized with two Ton-Cap sieves so selected that their shortest dimensions were approximately 75 and 50 per cent., respectively, of the opening of the square-mesh sieves. For example: A product which is through 8 mesh (0.093 in.) and on 10 mesh (0.065 in.) is screened on slotted sieves which have openings 75 and 50 per cent. of the 0.065-in. opening in one direction and an opening of not less than 0.065 in. in the other direction. For convenience in discussion, the particles retained on the first slotted screen are termed "cubical"; those retained on the second slotted screen are termed "prismatic" and those passing the second screen are called "flat." (See Fig. 1.) The square-mesh screens separate particles according to two dimensions, length and breadth; the slotted screens divide them further according to the third dimension, or thickness. Experience has shown that there are some factors connected with the drying of fine washed coal that are not present in drying of slack coal as normally practiced at cement kilns or pulverized coal plants. It is the purpose of this paper to show some of these variations as they have been encountered under actual operation. The Champion No. 1 cleaning plant of the Pittsburgh Coal Co. uses the wet system of cleaning coal. The plant is equipped to produce commercial sizes or mixtures, the primary sizes being plus 6 in. and 4 by 6 in., which are hand-picked. Minus 4-in. sizes are all cleaned by the wet process. To produce a commercial product as free of moisture as possible, the washed coal is first passed over sizing and dewatering screens, then each size except the — ?-in. coal is conveyed to loading booms by slow-moving draining conveyors. As the +?-in. sizes are not heat-dried, no data will be given, as it is the purpose of this paper to describe the heat drying of — ?-in. coal as practiced at the Champion No. 1 plant of the Pittsburgh Coal Company. To fully appreciate the conditions, it must be remembered that the — ?-in. product is now shipped at a lower moisture content than when received from the mine. The incoming coal in the — ?-in. size will average 5 per cent. moisture and the shipped product 3 per cent. moisture. This is a case where a wet process gives a reduction of both ash and moisture in the fine sizes. The shipped product, therefore, is more uniform in all characteristics, and uniformity of product is the most important single factor in coal preparation. The 0 by ?-in. coal is first dewatered on slow-moving continuous bucket dewatering elevators, running at the rate of 40 ft. per minute, with 48-in. perforated buckets with ¼ by 1½-in. slots, spaced ? by 2?-in. centers staggered. The moisture in the coal discharged from the elevators runs 20 to 28 per cent., depending on the fineness of the product. The discharge from the dewatering elevator is further drained on a drag-type conveyor equipped with ½-mm. wedge wire screen. IN THE preparation of this paper the writer has been influenced by the fact that descriptions of various means of cleaning blast-furnace gas have been published and that further descriptive treatment of the subject will probably be less interesting than a statement of conclusions with regard to preferable methods which have been reached by him as a result, of experience and observation in this country and also as a result of somewhat detailed investigation of the subject made toward the end of the year 1927 on the Continent of Europe and particularly in. Germany. Owing to various circumstances, including a cost of fuel that is extremely high in relation to the wages of labor, the German iron and steel industry has accumulated experience in gas washing which is as yet in part lacking in the United States of America. The paper begins with a statement regarding the economics of the use of blast-furnace gas, then considers the principle's and practices employed in its purification. USES OF BLAST-FURNACE GAS For many reasons having to do with the utilization of coke-oven and blast-furnace gases in steel manufacture and with the use of hot metal, the blast furnace is now usually a part of a steel-producing unit, which also includes coke plant and rolling mill. Therefore both blast-furnace and coke-oven gas are usually applicable to any of the iron and steel-making processes, including the generation of power, and their allocation in any given works should be considered as a single problem. The uses to which blast-furnace gas, either alone or mixed with coke-oven gas may be put, include the following: Regenerative Heating of Air for the Blast Furnace.-This is the oldest and metallurgically the most important of all uses. It is universally performed with unmixed blast-furnace gas and under proper conditions should require not over 23.5 per cent. of the total gas generated for a blast temperature of 1350° F. For Steam-raising Purposes.-This is almost universally done with unmixed blast-furnace gas. From the standpoint of quantity used, it is at the present time the most important application in American steel-works practice.

