"The Broadmeadow mine is a punch longwall mine owned and operated by BHP Billiton Mitsubishi Alliance (BMA) in the Bowen Basin of Queensland, Australia. In 1999, an exploratory adit was driven as part of the feasibility study for the establishment of the mine. Subsequent development of the mine in 2004 started some distance away from the initial test adit. Ten years later, the trial adit would be used as the headgate of the 5'h longwall panel. However, multiple roof falls had occurred in a heavily jointed area over a distance of 1, 000 ft (300 m) during the past 10 years. Due to the immediate coal roof, low stress environment and time, some of these falls had progressed to 38 ft (11.5 m) above the mining floor. As a result of the extensive work involved and safety implications of trying to recover the roof falls conventionally, a strategy was developed to fill these roof falls with a cement based product from the surface, down boreholes, and redrive the roadways through the consolidated roof fall material. This paper describes the process of rehabilitating these roadways, the results when the roadway was redriven and the headgate performance as the longwall mined through the area.INTRODUCTIONBMA operates 7 open cut and 2 underground mines in the Bowen Basin of Queensland, Australia producing over 50 mt per year of high quality coking coal. As a result, BMA has established over 150 miles (250 km) of open cut highwall.Broadmeadow Mine is a punch longwall mine located 22 miles (35 km) north of Moranbah in Queensland, Australia on the western limb of the Bowen Basin Coal Measures (Figure 1). Broadmeadow Mine commenced development in 2004 and began longwall operations in 2005. Broadmeadow is currently completing the fifth longwall panel and produces over 4 Mt per year of high quality coking coal. Mining is undertaken in the Goonyella Middle Seam, which is 21 to 25 ft (6.5 to 7.5 m) thick in the current mining area.The mine layout required the use of an old exploratory gateroad as the headgate of its 5th longwall. This gateroad had experienced numerous large roof falls and required extensive rehabilitation."

Reduce dust exposure of longwall shearer operators by keeping them upwind of the primary cutting drum. Approach Use a different coal cutting sequence by cutting from headgate-to-tailgate, making the cleanup pass from tail-gate-to-headgate. How It Works The cutting action of the shearer drum is usually the primary source of respirable dust at longwall shearer faces. Dust exposure of the shearer operator is deter-mined by his position relative to the lead drum, which is normally in the raised position taking a full sump. On long-wall faces where the cut pass is taken from tail-to-head, against the primary airflow, the shearer operators must remain at their controls, on the return-air-side of the primary dust source, to maintain proper control. A simple method to lower shearer operators' dust exposures is to extract the primary coal from head-to-tail, thus positioning the operators up-wind of the lead cutting drum. The bottom coal is then cut, and the floor cleaned by the trailing drum during the tail-to-head cleanup pass. This sequence places the primary dust source, the cutting action of the shearer drums, on the return-air side of both shearer operators, except when cutting out at the longwall headgate.

The potential risks of working with lead have been recognised for centuries, but it is only with the development of sensitive measuring techniques in relatively recent years that it has been possible to establish effective approaches for the monitoring and control of lead exposure. This paper examines the principal control measures employed today - lead in air and lead in blood - and reviews the evolution of numerical standards, with particular reference to the latest understanding of health effects. In addition to lead, a large number of other metals are commonly encountered when producing lead and zinc - both primary and secondary - and the health effects of many of these are discussed. Modern hygiene practices and technologies, which have proved successful in reducing worker exposures, are reviewed. The paper concludes with a look at how exposure standards are likely to change in the near to medium future

The scope of the course has been broadened, revised, and brought up to date, and it is being published as a similar series of seven miners' Circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

Rare earth elements (REEs) are a group of lanthanides elements which have been widely used in the electronic, petrochemistry, metallurgy, and defense industries. Their demand has increased sharply in the past decade with the boom in electronic device production. Some countries now consider them strategic metals for the future and it has been forecasted that REEs may become a dominant contributor to global economy. In the wake of REE exploration, mining and processing, concern has grown over occupational and community health issues and risks. A portion of available literature on this topic however is written in the Chinese language, and thus research information related to health and REE mining is not readily accessible to mineral development planners in countries such as Canada, where REE mining is now evolving. As REEs also represent an important commodity, primarily stemming from Chinese production, it is important to begin to understand the potential health costs related to this mining sector. There are two main objectives of this paper. The first is to present an overview of REE mining with a focus on geological characteristics, global production and uses with particular attention to the main producer: China. The second is to present the results of a literature review (using both Chinese and English sources) on REE mining and health and identifies key occupational and community health issues that require consideration. This paper concludes by identifying some critical issues this sector needs to address to ensure the sustainable development of this mining activity.

