There are many aspects of a grinding mill supply and installation that can result in the mill not operating as intended, resulting in unplanned shutdowns, poor reliability and headaches for all concerned. One of the largest aspects, both in criticality and physical mass, is the mill foundation; if not properly specified, designed and constructed the mill operation will be compromised. The mill foundation starts with the design specification and loading diagram supplied by the mill builder. The importance of understanding these documents and how to apply them is critical for the start of any mill project. When designing mills with a GMD the foundation must be properly modeled to ensure that all interactions of the mill and motor structures, foundation and subsurface strata behave in the intended fashion. All of the previous efforts can be laid to waste if the construction of the mill foundation is poorly handled. Mill foundations are typically the most massive concrete structure at a processing plant and can easily cause nightmares for inexperienced contactors. This paper explores some of the more important facets along the lifecycle of the grinding mill foundation.

Introduction Froth flotation is one of the most common unit engineering operations in use today. Its aim is to upgrade the quality of coal by removing ash/pyrite and separating selected minerals from undesired gangue materials. Flotation has been successfully practiced at the industrial scale for more than 50 years. Its use is increasing due to the ever decreasing feed grades of the coals and minerals being processed. Flotation has also shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a given equipment configuration. The operation must exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the mechanical flotation cell is scaleable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required - pH regulators, frothers, collectors, activators, and depressants - are all relatively inexpensive and common. They are not usually used in large quantities. Froth flotation is certainly one of the most versatile and forgiving unit operations in the chemical, mining, and agricultural industries. The problem with the industrial flotation process is that it is fairly easy to get reasonable results and relatively difficult to get excellent results. Why is it so difficult to fine tune the froth flotation process? There are some obvious reasons and a few not-so-obvious factors. The obvious category would certainly contain the tendency of natural feed materials (ores and raw coals) to have variable physical, metallurgical, and surface properties. This occurs even when special care is taken to minimize such differences with blending. There is another obvious reason for difficulty. An inherent broadness of the feed particle size range to flotation results from using any of the common industrial-scalefine grinding devices - ball-, rod-, or autogenous mills. Research has been done into the chemical reagent and equipment aspects of flotation. It has shown strong interactions (limitations) of chemical reagents and equipment on larger and smaller particles. The point is that current flotation practice works best on average- or medium-sized feed particles. The greater the amount of large or small particles, or of both large and small, the more difficult it is to achieve excellent flotation results. Other reasonably obvious factors include: • variations in mineral type and liberation sizes; • water chemistry variations such as those involving Ca", C03, or Fe", or various soluble metal cations; • the presence of stray organic materials such as returning soluble reagents or partially degraded reagents in reuse water; • the lack of reliable on-line instrumentation for monitoring and control; • frequent equipment malfunctions of all types; • excessive feed rates for installed plant capacity; • poor operator interaction with the process; and • poor reagent dosage control. There are less obvious, but real limitations to flotation. These are inherent in the design and operating characteristics of the most common cell design in use today - the mechanical flotation cell. Individual performance attributes of the chemical reagents used, along with their manner of use, also carry limitations. The bulk of this paper will deal with chemical reagents and their use. Chemical reagents In 1979, the author and his co-workers were asked to invent and implement, at the industrial scale, new flotation reagent chemistry. After reviewing some of the literature (Sutherland and Wark, 1955; Klassen and Mokrousov, 1959; M. Fuerstenau, 1962; D. Fuerstenau, 1976; and Leja, 1982), a series of carefully controlled plant scale tests were set up. These tests were designed to understand existing reagent scale-up from the laboratory to the plant. They were to quantify at the plant level the effect of some of the more important, controllable chemical reagent factors (frother and collector type, frother and collector dosage, pH effects). Portals to access underground mines are important infrastructure and their design requires careful consideration. Portals are generally expected to last for the life of the mine. Typically, the exposure of personnel and equipment is high, with many hundreds of movements through the portal per day. Consequently, the risk associated with geotechnical instability must be extremely low. Portals are often established from a boxcut. In areas where the weathering profile is well developed, the design and execution of the boxcut can involve significant effort, with the objective of minimizing the volume of the boxcut, whilst ensuring that conditions at the design depth are suitable for establishing a stable portal. Properly designed site investigations are a critical part of this process. Currently available portal design guidelines have not been updated for decades, however the equipment and ground support systems have changed significantly in recent years. Many mine portals have since been constructed in a relatively short time frame with success, often in challenging ground conditions using some of the more modern approaches to ground support. This is beneficial because delays in establishing a portal will generally delay other critical path activities, and lead to cost overruns.