"IntroductionTHE LOW-VOLATILE bituminous coals of the Brazeau field, Nordegg, Alberta, are soft and weak in structure. The seams contain .bands of inferior material, locally designated 'black jack', and thin bands of friable carbonaceous shale having no definite horizon but usually 'floating' in the seam. Because of the weakness• of the coal and the friable nature of the shale bands, run-of-mine coal usually contains a very high percentage of fines, as •Shown in the following table:SIZE WEIGHT. %Plus 1/2 in 25.61/2 – 1/4 in 13.31/4 - 1/8 in 14.6Minus 1/8 in 46.5The most convenient way of cleaning the fine coal would be by treating it in association with the coarse coal, so that no additional plant would be necessary. To a limited extent this is possible in certain types of equipment, notably the jig. A system of washing without pre-sizing is not •attractive, however, when dealing with the friable coal under consideration, which contains •a preponderant proportion of fines. At the new Brazeau washery, separation is made at 3/8-inch on •a Robins 'Vibrex' •screen, the coarse sizes being cleaned in •a standard pulsator-type jig. A feldspar jig is used to clean the minus 3/8-inch fraction."

"The South Hartford Conveyance and Storage Tunnel (SHCST) project is a significant component of the Hartford Metropolitan District’s (MDC) long-term control plan (LTCP), which is overseen by the Connecticut Department of Energy and Environmental Protection (CTDEEP). This project will address a portion of the MDC’s Clean Water Project (CWP), which will reduce combined sewer overflows (CSOs), eliminate sanitary sewer overflows (SSOs), and reduce nitrogen released into the Connecticut River. The purpose of the SHCST project is to eliminate West Hartford and Newington SSOs, eliminate Franklin area CSOs discharging to Wethersfield Cove and minimize CSO discharges to the South Branch Park River. The locations of each overflow are shown in Fig. 1. In 2010, the district prepared a preliminary design report (PDR) for the SHCST project, which included relief of the Folly Brook trunk sewer and proposed to keep the tunnel boring machine (TBM) retrieval shaft within the city limits of Hartford. Figure 1 shows the 2010 PDR recommended tunnel route. Subsequent to the PDR, the objectives of the SHCST have slightly shifted. In accordance with ongoing revisions to the LTCP, relief of the Folly Brook Trunk Sewer is no longer necessary. Additionally, the MDC has decided to perform less sewer separation in the Franklin Avenue drainage area. To replace the sewer separation, new relief points are proposed within the Franklin area and will be diverted to the SHCST. Figure 1 also shows the current recommended tunnel route (Alignment F). During 2012, the MDC conducted an evaluation of the potential of connecting the proposed North Tunnel (originally proposed as an independent tunnel with its own pump station) into the South Hartford Conveyance and Storage Tunnel. This evaluation concluded that the two proposed tunnels could reasonably be connected together and operated as a single tunnel system utilizing the tunnel pump station at the eastern terminus of the South Hartford Tunnel (Fig. 2). It also was concluded that this alternative was less costly than two independent tunnel systems."

It is not uncommon for overall quality of coal from a mine to deteriorate as the mine is developed or for an improved-quality coal specification to be imposed during the life of the mine. Either of these conditions typically results in management pressuring mine personnel to take greater care in delineating the seam from top and bottom rock. When mining and seam conditions require a portion of the seam to be removed to ensure sufficient rock is removed to meet the quality specification, physical-coal cleaning may become economically competitive with in-pit seam grooming. The additional cost of coal cleaning may, in some cases, be justified by permitting higher recovery of the coal seam than is possible when cleaning the seam with excavators in the pit. This paper compares projected coal cleaning results with present in-pit grooming techniques and reports the economic results.

THE need for standardizing methods of arriving at definite conclusions regarding the cleanability of a given coal, and for measuring the performance of coal-cleaning equipment, is constantly increasing. Earlier notes by the author on this subject are amplified in this paper, because he believes that better preparation of bituminous coal is a partial solution of the coal operators' troubles. WASHABILITY STUDIES The term "washability" of coal was coined when washing was the universal method of separating coal from its impurities by utilizing their difference in specific gravity. This and analogous terms are still used in their broad sense although pneumatic or air separation is now used to clean coal. These terms are so used in this paper. Too much time or money, can hardly be spent on "feed surveys" to get a "picture" of the coal that is to be cleaned. There have been too many "rule of thumb" methods used. Screen analyses and "sink-and-float" tests on the raw coal enable the coal operator and washery man to predict within reasonable limits the results that may be expected from any efficient cleaning apparatus.