Organized efforts toward the prevention of injuries and occupational diseases have been of comparatively recent origin in the mining industry, dating generally from the beginning of this century. Mining-and particularly underground mining- is more hazardous in many respects than most other major industries, and continual and increasing attention has been given to its health and safety aspects. The importance of the physical well-being of those engaged in mining was recognized by Agricola, who, after describing the hazards encountered in 16th century mining operations, stated that "Some of these evils, as well as certain other things, are the reason why pits are occasionally abandoned." In the past 50 yr particularly, mine managements and labor organizations, separately or collectively, have mounted productive efforts toward the prevention of accidents and industry-associated diseases and illnesses. A statistical study of this period indicates that increasing awareness coupled with the endeavors of all concerned agencies has resulted in decreasing frequency of occurrences of injuries and illnesses. In recent years particularly the mining industry has used the services of safety engineers, industrial hygienists, inspectors, ventilation engineers and other specializing in locating and correcting deficiencies affecting the welfare of employees. Concurrently, the labor movement has incorporated into its organization individuals working in the fields of health and safety, many devoting full time to these responsibilities. Others serve in behalf of their fellow workmen as on-the-job safety representatives. Most authorities agree that accidents are caused by (1) unsafe acts, (2) unsafe conditions and, exceptionally, (3) Acts of God. The "unsafe act" often is cited as the prime cause. but many accidents, and attendant injuries, are the result of a blend of "unsafe acts" and "unsafe conditions," with each chargeable in varying proportions. It therefore is necessary to consider both the physical elements of the mine plant and the training, mental attributes and actions of all personnel involved. Analysis of an accident, if based on hasty reconnaissance and unduly hurried questioning, seldom will disclose more than surface causes and consequently will result in inadequate measures to prevent repetition. Mining involves unavoidable and calculated risks, as in all facets of life. It is most important then that men employed in mining be schooled in the hazards and develop fully the ability to evaluate and minimize risks. The environment, of underground mining often is harsh and strange compared to the more natural surface conditions man has learned to cope with as a part of established life patterns. The miner. therefore, must adapt to unusual situations and conditions and must develop a mental attitude permitting acceptance of change. 3.1-INDUSTRY-AFFILIATED SAFETY AGENCIES L. S. Longwall mining technological improvements have provided significant increases in productivity over the last 15 years. Longwall productivity is anticipated to continue to escalate with expanded application of automated equipment. Automation technology that will likely be adopted over the next 5 years is memory cut with shearer initiation of shield movement supervised by a couple of face workers. Operations using this technology will most likely relocate many production workers from the face to the outby gate entries and position several face workers outby the shearer, exposing workers to different health and safety risks. These changing risks are primarily related to worker relocation and expected increased production levels. Workers outby the face will most likely have less dust and noise exposure, but will be exposed to other safety hazards associated with outby equipment movement, materials handling, and gate entry ground movements. The face workers will most likely be exposed to higher respirable dust and noise levels generated by the equipment at elevated production rates. Methane gas emission is also expected to increase with faster mining rates. These operational changes and the control technologies needed to reduce redefined longwall worker hazards at semiautonomous longwall operations require examination to maintain the health and safety of mine workers.

GRATIFYING progress continues towards the elimination of the hazards confronting health and safety in and about mines. Employers and employees are diligently co-operating. One of the outstanding movements towards this end is the National Safety Competition conducted by the U. S. Bureau of Mines. William W. PROGRESS in health and safety in the mining field has been greatly affected by war conditions. Some of the instruments commonly used in ventilation and dust prevention work have been practically unobtainable. Much equipment, such as fans, has been purchasable only when it was possible to make positive statements to the effect that it was absolutely necessary for the production of definite quantities of materials essential to the war. Even then, long delays were usually experienced in obtaining such equipment from the manufacturers. These circumstances have, of course, not been conducive to the development of new and better methods, though attention has been directed by governmental agencies towards the recognition of existing hazards to which little attention had previously been paid.

REDUCED activity of mining, because of the business recession, had the effect of lowering working time, hence of reducing exposure to accidents, so it is probable that 1938 will be found to have had a lesser number (both fatal and nonfatal) though the accident rate may remain about the same as in 1936 and 1937. During periods of re-employment, such as occurred during 1936, 1937, and 1938, the new men entering the industry are less experienced and not as well trained in accident prevention as are the older, more experienced men and are frequently subject to more accidents. This situation should tend to correct itself as the new employees be- come better trained.