The reduction of metallic ores to concentrate consumes a great deal of electrical energy. In the past two decades, a number of case studies have demonstrated a beneficial relationship between powder factor and grindability. However, changes in mill performance cannot be attributed to changes in feed size alone. Blasting energy and the distribution of that energy appears to affect subsequent comminution beyond crushing. This experience has prompted researchers to attempt to duplicate and quantify the mechanisms involved. To date, published reports indicate a measure of success. However, the blast engineer and the mill engineer still lack the tools and basic understanding necessary for full drill to mill optimization.

INTRODUCTION It is recognized that, for a variety of reasons, some companies in the mineral industry today are by no means cash-rich and, in fact, are reporting a growing proportion of long-term debt in their capital structures. A review of recent balance sheets of small, medium-size, and some larger companies, indicates that a fair number still have substantial positions in cash equivalents such as U.S. government issues and other short-term money market instruments. In part, this paper concerns itself with companies which have sufficient cash and equivalents and/or cash generation to internally finance mining projects or expansions but which, for some reason, choose to borrow funds. Misconceptions which appear to frequently underlie so-called "leveraging" decisions are explored in this paper. Also considered arc' those circumstances under which any company, including one that is cash rich, should consider borrowing for a project in an amount beyond what would otherwise be necessary based upon its internal financing ability. I do not attempt to cover the raising of equity capital in public markets in this paper. OVERALL RETURN ON INVESTABLE CASH If you approach an individual with an investment which can be financed from savings, or by borrowing at a rate higher than one is earning on savings, that individual will quickly tell you that to pay interest at a rate higher than is being earned on savings would reduce overall income. Assuming that additional investment opportunities are not currently being considered, the individual concludes that a draw-down on savings, leaving a cushion for contingencies suited to individual circumstances, is the correct financial decision. For reasons discussed later, the simple mathematical logic leading to this conclusion tends to become obscured at the corporate level. When Leveraged Studies Are Inappropriate or Premature Surprisingly, I have heard of a number of companies that could afford to finance an investment solely with internal funds, which have made DCFROR (i.e. discounted-cash-flow rate-of-return) studies not only on a 100% equity basis but also on a leveraged basis. Certainly, a leveraged study would be appropriate if additional projects were competing for more capital than was available internally. Often, however, other projects are not far enough along to warrant a leveraged study and there is some danger that a project may be undertaken because it has an estimated acceptable rate of return, on a leveraged basis, that is not ultimately earned because some of the other projects are postponed or abandoned and borrowing is less than expected. For the above reasons, until it has been determined that (1) borrowing is a reasonable certainty for a particular project and (2) the timing and amount to be borrowed has been determined within a reasonable range of accuracy, I believe it is inappropriate and misleading to calculate DCFROR for a project other than on a 100% equity basis. Even when there are several projects currently competing for funds and borrowing will be required to finance one or more of them, using the common yardstick of calculating DCFROR on a 100% equity basis is a safer method to initially evaluate and compare the attractiveness of the projects. Many companies, whether they would have to borrow or not, will reject projects that on a 100% equity basis do not meet their minimum rate of return standards. Some companies which have to borrow will undertake a project provided the project's DCFROR on a leveraged basis meets its minimum return standards. The danger of this approach is that even moderate shrinkages of estimated cash flows could plunge return below

The process of initiating opencast blasts through long cables is onerous. An obvious alternative is to replace these with radio controlled firing apparatus. Such devices appear from time to time and with the advance of telecommunications, more are likely to appear. However, there are two crucial and seemingly intractable obstacles to overcome: firstly, the problem of malfunction of the system, which can either fire prematurely or go into a state of suspense in which it is unknown whether firing might unexpectedly occur, and secondly, the problem of terrorism, as such a system could provide the capability for an off the shelf remote bomb. The issues of accessibility and electronic reliability when linked to explosives in a mining environment have to be demonstrated to be adequately covered before serious consideration should be given to these systems, up to now largely confined to military applications.