FUSED quartz is a glass made by the fusion of nearly pure silica. Some confusion in terminology exists but in the trade today "fused quartz" generally refers to the perfectly transparent colorless product made from rock crystal whereas "fused silica" is a white, translucent product made from silica sand. Vitrified silica is the term preferred by purists for all quartz glass, but it lacks the definiteness of -the trade terms. Since the raw materials, methods of production, and properties of the finished products arc different for the two types, the trade terms are preferred. As fused quartz is amorphous, it-physical properties differ greatly from those of quartz crystal. Lacking crystallographic directions and having no piezo-electric properties, fused quartz. of course, has no value for the making of radio oscillator plates; but it does have other valuable and unique properties. Perhaps the 'best known and most useful properties are its extremely low coefficient of expansion and its ability to transmit short-wave ultraviolet radiant energy. Miner?s exposure to dust remains a top concern among regulatory agencies, particularly at production facilities with high levels of silica. This respirable dust is present in almost all operations and is a direct cause of the deadly disease silicosis. Silica is one of the most abundant minerals on Earth and is a threat at all operations, especial-ly granite and sand and gravel facilities. The National Institute for Occupational Safety and Health continues to analyze silica?s threat. The institute?s research indicates that heavy-equipment operators have an increased risk to dust exposure, especially when drilling or breaking rock, even when working from an enclosed cab. However, there are methods to reduce an operator?s exposure further, according to recent NIOSH research, which is detailed in its report, Improving Air Quality in Enclosed Caps with Uni-Directional Filtration/ Pressurization System. NIOSH indicates that when surface mining equipment is new, the operator?s dust exposure is normally at accept-able levels. As the equipment ages and components such as gaskets and seals deteriorate, the level of protection can degrade to a point where it is no longer acceptable. However, the institute indicates that at least two critical factors necessary for an effective system.

The notion prevails that writing is a knack, that the skilful use of the pen is a gift of nature. This is an error. Dogberry may be responsible for it; he said: "To be a well-informed man is the gift of fortune, but to write and read comes by nature". Because Dogberry said it, we may be sure that Shakespeare thought otherwise. Ability of any sort may be partly innate, but my own observation and experience lead me to conclude that most of the easy writers have become so by constant practice. As I recall the names of men successful with the pen, I remember that most of them have written a great deal and have taken particular pains to improve their style. The suggestion that proficiency in the difficult art is a happy accident provokes a sardonic smile. The larger part of the great writing in our literature is the result of persistent effort. An easy fluency has been the undoing of many; their flamboyant and fantastic scribbling has proved as perishable as froth. This criticism applies to technical writing also; in order that a technical description or discussion may hold the interest of the reader, at least long enough to cause him to read it to the end, the writing must be done carefully and systematically; otherwise it will fail in its purpose of conveying information. Clearness is absolutely essential. "It is not enough to use language that may be understood; it is necessary to use language that must be understood."* The purpose of writing, at least of that which is meant to be read by others, is not only to express ideas but to communicate them. The Clem Jones Tunnel (formally known as the North-South Bypass Tunnel), a A$2.88 billion road tunnel project in Brisbane, Queensland, was successfully completed almost seven months ahead of schedule. The project included two parallel 4.7 km long road tunnels, 740 m of intermediate roadway access ramps and two auxiliary ventilation tunnels. The tunnels incorporate intelligent tunnel systems, best practice fire and life safety standards and typical civil tunnel elements.Over the duration of the project the Parsons Brinckerhoff (PB) and AECOM (formally Maunsell) design joint venture (MPB) were Lead Designers to the Leighton Contractors and Baulderstone Bilfinger Berger Joint Venture (LBBJV). Construction of the toll road commenced in September 2006 and was completed in March 2010, with the tunnel opening then. Contributing to the success of this project was the continued support the lead designers gave throughout the construction period.This paper will focus on some of the structural elements that contributed to the success of the project – in particular the cable tunnel structure, a small precast, culvert shaped element under the pavement of the mainline tunnel, and the fit-out of the Gibbon Street shaft which were designed to be constructed in a combination of precast and in situ concrete.The cable tunnel was incorporated early in the design phase and runs the length of much of the tunnel. This paper will outline the challenges faced by the designers with implementing this system which provided significant construction advantages, among which were being able to install a separate ventilation duct during construction and to start fitting out the mechanical and electrical conduits and drainage system while tunnelling was still underway.The Gibbon Street shaft had a length and width of 20 m by 40 m and an overall depth of 38 m. A 20 m high structure of precast and in situ concrete was constructed in the base to accommodate mechanical and electrical equipment and provide a take-off access for the southern ventilation tunnel. The construction purpose for this structure was to provide a junction between the tunnel boring machine (TBM) and the roadheader-style tunnels, a staging platform for commencing the roadheader tunnelling, and a platform where the TBMs could be dismantled and removed.The design was assessed and reviewed many times throughout the construction process to address the needs of each of these stages. Innovative use of precast concrete was used to minimise construction time.Additionally, the designers provided support to the construction team from the time of design completion through to the tunnel opening. This meant that the changes to the design and adjustment of construction loadings could also be assessed. The fi nal outcome resulted in an efficient construction sequence and a project that has provided an excellent outcome for the client, stakeholders and community.