THE over-all picture of safety in mining has been encouraging during the past few years, and in mining activities as a whole the trend in accident occurrence is downward. This is the more noteworthy when the type of labor used in mines during the war period is taken into consideration. The drafting of young mining employees into the armed services and the departure of others for work in other war industries took a heavy toll of young, husky, active men. Their places were taken in large part by older men who returned to the mines, or by inexperienced men with little if any knowledge of mining. Despite the lack of labor and especially of skilled labor, and the difficulty of obtaining new equipment as well as maintaining and replacing worn or broken equipment, and numerous other difficulties the mining industry not only reached and maintained maximum production but made the increase with little if any sacrifice of safety. THE mines of the Consolidated Coppermines Corporation are at Kimberly, in the Robinson mining district, White Pine County, Nevada. [ ] The blanket-like ore body is a disseminated copper deposit occurring in monzonite porphyry and, in general, is thoroughly fractured, altered, and soft. Contained in the porphyry ores of the extreme westerly end of the ore body are pendants of hard garnetized limestone. A younger monzonite porphyry underlies the ore-bearing porphyry, which in turn rests on limestone and shale. Block caving is the standard method of mining. Because of the undulating top and bottom contours of the ore body, the main haulage level was selected and driven at an elevation calculated to be the most economic depth below the major tonnage sections of ore. Fig. I shows a general section of the Emma Nevada ore body taken through its long axis, which lies roughly in an east-west direction. Mine openings in either type of porphyry require heavy timbering and constant maintenance and repair, particularly in horizons at or near the ore body contact. Where the ore lies close to the haulage level, slusher hoists and scrapers are used to transport horizontally the ore to the main haulage drift (Fig. 2). For the extraction of high-lying ores, a system of branch raises is used; and the ore is mined by gravity. Slushing methods are used also on the high-lying ore-body fringes. Slusher drifts are often driven from the fringe branch raises that have already served their purpose, in order to minimize the cost of the preparatory work in mining the thinner portions of the ore body (Figs. 3 and 4). When a block of ore is developed and undercut, it is economical to mine it as rapidly as the ore will cave efficiently; and this procedure often presents safety problems because of men with equipment working in a relatively congested area. The single-track main haulage drift is about 1 ½ miles long, and lateral haulage drifts are driven under the ore body at intervals determined by the height of the ore body above the haulage level. Mining and metallurgy are quite unique in that their history and practice embrace virtually the total spectrum of occupational health problems and hazards as understood today. TWO papers on health and safety were given Thursday afternoon when a joint session of the Health and Safety Committee and the Mining Methods Committee was held. T. T. Read presided and the first paper, on ventilation at Climax, was presented by the author, L. H. Glanville. In the subsequent discussion by Cloyd M. Smith, P. B. Bucky, B. F. Tillson, D. F. Haley, J. L. G. Weysser, and others a number of interesting points not covered by the paper, which appears in full in the January Mining Technology, were brought out. Ventilation troubles in mines so often hinge on the air being too hot and damp that it was interesting to hear of one where it is frequently too cold and too dry.

Two characteristics of the modern mining industry are that there is a skill shortage and that young professional people rise rapidly into highly responsible supervisory positions. With this responsibility comes the burden of identifying and managing health and safety risks. Without the benefit of a comprehensive health and safety training program, these young professionals may be putting both themselves and those under their supervision at risk. The Moura Mine explosions and the asbestos health disaster should not be just artifacts of history, but highly valued lessons that impress the need for comprehensive health and safety risk management strategies on young professionals. From the perspective of the former secretary of the Committee to implement the findings of the Moura (Disaster) Inquiry and as the former coordinator of the Coal Workers Health Scheme, key issues in occupational health and safety management systems are explored.

Communication was the buzzword for health and safety products at the 2008 MINExpo, and it is still important in 2012. Products unveiled following the Miner Act in 2006 have been upgraded and improved. Saving lives and reducing injuries through better leadership, planning and practice is the goal of every mine professional.

The coal mining area in Northern Shaanxi, China, has been taken as the study area, and the damage mechanism of the ecological environment is discussed on the basis of analyzing the characteristics of natural eco-environment and resource development in this area. Mining subsidence is taken as an example, and by using the Gray Correlation Analysis method, the key impact factors have been selected. An assessment model with fuzzy comprehensive evaluation has been constructed, and 12 coal mines have been quantitatively assessed. This paper also constructs an ecosystem health assessment method and index system in the coal mine area on the basis of ecosystem health theory, and assesses the ecosystem health status in the Shenfu coal mining area from 2000?2006. The research results are expected to help the eco-environment protection process in the designated coal mining area.