When it comes to the analysis of gold bearing ore, there are literally dozens of variables that contribute to the final "true value" of a given sample. Initial sample selection, splitting size and method, inherent nugget gold, pulverization method, and analytical method variations are but a few. However, it seems that the inherent nugget gold particle is targeted as the primary reason for intra and inter-laboratory variations in assay. The following study will show that this is not always the case. A series of tests were undertaken for the Aurora Partnership-Aurora Project to solve inter-laboratory variations in the analyses of blasthole cuttings. Initial concern was centered on the probability that free gold occurrence was resulting in erratic results for the mine's cyanide shake assays and outside laboratory fire assays. Comparison of fire assay and cyanide shake assay was sporadically consistent with previously demonstrated extraction percentage for the cyanide method. The goal was to delineate the factors that ensure consistency in analyses; implement, where needed, Good Laboratory Practices; and reestablish acceptable analytical method correlation.

The importance of grinding as a unit operation in all industry has caused much effort to be expended toward improving the facility with which grinding can be done. Endeavor has continued nearly 100 years to formulate laws governing crushing and grinding. This has not been without controversy. However, grinding is an experimental science and our useful knowledge originates in experience. The recorded experience is grinding history. Today, many types of size reduction equipment, each with variations, are available to industry. Frequently, more than one type of grinding equipment will meet a requirement of grinding. However, an economic evaluation of installation and operating costs generally indicates a preferred type. The selection of grinding equipment requires' a consideration of the purpose in grinding, the characteristics of the material to be ground, equipment available for grinding, and the manner in which it can be applied best.

This paper addresses considerations for the use of artificial support of pit walls in surface mines, a new project of the Bureau of Mines. Results to date indicate that a polymer-coated cable with embedded grit could provide good anchorage for stabilizing benches and highwalls, and an electronic method of recording discontinuities in the field is being reviewed and developed for application to mining. The objectives of the work in progress are to define the engineering parameters and evaluate the concepts for artificial supports in order to provide safe working environments when pit slopes are steepened to increase ore recovery and reduce overburden handling.

The growth and oxidation characteristics of any bacterial culture are ultimately determined by the nature of the sample being treated. The most important parameters in the application of bio-oxidation are bacterial cell number, growth rates, oxygen uptake and rate of oxidation. Cells present in the solution of an established culture were counted directly using a microscope, related to a protein value, and then used to determine the total cell number (in solution and on the solids). Protein determination of total cells enabled the growth rates on slurry to be calculated. The cell number and culture growth is related to the iron and sulphide contents of the sample. To illustrate these considerations a moderately thermophilic culture was used to treat ore and concentrate samples obtained from Australian mines.

In a proposed rulemaking regulating asbestos, nonasbestos varieties of Tremolite, Anthophyllite and Actinolite would be excluded from the regulations controlling permissible exposure to asbestos fibers. This proposed rulemaking is perceived as improving the scientific basis of the regulation of asbestos because it recognizes that there are no scientific data, either mineralogical or health related, which support the regulation of nonasbestos Tremoiite, Anthophyllite and Actinolite in the same manner as asbestos fibers. However, the proposed regulation, while representing a major advance in the treatment of AT A for regulatory purposes, does not provide an adequate analytical method for distinguishing between asbestos and nonasbestos particles, nor an adequate description of the regulated minerals. This paper addresses those topics, recommending that OSHA include an appropriate mineralogical definition, and implement a discriminate counting procedure to distinguish asbestos from nonasbestos particles.

A heat load analysis of the very hot sub-shaft area of Loraine gold mine situated near Welkom, South Africa, showed. that the heat that needed to be removed to give acceptable wet-bulb temperatures at the working faces could not be done by the normal ventilation air alone, but would have to be complemented with extensive refrigeration. The paper outlines the considerations in selecting the cooling system adopted for this shaft.

The emerging importance of pneumatic conveying systems for bulk materials is largely due to the economic advantages such systems frequently exhibit when compared to alternate methods. Included in these advantages are relative simplicity, ease of installation, flexibility, ease of maintenance, cleanliness, safety and ease of automation to the degree desired. In general, installed costs favor a pneumatic system when compared to competing mechanical systems if the transporting distances are long or to and from many points. In addition, supplemental use such as cooling, heating, or drying may supply the incremental value required to justify its selection.1 The main disadvantages of a pneumatic system are the greater horsepower required per unit weight of material conveyed, material limits in abrasiveness, and density. In addition, material breakage tends to increase at changes of direction and at any obstruction such as that caused by the imperfect butting of two pipe sections in the conveying line. Classification of the material at the discharge may also cause problems in dusting and segregation. Materials weighing less than 4 lb per cu ft tend to cause feeding and collecting problems although they can be conveyed easily. Material between 4 lb and 20 lb per cu ft can be handled with fewer problems, but flow rate is hard to predict. The 20-60 lb per cu ft range offers best results, whereas materials of over 60 Ib per cu ft tend to drop out of the air stream and settle in the pipeline unless careful pro- visions are made to prevent this.2