"GeneralWabush Mines is an unincorporated joint venture of seven steel companies and Pickands Mather & Co. The mining and concentrating facilities are located in southwestern Labrador and the pelletizing and shiploading facilities are at Pointe Noire, 200 miles south, near the town of Sept-lies.The operation is based on a 5 ½ sq. mi. specular hematite deposit with a reserve of 375 million tons of concentrate. Annual production capacity is rated at 6 million tons of pellets per year. The final upgrading process utilizes high-tension separation of silica following wet autogenous grinding, spiral gravity separation and fluo-solids drying. The concentrate is railed in closed cars to Pointe Noire. The concentrate is reground dry and pelletized on Dravo Lurgi travelling grate machines to produce an oxide pellet with 65.5% Fe, 3.0% Si02, 1.95% Mn and 93.5% Tumble Index.HistoryPlant operations commenced in 1965 with a concentrator capacity of 5.3 million tons per year and a pelletizing capacity of 4.8 million tons per year. The original facilities for classifying the crude ore into fine and coarse fractions for storage purposes before reblending as autogenous mill feed were found to be unnecessary and were by-passed after plant startup. Capacity of the operation was increased to 6.0 million tons of pellets per year in 1968. This increased capacity required the installation of an additional160 cleaner spirals in the ore dressing plant, a new 5000 hp ball mill, three balling circuits and increased cooling air capacity in the pellet plant.In 1970, the regrind circuit in the pellet plant was converted to dry grinding and a significant reduction in grinding media consumption and maintenance costs was realized. A ninth grinding mill of 5000 hp capacity was installed to compensate for the reduced capacity in going from wet to dry grinding."

There are probably as many variations of the method for blowing-in blast-furnaces as there are furnace superintendents. That some of these variations are poor practice is shown by the troublesome and sometimes disastrous experiences of many furnace-men, even within the last few years. It is the object of this paper to put on record a blowing-in practice that has gradually developed to the point where the results are sure, safe, and satisfactory; and also to bring into discussion several variations that are questionable. The blowing-in of a modern blast-furnace is one of the greatest of metallurgical operations. On its degree of success depends much of the future life of the lining and the subsequent behavior of the furnace; and it involves possibilities of danger to the men engaged in the work. The objects to be attained are the heating of the interior of the furnace to the high temperature necessary for smelting iron; the starting of the smelting process; and the gradual movement of the stock in its downward course. The most critical points are the placing of the kindling-wood, the " bringing down " of the gas, the closing of the iron-notch, and the first cast. The lighting of the first gas, the opening of the cinder-notch for the first flush, and the running of the first cast are anxious times for the superintendent and the furnace-men. Drying-Out the Furnace. As soon as a furnace-lining is completed it should be thoroughly dried out, whether it is to be blown-in soon or not; and the longer it is dried, the better for the furnace. At least two weeks is desirable; but good results can be had with 10 days of firing. The typical block coal of the Brazil (Indiana) District differs in chemical composition but little from the coking coals of Western Pennsylvania. It is proposed to consider here only comparisons made between results obtained when the materials employed are precisely the same, two furnaces at the same works for example, or the same furnace under different conditions as respects temperature of blast, method of charging, etc. With this limitation, the most important point in the comparison is the amount of fuel consumed per ton of iron.