Since 1978, the Colorado Department of Health has become involved in specific investigations of possible radiation hazards among nonminers in Colorado communities. In each instance, the improper disposal of mill tailings has precipitated concerns and allegations of radiation hazards. This presentation is a brief summary of the findings, to date, of 4 such investigations involving tailings disposal problems in Canon City, Denver, Durango and Grand Junction, Colorado. Canon City In the summer of 1979, allegations of excessive cancer incidence were made at public hearings concerning an application for a Radioactive Materials License submitted to the Colorado Department of Health by the Cotter Corporation for a uranium mill at Canon City. Canon City is the site of a uranium mill operated since 1958 by Commonwealth Edison. Local residents accumulated figures and calculated rates suggesting a 2-fold excess in total cancer mortality. These rates were not adjusted or standardized for demographic varibles. A review of cancer mortality data and computation of age standardized rates for years 1950 through 1977 showed that Canon City's cancer mortality rates were within expected limits, actually lower than rates for the State of Colorado or the United States. The first slide shows rates for every fifth year, 1950 through 1975. Further, an analysis of Canon City cancer incidence data from the Colorado Central Cancer Registry revealed that 1979 incidence rates were not significantly different from Colorado rates, with the exception of prostate cancer. The next slide shows age standardized incidence rates for lung, colon, breast and prostate cancer. Data were also reviewed for leukemia, myeloma, lymphoma and cancers of the thyroid stomach, uterine certix, ovary, kidney, bladder-and brain, however, small numbers of cases prevented meaningful rate calculation. 1980 data are presently being analyzed. None of the data yet examined support allegations of radiation-associated cancer in Canon City. Denver In February of 1979, the Department of Health became aware of a number of radium mill tailing deposits in the Denver metropolitan area, remnants of the radium milling industry of the early 1900's. Several of the deposits were situated so as to possibly contribute significantly to radiation exposure of a small number of people over a period of several decades. The Department developed protocols for radiation surveys, dosage estimates and, for a small number of persons, body burdens determinations and peripheral blood lymphocyte cytogenetic studies. The results of this investigation suggested no measurable biomedical impact as a result of the radium deposits. Durango In October of 1979, a physician residing in Durango, Colorado released information from a preliminary analysis of lung cancer data suggesting an incidence rate several times expected in that city. The data were presented at a meeting of a citizen's group concerned about the possible health hazards of 2 uranium mill tailing deposits located in the south end of the city. Since cancer incidence data generally do not exist in most of western Colorado, a team of epidemiologists was dispatched to Durango to work with local physicians and hospitals in conducting an epidemiologic study of selected cancers for the period 1969 through 1978. After case-finding and record abstracting were completed, it was determined that sufficient data were available for study of only 3 sites: lung cancer, breast cancer and leukemia. The next slide shows age standardized incidence rates for these 3 sites for 1969-1978 for Durango and the State of Colorado. There are no significant differences in these rates. The data did show a geographic peculiarity with regards to the relative proportion of tumor types near the tailings deposits as opposed to away from the deposits, however, this finding is based upon very small numbers of cases and may represent only the random excursion of rates based upon small observations. This investigation suggests that if a carcinogenic hazard is present, it is too small to be detected by the study method employed. Grand Junction The Department of Health has been involved in the Grand Junction mill tailings problem for several years. In 1966, the Department issued an order terminating the practice of free public access to a 55-acre pile of uranium mill tailings. Prior to this order, an estimated 300,000 tons of material was removed. Of this amount, an estimated 50,000 tons was presumably used in residential and commercial construction. Despite many allegations of cancer and birth defects excesses in Grant Junction since the mid 1960s, the first epidemiologic study of cancer was conducted in the spring of 1977. Data from the Colorado Central Cancer Registry were analyzed and reported to the Executive Director of the Department of Health in June of that year. The findings of the first and preliminary study were an unexplained excess of acute leukemia and chronic myelocytic leukemia. The excess was based upon small numbers but was present across all age groups. No increase in chronic lymphocytic leukemia was evident.

INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. The planning, design and operation of mines must include the development of positive environmental, community and land-use benefits if it is to achieve good corporate social responsibility and minimise detrimental impacts throughout the life of the mine. Life-of-mine (LOM) planning should, therefore, consider conducting mining activities in the best socially, environmentally and economically acceptable manner, from the commencement of exploration to post-closure of the mine. Current knowledge of LOM activities in relation to public health (life-of-community, or LOC) impacts neither fully captures the full suite of human health and well-being impacts, nor comprehensively informs society on these issues. This knowledge gap is becoming more apparent as public antipathy is increasing towards mining activities within Australia, Canada and globally. The purpose of this paper is to present preliminary and informative results of a literature review to gain insight into the extent of available public health and well-being knowledge associated with mining development. LOM development must also benefit the LOC, in that it must aim to minimise detrimental impacts, and maximise beneficial (including health) impacts on all associated communities. Health planning and programing for mitigation of potential adverse health impacts of mining should extend beyond the scope of work-related injury and illness (resulting from chronic exposure to harmful substances, infectious and lifestyle illnesses), to the health and well-being of workersÆ families and extended associated communities. By mapping the available but rather scarce literature on LOC areas to recognised LOM stages, this review found shortcomings and imbalances regarding research reporting on mining and its health-related impacts in the worker-to-community continuum.CITATION:Kirsch, P, Viswanathan, D, LaBouchardiere, R, Shandro, J and Jagals, P, 2012.