LITERALLY hundreds of designs of mill liners are in use in current grinding operations, varying in contour from smooth to the roughest of surfaces, and in materials from scrap rail to alloy steels. A certain amount of variation in materials can be expected, owing to differences in local market conditions and the character of ores. However, when one attempts to rationalize the designs in current operations of a parallel nature, there is little that can be called standard practice. Designs and opinions of designs are as divergent as day and night. Somewhere in this maze there must be clues to better practice. The purpose of this paper is to examine the factors for consideration in liner design, and to propose a vigorous campaign of exploration in this phase of grinding operations. The paramount considerations in the choice of mill liners for a grinding operation are: (I) durability, in view of the cost, and (2) developed grinding capacity. Because of the strategic nature of grinding circuits in controlling the production of most mining operations,1 grinding capacity usually is the greater consideration. GRINDING CAPACITY Mill liners affect grinding capacity in two ways: (I) by establishing dead space within a mill shell, which could be usefully occupied by live grinding media, and (2) by controlling the grinding action of the media. The extent to which liner thickness affects the potential volume of live grinding media, and thereby the grinding capacity, is shown in Table I. In a ball mill 7 ft. in diameter, for example, an inch of liner thickness reduces ball volume and corresponding grinding capacity by 5 per cent. With grinding capacity at a premium, this makes consideration something more than first cost of liner materials. A low-cost, voluminous material, made extra thick to secure adequate life, can be very expensive in terms of grinding capacity. On the other hand, in increased grinding capacity, a long-wearing material in a thinner pattern can save many times its value. [ ] From the standpoint of mechanics, the function of mill liners is to provide the means of driving or tumbling the load of grinding media. This paper exposes the reasons that led the Empresa Nacional Minera del Sahara, S.A. (ENMINSA) to the selection of a conveyor belt system for the transport of phosphate rock over a distance of 100 kilometers. ENMINSA was created in 1962, with the main objetive of the exploitation of phosphate rock deposits in the Spanish province of Sahara, in North West Africa. Poor grade outcrops were known previously. A detailed geological research carried over the province led ENMINSA to the discovery of deposits not exposed, and of much higher grade. The sector known as Bu-Craa was chosen as the most promising, and was explored by means of drill holing and shafting. The important amount of information obtained permitted a detailed evaluation of the capacity and grade of the rich ore contained in the Bu-Craa area. Simultaneously with the systematic reconnaissance of the Bu-Craa deposits, ENMINSA developped the study of the technical and economical problems required for the beneficiation of the rock, which comprised five main groups of projects: rock exploitation; beneficiation plant; rock transport from the mine site to the Atlantic coast; storage, handling and loading facilities by the sea- side, and power plant. Once determined the location of the marine loading facilities, which to date are in an advanced stage of construction (figs. 1 and 2), the studies conductive to the selection of the best transport system from the mine to the ocean, along 100 kms. distance were undertaken.

This approach could substantially reduce the engineering effort and schedule during the feasibility phase of the project.The front-end of the paper provides a basic understanding of cogeneration plants of various types to establish a common language. Subsequently, the paper outlines and analyzes specific issues that could be of help in the definition of cogeneration installations for remotely located industrial facilities, with a focus on mining and primary metallurgical plants"

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. Progress is reported on capturing the effects of gangue chemistry in the context of a comprehensive stockpile heap leach model for leaching copper sulfide ores, employing leading edge computational fluid dynamics (CFD) technology. The stockpile is a complex multi-phase process, comprising of a solid porous media, with complex fluid flow, gas and liquid phases, competing solid-liquid reactions, dissolution of minerals and transport through the heap. The model accounts for many of the challenging physical and chemical features of the heap, including transport and reactions kinetics for the important copper and iron sulfide minerals, ferrous oxidation, bacterial effects, thermal energy, acid and sulfate balances. In this contribution, the model has been extended to incorporate dissolution of various species from gangue reactions and precipitation of hydronium and potassium jarosite, ferric hydroxide, alunite, and gypsum. The effect of aeration on the simulation of a copper sulfide heap leach is provided as an example.
